Personnel Board sets new wage scale


A wage scale for new hires
employed by Federal agencies on
the Isthmus on or after October 1,
1979, was established by the Canal
Zone Civilian Personnel Policy
Coordinating Board at its Septem-
ber 17 meeting. The new scale will
be known as the Panama Area
Wage Base.
The Board had been informed
that the Senate-House Conference
Committee included in the im-
plementing legislation a $2.90 min-
imum starting wage for new hires on
or after October 1. Under the
legislation, these new hires are to
receive a step increase of two
percent annually.
Based on this legislative require-
ment, the Board has approved
salary schedules based on the $2.90
minimum starting wage. The sched-
ule consists of 15 grades of 21 steps,
each step representing a two percent
increase over the preceding step.
For example, Grade I on the non-
manual schedule will start at $2.90
at step 1 and progress by two
percent increments up to $4.31 at
step 21. Grade 7 will start at $4.49
'and progress up to $6.68.

The ceremony on the Atlantic
side will take place at Cristobal
High School in Coco Solo at
4:30 p.m. Returning by air to
Balboa Heights, the Governor
will speak at a similar flag
lowering ceremony at 6 p.m. in
front of the Administration
Building.


Current employees of the Pan-
ama Canal Company/Canal Zone
Government who continue in the
service of the Panama Canal
Commission or other local Federal
agencies without a break in service
will continue to be paid under the
present Canal Zone Wage and U.S.
Wage Base Pay System. Although
implementing legislation provides
that the U.S. minimum wage will no
longer apply, all pay rates will
continue to be adjusted annually in
October or January.
As an example, the Grade I step I
rate for the manual category is $2.90
(minimum wage). Instead of in-
creasing this rate to $3.10 per hour
on January 1, 1980, which would be
the normal movement under the
Fair Labor Standards Act, it will be
increased by the same percentage
granted the U.S.. pay rates in the
manual category in January.
Unchanged will be the practice of
adjusting wages in October for the
non-manual employees and in
January for manual employees
based on wage movements in the
United States. The current pay cut-
off lines in the manual (MG-9/10)

will then notify a Storehouse
employee who will issue the
supplies.

categories will be continued.
The implementing legislation also
ensures that employees who were
separated from Company/Govern-
ment rolls by reason of reduction in
force and who are rehired in the
Commission before April 1, 1980
will be paid under the present Canal
Zone or U.S. Wage Base System
instead of the new Panama Area
Wage Base.


Power rates

UP


in October

Electricity rates and telephone
rates for employees residing in
Panama Canal Commission hous-
ing are to be adjusted in October,
according to an announcement by
the Office of the Financial Vice
President.
Based on comparability with the
Tennessee Valley Authority res-
idential power schedules, employee
electricity rates will be increased
approximately 19 percent effective
with meter readings for October
1979 consumption.
Telephone rates for employees
residing in Commission housing
will be adjusted to be comparable to
the rates charged by the United
States Army Communications Com-
mand-Panama. The monthly tele-
phone rates for these employees will
be increased from $7.50 to $8 while
the monthly rate for each telephone
extension will be decreased from
$1.40 to $1.

Message from the Governor

The history of the Panama Canal has spanned three quarters
of a century. It is a tale of an awe-inspiring achievement and
one of the great success stories of all time.
But throughout the years, each period has had its own special
problems and difficulties. Today we face another challenge.
The treaties, which go into effect Monday, will mean major
changes. Perhaps today, it would be appropriate to liken the
Canal organization to a ship in rough waters. To follow a
charted course, it must have afirm hand at the helm, all of the
science and technology requiredfor navigation, but most fall,
a stouthearted and able crew.
The Canal organization has been fortunate in having such a
crew-a highly motivated, dedicated, and well trained work
force. The employees have always exhibited a rare combination
of stability and flexibility. Thus I am confident that these
qualities, whatever the weather ahead, will make it possible to
retain the same high level 6f efficiency that has characterized
the Canalfrom the beginning.
Several functions at which I have been honored in the past
several weeks have afforded me an ample opportunity to say
farewell. On each occasion I tried to convey the depth of my
appreciation for your loyalty and dedicated service. Somehow
my words seemed inadequate. Nevertheless, I hope that the
sincerity of my feelings was evident. I do feel privileged and
honored to have been a part of the Panama Canal team.
My wife, Pat, and I take with us many wonderful memories
of our service in the Canal Zone. Thus I had reason to say on
the evening of the Community Farewell that, "These memories
are my treasures and as this old soldier fades away they shall
nct fade away because you have stamped them indelibly on my
mind and heart. " May your memories too always fill you with
pride and satisfaction for ajob well done at the Panama Canal.

Validity of insurance under treaty


The Business Activities Subcom-
mittee of the Binational Working
Group has reached an agreement
regarding the validity of insurance
policies issued by insurance com-
panies not licensed to operate'in the
Republic of Panama.
Liability insurance policies that
have a fixed expiration date which
were acquired before the entry into
force of the Panama Canal Treaty
(including automobile, accident and

The Office of the Financial Vice
President has announced that em-
ployee rates for ocean freight
shipments on the SS Cristobal will
be increased approximately 25
percent for general cargo and
privately owned vehicles.
The increase, which will go into


effect with Cristob'al's voyage No.
478 scheduled to sail from New
Orleans on October 12, 1979, is due
to the increase in fuel costs and the
loss of tonnage resulting from the
closing of the Supply Division and
the curtailment of Division of
Storehouses sales.

Life insurance policies will retain
their validity until the expiration of
the policy, which may mean the
termination of the number of years
as specified in the policy or the
death of the policyholder.

Insurance agents in the Republic
of Panama will not be permitted to
represent companies that are not
authorized to conduct insurance
activities in the Republic.


Parfitt

farewell

In an outpouring of apprecia-
tion and affection, the Isthmian
community turned out en masse
at a despedida for Governor
and Mrs. H. R. Parfitt last
Saturday night. The Parfitts'
daughters, Beverly and Karen,
flew in from the United States
to attend the event, co-spon-
sored by 91 Canal area orga-
nizations. The unveiling of the
clay model of a bronze bust of
the Governor that will be
placed in his honor in the
Rotunda of the Administration
Building was the special event
of the evening. More photos on
page seven.

We all screamed for ice cream made at Mount Hope

Ice cream, by any other name,
would be just as delicious, especially
if it was made at the'Mount Hope
Milk and Ice Cream Plant under the
expert supervision of Plant Man-
ager Richard Koyner. Unfortuna-
tely, the plant ceases production
today and with its closing another
permanent alteration takes place in
our daily lives.
Originally from Holland, Koyner
has been the Plant Manager for the
past twelve years. Graduating from
dairy college in Holland, he went to
work for his country's Ministry of
Agriculture. In 1953 he took a leave
of absence from his job to come to
Panama as part of a technical
assistance program helping set up
Panama's powdered milk plant in
Concepcion, Chiriqui. He liked
Panama so well that he resigned his
job in Holland and came to stay,
buying a farm in Boquete..A friend
told him that the Panama Canal
Company needed a manager for the
plant in Mount Hope and urged
him, because of his qualifications,
to at least come down and look the
place over. He did, liked what he
saw, and again decided to stay.
The Mount Hope plant produces
various kinds of milk (reconstituted
whole milk, "filled" milk, butter-
milk, and chocolate milk), cottage
cheese, ice milk, two grades of ice
cream (regular and premium),
chocolate covered ice cream bars,
sherbet, eggnog, the liquid milk-
shake base which supplies the drive-
in at Ancon and military cafeterias,
and the "Mindi" cartoned fruit
drinks and iced tea.' All of the dairy
products are made with powdered
skimmed milk.
The plant has been producing
30,000 gallons of reconstituted
whole milk each month, 8,000
gallons of chocolate milk, 25,000
gallons of ice cream and 3.500
pounds of cottage cheese.
Ice cream is probably America's
favorite dessert and has been
around for a long time, purportedly
having been brought from the far
east by Marco Polo. European
court chefs tried unsuccessfully to
keep it for the use of nobility only,
but anything that good was bound
to out.
It's been manufactured in the


Canal Zone since 1908, when it was
produced by the Commissary De-
partment in Cristobal. An ice cream
plant was part of the cold storage
unit built in Mount Hope in 1919,
and the current facility has been in
operation since 1955.
Back in the early days the
Commissary Department used to
publish an "Ice Cream Schedule"
informing customers of the days on
which certain flavors would be
available. Vanilla was always on
hand, but the other flavors (which
in 1916 included chocolate, pine-
apple, bisque, peach, coffee, car-
amel, strawberry and banana) were
rotated. At the Mount Hope plant
seven flavors have been standard-
vanilla, chocolate, strawberry, Nea-
politan, butterbrickle, cherry and
walnut.
The same basic mix is used for all
flavors of ice cream with the
exception of chocolate, which is
made separately. To the basic
mixture are added flavorings, fruits
and nuts.
The special flavor-of-the-month
ice creams often have come from
customer suggestions. If there were
no suggestions, Koyner and his staff
thought up something themselves.
Some flavors required planning
ahead because the flavorings had to
be specially ordered, but some, said
Koyner, were easy, especially coffee
and rum and raisin because the
ingredients were carried in stock at
the Supply Division.
Fruits and flavorings for the
standard flavors were regularly
ordered in large quantities. Cher-
ries, for example, were ordered in
fifty-gallon drums, ten at a time.
The premium ice cream, such as
French vanilla custard, has a higher
butterfat content than regular ice
cream, and fruit is added to it in
proportionately greater quantity
than to the regular ice cream. The
premium product also has less air or
"overrun."
Ice cream obtains its texture from
having air beaten into it-the more
air, the more overrun. An overrun
of one hundred percent would
mean, for example, that one gallon
of unfrozen ice cream mix would
have enough air beaten into it to fill
two one-gallon cartons. Or, to bring
the example even closer to home,
each spoonfull you put in your


mouth would be half air. Overrun
means profit in the commercial ice
cream business, explains Koyner,
but the Mount Hope plant never
went as high as a hundred percent,
though some commercial producers
do.
Sherbet is made from a basic mix
just as ice cream is, but contains less
fat, a little more sugar, citric acid
and fruit bases.
Everything in the Mount Hope
plant has always been sanitary and
Koyner estimates that about one
fifth of each working day has been
spent in cleaning. Each day the
equipment is disassembled, washed
and sterilized.
The production techniques used
at the plant have fascinated visitors.
Just inside the door is a 300 gallon
vat where an average of 600 pounds
of cottage cheese is made at a time.
Milk is pasteurized and homoge-
nized in huge stainless steel vats
from which the milk passes in
overhead pipes to a cooler and then
on to be cartoned.
A special machine unfolds the flat
milk cartons, passes them over a hot
plate that melts their plastic coat-

ing, folds the bottom and cools it to
seal it shut. An arm reaches over
and picks up the cartons, setting
them upright on a conveyor belt
which carries them under spigots
where they stop long enough to be
filled before continuing along to
have their tops automatically closed
and sealed. The filled cartons are
taken by hand from the conveyor
and placed in boxes to be stored in
the cold room until delivery to the
various commissaries and service
Centers.
Koyner, by the way, has recently
had many requests for empty
cartons from persons who wish to
save them as Canal Zone souvenirs.
The packaging of ice cream and
sherbet is a semi-automatic opera-
tion with the cartons being placed
by hand under a pipe from which
the partially frozen mixture is
extruded. The filled cartons are
passed on to another employee who
folds down the flaps or puts a lid on
the carton. The cartons are then
placed in wire baskets and put in the
freezing room which is maintained
at a temperature of -20�F.


Nowadays the frozen produce is
sent from the plant by truck in
specially insulated shippers 30 cubic
feet in size and arrives at the various
outlets in perfect condition. The trip
across the Isthmus was not always
so easy. Back in 1916, for example
distribution was a real problem,
with ice cream, nesselrode pudding
and water ices often arriving in a
messy, semi-melted condition after
their long train ride with stops at the
"line" commissaries along the way.
The Mount Hope plant is out of
business as of today, the building
remains with the Commission, as
does Koyner himself, who will be
assisting in the near future with the
closeout operations of the Supply
Division.

New system for paying rent, utilities set up

for TOF employees in Commission housing


In a letter to all employees
transferring to DOD under transfer
of function who will remain in
Commission housing, the Financial
Vice President has announced that
new arrangements will go into effect
for the payment of rent, telephone
and electrical usage charges. In-
stead of the present payroll deduc-
tion plan, such employees will be
required to arrange with their DOD
payroll office to have an allotment
made out to the Commission to
cover these charges. The Financial
Vice President (or Chief Financial
Officer of the Panama Canal
Commission) will advise each such
employee by letter in mid-October
of the amount of the allotment
required and the procedures for
completing the allotment form.

Also to be contained in that letter
will be the assignment of a customer
account number for the Commis-
sion's Accounts Receivable System.
Each month such TOF employees
will receive an invoice for the
different charges and a statement


U.S. employees of the Panama
Canal Commission are advised that
effective October 1, 1979, the
Panama National Guard Traffic
Office will conduct vehicle inspec-
tion of privately owned vehicles at
the Motor Transportation Division
facilities in Ancon and Mount
Hope.
All vehicles in circulation must be
inspected and have a regular
Panama inspection sticker by Jan-
uary 1, 1980.
A U.S. representative will be
present to give the vehicle owner a
sticker to enter military installa-
tions and to permit the purchase of
gasoline at the military pumps.
At the time of inspection, the
vehicle owner will be required to
have a vehicle registration issued by
the former Canal Zone Government


showing invoices, payments and
current balance.
Once the allotments go into
effect, most invoice amounts will be
covered by the amount of the
allotment. However, in the interim,
payments by cash or check will be
required. The first statement will
not be issued until the first of
November, but that statement will
show invoices for rent and related
charges for both the period October
7 through 31 and the period
November 1 through 30. This
statement must be paid in full by
cash or check by the end of
November. Payments are made at
any Commission Treasury Branch
office.
The Financial Vice President
warns such employees to be alert to
the fact that also during November
it is expected that in addition to the
cash payments required, deductions
from pay will begin for allotments.
However, the first allotment deduc-
tions will be earmarked to pay
December rent and related charges
in advance. This changeover to

license plate light. In addition, the
Panama Traffic Office also expects
vehicle owners to have a spare tire
and a jack in the vehicle. All of this
equipment is expected to be in
perfect condition.

plate on their vehicles on January I,
1980. Canal Zone license plates will
be valid until midnight December
31, 1979.
The plates may be purchased
beginning October 1, 1979 at

Friday from 8 a.m. to 12 noon and
2 to 5 p.m.
At the time of registration,

Vehicle owners will be charged a

Read carefully

before filling

out W-4 form

The U.S. Internal Revenue Serv-
ice has indicated to the Payroll
Branch of the Office of Financial
Vice President that there is evidence
that some employees may not be
following the instructions provided
for completing Form W-4, Em-
ployee's Withholding Allow-
ance Certificate. Failure to
submit a correctly prepared Form
W-4 could result in penalties to the
U.S. income tax payer. The in-
vestigative arm of the income tax
service recommended that we ad-
vise employees to carefully read the
instructions printed on the bottom
portion before completing the Form
W-4. In particular, attention is
directed to the second paragraph
under the heading "Completing
Form W-4," as follows:

"You may claim exemption from
withholding of Federal income tax
if you had no liability for income
tax for last year, and you anticipate
that you will incur no liability for
income tax for this year. You may
not claim exemption if yourjoint or
separate return shows tax liability
before the allowance of any credit
for income tax withheld. If you are
exempt, your employer will not
withhold Federal income tax from
your wages. However, social secur-
ity tax will be withheld if you are
covered by the Federal Insurance
Contributions Act."

Employees are also advised that
any unauthorized addition to Form
W-4 makes the form invalid. An
unauthorized addition is any writing
on the form other than the entries
required. An invalid certificate
may not be used to figure withhold-
ing, and another certificate must be
requested from the employee by the
Payroll Branch.

Power rates
Rates for electricity and tele-
phone services to employees res-
iding in Paraiso, Pedro Miguel and
Rainbow City, the three townsites
that are to be turned over to
Panama on October 1, will be
established by IRHE, Panama's
electric power utility, and INTEL.
Panama's telephone utility, respec-
tively. Water service rates to
employees in these townsites will be
set by IDAAN. Panama's water-
works.

will be made in October for Canal
Commission housing. Rental ad-
justments are usually made in
February, and a modest increase in
these rentals is expected to be made
in February 1980 as a result of an
updated housing survey.
Rental rates for housing turned
over to Panama are not the

mission but under the control of a
Panama Government agency.

Commissary bulletins out of circulation


Wednesday used to be the day
that every Canal Zone boxholder
could be sure of getting some mail-
but not anymore. For that old
standby, the commissary bulletin,
has ceased to exist, predeceasing the
bureau that sponsored it by only a
few days.
In its own way, the bulletin has
been a calendar of seasons and
events for Canal Zone residents. In
the United States, the change of
seasons itself signals the beginning
of sales and holiday specials. When
leaves turn to gold, you can be sure
the stores will be stocked with back-
to-school supplies, followed by
pumpkins and Holloween candy,
turkeys and then Christmas goodies.
Locally, the leaves of the bulletin
turned the colors of the rainbow
from week to week, but it was the
announcement of the arrival of
Valentine's Day candy in February,
a shipment of "spring" dresses in
March and bunnies and baskets at
Easter time that keep us attuned to
the flow of customs and events we
have known.
Indeed, the bulletins each year
heralded two major events for local
residents: the opening of toyland


(10 percent off the first day for
Company/Government employees
only); and the arrival of Christmas
trees, including the hour that the.
starting gun would be fired for the
no-holds-barred race to get one
with the needles still on it.
Of no small importance in the
day-to-day-living of Canal con-
sumers was the bulletin's "weekend
specials"-not so much because you
could save a few cents on each item
offered, because occasionally in-
cluded in there with the worcester-
shire sauce and the economy-size
packages to toilet paper were some
favorite products rarely available
locally. Shoppers created a near
stampede over a shipment of
snowpeas on one Thursday, and
many a basket loaded with nothing
but "Twinkies" has rolled down our
commissary aisles.
No one is exactly sure when the
commissary bulletins began. One
unconfirmed source sets the year as
1910, which could very well be
correct since 'the CANAL RECORD
carried price lists, price changes,
hours and other information from
the Commissary Department from
the time it began publication in
1907. We have good information


that the bulletins existed at least as
far back as the early 1940's.
A special experimental issue of a
new publication called THE SPILL-
WAY was published by the Informa-
tion Office on October 30, 1957, and
contained Canal Zone/ Panama Canal
Company news combined with the
commissary and movie bulletin. It
advertised "Globe Trotter" shorts
for men in '"no pamper' fabric, no
ironing, dry in 3 hours," and nylon
subteen petticoats in "lace, parch-
ment, horse hair and marquisette."
The November I and 2 weekend
special was chuck roast for 25 cents
per pound (regularly 33 cents), limit
one per customer. "Bernadine,"
starring Pat Boone, was showing at
Canal Zone theaters.
The publication was well re-
ceived, but apparently for financial
reasons never got off the ground.
THE SPILLWAY began publication in
1962, but contained no advertising.
A collection of commissary bul-
letins from over the years is a
history of changes in prices, styles
and entertainment tastes. The bul-
letins chronicled the unique way of
living of a transplanted people who
brought with them their customs
and their tastes.

Una nueva tabla salarial para el
personal nuevo empleado por las
agencies Federales en el Istmo a
partir del 19 de octubre de 1979,
qued6 establecida por la Junta
Coordinadora de Pautas del Perso-
nal Civil de la Zona del Canal,
durante su reuni6n el 17 de septiem-
bre. Esta nueva tabla sera conocida
como el Salario Base del Area de
Panama.
Se le inform a la Junta que el
Comit6 de Conferencia del Senado
y la Cimara de Representantes
acord6 incluir en las leyes de ejecu-
ci6n del tratado un salario minimo
inicial de $2.90 para el personal
nuevo que se emplee a partir del 1�
de octubre de 1979. Estos nuevos
empleados recibiran un aumento de
escal6n de 2 por ciento annual.
Con base en este requerimiento
legislative, la Junta aprob6 planes
de salaries que estan basados en el
salario minimo inicial de $2.90. El
plan consta de 15 grades de 21 esca-
lones, cada escal6n represent un
aumento de 2 por ciento sobre el
escal6n anterior.
Por ejemplo, el salario inicial del
Grado 1 en la categoria no manual
es de $2.90 en el escal6n 1 y progress
con aumentos de 2 por ciento hasta
$4.31 en el escal6n 21. El grado 7


comienza en $4.49 y progress hasta
$6.68.
Los empleados actuales de la
Compafiia del Canal de Panama y
Gobierno de la Zona del Canal que
contin6en en el servicio de la Comi-
si6n del Canal de Panama u otras
agencies Federales locales sin inte-
rrupci6n de servicio, continuaran
devengando salario segin el Salario
Base actual de la Zona del Canal y el
Sistema de Pago de Salario Base de
los Estados Unidos aunque el sala-
rio minimo de los Estados Unidos
ya no sera aplicable, se continuara
la practice actual de ajustar los sala-
rios en octubre y en enero.
Por ejemplo, las tarifas de salario
del Grado 1, escal6n I de la catego-
ria manual es de $2.90 (salario
minimo). En vez de aumentar estas
tarifas a $3.10 la hora el 10 de enero
de 1980, lo cual seria lo normal bajo
la Ley de Normas Equitativas de
Trabajo, seran aumentadas en la
misma proporcion que se aumentan
los salaries de la categoria manual.

Ademas, la ley de ejecuci6n del
tratado asegura que los empleados
que fueron separados de las n6mi-

que sean reempleados en la Comi-
si6n antes del 1� de abril de 1980
seran pagados bajo el actual Sis-
tema de Salario Base de la Zona del
Canal o de los Estados Unidos en
vez del nuevo Salario Base del Area
de Panama.

Las tarifas por el uso de energia
el6ctrica y tel6fonos por los emplea-
dos que resident en las viviendas de
la Comisi6n del Canal seran ajusta-
das en octubre, de acuerdo a lo
anunciado por la Oficina del Vice-
presidente de Finanzas.
En base a la comparabilidad con
las tarifas del Tennessee Valley
Authority, las tarifas de energia
el6ctrica para empleados serin
aumentadas en aproximadamente
19 por ciento de acuerdo con lo que
indiquen los medidores en el
period de octubre de 1979.
Las tarifas por el uso de tel6fonos
de empleados que resident en vivien-
das de la Comisi6n seran ajustadas
a fin de ser comparable con las que
cobra el Comando de Comunica-
ciones del Ejercito de los Estados
Unidos-Panama. Las tarifas men-
suales de tel6fono para estos
empleados seran aumentadas de
$7.50 a $8 aunque la tarifa mensual
para cada extension de tel6fono sera
reducida de $1.40 a $1.

nal de Trabajo ha legado a un
acuerdo con respect a la validez de
las p6lizas de seguro expedidas por
las compafiias aseguradoras que no
tengan licencias para funcionar en
la Republica de Panama.
Las p6lizas de seguro de respon-
sabilidad civil que tienen una fecha
fija de vencimiento y que fueron
adquiridas antes de la entrada en
vigencia del Tratado del Canal de

Envio de carga en el Crist6bal sube 25%


La Oficina del Vicepresidente de
Finanzas ha anunciado que las tari-
fas para el envio de carga maritima
de empleados en el SS Cristdbal
serin aumentadas aproximadamente
un 25 por ciento por carga general y
vehiculos de propiedad particular.
El aumento, que entrara en vigor


con el viaje NQ 478 del Cristdbalque
zarpara de Nueva Orleans el 12 de
octubre de 1979, se debe al aumento
en el precio de combustible y la per-
dida de tonelaje que motivara el cie-
rre de la Divisi6n de Abasto y la
reducci6n de ventas de la Divisi6n
de Almacenaje.

Mensaje del Gobernador

La historic del Canal de Panamd abarca tres cuartos de siglo.
Es una historic de gran inspiracidn y uno de los mds grandes
triunfos de todos los tiempos.
Pero a travis de los anos, cada period ha tenido sus
problems especiales y sus dificultades. Hoy dia enfrentamos
otra prueba. Los tratados, que entrardn en vigor el lunes,
acarrean grandes cambios. Tal vez hoy seria oportuno
comparar la empresa del Canal con un barco en mar bravo.
Para seguir el curso trazado, necesita una mano fire en el
timdn, toda la ciencia 'y tecnologia que exige la navegacidn,
pero sobre todo, una tripulacidn valerosa y competent.
La empresa del Canal siempre ha tenido la buenafortuna de
contar con tal tripulacidn-una fuerza obrera altamente
motivada, dedicada ' bien adiestrada. Los empleados siempre
han demostrado extraordinarias cualidades de estabilidad '
flexibilidad. Por eso estoy seguro que esas caracteristicas, no
importa lo que depare elfuturo, permitirdn retener el nismo
alto nivel de eficiencia que ha caracterizado el Canal desde el
comienzo.
Varios actos en que he sido honrado durante las tiltimas
semanas me han brindado una amplia oportunidad de
despedirme de ustedes. En cada ocasidn trate de expresar mi
profundo agradecimiento por su lealtad *y servicio dedicado.
Pero en cierto modo, mis palabras parecian inadecuadas. No
obstante, espero que la sinceridad de mis sentimientos se hizo
evidence. Ha sido para mi un privilegio y un honor haber
formado parte del equipo del Canal de Panamd.
Mi esposa, Pat, ' yo nos llevamos muchos recuerdos
maravillosos de nuestra estadia en la Zona del Canal. Eso me
movid a decir en la noche de la Despedida de la Comunidad
que, "Estos recuerdos son mis tesoros y al desvanecerse este
viejo soldado esos recuerdos perdurardn para siempre, pues
ustedes me los han grabado indeleblemente en la memorial ' en
el corazdn ". Que sus recuerdos tambien siempre los colmen de
orgullo y satisfaccidn por un trabajo bien hecho en el Canal de
Panamd.

Todos hemos saboreado los helados de Mount Hope

El helado, coil cualquier otro
nombre, seria, igual de delicioso,
especialmente si es confeccionado
en la Planta de Leche y Helados de
Mount Hope bajo la supervision
expert de Richard Koyner, Ge-
rente de Planta. Desafortunada-
mente, la plant terminal su produc-
ci6n hoy y con su cierre ocurre otro
cambio permanent en nuestra
rutina diaria.
Oriundo de Holanda, Koyner ha
sido Gerente de Planta durante los
iltimos doce afios. Al graduarse de
la escuela de products ldcteos en
Holanda, comenz6 a trabajar con el
Ministerio de Agricultura de su
pais. En 1953 pidi6 licencia en su
trabajo para venir a Panama como
parte de un equipo de asistencia t6c-
nica para ayudar en la organizaci6n
de la plant de leche en polvo en
Concepci6n, Chiriqui. Le gust6
tanto Panama que renunci6 su tra-
bajo en Holanda y se vino a radicar,
comprando una finca en Boquete.
Un amigo le comunic6 que la Com-
pafiia del Canal de Panama necesi-
taba un gerente para la plant de
Mount Hope y lo inst6, dada su
experiencia, por lo menos a darle
una ojeada al lugar. Asi lo hizo, le
gust6 lo que vi6 y, de nuevo, decidi6
quedarse.
La plant de Mount Hope pro-
duce varias classes de leche (leche
reconstituida, leche "rellena", leche
descremada, leche agria y leche de
chocolate), reques6n, hielo de leche,
dos calidades de helado (regular y
premium), barras de helados cu-
bierto de chocolate y sorbetes, iqual
que ponche, la base liquid de los
batidos con el cual se suplen el
Expendio de Comestible de Anc6n
y las cafeterias militaries, y las bcbi-
das de frutas y t6 helado envasadas
de marca "Mindi." Todos los pro-
ductos lacteos estan confeccionados
a base de leche descremada en
polvo.
La plant ha estado produciendo
30,000 galones de leche reconsti-
tuida todos los meses, 8,000 galones
de leche de chocolate. 25,000 de
helado y 3,500 libras de reques6n.
El helado es probablemente el
postre favorite de America y tiene
tiempo de existir, ya que se dice que
fue Marco Polo quien lo trajo del
Lejano Oriente. Los cocineros de
los monarcas europeos trataron sin
6xito de restringirlo para el con-
sumo de la nobleza solamente, pero
algo tan bueno siempre se descubre.
Se confecciona en la Zona del


Canal desde 1908, cuando fue pro-
ducido por el Departamento de
Comisariato en Crist6bal. Una
plant de helados formaba parte de
la unidad de almacenaje frio que se
construy6 en Mount Hope en 1919,
y la plant actual esta en funciona-
miento desde 1955.
Se utiliza la misma mezcla bAsica
para confeccionar los distintos
sabores de helado, salvo el de cho-
colate que se confecciona aparte. Se
le afiaden sabores, frutas y nueces a
la mezcla bAsica.
Tiempos atris, el Departamento
de Comisariato publicaba un "Lis-
tado de Helados" para informarle a
los clients los dias en que estarian
disponibles ciertos sabores. Siem-
pre habia vanilla, pero los demis
sabores (que a la altura de 1916
incluian chocolate, pifia, bizcocho,
melocot6n, caf6, caramelo,- fresa y
banano) se rotaban. En la plant de
Mount Hope,, siete sabores han
existido-vainilla, chocolate, fresa,
napolitano, mantequilla, cereza y
avellana.
Los helados especiales del mes
usualmente eran determinados por
sugerencia de los clients. Cuando
no habia sugerencias, Koyner y su
equipo ideaban algo. Algunos sabo-
res requerian planificaci6n ya que
los sabores tenian que ser ordena-
dos especialmente, pero algunos,
dice Koyner, eran faciles, especial-
mente el caf6, y ron con pasas por-
que los ingredients estaban dispo-
nibles en la existencia de la Divisi6n
de Abastos.
Cada cierto tiempo se ordenaban
las frutas y los sabores necesarios
para confeccionar los sabores regu-
lares. Las cerezas, por ejemplo, se
mandaban a pedir en tambores de
cincuenta galones, diez a la vez.
El helado de calidad premium,
como el flan de vanilla francesa
tiene un contenido de crema mas
alto que el del helado regular y se le
afiade una cantidad proporcional-
mente mis alta de frutas que al
helado regular.
El helado adquiere su textura al
batirsele aire-entre mas aire, mas
desborde. Un desborde de un cien
por ciento significa, por ejemplo,
que un gal6n de helado desconge-
lado tendria suficiente aire batido
para llenar dos cartons de un
gal6n. Para que se entienda mejor el
ejemplo, cada cucharada que usted
ingiera seria mitad aire. El desborde
significa una utilidad en el negocio
de producci6n commercial del he-


lado, dice Koyner, pero la plant de
Mount Hope nunca alcanz6 el cien
por ciento, aunque algunos produc-
tores de la localidad si lo al-
.canzaron.
El sorbete se confecciona de una
mezcla bAsica al igual que el helado,
pero contiene menos grasa, mas
azicar, Acido citrico y bases de
fruta.
Todo en la plant de Mount
Hope siempre se ha mantenido
escrupulosamente limpio y sanita-
rio y Koyner estima que se utiliza
casi una quinta parte del dia laboral
s6lo limpiando. Todos los dias se
desarma el equipo, se lava y se
esteriliza.
Las tecnicas de producci6n que
utiliza la plant fascina a los que la
visitan. Justo-afuera de la puerta
hay un recipient de 300 galones en
el cual se confeccionan unas 600
libras de reques6n al mismo tiempo.
La leche se pasteuriza y homogeniza
en recipients enormes de acero ino-
xidable de los cuales la leche pasa en
tubos sobrepuestos a un enfriador y
despu6s a ser envasada.
Una maquina especial desdobla
los envases de leche, los pasa sobre
un plato caliente que derrite el plas-

tico que los cubre, dobla el fondo y
lo enfria para sellarlo. Un brazo se
extiende y recoge los envases, los
coloca verticalmente sobre una
polea que los transport bajo unos
grifos el tiempo suficiente para lle-
narlos antes de que contin6en el
recorrido hasta donde se les cierra y
sella las tapas automaticamente.
Los envases llenos se toman de la
polea manualmente y se colocan en
cajas que son almacenadas-en un
cuarto frio hasta que se distribuyan
entire los comisariatos y centros de
expendio.
Ultimamente Koyner ha recibido
numerosas solicitudes de personas
que quieren envases vacios para
guardarlos como recuerdo.
El envase de helado y sorbete es
una operaci6n semiautomAtica en la
cual se colocan los envases manual-
mente bajo un tubo de donde una
mezcla parcialmente congelada se
extrae. Los envases llenos se pasan a
otro empleado que dobla las lengtie-
tas o le pone la tapa al envase.
Entonces se ponen los cartones en
canastas de alambre y se colocan en
el cuarto de congelamiento que se
mantiene a una temperature de
-200F.

Hoy en dia el product congelado
se transport por cami6n en envases
especiales de 30 pies clibicos de
tamaiio y llegan a las tiendas en per-
fectas condiciones. En 1916, por
ejemplo, la distribuci6n creaba un
verdadero problema, y el helado, el
pudin nesselrode y las paletas casi
siempre Ilegaban casi derretidos
despu6s del largo viaje en tren, que
paraba en todos los comisariatos a
lo largo de la via. '
La plant de Mount Hope queda
cerrada desde hoy. Aunque el edifi-
cio en si sigue perteneciendo a la
Comisi6n, lo m.s probable es que se
venda el equipo. Koyner seguird
con la Comisi6n para asistir en un
future cercano con la liquidaci6n de
la Division de Abasto.

Desarrollan sistema de pagos para los


empleados transferidos a otras agencies


En una carta dirigida a todos los
empleados que seran transferidos al
Departamento de Defensa bajo la
transferencia de funciones y que
permaneceran en las viviendas de la
Comisi6n, el Vicepresidente de Fi-
nanzas ha anunciado que nuevos
arreglos entrarAn en vigor para el
pago del alquiler, cuentas por el uso
de tel6fonos y de electricidad. En
vez del actual plan de deducci6n sa-
larial, tales empleados tendrin que
hacer arreglos pertinentes con la
oficina de n6mina del Departa-
mento de Defensa para que una
asignaci6n sea enviada pagadera a
la Comisi6n para cubrir estas cuen-
tas. A mediados de octubre el Vice-
presidente de Finanzas (o el Fun-
cionario Jefe de Finanzas de la
Comisi6n del Canal de Panama)
avisara a cada uno de estos em-
pleados por carta sobre la cantidad
de la asignaci6n que se require y
los procedimientos para completar
el formulario de la asignaci6n.
Tambien incluido en esa carta
estara la asignaci6n de un n6mero
de cuenta a cada client del Siste-
ma de Cuentas por Cobrar de la
Comisi6n. Cada mes estos emplea-
dos de la transferencia de funciones
recibiran una factura por las distin-
tas cuentas y un estado de cuenta


Se avisa a los empleados estadou-
nidenses de la Comisi6n del Canal
de Panama que a partir del 10 de
octubre de 1979, la Oficina de Tran-
sito de la Guardia Nacional de
Panama llevard a cabo el revisado
de vehiculos de propiedad privada
en las instalaciones de la Divisi6n de
Transporte'a Motor en Anc6n y en
Mount Hope.
Todo vehiculo en circulaci6n
debe ser revisado y tener una eti-
queta'de revisado de Panama para
el 1� de enero de 1980.
Un representante estadounidense
estara present para dar al dueio
del vehiculo una etiqueta para
entrar a las instalaciones militares y
para comprar gasoline en las gasoli-
neras militares.
Durante el period del revisado,
el duefio del vehiculo tendra que
tener el revisado del vehiculo expe-
dido por el antiguo Gobierno de la


mostrando las facturas, los pagos y
el balance actual.
Una vez que las asignaciones en-
tren en vigor, la mayoria de las can-
tidades de las facturas seran cubier-
tas por la cantidad de la asignaci6n.
No obstante, se requerird que los
pagos provisionales sean hechos en
efectivo o por cheque. El primer
estado de cuenta no sera expedido
hasta el 1� de noviembre, pero di-
cho estado presentarA las facturas
por el alquiler y las cuentas afines
tanto para el period del 7 al 31 de
octubre como para el period del
10 al 30 de noviembre. Este estado
de cuenta debe ser pagado integra-,
mente en efectivo o por cheque para
fines de noviembre. Se haran los
pagos en cualquier oficina del
Ramo de Tesoreria de la Comisi6n.
El Vicepresidente de Finanzas
advierte a tales empleados que esten
pendientes al hecho que tambien
durante noviembre se espera que
ademAs de los pagos en efectivo re-
queridos, se iniciaran las deduccio-
nes salariales para las asignaciones.
Sin embargo, las primeras deduc-
ciones de la asignaci6n seran desti-
nadas para pagar el alquiler de
diciembre y las cuentas afines por
adelantado. Este cambio al pago
por adelantado estA en linea con la


Zona del Canal o por un estado de
los Estados Unidos.
La cuota del revisado es $1. 'Una
cuota de 50 centavos sera cobrada si
el vehiculo es rechazado.
Las horas del revisado son de 7
a.m. hasta el mediodia y de 1:30 a 7
p.m. de lunes a viernes y de 7 a.m.
hasta el mediodia los sabados.
El revisado cubre los vidrios de
seguridad, espejos, direcci6n, velo-
cimetro, limpia-parabrisas, frenos,
sistema de luces, parachoques, neu-
maticos, cinturones de seguridad,
maniguetas de las puertas, luces
direccionales y sistema de escape.
Ademns, la Oficina de Transito de
Panama tambi6n espera que los
duefios de vehiculo's tengan un neu-
matico de repuesto y un gato en el
vehiculo. Se espera que todo este
equipo est6n en perfectas con-
diciones.

Los empleados estadounidenses
de la Comisi6n tendran que tener en
sus vehiculos las nuevas places de
Panama para 1980, a partir del 1l de
enero de 1980. Las places de la Zona
del Canal tendran validez hasta la
medianoche del 31 de diciembre de
1979.
Las places pueden ser adquiridas
a partir del 10 de octubre en el
Edificio 0610, la antigua secci6n de
Licencias en Anc6n, de lunes a
viernes de 8 a.m. hasta el mediodia y
de 2 a 5 p.m.
En el moment del registry, los
duefios de vehiculos deben presen-


tar el registro del vehiculo expedido
por elantiguo Gobierno de la Zona
del Canal o cualquier estado de los
Estados Unidos, sus tarjetas de
identificaci6n y el certificado pana-
mefio de revisado del vehiculo para
1980.
Los duefios de vehiculos tendrAn
que pagar una cuota de registro de
$2 por cada vehiculo. El precio de la
placa se basara en la capacidad y el
tipo del vehiculo.
El precio de las places de los vehi-
culos particulares, de pasajeros y
comerciales son como sigue:

La Superintendencia de Contri-
buciones de los Estados Unidos le
ha indicado al Ramo de N6minas'de
la Oficina del Vicepresidente de
Finanzas que existe evidencia que
algunos empleados no estan si-
guiendo las instrucciones estipula-
das para completar el Formulario
W-4, Employee's Withholding
Allowance Certificate (Certifi-
cado de ,Asignaci6n Retenida del
Empleado)~ La falta de someter el
Formulario W-4 correctamente com-
pletado pudiera resultar en sanci6n
al contribuyente estadounidense.
La rama investigadora del servicio
de impuesto sobre la renta reco-
mend6 que se avisara a los emplea-
dos leer detenidamente las instruc-
ciones impresas en la parte inferior
del Formulario W-4 antes de com-
pletarlo. En particular, Ilamamos la
atenci6n al segundo parrafo bajo el
encabezamiento Completing Form
W-4 (C6mo Completar el Formu-
lario W-4), que reza asi:
"Usted puede reclamar exenci6n
del impuesto de retenci6n Federal si
no ha tenido ninguna obligaci6n
por el pago de impuesto sobre la
renta para el afio pasado, y anticipa
que no tendra ninguna obligaci6n
por el pago de impuesto sobre la
renta para este afio. No podra recla-
mar exenci6n si su declaraci6n con-
junta o separada muestra obliga-
ci6n por impuesto sobre la renta
antes de la asignaci6n por cualquier
cr6ditd del impuesto de retenci6n.
Si esta exento, su patrono no reten-
dra el impuesto Federal de su sala-
rio. No obstante, la cuota del seguro
social sera retenida si esta cubierto
por la Ley de Contribuciones al
Seguro Federal".
Tambi6n se avisa a los empleados
que cualquier adici6n no autorizada
al Formulario.W-4 anula el formu-
lario. Una adici6n no autorizada es
cualquier escrito en el formulario
que no scan las entradas requeridas.
Un certificado invalido no se
puede usar para calcular la reten-
ci6n, y el Ramo de N6minas solici-
tara otro certificado del empleado.

responsabilidad de la Comisi6n del
Canal, pero bajo el control de una
agencia del Gobierno de Panama.

Boletin del comisariato deja de circular


Todos los mi6rcoles cada resi-
dente de la Zona del Canal sabia
que tendria algo en su apartado-
pero ya no. Se debe a que ese viejo y
fiel boletin del comisariato, ha
dejado de existir, antecediendo por
s6lo unos dias a la direcci6n que los
patrocinaba.
El boletin ha sido una especie de
calendario de las estaciones y de
events para los residents de la
Zona del Canal. En los Estados
Unidos, el cambio de las mismas
estaciones es serial del inicio de ven-
tas especiales para los dias feriados.
En el otofio, los almacenes ofrecen
surtidos de tiles escolares, segui-
dos por calabazas y pastillas pro-
pias de la Noche de Brujas (Hal-
loween), pavos y despu6s las
golosinas navidefias.
Localmente, las hojas del boletin
asumian cada uno de los colors del
arco iris de semana en semana,
anunciando la llegada de las pasti-
Ilas del Dia de San Yalentin en
febrero, un embarque de vestidos de
primavera en marzo, y los conejitos
y canastas en el tiempo de Pascuas.
En efecto, los boletines cada aiio
han anunciado dos events impor-
tantes para los residents locales: la
apertura de juguetelandia (des-
cuento del 10 por ciento el primer
dia s61o para los empleados de la


Compafiia-Gobierno); y lallegada
de los arboles de Navidad, inclusive
la hora en que se daba inicio a la
carrera para adquirir uno que ain
tenga las ramas intactas.
Tambi6n de importancia en la
vida de dia a dia de los consumido-
res del Canal estaba el boletin de los
especiales del fin de semana-no
tanto por el ahorro de unos centa-
vos en cada articulo que se ofrecia,
pero ocasionalmente, junto con la
salsa inglesa y los paquetes de papel
higi6nico de tamanio econ6mico
habia algunos products favorites
que rara vez podian adquirirse
localmente. Un jueves los compra-
dores casi crean una estampida a
causa del embarque de habichuelas
chinas, y muchas canastas llenas de
nada mAs que Twinkies han rodado
por los pasillos de nuestro co-
misariato.
Nadie sabe con exactitud cuando
tuvo su inicio el boletin del comisa-
riato. Una fuente no confirmada fija
la fecha como 1910, la cual bien
pudiera ser correct ya que el
CANAL RECORD contiene listas de
precious, cambios de precious, hora-
rios asi como otra informaci6n del
Departamento del Comisariato des-
de que empez6 a publicarseen 1907.
Tenemos buena informaci6n de que
los boletines existian a6n a princi-
pios de la d6cada del 40.


Una edici6n especial experimen-
tal de una nueva publicaci6n Ila-
mada THE SPILLWAY fue publicada
por la Oficina de Informaci6n el 30
de octubre de 1957, y contenia noti-
cias combinadas con el boletin del
comisariato y del teatro. Anunciaba
calzoncillos para hombres marca
"Trotamundo" de "material que no
necesitaba cuidado especial, ni
planchar, se seca en tres horas", y
para nifias, peticotes de nil6n en
encaje, pergamino, cerda de caballo
y tul". El especial del primero y
segundo fin de semana de noviem-
bre fue lomo a 25 centavos la libra
(normalmente a 33 centavos), limi-
tado a uno por persona. "Bernar-
dine", con Pat Boone en el papel
estelar, se exhibia en los teatros de
la Zona del Canal.
La publicaci6n tuvo buena aco-
gida, pero aparentemente debido a
razones econ6micas nunca fue
puesta en circulaci6n. THE SPILL-
WAY inici6 su publicaci6n en 1962,
pero se eliminaron los anuncios.
Una colecci6n.de los boletines del
comisariato a trav6s de los afios es
una historic de los cambios en pre-
cios, modas y gustos de diversiones.
Los boletines relataban el modo sin-
gular de vida de un pueblo que fue
trasplantado y que trajo consigo sus
costumbres .y sus gustos.
