High Schools and College Will Hold


Graduation Ceremonies Next Week


Cristobal and Balboa high schools
and the Canal Zone College will
hold their last graduation cer-
emonies under the auspices of the
Canal Zone Government next week.
The high schools' commencement
exercises will be held simultane-
ously, at 8 p:m. on Thursday,
May 31, at the Balboa Stadium and
the Fort Gulick Theater. Cer-
emonies for the Canal Zone Col-
lege's 45th graduating class will
begin at 8 p.m. on Friday, June I,
in the college auditorium.

Cristobal High School
Gov. H. R. Parfitt will present
diplomas to Cristobal High's largest
graduating class.
In addition to Governor Parfitt's
declaration of graduation and pre-
sentation of diplomas, the cer-
emonies will feature music by the
CHS Senior Band, and graduation
speeches by graduates Egberto
Willies and Jacqueline Sell.
Fhe 134 graduates in this 62d
graduating class invited Governor
Parfitt to participate in this year's
commencement exercises in ap-
preciation for the strong tradi-
tion of academic excellence estab-
lished and maintained through the
years in the Canal Zone schools.
Baccalaureate services sponsored
by the Atlantic Religious Workers
Association will be held Sunday.
May 27, at 2:30 p.m. in the Cris-
tobal High School auditorium.
Reverend Livingston Loman of the
Gatun-Margarita Union Church
will be the speaker.

Balboa High School
This year 410 seniors will receive
diplomas at Balboa High School's
66th commencement exercises.
Ninety-three of the graduating
seniors are honor graduates and
22 members of the class are com-
pleting the graduation requirements
in only three years.
The program will open with the
playing of the Processional, "From
These Halls," by the Balboa High
School band under the direction of
Bert Thompson. Air Force Chap-
lain Andrew O. Gwinn will give the
invocation.
Maureen Ferguson, Harry Con-
ley and Kenneth Pierce will speak
on the Senior Theme, "This Is the
Day," and William C. Hall, pres-
ident of the Class of 1979, will
deliver the President's Address.
Dr. W. Eugene Bondurant. prin-
cipal of the high school, will
present the class of 1979 to Robert
F. Dahlstrom, assistant superinten-
dent, Administration and Educa-
tion Personnel. Canal Zone Schools,
who will deliver the charge to the
graduates.
Diplomas will be presented by
Dahlstrom and Doris E. Etch-
berger who will represent the
Governor's Advisory Council on

Kindergarten Registration

Preregistration of kindergarten
students for the next school year is
being conducted at all elementary
schools. Children who will be five
years old by December 31 should be
registered at this time.
Each school can provide infor-
mation about the proper validation
procedures for each Government
agency.

Following the presentation of the
diplomas, Chaplain Gwinn will give
the benediction and the exercises
will close with the playing of the
Recessional, "Pomp and Circum-

Sunday, May 27. The Reverend
John V. Kennedy, C.M., St. Mary's
Church will be the guest speaker.

Future Status of Non-Profit Organizations


Outlined in Series of Community Meetings


Non-profit organizations that
were in existence in the Canal Zone
on March 7. 1977, six months prior
to the signing of the Panama Canal
Treaty, may continue to operate at
the same .locations under a pro-
visional recognition by the Pan-
amanian Government for a period
of 30 months from the date the


Treaty enters into force.
That was the opening statement
delivered to representatives of the
Canal Zone's 307 non-profit organ-
izations at meetings held on both
sides of the Isthmus last week to
brief them on the future status of
their organizations beginning Oc-
tober 1.
In addition, they were told that
October 1, 1979, will be considered
the date of employment, insofar as
Panamanian social benefits and
labor laws are concerned, for all
persons employed by non-profit
organizations before that date.
However, all rights in retirement
and other benefit programs which
employees have accumulated as of
September 30, 1979, will be
preserved.
Providing the representatives with
the latest information available and
answering questions were Executive
Secretary of the Canal Zone J. Pat-
rick Conley; Chairman of the Non-
Profit Organizations Subcommit-
tee Joseph J. Wood; the U.S. Erm-
bassy's Counselor for Panama
Canal Treaty Affairs Charles
Schmitz: and Legal Advisor for the
Government of Panama's Panama
Canal Authority Jose Maria Ca-
brera.
It was explained that decisions
affecting the future of the clubs,
lodges, churches and other organ-
izations are arrived at within three
forums: the Binational Working
Group subcommittees, such as the
Non-Profit Organizations Subcom-
mittee and the Land Use Licensing
Subcommittee: the U.S. military's
Joint Working Committee with Pan-
ama; and at the diplomatic level.
In many cases issues have been
clarified and agreed upon, but there
are some areas yet to be resolved.
Included in the number of issues


that'were resolved favorably to the
non-profit organizations was the
matter of taxation. In keeping with
Panamanian law, organizations will
not be taxed on the profit from
profit-making activities if records.
are kept to show that all profits are
being used for charitable purposes.
Neither will taxes be levied on
income used to cover operating
costs, such as wages and building
maintenance expenses, unless pro-
fits are generated which are not used
for charity.
Clubs which operate solely for
the benefit of members and not for
charitable purposes are taxable
under Panamanian law, but gen-
erally do not pay tax because they
do not produce a surplus of revenue
over expenses.
For those organizations in exis-
tence since March 7, 1977, agree-
ment has been reached that the
Government of Panama will recog-
nize rights of ownership to build-
ings and other improvements to.
property that are recognized by the
United States. The Non-Profit Or-
ganization Subcommittee is work-
ing with the organizations, about
half of which have permanent
structures in the Canal Zone, to
establish proof of ownership.
Beginning October 1, organiza-
tions with buildings or other im-
provements to property that are
located in housing or Canal oper-
ating areas (indicated in red and
pink, respectively, on Treaty maps)
may continue to use the land by
leasing it from Panama providing
the United States approves the
license in writing. These organiza-
tions will not. however, have the
option of buying the land they are
now located on.

Tryouts for Roles

Tryouts for the 1979 Canal Zone
United Way production of. The
King and I will be held at the
Balboa High School auditorium at
7:30 p.m., June 4 through 7.
.With the role of the King filled
by Adolfo Arias E., one of
Panama's leading actors, an exten-
sive search is underway for an
actress to portray Anna Leon-
owens, the "I" in the show's title.

Anna Leonowens did exist and
her meeting with the King of Siam
serves as the basis for Rodgers and
Hammerstein's popular musical.

The 1944 best-selling novel"Anna
and the King of Siam,"by Margaret
Landen, was based on her.diaries,
"The English Governess at the
Siamese Court" and "The Romance
of the Harem." The book was made
into a film starring Rex Harrison
and Irene Dunn.

The Broadway production of The
King and I was produced by
Richard Rodgers and Oscar Ham-
merstein 11 in 1951 with Yul
Bryner and Gertrude Lawrence in
the starring roles. The musical

in 'The King and I' To Begin June 4
rocketed Bryner to stardom, and including the number one wife,
he won an Oscar as best actor for Lady Thiang. It is she who sings
his portrayal of the King in the one of the show's most memorable
movie version. and stirring songs, "Something
The show calls for a cast of 60 Wonderful." There are parts for

females. Fifteen young boys and
girls are needed to portray the prin-
cesses and princes including the
crown prince, Chulalongkorn, and
a young, boy to play Anna's son,
Louis. Eight women are needed
to portray some of the King's wives


dancers to portray the royal dancers
who perform the dance interpreta-
tion of a Siamese version of Uncle
Tom's Cabin, and the starcrossed
lovers Tuptim and Lun Tha.
The production, directed by
Bruce Quinn, will open July 26.

Week Set Aside to Honor Service, Sacrifice, Patriotism of Vietnam Veterans


Gov. H. R. Parfitt has signed a
proclamation designating the week
May 28-June 3 as Vietnam Veterans
Week to call attention to the serv-
ices of Vietnam era veterans to the
Nation and to recognize their post-
service achievements and contribu-
tions to society.
The goal of Vietnam Veterans
Week is to ensure that the Nation
expresses its gratitude to the vet-
erans of the Vietnam conflict for
their service, sacrifice and pa-
triotism.
Local veterans organizations are
joining in the National observance
and have scheduled a number of
activities beginning with the Mem-
orial Day ceremonies.
The Department of the Canal
Zone, Veterans of Foreign Wars of
the United States, has dedicated its
annual convention to the Vietnam
veterans. The convention will be
held June 2-3 at VFW Post 100 in
Margarita. The VFW has dedicated
its annual convention booklet to
them and will honor the memory
of those who gave their lives at a
memorial service at 10 a.m., Sun-
day, June 3 at the Post.
The six VFW posts on the Isthmus
have scheduled the following addi-
tional activities during the week:
Each post will hold an open
house one night during the week
and open its doors to all Vietnam
veterans and their families;


A qualified service officer will be
available at Post 3835 Cocoli to
answer questions on Vietnam vet-
eran benefits;.
Each post will select one "Viet-
nam Veteran of the Year" and
make an appropriate presentation
to him;
Vietnam veteran recruiting booths
will be set up at various locations
on the Isthmus to sign up eligible
Vietnam veterans who would like to
join the VFW;
Each post will hold a dance for
Vietnam veterans featuring disco or
music of that era and there will be
dinners at the various posts to
honor the Vietnam veterans:
There also will be employment
seminars with local officials from
industry, labor, military and gov-
ernment discussing job and educa-
tion opportunities. Keyman for this
activity is S. Sgt. John G. Marcum.
The American Legion begins its
observance of Vietnam Veterans
Week with the Memorial Day
services at Corozal Cemetery in the
morning and the Service at Sea on
the Atlantic side in the afternoon.
American Legion Nathaniel J.
Owen Post No. 3, Gatun, and Elbert
S. Waid Post No. 2, France Field,
will hold open house during the
day for Vietnam veterans and their
guests and Legion officers will be
on hand to answer any questions by
Vietnam veterans.


Throughout the week, American
Legion posts will have officers on
duty to assist Vietnam veterans with
problems they may be experiencing
with their benefits. Panama Canal
Post No. I is accepting appoint-
ments for counseling of Vietnam
veterans. The telephone number to
call for an appointment is 52-5505.
Post No. 2 on the Atlantic side may
be reached by calling 89-4720, and
the number for Post No. 3 is
43-5200.

As a tribute to the veterans who
did not return from the War,
Panama Canal Post No. I will hold
a special memorial service at the
Balboa Heights Memorial Tablet at
5 p.m. on Wednesday, May 30.
A floral tribute will be placed at
the Tablet. The public is en-
couraged to attend the service.
On Sunday, June 3, the last day
of Vietnam Veterans Week, the
American Legion is asking all
religious organizations to remem-
ber the Vietnam veterans in their
prayers. A special service will be
held at the Albrook Chapel during
the regular Sunday morning Protes-
tant service at 10:15 a.m. Everyone
is invited to the service.
Veterans are asked to watch the
bulletin boards at the various
Legion clubs for the special events
scheduled during the observance of
Vietnam Veterans Week.

Summer Fun Lasts Longer When Parents Take Danger Out of Play Time


Once schoolbooks are closed
and the.end-of-the-year.parties are
over, children are going to have
more time on their hands.
With this year's school term
ending Thursday, parents and the
community are going to be respon-
sible for the safety of these children.

When children are not on the
roads riding bikes or skateboards,
chances are they will be spending
additional unsupervised time at
home.
Alerting children to the dangers
around them is necessary but,
Dr. Byron K. Efthimiadis, chief of
Pediatrics Service at Gorgas Hos-
pital, stresses that a program of
planned time with specific guide-
lines could avert unnecessary acci-
dents.
Efthimiadis noted that the nature
of accidents usually parallels the
age of the child.
Children age five and under are
more frequently victims of burns,
poison ingestion and drownings.
In the 6 to 12-year-old group,
skateboard and bicycle accidents
occur along with falls from trees,
encounters with poisonous plants,
and occasional snake bites.
Surging waters in open culverts
found throughout this area, a con-
stant danger during- the rainy
season, have claimed many young
lives because children were un-
supervised or not alert to the
danger.
Older children are subject to
motor scooter accidents, model
rocket burns and accidents in-
volving horses.
Efthimiadis' parental advisory is,
"Don't allow children under seven
to participate in unsupervised games;
teach older children the principles
of safety and how to get help."


With most accidents occurring in
the home it should be the duty of
every person to safeguard their
.homes against such accidents.
It is Efthimiadis' opinion that far
too little care is taken by the public
to keep poisons out of the reach of
children.
"Secure medicines and household
cleaners!" he warns, "Don't transfer
chemicals into containers used for
drinking. Sporadic deaths have


resulted when children recognizing
a soft drink bottle have consumed
the contents without realizing the
familiar liquid had been changed
for a toxic one."
If ingestion should occur, he
advises securing control of the
bottle or container with the poison
and contacting the poison control
center immediately. That bottle or
container may be the only link to
saving the child's life.


Upon instruction from the center,
all attempts should be made to
remove the poison from the child's
system as soon as possible, unless,
the child has positively ingested
corrosive acid (usually found in
domestic cleaners), is convulsing or
is unconscious. Corrosive poisons
are those which directly destroy the
tissues they come in contact with.

charcoal can be purchased at most
local pharmacies so it is available
if the poison center instructs its
use. The syrup induces vomiting
and the activated charcoal which
is administered after the child
vomits absorbs any remaining
poison. The child should still be
taken to the hospital.
Because most children like candy
and are attracted to color, Efthimia-
dis said special attention should be
given to all pills including those
vitamins containing iron, a sub-
stance which has been proven harm-
ful to children.
Choking is another common
happening at home. "Don't give
children under five peanuts, hard
candy, chewing gum or ice because
they may. while playing, acciden-
tally inhale the object instead of
swallowing." he said.
"Learning how to use the ab-
dominal thrust maneuver or "bear
hug" is a must for everyone," he
said. "Never slap the choking
person on the back because the
object may lodge itself deeper."
Bathtub drowning and scaldings,
other commonly occurring acci-
dents, could be avoided by never
leaving young children unsuper-
vised.
Working parents might rest easier
this summer if they enroll their
children in one of the many pro-
grams being offered. This summer's
play shelter supervised program,
sponsored by the Division of
Schools, is scheduled to begin
June 18 and run through August 10.
Other programs will be made
available by the youth centers, the
USO-.I and the YMCAs.

tivities so that parents and kids can
put their heads together to plan a
fun-but-safe vacation.

Balboa High Awards Assembly

names of outstanding Balboa High
School students who were recog-
nized at the annual awards day
ceremonies.
The list continues today with
Nicholas I.amis who received an
ROTC scholarship in memory of
J. B. Moore, a young man who lost
his life at Fort Clayton last year.
The Bruce Wood Outstanding
Lineman Award was presented to
Kenneth Morris, the outstanding
lineman on this year's football team,
in memory of Bruce Wood. BHS
junior, whose life was cut short by
a tragic accident at Howard Air
Force Base on December 15, 1969.
Armond Benson was chosen as
recipient of the R. B. Matthews
award which is presented to the out-
standing sophomore football player
each year. This trophy is in memory
of R. B. Matthews, a member of the
Balboa High School sophomore
class and football squad who died
on September 10, 1970.
The Bill Gibson Memorial award
is given to the athlete who best
represents good sportsmanship. The
award is given in honor of Bill
Gibson. former BHS. coach who
was born in the Canal Zone and
died here on December 16, 1976.
This year's recipient was David
Caudle.
Various community service or-
ganizations and clubs presented
scholarships and awards. A..lane
Cox was awarded the Quarry
Heights Officers Wives Club schol-
arship; alternate for this award was
Jeff Burback.


The Isthmian College Club Scholar-
ship Committee selected Robert
Walters and Theresa Ramirez as
winners of its scholarship awards.
The Balboa Lions Club chose
Ray Saffold as the winner of its
award.
Catherine Ciepiela received the
Arline Raymond Theatre Guild
scholarship award.
The American Legion presented
a scholarship to James Stachowiak
to be used in a trade or technical
school. Maria Martinez was given
a scholarship award to be used at
the Canal Zone College. These
scholarships were awarded on the
basis of citizenship, motivation, and
character.
Mark Boguslawski, Maureen Fer-
-guson. Beth Brindley and Arlene
Gallegos were recipients of the
Albrook/ Howard NCO Wives Club
awards.
The U.S. Army Thrift Shop
women presented their awards to
Joseph Garcia and Janice Williams.
Student association officers for
the next school year were in-
troduced to the audience. They
are Linda Brindley, president; Helen
Hurst. vice president; and Debbie
Scarborough, Francesca D'Ansel-
mo. Carla Ormsbee-and Sandra
Fulton, secretaries.

The Government of Panama will
also establish a special office and
expeditious procedure for the
issuance of alien resident documen-
tation to employees of non-profit
organizations who will require it.
Panama will explore the possibility
of further reducing the cost of the
regularization of status procedure.

During the transition, non-profit
organizations will not be required to
comply with the "proportionality"
provisions of Panamanian law
(requiring a fixed proportion of
Panamanian employees or man-
agers) or possibly with other areas
of the law in which time may be
necessary to comply.

While Panamanian law does not
provide general exemptions from
import duty for non-profit organ-
izations, specific item's such as
educational and scientific materials
may continue to be imported
without duty by Canal Zone non-
profit groups. Furthermore, the
Government of Panama has under
consideration several approaches
for. providing broader import duty
exemptions, such as permission for
some of the organizations to have
access to United States military post
exchange and commissary facilities.


You Can Help the Police To Protect


Your Home While You're on Vacation


The Canal Zone Police Division
will piut its vacation quarters plan
into action again this year so that
Canal Zone residents can go on
leave knowing that their homes
will be protected.
Before leaving the Isthmus, em-
ployees should call the police
station nearest their home and
request the protection service which
includes periodic checks of houses
during daylight and nighttime hours.
The police will need to know your
name and address: the date of your
departure and return: the name,
telephone number and house num-
ber of a friend who has volun-
teered to be responsible for your
house and who will have a key; the
names of anyone else authorized
access to the house, for example.
a maid, relatives or neighbors; and
whether an automatic timer will be
used.
To help the plan work even
better, the police suggest that you
take steps to make your house
look lived in. For example, cancel
subscriptions to newspapers and
other delivery-type services to pre-
vent accumulations which advertise
your absence.
You should tell neighbors you
will be away and ask them to keep

be set to turn on low watt lights

No non-profit organization now
operating in the Canal Zone will be
required to consolidate with similar
organizations in Panama after
October 1.
An issue still to be resolved con-
.cerns the rate non-profit organiza-
tions will be charged for utilities.
Throughout the series of meet-
ings last week it was emphasized that
the Government of Panama has ex-
pressed a sincere desire to make the
transition of the non-profit organ-
izations into the mainstream of
Panamanian life as smooth as
possible.

The Non-Profit Organization
Subcommittee and the Panama
Canal Authority's Information and
Public Relations Department are
assisting in that effort by providing
information and answering ques-
tions.
In addition, the Government of
Panama has indicated that it will
give due consideration to any
petition or representation from
non-profit organizations that its
policies are insufficient to allow
continuation of their activities.


IEEE Offers Course

On Low Voltage Fuses
The Panama Section of the Insti-
tute of Electrital and Electronics
Engineers (IEEE) will offer a course
on "The Characteristics and Appli-
cations of low Voltage Fuses." to
be presented by David McNulty,
regional director of the Bussman
Manufacturing Division of the
McGraw-Edison Co.
The course will be given in
English on May 30 from 8:30 a.m.
to 5 p.m.. with a one-hour inter-
mission for lunch, at the Salon
Washington of the Panama Hotel.

Se explic6 que las decisions que
afectan el future de los clubes, lo-
gias, iglesias y otras organizaciones
son tomadas dentro de tres foros;
las subcomisiones del Grupo Bina-
cional de Trabajo, como la Subco-
misi6n de Organizaciones No Lu-
crativas y la Subcomisi6n de
Licencias de Uso de Tierras; la Co-
misi6n Conjunta de Trabajo de las
Fuerzas Armadas de EE.UU. con
Panama; y al nivel diplomatico. En


muchos casos, ciertos problems
han sido aclarados y convenidos,
pero todavia hay algunos por
resolver.
Entre los asuntos que fueron re-
sueltos favorablemente para las
organizaciones no lucrativas esta el
de los impuestos. De acuerdo con la
ley de Panama, las organizaciones
no tendrAn que pagar impuestos
sobre las utilidades que perciban a
trav6s de actividades cuyo objeto es
recopilar fondos siempre y cuando
haya constancia de que las utilida-
des se estan usando, para fines cari-
tativos. Tampoco se impondra gra-
vamen sobre los ingresos que sean
usados para cubrir los gastos de
operaci6n, tales como salaries y
gastos de mantenimiento al edificio,
a menos que produzcan utilidades,
que no son usadas para obras de
caridad.
Los clubes que funcionan sola-
mente para beneficio de sus miem-
bros y no para prop6sitos caritati-
vos son gravables bajo la ley de
Panama, pero generalmente no
pagan impuesto debido a que no
produce un sobrante de ingresos
despues de cubrir gastos.
Para aquellas organizaciones en
existencia desde el 7 de marzo de
1977, se ha legado a un acuerdo
que el Gobierno de Panama recono-
cerA los derechos de propiedad de
edificios y otras mejoras a la pro-
piedad que son reconocidas por los
Estados Unidos. La Subcomisi6n
de Organizaciones No Lucrativas
esta trabajando con las organizacio-
nes, aproximadamente la mitad de
los cuales tienen estructuras perma-
nentes en la Zona del Canal, a fin de
establecer prueba de propiedad.
A partir del 1I de octubre, las or-
ganizaciones que cuenten con edifi-
cios u otras instalaciones ubicadas
en Areas de viviendas ode operaci6n
del Canal (indicados en rojo v rosa-

La selecci6n del elenco para la
producci6n musical El Rey y Yo de
la Senda Unida 1979 de la Zona del
Canal sera hecha en el auditorio de
la Escuela Secundaria de Balboa
a las 7:30 p.m. del 4 al 7 de.junio.
Adolfo Arias E., conociad actor
panamefo, desempefiard el papel
del Rey, y est n buscando unaactriz
para representar a Anna Leono-
wens, la "Yo" en el titulo de la obra
musical.
Anna Leonowens si existi6 y su
encuentro con el Rey de Siam sirve
de tema a la popular obra musical
de Rodgers y Hammerstein.
Anna era mis bien una historia-
dora extravagant. Sus diaries,
"La Institutriz Inglesa en la Corte
Siamesa" (The English Governess
at the Siamese Court)y"El Roman-
ce del Hardn"(The Romance of the
Harem) sirvi6 como tema en 1944
para la novela que es un 6xitQ de
libreria, "Anna y el Rey de Siam",
por Margaret Landen. El libro fue
Ilevado a la pantalla con la actua-

El Gobernador H. R. Parfitt pone su firma en la proclama, que design
la semana del 28 de mayo al 3 de junio como la Semana de los Veteranos
de Vietnam en la Zona del Canal. Estuvieron presents para la firma de
la proclama, de izquierda a derecha, George Snyder, Comandante del
Puesto N� 1 y William Uhde, ayudante del departamento de la Legi6n
Americana, y James Strizak, vicecomandante departmental de los
Veteranos de Guerras Extranjeras. En la proclama el Gobernador pide
la cooperaci6n de sus conciudadanos y compaiieros veterans para
rendir tribute a los veterans de Vietnam por su patriotisnlo y sus
contribuciones a sus comunidades hoy dia.


El Verano es Mds Divertido si los Padres Toman Medidas de Seguridad


Cuando los libros escolares sean
cerrados y las fiestas escolares de
fin de afio hayan terminado, los ni-
fios tendrAn mas tiempo libre y nada
que hacer.
Al finalizar el afio lectivo el jue-
ves, los padres y la comunidad seran
responsables por la seguridad de
estos nifos.
Cuando los nifios no est6n en las
calls montando sus bicicletas y
patinetas, lo mis probable es que
pasaran mis tiempo en su casa sin
supervision.
Es muy necesario advertir a los
nifios sobre los peligros que existen
a su alrededor, dice el Dr. Byron K.
Efthimiadis, jefe del Servicio de Pe-
diatria del Hospital Gorgas, pero
recalca que un program bien orga-
nizado con pautas especificas puede
impedir accidents innecesarios.
Efthimiadis hizo la observaci6n
de que en su naturaleza los acciden-
tes usualmente corren paralelos a
la edad del nifio.
Nifios de cinco afios de edad o
menos son con mas frecuencia vic-
timas de quemaduras, de ingesti6n
de veneno y de perecer ahogados:
En el grupo de 6 a 12 afios de edad,
los accidents de patinetas y de
bicicletas ocurren junto con caidas
de arboles, contact con plants
venenosas y a veces picadas de
culebras.
El rapido flujo de las aguas por
las alcantarillas abiertas que se en-
cuentran en toda esta area, lo cual
es un peligro constant durante la
estaci6n lluviosa, ha reclamado mu-
chas vidasj6venes debido a que los
nifios carecian de supervision o no
fueron advertidos del peligro.
Los nifos mayores son victims
de accidents de motonetas, de que-
maduras de models de proyectiles
y de accidents de equitaci6n.
El consejo de Efthimiadis a los
padres es, "No permit que los
nifios menores de siete afios de edad
participen en juegos no supervisa-
dos; ensefie a los niios mayores los


principios de seguridad y c6mo
obtener ayuda".
Como la mayoria de los acciden-
tes ocurre en el hogar, es el deber de
cada persona proteger su hogar
contra tales accidents.
La opinion de Efthimiadis es que
el piblico no le da suficiente im-
portancia a mantener las substan-
cias venenosas fuera del alcance de
los nifios.

La semana pasada el SnI'.I.WAY
public los nombres de los estu-
diantes sobresalientes de la Escuela
Secundaria de Balboa que fueron
honrados durante la ceremonia
annual de entrega de premios.
Hoy continuamos la lista con
Nicholas Lamis, quien recibi6 una
beca del Cuerpo de Preparaci6n de
Oficiales de Reserva en memorial de
J. B. Moore, un joven que perdi6
su vida en Clayton el afio pasado.
El Premio Bruce Wood de
Delantero Sobresaliente fue otor-
gado a Kenneth Morris el delantero
sobresaliente del equipo de f6tbol
de este ao. ,en memorial de Bruce
Wood, estudiante del penultimo
afio de la Escuela Secundaria de
Balboa cuya vida fue truncada por
un accident trigico en la Base
Howard de la Fuerza A6rea el 15 de
diciembre de 1969.
Armond Benson fue seleccionado
como el recipient del premio R. B.
Matthews que es otorgado anual-
mente al jugador de flitbol sobre-
saliente del 100 grado. Este trofeo
es en memorial de R. B. Matthews,
estudiante del 100 grado de la Es-
cuela Secundaria de Balboa y
miembro del equipo de fitbol,
quien muri6 el 10 de septiembre
de 1970.
El Premio Conmemorativo Bill
Gibson es otorgado al atleta que
mejor represent el espiritu depor-
tivo. El premio honra la memorial de
Bill Gibson, antiguo entrenador de
la Escuela Secundaria de Balboa
oriundo de la Zona del Canal, quien
muri6 aqui el 16 de diciembre de
1976. El recipient de este afio fue
David Caudle.
Varias organizaciones de servi-
cios comunales y clubes otorga-
ron becas y premios. A la joven
A. Jane Cox le fue otorgada la beca


del Club de Esposas de Oficiales
de Quarry Heights; el suplente
para este premio fue Jeff Burback.
El Comite de Becas del Club
Isthmian College seleccion6 a Ro-
bert Walters y a, Theresa Ramirez
como los ganadores de sus becas.
El Club de Leones de Balboa se-
leccion6 a Ray Saffold como el
ganador de su premio.
Catherine Ciepiela recibi6 la beca
del Theatre Guild Arline Raymond.
La Legi6n Americana otorg6 una
beca a James Stachowiak para ser
usada en una escuela de artes y ofi-
cio o tgcnica. A Maria Martinez le
fue otorgada una beca para estu-
diar en la Universidad de la Zona
del Canal. Estas becas fueron otor-
gadas basadas en ciudadania, moti-
vaci6n y caracter.
Mark Boguslawski, Maureen Fer-
guson. Beth Brindley y Arlene Ga-
Ilegos fueron los recipients de
los premios del Club de Esposas de
Clases de Albrook y Howard.
El Almac6n de Ventas de Ar-
ticulos Usados del Ejercito de los
Estados Unidos otorg6 sus premios
a Joseph Garcia y a Janice
Williams.
La directive de la asociaci6n de
estudiantes para el pr6ximo aiio
lectivo fue presentada al auditorio.
Son ellas Linda Brindley, presiden-
ta; Helen Hurst, vicepresidenta; y

Las organizaciones cuyas instala-
clones estan ubicadas en Areas que

serin transferidas a Panama (indi-
cadas en blanco en los mapas del
Tratado) podran continuar usando
el terreno mediante arrendamiento
con Panama. Estas organizaciones
tendrAn primera opci6n de comprar
el terreno sobre el cual estin ubica-
dos a un costo nominal como se
p acostumbra en PanamA, siempre y
cuando el Gobierno de Panama
decide venderlo.


En todo caso, PanamA ha conve-
nido mantener el costo de las licen-
cias de uso de tierras para las orga-
nizaciones no lucrativas en su nivel
actual.
Si despues del period de transi-
ci6n de 30 meses se require que una
organizaci6n desocupe la propie-
dad o descontinie sus actividades
porque Panama desea usar el terre-
no para un fin public, tal como un
parque o edificio gubernamental, el
Gobierno de Panama compensara a
la organizaci6n a precio just y
equitativo.
Al transferirse la jurisdicci6n de
la Zona del Canal a Panama el l de
octubre, las organizaciones no lu-

crativas tendrAn que establecer su
condici6n legal a fin de continuar
funcionando. Panama ha decidido
dejar a un lado el complejo y cos-
toso procedimiento que normal-
mente se sigue y otorgar reconoci-
miento juridico provisional a las
organizaciones por un period de
30 meses.

El Gobierno de Panama tambien
establecera una oficina especial y
el procedimiento expedite para la
emisi6n de documents de residen-
cia de extranjero a los empleados de
las organizaciones no lucrativas que
los requieran. Panama estudiara la
posibilidad de reducir el costo de la
regularizaci6n del procedimiento.

Durante la transici6n, las organi-
zaciones no lucrativas no tendrAn
que cumplir con la "proporcionali-
dad" conforme a lo estipulado en
la ley de PanamA (que require un
porcentaje fijo de empleados o ad-
ministradores panamehios) o posi-
blemente con otras leyes para cuyo
cumplimiento se requiera tiempo de
"preparaci6n.

Mientras la ley de Panama no
ofrece exenci6n general al impuesto
de importaci6n para las organiza-
ciones no lucrativas, 6stas, en la
Zona del Canal, podrAn importar,
libre de impuesto, articulos especi-
ficos tales como materials de ins-
trucci6n y cientificos. Ademis, el
Gobierno de Panama esta conside-

rando varias propuestas para am-
pliar el concept de exenci6n al
impuesto de importaci6n, como por
ejemplo dar permiso a algunas
organizaciones para que tengan
acceso a las tiendas y comisariatos
militares de los Estados Unidos.
Ninguna organizaci6n no lucra-
tiva que actualmente funciona en la
Zona del Canal sera obligada a inte-
grarse a organizaciones similares en
Panama despu6s del 10 de octubre.
U n punto que a6n no se ha resuel-
to concierne la tarifa que las organi-
zaciones no lucrativas tendran que
pagar por los servicios p6blicos.

Durante la series de reuniones ce-
lebradas la semana pasada, se recal-
c6 que el Gobierno de Panama ha
manifestado un deseo sincere que la
transici6n de las organizaciones no
lucrativas a la vida p6blica de
Panama sea efectuada sin tropiezos.
La Subcomisi6n de Organizacio-
nes No Lucrativas y el Departamen-
to de Informaci6n y Relaciones Pi-
blicas de la Autoridad del Canal de
Panama estan cooperando en ese
esfuerzo proporcionando informa-
ci6n y contestando preguntas.
Ademas, el Gobierno de Panama
ha indicado que dara just conside-
raci6n a cualquier petici6n o repre-
sentaci6n de las organizaciones no
lucrativas que indique que las
normas panamefas no les permiten
continuar sus actividades en la
forma acostumbrada.

Su Hogar Durante sus Vacaciones Sobre Fusibles


La Division de Policia de la Zona
del Canal pondra en acci6n su plan
para residencias en period de vaca-
clones de nuevo este afo de modo
que los residents de la Zona del
Canal puedan ausentarse sabiendo
que sus hogares estaran protegidos.
Antes de salir del Istmo, los em-
pleados deben comunicarse con la
estaci6n de policia mas cercana a
sus hogares y solicitar el servicio de
protecci6n el cual incluye visits
peri6dicas a sus casas de dia y de
noche.
La policia necesita saber su nom-
bre y direcci6n: las fechas de salida
y de regreso; el nombre. nmimero
telef6nico y diredci6n de un amigo
que se haya ofrecido voluntaria-
mente para hacerse cargo de su casa
y quien tendra una Have; los nom-
bres de cualesquiera otras personas
autorizadas para entrar a su casa,
tales como una sirvienta, parientes
o vecinos: y si se piensa usar un apa-
rato cronometrador.
Para que el program funcione
ain mejor, la policia sugiere que
usted haga lo possible por hacer ver
que hay alguien en su casa. Por
ejemplo, canceled sus subscripciones
a peri6dicos y cualquier otro servi-
cio de entrega de products para
evitar la acumulaci6n que obv,ia-
mente delataria su ausencia.

Durante la ceremonia de gradua-
ci6n de la Universidad de la Zona
del Canal, los himnos de apertura y

El Reverendo Alfred White, pas-
tor de la Iglesia de Cristo en Cris-
t6bal impartira la invocaci6n y
William Daknis Jr.. tesorero del
Senado Estudiantil presentara el
discurso de bienvenida en nombre
de la Clase de 1979.
El Ingeniero Demetrio Basilio
Lakas, expresidente de la Rep6blica
de Panama y graduado de la Uni-
versidad de la Zona del Canal, sera
el orador en la ceremonia de
graduaci6n.
El Dr. Glen E. Murphy, rector de


la universidad, presentara los pre-
mios a los graduados sobresalientes
y los titulos seran conferidos por
Ronald L. Seeley, president de la
junta de la universidad.
Edna O'Marr pronunciara el dis-
curso de despedida de fin de curso,
y el Reverendo Milton A. Cookson,

ci6n. el capitulo local de Phi Theta
