Panamanian Officials Tell Railroad Men


Changeover Will Not Affect Job Benefits


MUMMENSCHANZ, the Swiss Mime-Masque Theatre Company, will
perform at the Balboa High School Auditorium on May 25 and 26.
Called "brilliant, hilarious and profound" by New York City critics, the
group has appeared on the Johnny Carson show and Sesame Street and
has performed on television in Canada and major capitals of the world.
Performances will be Friday and Saturday at 8 p.m. and Saturday at
2:30 p.m. Tickets can be purchased at the BHS auditorium box office
from 2 to 5 p.m., weekdays, and from 10 a.m. to 4 p.m. on Saturdays.
The cost is $6 with a reduced price of S3 for children under 12 at the
Saturday matinee. Mummenschanz' local performances are being
sponsored by the C.I.N. Swimming Club.


Panama Canal Railroad em-
ployees were assured this week that
the Panamanian Government will
not displace them when control of
the operation is transferred Oc-
tober 1.
Eduardo Shafer Ramirez, direc-
tor of Ports, 'Railroad and Marine
Bunkering for the Panamanian
Government, emphasized the fact
that experience cannot be bought,
and it will be needed to train new
employees, and for future railroad
expansion plans.
Speaking to employees at the
PRR shop in Balboa, Shafer
stressed there will few changes as
a result of the changeover. Wage,
classification and leave qualifica-
tions will all remain the same.
A minor exception is the 13th-
month benefit which is planned
for those employees who stay with
the Railroad.

Outstanding Students Recognized on BHS Awards Day


specialist on Panamanian President
Aristides Royo's advisory staff,
said his government, which wants a
smooth transition, is planning to
issue a sample payroll check during
the two pay periods in September
to those employees who are going to
transfer with the Panama Railroad.
Amado hopes this procedure will
allow employees to double cieck
their wages and deductions before
the Panamanian Government begins
paying them in October.
Shafer informed all employees
eligible to retire before the change-
over, that they will be offered a job
by Panama if they choose to con-
tinue working after October 1.
Those employees currently in a
temporary position with the Rail-
road. Division were assured they
would be continued in a permanent
capacity with the Panamanian
Government to maintain continuity
and efficiency on the Railroad.
Amado noted the RIF's to be
issued by Panama Canal Company
won't necessarily mean an employee
is out of work. The Panamanian


Government is planning to offer
affected employees a position when
their RIF notice is received. The
additional 13th-month benefit will
be their bonus, Amado added.
There will be a program estab-
lished for those employees disabled
while on the job; and the current
incentive program is being copied
so it can be incorporated, he said.
Provisions for retirement after
October 1, also are being estab-
lished. The plan would encourage
employees to transfer their U.S.
Civil Service retirement funds into
the Social Security program cur-
rently in effect in Panama.
Other points touched on dealt
with unions and third country
nationals. According to Amado, the
laws in Panama give employees the
right to unionize provided they.
meet the established requirement:
a minimum of 50. members, 75
percent of the membership is
Panamanian and all directors are
Panamanians.

Outstanding students in all areas
of school life were honored at the
38th annual Awards Assembly held
May 9 at the Balboa Theater.

The assembly was dedicated to
Shirley Haselden, who until re-
cently was a French teacher at
Balboa High School. Haselden
entered the service of Balboa High
School on September 3, 1958. In
her long career at Balboa she
taught both English and French,
and was the sponsor of the
French Club and the French
Honor Society. She plans to make
her future home in Orlando,
Florida.
Catherine Ciepiela received a
standing ovation when Dr. W. Bon-
durant, principal, announced that
she is a finalist for the Presidential
Scholarship Award. Ciepiela is one
of 121 finalist chosen from 3,000,000
candidates for this honor. She has
received all "A's" in her high
school career. Along with Mark
Farmer and Kenneth B. Pierce,
Ciepiela is also a finalist in the
National Merit Scholarship com-
petition.
Another senior recognized for
high academic standing was Sophia
Tseng, student body president who
has maintained a 4.0 or "A" average
during her four years of high
school.
Juniors receiving an award for
earning all "A's" were Linda
Brindley, Michele Gardill, Susan
Hecht, Oliver Kramer and Carla
Ormsbee. Sophomores were Valerie
Kwai-Ben, Santiago Mellado and
Carmen Wong.
Announcement of military ap-
pointments and scholarships in-
dicated Balboa High School is
again well represented. Receiving
ROTC scholarships and an ap-
pointment to the U.S. Military
Academy were Henry Schumacher,
Jose Robles and Jon Call. Jose
Garcia was awarded an ROTC


scholarship and an appointment
to the U.S. Military Academy
Preparatory School. Charles Gar-
cia, received an appointment to the
U.S. Military Academy and the
U.S. Air Force Academy.
William C. Hall received a Naval
Academy appointment.
Three students received an alter-
nate appointment to the Merchant
Marine Academy. They were Phil
Custer; Hall and William Barrere.
Other students qualified for ap-
pointment to the Air Force Acad-
emy, but at present there are no
vacancies. The students who qual-
ified are Harry Conley, Jose Ro-
bles. Jon Call, Hall and Karen
Beldus.
The Panama Council of Navy


In 1868, Gen. John A. Logan,
commander-in-chief of the Grand
Army of the Republic, issued an
order designating a day in May as
one in which the graves of soldiers
would be decorated. Memorial
Day, as the holiday was named, was
originally devoted to honoring the
memory of some 160,000 who died
in the Civil War, but is now
dedicated to the memory of all war
dead.
This year, Memorial Day will be
observed on Monday, May 28, with
the traditional program. Pacific
side services get underway at 7:45
a.m. when the Girl Scouts will place
a wreath at the Balboa Heights
Memorial Tablet. Following will be
the 8 a.m. decoration of the Vet-
erans' graves at Corozal Cemetery
by the Boy Scouts.
Other morning activities include
an 8:15 service at the Paraiso
Memorial Plaque by the Paraiso
Mutual Aid Club and Veterans'
organizations.
Floral tributes will be placed at

Ferris for his contribution to the
Sea Scout Program.
The American Legion Spanish
Award was receivedby Paul Rudes-
heim.
The award for the most mo-
tivated and outstanding student in
the Ecology Club was won by
Michele S. Burdge. She also received
the Bausch & Lomb Honorary
Science Award which recognized
academic excellence in the study
of the sciences.
Runnersup for the science award
were Sophia Tseng, Kenneth Price,
Henry Schumacher, Jacquelin R.
Gregory and Kelly W. Perkins.

Lincoln's Gettysburg Address.
If it rains, the ceremony will be
conducted in the Corozal Chapel
starting at 9:15.
Memorial Day starts the official
observance of Vietnam Veterans
Week. Special guest speaker for
Monday's program will be John A.
Banasick, a science instructor at
Balboa High School.

Billy D. Receives ROA Man of the Year Award


William L. De La Mater, Pro-
tocol Officer and Aide to the
Governor-Civic Council Staff Of-
ficer, was the recipient of the 1979
"Man of the Year" award presented
last Friday by the Canal Zone
Department Reserve Officers Asso-
ciation of the United States of
America.
The presentation was made by
Col. Charles R. Clark (Ret.), a'
previous recipient of the "Man of
the Year" award, who served as
master of ceremonies at the award
dinner held at the Fort Amador
Officers' Open Mess.
The award was for his outstand-
ing, exceptional and tireless efforts
on behalf of the national defense of


his country, the support of the
youth of the Canal Zone and
Panama, and his promotion of
good international relations.
Maj. Gen. Robert B. Tanguy,
USAF Deputy Commander. USAF
Southern Air Division, was the
main speaker at the event attended
by Panama Canal officials, Canal
Zone military commanders and
members of the Canal Zone Depart-
ment of the Reserve Officers Asso-
ciation.
De La Mater was born in Colon,
Republic of Panama, and attended
schools in North Carolina, Ala-
bama and the Canal Zone, and was
graduated from Balboa High School

Holiday Schedule
The Balboa and Margarita cafe-
terias will be open their regular
24-hour schedules on Memorial
Day, Monday, May 28.
The Ancon Drive Inn will be in
operation from 3:30 to 11 p.m.
Three gas stations will be open on
a reduced holiday schedule: La
Boca from 6:30 a.m. to f p.m.,
Gamboa from 8 a.m. to 12 noon,
and Margarita from 6:30 a.m. to
12 noon.
The Balboa Bowling Center will
be closed but the Margarita Bowl-
ing Center will be open from 3:30 to
11:30 p.m. to accommodate pre-
scheduled bowling league commit-
ments.
Theaters will operate in accord-
ance with announced movie schedules.
All retail stores, optical shops,
and the Ancon Laundry will be
closed.

Art Show Opens Monday

Canal Zone artists Kathy Engle
and Carol Musick will open an ex-
hibit Monday at the Fort Amador
Officer's Club.
The exhibit will include scenes of
Panama and the Canal Zone which
reflect the artists' individual and
contrasting uses of color.
The public is invited to view the
exhibit during regular club hours.


Fret With Purpose


People worry too much!
They fret about things they really can't do much about. If only they
would spend the same time and effort concerning themselves with things
they can do something about.
Wouldn't it be a good idea, then, to...
* fret less about the future and more about preparing for it!
* fret less about your personal problems and more about learning
how to contain them and how to solve them!
* fret less about keeping your prized possessions in good shape and
more about annual checkups and keeping you in good shape!
* fret less about catastrophic diseases like cancer and heart attacks
and more about eating sensibly, exercising daily, and reducing or
eliminating smoking! .
* fret less about being liked and admired and more about
helping others!
In brief, stop worrying about things over which you have little or no
control. If you must fret, fret with purpose!

with access to personnel information are more aware of t
responsibility to safeguard it.


Nearly everyone has heard of the
Privacy Act, but do you know as
much as you should about your
rights under the Act? If the Privacy
Act is something of a mystery to
you, read on, and file this article for
future reference.
The underlying purpose of the
Privacy Act of 1974 is to provide
safeguards for an individual against
an invasion of personal privacy. It
gives individuals more control over
S what information about them is col-
lected by the Federal Government
and how that information is used.
The Act is also intended to help in-
dividuals obtain or amend informa-
tion about themselves that is con-
tained in any system of records
maintained by a Federal agency
(such as the Panama Canal Com-
pany, the Canal Zone Government,
and, in the future, the Panama
Canal Commission).

What Kinds of Records

Who Has Rights Under'
S' the Act?

The Act defines an "individual"
covered by the Act as "a citizen of
the United States or an alien law-
fully admitted for permanent res-
idence." By definition, therefore,
most non-U.S.-citizen employees of
the Canal agencies do not have
rights under the Act. When the Act
took effect in September 1975,
however, the Company-Govern-
ment administratively extended some
provisions of the Act to cover their
non-U.S.-citizen employees in matters
connected with their employment.

How 'Can I See or Get Copies
of My Records?

* Apply in person or in writing
to the "system manager" (the
official responsible for the system of
records concerned) or to the agency
. records officer (chief, Administra-
. tive Services Division).
* Give as much information as
you can about the records) you are
seeking. Generally, the more spe-
cific the request, the faster you can
expect a response.
* Adequately identify yourself.
If your make your request in per-
son, you may be asked to show your
employee identification card, driver's
license, or other photo identifica-
tion card. If you make your request

formation that will help to verify

ture, employee identification num-


ber, date and place of birth). You
may be asked to provide the cer-
tificate of a notary public or other
official authorized to administer
oaths.
* If you make a written request,
mark it on the envelope and in the
text with the words "Privacy Act
Request." For a request that does
not require a long explanation, you
may want to use a "Privacy Act In-
formation Request" form (Form
365), a Storehouse-stocked form
that is available in many offices.
A word of warning: Anyone
who "knowingly and willfully"
requests or receives access to a
record about an individual "under
false pretenses" is subject to crim-
inal penalties. This means that a
person can be prosecuted for
deliberately attempting to obtain
someone else's record.
You can examine your records in
person or have copies of them
mailed to you, whichever you
prefer. If you request and receive
copies of records about you, you
will be charged a copying fee of
7 cents a page. If you view the
records in person, you are entitled
to 'take someone along with you.
If you do this. you will be asked to
sign a statement authorizing the
agency to 'disclose and discuss the
record in the other person's presence.
Special procedures apply to the
release of medical records. Under
certain conditions, the agency may
not give your medical records to
you directly. but may ,instead. pro,-
vide them to a licensed medical
practitioner, of your choice, who is
willing to review the records and
discuss their contents with you.
You should be aware that the
agency does not have to grant you
access to systems containing'cer-
tain types of "exempt" reqprds (lHrr
example, classified material,,or in-
vestigatory material compiled for
law enforcement purposes). If your
request involves records in any of
these "exempt" systems, it may be
denied or partially denied.
If the "system manager" (the
official responsible for the records)
denies or partially denies your
request, you may request the agency
records officer (chief. Administra-
tive Services Division) to review
that initial decision. A determina-
tion made by the agency records
officer on a request for access to
records is a final agency decision;
there is no intra-agency appeal from
his decision.

How Can I Get My Record
Corrected?

If, after reviewing your record,
you wish to amend it (by correcting,
deleting, or adding information),
you should:
* Write to the Agency Records
Officer, Box M, Balboa Heights,
Canal Zone.
* Mark the envelope and the
letter with the words "Privacy Act
Request for Amending Records."
* Identify the record or por-
tion of the record concerned; ex-
plain -the correction you want to
make and why it should be made;
and give any other information
that may be necessary or helpful for
proper processing of the request.


(Remember, the criteria are ac-
curacy, completeness, relevance,
and timeliness.)
If the agency records officer
denies or partially denies your
request for amendment, you may
appeal his decision by writing to the
lieutenant governor. Mark the
envelope and the letter "Privacy
Act Appeal."


What Else Does the Act Do?

The Privacy Act also:
* Requires agencies to list and
describe all of their systems of
records in the official U.S. Govern-
ment publication, the Federal Reg-
isler.
* Requires that the informa-
tion contained in these record
systems be accurate, complete,
relevant, and timely (up-to-date).
* Prescribes that information
gathered for one purpose not be
used for another, and that, when-
ever possible, the information be
obtained directly from the in-
dividual.
* Gives the individual signifi-
cant control over how information
about him is used. With certain
exceptions, it specifies that records
containing personal information
about individuals may be disclosed
to others only with the prior written
consent of the individual the record
concerns.
* In most instances, requires
the person responsible for a system
of records (the "system manager")
to keep ai: ac'ountingof disclosures
outside the agency of personal in-
formation from that system of
records.
* Allows an individual togoto
court if an agency refuses an in-
dividual access to records about
himself or declines to amend or
correct his file, or if an individual is
adversely affected by an agency's
failure to comply with any of the
provisions of the Act.

Information?

Panama Canal Company-Canal
Zone Government rules implement-
ing the Privacy Act are contained in
Part 10 of Title 35 of the Code of
Federal Regulations. This publica-
tion is available in most offices of
the Company-Government, as well
as in the library. These rules explain
in more detail the procedures for
making requests and other aspects
of the Privacy Act.
These rules include a listing of all
Company-Government systems of
records that are "exempt" from the
access and amendment provisions
of the Privacy Act, as well as a
listing of "General Routine Uses"
(some of the circumstances under
which Company-Government offi-
cials may release outside the agency
information from any system of
records without the consent of the
individual concerned).

W. D. Bjorseth, reminds employees
departing on summer vacations and
home leave that they must plan for
payment through the summer vaca-
tion season of all monthly amounts
due on their charge accounts with
the Panama Canal Company.

As a convenience to these em-
ployees, it has been arranged so
that they may ask, to have the
monthly payments put through for
payroll deduction. This way, the
employee will not have to remember
to mail payments from vacation
locations.
Payroll deduction can be ar-
ranged by sending through the
timekeeper a "Minimum Payment
-PRD Option" (Form 3257).
These forms are stocked by the
timekeepers.
Payroll deduction can also be
arranged in person at the Agents
Accounts Branch in Building 365,
Ancon.

It is not recommended that
teachers in a non-pay status during

After graduating from high school,
De La Mater enlisted in the Marine
Corps and served with the First
Marine Division during - World
War II in the South Pacific and
China theaters. He has been a
member of the United States Air
Force Reserve since 1951 and pre-
sently holds the rank of lieutenant
colonel.
A member of the Reserve Officers
Association of the United States of
America since 1951, he has served
as acting department president,
department vice president, depart-
ment chaplain and department
public relations and program chair-
man. He also served 15 years as
president of the Canal .Zone Air
Force Chapter of ROA and is the
current Canal Zone Department
vice president for the Air Force.
De La Mater has served asna-
tional director and president of the
Canal Zone Society of Professional
Engineers. He has been campaign


chairman for the Canal Zone
United Way for nine years and is
also active in other community,
charitable and fraternal activities at
the working level.
He has been executive director of
the Pacific Softball League for
28 years and was president of the.
Canal Zone Athletic Club for 13
years. He is an active member of
the American Legion, Association
of the United States Army, the
Shriners, the Elks, and the Coro-
nado Golf Club. De La Mater has
been very active in the support of
Reserve programs and activities
and Junior Reserve Officers Train-
ing Corps programs and is a USAF
Academy liaison officer for the
Canal Zone, the Republic of
Panama, Central and South Amer-
ica and through his efforts, the
Canal Zone and Republic of Pan-
ama schools have maintained a high
rate of outstanding appointees to
the United States Air Force Academy.
He also has been very active in
international programs promoting
good rapport, sportsmanship, and
friendship, between the people of
the United States and Panama.

Se establecera un program espe-
cial para compensar a aquellos em-
pleados que queden incapacitados
por accidents laborales; y se adop-
tara el actual program de incenti-
vos, dijo.
Tambi6n se estAn estableciendo
las disposiciones que reglamentan
la jubilaci6n despu6s del 1 de octu-
bre. EL plan contempla sugerir a
los empleados que transfieran sus
fondos de jubilaci6n del Servicio
Civil de'los Estados Unidos al fondo
de la Caja del Seguro Social de
Panama.
Se discutieron otros puntos entire
los cuales figuraron los sindicatos y
los empleados que no son paname-
fios ni norteamericanos. De acuer-
do con Amado, las leyes panamefias
permiten que los empleados se sin-
dicalicen s6lo si Ilenan los siguientes
requisitos: tener un minimo de 50
miembros, que 75 por ciento de los
miembros sean ciudadanos pana-
mefios y que la directive est6
integrada por ciudadanos pana-
mefios.

fue el ganador del premio "Hom-
bre del Aio" 1979, otorgado el vier-
nes pasado por el Departamento
de la Zona del Canal de la Asocia-
ci6n de Oficiales de Reserva de los
Estados Unidos de America.
La presentaci6n fue hecha por el
Coronel Charles R. Clark (jubila-
do), antiguo ganador del premio
"Hombre del Afio", quien sirvi6
como maestro de ceremonies para
la cena annual que se celebr6 en el
Club de Oficiales del Fuerte Ama-
dor.
El premio le fue otorgado por sus
esfuerzos sobresalientes, excepcio-
nales e infatigables cn beneficio de
la defense national de su pais, cl
apoyo a la juventud de la Zona del


Canal y de PanamA, y su promoci6n
de las buenas relaciones internacio-
nales.

un problema delicado con Pandora G. Aleman, sentada, supervisor de la
'oficina de la Ley de Libertad de Informaci6n/ Ley sobre la Divulgaci6n de
Datos Personales, y Alice F. Myers, especialista paralegal de la oficina.


Norma Lanuza G. hace las correcciones finales en el informed de la Ley

El prop6sito fundamental de la
Ley sobre la Divulgaci6n de Datos
Personales de 1974 es proporcionar
protecci6n contra la invasion de la
vida privada de. una persona. Le
brinda a las personas mas control
sobre que datos sobre ellas son reco-
pilados por el Gobierno Federal y
c6mo son usados. La ley asimismo
pretend ayudar a las personas a
obtener o a enmendar todo dato
personal que se halla contenido en
cualquier sistema de registros man-
tenidos por una Agencia Federal
(tales como la Compaiia del.Canal
de PanamA, el Gobierno de la Zona
del Canal y, en el future, la Comi-
si6n del Canal de Panama) y asegu-
rar que las agencies debidamente
protegen los datos personales que
hay en sus sistemas de registros.

Oue Clases de Registros
Caen Bajo Esta Ley?
La Ley aplica finicamente-al
material en un "sistema de regis-
tros", lo cual es un grupo de
registros de los cuales se obtiene
informaci6n por nombre u otra
identificaci6n, personal, como el
ntmero de identificaci6n, el ni-
mero del Seguro Social, huellas
digitales o fotografia. Si los regis-
tros son guardados por asunto (tales
como "Seguridad" o "Correspon-
dencia") o por fecha, y no, pueden
ser obtenidos por nombre o iden-
tificaci6h personal, estos no estan
cubiertos por la Ley sobre la
Divulgaci6n de Datos Personales.

iQuienes Tienen Derechos
Bajo Esta Ley?

La Ley define a una "persona"
cubierta por la Ley como "un ciu-
dadano de los Estados Unidos o un
extranjero legalmente admitido a
los Estados Unidos con residencia
permanente. Segun definici6n, no
obstante, la mayoria de los em-
pleados no estadounidenses de las
agencies del Canal no tienen nin-
gin derecho bajo la Ley. Cuando la
Ley entr6 en vigencia en septiem-
bre de 1975, no obstante, la
Compaiia/Gobierno administrati-
vamente extendi6 algunas estipula-
ciones de la Ley con el prop6sito de
cubrir a sus empleados no estado-
unidenses en asuntos relacionados
con su em'pleo. Entre estas figuran
las estipulaciones relacionadas a:
* Acceso a los registros.
* Correcci6n o enmienda de
los registros.
* Apelaci6n de la determina-
ci6n inicial de la agencia de medidas
adversas sobre la correcci6n o en-
mienda de los registros.

Solicite sus registros en persona
o por escrito al "encargado del sis-
tema" (el funcionario responsible
por el sistema de registros pertinen-
tes) o al Funcionario de la Agencia
de Archivos (jefe. Division de
Servicios Administrativos).
Identifique razonablemente el
(los) sistema(s) de registros al (los)
cual(es) tiene relaci6n la solicitud.
Proporcione tanta informaci6n
como le sea possible sobre el (los)
registro(s) que esta buscando. Ge-
neralmente, entire mas especifica sea


la solicitud, lo mas pronto recibira
una respuesta..
Identifiquese debidamente. Si
hace su solicitud en persona, se le
pedira que ensefie su tarjeta de iden-
tificaci6n de empleado, su licencia
de conducir, u otra tarjeta de iden-
tificaci6n con foto. Si hace su solici-
tud por escrito, debe suministrar la
informaci6n. que ayudara a com-
probar su identidad (por ejemplo,
su firma, numero de identificaci6n
de empleado, fecha y lugar de naci-
miento). Tal vez pidan la certifica-
ci6n de un notario ptblico u otro
funcionario autorizado para prestar
juramentos.
Si used hace su solicitud,por es-.
crito, marquela, en el sobre y en el
texto. con estas palabras"Ley sobre
la Divulgaci6n de Datos -Persona-
les". Para una solicitud que no re-
quiere una larga explicaci6n, tal vez
quiera usar un formulario de "Soli-
citud de Informaci6n de la Ley
sobre la Divulgaci6n de Datos Per-
sonales" (Form 365), un formulario
en existencia en'los almacenes que
se pueden obtener en muchas
oficinas.
Una advertencia: Cualquier
persona que "a sabiendas y volunta-
riamente" solicita u obtiene acceso
a un registro sobre una persona
"con falsas apariencias" estA sujeto
a castigo criminal. Esto quiere decir
que una persona puede ser enjuicia-
da por tratar deliberadamente de-
obtener los registros de otra per-
sona.
Usted puede examiner sus regis-
tros en persona o pedir que le en-
vien copias por correo, si lo prefiere.
Si usted solicita y recibe copias de
los iegistros sobre used. se le cobra-
ra 7 centavos por copia por pagina.
Si usted examine los registros en
persona, usted tiene el derecho de
Ilevar a otra persona consigo. Si
hace esto, se le pedira que firme una
orden en la cual autoriza ala agencia
a divulgar y discutir el registro en
presencia de la otra persona.
Para-obtener los registros medi-
cos hay que emplear procedimien-
tos especiales. Bajo ciertas condi-
ciones, la agencia no podra entregar
sus.registros medicos a used direc-
tamente. pero puede en vez propor-
cionarselos a un medico con licen-
cia, de su selecci6n, quien este dis-
puesto a reexaminar sus registros
y discutir su contenido con usted.
Debera saber que la agencia no
tiene por qu6 concederle el access a
los sistemas que contienen ciertos
tipos de registros "exentos" (por
ejemplo, material clasificado o ma-
terial de investigaci6n recopilado
para la ejecuci6n de una ley). Si
su solicitud comprende registros en
cualquiera de estos sistemas "exen-
tos", esta pudiera ser negada o
parcialmente negada.
Si el "encargado del sistema"
(funcionario responsible por los
archives) se niega o parcialmente
niega llenar su solicitud, usted pue-
de solicitar al encargado de la agen-
cia de archives (jefe. Division de
Servicios Administrativos) que re-
vise esa decision inicial. Una deci-
si6n que es tomada por el encargado
de la agencia de archives sobre una
solicitud para el acceso a los regis-
tros es una decision final de la agen-
cia: no se podra apelar su decision
dentro de la agencia.

SPersonales?
La Ley sobre la Divulgaci6n de
Datos Personales tambi6n propor-

ciertas excepciones, especifica que
los registros que contienen datos
personales sobre personas pueden
ser divulgados a otras s6lo con el
previo consentimento por escrito de
la persona sobre la cual concierne el
registro.

El Vicepresidente de Finanzas,
W. D. Bjorseth, recuerda a todos
los empleados que se vayan de vaca-
ciones este verano que deben hacer
los arreglos necesarios para cum-
plir con los pagos mensuales de sus
cuentas de cr6dito con la Compa-
flia del Canal de Panamti.
Para mayor conveniencia de los
empleados se han hecho los arre-
glos para que los abonos mensuales
puedan, ser descontados directa-
mente del pago quincenal, si el em-
pleado asi lo desea. Asi, el eipleado
no tendra que acordarse de enviar
el pago por correo desde su lugar
de vacaci6n.
Los arreglos para las deduccio-
nes pueden hacerse enviando un
formulario 3257 "Pago Minimo de
Cuentas Mediante Descuentos Sa-
lariales", por conduct del oficinis-
ta encargado de n6minas. Estos
formularios se podrAn obtener del
mismo oficinista encargado de
n6minas.
Las deducciones salariales tam-
bi6n se podrAn convenir en persona
en las oficinas del Ramo de Cuen-
tas por Cobrar en el Edificio 365 de
Anc6n.
No se recomienda que los maes-
tros que est6n en vacaciones sin
pago durante el period del verano
hagan arreglos de deducciones sa-
lariales por medio del "Pago Mini-
mo de Cuentas Mediante Descuen-
tos Salariales". Esta acci6n les
amontonaria los descuentos junto
con la renta y otros cargos por
cobrar al iniciar las classes. Para

cias en ingenieria industrial de la
Universidad de Denver, Colorado.
Despues de graduarse de la escue-
la secundaria, De La Mater se alist6
en el Cuerpo de Infanteria de la
Marina y prest6 servicios en la Pri-
mera Divisi6n de Infanteria de la
Marina durante la Segunda Guerra
Mundial en los conflicts belicos
del Pacifico Sur y China. Ha sido
miembro de la Reserva de la Fuerza
Area de los Estados Unidos desde
1951 y actualmente tiene el grado de
teniente coronel.
De La Mater, quien ha sido
miembro de la Asociaci6n de Ofi-
ciales de Reserva de los Estados
Unidos de America desde 1951, ha
servido como president interino,
vicepresidente, capellan y presiden-
te de relaciones p6blicas y de pro-
gramas del departamento. Tam-
bi6n sirvi6 5 afios como president
del Capitulo de la Fuerza Aerea de
la Zona del Canal de la Asociaci6n
de Oficiales de Reserva y es el actual
vicepresidenate del Departamento
de la Zona del Canal para la Fuerza
Area.
De La Mater ha servido como
director national y president de la
Sociedad de Ingenieros Profesiona-
les de la Zona del Canal. Ha sido
president de campafia para la
Senda Unida de la Zona del Canal
durante 9 afios y tambien participa
en actividades caritativas, fraterna-
les y comunales.


Ha sido director ejecutivo de la
Liga de Bola Suave del Pacifico du-
rante 28' afios y fue president del
Club Atl6tico de la Zona del Canal
por 13 afios. Es miembro active de
la Legi6n Americana, la Asociaci6n
del Ej6rcito de los Estados Unidos,
los Shriners, los Elks y el Club de
Golf de Coronado. De La Mater ha
apoyado activamente los progra-
mas y actividades de la reserve y los
programs del Cuerpo de Adiestra-
miento de Oficiales de Reserva
Junior. Es el official de enlace de la
Academia de la Fuerza Aerea de los
Estados Unidos para la Zona del
Canal, la Rep6blica de Panama,
Centro y Sur Am6rica, y, por medio
de sus esfuerzos, las escuelas de la
Zona del Canal y de la Rep6blica de
Panama han mantenido un alto
indice de nombramientos sobresa-
lientes a la Academia de la Fuerza
Area de los Estados Unidos.

y amistad entire la gente de los
