Revised RIF notices contained


good news for many employees


The revised reduction-in-force
(RIF) notices distributed last week
carried good news for hundreds of
Panama Canal employees. The new
notices were prepared by the
Personnel Bureau to take ad-
vantage of the many vacancies
resulting from retirements and
resignations that have occurred
since the first notices were issued on
June 25, greatly easing the adverse
impact of the required abolishment
of more than 2,600 permanent
positions.
Based on the first round of
notices issued in June, more than
1,700 permanent employees were to
be separated or placed in temporary
positions. As a result of last week's
revised notices, this number was
reduced to 460. Of this new total,
only 350 employees will actually be
separated on September 30, with
110 others being offered temporary
jobs in lieu of separation through
. RIF.

Postal patrons are advised that in
order to complete audits it will be
necessary to close the branch offices
in Canal Zone townsites before
September 29 when all Postal
Service offices Will be closed.
The branch offices will be de-
livery units only. Prepaid articles
deposited in the drops will continue
to be postmarked and dispatched at
all branches until the close of
business on September 28, but
patrons will no longer be able to buy
stamps, purchase money orders and
postal savings or present items for
mailing at the windows.
Branch offices at Margarita,
Rodman, Rainbow City and Fort
Amador closed this week.
Postal branches at Albrook AFB
and Gatun will be closed effective
September 24; Coco Solo and Fort
Gulick, September 25; Fort Clay-
ton, September 26; Gamboa, Parai-
so and Howard AFB on September
27; and Fort Davis on September
28. The main post offices at Balboa
and Cristobal will be closed effec-
tive September 29.

demoted to lower-graded jobs was
also reduced, from an original
figure of 840 to 745. Of these
demotions, 695 persons are eligible
for grade retention, with the re-
mainder either eligible for pay
retention or actually receiving a
slight pay increase due to "slotting
in" to a higher step in a lower grade.
The number of individuals being
reassigned (placed in other posi-
tions but at the same grade)
increased slightly from an original
figure of 540 to 575.
One large group consisting of 440
persons is perhaps the most for-
tunate of all-they received letters
cancelling their RIF notices en-
tirely.
Retiring employees created 675
vacancies which were used in the
RIF placements. This was the
biggest single factor in the tremend-
-ous improvement-in theoverall RIF
picture. Resignations have also
been very high since the initial
notices were issued, totaling nearly
600. The great majority of the
resignations were from persons in
divisions to be abolished on Oc-
tober 1 who quit their Panama
Canal jobs to accept offers of
employment with the Government
of Panama.


The instructions and guidance
accompanying the revised RIF
notices contained two new pieces of
information not previously pub-
lished which may be of importance
to some employees. First, each
employee who is affected by the
RIF and who subsequently files an
appeal with the Merit Systems
Protection Board is entitled to a
hearing. The last day for filing such
appeals is twenty days after the
effective date of the RIF action,
which would be October 20, 1979.
The second item of interest
pertains to employees who are
separated or retired involuntarily
from the Canal organization by
RIF and who subsequently accept a
job offer with another employer,
including the Panama Canal Author-
ity. As a general rule, such individ-
uals will be eligible for priority
reemployment consideration with
the Canal Commission beginning
October 1. This priority considera-
tion is alsp .applicable to those
employees who resigned or retired
after they had received a final
reduction-in-force notice telling them
they were to be separated or
offering them a nonequivalent job.

to close by September 30


In keeping with the requirements
of the Panama Canal Treaty, the
Supply Division must cease com-
mercial activities on October I. In
order to achieve an orderly close
out, with proper accountability of
inventories and Government funds,
it will be necessary for the Division
to begin close out operations in
advance of the actual treaty im-
plementation date.
Department stores will cease
operation at the close of business on
their last normally scheduled work-
day in the week (Saturday, Septem-
ber 29) except for the Diablo Scout
Trading Post, which closes tomor-


row. The Balboa and Cristobal
optical shops will close on Friday,
September 28, as will the Colo Solo
and Gatun gas stations and the
merchandise and maintenance sec-
tion at La Boca gas station. Gas
lanes at the La Boca, Gamboa and
Margarita stations will close on
Saturday, September 29.
All Supply Division supermar-
kets and superettes will close
Saturday, September 29, except for
the Gatun Superette which will
close one day earlier. The Balboa
Cafeteria, Margarita Service Center
and the Ancon Drive-in will also
close September 29 and the Balboa
and Margarita bowling alleys will
close September 28.
The numerous vending and food
service outlets will begin to close
today on a staggered basis so-that by
September 28 all will have ceased
operation. Supply Division theaters
also will be closed on a staggered
basis beginning Sunday, September
23, with the last two, Balboa and
Coco Solo, to close on Saturday,
September 29. All of these closing
dates represent the last day of
operation of the units.
Signs will be posted at individual
units announcing their close out
dates. It should be noted that no
Supply Division unit will be open to
the public on Sunday, September
30, and customers should plan to
complete their shopping in advance
of that date.

Jamboree Express
-Balboa High and Canal Zone College students, participants and

League held at Tiger Stadium in Coco Solo. This year's trophy
was "spirited away" by the Green Devils (CZC), who won the
most quarters by vanquishing the Tigers (CHS) 8-2 in the second
quarter and foiling the Bulldogs (BHS) 6-0 in the fifth. They also
fought the Red Machine (BHS) to a 0-0 tie in the third quarter.

Commercial service is out

when Commission comes in


Forewarned is forearmed, so
those of you planning to have the
old fan fixed or to buy paper clips
for your desk at home had best
remember that treaty provisions
prohibit the Commission from
offering commercial services to
private individuals.
Don't panic. Many of these
services and supplies are available
from the military and from hobby
shops. And all of them are available
in Panama.
Some of the outlets and shops
which will no longer provide private
services are the Small Appliance
Shop, Graphic Branch, Instrument
Repair Shop, Armature Shop, Air-
Conditioning Shop, Furniture Shop
and the Division of Storehouses'
outlets.
What this means is:
-passport or license photographs,
among other personal photography
work, will no longer be offered by


Graphic Branch.
-all Division of Storehouses'
sections (including "I", "B" and
"K") will no longer sell goods such
as building materials and office
supplies to private individuals.
-the Maintenance Division will
not repair privately owned refriger-
ators, washers or dryers, or refinish
furniture.
-the Electrical Division will no
longer repair privately owned blenders,
toasters, fans, vacuum cleaners or
window air-conditioners, among
other small appliances.
-the Industrial Division will no
longer repair launches, do fiber
glass work or repair instruments,
such as a ship's compass, for private
individuals.
-the Motor Transportation Di-
vision will no longer repair private
vehicles or recap tires.

New check cashing facility at Mt. Hope


A new facility, the Treasury
Branch-Atlantic, will open in
Building 7031, Mount Hope, to
compensate for the discontinuance
on September 30 of the check-
cashing services presently provided
by Supply Division outlets and the
Gamboa Post Office, the Financial
Vice President has announced.
Building 7031 is located just off
Bolivar Highway in the fenced in
area on Wilson Avenue between the
Supply Divison Warehouse area
and the Mount Hope Cemetery.
The Treasury Branch-Atlantic
will provide for the cashing of
paychecks and personal checks; the
holding of paychecks for employees
on leave; the distribution of checks
for terminating employees; liaison
with the Treasurer's Office, Ancon;


and the collection of Accounts
Receivable invoices and remaining
payments on charge accounts.
Beginning with the November 1
payment, Disability Relief recip-
ients on the Atlantic Side will also
be paid at this office.
The teller operation at the new
facility will be open on payday from
9 a.m. to 12 noon and I to 4:30 p.m.;
on Tuesday through Friday of
payday week from 9:30 a.m. to 12
noon and 12:30 to 2:30 p.m.;and on
non-payday weeks-from 9:30 a.m.
to 12 noon and 12:30 to 3 p.m.
The office itself will open one-
half hour earlier than the teller
operation and close one-half hour
later except on payday, when it will
open one hour later. The telephone
number is 43-2539.

clowns

On a sad occasion made happy
by a little clowning around,
Campanita and Campanin, a
dynamic father and son clown
duo from Panama, "act up" at
the Paraiso Library in a pro-
gram that marked the per-
manent closing of the facility as
well as observing the Interna-
tional Year of the Child and
Panama Library Week. This
was the last of the annual visits
made to the library by students
of the Pedro Miguel nursery
school.

From burying bananas to halting drug


traffic-it's all a matter of Customs -.


"A shipboard fire put its refriger-
ation on the blink and we had to
take off about 250 thousand cases of
bananas and bury them in the Red
Tank dump," said Joseph Dolan,
acting chief of the Customs Divi-
sion in a recent interview. "It took
days to get them all off and they
seemed to ripen by the minute. They
got awfully squashy," he added.
Messy jobs are only a small part
of the varied responsibilities of the
Customs Division, which began
operating in 1904 and will close
shop on September 30.
There are, 69 employees in the
Division working in Customs,
Immigration, Contraband, Narcot-
ics Control and Shipping Commis-
sioner Services for the Canal Zone.
These services involve the inspec-
tion and processing of all goods and
people entering the Canal Zone, as
well as certain consular jobs, such as
assisting local residents in obtaining
Certificates of Citizenship.
In the past fiscal year, over 50,000
passengers have been processed and
24,220 vessels (including aircraft)
checked through.
The Customs Division is also
responsible for seamen who are
discharged in the Canal Zone or
who are being transferred to other
ships or who, for some reason
(medical or other), must spend
some time here. The shipping agents
find a hotel in Panama for them and
Canal Zone Immigration extends
temporary entry to them until they
leave for work on another ship or
return to their country of origin.
Usually the ship or its agents or
the person's consulate pays for this.
In emergencies, the Company picks
up the tab.
This was the case with a boatload
of Haitian refugees who recently
arrived on Canal Zone shores. The
Division was responsible for them
until they could be sent hack to their
country of origin after their govern-
ment had agreed not to punish
them.
If someone should arrive in the
Zone without proper papers (this
has happened with passengers of
seagoing yachts who have simply

been left off on the beaches), the
Customs Division handles that case
too.
When a ship comes through,
Customs Division also issues crew-
list visas to those ships which are
headed for the United States. This
can be painstaking and eye-tiring
work because each name (an
average ship's crew and passenger
list has anywhere from 40 to 55
names) must be checked against a
list of hundreds of names on
microfilm. If a passenger or crew-
man's name appears on the micro-
film, the visa is still issued, but U.S
Immigration authorities are noti-
fied so that they can take the proper
action. The Division processed
1,431 crewlists to date this fiscal
year and is paid $2 list.
Contraband cases are also a part
of the Customs Division work.
Contraband inspectors work in all
the Company commissaries and
stores where only people with
proper identification are allowed to
shop. Since identification cards are
now checked at the door, the
number of people arrested for
trespassing has diminished from 91
in 1978 to 41 in 1979.
Probably one of the most fas-
cinating areas of work in the Di-
vision is Narcotics Control. Al-
though the work during "dry spells"
can be tedious and dull, according
to Customs Criminal Investigator
Johnny Simmons when a case
comes in it can really be exciting.
Most of the time, the criminal
investigators gather intelligence and
supply vital crime data to author-
ities in the United States and other
countries.
"It takes a lot of dedication and
patience," said Simmons. "Your
family learns to be patient too, and
to get used to your receiving strange
phone calls in the middle of the
night and having to rush out at odd
hours to intercept a suspect."
Although some of the seizures of
drugs or narcotics have been the
result of tip-offs from informants or


undercover workers, most have
been "cold hits" Simmons said.
Sixth sense and attention to
detail are the usual clues to
something amiss, said Simmons.
For example, one of the largest
hauls of cocaine in the Western
Hemisphere was discovered be-
cause Simmons just happened to
remember something.
Two years ago, Simmons had
gone down after work to watch a
labor protest in front of the
Administration Building when he
heard one of the "Santa" whistles
(the "santas" are ships of a line with
"Santa" as the first part of their
names, i.e., "Santa Ana," "Santa
Maria"). He remembered then that
he had seen an item about the
possibility- of a suspicious Volks-
wagen being on one of these ships.
Simmons decided to investigate.
He went to talk to the ship's purser,
who told him there was no
Volkswagen on board. Simmons
then asked him for a copy of the bill
of lading and noticed that there was
a Ford pick-up coming from Chile.
He took the bill of lading and a copy
of the ship's manifest, went back to
the office and started to think.
On a hunch he went through the
card files and noticed that the same
pick-up had gone through the Canal
only a few weeks earlier. Satisfied
that there was something in this, he
left a note on Supervisory Customs
Criminal Investigator Bucky (John)
Hall'sdesk, with a note: "You've got
a hot one here."
Curiosity made him return the
next day despite it being his day.off,
and together the two men went
down to check out the pick-up,
taking the Army narcotics dogs
with them. The dogs alerted at all
four corners of the pick-up and they
decided to send it over to the Motor
Transportation Division for further
inspection. After the rear fender
was pulled off, a false bed on the
truck was revealed.
"That was a fantastic case," said
Simmons, as he recalled the $23
million worth of cocaine found on
the truck. Also on the truck were a
sleeping bag and jacket with a name

tag which did not belong to the
owner, who showed up later to
claim the truck and was im-
mediately arrested. The tag led to a
man in the United States who was
.eventually brought down to the
Canal Zone to be tried. After
several appeals, both men were
convicted.
Much of the investigation done
by the narcotics inspectors leads to
arrests and convictions in other
countries as well, Simmons said.
Panama will assume the majority
of Customs Division responsi-
bilities on October 1, and the
Division itself will disperse. Acting

Chief Dolan will work for the
Commission in a new capacity as
supervisor of the Customs Assist-
ance Unit, which will certify cargo
destined for the Commission, among
other things. Simmons will become
a boarding officer with the Ad-
measurement office.
The employees of the Customs
Division have been the subject of
much praise for performing val-
uable services to the community
and for helping protect the Canal
Zone from the seamier side of life.
After 75 years of work the Division
will go, but not the memory of its
constant and dedicated service.

Outgoing employees last paychecks Oct. 15


Saturday, September 30, the last
workday for many employees of the
Company/Government, falls in the
middle of pay period No. 19. For
the time worked between Septem-
ber 23 and 30, these employees will
receive a final paycheck on the-next
regular payday, October 15.

The Financial Vice President has
announced that payroll deductions
for that period will be handled as
follows: income taxes will be
withheld on the earnings for the
eight-day period using the normal
withholding tax schedule; one-half


of the normal deductions for
FEHBA and regular FEGLI will be
collected; all other permanent de-
ductions for the pay period will be
collected in full, including rent,
telephone charges, allotments and
insurance.
Special arrangements are under
development for the future payment
of rent and related charges by

IRHE to maintain all street lights,

provide electricity to three townsites


Beginning October 1, IRHE will
provide all maintenance service for
street lighting in the former Canal
Zone that in the past was the
responsibility of the'Electrical Divi-
sion. The IRHE telephone numbers
for reporting burned-out street
lights will be: Northern District, 47-
0260 or 47-7820; Southern District
(including Gamboa), 64-3377 or 23-
0130. In case of difficulty, the
Electrical Division will provide
coordination assistance at 52-3421.
Electric power and telephone
services to residents of areas that are
to be turned over to Panama will be
the responsibility of the Institute of
Hydraulic Resources and Elec-
trification, IRHE, and the National
Institute of Tele-communications,
INTEL.
IRHE will be responsible for
electric power distribution in the
townsites of Paraiso, Pedro Miguel
and Rainbow City and to Panama's
facilities in the ports of Balboa and
Cristobal. Customers who receive
their electric bills from IRHE will
also receive repair services from
IRHE.
In case of power outages in
Rainbow City anw the Cristobal
port areas the number tp call is 47-
0260 or 47-7820. In Pedro Miguel,
Paraiso and the Balboa port areas
call 64-3377 or 23-0130.
INTEL will handle all requests
for telephone and related services,
including repair calls, from cus-


tomers in Paraiso, Pedro Miguel
and Rainbow City and in the ports
of Balboa and Cristobal. Customers
who receive their telephone bills
from INTEL also will receive repair
services from INTEL.
The INTEL telephone numbers
to call to report telephone trouble
will be: Northern District, 38-111;

In reference to water service in
the areas of Paraiso, Pedro Miguel
and Rainbow City and the ports of
Balboa and Cristobal, trouble calls
pertaining to the outside water
distribution system (not plumbing

Rates for electric power and
telephone services to residents of
the three townsites to be turned over
to Panama will be set by IRHE and
INTEL and have not yet been
established.
The SPII.I.WAY will inform Canal
employees of these rates as soon as
they are reported by the Panama
Government.
High Holy Days services
Rabbi Nathan Witkin, director of
the JWB for 35 years, will return to
the Isthmus for a special visit to
conduct High Holy Days services at

* The Canal organization has
been advised by military officials
that Panama Canal Commission
employees must have a valid
MTD vehicle inspection sticker
or a valid military inspection
sticker in addition to Commis-
sion ID cards when buying
gasoline at military gas stations
after October I. U.S.-citizen
employees who reside in Pan-
ama and who do not have either
of these stickers on their per-
sonal vehicles should go to either
the Administrative Services Di-
vision, Room 254, Administra-
tion Building, Balboa Heights,
or the License Section in Mar-
garita for assistance in obtaining
the required sticker.

* Panama Canal Commis-
sion ID cards were distributed
this week to U.S. citizens who.
will be working for the Panama
Canal Commission after Oc-
tober 1. Those employees who
have not received their ID cards
should go to the License Section
on the Pacific side, recently
relocated to Building 5140,
Diablo (the former elementary
school) or to the License Section
in Margarita from 8 a.m. to 5
p.m. on September 28 or 29 to be
processed for their cards.

* The Philatelic Agency cur-
rently located in the office of the
Director of Posts, Room 300,
Civil Affairs Building, has been
relocated and. is open for busi-
ness in the Balboa Heights
delivery unit in the Administra-
tion Building. Hours are from
7:30 until 11:30 a.m. and from 1
until 4 p.m. All sales will be
exclusively for philatelic pur-
poses and will require comple-
tion of the Canal Zone Postal
Service Philatelic order form.

* The Personnel Bureau's Em-
loyee Services Branch, which
includes Retirement Processing,
Retirement Counseling, the In-
surance Unit, Canal Zone In-
surance Board and the Disability
Relief Unit, has moved from
Ancon to Building 5553 in
Diablo (the old post office).

* The Customs Division of-
fices on both sides of the Isthmus
have been relocated. The Cus-
toms office in the Civil Affairs
Building in Ancon has moved to
Building 5140 (former elemen-
tary school) in Diablo. The
telephone numbers are now 52-
3111 and 52-3359. The office in
Crist6bal is in the same building
but has moved to the first floor.

Nuevo aviso contiene buenas

noticias para algunos empleados


Los avisos de reducci6n de perso-
nal (RIF) modificados, distribuidos
la semana pasada contenian-buenas
noticias para cientos de empleados
del Canal de Panama. Los nuevos
avisos fuel-on preparados por la
Direcci6n de Personal a fin de apro-
vechar las numerosas vacantes que
han resultado de las jubilaciones y
renuncias que han ocurrido desde
que los primeros avisos fueron
expedidos el 25 de junio, aliviando
enormemente el impact adverse
causado por la eliminaci6n de mas
de 2,000 posiciones permanentes.
Basado en la primera distribu-
ci6n de los avisos, expedidos en
junior, mas de 1,700 empleados per-
manentes deberian ser separados o
colocados en posiciones tempora-
les. Como resultado de los avisos
modificados de la semana pasada,
este n6mero se redujo a 460. De este
nuevo total, s6lo 350 empleados
serAn separados el 30 de septiembre,
y otros 110 seran ofrecidos empleos

Se avisa a los usuarios de los
correos que a fin de completar la
verificaci6n de cuentas sera necesa-
rio cerrar las sucursales de correos
en los poblados de la Zona del
Canal antes del 29 de septiembre
fecha en que cerrarin todas las
sucursales del Servicio de Correos.
Las sucursales seran unidades de
entrega iinicamente. Los articulos
con porte pagado, depositados en
los buzones se les continuard mar-
cando con matasellos y despacha-
dos desde todas las sucursales hasta
que termine eJ dia laborable el 28 de
septiembre, pero los usuarios ya no
podran comprar sellos, adquirir
giros postales, hacer dep6sitos en
sus cuentas de ahorros postales o
enviar paquetes.

Rodman, Rainbow City y Fuerte
Amador cerraron esta semana.
Las sucursales de correo en la
Base de la Fuerza A6rea de Albrook
y Gattn cerraran con fecha efectiva
del 24 de septiembre; Coco Solo y
Fuerte Gulick el 25 de septiembre;
Fuerte Clayton el 26 de septiembre;
Gamboa, Paraiso y Base de la
Fuerza A6rea de Howard el 27 de
septiembre; y Fuerte Davis el 28 de

El nfmero de personas que
pasara a un grado inferior tambien
fue reducido de 840 a 745. De estos
descensos, 695 personas son elegi-
bles para retenci6n de grado, y los
restantes son elegibles para reten-
ci6n de salario o en algunos casos
hasta recibir un ligero aumento en
salario debido a que seran coloca-
dos en un escal6n mas alto de un
grado inferior.
SEl niimero de personas que sera
reasignado (en otras posiciones
pero en el mismo grado) aument6
ligeramente de 540 a 575.
Un grupo grande que consta de
440 personas es tal vez el mas afor-
tunado de todos-recibieron cartas
cancelando los avisos de reducci6n.
Con los empleados que sejubila-
ron se crearon 675 vacantes.que fue-
ron empleadas para colocar los
afectados por la reducci6n. Ese fue
el factor de mayor importancia en la
tremienda mejoria del cuadro total
de reducci6n. El numero de renun-
cias tambi6n ha sido muy elevado
desde que los avisos iniciales fueron
distribuidos, sumando casi 600. La
gran mayoria de las renuncias
correspondent a personas cuyas
posiciones seran eliminadas el 10 de
octubre y que renunciaron para
aceptar ofertas de empleo con el
Gobierno de Panama.


Las instrucciones quc acompafia-
ron los avisos de reducci6n modifi-
cados incluian dos nuevos aspects
no publicados previamente, y que
pudieran ser de importancia a algu-
nos empleados. Primero, cada
empleado afectado por la reducci6n
y que por consiguiente present una
apelaici6n con la Junta de Protec-
ci6n de los Sistemas de M6rito tiene
derecho a una audiencia. El l1timo
dia para presentar dichas apelacio-
nes es 20 dias despu6s de la fecha
efectiva de la acci6n de reducci6n, o
sea, el 20 de octubre de 1979.
El segundo articulo de interns se
relaciona con los empleados separa-
dos o jubilados involuntariamente
de la empresa del Canal por la
reducci6n de personal y que por
consiguiente aceptan un empleo con
otto patrono, inclusive la Autori-
dad del Canal de Panama. Como
regla general, tales personas seran
elegibles para reempleo preferencial
con la Comisi6n del Canal a partir
del 1� de octubre. Esta considera-
ci6n preferencial es tambi6n aplica-
ble a aquellos empleados que han
renunciado o que se han jubilado
despues de recibir un iltimo aviso
de reducci6n de personal en el cual
les comunicaban que serian separa-
dos o les ofrecian un empleo no
equivalent.

del Tratado del Canal de Panama,
la Division de Abasto tendra que
suspender sus actividades comercia-
les el 1 de octubre. A fin de lograr
un cierre ordenado, con la contabi-
lidad adecuada de los inventarios y
fondos del Gobierno, sera necesario
que la Divisi6n inicie el cierre de sus
operaciones antes de la fecha actual
de la entrada en vigencia del
tratado.
Los almacenes de departamentos
suspenderan sus operaciones al ter-
minar el l6timo dia laborable de su
semana normal de trabajo (sabado
29 de septiembre) con la excepci6n
del almac6n para Nifios Explorado-
res en Diablo, el cual cerrara


mafiana. Las 6pticas de Balboa y
Crist6bal cerrarAn el viernes 28 de
septiembre al igual que las gasoli-
neras de Coco Solo y Gatin, y las
secciones de mercancias y de
mantenimiento de la gasolinera de
La Boca. Las bombasde gasoline de
La Boca, Gamboa y Margarita
cerrarAn el sabado 29 de septiem-
bre.
Todos los supermercados y pues-
tos de venta de la Divisi6n de
Abasto cerraran el sAbado 29 de
septiembre, except el puesto de
venta de Gatun que cerrarA un dia
antes. La Cafeteria de Balboa, el
Centro de Servicios Comunales de
Margarita y el Expendio de Comi-
das de Anc6n tambien cerraran el
29 de septiembre pero los centros de
boliche de Balboa y Margarita
cerrarin el 28 de septiembre.
Las maquinas de expendio y las
sucursales de servicios de comidas
iniciaran el cierre hoy en forma
escalonada a fin de que el 28 de
septiembre ya todos habran sus-
pendido sus operaciones. Los tea-
tros de la Divisi6n de Abasto
tambien cerraran en forma escalo-
nada, comenzando el domingo, 23
de septiembre, y los dos 61timos,
Balboa y Coco Solo, cerrarAn el 29
de septiembre. Todas estas fechas
de cierre representan el iltime dia
de operaci6n de las unidades.
Sc fijaran anuncios en las distin-
tas unidades anunciando sus fechas
de cierre. Debera observarse que
ninguna unidad de la Divisi6n de
Abasto estara abierta al p6blico el
domingo, 30 de septiembre. y los
clients deberan hacer sus compras
antes de esa fecha.

Estar prevenido es estar prepa-
rado, por lo tanto aquellos que pro-
yecten mandar a arreglar el viejo
abanico o comprar materials para
su oficina en casa deberan recorder
que,el tratado prohibe a la Comi-
si6n ofrecer servicios comerciales a
individuos particulares.
No se alarme. Muchos de estos
servicios y suministros pueden obte-
nerse del ej6rcito y todos pueden
obtenerse en Panama.
Algunas de las sucursales y tien-
das que ya no proveeran servicios
particulares son la Tienda de Arte-
factos Pequefios, el Ramo de Artes
Graficas, el Taller de Reparaciones
de Instrumentos, el Taller de Arma-
dura, el Taller de Acondicionador
de Aire, el Almac6n de Muebles y
las sucursales de la Divisi6n de
Almacenaje.
Lo que significa es que:
-fotografias de pasaporte o
licencia, entire otros trabajos foto-
graficos personales, ya no serin
ofrecidas por el Ramo de Artes
Graficas.
-todas las secciones de la Divi-
si6n de Almacenaje (inclusive "I",
"B" y "K") dejaran de vender mer-


cancias tales como materials de
construcci6n y articulos de oficina a
personas particulares.
-la Divisi6n de Mantenimiento
no reparara refrigeradoras, lavado-
ras, o secadoras de propiedad parti-
cular, ni ofrecera acabado de
muebles.
-la Division de Electricidad no
reparara licuadoras, tostadoras,
abanicos, aspiradoras o acondicio-
nadores de aire de propiedad parti-
cular ni otros artefactos el6ctricos.
-la Divisi6n Industrial ya no
reparara lanchas, no efectuara tra-
bajos de fibra de vidrio ni reparara
instruments, como brijulas de lan-
chas particulars.
-la Divisi6n de Transporte a
Motor no reparara vehiculos parti-
culares ni reencauchard neumi-
ticos.
-el Centro de Impresi6n y
Reproducci6n de la Agencia (mejor
conocido como la Imprenta) ya no
aceptara pedidos de individuos u
organizaciones particulares.

Nueva instalaci6n cambiara cheques


El Vicepresidente de Finanzas ha
anunciado que una nueva instala-
ci6n, el Ramo de Tesoreria-
Atlantico, iniciara labores en el
Edificio 7031, en Mount Hope, para
compensar la suspension el 30 de
septiembre de los servicios del cam-
bio de cheques, que actualmente
brindan las sucursales de la Divi-
si6n de Abasto y el Correo de Gam-
boa. El Edificio 7031 esta situado a
poca distancia de la Carretera Boli-
var en el area cercada en la Avenida
Wilson entire el area de dcp6sitos de
la Division de Abasto y el Cemente-
rio de Mount Hope.
El Ramo de Tesoreria-Atlan-
tico proveera los siguientes servi-
cios: cambio de cheques de pago y
cheques personales; retenci6n de los
cheques salariales de los empleados
que est6n de vacaciones; distribu-
ci6n de cheques a los empleados que
sean separados: enlace con la ofi-


cina del Tesoreroen Anc6n; y cobro
de las facturas de Cuentas por
Cohrar y los pagos restantes de las
cuentas de cr6dito. Comenzando
con el pago del 10 de noviembre, los
recipients de Ayuda por Incapaci-
dad en el sector Atlantico tambi6n
seran pagados en esta oficina.
El servicio de cajero en la nueva
instalaci6n estara abierto los dias de
pago de 9 a.m. al mediodia y de I a
4:30 p.m.: martes a viernes la
semana de pago de 9:30 a.m. al
mediodia y de 12:30 a 2:30 p.m.; yen
las semanas que no son de pago de
9:30 a.m. al mediodia y de 12:30 a 3
p.m.

En una triste ocasi6n que se
torn6 feliz mediante un poco de
payasadas, Campanita y Cam-
panin, un din6mico duo de
payasos, padre e hijo, de Pa-
namd, presentan una funci6n
en la Biblioteca de Paraiso
durante un program que mar-
c6 el cierre permanent de la
instalaci6n, asi coino la cele-
braci6n del Aiio Internacional
del Niyo y la Semana de la
Biblioteca en Panamd. Esta fue
la iltima de las visits anuales
hechas a la biblioteca por los
estudiantes de la guarderia
infantil de Pedro Miguel.

Aduanas-lo mismo entierran guineos


que combaten el trafico de drogas


"Un incendio a bordo de un barco
daf6 el sistema de refrigeraci6n y
tuvimos que descargar aproxima-
damente 250 mil cajas de guineos y
enterrarlos en el basurero de Red
Tank", dijo Joseph Dolan,jefe inte-
rino de la Divisi6n de Aduanas en
una reciente entrevista. "Nos tom6
various dias descargarlos y parecian
madurarse minute 'por minute.
Estaban muy papandujos", aiiadi6.
Los trabajos sucios son s6lo una
pequefia parte de las diversas res-
ponsabilidades de la Divisi6n de
Aduanas, la cual inici6 sus labores
en 1904 y cerrara sus oficinas el 30
de septiembre de 1979.
Hay 69 empleados en la Divisi6n
que trabajan en Aduanas, Inmigra-
ci6n, Contrabando, Control de
Narc6ticos y Servicio de Comisio-
nado de Embarques para la Zona
del Canal.
Estos servicios comprenden la
inspecci6n y procesamiento de toda
mercancia y persona que entren a la
Zona del Canal, asi como ciertas
tareas consulates, como la de ayu-
dar a los residents locales a obtener
certificados de ciudadania.
Durante el pasado aio fiscal, mis
de 50,000 pasajeros han sido proce-
sados y 24,220 naves (inclusive avio-
nes) han pasado por aqui.
La Division de Aduanas tambi6n
es responsible por los mariners
que sean licenciados en la Zona del
Canal o que sean transferidos a
otros barcos o que, por alguna
raz6n (por enfermedad u otra
causa), tienen que permanecer
alg6n tiempo aqui. Los agents
navieros hospedan a dichos marine-
ros en un hotel en Panama y la
Inmigraci6n de la Zona del Canal
les extiende entrada temporal hasta
que comiencen. a trabajar en otro
barco o regresen a sus paises de
origen.
Por lo general, los propietarios
del barco o sus agents o el consu-
lado de la persona paga por esto. En
casos de emergencia, la Compafiia
sufraga los gastos.
Este fue el caso de un barco lleno
de refugiados procedentes de Haiti
que recientemente Ilegaron a la
Zona del Canal. La Divisi6n se hizo
responsible por ellos hasta que
pudieran ser devueltos a su pais de
origen despu6s que su gobierno
acord6 no castigarlos.
Si alguien Ilegase a la Zona del
Canal sin los papeles pertinentes
(esto ha ocurrido con los pasajeros.

Division de Aduanas se encarga de
estos casos tambidn.
Cuando in barco cruza el Canal,
la Division de Aduanas tambi6n
expide visas de la lista de tripulantes
a aquellos barcos que se dirigen a
los Estados Unidos. Este es un tra-
bajo que toma tiempo y paciencia,
ya que cada nombre (una list de tri-
pulantes y de pasajeros puede tener
entire 40 y 55 nombres) debe ser veri-
ficado contra una lista de cientos de
nombres en microfilm. Si el nombre
de un pasajeroo tripulante aparece
en el microfilm, se le expedirA la
visa, pero las autoridades de Inmi-
graci6n de los Estados Unidos serin
notificadas para que puedan tomar
las medidas necesarias. La Divisi6n
process 1,431 listas de tripulantes
hasta la fecha este afio fiscal. Se les
paga $2 por cada lista.
Los casos de contrabando son
tambi6n una funci6n de la Divisi6n
de Aduanas.. Los inspectors de
contrabando trabajan en todos los
comisariatos y almacenes de la
Compafia donde s6lo las personas
con identificaci6n apropiada pue-
den comprar. Puesto que las tarje-
tas de identificaci6n' ahora son
verificadas a la entrada, el n6mero
de personas que son detenidas por
entrar sin derecho ha disminuido de
91 en 1978 a 41 en 1979.
Probablemente una de las areas
de trabajo mas fascinantes de la
Division es el Control de Narc6ti-,
cos. Aunque el trabajo durante los
periods inactivos puede ser abu-
rrido, de acuerdo con el Investiga-
dor de Delitos de Aduanas Johnny
Simmons, cuando se nos present
un caso puede ser verdaderamente
emocionante.
En la mayoria de los casos, los
investigadores de delitos recopilan
informaci6n y proporcionan datos
importantes de los delitos a las
autoridades en los Estados Unidos y
en otros paises.
"Requiere much dedicaci6n y
paciencia". dijo Simmons. "Su
familiar tambi6n aprende a ser
paciente, y se acostumbraa las
extraFias Ilamadas telef6nicas que
recibe a altas horas de la noche y a la
rdpida salida de la casa a toda hora
para detener a un sospechoso".
A pesar de que algunos de los
decomisos de drogas o narc6ticos
han sido resultado de informaci6n
secret por parte de informants o


agents secrets. su mayoria han
sido a traves de redadas, dijo
Simmons.
El secret es mantenerse alerta y
prestar atencion a los detalles que
son las claves que comunmente
indican que hay algo fuera de lo
comin, dijo Simmons. Por ejem-
plo, una de las batidas mas grande
de cocaine en el Hemisferio Occi-
dental fue descubierto sencilla-
mente porque Simmons tiene buena
memorial.
Hace dos afios, Simmons habia
ido despu6s del trabajo para obser-
var una protest laboral frente al
Edificio de Administraci6n cuando
escuch6 el silbato de uno de los
"Santa" (los "Santa" son barcos de
una linea de barcos que llevan la
palabra "Santa" iniciando sus nom-
bres, v.g., Santa Ana, Santa Maria).
Se acord6 entonces que habia visto
un articulo sobre la posibilidad de
que un Volkswagen sospechoso
estaria a bordo de uno de esos
barcos.
Simmons decidi6 investigar. Se
fue a hablar con el sobrecargo del
barco, que le dijo que no habia nin-
g6n Volkswagen a bordo. Simmons
entonces le pidi6 una copia del
conocimiento de embarque y ob-
serv6 que habia un cami6n "pic-
kup" Ford procedente de Chile.
Tom6 el conocimiento de embarque
y una copia del manifiesto del
barco, regres6 a su oficina y
comenz6 a pensar.
Siguiendo un presentimiento re-
vis6 el tarjetero y observ6 que el
mismo cami6n pickup habia atrave-
sado el Canal s61o unas semanas
antes. Convencido de que habia
gato encerrado, dej6 .una nota en el
escritorio del Investigador Supervi-
sor de Delitos de Aduanas Bucky
(John) Hall, con este mensaje:
"Aqui tienes uno seguro"..
La curiosidad le hizo regresar a la
oficina el dia siguiente a pesar de
que era su dia libre, yjuntos regresa-
ron para inspeccionar el pickup, Ile-
vando consigo los perros de narc6-
ticos del Ejercito. Los perros
indicaron que habia algo en las cua-
tro esquinas del pickup y decidieron
enviarlo a la Divisi6n de Transporte
a Motor para inspecci6n adicional.
Despu6s que quitaron el guarda-
fango trasero, qued6 al descubierto
un piso falso en el cami6n.
"Ese fue tin caso fantastico", dijo
Simmons, al recorder la cocaine
por un valor de $23 millones qte se
hall en el cami6n. AdemAs en el

una chaqueta que tenia una etiqueta
con un nombre que no era el del
duefio y que mis tarde se present
para reclamar el cami6n y fue dete-
nido inmediatamente. La etiqueta
los condujo a un hombre en los
Estados Unidos que finalmente fue
traido a la Zona del Canal para ser
juzgado. Despues de varias apela-
ciones, ambos hombres fueron
declarados culpables.
Una gran parte de las investiga-
ciones Ilevadas a cabo por los ins-
pectores de narc6ticos conducen a
arrests y convicciones en otros pai-
ses tambitn, dijo Simmons.
Panama asumira la mayoria de
las responsabilidades de la Divisi6n
de Aduanas el 10 de octubre, y la


Division misma sera desbandada.
El Jefe Interino Dolan trabajara
para Ja Comisi6n en una nueva
capacidad como supervisor de la
Unidad de Ayuda de Aduanas, que
certificara la carga destinada a la
Comisi6n, entire otras cosas. Sim-
mons ocupari la posici6n de funcio-
nario de abordajes con la oficina de
Arqueo.
Los empleados de la Divisi6n de
Aduanas han sido objeto de nume-
rosos elogios y se han ganado el res-
peto de todos por el desempeio de
valiosos servicios a la comunidad y
por ayudar a protege la Zona del
Canal del trafico ilicito. Despues de
75 afios de labor, la Divisi6n des-
aparecera, pero no la memorial de su
persistent y dedicado servicio.

Consideraci6n de reascenso: Los empleados que pasarin a grades inferiores el l de octubre
de 1979. a causa de la reducci6n de personal, automaticamente tendriin derecho a

Como double verificaci6n. no obstante, los empleados que creen tener derecho a tal

Servicios comerciales

que funcionan a base de concesi6n
en el Fuerte Clayton y Fuerte Davis
a aquellos empleados que tengan
privilegios para comprar en la
tienda military.
Y un servicio de reparaci6n de
artefactos mayores (tambi6n fun-
ciona a base de concesi6n) sera
inaugurado en Albrook poco des-
pues del IQ de octubre en el Edificio
801 en el Complejo de las Tiendas
Militares del Ejercito y de la Fuerza
Area. Alli le arreglaran su lava-
dora, secadora o refrigeradora.
Y no olvide los talleres donde se
hacen reparaciones de todo tipo en
Panama. Una buena guia de esos
servicios comerciales son las pagi-
nas amarillas (secciones en ingl6s y
espafiol) del directorio telef6nico de


Panama. Este directorio se vende
por $3 en el Centro de Paginas
Amarillas ubicado en la esquina de
la Calle 35 y la Avenida Justo Aro-
semena en el Edificio Ford. En la
parte exterior del edificio hay iun
letrero que. dice "Agencia Blok".
Las oficinas de las Paginas Amari-
llas se encuentran en la plant baja y
en el tercer piso.
Muchos residents de la Zona del
Canal ya utilizan los servicios que se
ofrecen en Panama y estAn muy
satisfechos con el trabajo y los pre-
cios son razonables. Hable con sus
amistades.
Ademas, hay un n6mero de talle-
res de pasatiempo en la Zona del
Canal que son administrados por
personas que les gusta arreglar arti-
culos como ptsatiempo y a6n esta-
ran aqui despu6s del 10 de octubre.


'Noche de regreso' en escuela secundaria
La Noche de Regreso a la Escuela Los seis periods del dia escolar
de la Escuela Secundaria de Balboa se efectuaran a intervals de 10-
sera celebrada de 6:45 a 8:25 p.m. el minutes cada uno y se permitira 5
martes 25 de septiembre. El ROTC minutes para cambiar de un sal6n a

El sAbado 30 de septiembre, el
l6timo dia laborable para muchos
empleados de la Compafiia y
Gobierno, cae en la mitad del
period de pago NO 19. Por el
tiempo trabajado entire el 23 y el 30
de septiembre, estos empleados
recibirin su iltimo cheque el pr6-
ximo dia de pago regular, el 15 de
octubre.
El Vicepresidente de Finanzas ha
anunciado que las deducciones sala-
riales para ese period seran trata-
das como sigue: el impuesto sobre la
rdeta sera retenido seg6n el sueldo
devengado para el-periodo de ocho
dias, usando la tabla de impuesto
retenido; se cobrara la mitad de-las


deducciones para los seguros FEHBA
(seguro de hospitalizaci6n) y FEGLI
(seguro de vida); todas las otras
deducciones permanentes para el
period de pago seran cobradas
integramente, inclusive el alquiler,
tel6fono, asignaciones y seguros.

Se estin elaborando arreglos
especiales para los pagos futures del
alquiler y cuentas afines de los
empleados que serAn transferidos al
Departamento de Defensa bajo la
transferencia de funciones y que
continuaran viviendo en las vivien-
das de la Comisi6n. Estos serin
publicados en el SPIILLWAY de la pr6-
xima semana.


El IRHE iluminara las calls,

dara electricidad a 3 poblados


A partir del 10 de octubre, el
IRHE brindara todos los servicios
de mantenimiento para la ilumina-
ci6n de las calls en la antigua Zona
del Canal que en el pasado era res-
ponsabilidad de la Divisi6n de Elec-
tricidad. Los n6meros de tel6fono
del IRHE para informal sobre la
falta de iluminaci6n en las calls
son: Distrito Norte 47-0260 6 47-
7820; Distrito Sur (inclusive Gam-
boa) 64-3377 6 23-0130. En caso de
dificultad, la Divisi6n de Electrici-
dad brindara ayuda de" coordina-
ci6n lamando al 52-3421.
Los servicios de energia el6ctrica
y de telefono que se brindara a los
residents de las areas que serin
transferidas a Panama seran la res-
ponsabilidad del Instituto de Re-
cursos Hidraulicos y de Electrifica-
cj-i (IRHE), y del Instituto Nacio-
nal de Telecomunicaciones (INTEL).
El IRHE sera responsible del
suministro de energia el6ctrica en
los poblados de Paraiso, Pedro
Miguel y Rainbow City y a las insta-
laciones de Panama en los puertos
de Balboa y de Crist6bal. Los clien-
tes que reciben sus cuentas el6ctri-
cas del ,IRHE tambien recibiran
servicios de reparaciones del IRHE.
En caso de apagones en Rainbow
City y en las areas portuarias de
Crist6bal Ilame al 47-0260 o al 47-
7820. En Pedro Miguel, Paraiso y
las areas portuarias de Balboa Ilame

El INTEL tramitara todas las
solicitudes para servicios de tele-
fono y servicios afines, inclusive Ila-
madas de reparaciones, de los
clients de Paraiso y Rainbow City
y en los puertos de Balboa y Crist6-


bal. Los clients que reciben sus
cuentas de telefono del INTEL tam-
bi6n recibiran servicios de repara-
ciones del mismo.

identificaci6n cuando compren
gasoline en las'gasolineras mili-

Los empleados estadounidenses
que resident en Panama y que no
