Canal employees will be obligated to enroll their
domestic employees in the Panama Social Security
System after October 1, Dr. Marianela de. Morales
told members of the Canal Zone community last week.
At a meeting held in the Panama Canal Training Center,
the chief of the Panamanian Social Security System's
Accounting Division recommended that Canal Zone employers
begin to take steps to comply with regulations of the Panama
Social Security. Failure to do so, she warned, could later lead to costly

'Quidnet' sinks in Canal

At 10:08 p.m. on Sunday, July 29,
the 360-foot motor vessel Quidnet,
heavily laden with a type of rock
known as baryte (barium sulphate)
and bound for Trinidad, collided
with the Greek ship Seatide near the
junction of Mamei Curve and the
San Pablo Reach. The bow sank
immediately and an hour and a half
later the stern went under. The

Japan, was damaged in the col-
lision. She received emergency
repairs at the Gamboa anchorage
and is now undergoing further
repair in Balboa.
The morning after the accident
divers went down to determine the
extent of the damage to the Quid-
net, both external and internal.
They also searched unsuccessfully
for the log book and the bell recor-
der, which appear to be missing,
and for drawings of the ship.
The bell recorder records the
exact engine c ders. The ship draw-
ings will be of aid in salvage
operations.

According to the manifest, the
ship's cargo. 4,383 long tons of
baryte (a long ton weighs 2,240
lbs.), was loaded aboard at Callao,
Peru and destined for Trinidad.
Baryte is a type of rock which is
transported in fist-sized pieces to
be ground and used in the oil well
drilling process. A piece of baryte
was brought up by Company divers
and tested to determine whether it
would pollute Canal waters. This
was not the case, however, as baryte
is a very stable chemical and
presents no hazard.

Thirteenth month, vacations and holidays


In answer to questions on the
13th month, Dr. Morales explained
that the 13th month is equivalent to
one,month's salary and is paid in
three installments. The first in-
stallment is due in'April and is paid
directly to the maid (presumably to
help defray cost of school supplies
which come-up at-this time); the
second is due in August and is paid
to Social Security; and the third
installment is paid in December and
goes to the maid to help with
Christmas expenses.
In regard to vacations'for do-
mestics, Dr. Morales said that they


are entitled to one month paid
vacation after II months of work,
earning one day of vacation leave
for each 11 days of work. According
to regulations, the domestic can
accrue two months leave but must
take the vacation after two years
and cannot accept cash in lieu of the
vacation.
On the matter of holidays, she
said domestics are entitled to nine
holidays a year: January 1, Jan-
uary 9, Carnival Tuesday, Good
Friday, May 1, October 11, Novem-
ber 3, December 8 and Decem-
ber 25.


Maternity, sick leave and funeral expenses


Referring to sick leave, she said
domestics are entitled to 18 days of
paid sick leave a year. After 18 days
Social Security pays the domestic
a percentage of her salary.
Several questions were asked
regarding maternity leave for do-
mestics. Dr. Morales said that an
employer cannot insist that a do-
mestic work after the beginning of
her eighth month of pregnancy and
for 6 weeks following her confine-
ment for a total of 14 weeks.


Social Security pays the domestic

during that period. The domestic

the required number of contribu-
tions have been made to Social
Security.
Asked if an employer has an
obligation to pay for a domestic's
funeral expenses, Dr. Morales said
that the employer does not. Social
Security pays these expenses.

If you live in the Canal Zone and
have house guests who will be
staying through October 1 or
arriving after that date, be sure to
remind them that the Canal Zone
comes under Panamanian immigra-
tion laws at that time.
Guests will need a passport or a
birth certificate with a raised seal on
it and a visa or tourist card in order
to visit the Republic of Panama.
This is particularly important for
those visitors who will arrive before
treaty implementation but plan to
stay on after October I. These
guests should be reminded to get
a tourist card before leaving the
United States.
Tourists cards may be pur-
chased from the airlines when
buying a ticket.


Don't forget the Treaty in-
terview on SCN-TV at 6:20
p.m. on Sunday. The topic this

Bureau abolished October 1



S & CS holds final 'Employee of the Year' awards


Three Canal-employees, who
together have a total of 100 years
of service with the Supply and Com-
munity Service Bureau, received
top honors at the bureau's 15th
annual Employee of the Year
ceremony last Friday morning.
Adica Moore, Supply Division;
Concepcion Barrios, Community
Services Division; and Carlos Cas-
tillo, Division of Storehouses, were
named the Supply and Community
Service Bureau's "Division Em-
ployees of the Year." Moore, who
has 37 years of service to her credit,
has operated the Gorgas Hospital
Luncheonette for the past 20 years.
Barrios, with 38 years of service, is
a general foreman in the Grounds
Management Branch and Castillo,
warehouseman in charge of the elec-
trical section, has 25 years of serv-
ice, most of it with the bakery at
Mount Hope.
Along with 67 other employees of
the bureau on both sides of the
Isthmus, they were honored at the
last of the special programs held
each year to give recognition to em-
ployees who by the nature of their
work are in the lower graded jobs.
The ceremony was held at the
Balboa Theater to better accom-
modate the many friends and family
members of the honored employees.
Gov. H. R. Parfitt presented
the award certificates and ac-
companying checks, which totaled
$10,550. Acting Director of the
bureau R. P. Laverty presented
a letter of commendation to each
of the employees. Also in attend-
ance were Acting Director of the
Personnel Bureau Ronald L. Seeley
and. division and branch chiefs of
the Supply and Community Service
Bureau.
Before making the presentations,
Governor Parfitt remarked that he
had three special reasons for at-
tending the ceremony. First, he
said, was the importance attached
to the Employee of the Year cer-
emony. He noted that his associa-
tion with the program went back
14 years, and that since that time


1,000 employees have been honored
and cash awards amounting to
$150,000 have been presented.
Referring to the employees' per-
formance, the Governor said, "It's
not what you do but how you do it,
and you have done it very well."
The Governor gave as his second
..reason the fact that.he soon will be
departing and this was an oppor-
tunity to express his appreciation
for the excellent manner in which
the employees have performed their
duties under the trying conditions
of the past few years. ,
Thirdly, he pointed out that the
bureau no longer will exist after
October I and that some employees
will retire, others will have different
jobs and some will have no jobs.
But the Governor assured the group
that all efforts possible are being
made to offer them jobs.
At the close of the ceremony,
Governor Parfitt expressed his ap-
preciation to the employees for
their efforts to assure the quality
of Canal Zone life by taking care
of the grounds and the buildings.
"You have my thanks and ap-
preciation," the Governor said.
In this unique program spon-
sored by the Supply and Com-
munity Service Bureau, nomina-
tions for the honor awards begin
at the unit level where a group
leader or immediate supervisor
selects his best employees. From
this group of nominees a special
committee selects the most de-
serving to be named "Branch Em-
ployee of the Year" or "Division
Employee of the Year."
In addition to the performance
awards, each employee selected is
designated a Red Honor Employee
or Blue Honor Employee and
receives a badge printed with his or
her name to wear throughout the
year.

Changes in housing policy which
will result in a limited number of
conditional new assignments being
made to non-U.S.-citizen employ-
ees to Company housing in the
towns of Paraiso, Pedro Miguel
and Rainbow City have been ap-
proved by Gov. H. R. Parfitt.

Non-U.S.-citizen occupants of
Buildings 288 and 402 in Santa
Cruz, two multi-apartment wooden
buildings that will be scheduled
for demolition, will be offered
assignments in these three towns.
Occupants of Buildings 1604 and
1303 in Cristobal, which are sched-
uled for transfer to Panama on
October 1, 1979, will be offered
the opportunity for reassignment
to Rainbow City.

In addition, the moratorium on
new assignments to non-U.S.-cit-
izen firefighters not now living in
the Canal Zone has been rescinded
and the District Housing managers
will be contacting them regarding
vacancies to be offered for assign-
ment.

After the above steps have been
taken, to the extent possible vacan-
cies in Paraiso, Pedro Miguel and
Rainbow City will be advertised on
special bulletins. Full-time per-
manent non-U.S.-citizen employ-
ees, NM-7 (or equivalent) and
above, who reside in the Republic of
Panama will be eligible to compete
for assignment on a service-date
basis.

Another aspect of the change in
housing policy will permit non-
U.S.-citizen retirees who currently
reside in Paraiso, Pedro Miguel
and Rainbow City to remain in
the quarters they now occupy
through September 30,1979.

This new housing program was
coordinated b'y the Housing Sub-
committee and supported by the
Binational Working Group. Due
to its limited nature, conditions
will be attached to the assignment
or retention of quarters under this
program. Applicants may obtain
details from the District Housing
managers.

Department of Army offers manual jobs


A new promotion bulletin and
vacancy list which contains manual
category vacancies now existing'or
expected to develop during the next
12 months in local Department of
the Army units has been released by
the HQ 193d Infantary Brigade
(Canal Zone). The cutoff dates for
applications for these vacancies are
August 15, 1979; 'December 15,
1979; and April 15, 1980.
As was explained in last week's
article on Department of the Army
vacancies, eligible applicants must
submit the Standard Form 171 Per-
sonal Qualifications Statement, and
a copy of the most recent Standard
Form 50, Notification of Personnel
Action, for each position. Eligible
applicants are current Federal
career and career-conditional em-
ployees and those former employees
who retain Federal re-employment
status. The application forms must

The new emergency ambulance
assigned to the Gamboa Fire

to good use immediately when a
seaman aboard the ship "Casa-
blanca''was overcome byfumes

Social Security for domestics

On the issue of additional em-
ployer compensation to long-time
employees who voluntarily or in-
voluntarily leave their work, she
said that if a domestic has been
working for the employer for 10
years she is entitled to a "prima de
antigiiedad" (longevity payment),
which is equivalent to one week of
the monthly salary for each year
she has worked. To be entitled to
this benefit a female employee must
be at least 35 years of age and a male
employee, at least 40 years old.
During the question and answer
session which followed the talk, a
number of questions were posed by
the audience relating to Panama's
labor regulations which Dr. Mora-
les was reluctant to answer because
she said they were outside of her
jurisdiction. Among these were
questions concerning an employer's
obligation when firing a domestic
and the matter of foreign maids
working in Panama.

resolved this situation. She said,
however, that if there is a per-
manent relationship between em-
ployer and employee in which the
employee works one day a week or
month or according to any other
regular schedule the two have
agreed upon, then the employee is
entitled to Social Security benefits.
Dr. Morales and Dr. Ana Mora
Wakeland, manager of the Federal
Women's Program which spon-
sored the meeting, are in the process
of preparing a fact sheet that will be
made available to interested per-
sons. It summarizes employer re-
sponsibilities and answers questions
that were raised at the meeting.

Dr. Morales' presentation will be
repeated on the Atlantic side at the
request of members of that com-
munity. A Panama labor office
representative is expected to par-
ticipate in the meeting. The time
and place will be announced.


In addition, eligible employees
who are permanently reassigned to
positions on the opposite side of the
Isthmus but who are scheduled for
loan labor to the Government of
Panama in their present work
district may retain their present
quarters during the period of
the loan.


'Quidnet' (Continued from page


Because the ship is lying across
the channel, "about the worst posi-
tion for it to be in,"a Canal spokes-
man commented, it is a serious
hazard to navigation of all vessels
transiting the Canal. Traffic has
been restricted to one-way passage
through the 300-foot open portion
of the Canal next to the wreck.
Buoys have been placed at either
end of the vessel and mariners have
been notified of its size and location
and pilots have been advised to
maintain a speed no faster than six
knots.
Although ships of maximum
beam (106 feet) have moved around
the site of the Quidnet they have
done so with the aid of two
tugboats, one of which is available
in the area to assist any size ship.
Night transits have been limited to
ships no larger than 600 feet long
with an 82-foot beam and 34-foot
draft.
At the moment the dredge
Cascadas is working at.widening a
200 to 250-foot path off the stern of
the ship, a job the Dredging
Division estimates will take from a
month to a month and a half.
Although some' oil was leaking
from the Quidnet's bunker tanks, a


boom was placed around the stern
and has completely contained the
oil.
The Canal Zone Board of Local
Inspectors conducted an investiga-
tion into the circumstances sur-
rounding the accident and will issue
its findings of fact and opinion as to
the cause of the accident.
The ship's owners were notified
of the accident and were asked to
give notice of their intentions with
regard to raising and removing the
ship.
Representatives of the ship's
owners have examined the wreck
site and have decided to abandon
the vessel. It will now be the Com-
pany's task to remove the Quidnet
either by itself or through use of a
commercial salvor.
The last time a ship sank in the
Canal was in April 1976 when the
Colombian Tairona, a cargo ship
carrying salt, struck the Cristobal
east breakwater and sank in the en-
rance of the Canal. It took the
Industrial Division about six months
to raise it with flotation pontoons.
Before that there was the Sian Yung
laden with cotton and rice, which
sank in 1970 and took almost two
years to be removed from the Canal
by an outside contractor.

obligaci6n de afiliar a sus empleados dom6sticos a la
Caja de Seguro Social de Panama a partir del 1� de
octubre, dijo la Dra. Marianela de Morales a los residents de la
comunidad de la Zona del Canal la semana pasada.
Durante la reuni6n celebrada en el Centro de Adiestramiento
del Canal de Panama, lajefe de la Divisi6n de Contabilidad de la Caja de
Seguro Social de PanamA recomend6 a los patrons de la Zona del Canal
tomar las medidas necesarias a fin de cumplir con los reglamentos
de la Caja de Seguro Social. El dejar

rescatar la tripulaci6n del barco que
se hundia.
Antes de hundirse el Quidnet, la
gr6a flotante Atlas se le acerc6 por
un costado para brindar ayuda
pero, debido a la rapidez con que se
hundia, ello no fue possible. A las
11:40 p.m. todo el barco estaba bajo
agua.
La proa del barco Seatide, un
barco de carga que transportaba
arcilla con destino al Jap6n, fue
averiado en la colisi6n. Se le pro-
porcion6 reparaciones de emergen-
cia en el fondeadero de Gamboa y
actualmente se le esta efectuando
reparaciones adicionales en Balboa.
A la mafiana siguiente del acci-
dente, buzos bajaron al Quidnet
para examinarlo y determinar la
extension de su dafto, tanto intern
como externo. Tambi6n buscaron
en vano el cuaderno de bitacora y el
registry de velocidades los cuales
aparentemente han desaparecido, y
los pianos del barco.
El registry de velocidades graba
las 6rdenes exactas que son dirigi-
das al cuarto de maquinas. Los pia-
nos serian de gran ayuda en las
operaciones de salvamento.
De acuerdo con el manifiesto, el
barco tom6 la cargade4,383 tonela-
das largas de baritina (una tonelada
larga equivale a 2,240 libras), en
Callao, Per6 con destino a Trini-
dad. Baritina es una clase de roca

empleado es 6.75 por ciento de su
salario. Basado en el salario men-
sual de $60, el salario minimo que
debe ganar un empleado a fin de
recibir los beneficios del Seguro
Social, ofreci6 el siguiente ejemplo:

La Dra. Morales dijo que las
mujeres en Panama pueden jubi-
larse a los 55 afios de edad y los
hombres a los 60 afios de edad,
siempre que tengan pagadas las
cuotas requeridas al Seguro Social.
Una empleada dom6stica que ha
estado empleada durante 15 afios y


que gana $60 mensuales puedejubi-
larse a los 55 afios de edad y recibir
una pension del Seguro Social de
$90 mensuales, dijo, la cual es la
pension minima que actualmente
concede el Seguro Social a un
jubilado.


Decimotercer mes, vacaciones, dias feriados


Respondiendo a preguntas sobre
el decimotercer mes, la Dra. Mora-
les explic6 que el mismo es equiva-
lente a un mes de salario y se paga en
tres partidas. La primera partida se
paga en abril directamente a la
empleada o empleado (supuesta-
mente para sufragar los gastos esco-
lares que se presentan en ese
tiempo); la segunda es en agosto y se
paga al Seguro Social; y la tercera
partida se paga en diciembre direc-
tamente a la empleada o empleado
para ayudar con los gastos na-
videfios.
En cuanto a las vacaciones de los
empleados dom6sticos, la Dra.


Morales dijo que estos empleados
tienen derecho a un mes de vacacio-
nes pagadas despu6s de trabajar 11
meses, ganando un dia de vacaci6n
por cada 11 dias de trabajo. Segin
los reglamentos, el empleado puede
acumular dos meses de vacaciones,
pero tendra que tomarlas al cabo de
dos afios y no podrA aceptar dinero
efectivo en vez de las vacaciones.
Sobre los dias feriados, dijo, los
empleados dom6sticos tienen dere-
cho a nueve dias feriados al afao: l�
de enero, 9 de enero, Martes de Car-
naval, Viernes Santo, 10 de mayo,
11 de octubre, 3 de noviembre, 8 de
diciembre y 25 de diciembre.


Licencia de maternidad, por enfermedad, gastos de entierro


Con referencia a licencia por
enfermedad, dijo que los empleados
domesticos tienen derecho a 18 dias
de licencia por enfermedad al aino
con sueldo. Despues de 18 dias el
Seguro Social le paga al empleado
un porcentaje de su salario.
Se hicieron varias preguntas
sobre licencia de maternidad para
las empleadas. La Dra. Morales
dijo que un patrono tiene la obliga-
ci6n de conceder a su empleada un
period mAximo de 14 semanas de
licencia de maternidad a partir de su
octavo mes de embarazo. El Seguro
Social le paga a la empleada su sala-


rio complete y los gastos de hospita-
lizaci6n durante ese period. La
empleada tiene derecho a estos
beneficios s6lo si las cuotas requeri-
das han sido pagadas al Seguro
Social.
Con respect a la compensaci6n
adicional por el patron a las
empleadas o empleados de muchos
afios que dejan su trabajo ya sea por
voluntad propia o involuntaria-
mente, dijo que si ha estado traba-
jando para el patron por 10 afios
tiene derecho a una prima de anti-
gtiedad equivalent a una semana

y tiene visitantes que se quedarin en
su casa despues del 10 de octubre o
que llegaran despu6s de esa fecha,
recuerdeles que la Zona del Canal se
regira bajo las leyes de inmigraci6n
de la Rep6blica de PanamA a partir
de esa fecha.
Los visitantes necesitaran pasa-
porte valido o certificado de naci-
miento que tenga un sello en relieve
y una visa o una tarjeta de turismo
para poder entrar a la Replblica de
Panami.
Esto es de particular importancia
para los visitantes que leguen antes
de la entrada en vigencia de los tra-
tados y que piensan permanecer
hasta despu6s del �1 de octubre. Se
les recuerda a estos visitantes que
deberin obtener tarjeta de turismo
antes de salirde los Estados Unidos.

RAINBOW CITY PARAISO


El Coronel Charles R. Clark, titular de la Direcci6n de Trans-
portes y Terminales,, entrega a Michael J. Bell, t6cnico en inge-
nieria mecdnica de la Division de Abastecimiento de Combustible
de Crist6bal, un Certificado de Premio por Sugerencia y un
cheque por $500 en reconocimiento a la sugerencia de Bell de
que se convirtiera una de las tres bombs de diesel marino en
Mount Hope para que pudiera ser utilizada para transportar
diesel liviano a los barcos. El diseiio que Bell hizo de la tuberia
adicional y las v6lvulas para sistema, el actual ha reducido
enormemente el tiempo para el abastecimiento de los barcos y
ha resultado en un ahorro annual para la Compaiiia de $25,000.

Premia por ultima vez a 'Empleados del Ano'


Tres empleados del Canal de
Panama, que en conjunto tienen un
total de 100 afios de servicio con la
Direcci6n de Abasto y Servicios
Comunales, recibieron maximos
honors durante la XV Ceremo-
nia Anual de Entrega de Premios
al "Empleado del Afio" de dicha
direcci6n, celebrada en la mafiana
del viernes pasado.
Adica Moore, Divisi6n de Abas-
to; Concepci6n Barrios, Divisi6nde
Servicios Comunales; y Carlos Cas-
tillo, Divisi6n de Almacenes, fue-
ron nombrados "Empleados del
Aino de su Divisi6n", en la Direc-
ci6n de Abasto y Servicios Comu-
nales. Moore, que cuenta con 37
afios de servicio a su favor, viene
administrando el merendero del
Hospital Gorgas desde hace 20
afios. Barrios, con 38 afios de servi-
cio, es capataz general en el Ramo
de Administraci6n de Predios, y
Carlos Castillo, almacenero encar-
gado de la secci6n de electricidad,
tiene 25 ailos de servicio, mayor-
mente con la panaderia de Mount
Hope.
Junto con otros 67 empleados de
la direcci6n en ambos lados del
Istmo, fueron honrados durante el
iltimo de los programs especiales
que se celebran .anualmente para
dar reconocimiento a los empleados
que por la naturaleza de su trabajo
ocupan posiciones de grades in-
feriores.
La ceremonia tuvo lugar en el
Teatro de Balboa a fin de acomodar
mejor a las amistades y a los familia-
res de los empleados honrados.
El Gobernador H. R. Parfitt hizo
entrega de los certificados y de los
cheques acompafiantes, que suma-
ron a $10,550. El titular encar-
gado de la direcci6n, R. P. Laverty
present una carta de encomio a
cada empleado. Tambien asistieron
el titular encargado de la Direc-
ci6n de Personal, Ronald L. Seeley,
y los jefes de division y de ramo
de la Direcci6n de Abasto y Servi-
cios Comunales.
Antes de hacer las entregas, el
Gobernador Parfitt hizo la observa-.
ci6n que 61 tenia tres motives espe-
ciales por asistir a la ceremonial.

Primero, la importancia que con-
Ileva la ceremonia del Empleado del
Afio. Dijo que su asociaci6n con el
program data de hace 14 afios, y
que desde entonces 1,000 emplea-
dos han sido honrados y premios en
efectivo que suman $150,000 han
sido otorgados..Refiri6ndose al de-
sempefio de los empleados, el Go-
bernador dijo, "No es lo que se hace
sino c6mo se hace, y ustedes han
hecho un buen trabajo".

El Gobernador dio como su
segundo motive el hecho que muy
pronto partira del Istmo y 6sta era
una oportunidad para expresar su
agradecimiento por la excelente
labor de los empleados en el desem-
pefio de sus deberes bajo condicio-
nes dificiles en los 6ltimos anos.,

Tercero, sefial6 que la direcci6n
dejara de existir a partir del 10 de
octubre y que aigunos empleados se
acogeran a lajubilaci6n, otros ocu-
paran diferentes puestos y algunos
quedaran cesantes. Pero el Gober-
nador asegur6 al grupo que se esta
haciendo todo lo humanamente
possible por ofrecerles empleos.
Al concluir la ceremonia, el
Gobernador Parfitt express su
agradecimiento a los empleados por
su esmerado.cuidado de los predios
y de los edificios en la Zona del
Canal. "Les extiendo mi mas sin-
cero agradecimiento y aprecio",
dijo el Gobernador.
En este singular program auspi-
ciado por la Direcci6n de Abasto y
Servicios Comunales, la selecci6n
para estos premios de.honor se ini-
cia a nivel de unidad donde un jefe
de grupo o supervisor inmediato
escoge a sus mejores empleados. De
este grupo de nombres, un comite
especial selecciona a los que mas
merecen el honor de ser el "Em-
pleado del Afo del Ramo" o el
"Empleado del Aiio de la Divisi6n".
Ademas de los premios por de-
sempefio, cada empleado que se
selecciona se ledistingueconemble-
mas de Honor Rojo o Azul y recibe
un distintitivo con su nombre
impreso para usar durante todo el
ano.

El Gobernador H. R. Parfitt ha
aprobado cambios en las reglas.de
viviendas que resultaran en nuevas
asignaciones condicionales para los
empleados no estadounidenses de
un n6mero limitado de viviendas de
la Compafiia del Canal en los pobla-
dos de Paraiso, Pedro Miguel y
Rainbow City.
Los ocupantes no estadouniden-
ses de los Edificios 288 y 402 en
Santa Cruz, dos edificios multifa-
miliares de madera que seran demo-
lidos, serAn ofrecidos asignaciones
en estos tres poblados. Los ocupan-
tes de los Edificios 1604 y 1303 en
Crist6bal, los cuales serAn transferi-
dos a Panama el 19 de octubre de
1979, seran ofrecidos la oportuni-
dad de ser reinstalados en Rainbow
City.
Ademas, la regla que rige las nue-
vas asignaciones a los bombers no
estadounidenses que actualmente
no resident en la Zona del Canal ha
sido anulada y los Encargados Dis-
tritoriales de Viviendas se pondrAn
en contact con ellos con respect a
las vacantes que se ofreceran.

Despues que se tomen las medi-
das anteriores, hasta donde sea

7 (o equivalent) y mayor que

Otro aspect del cambio a la regla
de viviendas permitirA a los jubila-
dos no estadounidenses que actual-
mente resident en Paraiso, Pedro
Miguel y Rainbow City permanecer
en las viviendas que ahora ocupan
hasta el 30 de septiembre de 1979.
Este nuevo program de vivien-
das fue coordinado por la Subcomi-
si6n de Viviendas y apoyado por el
Grupo Binacional de .Trabajo.
Debido a su naturaleza limitada, la
asignaci6n o retenci6n de las vivien-
das conlleva condiciones bajo este
program. Los solicitantes pueden

actuales o en perspective durante
los pr6ximos 12 meses en la cate-
goria manual en unidades del
Departamento del Ej6rcito en el
Istmo, ha sido :publicado por la
Comanidancia de la Brigada 193 de
Infanteria de la Zona del Canal.
Las solicitudes se aceptaran hasta
el 15 de agosto de 1979; 15 de
diciembre de 1979; y 15 de abril
de 1980.
De acuerdo con lo explicado en
el articulo de la semana pasada
sobre las vacantes del Departa-
mento del Ej6rcito, los solicitantes
deberin entregar el Formulario
171, Certificaci6n de Calificaciones
Personales, y una copia reciente del
Formulario 50, Notificaci6n de
Acci6n de Personal, para cada
posici6n. S6lo se consideran solici-
tantes calificados aquellos emplea-
dos federales actuales de carrera y
de carrera conditional y aquellos
antiguos empleados que retienen


status de contrataci6n. Las soli-
citudes deberan ser dirigidas a la
siguiente direcci6n: HQ 193d In-

Corozal, Canal Zone. No deberin
ser entregadas a su supervisor ni

Justo a tiempo
La nueva ambulancia de emer-
gencia que se asign6 a la Esta-
ci6n de Bomberos de Gamboa
hace dos semanas fue puesta
en uso inmediatamente cuando
un marinero a bordo del barco
"Casablanca" fue dominado
por los gases de un liquido
detergente. La enfermera Kie-
rie Parker y bombers de dicha
estaci6n se apresuraron al
muelle de Gamboa para dar
auxilio al marinero y transpor-
tarlo al Hospital Gorgas. Los
bombers comenzando a la
izquierda Joseph Lord, Sar-
gento Ernest Franklin, Roy
Thompson, Sylvester Stamp y
Rodolfo Ayarza.


Seguro Social para domesticas

por lo menos 35 afios de edad y un
empleado debe tener por lo menos

Preguntaron si el patrono tiene la
obligaci6n de pagar el entierro de
un empleado dom6stico. La Dra.
Morales dijo que no, ya que el
Seguro Social sufraga estos gastos.
Durante la sesi6n de preguntas y
respuestas los asistentes hicieron un
n6mero de preguntas que se relacio-
nan al c6digo de trabajo de Panama
al cual la Dra. Morales se mostr6
renuente a contestar debido a que
segin ella estaban fuera de sujuris-
dicci6n. Estas preguntas incluyeron
obligaciones del patrono cuando
despite a un empleado y sobre
empleados extranjeros que trabajan
en Panama.
Tambi6n surgi6 el tema de
empleadas o empleados dom6sticos
que trabajan para various patrons,
y la Dra. Morales dijo que el Seguro
Social todavia no habia solucio-

permanent entire el patrono y el
empleado en la cual el empleado
trabaja un dia a la semana o al mes o
de acuerdo a cualquier otro horario
regular acordado por ambas parties,
entonces el empleado tiene derecho
a los beneficios del Seguro Social.
La Dra. Morales y la Dra. Ana

sabilidades del patrono y las res-
puestas a las preguntas que surgie-
ron durante la reuni6n.
La presentaci6n de la Dra. Mora-
les sera repetida en el sector Atl.n-
tico a petici6n de los residents de
esa comunidad. Se espera que un
representante de la oficina de tra-
bajo de Panama acuda a esta
reunion. La hora y lugar serin
anunciados.


Casos de casas de empleados transferidos


Aquellos empleados que tengan
derecho a ocupar viviendas de la
Compafiia del Canal cuyo distrito
laboral sea cambiado de un sector
del Istmo al otro, podrdn entregar
sus solicitudes para viviendas en el
nuevo distrito residential hasta con
90 dias de antelaci6n a la fecha en
que se haga efectiva la transferen-
cia. Anteriormente, s61o se recibian
solicitudes con 60 dias de ante-
laci6n.


Ademis, aquellos empleados que
tengan derecho a ocupar viviendas,
que han sido reasignados perma-
nentemente al sector opuesto del
Istmo, pero que hayan sido designa-
dos temporalmente para prestar
servicio al Gobierno de Panama en
su actual distrito laboral, podran
retener la vivienda que actualmente
ocupan hasta terminar su servicio
con el gobierno panamefio.


que se transport en pedazos del
tamaiio de un pufio que luego son
molidos y usados en la perforaci6n
de pozos de petr6leo. Los buzos de
la Compafiia del Canal trajeron un
pedazo de baritina a la superficie
para su analisis a fin de determinar
si 6sta contaminaria las aguas del
Canal. Ese no era el caso, no obs-
tante, ya que la baritina es un pro-
ducto quimico muy stable y no
present ningiin peligro.
Debido a que el barco reposa a
trav6s del cauce, "la peor posici6n
para estar", coment6 un vocero del
Canal, represent un serio peligro a
la navegaci6n. El trafico por el
Canal ha sido restringido a una via
en su paso por el espacio de 300 pies
adyacente al barco hundido.
Se han colocado boyas en ambos
extremes de la nave y los navegan-
tes han sido notificados de su
tamafio y ubicaci6n y los practices
han sido avisados de mantener una
velocidad no mayor de seis nudos.
Barcos de manga maxima (106
pies) han pasado por el lugar donde
estA el Quidnet, pero con la ayuda
de dos remolcadores, uno de los
cuales esta en el lugar para asistir a
barcos de cualquier tamafio. Los
transitos durante la noche han sido
restringidos a barcos con eslora
mAxima de 600 pies, manga de 82
pies y calado de 34 pies.
En la actualidad la draga Casca-
das trabaja en el ensanche de un
paso de 200 a 250 pies a poca distan-
cia de la popa del barco, un trabajo


que la Divisi6n de Dragado calcula
tomara de un mes a mes y medio.
A pesar de que alg6n petr6leo se
derram6 de los tanques de combus-
tible del Quidnet, se le coloc6 una
barrera flotante alrededor de la
popa y esto ha contenido por com-
pleto el petr6leo.
La Junta de Inspectores Locales
de la Zona del Canal llev6 a cabo
una investigaci6n de las circunstan-
cias que condujeron al accident y
oportunamente presentaran los re-
sultados de la misma.
Los duefios del barco fueron noti-
ficados del accident y se les pidi6
que avisaran sus intenciones con
respect al levantamiento y remo-
ci6n del barco.
Los representantes de los duefios
examinaron el lugar del accident y
decidieron abandonar la nave. Es
ahora responsabilidad de la Com--
pafia sacar al Quidnet ya sea por
sus propios medios o mediante el
uso de salvamento commercial.
La l6tima vez que un barco se
hundi6 en el Canal fue en abril de
1976 cuando el barco colombiano
Tairona, que transportaba sal,
choc6 contra el rompeolas en Cris-
t6bal y se hundi6 a la entrada del
Canal. Le tom6 a la Divisi6n In-
dustrial aproximadamente seis me-
ses levantarlo con pontones de flo-
taci6n. En 1970, se hundi6 el Sian
Yung, cargado de algod6n y arroz.
En ese caso le tom6 a un contratista
del exterior casi dos afios sacarlo
del Canal.
