Employee morale, safety are top


priority to new Administrators

They are newcomers to the Canal
organization. They come from two
different,worlds, the U.S. military
and the Government of Panama,
worlds equally unfamiliar to many
of the employees they are charged
with leading. But during their first
four weeks in office the Panama
Canal Commission's new Admin-
istrator Dennis P. McAuliffe and
Deputy Administrator Fernando
Manfredo Jr. have been about the
business of making it clear that their
commitment is to the Commission
and its workforce.
Their backgrounds are dissim-
ilar, but each brings to his new
position an impressive record of
government service: the Admin-
istrator, a graduate of the U.S.
Military Academy, has behind him
a career in the U.S. Army that spans
more than 35 years, the last four as
Commander-in-Chief ofthe United
States Southern Command; the


Deputy Administrator, a graduate
of the University of Panama with a
degree in business administration,
has spent the last ten years serving.
the Government of Panama alter-
nately as Minister of Commerce
and Industry, Special Ambassador
to the United States for Treaty
Negotiations, Minister of the Pres-
idency and Special Advisor to the
Panama Canal Authority.
The relationship between the two
men appears to be one .of mutual
respect and yet at the same time is
relaxed. Neither interrupts or cor-
rects the other as.he is speaking; but
when McAuliffe said recently that
he runs a minimum of three miles
each day to maintain his cardio-
vascular fitness, Manfredo quipped
that he, too, has taken up jogging
"in order to follow in the footsteps
of Mr. McAuliffe."
Personally, they have in common
the fact that each of them is the
father of three grown children and
each is also a grandfather. Mc-


Auliffe and his wife Kathleen are
preparing to move into the historic
house on Heights Road formerly
occupied by Governors of the Canal
Zone. Manfredo says that he and
his wife Denise will occupy the
former residence of Lieutenant
Governors so that they can "become
members of the community, share
in the problems and participate in
the activities."
The Administrator and his De-
puty are receiving an orientation to
some of the concerns of Canal
residents in their meetings with
representatives of community and
labor groups. In addition, they are
continuing to make personal visits
to Commission units on both sides
of the Isthmus in an effort to get to
know the Canal organization and
the people who make it work. They
are asking employees about the
problems being encountered in the
transition and are receiving, they
report, honest responses. McAuliffe

to the goal of preserving the quality of life in the community since the high morale, professionalism and loyalty of
the employees are among the organization's main assets and are very much a function of the quality of life.


New unit oversees employee documentation


Assisting Commission employees
in obtaining needed documenta-
tion, including identification cards,
passports and entry/exit permits,,is
the task of the new Employee
Assistance Unit established by the
Administrative Services Division.
The office is located in the former
Diablo Elementary School, Build-
ing 5140, Diablo, telephone 52-
7797.
U.S employees of the Panama
Canal Commission and their de-
pendents are required to have valid
passports and Panamanian entry/
exit permits in order to leave or
enter the Republic of Panama. Both
documents are good for five years
from the date of issue.
Individuals who have applied for
passports and have not yet received
them should not despair. The


Employee Assistance Unit is dis-
tributing the passports on a sched-
uled basis by office or division to
minimize waiting time for employ-
ees. All passports should be dis-
tributed by November 15. If any
employee has not received his
passport by that time, he should
contact the Employee Assistance
Unit.
Upon receipt of the passport, the
employee, with his family, will be
required to go to the Panama
Immigration Office located in room
22, Building 5534, Diablo Heights
to obtain the entry/exit permit
required toenterand leave Panama.
Employees who are planning to go
on leave in the near future should
contact the Employee Assistance
Unit to be sure that their documen-
tation will be ready. The unit should


be notified at least a week in
advance, as the Panama Depart-
ment of Immigration normally
requires 48 hours to issue the
entry/exit permit.
In case of emergency, those who
need documentation should go
immediately to the Employee As-
sistance Unit, where they' will be
instructed on how to obtain the
required documents to leave and
reenter Panama. If it is after
working hours, the employee should
contact the Chief, Transportation
Branch, who will assist in making
the departure plans and obtaining
the required documents.
Employees or dependents who
are returning to the Isthmus, such as
students returning for Christmas
vacation, are required to have

Dear Mr. McAuliffe:
1 am a U.S.-citizen employee of the Panama Canal Commission. I
am planning to purchase an automobile from a dealer in the United
States and have it shipped to the Isthmus for my personal use. What
do I have to do to enter the car into Panama?
An employee

United States-citizen employees are eligible to import at least one
vehicle every two years without payment of import duties or other
import taxes.
Employees who are importing vehicles from off the Isthmus will
need to present a hill of lading or waybill from the steamship company
to the Customs Assistance Unit. Building 5140. Diablo Heights.
Personnel of that office will issue a certificate sho wing that the vehicle
is the property of a Commission employee entitled to entry without
payment of Panama import duties and will refer the employee to a
Panama brokerage agent who will, for a small fee, prepare the
necessary Panama Customs Declaration form for entry into Panama.
If requested, the brokerage agent will also obtain Republic of
Panama registration and license plates for the employee. A fee ranging
from $10 to $20 will be charged by the broker depending on the
services requested. Completion of the Panama Customs Declaration
form by a broker is mandatory.
The certification, the waybill, and Panama Customs Declaration
forms are then taken by the employee (or broker) to the Panama
Customs Offices located on the Balboa and/or Cristohal piers
(directions are available from the Customs Assistance Unit personnel)
where they will he stamped as exempt from payment of Panama
import duty. There is no fee for this customs service.
Once the above clearances have been accomplished, employees may
pick up the vehicle at a deli'veryv point designed by the shipping agent
or hb the brokers if brokers services are requested.
License plates and registration, if not already obtained, can he
requested from Panamanian licensing officials at the old Civil Affairs
Building in Ancon or Building 711 in Fort Gulick.
Vehicles purchased locally by employees .fiom duty-free "dealer
stock" in the Republic of Panama will be subject to the same
conditions described above, except that a bill of sale will he acceptable
in place ofa iwaybill or other cargo documentation in order to obtain a
waiver of impo t duties.
Employees who are purchasing ldut- free vehicles from other
employees when the vehicle has alreahld been entered into' Panama
need'only to contact the Commlission Customs Assistance Unit in
Diablo Heights. That Unit will issue a certificate showing that the
vehicle was formerly used' h.y someone with duty-free status. This
certificate will have to be taken to Panama Customs officials where it
will he stamped to show that the transfer is exempt.fromt the payment
of ulty. The certificate is then represented to the Trdansitto Oficials of
the Guardia Nacional at the Civil Affairs Building in Ancon or
Building 711 in Fort Gulick who will approve the transfer.
Because there are limitations on the number of cluty-free vehicles
that can he owned and/ or imported by an employee and his family, all
employees contemplating importing duty-free vehicles should first
contact the Panama Canal Commission Customns Assistance Unit
prior to purchasing such vehicles to insure that they are entitled to
exemption, of dul.
Dear Mr. McAuliffe:
I am very concerned that the premium rates for health insurance
may increase even higher than their present level. This concern is
shared by many employees in this agency. Please inform us what you
expect for the future in terms of the costs of health insurance.
An employee

New health insurance premium rates for 1980 recently received
fi'omn Washington show that employees enrolled in the Panama Canal
Area Benefit Plan (formnerly the Canal Zone Benefit Plan) will reap
substantial savings in the upcoming year. Premium rates for an
employee with a family enrollment will drop by 15% under this plan
while a self-onl/ enrollment will he recducehd by more than 19%.
Other plans available locally. Aetna, A FGE, and Blue Cross! Blue
Shield, generally show rate increases.
The table belo iw compares the present employee premium rates with
the new 1980 rates for these four plans.

Under new management, old services

back in business and open to community


Many of the community services
that were turned over to the
Republic of Panama on October 1
are once again in operation and
open to the public:
Among these are the La Boca and
Paraiso gas stations; the Balboa
bowling alley; the Balboa, Paraiso.
Gamboa, Cristobal and Rainbow
City post.offices; and the Balboa
movie theater.
The La Boca gas station offers
full service for customers' vehicles,
including lubrication, oil changes,
tire repair, sale and installation of
fan belts and radiator hoses and
repair of bicycles and motorcycles.
The station operates 12 hours a day
Monday through Saturday, from
6:30 a.m. to 6:30 p.m., and on
Sunday from 6:30 a.m. to 1 p.m. It
is the only gas station in the Pacific-
sector that sells diesel.
The Balboa bowling alley is open


Monday through Saturday from 8
a.m. to 11:30 p.m. and on Sunday
from I to 11 p.m. The bowling alley
cafeteria is also in operation.
While the five post offices are
now run by the Government of
Panama, the telephone numbers are
the same as before. They are open
six days a week, from 7 a.m. to 5:30
p.m. on weekdays and from 7 a.m.
to 4:30 p.m. on Saturdays. Stamps
for local mail are 17 cents fora letter
and 12 cents for a postcard. Airmail
to North and South America is 23
cents for a letter.
SThe Balboa movie theater con-
tinues to offer two showings on
week nights, one at 6:30 and
another at 8:30 p.m. On the
weekends there are three showings,
at 5, 7 and 9 p.m. Tickets are $2 for
adults and $1 for children. A movie
schedule for ;Balboa theater is
available at the theater.

Elementary School Spanish and physical education teachers organized a program with the theme,
"It's a Small World." The program took place in Balboa High School Auditorium on October 26 with
great enthusiasm shown by both participants and spectators.
Music was provided by the quartette of the Orquesta Sinf6nica Juvenil de Panama, followed by an
international parade of nations where children in grades through 6, dressed in the costumes of many
lands, filed onto the stage where they recited the poem "El Mundo es Pequeffito" in Spanish. As a
finale, sixth grade students danced the Mexican "Raspa."
Today, the First of November, is the day set aside each year in Panama to honor children. In the
United States Kids' Day is celebrated on the fourth Saturday in September. The above photographs
show.one of the more obvious reasons for honoring children-they're beautiful. They are also the
adults of tomorrow and our hope for and link with the future.

the Republic. If they have passports
but do not yet have the required
Panama entry/exit permit, special,
one-time entry permits may be
obtained from' the-Employee As-
sistance Unit by submitting a
written request on a form provided
by that office. In the case of those
coming for the Christmas holidays,
this should be done as soon as
possible. When the special entry
permit is received, it-can be mailed
to the traveler, who must have it and
his passport in his possession upon
arrival in Panama. Once here,
application can be made for the
regular entry/exit permit issued to
U.S.-citizen employees of the Com-
mission and their dependents.
Employees or dependents return-
ing to the Isthmus who have not
received their passports or reentry


papers, may obtain a tourist card
from any major airline or steamship
company. To use this document, the
traveler is required to purchase a
round-trip ticket.
A third alternative to enter the
Republic of Panama is to obtain a
Panamanian visa at a Panamanian
Consulate. A valid U.S passport
will.be required for the visa.
An Employee Assistance Unit
also has been established on the
Atlantic side. It is located in the
Margarita Service Center, second
floor. Mrs. Joyce Levy is in charge
of the unit and the telephone
numbers are 43-3213 and 43-3413.
Employees or dependents who
lose their ID cards, passports, or
entry/ exit permits should report the
loss of their documents immediately
to the Employee Assistance Unit on
either side of the Isthmus.

Three divisions
reach CFC goal
Three divisions of the Commis-
sion have already reached 100
percent of their fund raising goal for
the Combined Federal Campaign.
These are Community Services,
Water Transportation and Store-
houses. Together they have ob-
tained almost $10,000 in pledges
and cash.


Must vaccinate

dogs and cats

before Nov. 16

Dog and cat owners who live in
Commission areas or areas of civil
coordination need to have their pets
vaccinated against rabies and reg-
istered at Corozal or Mindi Vet-
erinary hospitals before Nov. 16.
The rabies shot costs $5; how-
ever, the registration, which must be
done annually, is free. Not all pets
need vaccinations but all pets must
be registered. To register your pet
simply take in his papers showing
the date of his last vaccination.
Cats and dogs over three months
old need to be vaccinated, and
revaccinations are necessary for all
cats vaccinated before August I,
1979.
Young dogs that had their puppy
vaccinations at three or four
months of age need to be revac-
cinated a year later. For example, if
your dog was vaccinated as a puppy
last year and has not yet been
revaccinated this year, then its time
to take him in.
Older dogs that have already had
their puppy and young dog vaccina-
tions need to be revaccinated if their
last shot was before August 1, 1977.

evidence to the workforce that the
management of the Panama Canal
Commission is really interested in
their well-being.
McAuliffe in no way under-
estimates the complexity of solving
either personal or operational prob-
lems in an organization where many
of the support functions have been
transferred to the control of other
agencies. But he and Manfredo
have pledged to use their influence
on behalf of Commission em-
ployees to prevent any decline in the
overall quality of existence here.
"Even if we don't carry the
responsibility for the function, we'll
see that problems connected with it
are solved," Manfredo stated.
The Administrator hopes to see
continued in the Commission the
"esprit de corps" that has been
characteristic of the Canal work-
force since the construction era.
McAuliffe said, "The Commission
is so fortunate in having literally
thousands of. dedicated profes-


sionals working for it. It is a tribute
to these individuals that the Canal
has operated through the turbulent
period just passed. Their dedication
and loyalty outweighed personal
problems even during the most
difficult days. That's the real lesson
I'm taking in right now."
But the Administrator believes
that the turmoil of those uncertain
days since Treaty ratification may
have taken its toll in an area other
than the operation of the Canal. He
says that statistics show that from
that period to the present the
employee accident rate has been
running from one to three times
higher than the average over the last
ten years.
McAuliffe commented that with
the exception of combat situations,
in all of his.experience around the
world he has not seen any area that
has more of a potential for injury to
human beings than the Canal. He
,feels the fact that we are on a
waterfront running what is es-
sentially a high risk operation is
reason enough to put special
emphasis on safety on the job.

If you should happen to be in a
traffic accident outside of the Canal
operating or housing areas or be
facingjudicial proceedings for other
reasons in Panama, remember that
U.S. citizens employed by the
Commission, their dependents, and
third-country nationals who have
been granted the rights of U.S.
citizens are entitled to a number of
procedural guarantees according to
the treaties.

These guarantees provide for the
services of an interpreter, for a
representative of the United States
Government to be present at the
trial, pretrial custodial release to the
United States in many cases, as well
as other protections.


The Liaison Section of the
Panama Canal Commission Police
Division, which is manned 24 hours
a day, has as one of its major
functions the responsibility for
providing the services mentioned
above and, in general, lending
assistance to U.S. citizens dealing
with governmental agencies in
Panama such as the courts.

The Liaison Section recommends
that, as in all countries, if you are
arrested for any reason you stay
calm and as soon as you reach the
police station, talk to the shift
commander, the officer at the desk.
Explain that you are a Commission
employee and want to call the
Liaison Section. The courts in


Panama are aware of the Liaison
service and encourage its use
whenever possible.
Anyone requiring assistance or
desiring more information about
the services available through the
Commission Police Liaison Section
may call their office at Balboa, 52-
3126 or Cristobal, 43-2111. It is a
good idea to keep a copy of the
telephone numbers in your billfold
along with your driver's license.
During the thirty-month transi-
tion period, if you are arrested or
have other legal problems in
Commission housing or operating
areas, you are under U.S. jurisdic-
tion and the procedures will be the
same as those in effect before
October 1.

Unidad se encarga de documentaci6n


La Division de Servicios Admi-
nistrativos ha establecido una nue-
va Unidad de Asistencia al Em-
pleado cuya misi6n es la de ayudar a
los empleados de la Comisi6n a
obtener la documentaci6n necesa-
ria, incluyendo tarjetas de identifi-
caci6n, pasaportes y permisos de
entrada/salida. La oficina esta
situada en la antigua Escuela Pri-
maria de Diablo, Edificio 5140,
Diablo, tel6fono 52-7797.
Se require que los empleados
estadounidenses de la Comisi6n del
Canal de Panama y sus dependien-
tes tengan pasaportes validos y per-
misos de entrada/ salida de Panama
a fin de salir y entrar a la Rep6blica
de Panama. Ambos documents
tienen validez por cinco aflos a par-
tir de la fecha de expedici6n.
Aquellas personas que hayan
solicitado pasaportes y que a6n no
los han recibido, no deben desespe-
rarse. La Unidad de Asistencia al


Empleado esta distribuyendo los
pasaportes seg6n un program esta-
blecido por oficina o division a fin
de reducir al minimo el tiempo de
espera de los empleados. Todos los
pasaportes deben ser distribuidos
para el 15 de noviembre. Si alg6n
empleado no ha recibido su pasa-
porte para esa fecha, deberA comu-
nicarse con la Unidad de Asistencia
al Empleado.
Al recibir el pasaporte, el em-
pleado, con su familiar, tendrA que ir
a la Oficina de Inmigraci6n de
PanamA, situada en el cuarto 22,
Edificio 5534, Diablo Heights, a fin
de obtener el permiso de entrada-
/salida que se require para entrar y
salir de Panama. Los empleados
que proyecten irse de vacaciones en
fecha pr6xima deberan comuni-
carse con la Unidad de Asistencia al
Empleado para cerciorarse de que
su documentaci6n estarA lista. Se
debera notificar a la unidad por lo


menos con una semana de antela-
ci6n, debido a que el Departamento
de Inmigraci6n de Panama normal-
mente require 48 horas para expe-
dir el permiso de entrada/salida.
En caso de emergencia, aquellos
empleados que necesiten documen-
taci6n deberan ir inmediatamente a
la Unidad de Asistencia al Emplea-
do, donde se les instruira sobre
c6mo obtener los documents nece-
sarios para salir y regresar a
Panama. Si es despu6s de las horas
laborables, el empleado debera
comunicarse con el Jefe del Ramo
de Transporte, quien lo ayudara a
arreglar su salida y obtener los
documents necesarios.
Los empleados o dependientes
que regresen al Istmo. tales como
estudiantes que regresan para las
vacaciones Navidefias, tendran que

fia naviera que ha transportado el vehiculo a la Unidad de Asistencia
de Aduanas, uhicada en el Edificio 5140 en Diablo Heights. Los
empleados de esa oficina le e.pedirdn on certificado que muestre que
el vehiculo es propiedad de un empleado de la Comisidn y que no tiene
que pagar impuesto dce importacidn te Panamd y le referirdn al
empleado un agent de ahdanas. quien, por una cuota minima, prepa-
rard el formulario de Declaracidn de Aduanas de Panamd para la
introtuccidn del vehiculo a Panamd.
Si se le solicita, el agent de aduanas tamhien podrd obtener elre vi-
sacdo y la placa de la Reptuhlica tie Panamd. La cuota que cohra el
agent oscila entire los $10 y $20. segun el servicio que se e solicit. Es
ohligatorio que sea el agent de aduanas queen Ilene el formulario de
Declaracidn de Atduanas de Panamd.

Las nuevas primas para 1980 del seguro tie salud recihidas reciente-
menIe tie Washington miuestran que los empleados inscritos en el Plan
de Beneficio dte la Zona del Canal) ohtendrdn ahorros subhsanciales en
el ano venidero. Las primas para tn empleacdo inscrito en tin plan
familiar se reducirtdn en tn 15% mientras quetlas primas para tina ins-
cripcidn individual se reducirdn en mrds de un 19%.
Otros planes disponihles localmente. Aetna. A FGE y Blue Cross-
/ Bhe Shield. muestran en t/irminos generals un aumento en las
primas.

Antiguos servicios a la comunidad

ofrece la nueva administraci6n


Muchos de los servicios comuna-
les que fueron transferidos a la
Repfblica de Panama el 1� de octu-
bre estan nuevamente en operaci6n
y abiertos al p6blico.
Entre estos estAn las gasolineras
de La Boca y Paraiso; la bolera de
Balboa; los correos de Balboa,
Paraiso, Gamboa, Crist6bal y Rain-
bow City; y el teatro de Balboa.
La gasolinera de La Boca ofrece
servicio complete a los vehiculos de
sus clients, incluyendo engrase,
cambios de aceite, reparaci6n de
neumaticos, venta e instalaci6n de
correa del ventilador y mangueras
del radiador y reparaci6n de bicicle-
tas y motocicletas. La estaci6n
opera 12 horas diarias de lunes a
sabado, de 6:30 a.m. a 6:30 p.m., y
los domingos de 6:30 a.m. a 1 p.m.
Es la fnica gasolinera en el sector
Pacifico que vende diesel.
La bolera de Balboa abre de lunes
a sibado de 8 a.m. a ll:30.pm. y el


domingo de 1 a 11 p.m. La cafeteria
de la bolera tambi6n esta en
operaci6n.
Afn cuando los cinco correos son
ahora administrados por el Gobier-
no de Panama, los nfmeros telef6-
nicos son los mismos que antes.
Estan abiertos seis dias a la semana,
de 7 a.m. a 5:30 p.m. los dias de
semana y de 7 a.m. a 4:30 p.m. los
sabados. Los sellos para el correo
local cuestan 17 centavos por carta
y 12 centavos por tarjeta postal. El
correo a6reo a Norte y Sur America
cuesta 23 centavos por carta.
El teatro de Balboa continfa
ofreciendo dos presentaciones cada
noche de la semana, una a las 6:30 y
la otra a las 8:30 p.m. Los fines de
semana se ofrecen tres presentacio-
nes, a las 5, 7 y 9 p.m. Los boletos
cuestan $2 para adults y $1 para
nifios. Un program de las peliculas
para el teatro de Balboa puede obte-
nerse en dicho teatro.

Es un mundo pequefio

En conmemoraci6n del Aflo Internacional del Nifio, proclamado por las Naciones Unidas, los
maestros de espafiol y de educaci6n fisica de la Escuela Primaria de Balboa organizaron un program
con el tema, "Es un Mundo Pequefio". El program tuvo lugar en el Auditorio de la Escuela
Secundaria de Balboa el 26 de octubre con gran entusiasmo tanto de participants como de
espectadores.
La m6sica la proporcion6 el cuarteto de la Orquesta Sinf6nica Juvenil de Panama, seguida por un
desfile international de naciones en el cual los nifios de los grades 1 al 6, vestidos con los trajes tipicos
de numerosos paises, desfilaron al scenario donde recitaron en espafol el poema "El Mundo es
Pequefito". Como ndmero final, los estudiantes del sexto grado interpretaron el baile mexicano "La
Raspa".
Hoy, 1Q de noviembre, es el dia que Panama design anualmente para honrar a los nifios. En los
Estados Unidos se celebra el Dia de los Niflos el cuarto sAbado en septiembre. Las fotografias de
arriba muestran una de las razones mAs obvias por la cual se rinde honor a los niflos-son hermosos.
Tambien son los adults del mafiana y la personificaci6n de nuestras esperanzas para el future.

tado es el decaimiento de la moral.
-La moral baja entire los numero-
sos empleados de la Comisi6n es
una situation que ambos hombres
toman muy en serio y estAn decidi-
dos a dar la vuelta, pues seg6n
manifiesta Manfredo, "los emplea-
dos son los recursos principles de
la empresa canalera". McAuliffe
dice que ambos dan mAxima priori-
dad a la's medidas que restaurarAn la
confianza a los miembros de la
Comisi6n y a sus families, que esta-
bilizarin las vidas personales de los
empleados y que mantendrAn la
mejor calidad de vida possible.

Administrador y del Subadminis-
trador de consultar con los grupos
asesores de residents y los repre-
sentantes de sindicatos laborales
antes de anunciar cualesquier cam-
bios a las normas que pudieran

vidas o subsistencias de los emplea-
dos de la Comisi6n. El espera que
esto demostrara a la fuerza laboral
que la administraci6n de la Comi-
si6n del Canal esti en realidad inte-
resada en su bienestar.
McAuliffe de ninguna manera
menosprecia la complejidad que
conlleva el resolver los problems
ya sean personales u operacionales
en una organizaci6n en la cual
varias de las funciones de apoyo han
sido tiansferidas al control de otras
agencies. Pero 61 y Manfredo han
prometido usar su influencia en
favor de los empleados de la Comi-
si6n a fin de evitar cualquiera dismi-
nuci6n en la calidad total de la
existencia aqui. "Aunque no tene-
mos la responsabilidad por la fun-
ci6n, trataremos de que los proble-
mas relacionados con ella sean
resueltos", manifest Manfredo.
El Administrador espera que
continue en la Comisi6n ese esprit
de corps que ha sido caracteristico
de la fuerza laboral del Canal desde
la 6poca de la construcci6n. McAu-
liffe dijo, "La Comisi6n es muy
afortunada de tener literalmente a
rhiles de profesionales dedicados
trabajando para ella. Es un tribute a


estos individuos que el Canal haya
seguido funcionando a traves del
period turbulento que acaba de
pasar. Su dedicaci6n y lealtad exce-
dieron los problems personales
a6n durante los dias mds dificiles.
Esa es la verdadera lecci6n que
estoy aprendiendo ahora mismo".
Pero el Administrador cree que la
confusion de aquellos dias inciertos
desde la ratificaci6n del Tratado ha
podido cobrar sus victims en un
area distinta a la operaci6n del
Canal. El dice que las estadisticas
muestran que desde ese period al
actual el indice de accidents de
empleados ha ido aumentando de
una a tres veces mAs que el prome-
dio de los 6ltimos diez afios.
McAuliffe coment6 que con
excepci6n de las situaciones de
combat, en toda su experiencia
alrededor del mundojamAs ha visto
un Area que tenga mas potential
para causar lesiones a humans que
el Canal. El opina que el hecho de
que estemos en una zona portuaria,
administrando lo que es esencial-
mente una operaci6n de mAximo
riesgo es raz6n suficiente para dar
especial importancia a la seguridad
en el trabajo.

cuanto antes. Cuando reciba el per-
miso especial de entrada, puede
enviarlo por correo al viajero. quien
deberA tenerlo en su poder junto
con su pasaporte cuando llegue a
PanamA. Una vez aqui, se puede
hacer la solicitud para el permiso
regular de entrada/salida que se
expide a los empleados estadouni-
denses de la Comisi6n y a sus
dependientes.
Aquellos empleados o depen-
dientes que regresen al Istmo y que
a6n no han recibido sus pasaportes
o papeles de entrada, pueden obte-
ner una tarjeta de turista de cual-
quier linea area o compafiia


naviera. Para poder usar este docu-
mento, el viajero tendra que com-
prar un boleto de ida y vuelta.
Una tercera alternative para
entrar a la Rep6blica de PanamA es
la de obtener una visa panamefia en
un Cohsulado panameio. Paraesto
se require tener un pasaporte esta-
dounidense valido.
Una Unidad de Asistencia al
Empleado tambien ha sido estable-
cida en el sector AtlAntico. Esta
situada en el Centro de Servicios
Comunales en Margarita, en el
segundo piso. La Sra. Joyce Levy es
la encargada de la unidad y los
n6meros telef6nicos son el 43-3213
y el 43-3413.
Los empleados o dependientes
que pierden sus tarjetas de identifi-
caci6n, pasaportes o permisos de
entrada/salida deberan avisar in-
mediatamente sobre la p6rdida de
estos documents a la Unidad de
Asistencia al Empleado en cual-
quier lado, del Istmo.

Los duefios de perros y gatos que
residan en las Areas de la Comisi6n
o en Areas de coordinaci6n civil
deben Ilevar sus animals a los Hos-
pitales de Animales en Corozal o
Mindi para que sean vacunados
contra la rabia e inscritos, antes del
16 de noviembre.
La vacuna contra la rabia cuesta
$5; no obstante, la inscripci6n que
debe hacerse anualmente es gratis.
No todos los animals necesitan
vacunas, pero todos deben ser ins-
critos. Para inscribir a su animal,
s6lo tiene que Ilevar un certificado
en el cual aparezca la fecha de su
iltima vacuna.
Todo perro y gato de mas de tres
mess de edad debe ser vacunado, y
las revacunaciones son necesarias
para todos los gatos que fueron
vacunados antes del 1i de agosto de
1979.
Perros j6venes que hayan reci-
bido sus vacunas de cachorro a los
tres o cuatro meses de edad necesi-
tan revacunarse despu6s de un afio.
Por ejemplo, si el afio pasado vacu-
naron a su perro siendo un cachorro
y no ha sido revacunado este aflo,
entonces es hora de Ilevarlo al
hospital.
Perros mayores que hayan reci-
bido sus vacunas de cachorro y de
perrojoven necesitan revacunarse si
su l6tima vacuna fue antes del 10 de
agosto de 1977.


La correspondencia dirigida a los
antiguos usuarios del servicio de
correos de la Zona del Canal, se esta
distribuyendo actualmente a sus
antiguos apartados en Balboa, Cris-
t6bal, Gamboa, Paraiso y Rainbow
City.
La entrega de correspondencia a
estos apartados sera descontinuada
s6lo si asi lo solicita el beneficiario.
Si los individuos o empresas ya no
desean recibir correspondencia a
trav6s de sus antiguos apartados,
deberan presentar una tarjeta de
cambio de direcci6n ya sea en per-
sona o por correo en la estafeta pos-

El servicio de correos de PanamA
permitira el uso continue del mismo

deberan completarse y enviarse
cuanto antes.
Durante el trimestre de octubre a
diciembre, se cobrarA $3 por el
apartado, y en enero se cobrarA el
valor regular por un afio.


Tres divisions ya
alcanzaron su meta

Tres divisions de la Comisi6n ya
han alcanzado el 100 por ciento de
su meta de recaudar fondos para la
Campafia Federal Combinada. Es-
tas divisions son, Servicios Comu-
nales, Transporte Maritimo y Al-
macenes. Juntas han obtenido
aproximadamente $10,000 en pro-
mesas y en dinero en efectivo.


Un paso hacia la seguridad


El empleado de la Divisi6n de Almacenes, Alberto Estrada, a la derecha,
le entrega a su compaiero, Edgar Lawrence, el primer par de zapatos de
seguridad que esra distribuyendo la Comisi6n gratuitamente a
aproximadamente 2,500 empleados que estdn expuestos en sus trabajos
al impact de objetos pesados. Los zapatos cuyas puntas son de
acero, son fabricados en Panamd.

Corrigen Certificados de Reconocimiento


Si el 30 de septiembre usted reci-
bi6 un Certificado Especial de
Reconocimiento del Canal de Pa-
nama con su nombre deletreado
err6neamente en el certificado, o.si
el n6mero en el certificado no es
igual al de la medalla, usted tiene
derecho a un certificado nuevo con
su nombre y n6mero correctos.
Escriba su nombre en letra de
molde en el certificado debajo del
nombre incorrect, y escriba el
n6mero correct debajo del nimero


incorrect. Escriba su n6mero tele-
f6nico en el certificado y tiene hasta
el 16 de noviembre para entregarlo
o enviarlo al centro de distribuci6n
de correo, Cuarto 14, en el s6tano
del Edificio de la Administraci6n en
Balboa Heights.

Si usted Ilegase a tener un acci-
dente de trAnsito fuera de las Areas
de operaci6n o de viviendas del
Canal o fuese sometido a procedi-
mientos judiciales por otros moti-
vos en PanamA, recuerde que los
ciudadanos estadounidenses em-
pleados por la Comisi6n, sus depen-
dientes, y ciudadanos de terceros
paises a quienes les hayan sido otor-
gados los derechos de ciudadanos
estadounidenses tienen derecho a
una series de garantias procesales de
acuerdo con los tratados.

Estas garantias proven los servi-
cios de un interprete; de un repre-
sentante del Gobierno de los
Estados Unidos que este present en
eljuicio; en muchos casos. decusto-
dia bajo las autoridades de los Esta-
dos Unidos, antes del juicio; asi
como tambi6n otras protecciones.


La Secci6n de Enlace de la Divi-
si6n de Policia de la Comisi6n del
Canal de PanamA, que cuenta con
personal las 24 horas del dia tiene,
como una de sus funciones princi-
pales, la responsabilidad de proveer
los servicios mencionados anterior-
mente y, en general, dar asistencia a
los ciudadanos estadounidenses en
lo relacionado con las agencies
gubernamentales en Panama, tales
como las cortes.

La Secci6n de Enlace recomienda
que, asi como en todos los paises, si
es detenido por cualquier raz6n,
mantenga la calma y tan pronto Ile-
gue a la estaci6n de policia, hable
con el comandante de turno. el ofi-
cial que esta sentado en el escritorio.
Expliquele que es un empleado de la
Comisi6n y que desea llamar a la
Secci6n de Enlace. l.as cortes en


Panama tienen conocimiento del
servicio de Enlace y exhortan su uso
siempre y cuando sea possible.
Cualquier persona que necesite
asistencia o que desee mas informa-
ci6n sobre los servicios que hay dis-
ponibles a trav6s de la Secci6n de
Enlace de la Policia de la Comisi6n
puede Ilamar a sus oficinas en Bal-
boa al 52-3126 o en Crist6bal al 43-
2111. Es buena idea llevar una copia
de los nOmeros telef6nicos en su
billetera junto con su licencia de
conducir.
Durante los 30 meses del period
de transici6n. si es detenido o tiene
otros problems legales en las Areas
de operaci6n o de viviendas de la
Comisi6n, usted estara bajo lajuris-
dicci6n de los Estados Unidos y los
procedimientos seran los mismos
que estaban en vigor antes del I de
octubre.
