Non-profit groups may apply for legal status


Non-profit organizations such as
clubs, lodges, churches and other
non-profit activities that were oper-
ating in the Canal area on March 7,
1977, that wish to have legal status
in Panama for the next 30 months
have until October 31, -r979, to
apply for provisional recognition
granted by the Republic of Panama.
Legal status is needed by an
organization to conduct in Panama
such activities as obtaining a postal
box, or a bank account; entering
into contracts; acquiring or renting
land or space; conducting raffles;
importing goods; and registering
property.
Applicants for provisional re-
cognition must submit a certificate
to the Panama Canal Authority
attesting that the particular non-
profit organization was operating in
the Canal area on March 7, 1977,
and describing the activities con-

These holidays are applicable to
those employees whose normal
workweek is Monday through
Friday.

The required certificate is issued
by the Office of the -Executive
Secretary and may be obtained by
submitting a written request to the
Administrative Services Division,
Administration Building, Balboa
Heights. The requester also should
describe the activities conducted by
the organization and list the name
of the organization's legal represen-
tative. The certificate then will be
mailed to the organization.
The Panama Canal Authority
will accept the completed applica-
tion at its offices located in Building
5534 on Haines Street, Diablo
Heights or Building 6092 Rainbow
City. Application forms, which
should be completed in Spanish, are
available at these offices.
It is suggested that the organ-
ization representative submitting
the application speak Spanish and
be prepared to present a copy of the
organization's constitution, bylaws
and other regulations. If the organ-
ization owns buildings or other
improvements to real property, the


The treaty implementing legisla-
tion, which took effect October 1,
1979, repealed the section of law
that applied the Fair Labor Stand-
ards Act in the former Canal Zone.
Therefore, the Chief Financial
Officer announces the discon-
tinuance of the computation of
overtime pay under a special FLSA
formula.

The maximum hours provisions
of FLSA, which have been ap-
plicable in the Canal Zone since
May 1974,.required a dual com-
putation of overtime pay for
covered employees. Such pay has
been computed under the FLSA
formula and also in accordance
with provisions of Title 5 of the
United States Code. If. the pay


representative should be prepared
to state the location, total area
occupied, the constructed area, the
type and kind of construction, its
valuation and who made the
evaluation, and any improvements
under construction.
There is no fee for the provisional
registration, but organizations that
operate their own restaurants or
bars must obtain a permit from the
municipality and pay the municipal
tax that applies to such businesses.
These organizations also will have
to obtain special permits issued by
the Panama Department of Health
and they will be subject to oc-
casional inspections by the repre-
sentative of the Safety Office of the
Panama Fire Department.
Organizations that generate funds
should be prepared to provide
information on how these funds are
disposed of. They also will be
requested to provide information
on the number of employees they
have and their nationality.
In labor matters, the Panama
Labor Code applies to most aspects
of the employer-employee relation-

entitlement under FLSA was greater,
the difference was allowed in the
following pay period and shown in
the PAY ADJUSTMENTS block on the
Employee Statement. Such addi-
tional pay amounts have generally
been very small.
The dual computation of over-
time for Panama Canal Commis-
sion employees outside the United
States was discontinued for work
performed after pay period 19,
which ended October 6. Therefore,
overtime for these employees will be
computed solely in accordance with
Title 5 of the United States Code.
The final pay adjustments for
overtime computed under FLSA
will be included in the paychecks for
pay period 20, to be issued on
October 29, 1979.

Employment System to be established


In accordance with the treaty
implementing legislation, Panama
Canal Act of 1979, a Panama Canal
Employment System is to be
established to administer all per-
sonnel activities for the Panama
Canal Commission.
The Panama Canal Employrtent
System is to be based on consider-
ation of merit, qualifications and
fitness of the employee or can-
didates for employment. It will
conform generally to policies, prin-
ciples and standards of the U.S.
Competitive Civil,Service and will
include provisions for the inter-
change of U.S. citizen employees
between the Panama Canal Em-
ployment System and the U.S.
Competitive Civil Service.
The Canal Zone Merit System is
patterned after the U.S. Competi-
tive Civil Service and complies
generally with the Panama Canal
Act. Therefore, the Panama Canal
Employment System will preserve
as much of the present system as is


practicable. Consequently, the Pan-
ama Canal Employment System is
to be based on the Canal Zone
Merit System and will apply to all
employees, but with the additional
provisions as necessary to comply
with the Treaty and legislative
requirements.
The Canal Zone Merit System
will continue in effect until the
Panama Canal Employment Sys-
tem is established. Accordingly, all
personnel regulations that were
applicable to Canal employees on
September 30, 1979, will continue
to apply to Commission employees,
subject to the following policy
changes dictated by the Treaty:
Hiring preference for Panamanians;
a five-year rotation policy which
will apply to non-Panamanian
hires; the wage system for new hires;
and the. right of employees to
negotiate collective contracts with
the Commission.
New policies on these subjects
will be issued in the near future.

Panamb keeps


on chugging


The Ferrocarril de PanamA,
under it's new name and new coat of
paint, and after a smooth transition
into its newjurisdiction, is alive and
doing well. Not only does the
management hope to continue at
least the standard of service offered
in the past, but also plans to add
some new "frills" that should be
pleasant news to rail travel patrons.
Much about the railroad remains
the same. The cost of tickets is the
same, the schedule is the same,
tickets can still be purchased on the
train, and all old Panama Canal
Company official passes are being
honored until the new Panama
Canal Commission passes are issued.
Ticket books, books of twenty
tickets which are transferable but
not refundable, are available for
commuters and students, and result
in substantial savings over the
individual ticket cost. (Students
must present verification of their
student status when purchasing
tickets.)
Packages, bundles, and other
items can still be sent on the
passenger train baggage car; but
here the cost, which is based on
dimension and weight, has in-
creased substantially.
With advance notice and pay-
ment, you can rent a coach, air-
conditioned or not, or a club car.
Or, if that doesn't suit your needs,
you can rent a whole train including

locomotive, two air-conditioned
coaches, three non-air-conditioned
coaches and a baggage car for 8
hours, one way or round trip, for a
cost of $800.
Besides the services now avail-
able, the railroad management has
plans, to add an early morning
express train between Ancon and
Colon which will feature a cafeteria
allowing patrons to breakfast at
their seats on fold-down trays
similar to those used on airlines. A
special children's car, to run on
weekends, is planned. It will be
carpeted so that the children can


play on the floor, activities will be
provided and personnel will be
present for safety supervision during
the trip. Once the children are being
safely entertained in their car,
parents will be able to relax and
chat or perhaps be lulled to sleep to
soft background music. The man-
agement is also looking into the
possibility of. providing a coach
where short features and documen-
taries would be shown on a screen, a
system similar to that used for
closed circuit television.
There are still technical problems
to be worked out, but the railroad


management feels that all of these
services should be available by the
end of the year. We may find
ourselves taking a transisthmian
trip just for the fun of the train ride.

Grandpappy's dead and buried, but he's not forgotten

The Fall/September issue of the
magazine Aerospace Historian pub-
lished a fascinating account of the
history of the one and only
"Grandpappy" by Georges G. Bouch6,
chief of the Engineering Plans and
Programs Branch, Dredging Divi-
sion, who happens to be interested
in aviation historical research and
the location and recovery of WWII
aircraft.
Bouche writes that "Grand-
pappy" (officially the XB-15 and
later designated the XC-105) was
the only airplane of its kind and also
the only airplane to be consistently-
referred to as "he." And "he"
certainly had an interesting career,
much of it related to the Canal
Zone.
Among other things the plane
flew emergency medical supplies to
Chile; dropped.bombs on the Canal
Zone (yes, read on); made the
"Georgia Peach Run"; set itself on
fire twice; and although considered
a failure, was the necessary fore-
runner to the B-17 used so success-
fully in WWII.
Built in 1937, the XB-15 was
intended to be a high payload, long
range bomber and for its day was an
incredible example of craftsman-
ship.
One of the first newsworthy
activities of the XB-15 was a flight
from Langley Field, Virginia to
Santiago, Chile with 3,250 pounds
of medical supplies for the earth-
quake victims of 1939. The most

important accomplishment of that
flight was that it was made with only
two intermediate stops, one at
France Field, Canal Zone and the
other at Lima, Peru.
Another "accomplishment" of
the XB-15 was flying secret bomb-
ing tests at Summit in 1940. At that
time the U.S. Government had
recognized that the miter gates and
operating machinery of the three
sets of Canal locks were vulnerable

to air attack and had decided to
bomb-proof them. But they weren't
sure whether the bomb proofing
design was adequate. So they
decided to actually bomb a mock-
up of a bomb-proofed machinery
room.
"Grandpappy" dropped bombs
one at a time from various altitudes
on a target built in the jungle abotit
ten miles from Albrook Field
runway. Of the 150 bombs dropped


only three hits were recorded, which
did in fact help improve the bomb-
proofing design.
Of the other bombs dropped one
was a direct hit on a small shed near
the target, containing brooms and
shovels. The shed, of course, was
blown to pieces and later Panama
Canal officials let the military know
that they were quite irritated at this
unwarranted destruction of prop-
erty.


They also received letters of
protest from the Navy about
"submarine sabotage" when "Grand-
pappy" dropped unused bombs into
the ocean.
In 1943 the XB-15 was modified
and reclassified as a transport and
given the designation XC-105. In
June of the same year the XC-105
was assigned to Albrook Field.
From there it began carrying great
quantities of cargo and personnel
around the Caribbean. It also
carried hundreds of women from
Miami to government jobs in the
Canal Zone on what came to be
known as the "Georgia Peach Run."
As "Grandpappy" grew older he
began to behave rather eccen-
trically. Despite receiving extra
special care he set himself on fire
twice in mid-air and once short-
circuited his entire electrical system
(also in mid-air).
In 1944, when the XC-105 was
over seven years old, the plane was
scheduled to be dismantled. But it
was left at Albrook for another
year, and it wasn't until late 1945
that it was dismantled, trucked to
Diablo and unceremoniously dropped
into the dump.
The aerial giant still lies buried in
the Diablo Dump today, less than a
mile from its old runwayat Albrook
Field.

Religious festival blends legend and pageantry in historic Portobelo

The peaceful town of Portobelo
on the Atlantic side of the Isthmus
of Panama, once a bustling fortified
city and the Caribbean terminus
from whence the gold of the
Americas found its way to Spain,
will this year, for the 158th time in
its history, celebrate the Festival of
the Black Christ.
No one is sure about the origin of
the Black Christ. Legend has it that
in 1658, as the statue was being sent
from Spain to Cartagena, the ship it
was being carried aboard put in at
Portobelo. Every attempt to depart
was met with heavy weather,
causing the ship to turn back. After
this had happened a number of
times, people began to suspect that


there was perhaps something aboard
that was not supposed to leave the
city. How it was decided that the
Black Christ was that "something"
no one knows, but when the statue
was removed, the ship sailed safely
away.
The Festival of the Black Christ
dates from 1821. In that year all
communities on the Isthmus were
ravaged by Cholera-all except for
Portobelo. The citizens believed
that their good fortune was due to
the Black Chirst and proclaimed a
day of thanksgiving on October 21.
The Festival has been observed
yearly since that time.
The image of the Black Christ
resides in Portobelo in the Church


of San Felipe. The Christ does not
appear truly black, but rather dark
brown. Pilgrimages are made to the
shrine during this time and penance
is done by persons seeking divine
intervention to grant wishes or to
ease afflictions. Gifts, charms and
replicas of diseased parts of the
body are placed by the statue or
pinned to its robe as supplicants
pray for cures.
At about 6 p.m. on the evening of
October 21 the festivities begin with
a two-hour mass celebration after
which the Black Christ is removed
from its niche and paraded through
the streets of the town. The image is
carried on a type of long frame
borne by' about 80 men. As. the


procession continues, some drop
out and are replaced by others. It is
believed that carrying the statue will
help atone for sins. Besides those
who actually carry the Christ, the
procession has also included in the
past priests, people carrying burn-
ing incense, musicians, and other
religious faithful-people from all
walks of life and of diverse racial
heritages.
The procession moves with a
gently swaying motion as the men
walk first a number of steps
forward, then back a few steps.
Although it is after dark, the light of
many candles held by marchers and
Observers illuminates the way as the
procession makes its swaying, halt-


ing progress through the cobbled
city streets. The procession con-
tinues until after midnight since
legend has it that the statue connot
be returned to its place in the church
until after that hour.
For some the Festival is deeply
spiritual, for others, it is a chance
for celebration of quite another
kind: drinking, gambling, dancing
and revelry until the wee hours of
the morning. Others come as
tourists to witness the event and to
take pictures. The Festival has been
a popular attraction for American
residents of the Isthmus.
On October 22 it is all over, and
Portobelo settles into its normal
routine for another year.

Campaign, the fifteenth to be
conducted by U.S. Government
agencies on the Isthmus, kicks off
on Monday, October 22, toward
this year's goal of $341,156. The
drive ends on November 30.
A glance through the participat-
ing agencies shows that this is not
just a campaign for funds, but a
campaign against disease, a cam-
paign for better citizens, a campaign
against the loneliness of serving far
from home and family, a campaign
against the consequences of pov-
erty, a campaign for the betterment
of the human condition-in short, a

Facts on bike licenses, registration


Bicycle operator's licenses and
registration plates are optional in
certain areas of the former Canal
Zone.
According to the Police Sub-
committee, bicycles used exclu;
sively within the townsites of the
Canal Commission areas are not
required to display license plates. If,
however, bicycles are used outside
of these designated areas, registra-
tion will be required and valid
license plates displayed.
Registration plates, which cost $1


and are valid for one year, will be
available during November at the
Panama National Guard License
sections inAncon-or Cristobal.
Bicycle operator's licenses are not
mandatory in the Republic of
Panama. However, anyone inter-
ested in obtaining such a license
must fill out an application, furnish
two photographs size I inch by 1
inch, and pay a fee of $1. This
license may also be obtained at the

Frank Guite named deputy chief of Safety Division


Frank Guite, safety program
development officer for the Trans-
portation and Terminals Bureau,
has been named deputy chief of the
Safety Division.
Guite, who joined the Canal
organization in February 1970 as a
marine maintenance machinist in
the Industrial Division, is a full-
blooded Seneca Indian and member
of the Seneca Tribe of Western New
York State. Though he was born in
Buffalo, N.Y., he spent his early
childhood in the Seneca Reserva-
tion near Tonawanda, N.Y. He
attended schools in Buffalo and at
17 joined the Navy and served
aboard destroyers and mine sweep-
ers until the end of the war in 1945.
Guite participated in the invasions


of northern and southern France
and until hts discharge in 1946 took
part in mine sweeping operations
off the coast of Japan.


A seafarer at heart, he reenlisted
in the Navy in 1947 and served at sea
and in shore assignments for 20
years and then retired at Virginia
Beach, Va.
Prior to joining the Canal organi-
zation, Guite was employed for
three years as a quality control and
safety inspector in the Atomic
Power Division of the Newport
News Shipbuilding and Drydock
Corporation.
His favorite pastimes are golfand
the antiquing of furniture, which he
says is a delightful hobby that he
shares with his wife, the former
Maria L. Correa, a native of
Medillin, Colombia, and step-
daughter Monica. The family re-
sides at Balboa Heights.

pueden obtenerse en estas oficinas.
Se sugiere que el representante de

tud sepa, hablar espafiol y est6 pre-
parado para presetitar una copia de
la constituci6n, estatutos y otros
reglamentos de la organizaci6n. Si
la organizaci6n es duefia de edifi-

preparado para proveer informa-
ci6n sobre la ubicaci6n, area total
ocupada, el area de construcci6n, el
tipo y clase de construcci6n, su

No se cobrara por la inscripci6n
provisional, pero las organizaciones
que administren sus propios restau-
rantes o bares deberan obtener un
permiso del municipio y pagar el
impuesto municipal que se aplique a
tales negocios. Estas organizaciones
tambi6n tendran que obtener per-
misos especiales expedidos or el
Departamento de Salubridad de
Panama y estaran sujetas a inspec-
ciones ocasionales por un represen-

Las organizaciones que generen
fondos deberan estar. preparadas

Anulan ley de normas de trabajo


La ley para la ejecuci6n del tra-
tado que entr6 en vigor el 10 de
octubre abrog6 Ja s.ecci6nde.qey que
se aplicaba aa la Ley de,:Normnas
Equitativas de Trabajo (FLSA) en
la antigua Zona del Canal. Por esto,
el Funcionario Jefe de Finanzas
anuncia que el c6mputo de pago por
sobretiempo, basado en una f6r-
mula. especial del FLSA sera
descontinuado.
Los articulos del FLSA sobre el
maximo de horas, que han sido apli-
cables en la Zona del Canal desde
mayo de 1974, requerian un double
c6mputo del pago por sobretiempo
para los empleados cubiertos. Tal
pago ha sido calculado a base de la
formula del FLSA y tambi6n de
acuerdo con los articulos del Titulo
5 del C6digo de los Estados Unidos.
Si el derecho de pago bajo el FLSA
era mayor, se permitia incluir la


diferencia en el siguiente period de
pago y esta aparecia en el cuadro de
Ajustes de @;agps .del Estado de
Cuenta del Empleado,; Estas canti-
dades adicionales de pago general-
mente han sido muy pequefias.
El double c6mputo de sobre-
tiempo para los empleados de la
Comisi6n del Canal-de Panama en
el exterior de los Estados Unidos
sera descontinuado para los traba-
jos desempefiados despu6s del pe-
riodo de pago 19, que finaliz6 el 6 de
octubre. Despu6s de esto, se compu-
tara el sobretiempo para estos
empleados de acuerdo con el Titulo
5 del C6digo de los Estados Unidos
fnicamente. Los iltimos ajustes de
pagos por sobretiempo calculado

Establecen nuevo Sistema de Empleo


De acuerdo con la ley para la eje-
cuci6n del tratado, la Ley:del Canal
de Panama de 1979, se establecera
un Sistema de Empleo del Canal de
Panama a fin de administrar todas
las actividades de personal para la
Comisi6n del Canal de Panama.
El Sistema de Empleo del Carial
de Panama est'ait basdaaden cotisi-
dl6raci6h de minrlo, calificaciones e
idoneidad del 'einpleado-o 'candida-
tos para elempleb. Se aj star gene-
ra'lmente a las normas, principios y
niveles del Servicio Civil Competi-
tivo de los Estados Unidos e incluira
estipulaciones para el intercambio
de empleados estadounidenses en-
tre el Sistema de Empleo del Canal
de PanamA y el Servicio Civil Com-
petitivo de los Estados Unidos.
El Sistema de M6rito de la Zona
del Canal esta disefiado segin el
Servicio Civil Competitivo de los
Estados Unidos y cumple general-
mente con la Ley .del Canal de
Panama. Por ende, el Sistema de
Empleo del Canal de Panama reten-
dra cuanto sea possible del sistema
actual. Por consiguiente, el Sistema


de iEmpleo del Canal de Panama se
basarA en el Sistema de M6rito dela
Zona del Canal y se.aplicara a todos
los empleados, pero con las estipu-
laciones adicionales que sean nece-
sarias para cumplir con el Tratado y
los requisites legislativos.
El Sistema de MWrito de la Zona
del Canal continuar i-ep, vigencia
hasta que se establezca el Sistema de
Empleo del Canal de Panama. Por

Las nuevas normas sobre estos
temas seran publicadas pr6xima-
mente.

El Ferrocarril de Panama, bajo
su nuevo nombre y nueva mano de
pintura, y despu6s de una transici6n
sin tropiezo a su nuevajurisdicci6n,
sigue en existencia y desenvolvi6n-
dose bien. La nueva administraci6n
no s6lo espera continuar brindando
el mismo nivel de servicio como en
el pasado, sino tambi6n proyecta
ofrecer otros nuevos servicios cuya
noticia sera del agrado de los usua-
rios del ferrocarril.
Varios aspects del ferrocarril no
han cambiado: El precio de los bole-
tos es el mismo, el horario es el
mismo, los boletos todavia pueden
ser adquiridos en el tren, y todos los
antiguos pases oficiales de la Com-
paiiia del Canal de Panama seran
vilidos hasta que se expidan los
nuevos pases de la Comisi6n del
Canal de Panama. Las libretas de 20
boletos, que son transferibles pero
no reembolsables, estan a la disposi-
ci6n de los viajeros abonados y de
estudiantes, y constituyen un aho-
rro substantial sobre el precio del
boleto individual. (Los estudiantes

La administraci6n tambi6n estudia
la posibilidad de proveer un coche
en donde se exhibiran peliculas y
documentales cortos en una panta-
lla, un sistema semejante al usado
por la'televisi6n de circuit cerrado.
Todavia hay problems t6cnicos
por solucionarse, pero la adminis-


traci6n del ferrocarril cree que
todos estos servicios deberin estar
disponibles para fin de afio. Tal vez
nos encontremos haciendo un viaje
transistmico s61o por el placer de
pasear en tren.

SPILLWAY DEL CANAL DE PANAMA.


"Grandpappy" estl muerto, sepultado pero no olvidado

La edici6n otofial de septiembre
de la revista Aerospace Historian
public un fascinante articulo sobre
la historic del singular "Grand-
pappy" por Georges G. Bouch6,jefe
del Ramo de Planes y Programas de
Ingenieria, Divisi6n de Dragado,
que es aficionado a la investigaci6n
hist6rica sobre la aviaci6n y la ubi-
caci6n y recuperaci6n de aviones de
la Segunda Guerra Mundial.
Bouch6 describe que "Grandpap-
py" (oficialmente el XB-15 y mas
tarde designado el XC-105) era el
lnico avi6n de su clase y tambi6n el
6nico avi6n al cual se referian cons-
tantemente como "l1". Y "6l" cierta-
mente tuvo una carrera interesante,
la mayor parte relacionada a la
Zona del Canal.
Entre otras cosas el avi6n trans-
port6 abastecimiento m6dico de
emergencia a Chile; dej6 caer bom-
bas sobre la Zona del Canal (si, siga
leyendo); efectu6 el "Georgia Peach
Run"; se incendi6 en dos ocasiones;
y a pesar de que era considerado
como un fracaso, fue el precursor
necesario del B-17 que tuvo tanto
6xito durante la Segunda Guerra
Mundial.
Construido en 1937, el XB-15
estaba destinado a ser un bombar-
dero de largo alcance y para su
6poca fue un incredible ejemplo de
artesania.
Una de las primeras actividades
del XB-15 de valor noticioso fue un
vuelo desde el Campo de Aviaci6n
Langley en Virginia hasta Santiago,
Chile, llevando una carga de 3,250
libras de abastecimiento m6dico
para las victims del terremoto de
1939. El mis important logro de

ese vuelo fue que se efectu6 con s6lo
dos paradas intermedias, una en
France Field, Zona del Canal y la
otra en Lima, Perl.
Otro "logro" del XB-1.5 fue su
vuelo de pruebas secrets de bom-
bardeo en Summit en 1940. En ese
tiempo el Gobierno de los Estados
Unidos habia reconocido que las
compuertas y la niaquinaria de ope-
raci6n de los tresjuegos de las esclu-
sas del Canal eran vulnerable a
ataque a6reo y resolvieron hacerlas


a prueba de bombas. Pero no esta-
ban seguros si el disefio a prueba de
bombas era el adecuado. Asi es que
decidieron bombardear una maque-
ta de un cuarto de maquinaria a
prueba de bombas.
"Grandpappy" dej6 caer bombas
una a la vez desde distintas alturas
sobre un objetivo construido en la
jungla a aproximadamente diez
millas de la pista de aterrizaje del
Campo de Aviaci6n Albrook. De
las 150 bombas que cayeron s6lo


tres bombas dieron en el blanco, lo
cual en realidad ayud6 a mejorar el
disefio a prueba de-bombas.
De las otras bombas que cayeron
una dio blanco director en una
pequefia caseta cerca del objetivo,
en la cual se guardaban escobas y
palas. La caseta, desde luego, vo16
en pedazos y mis tarde funcionarios
Sdel Canal de Panama comunicaron
a los militares que estaban suma-
mente enojados por esta destruc-
ci6n innecesaria de la propiedad.


Tambi6n recibieron cartas de
protest de la-Armada sobre "sabo-
taje submarine" cuando "Grand-
pappy" dej6 caer bombas no usadas
en el oc6ano.
En 1943 el XB-15 fue modificado
y reclasificado como un avi6n de
transport y otorgado la designa-
ci6n XC-105. En junio del mismo
afio el XC-105 fue asignado al
Campo de Aviaci6n Albrook. Des-
de alli comenz6 a transportar gran-
des cantidades de carga y personal
alrededor del Caribe. Tambi6n
transport cientos de mujeres desde
Miami hasta sus empleos guberna-
mentales en la Zona del Canal en lo
que lleg6 a conocerse como el
"Georgia Peach Run".
Al envejecerse "Grandpappy"
comenz6 a portarse de manera mis
bien excentrica. A pesar de recibir
cuidado especial adicional se incen-
di6 dos veces en el aire y una vez
tuvo un corto circuit en todo su sis-
tema el6ctrico (tambidn en el aire).
En 1944, cuando el XC-105 tenia
mis de siete afios, se program su
desmantelamiento. Pero lo dcjaron
un afio mis en Albrook, y no fue
sino hasta fines de 1945 cuando lo
desmantelaron, lo cargaron en un
cami6n, lo llevaron a Diablo y sin
ceremonia lo depositaron en el
basurero.
El gigante a6reo aln reposa hoy
dia sepultado en el basurero de Dia-
blo, a menos de una milla de su anti-
gua pista de aterrizaje en el Campo
de Aviaci6n Albrook.

El pacifico pueblo de i�ortobelo~
en el sector Atl~ntico del Istmo de
Panamd, otrora una active ciudad
fortificada y la terminal del Caribe
desde la cual el oro de las Am~ricas
era embarcado a Espafia, este afio
celebrard por la 158a vez en su his-
toria,' la Fiesta del Jes~is de
Nazareno.
Nadie sabe con seguridad el ori-
gen del Jes6s de Nazareno. *La
leyenda dice que en 1658, cuando la
estatua era enviada de Espafia a
Cartagena, el barco que la transpor-
taba arrib6 a Portobelo. Cada vez
que el barco intentaba z.arpar, se
encontraba con mal tiempo que le
obligaba a regresar a puerto. Des-
pu~s que 6sto ocurri6 varias veces,
la gente comenz6 a sospechar que
tal vez habia algo a bordo qlue no


debia salir de la ciuclad. C6mo se
determine 4'ue el Jes~s de Naz.areno
era ese '.'algo" no se sabe, pero
cuando bajaron la estatua, el barco
zarp6 sin ninghn contratiempo.
La Fiesta del Jeslis de Nazareno
data de 1821. En ese afio to'das las
comuniclades en el Istmo fueron
afligiclas por el c6lera--todas a
excepci6n de Portobelo. Los resi-
dentes de alli creyeron que su buena
fortune se debi6 al Jes6s de. Naza-
reno y proclarnaron el 2 1 de octubre
-COMO dia de acci6n de gracias.
Desde entonces la fiesta se observa
anualmente.
La imagen del Jes6s de Nazareno
reside en la Iglesia de San Felipe en
Portobelo. El Cristo no aparenta
ser totalmente negro, sino mds bien
triguefio obscure. Se efectudn pere-


grinajes al santuario durante este
tiempo y, aquellas personas que
buscan intervenci6n divina a fin de
obtener sus deseos o aliviar sus
aflicciones, le pagan penitencias.
Obsequios, prendas y replicas del
miembro enfermo del cuerpo son
colocados cerca de la estatua o
prendidos a so manto por los supli-
cantes qune rezan por curas.
Aproximadamente a las 6 p.m. de
la noche del 21-de octubre se inician
las festividades con la celebraci6n
de una misa de dos horas de dura-
ci6n desputs de la cual el Jes~is de
Naz.areno es sacado de su nicho y
desfilado por las calls del pueblo.
La imagen es cargada en andas por
aproximadamente 80 hombres. A
media que continiia la procesi6n,
los hombres se turnan cargando la


imagen. Screen que si cargan la esta-
iua del Cristo, 6ste les� ayudard a
expiar sus pecados, Adernds de
aquellos qlue en realidad cargan el
Cristo, en procesiones en el pasado
tambitn han participado sacerdo-
tes, gente que Ilevan incienso
ardiendo, miisicos, y otros files
religiosos--gente de toda clase
social y de diversos origenes ra-
ciales.
La procesibn se mueve con un
suave vaiven al caminar los hom-
bres primero un n~imero de pasos
hacia adelante, y luego unos pocos
hacia atrds. Aunque la procesi6n se
celebra despu~s del anochecer, la
luz de los cientos de velas sostenidas
por los devotes y observadores ilu-
mina el camino mientras avanza la
procesi6n con su vaivtn vacilante


por las calls de guijarros de la ciu-
dad. La procesi6n continiia hasta
pasada la medianoche ya que la
leyenda dice que la estatua no debe
ser devuelta a su nicho en la iglesia
hasta despues de esa hora.
Para algunos la fiesta es profun-
damente spiritual, para otros es la
oportunidad de participar en una
celebraci6n de otra indole; be-
biendo, tomando parte en juegos de
azar, bailes y parranda hasta la
madrugada del siguiente dia. Otros
vienen como turistas para presen-
ciar el event y tomar fotografias.
La fiesta ha sido una atracci6n
popular entire los residentes nortea-
mericanos del Istmo.
El 22 de octubre todo ha tcrmi-
nado, y Portobelo vuelve a su nor-
malidad por otro afio.

aplazado por el period de 30

los secretaries, administradores de
clubes, cuidadores de c6spedes,
celadores, etc., deben tenerlo.
Las organizaciones no lucrativas
tendran que cumplir con las leyes de
Panama- en relaci6n a la cobertura
por la Caja del Seguro Social, dere-
chos de vacaciones, la bonificaci6n
del decimotercer mes y seguro por
riesgo professional.
Las organizaciones no lucrativas
tambi6n estin sujetas a las leyes fis-
cales de Panama y no se les conce-
dera exenci6n de los impuestos de
importaci6n. Despu6s del 10 de
octubre, estas organizaciones ten-
drin que comenzar a retener el
impuesto sobre la renta de sus
empleados.
Aunque las organizaciones en el
Area del Canal no son duefias de su
terreno, tendran que pagar im-
puesto de propiedad sobre las mejo-
ras. Las organizaciones religiosas y
organizaciones destinadas exclusi-
vamente al beneficio piblico o bie-
nestar social estan exentos del pago
del impuesto sobre el inmueble.
Las organizaciones que posean
licencias para el uso de terreno de la


Zona del Canal tendrAn que obtener
nuevas licencias de la Autoridad del
Canal de Panama. PanamA ha indi-
cado que las cuotas de las licencias
para el uso de terreno para las orga-
nizaciones no lucrativas permane-
cerin iguales por el period de 30
meses.

Frank Guite, subjefe de la Divisi6n de Seguridad


Frank Guite, official encargado
del desarrollo del program de
seguridad de la Direcci6n de Trans-
porte y Terminales ha sido nom-
brado Subjefe de la Divisi6n de
Seguridad.
Guite, que ingres6 en la organi-
zaci6n del Canal en febrero de 1970
como mecanico tornero de mante-
nimiento de equipo flotante en la
Division Industrial, es indio Seneca
de nacimiento y es miembro de la
Tribu Seneca del oeste del estado de
Nueva York. Aunque naci6 en
Buffalo, Nueva York, pas6 sus
primeros afios en la Reservaci6n
Seneca cerca de Tonawanda, N.Y.
Asisti6 a la escuela en Buffalo y a los
17 alios se alist6 en la Armada y
prest6 servicio en destructores y
barreminas hasta el fin de la guerra


en 1945. Guite particip6 en las
invasiones del norte y sur de
Francia y, hasta licenciarse en 1946,
particip6 en operaciones de b6s-


queda de minas en las inmediacio-
nes del Jap6n.
Marino de coraz6n, volvi6 a
alistarse en la Armada en 1947 y
prest6 servicio en mar y tierra por
20 afios, jubilAndose en Virginia
Beach, Virginia.
Antes de venir a trabajar con el
'Canal, Guite trabaj6 por tres afios
como inspector de control de
calidad y seguridad en la Divisi6n
de Energia At6mica de la Corpora-
ci6n de Manufactura y Reparaci6n
de Embarcaciones Newport News.
Sus pasatiempos favorites son el
golf y la conversion de muebles en
antigiiedades que disfruta con su
esposa, Maria L. Correa, oriunda
de Medellin, Colombia y su hijas-
tra, M6nica. La familiar reside en
Balboa Heights.
