The Swedish firm Neptun Trans-
port and Marine Service AB has
been awarded the contract to
remove the wreck of the Motor
Vessel Quidnet which sank in the
Canal channel on Sunday night,
July 29.
Before the Neptun team arrives,
the Dredging and Industrial Divi-
sions, working on 12-hour shifts,
will have removed most of the-
Quidnet's cargo (pieces of baryte
-a marble-like rock used, in rock
drilling, manufacturing high den-
sity concrete for radiation shielding,
and ship's ballast, among other
things).
Company divers were sent down
to open the hatches which had been
"dogged down" (bolted shut). Then
the Craneboat Atlas lifted off the
hatches and the Goliath, using a
clamshell rig, placed the cargo into
dump scows which were then taken

"underwater vacuum cleaner") are
being used to remove that portion
of the cargo which cannot be
removed by the clamshell. ,
To remove the wreck, the firm,
which has over 100 years of
experience in this kind ofwork, has
sent to the Canal: one motor-
salvage tugboat, the Neptun;,one
harbor tug, the Hassan; one shear-
leg crane with a capacity to lift 400
tons, the Hebe I; and one shear-leg
crane with an overall lifting capac-
ity of 1,600 tons, the Hebelift 3. To
get an appreciation for the capacity
of these cranes, the Canal's largest
piece of floating equipment, the
crane Hercules, is capable of lifting
250 tons.
The four salvage craft will work
together to move the Quidnet in two
pieces. Their plan is to cut the


Quidnet in half, raise the forward
end first (170 feet of the ship) and
move it to a disposal site in Gatun
Lake where, well clear of the
channel, it will be placed on the
bottom.
The crane will then return and
clear away the remaining 190 foot
after end.
The contractor estimates that the
entire operation, including travel
time from Trinidad, will take
approximately 39 days and will cost
less than $2 million.
Neptun plans to cut the Quidnet
in half by passing a chain under the
ship and attaching it to the Hebe 1
and Hebe 3 cranes, one on each side
of the sunken vessel. Then, in a
sawing motion, the chain will cleave
the ship. This actual cutting will be a
one-day job, according to Neptun's

Directors of three bureaus

named to Commission posts

The current directors of three
bureaus in the Canal organization
have been named to new posts
beginning October 1. Fred A.
Cotton, director of the Civil Affairs
Bureau, has been named acting
director of the newly formed
General Services Bureau, with
Raymond P. Laverty, acting di-
rector of Supply and Community
Service Bureau, named as the acting
deputy director. Transportation
and Terminals Bureau Director
Col. Charles R. Clark will be the
United States Government repre-
sentative to the Coordinating Com-
mittee established by the Panama
Canal Treaty.
Cotton, a graduate of Balboa
High School and the University of
Colorado, was born in Colon. His
great grandparents came to the
Isthmus during Canal construction
days. Cotton began his Canal career
in 1963 as a claims examiner. He has
held positions in the Civil Affairs
Bureau since 1965 and has been
director of the bureau since 1977.
Active in community life, Cotton
was the recipient of a Panama
Canal Honorary Public Service
Award earlier this year.
Joining the Canal organization in
1958, Raymond P. Laverty came up
through the ranks of the Supply
Division, occupying the positions of
assistant supply officer, assistant
retail store superintendent, assist-
ant general manager and general
manager. Laverty holds a master's
degree in Industrial Management
from Boston University and was
deputy director of the Supply and
Community Service Bureau before
being appointed acting director in
January of this year. He is a
member and past president of the
Rotary Club, Panama West and a
past president of the Canal Zone
chapter of the American Red Cross.
Well known in the Isthmian
community, Charles R. Clark has
previously held the positions of
Lieutenant Governor of the Canal
Zone and director of the En-
gineering and Construction Bureau.
A native of Eau Claire, Wisconsin,

areas of Isthmian community life
and has been the recipient of the
Reserve Officers Association's Man

The functions of all divisions will
last until the year 2000 with the
exception of the Police Division,
which will close out at the end of 30
months. Some will operate essen-
tially as before only on a reduced
scale as of October 1 (Motor
Transportation, Community Serv-
ices), and some have changed names
while retaining their basic function
such as Industrial Protection (for-
merly Internal Security) and Emer-
gency Preparedness (formerly Civil
Defense). The bureau will also
handle the close-out forces of the
Transportation and Terminals Bu-
reau and the Supply and Com-
munity Service Bureau. These ac-
tivities are not expected to last more
than 3 months.

"I needed a challenge," said Fay
Prescod, the female half of the first
married couple to become Panama
Canal tugboat apprentices together.
"My job had become routine, and
my life has never been routine," she
said.
Luis and Fay Prescod have
passed the screening test, the
examinations and personal inter-
views and have been accepted to
enter the tugboat apprenticeship
program in October.
Fay holds a bachelor of science in
mathematics from Grand Canyon
College in Arizona and a master's in
guidance and counseling from
Northern Arizona University.
She taught English and mathe-
matics at Rainbow City High
School until the school was closed
down in December 1977. Then she
took her present job as a postal
clerk with the Canal Zone Postal
Division on the Atlantic side.
In between getting her bachelor's
'degree and her master's, Fay came
back to Panama to marry Luis. She
then returned to Arizona to com-
plete her studies. Luis stayed on in
Panama and finished his appren-
ticeship with the Panama Canal
Company as a rigger, the person
who ties and arranges heavy loads
that will be hoisted by cranes.
Luis also had training in oper-
ating crates and is now employed as
a crane operator at the Industrial
Division in Mount Hope. In
addition, he is currently taking
courses at Canal Zone College to
get an associate degree in tech-
nology. Because Luis knows and
understands machinery so well, he
was able to help Fay prepare for
that section of the apprenticeship
examination.
Fay said that for her, the hardest
part of getting into the tugboat
program was the personal interview
by representatives of the Canal
organization. When they asked her
what her reasons were for applying,


be mates
she answered that what she had
written on her application still held:
that the world is on a technological
trend and that as a woman she
wants to be prepared for it.
Fay said that for a while she
worried about the possible conflict
between being a tugboat mate, an
admittedly tough job in a rough
environment, and still retaining a
sense of her femininity. But she
decided that the measure of being a
woman comes from inside yourself
and not from your occupation.
Luis is well prepared for the
apprenticeship because much of his
present work involves tugboats.
"I've always wanted to be a tugboat
mate," he said, "and 1 think it was
God's will that Fay and I will be able
to do this together."
Both Luis and Fay agreed that
the challenge of the work was a
major factor in choosing the
tugboat program. Also Luis had
gone as far as he could go in his
career as a crane operator. "He's too
young to peak out," Fay said, and
he agreed.
Both the Prescods are very
family-oriented and spend most of
their free time at home in Colon
with their four-year-old daughter,
Paulette, and their three-year-old
son, Joel.
"We work hard to establish a
special relationship with our chil-
dren," said Fay. "We want to teach
them the proper values. That way, if
for some reason we can't be with
them, they'll still be strong," she
said.
Once they begin the shift work
that is part of working aboard tugs,
Luis and Fay anticipate some
scheduling problems with each
other and the children; but both are
confident the problems can be
worked out.
Fay and Luis are members of the
Bethany Baptist Church, where
they first met, and enjoy church
activities. Luis especially loves
singing in the church choir.


The effect of the coming reduction in force on
employee benefits is dealt with in the following
series of questions and answers.
Q. Does an employee who is changed from a per-
manent to a temporary position through reduction
in force (RIF) continue to be covered by the U.S.
Civil Service Retirement Plan?
A. Yes, as long as there is not a break in service
of more than three days. Employees affected by RIF
who are converted from permanent to temporary
will not have a break in service.
Q. Does an employee who is currently enrolled
in a Government-sponsored life insurance or health
benefit plan continue to be covered in the event his
employment status changes from permanent to
temporary?
A. Yes, provided there is not a break in service of
more than three calendar days. However, if the em-
ployee enters into an intermittent position, coverage
under the life insurance plan will be terminated.
Coverage would continue only if the employee is
expected to return to a full-time basis.
Q. Is an employee who qualifies for housing
allowed to maintain his quarters if the is RIF'd into
a position in which he does not meet-the housing
requirements?
A. An employee. \hi, because of a reduction in
force, fails to qu3hl\ lor the quarters to which he is
currently assigned may continue to occupy such
quarters indefinitely, but may not apply for other
quarters until he qualifies for such quarters under
appropriate housing regulations.
Q. Is an employee who has received a reduction-in-
force notice after taking home leave liable for the
travel expenses and allowances paid to him if he
voluntarily retires, resigns or is involuntarily
separated before completing the two years of service
specified in the transportation agreement?
A. An employee may be released from any portion
of the. service agreement for reasons that are
acceptable to the agency. One of those reasons is
separation, or reassignment at the same or lower
grade (or retirement or resignation in lieu thereof),
because of the reduction in force. As a general rule,
the agency will waive employee liability under these
circumstances. However, an employee who takes
home leave after receiving a RIF notice and then
elects to retire or resign before completing the
service requirement is required to reimburse
allowances paid to him for his home.leave.
Q. Does an employee who receives a reduction-in-
force notice changing him from a United States
Wage Base position to a Canal Zone Wage Base
position continue to be eligible for vacation travel
and repatriation allowances?


A. Yes. An employee who is already entitled to
vacation travel and/ or repatriation allowances does
not lose this entitlement due to RIF placement into
a Canal Zone Wage Base position.

Q. Is an employee who is entitled to only repatria-
tion benefits responsible to the agency for expenses
incurred in his repatriation if he does not comply
with the normal 2-year period of service require-
ment?
A. Yes, unless the employee is released from that
requirement for reasons that are acceptable to the
agency. One such reason is voluntary retirement
occurring more than one year after hire.

Q. Is an employee who is transferred from one
permanent duty station to another on the Isthmus
because of the reduction in force entitled to reloca-
tion expenses?
A. Yes. Relocation expenses are paid when it is in
the interest of the agency to transfer an employee
"from one side of the Isthmus to the other or when
this occurs as a result of a reduction in force. On the
other hand, an employee who transfers at his own
request, convenience, or benefit is responsible for
the expenses caused by the move.

Q. May an employee who .has accepted an
equivalent job offer as a result of the reduction in
force change his mind and retire before the effective
date without jeopardizing his entitlement to retire-
ment benefits?
A. Yes. As long as the employee has not entered the
position, he may change his mind and retire volun-
tarily or involuntarily prior to the effective date of
the RIF without altering his benefits. To retire
involuntarily, the "equivalent" offer must have been
outside his competitive level or to another com-
muting area. Communting areas for this agency
are Pacific district and-.Atlantic district. ..

Q. If the offer is to a lower-graded job, or outside
his commenting area, may the employee accept and
then change his mind and resign before the effective
date without affecting his entitlement to severance
pay?
A. Yes.

Q. What will be the pay rate used as a basis for
computing the lump-sum leave payment if an em-
ployee who is eligible for grade retention is changed
to a lolver-graded job by the RIF and subsequently
retires or resigns after entering the new position?
A. An employee who retires or resigns during the
two-year grade retention period would receive a
lump-sum leave payment based on the rate of pay
the employee is actually receiving at the time of
separation.

Commission posts (Continued from page 1)


The bureau headquarters, to-
gether with the office of the Supply
and Logistics Services director and
all of the Protection and Support
Services offices, will be located in
Building 729, the current House-
wares annex. All other divisions
under Supply and Logistics Serv-
ices will remain in their present
locations.
The Coordinating Committee, a
permanent body created by provi-
sions of the treaty, will be composed
of an equal number of United States
and Panamanian representatives.
Its basicmission will be to serve as a


channel of communication and
consultation between the two gov-
ernments on matters related to the
treaty and its supporting agree-
ments as they affect the Panama
Canal Commission. The present
Binational Working Group, which
coordinates the work of 23 sub-
committees, is a precursor of the
Coordinating Committee and will
cease to exist when the treaty enters
into force on October 1.
The committee offices will be on
the Pacific side of the Isthmus, but a
specific location has not yet been
assigned.


Merchant Marine Academy has two vacancies


Gov. H. R. Parfitt can nominate
candidates again this year to
compete for two vacancies for the
United States Merchant Marine
Academy, according to Capt. John
D. Thurber, director of the Marine
Bureau and chairman of the Com-
mittee on Appointments to Service
Academies. Ten candidates may be
nominated for selection by com-
petitive examination. The two
vacancies are for the class of 1984
entering in July 1980.
To be eligible, an applicant must
be the son ofa U.S.-citizen resident
of the Canal Zone or the son of a
U.S.-citizen employee of the United

The License Section in Ancon
will open at its new location in
Building 5140, Diablo, on Monday,
September 10. Building 5140 is the
old cement elementary school lo-
cated across the street from the
former Diablo clubhouse. Oper-
ations at its current location in
Ancon Will cease at 11:45 a.m.
today.
All present license and identifica-
tion functions and passport.inter-
views will continue at the new
location through September 27.

MTD to license

official drivers
Tile Canal organization's drivers
of official vehicles will receive their
U.S. Motor Vehicle Operators
Licenses from the Panama Canal
Commission after October 1.
The Police Subcommittee an-
nounced recently that each res-
ponsible U.S. Government agency
will continue to issue the licenses to
its drivers of official vehicles after
treaty implementation. In the case
of the Commission, the Motor
Transportation Division will as-
sume responsibility for testing and
for issuing the licences.
Individuals must hold a valid
Panamanian civil driver's license to
be eligible to apply. If the number 3
on the Panamanian license is not
perforated, the holder is entitled to
operate any official U.S. Govern-
ment vehicle. Drivers should carry
their Panamanian civil license with
them when operating U.S. Govern-
ment vehicles.
Any questions on the matter
should be referred to the Police
Liaison Section, Balboa at 52-3126.

Current law does not provide for
women to be nominated to the U.S.
Merchant Marine Academy; how-

The Committee on Appoint-
ments will meet at 8:00 a.m. on

proceed to the Governor's Board
Room, where they will be per-
sonally interviewed by the Com-

INTEL opens information offices


For the convenience of Canal
Zone residential and commercial
telephone customers in those areas
which will come under Panamanian
jurisdiction on October 1, INTEL
has opened information offices on
both sides of the Isthmus.
These offices are prepared to
answer questions concerning tele-
phone numbers, accounts, credit
cards, form of payment, tariffs,
installation, connections and inter-
national telex and telephone serv-
ices.
The Pacific side information
office is in INTEL's main office in
the Avesa Building on Via Espafia.
The Atlantic side information
office is on Central Avenue and 13
Street in Colon.
Rodolfo Ernesto de Ycaza will
manage the INTEL branch on the
Pacific side which will serve the
communities of Balboa, Paraiso,
Pedro Miguel, La Boca and Diablo.

Future of MBA to

be topic of meeting
A special meeting of the.Panama
Canal Employees Mutual Benefit
Association has been called for 7
p.m. on Monday, September 10, in
the Panama Canal Training Center.
The purpose of the meeting is to
consider the proposal to terminate
and dissolve the association.
At the regular annual meeting
held on February 22 it appeared to
be the consensus that dissolution of
the organization should be seriously
considered. Although the associa-
tion's accumulated assets have not
yet begun to decline, there are no
new members and the membership
is steadily decreasing. This trend
can be expected not only to
continue but to increase under the
new treaty.
Members unable to attend this
special meeting are urged to write to
the association expressing their
views.

of the crane as well as to the body of
the crane. They are then maneu-
vered to raise that section of the ship


which, when it becomes slightly
awash, will be removed to the
disposal site.

Neptun anticipates that removing
the bow will take about 15 days and
removing the stern will take about
another 11 days.
Working alongside the Quidnet,
the Neptun salvage craft will not
obstruct the open channel and it is
not expected that the flow of the
Canal traffic will be inhibited,
commented a Canal spokesman.


Last amateur radio exams set for September


Canal Zone residents will have a
final opportunity to have novice
and general Federal Communica-
tions Commission Amateur Radio
Examinations before the tests must
be returned to the FCC Office in
Puerto Rico.
Final examinations are scheduled
for September 8, 15 and 22. The


tests are administered at the Pan-
ama Canal Training Center and will
begin at 8 a.m.
Those residents wishing to take
Amateur Radio Extra or Advanced
Class Examinations must call the
Coordinator of Civil Radio Activi-
ties at 52-7854 by September 22 in
order to register for the tests.

cuchar6n no puede remover.
Para remover la nave, la firma,
que tiefne mas de 100 afios de expe-
riencia en esta clase de trabajo, ha
mandado al Canal: un remolcador
de salvamento, el Neptun; un
remolcador de rada, el Hanan; una
grfa con capacidad para levantar
400 toneladas, elHebe I; y una gr6a
con capacidad total de levanta-
miento de 1,600 toneladas, el Hebe-
lift 3. Para apreciar la capacidad de
estas grlas, basta notar que el
equipo de flotaci6n mas grande del
Canal, la graa Hdrcules, es capaz de
levantar 250 toneladas.
Las cuatro embarcaciones traba-
jaran conjuntamente para mover el
Quidnet en dos parties. Su plan es
cortar el Quidnet en dos, levantar la
secci6n de proa primero (170 pies) y
transportarla a un lugar de desper-


dicios en el Lago Gat6n donde, lejos
del cauce, sera colocada en el fondo.
La grda entonces regresard y
levantara los 190 pies restantes de la
popa
El contratista calcula que toda la
operaci6n, inclusive el tiempo de
viaje desde Trinidad, tomara apro-
ximadamente 30 dias y costara
menos de $2 millones.
Para cortar el Quidnet en dos se
colocard una cadena debajo del
barco, fijandola a las gr6as Hebe 1 y
Hebe 3 que estaran ubicadas a cada
lado del barco hundido. Entonces
en un movimiento de aserrar, la
cadena separara el barco. La opera-
ci6n de cortarlo tomard un dia,
seg6n el. horario de trabajo esti-
mado del Neptun.
Luego los buzos, usando lanzas

cada parte del barco que reposa en

Los actuales titulares de tres
direcciones de la empresa del Canal
han sido asignados a nuevos cargos
a partir del 1� de octubre. Fred A.
Cotton, titular de la direcci6n de
Asuntos Civiles, ha sido nombrado
director interino de la recien for-
mada Direcci6n de Servicios Gene-
rales, y Raymond P. Laverty, titular
interino de la Direcci6n de Abasto y
Servicios Comunales, nombrado
como subdirector interino. El Coro-
nel Charles R. Clark, titular de la
Direcci6n de Transporte y Termi-
nales sera el representante del
Gobierno de los Estados Unidos en
el Comit6 de Coordinaci6n, estable-
cido por el Tratado del Canal de
Panama.
Cotton, graduado de la Escuela
Secundaria de Balboa y de la Uni-
versidad de Colorado, naci6 en
Col6n. Su bisabuelos vinieron al
Istmo durante la 6poca de la cons-
trucci6n del Canal. Cotton inici6 su
carrera con el Canal en 1963 como
examinador de reclamos. Ha ocu-
pado posiciones en la Direcci6n de
Asuntos Civiles desde .1965 y ha
sido titular de la direcci6n desde
1977. Cotton, que participa activa-
mente en la vida comunal, fue el
recipient de un Premio Honorario
por Servicio Plblico, otorgado por
el Canal de Panama a comienzos de
este afio.
Incorporandose a la empresa del
Canal en 1958, Raymond Laverty
fue ascendiendo de posici6n en
posici6n en la Direccian de Abasto,
ocupando los cargos de stbjefe de
abasto, ayudante del superinten-
dente de almac6n de ventas al por
menor; subgerente general y ge-
rente. Laverty tiene titulo de maes-
tria en Administraci6n Industrial de
la Universidad de Boston y fue titu-
lar auxiliar de la Direcci6n de
Abasto y Servicios Comunales
antes de ser nombrado director inte-
rino en enero de este afio. Es miem-
bro y expresidente del Club Rotario
de Panama Oeste y expresidente del
Capitulo de la Cruz Roja Ameri-
cana de la Zona del Canal.
Muy conocido en la comunidad
Istmica, Charles Clark previamente,
ha Ocupado las posiciones de Vice-
gobernador de la Zona del Canal y
titular de la Direcci6n de Ingenieria
y Construcci6n. Oriundo de Bau
Claire, Wisconsin, es graduado de
la universidad de ese estado. Clark

Fay y Luis Prescod


Esposos se adiestran

"Necesitaba un incentive", dijo
Fay Prescod, la media naranja del
primer matrimonio que ingresa
junto en el program de aprendices
de remolcadores del Canal de
Panama. "Mi empleo era mera
rutina, y mi vida nunca lo ha sido",
dijo ella.
Luis y Fay Prescod han pasado
las pruebas preliminares, los exa-
menes fisicos y entrevistas persona-
les y han sido aceptados para
ingresar en el program de aprendi-
ces de remolcadores que se iniciara
en octubre.
Fay tiene titulo de bachiller en
ciencias con especializaci6n en
matematica :de la Universidad de
Grand Canyon en Arizona y su
maestria en asesoramiento de la
Universidad de Northern Arizona,
Ensefi6 ingl6s y matematica en la
Escuela Secundaria de Rainbow
City hasta que la cerraron en
diciembre de 1977. Entonces se
incorpor6 a su empleo actual como
oficinista de correos con la,Divisi6n
de Correos de la Zona del Canal en
el sector Atlantico.
Mientras estudiaba para obtener
su titulo de bachiller y su maestria,
Fay regres6 a Panama para casarse
con Luis. Luego regres6 a Arizona
para completar sus studios. Luis se
qued6 en Panama y termin6 su
aprendizaje con la Compafiia del
Canal de Panama como aparejador,
la persona que se encarga de ama-
rrar y arreglar las cargas pesadas
que serin levantadas por gr6as.
Luis tainbi6n recibi6 adiestra-
miento como operario de grias y
actualmente se desempefia como tal
en la Divisi6n Industrial en Mount
Hope. AdemAs, actualmente cursa
studios en la Universidad de la
Zona del Canal con la finalidad de
obtener un titulo asociado en tecno-
logia. Como Luis conoce y entiende
todo lo relacionado con maquina-
rias, pudo ayudar a Fay a prepa-
rarse para esa parte del examen de
aprendiz.
Fay dijo que lo mas dificil para
ella al tratar de ingresar en el pro-
grama de remolcadores fue la entre-
vista personal con los representan-


tes de la empresa del Canal. Cuando
le preguntaron por qu6 habia hecho
solicitud, respondi6 que todavia
mantenia el criterio expresado en su
solicitud: que el mundo avanzaba
hacia la tecnologia y que siendo
mujer, queria estar preparada para
ello.
Fay dijo que por un tiempo sos-
tuvo una batalla entire c6mo ser un
official de remolcador, un trabajo
fuerte en un ambiente duro, y ain
conservar su femineidad. Pero deci-
di6 que el hecho de ser mujer viene
desde nuestro interior y no de nues-
tra ocupaci6n.
Luis esta bien preparado para
ingresar en el program de aprendi-
ces debido a que la mayor parte de
su trabaio actual es con remolcado-
res "Siempre he querido ser official
de remolcador", dijo, "y creo que es
la voluntad de Dios de que Fay y yo
podamos realizar esto juntos".
Tanto Luis como Fay estan de
acuerdo en que el interns en el tra-
bajo fue un factor principal en su
decision por el program de remol-
cador. Ademas, Luis habia avan-
zado hasta lo maximo en su carrera
como operario de griia. "Es dema-
siado joven para quedarse estan-
cado", dijo Fay y 61 estuvo de
acuerdo.
Ambos esposos Prescod son muy
hogareiios y pasan la mayor parte
de su tiempo libre en su casa en
Col6n con su hija de cuatro afios,
Paulette, y su hijo de tres afios, Joel.
"Trabajamos duro a fin de esta-
blecer una relaci6n especial con
nuestros hijos", dijo Fay. "Quere-
mos ensefiarles los valores impor-
tantes. En esa forma, si por alguna
raz6n no podemos star con ellos,
.aun seguiran siendo fuertes", dijo
ella.
Una vez que comiencen a trabajar
turnos, lo tendrAn que hacer en los
remolcadores, Luis y Fay esperan
tener algunos problems de horario
entire si y sus hijos; pero ambos
estan seguros que podrAn solu-
cionarlos.
Fay y Luis son miembros de la
Iglesia Bautista Bethany, donde se
conocieron, y disfrutan de las activi-
dades. Luis especialmente le gusta
cantar en el coro de la iglesia.


El efecto que tendra la reducci6n de personal en
los beneficios de empleados es el tema de la siguiente
series de preguntas y respuestas.
P. ,Si un empleado es cambiado de una posici6n
permanent a una temporal debido a la reducci6n de
personal (RIF) continuara en el Plan de Jubilaci6n
del Servicio Civil de los Estados Unidos?
R. Si, siempre que no haya interrupci6n en servicio
por mas de tres dias. Los empleados afectados por la
reducci6n que son convertidos de permanent a tem-
poral no sufriran interrupci6n en servicio.
P. iContinuara protegido un empleado que actual-
mente esta inscrito en un plan de seguro de vida o de
salud patrocinado por el Gobierno si su empleo cam-
bia de permanent a temporal?
R. Si, siempre que no haya interrupci6n en servicio
por mas de tres dias calendarios. No obstante, si el
bmpleado ocupa una posici6n intermitente, la pro-
tecci6n bajo el seguro de vida quedara sin efecto. La
protecci6n continuara s6lo si se anticipa que el
empleado regresara a un empleo de tiempo
complete.
P. Si un empleado Ilena los requisitos para ocupar
una vivienda del gobierno, Lpuede retener su
vivienda si es desplazado a una posici6n en que no
Ilene los requisitos?
R. Un empleado que, por motivo de reducci6n de
personal, no llene los requisitos para ooupar la
vivienda a la cual esta asignado actualmente, puede
continuar ocupandola indefinidamente, pero no
puede solicitar otra vivienda hasta que llene los
requisitos para dicha vivienda bajo los reglamentos
de vivienda vigentes.
P. Si un empleado que ha recibido una notificaci6n
de reducci6n de-personal despu6s de haber tornado
sus vacaciones en los Estados Unidos con gastos de
viaje pagados por el gobierno sejubila, renuncia por
voluntad propia o lo separan involuntariamente
antes de completar los dos afios de servicio estipula-
dos en el acuerdo de transport, Ztendra que hacerse
responsible de dichos gastos?
R. Un empleado puede ser exonerado de cualquier
porci6n del acuerdo de transport si las razones son
aceptables a la agencia. Una de estas razones es la
separaci6n o reasignaci6n en el mismo grado o un
grado inferior (o jubilaci6n o renuncia) debido a la
reducci6n de personal. Por regla general, la agencia
eximira al empleado de toda obligaci6n bajo estas
circunstancias. No obstante, un empleado que tome
sus vacaciones en los Estados Unidos despues de
recibir una notificaci6n de reducci6n de personal y
entonces decide jubilarse o renunciar antes de com-
pletar el servicio requerido tendra que reembolsar
los gastos de viaje a la agencia.
P. iContinuara siendo eligible para los viaticos de
viaje por vacaciones y de repatriaci6n un empleado
que recibe una notificaci6n de reducci6n de personal
en la cual le cambian su posici6n de salario estadou-
nidense a una de salario de la Zona del Canal?


R. Si. Un empleado que ya tiene derecho a gastos
de viaje por vacaciones y/ o de repatriaci6n no pierde
su derecho debido al desplazamiento por reducci6n
de personal a una posici6n de salario de la Zona del
Canal.
P. Si un empleado que tiene derecho 6nicamente a
beneficios de repatriaci6n, ,es responsible a la agen-
cia por los gastos incurridos en su repatriaci6n si no
cumple con el requisite normal de2 afios de servicio?
R. Si, a menos que el empleado sea eximido de ese
requisite por razones aceptables a la agencia. Una
raz6n seria la jubilaci6n voluntaria mis de un afio
despu6s de ser empleado.

P. Si un empleado es trasladado de un lugar de
empleo permanent a otro en el Istmo debido a la
reducci6n de personal, ,tiene derecho a que le
paguen los gastos de mudanza?
R. Si. Dichos gastos son pagados cuandoconviene
a los intereses de la agencia trasladar al empleado de
un sector del Istmo al otro o cuando esto ocurre
como resultado de una reducci6n de personal. De lo
contrario, un empleado que se traslada por solicitud,
conveniencia o beneficio propio es responsible de
los gastos ocasionados por el traslado.

P. iPuede un empleado que ha aceptado una oferta
de empleo equivalent como resultado de la reduc-
ci6n de personal cambiar de parecer yjubilarse antes
de la fecha efectiva sin perjudicar su derecho a los
beneficios de jubilaci6n?
R. Si. Siempre que el empleado no haya ocupado
la posici6n, puede cambiar de parecer yjubilarse por
voluntad propia o involuntariamente antes de la
fecha efectiva de la reducci6n de personal sin alterar
sus beneficios. Para jubilarse involuntariamente, la
oferta equivalentt" tiene que ser fuera de su nivel
competitive o en otra Area distant. Las areas distan-
tes para esta agencia son el sector Pacifico y el sector
AtlAntico.

P. Si la oferta es para un empleo de grado inferior,
o fuera de su area, ,puede el empleado aceptar y
luego cambiar de parecer y renunciar antes de la
fecha efectiva sin afectar su derecho a indemnizaci6n
por cese de empleo?
R. Si.

P. LQu6 tarifa de salario se usarA como base.para
calcular el pago total por vacaciones acumuladas si
un empleado que es eligible para retener su grado es
cambiado a un empleo de grado inferior debido a la
reducci6n de personal y posteriormente se jubila o
renuncia despu6s de ocupar la nueva posici6n?
R. Un empleado que sejubila Q renuncia durante el
periodo de retenci6n en grado de dos afios recibira el
pago total por vacaciones acumuladas basado en la
*tarifa de salario ,que actualmente recibia en el
moment de separaci6n.

La sede de la direcci6n, junto con
la oficina del director de Servicios
de Abasto y de Logistica y todas las
oficinas de los Servicios de Protec-
ci6n y de Apoyo, estaran ubicadas
en el Edificio 729, actual almac6n de
articulos para el hogar. Todas las
otras divisions bajo Servicios de
Abasto y de Logistica permanece-
ran en sus locales actuales.
El Comit6 de Coordinaci6n, un
cuerpo permanent creado de acuer-
do con lo estipulado en el tratado,
estara compuesto de un nimero


paritario de representantes estadou-
nidenses y panamefios. Su misi6n
fundamental serf la de servir como
un conduct de comunicaci6n y
consult entire ambos gobiernos en
asuntos relacionados con el tratado
y sus acuerdos conexos segiin afec-
ten a la Comisi6n del Canal de
Panama. El Grupo Binacional de
Trabajo, que coordina el trabajo de
23 -subcomisiones, es el precursor
del Comit6 Coordinador y dejara de
existir cuando el tratado entire en
vigor el 1� de octubre.


Acad. Marina Mercante tiene 2 cupos


El Gobernador H. R. Parfitt
puede nombrar candidates nueva-
mente este afio para competir por
dos .vacantes que existen en la Aca-
demia de Marina Mercante de los
Estados Unidos, de acuerdo con el
Capitan John D. Thurber, titular de
la Direcci6n de Marina y president
del Comit6 de Nombramientos alas
Academias de Servicio. Diez candi-
datos pueden ser nombrados, los
cuales seran seleccionados median-
te examen competitive. Ambas
vacantes son para la clase de 1984
que ingresara en julio de 1980.
Para ser eligible, el solicitante
debe ser hijo de ciudadano estadou-
nidense y resident en la Zona del

La Secci6n de Licencias en
Anc6n iniciara operaciones en su
nueva ubicaci6n en el Edificio 5140
en Diablo, el lunes 10 de sep-
tiembre. El Edificio 5140 es la anti-
gua escuela primaria que esta
ubicada frente al antiguo Club-
house de Diablo. Las operaciones
en su local actual en Anc6n se sus-
penderan a las 11:45 a.m. el dia de
hoy.
La expedici6n de licencias y tarje-
tas de identificaci6n y entrevistas
para pasaportes continuaran ofre-
ci6ndose en la nueva ubicaci6n
hasta el 27 de septiembre.

Los conductors de vehiculos ofi-
ciales de la organizaci6n del Canal
recibiran sus licencias de operarios
de vehiculos a motor de los Estados
Unidos de la Comisi6n del Canal de
Panama despu6s del 1� de octubre.
La Subcomisi6n de Policia anun-
ci6 recientemente que cada entidad
gubernamental responsible de los
Estados Unidos. continuara expi-
diendo licencias a los conductores
de vehiculos oficiales despu6s de
entrar en vigor el tratado. En el caso
de la Comisi6n, la Divisi6n de
Transport a Motor asumira la res-
ponsabilidad de examiner y entre-
gar las licencias.
Los individuos deben tener una
licencia civil vigente de la Rep6blica
de Panama para poder solicitarla.
Si el n6mero 3 en su licencia.de
Panama no esta perforado, el po-
seedor tiene derecho a conducir
cualquier vehiculo official del Go-
bierno de los Estados Unidos. Los
conductores deberan Ilevar consigo
sus licencias civiles de Panama
cuando conducen vehiculos del
Gobierno de los Estados Unidos.
Cualesquier preguntas que ten-
gan sobre este tema deberan dirigir-
las a la Secci6n de Enlace de la Poli-
cia en Balboa al 52-3126.


Canal o ser hijo de empleado esta-
dounidense del Gobierno de los
Estados Unidos o la Compafiia del
Canal de PanamA y resident en la
Republica de Panama. Los hijos de
personal military son elegibles.
La ley actual no estipula el nom-
bramiento de mujeres a la Acade-
mia de Marina Mercante de los
Estados Unidos; no obstante, se les
considerard para entrevistas per-
sonales.
Los interesados en solicitar este
nombramiento deberan enviar sus
solicitudes a las oficinas de los
directors de sus escuelas secunda-
rias a mas tardar el viernes 14 de
septiembre. Las solicitudes pueden


obtenerse de los consejeros de las
escuelas. El Comit6 de Nombra-
mientos se reunira a las 8 a.m. eljue-
ves 20 de septiembre en el Sal6n de
Conferencias del Gobernadorcon el
objeto de revisar los antecedentes
personales de los solicitantes. Los
candidates deberan presentarse a la
oficina del Director de Marina a las
8:30 a.m. del mismo dia. De alli se
trasladaran al Sal6n de Conferen-
cias del Gobernador, donde serin
entrevistados personalmente por el
comit6.

cadetes de la Zona del Canal para

Para conveniencia de los clients
de los servicios telef6nicos residen-
ciales y comerciales en la Zona del
Canal en aquellas areas que pasaran
a lajurisdicci6n de Panama el 1� de
octubre, el INTEL abri6 oficinas de
informaci6n en ambos sectors del
Istmo.
Estas oficinas estAn preparadas
para contestar preguntas concer-
nientes a numeros de tel6fonos,
cuentas, tarjetas de cr6dito, mane-
ras de pago, tarifas, instalaci6n,
conexiones y telex international y
servicios telef6nicos.
La oficina de informaci6n en el
sector Pacifico se encuentra en las
oficinas principles del INTEL en el
Edificio Avesa en la Via Espafia.
La oficina de informaci6n en el
sector Atldntico esta ubicada en la
Calle 13 y Avenida Central en

Reuni6n de

Asoc. Benefica
Una reunion especial de la Aso-
ciaci6n de Beneficio Mutuo de
Empleados del Canal de Panama ha
sido convocada para las 7 p.m. el
lunes 10 de septiembre, en el Centro
de Adiestramiento del Canal de
Panama. El objeto de la reunion es
considerar la propuesta de disolver
la asociaci6n.
Durante la reunion regular annual
que se celebr6 el 22 de febrero la
opinion unanime fue que se tomara
seriamente en consideraci6n la dis-
oluci6n de la organizaci6n. Aunque
los fondos acumulados de la asocia-
ci6n a6n no han empezado a des-
cender, no hay nuevos miembros y
la membresia esta declinando. Se
espera que esta tendencia no s61o
continue pero que aumente bajo el
nuevo tratado.
Los miembros que no puedan
asistir a esta reuni6n se les insta
escribir a la asociaci6n expresando
sus puntos de vista.

ambos lados del Quidnet, no se
espera que esto impida el trAfico por
el Canal, seg6n indic6 un vocero de
la Compafiia.

Los residents de la Zona del
Canal tendran una l6tima oportuni-
dad de tomar loi Examenes de
Radioaficionado Principiante y Ge-
neral de la Comisi6n de Comunica-
clones Federales antes de que estos
sean devueltos a la oficina de la
FCC en Puerto Rico.
Los examenes finales estan pro-
gramados para el 8, 15 y.22 de sep-
tiembre. Dichos examenes serin
