Transfer of Function Notices
Company/Government employees who have elected to transfer
with their functions to Army activities or the DOD Dependents
Schools System have begun receiving Transfer of Function notices
from the Civilian Personnel Office of the 193d Infantry Brigade(CZ).,
More than 2,300 letters will be issued during the month of July to
employees of the Health Bureau, Division of Schools, Supply and
Community Service Bureau and other support functions of the Canal
organization. Because of the large volume of letters being prepared
and the effort to deliver them in the least amount of time, some errors,
mostly clerical in nature, can be expected.
Brigade officials have indicated that employees who receive Trans-
fer of Function notices should not be concerned about any errors they
note in their letters, but should accept the position offer and note any
discrepancy on the acceptance form accompanying the letter. All
errors will be administratively corrected prior to final personnel and
pay actions, the officials said.



Postal Service Marks End of Era

With Special Last Day Cancellation


The Canal Zone Postal Service
will mark its closing on Septem-
ber 30 with a special, last day of
operation cancellation.

will be used at Balboa and Cristobal
post offices on that date only. There

Deputy Financial Vice President John E.


Fisher Retires
John E. Fisher, the Panama
Canal deputy financial vice presi-
dent, completed his Canal career
last week following more than
29 years of Government service. He
and hi.s wife Ena will depart next
Friday on the SS Cristohal.
Their destination is a retirement
home in Plano, Texas, located
about half an hour's drive from
Dallas where son Bob is an attorney
and four grandchildren await their
loving attention. The Fishers will
also be near their other son, David,
who is a physician in Duncan, Okla.
and Fisher's mother and brother in
Oklahoma City.
John Fisher joined the Panama
Canal in November 1953 as a mem-
ber of the Systems Staff of the
Comptroller's Office and partici-
pated in the final stages of the
reorganization of the fiscal system
of the Canal operation. Among his
early responsibilities were assisting
in the evaluation of plant and other
assets for the new enterprise and in
the establishment of the new account-
ing system for the Company/
Government. During his 26 years
with the office, he has held the
positions of assistant chief account-
ant; chief, Accounting Policies and
Procedures Staff and general audi-
tor. He was promoted to deputy
financial vice president in late 1977.
Fisher has taken an active part in
community affairs and until his
retirement served as comptroller of
the United Way. He served also on
the Allocations Committee of the
United Way and was a member of
the Board of Trustees of the Canal
Zone College.
His main pastimes on the Isthmus
have been hunting, fishing and
photography, in that order. Ac-

happy memories of fishing for marlin
and sailfish in Pifias Bay and fondest
rememberances of splendid dry sea-
son days spent hunting quail in the
hinterlands of Herrera Province.
He is looking forward to plenty of
good hunting in the wide 'open
spaces of Texas; and to make sure


that he will know when it is time to
go home, his friends and coworkers
in the office presented Fisher a gold
hunter's watch on a chain.
For John Fisher and his wife, the
former Ena Salas of' Colon, it 'will
not be "good-bye" but "hasta la
vista." They plan to come back from
time to time to see their daughter
Toni Millard and three grand-
children.


. 119 for Emergency Ambulance Service


Beginning July 29, the Canal
Zone Fire Division will assume
responsibility for Emergency Ambu-
lance Service in Canal Zone com-
munities.
People in need of this emergency
assistance should call 119. All am-
bulances will be operated by emer-
gency medical technicians who have
received special training in courses
conducted at Gorgas Hospital. The


courses, aimed at upgrading the
emergency medical services avail-
able to the public, were taught by
doctors on the hospital staff and
coordinated by Dr. Antonio Suescum.

This .service is for emergencies
only. Routine ambulance transfers
will continue to be conducted by
ambulances from Gorgas and Coco
Solo hospitals.

Celebration Set at


Fort Davis Center
The Fort Davis Recreation Cen-
ter will celebrate its seventh an-
niversary tomorrow with a-day of
activities and entertainment for all
members of the Atlantic community,
both military and civilian.
At 1 p.m. an international bazaar
will open with the sale of handmade
souvenir items of the Canal Zone
along with other handicrafts made
by members of the community. A
hotdog and soda concession will be
run by Dependent Youth Activities
and there will be free rides on the
kiddie train and, free helium filled
balloons for the children.
At 3 p.m. jazz, oriental and disco
dance groups will perform in the
patio, followed by the Salt &
Pepper Disco Band.

guard during an eight-week trial
period to test them for effectiveness
and general comfort. Steel-toed
shoes will become personal pro-
tective equipment for about 2,600

copies of a health certificate and
two copies of a rabies vaccination.
The health certificate costs $5,
copies are 50 cents each, and if your
pet needs a rabies vaccination, that
. will also cost $5.

CZC Offers Intensive English Placement Test


Tests for placement in the Inten-
sive English program at Canal Zone
College next semester are scheduled
for July 25 and 31 and August 3, 7,9
and 14.
Anyone wishing to enroll in the
program must take one of these
tests. They are free and no appoint-
ment is necessary.
There are three levels of Intensive
English at the College. The first two
are primarily for people who speak
another language but who have


studied some English already. The
third level is a useful review for
native speakers as well.
The classes meet two hours a day
twice a week and most are sched-
uled in the evening. Tapes for
individual study are available in the
Lauguage Laboratory.
The fall semester at Canal Zone
College starts August 13 and ends
shortly before Christmas. Registra-
tion is-open now. For information

You will need a traveling cage for
your pet. If you build one yourself
or order one built, be sure to give
the dog enough room to stand in,
but not necessarily to move around
in. The dog needs at least two inches
extra space above his head.
Put your name and address on
the cage.and be sure it is securely
closed and locked. Attach an extra
key to the cage's lock by putting it in
an envelope and taping it to the
cage or by wiring the key to the
screen part of the cage.

It's Done
At the check-out in the airport,
you hand over the pet's papers. You
will have to pay from $30 to $40 for
a medium sized dog to travel to
Florida. Greater distances and
larger sized animals cost more.
If you have a larger dog, call the
airlines and tell them the weight of
the dog and the measurements of
the cage. They will tell you how
much it costs to have the dog
travel in the pressurized section of
the baggage compartment.
It is against most airlines' policy
for a dog or cat to travel in the
passenger section of the plane.
However, Pan American does allow
one cat or very small dog (six to
seven pounds) per flight in this sec-
tion. You must make a reservation
for this well in advance of your
flight. Lightweight travel containers
are sold at the check-out counter
at the airport.
Birds are a different question.
It's more complicated to travel with
them but not impossible. This will
be the subject of another SPILLWAY
article.

Haff Succeeds Boyd as Chief, Transit Operations


Capt. Robert W. Haff, Jr.,
deputy chief, Transit Operations
Division, has been promoted to
acting chief of the Division succeed-
ing Captain Robert F. Boyd who
has retired.
A native of Amityville, Long
Island, N.Y., Captain Haff is a 1944
graduate of the New York State
Merchant Marine Academy at Fort
Schuler, N.Y. and first went to sea
with National Bulk Carriers sailing
out of New York on tankers as mate
and master. He served also as port
captain out of New York for two
years and in 1959 went to work on
an ex-T2 tanker conversion, a self-
propelled suction dredge on an
experimental prototype hydraulic
dredging operation on the Orinoco
River in Venezuela.


Capt. Robert W. Haft

In 1959, accompanied by
Betty Jo and two sons and
ter, Captain Haff joined the


Canal as a pilot-in-training and
received his unlimited license as a
Panama Canal pilot in 1960. He was
appointed assistant to the chair-
man, Board of Local Inspectors
in February 1977 and served in that
capacity until July 1977 when he
was named deputy chief of Transit
Operations.
Captain Haff's children are grown
up and working and living in the
., United States with the exception

student at Balboa Elementary School.

Notificaciones de Transferencia
Empleados de la Compafia y el Gobicrno que han optado por
transferirse con sus funciones a las actividades del Ej6rcito o al Sis-
tema de Escuelas para Dependientes del Departamento de Defensa
han comenzado a recibir las notificaciones de Transferencia de Fun-
ciones de la Oficina de Personal Civil de la Brigada 193 de Infanteria
(Zona del Canal).
Durante el mes de julio, se distribuiran. mas de 2,300 cartas a
empleados de la Direcci6n de Salubridad, de la Divisi6n de Escuelas,
de la Direcci6n de Abasto y Servicios Comunales y de otras funciones
de apoyo de la empresa del Canal. Debido al gran volume de cartas
que se preparan y el esfuerzo por entregarlas empleando el menor
tiempo possible, es de esperarse que surjan algunos errors.
Los empleados que reciban notificaciones de Tranferencia de Fun-
ciones no deberan preocuparse por los errors que observen en sus
cartas, pero al aceptar la posici6n que se les ofrece deben anotar cual-
quier discrepancia que encuentren en el formulario de aceptaci6n que
acompafia a la carta. Todos los errors se corregirAn administrativa-
mente antes de hacer cambios finales de personal y de pago.

Se Jubila y se va de Caceria


John E. Fisher, Subdirector de la
Oficina. del Vicepresidente de Fi-
nanciacomplet6 su carrera con el
Canal la semana pasada despu6s de
mds de 29 afios de servicio federal.
Ei-y su esposa, Ena, se embarcaran
en el SS Cristdbal el viernes para
radicarse en Piano, Texas a media
hora de Dallas. Alli resident su hijo
Bob, que ejerce la abogacia, y cua-
tro nietos que aguardan sus atencio-
nes y carifios. Los Fisher tambi6n
estaran cerca de su otro hijo, David,
que es medico en Duncan, Okla-
homa y de la mama y el hermano de
Fisher en Oklahoma City.
John Fisher ingres6 en la Compa-
ihia de Canal en noviembre de 1953
como miembro del Personal de Sis-
temas de la Oficina del Contralor y
particip6 en las etapas finales de la
reorganizaci6n del sistema fiscal de
la operaci6n canalera. Entre sus pri-
meras reponsabilidades se cuentan
haber asistido en la evaluaci6n de
plant y demas bienes de la nueva
empresa y en el establecimiento de
un nuevo sistema de contabilidad
para la Compafiia y Gobierno. En
los 26 afios que estuvo con esta ofi-
cina, desempefi6 los cargos de asis-
tente al jefe de contabilidad; jefe del
Personal de Politica y Procedi-
miento de Contabilidad y auditor
general. Fue ascendido a Subdirec-
tor de la Oficina del Vicepresidente
de Finanzas a fines de 1977.
Fisher tom6 parte active en los
asuntos de la comunidad y, hasta su
jubilaci6n, fungi6 como contralor
de la Senda Unida. Tambien fue
miembro del Comit6 de Reparticio-
nes de la Senda Unida y fue miem-
bro de la Junta de Fiduciarios de la
Universidad de la Zona del Canal.
Su pasatiempos favorites duran-
te su estadia en el Istmo fueron la
caceria, la pesca y la fotografia, en
ese orden. Los cuentos de sus expe-
dici6n de caceria en el Canada es
leyenda. Fisher dice que se Ileva feli-
ces recuerdos de las pescas de merlin


y pez vela en Bahia de Pifias y los
mas caros recuerdos de los espl6ndi-
dos dias de verano en que cazaba
codorniz en la Provincia de He-
rrera.

hora de regresara casa, sus amigos y

Division de Incendios de la Zona
del Canal asumira la responsabi-
lidad de Servicio de Ambulancias
para Emergencias para las comuni-
dades de la Zona del Canal.
Aquellos que necesiten esa asis-
tencia de emergencia deberan lamar
al 119. Todas las ambulancias seran
conducidas por t6cnicos en emer-
gencias m6dicas quienes han recibido
adiestramiento especializado ofre-

Para John Fisher y su esposa,
Ena Salas de Col6n, no sera adi6s
sino hasta la-vista. Tienen proyec-
tado regresar de vez en cuando a
visitar a su hija, Tony Millard y a
sus tres nietos, a recrearse durante
los muchos veranos que les aguar-
dan y, claro-esta, disfrutar de la
caceria.

Examenes Gratuitos Para Programa de Ingles


Los examenes para calificar en el
program de Inglfs Intensivo de la
Universidad de la Zona del Canal el
pr6ximo semestre serAn impartidos

Aquellos que deseen participar en
este program deberan tomar uno

La Universidad ofrece tres niveles

Si piensa Ilevar su animal dom6s-

El Capitin Robert W. Haff, Jr.,
subjefe de la Divisi6n de Ope-

Robert F. Boyd, quien se jubil6.
Oriundo de Amityville, Long
Island, Nueva York, el Capitan
Haff se gradu6 en 1944 de la
Academia de Marina Mercante del
Estado de Nueva York ubicada en el
Fuerte Schuler, y sirvi6 primera-
mente con la National Bulk Car-
riers, con sede en Nueva York, en
buques cisterna como maestre, y
capitAn. Tambien prest6 servicio
como capitan de puerto de Nueva
York por dos afios y en 1959
comenz6 a trabajar en un anti-
guo buque cisterna una draga de
succi6n de propulsion propia,
en una operaci6n de dragado
hidraulico de tipo experimental

esposa Betty Jo, sus dos hijos e hija,
el Capitan Haff ingreso en la Com-


pafia del Canal de PanamA como
aprendiz de prActico y recibi6 su
licencia ilimitada como prActico del
Canal de PanamA en 1960. Fue
nombrado asistente del president
de la Junta de inspectors Locales
en febrero de 1977 y fungi6 en su
cargo hasta julio de 1977 cuando
fue nombrado subjefe de Opera-
ciones de Transito.
Los hijos del CapitAn Haffya han
crecido y trabajan y viven en los
Estados Unidos con la excepci6n
de Chris, de 9 afios, quien cursa
studios en la Escuela Primaria de
Balboa.
Devoto de aguas azules, cuando
tiene el tiempo, el CapitAn Haff
disfruta de la pesca, la navegaci6n,
la nataci6n y de vez en cuando una
partida de tenis.
Es miembro del Capitulo de
PanamA de la Liga Naval.
