Hugh A. Norris Retires


The Canal organization will lose
one of its most valuable employees
today. Hugh A. Norris is retiring
as director of the Executive Planning
Staff and will head for the United
States inJune after a lifetime spent,
in the Canal Zone.
Departing with him is his wife,
Ara Stuart Norris, who will also
retire soon. Mrs. Norris-is in charge
of in-service education for the De-
partment of Nursing Services at
Gorgas Hospital.
Norris' career has been a classic
story of "local boy makes good."
His first job with the Canal organi-
zation was as a locks helper while
still a student at Balboa High
School. After graduation he at-
tended Canal Zone Junior College,
then got himself into the electrical
apprenticeship program. He left the
Canal Zone to serve two years in the
U.S. Army Air Corps; then it was
back home to a job as a Company
electrician.
Norris decided to go back to
school, and he earned a bachelor of
arts degree in business administra-
tion and a master of arts in eco-
nomics from Bradley University in
Peoria, Ill. That education was to
serve him well in future years. When
the Panama Canal Company was
reorganized in 1954 and the Board
of Directors felt the Company
needed an economist, Norris was
appointed to the position in the
Executive Planning Staff.
And he stayed in the job for
18 years, until he was named
Deputy Director, Chief of the
Planning Division in 1972. Then in
October of 1977 he was promoted


to the directorship of the Executive
.Planning Staff, fulfilling a goal he
had set for himself 24 years before.
Looking back over his years of
service with the Canal organization,
Norris commented that'the last
two years have been ones of con-
stant work. In addition to his reg-
ular duties, Norris has served as a
member of the Binational Working
Group which oversees 23 subcom-
mittees that are planning the im-
plementation of the Canal treaties
on October 1. He is also chairman
of one of those subcommittees.
But Norris says he's lucky, that
with the exception of the jobs of
Governor and Lieutenant Gov-
ernor, there isn't a more interesting
or challenging position in the Com-
pany/Government. His office is a
kind of operational command center
for the Governor of the Canal Zone;
the back door leads directly into
the office of the Lieutenant Governor.
There are few activities that occur
in the Canal operation or in treaty
planning that don't come across
his desk. He says that the challenge
of dealing with situations as diverse
as the setting up of child care centers
after the minimum wage took effect
in the Canal Zone to planning the
new pharmacy at Gorgas Hospital
to meeting with members of the
Board of Directors or executives
of major oil companies is what has
made him feel he's been at the heart
of the organization.
But he's ready to pass the chal-
lenges on to younger people. While
he's reluctant to leave close friends
and a country that he loves, Norris

mentation of the Panama Canal
treaties on October 1.
On October 1, when the Canal
Zone ceases to exist and civil juris-
diction for the area passes to Pan-
ama, all licenses, permits, and regis-
trations currently required of res-
idents of Panama will a,.o be re-
quired of residents of the former
Canal Zone.
United States and Panamanian
members of the Licensing and Reg-
istration Subcommittee are work-
ing together to establish the pro-
cedures for Canal employees to
obtain the necessary documents.
Specifically, the subcommittee is
responsible for working out details
so that individuals may acquire:
motorboat operator, aircraft pilot,
marriage, and CB and HAM radio
licenses; building, hunting and fish-
ing permits; birth, death, motor-
boat and aircraft registration; and
birth, marriage and death cer-
tificates.

Greta N. Hummer

Heads Hispanic

EEO Program

Greta Hummer, who has been ac-
tive in the Canal's Office of Equal
Opportunity the past four years
serving as an EEO counselor and in-
vestigator, was recently selected to
be manager of the Hispanic Em-
ployment Program of the Office of
Equal Opportunity.
Mrs. Hummer was an admin-
istrative officer in the Transit Oper-
ations Division and previously had
been a clerical assistant in the Re-
frigeration and Air-Conditioning
Branch of the Maintenance Divi-
sion, where she started her Canal
career in 1971. She has served as
EEO Counselor since 1975 and that
year was detailed as a Company
EEO Investigator to assist a U.S.
Civil Service Commission team sent
to the Isthmus to investigate EEO
complaints. Prior to taking on a full
time position with the Canal, she

The Licensing and Registration
Subcommittee does not have re-
sponsibility for land licenses. Neither
does it have responsibility for motor
vehicle operators licenses nor for
the registration of motor vehicles
or firearms, which come under the
purvue of the Police Subcommit-
tee co-chaired by Michael Gordon,
Deputy Civil Affairs Director.
Subcommittee spokesman Ken-
neth Goldsberry reports that the
Panama Canal Authority of the
Government of Panama has agreed
to establish central offices in build-
ings that they are now leasing
within the Canal Zone where as
early as July employees may begin
applying for required documents.
The central offices will be staffed
with bilingual personnel who will
examine applications, forward them
to the appropriate ministry in Pan-
ama for action, and notify the ap-
aplicant when the license or regis-
tration is returned and ready for
pickup.
While these Canal Zone offices
will help Canal employees acquire


many of the documents they will
need, Goldsberry said that some
licenses, such as aircraft pilots li-
censes, can be obtained only by
visiting the issuing office in the
Republic of Panama.
But he added that the Adminis-
trative Services Division plans to
establish an employee assistance
unit that will give help where needed
in the handling of such cases.
Goldsberry pointed out that for
U.S.-cititen employees, obtaining
Panamanian documents will re-
quire very little effort on their part.
Article XIV of the Agreement in
Implementation of Article II of the
Panama Canal Treaty states that
U.S.-citizen employees and their
dependents may exchange valid
documents issued by authorities qf
the United States or the Canal
Zone for equivalent Panamanian li-
censes, permits, etc. without being
subject to new tests or new pay-
ments of fees.
The Treaty also says that appli-

Capt. Hopkins Ends Long


Career In Marine Bureau


Deputy Marine Director Capt.
William E. Hopkins is ending a
career of 27 years' service with the
Panama Canal today.
A native of Massachusetts, Cap-
tain Hopkins graduated from the
Massachusetts Maritime Academy
in 1943. Upon graduation, he
earned a U.S. Coast Guard Third
Mate's unlimited license and was
commissioned an ensign in the U.S.
Naval Reserve. He obtained his un-
limited master's license in 1948.
Prior to joining the Panama
Canal organization in November
1951 as a pilot-in-training, he served
as an officer, including positions as
master, on vessels of the United
Fruit Co. and National Bulk Car-
riers.
Captain Hopkins has the distinc-
tion of having served as the senior
control pilot on the largest vessel to
ever transit the Canal. This was in
April 1973, when the San Juan
Prospector (972' x 106') transited
the waterway.
Captain Hopkins was promoted
to assistant port captain in January
1968 and became the senior assist-
ant port captain, Cristobal, in No-
vember 1973. In May 1975, he was
again promoted, this time to chair-
man, Board of Local Inspectors.
He was the first to serve in the chair-
man position. In July 1977, he be-
came deputy marine director. As
deputy marine director during the
past two years, Captain Hopkins
has been a vital part of the high
level management team responsible
for the Canal's efficient operation.


During his long and distin-
guished career with the Panama
Canal Company, Captain Hopkins
has received a number of special
achievement awards and commen-
dations for his outstanding per-
formance of duty. Among his fellow
employees in the Marine Bureau he
is regarded as one of the finest, most
skillful pilots to ever serve at the
Panama Canal. He is especially
well-known and highly respected by
the community of shipping agencies
on the Isthmus.
In addition to his official respon-
sibilities, Captain Hopkins has
served, while on leave, as pilot
aboard large cruise ships in and out
of the San Bias Islands. He has also
lectured these passengers on the his-
tory of the San Bias Archipelago.
Among the vessels he piloted was
the SS Raffaello, the largest cruise

26th Annual Cayuco Race Begins Today at Cristobal


The 26th Annual Ocean-to-Ocean
Cayuco Race, an Isthmian tradition
since 1954, will begin at 4 p.m.
today when Col. Charles R.. Clark,
fires the starting gun at the Cris-
tobal Yacht Club.
At the signal, 24 cayucos with
their four-member crews will be off
on the first leg of the 50-mile race
from the Atlantic Ocean, through

On Tuesday, April 10, the Cus-
toms Division will begin checking
purchase authority cards at the
door at Balboa and Coco Solo retail
stores.
The action is intended to combat
the increase in contraband activities
at a time when retail store inven-
tories are being reduced in prepara-
tion for Treaty implementation.
Uniformed Customs officers will
allow entry only to patrons with
valid purchase authority cards in
hand. Cards that are expired,
mutilated or altered in any way will
be lifted and the patron turned
away.


Tnis new requirement will not
alter the present procedure of
showing an authority card at the
checkout counters and at the
cashier's cage.

C.Z. Handicraft Club

Schedules Bazaar
The Canal Zone Handicraft Club
will hold an Easter Bazaar at
Stevens Circle on Saturday, April 7
from 8 a.m. to 2 p.m. Eggs of every
variety, chicks and bunnies as well
as plants, baked goods, candy and.
larger hand crafted items will be
available.


Planned for April 8
In conjunction with the cayuco
races, Our Lady of Good Counsel
Church of Gamboa is sponsoring its
annual Pancake Breakfast on Palm
Sunday, April 8, from 6 a.m. to 12
noon at the Gamboa Civic Center.
The menu includes orange juice,
"all the pancakes you can eat," and
assorted hot beverages. Tickets are
$1.50 for adults and 75 cents for
children 6 years of age and under.
Ham will be available at a nominal
additional charge. Tickets will be
available at the door.

docks on the Pacific.
Of the 24 cayucos representing
four scouting posts and two ex-
plorer ships from both sides of the
Isthmus, at least two will have all-
girl crews and two will be manned
by mixed crews of paddlers.
By 5:30 p.m. all boats are ex-
pected to have completed the first
leg of the race, from the Yacht Club
to Gatun Locks. Crews will remain
at Gatun overnight.
At 7 a.m., Saturday, the second
leg of the grueling race will take the


competitors to the Dredging Divi-
sion area in Gamboa.
The following morning at 8 a.m.
the last leg of the race will begin.
It will be made in three parts: from
Gamboa to Pedro Miguel, Pedro
Miguel to Miraflores and finally the
home stretch, to the finish at the
Rodman docks.
Ceremonies will be held at Rod-
man one hour after the last boat
finishes the race. Trophies will be
awarded to the crews of cayucos
arriving in the first four places and
patches will go to all participants
that complete the race.

An exhibit of oil paintings by
Ovaline Tyburski is on display
at the Chase Manhattan Bank on

and June 1978.
She has studied art at the New
School, New York; the Art School
in Atlanta; and with Antonio Ma-
drid in Panama.
Her collection of 21 works cur-
rently on display is the fruit of a
year's residence in Panama and
includes paintings entitled "Hacia
Taboga," "Iglesia de San Francis-
co," "Panama Vieja" and other
Panama themes.


Attorneys Gary R. Mitchell and
Bruce A. Leinback joined the staff
of the General Counsel last week.
Gary and his wife Francie first
arrived at the Canal in the manner
most of us dream of-aboard their
own sailboat, a 41-foot ketch
named Friendship. Setting out from
Long Beach in February 1977, they
cruised the Sea of Cortez, slipping
in and out of cozy harbors and en-
joying the fair winds of the Gulf of
California for a year. They spent
about five months visiting ports
along the coasts of Mexico and
Central America and six months
in Costa Rican waters before sailing
Friendship to Panama last Decem-
ber. Leaving the boat behind, they
went home to California in March.
The General Counsel offered Gary
the opportunity to return to the
Canal Zone to fill a vacancy on the
staff of Panama Canal attorneys,
and he accepted. They returned on
the SS Cristobal.
Gary and Francie both com-
pleted undergraduate studies at
California State University at Long
Beach. He went on to the University
of California's Hastings College of
Law at San Francisco and earned
his law degree in 1964.
In the practice of law for 12 years,
Gary was with the Public Defender
and District Attorney's Office for
the County of Los Angeles for three


years, was associated with the law
firm of Hitt and Murray in Long
Beach for almost three years and
for six years prior to setting out on
the sailing trip was practicing on
his own in Long Beach.
Gary is a member of the Califor-
nia State Bar and is certified as a
criminal specialist, although his
legal experience has involved other
phases of law as well.
Gary's two daughters Laurie, 12
and Lisa, 14, and Francie's son
Steven, 12, who was along on the
voyage as far as Costa Rica, are ex-
pected here as soon as school is out.
Francie is a teacher and hopes to get
a job in the local schools.
Bruce and Charlene Leiriback
and Charlene's cat Tigger arrived
by plane from Tallahassee, Fla.,
where Bruce was employed for three
years with the Florida Public Em-
ployee Relations Commission, the
state agency responsible for public
sector collective bargaining. Bruce's
duties involved labor and admin-
istrative law and appellate work for
the Commission.
Bruce received a bachelor of arts
degree in history from Florida State
University in 1970. After gradua-
tion, he was commissioned and
went on active duty with the Army.
He served a tour of duty in:
Vietnam.
He entered law school at Florida


State University in 1973 and earned
his law degree in March 1976. Char-
lene, also a graduate of Florida
State, is a professional artist. She
taught' in the public schools and
was employed as a social worker in
Tallahassee.
Bruce is a member of the Florida
Bar, American Bar Association, the
Bar of the District of Columbia
Court of Appeals and has been
admitted to practice in the U.S.
District Court, Northern District of
Florida.
Both Bruce and Charlene had
wanted to work abroad and when
Michael Parrish, who was with the
Office of the General Counsel
several years ago, told them about
the Panama Canal, Bruce decided
to apply for a job in that office.
Michael Parrish is now with the
Florida Public Employee Relations
Commission. He is one of the three
Commissioners and was appointed
to his position by the Governor
of Florida.
Bruce has several hobbies, among
them running, backpacking, camp-
ing, canoeing, swimming and mo-
torcycling, but traveling is the
favorite pastime of both Leinbacks.
Occupying top priority on their list
of "musts" is to learn Spanish.
Charlene has some familiarity with
Spanish but feels in need of brush-
ing up. Bruce will start from scratch
and hopes to be "hablando" soon.

Gov. H. R. Parfitt presents a 50-Year Length of Service Award corres-
ponding diamond-stidded pin to Wilfred C. Adams, retail and merchan-
dise management specialist (shoes), who began his Canal service in the
old Commissary Division in December 1928, at age 15. Progressively
promoted through the years, and spending his entire career in the Supply
Division, Adams is now acting as the manager of the Balboa Shoestore.

cassettes, TV sets, records players,
and tote bags are among the hun-
dreds of damaged, unclaimed or
undeliverable mail articles sched-
uled for sale to the highest bidder.
The items will be open to public
view from 9 a.m. to 5 p.m. on Fri-
day, April 20 and Saturday, April 21
in a display room located on the
bottom floor at the rear of the Civil
Affairs Building.
Most of the articles are damaged
to some extent, and all will be sold
on an "as is-where is" basis.
Bids will be by lot number, and
the sealed bids may be submitted on


a form which can be obtained at the
display area during the two-day
period. The Director of Posts re-
serves the right to reject any or all
bids.
Bids that are mailed in will re-
quire prepayment of postage and
must be addressed to the Director
of Posts, Balboa, Canal Zone and

THE PANAMA CANAL SPILLWAY


Bottle Collecting Is Popular Activity


The public is invited to a
meeting of the Canal Zone Bottle
Association at 7:30 p.m., Tuesday,
April 10, at the Panama Canal
Training Center. Instead of bottles,
this program will be on butterflies.
Guest speaker will be Al Thurman,
an expert on Panama butterflies.
For years bottle collecting has
been a fascinating activity on the
Isthmus where centuries ago Span-
ish, English, and French pirates
tramped the trail from the Chagres
River to Panama City. Years later
the 49'ers used the same route on
their way to the gold fields of Cal-
ifornia. Then came the Panama
Railroad builders and the French
Canal workers, and later still,
thousands of Americans, Euro-
peans, West Indians and others to
construct the Panama Canal.
As they passed through the
Isthmus, these historical groups,
each in turn, added to the debris
on the Isthmus their own depleted
bottles of bitters, whiskey and
patent medicines plus bottles that
once contained food, cosmetics and
household liquids.
Much of this accumulation of
bottles which was not broken or
pulverized throughout the years,
lies buried in the jungle, in old
dumps, in the sea, and anywhere
that man passed to feed himself
and to administer to his ailments.
In the past few years, collectors
rummaging for these early -day
bottles have, without too much
effort, found hundreds of hand
blown bottles dating back to the
1860's and some precious finds that
are even older. For example, a
49'ers bottle from the private spirits
collection of President Zachary
Taylor was found several years ago
by a Canal Zone bottle buff
searching at Fort San Lorenzo.
Since most of the half-buried
and above ground specimens al-
ready have been found, bottle col-
lecting today may involve a great
deal more of the back-breaking
digging. However, true bottle en-
thusiasts continue the quest, digging a
little deeper, scavenging old dump
sites, uncovering jungle growth and
diving into the sea in search of these
treasures.
Digging and diving for these
bottles that have lain buried and
untouched for many years has
become great fun and an absorbing
and satisfying hobby. There is a
certain thrill in buying, selling and

and his wife look forward to travel-
ing around the United States seeing
relatives and retired Canal Zone
friends. They will still have ties on
the Isthmus, though. Their son
James H. Norris is a third genera-
tion Canal employee.
Before they go, the Norrises will
visit the Volcan and Boquete and
Hugh Norris will play golf-some
of the things he hasn't had time for
in the last few hectic years.
As for the future, Norris says he
has no definite plans. He might
consider teaching, something he did
for three years at Bradley U.
And after years spent at ringside
at one of the most efficient opera-
tions in the world, there's no doubt
Hugh Norris would have a lot to
offer.

About 10 years ago, bottle buffs
formed the Canal Zone Bottle
Collectors Association. Member-
ship has varied from 30 to 50 active
members. "Meetings are held the
second Tuesday of each month at
7:30 p.m. at the Panama Canal
Training Center. Bill McLaughlin
and John Shaw are president and
vice president, respectively.

At the request of the Panama Re-
finery, Captain Hopkins has also
conducted pilot training for Pan-
ama Canal and Panama Govern-
ment pilots. He served as pilot on
the first tanker to enter Las Minas
Bay in Panama for discharging at
the new refinery in December 1961,
and piloted ships in and out of Las
Minas Bay from 1962 to 1969. This
work was at the request of the re-
finery and with the consent of the
Panama Government.
Captain Hopkins and his wife

the Canal Zone College, will make
their retirement home in Miami,
Fla.

by Canal Zone authorities and duly
translated into Spanish.
Employees will be required to
have some documents on Octo-
ber 1, while others, such as oper-
ator's licenses for vehicles, aircraft
and vessels, are covered by a 90-day
grace period from entry into force
of the Treaty.
Goldsberry said that the United
States and Panamanian govern-
meits will keep Canal Zone res-
idents informed through the local
media as procedures are developed
for obtaining the various docu-
ments.

Participating in Vacation Employment Program


The Panama Canal organiza-
tion's Student Vacation Employ-
ment Program will begin June 4,
1979, and continue through Au-
gust 10, 1979.
This prbgram-offers employment
to dependents of employees of U.S.
Government agencies on the Isth-
mus whose regular school vacation
coincides with this period. Students
must be full-time seniors from sec-
ondary schools who are scheduled
to graduate at the end of the current
school year or full-time college stu-
dents who will not have received a
bachelor or an equivalent degree by
the end of the current school year.
The minimum wage for students
hired under' this program will be
$2.90 an hour. Appointments made
under this year's program will be
full-time, 40 hours-per-week, and
be excluded from the Canal Zone
Merit System. As temporary em-

Hispanic Employment Program,
Mrs. Hummer is responsible for en-
suring equal opportunity of em-

conducted as a collateral activity
within the EEO staff, the assign-
ment of a permanent program man-
ager has placed greater emphasis on
the program, as a move by Gov.

A graduate of Mount St. Do-
inic Academy in Caldwell, N.J.,
Mrs. Hummer attended Panama
University and Washington Univer-
sity and Maryville College in
St. Louis, Mo., where her foster

Selee resided at that time. Col.
Selee is a former director of Civil
Affairs.
The former Greta Navarro Chia-
ri, Mrs. Hummer is a member of a
well-known family in Panama. Her
late father, Eduardo Navarro, was
an accomplished architect. Among
his most notable architectural con-
tributions to the Republic are the
Legislative Palace, the Archbishop's
Palace, the Cristo Rey Church and
the Union Club in David.
Her mother, Carolina Chiari de
Navarro, served as Panama's vice-
consul general in New York City
from 1949 until 1968 when she was
appointed Panama's ambassador to
Honduras.
Mrs. Hummer is the wife of
Charles W. Hummer Jr., assistant
chief of the Dredging Division. The
Hummers have a son, "Chuck" III,
and reside in Gamboa.

La empresa del Canal perdera
hoy uno de sus mas valiosos em-
pleados. Hugh A. Norris se jubila
como titular de la Direcci6n de Pla-
nificaci6n y partira hacia los Esta-
dos Unidos enjunio.
Su esposa, Ara Stuart Norris,
quien tambi6n se jubilara pronto,
viajara con 61. La Sra. Norris es la
encargada del adiestramiento para
trabajadores en servicio del Depar-
tamento de Servicios de Enfermeria
del Hospital Gorgas.
La carrera de Norris ha sido una
historic clasica de "muchacho local
logra prop6sito". Su primer trabajo
con la empresa del Canal fue en las
esclusas como ayudante, estando
afin en la Escuela Secundaria de
Balboa. Despu6s de graduarse, cur-
s6 studios en la Universidad de la
Zona del Canal, y entonces ingres6
al program de aprendizaje en elec-
tricidad. Parti6 de la Zona del
Canal para prestar dos afios de ser-
vicio con el Cuerpo A6reo del Ejer-
cito de los Estados Unidos; enton-

1954, despu6s de una reorganiza-

Panama, la Junta Directiva lleg6 a
la conclusion de que la compafiia
precisaba de un economist. Norris
fue nombrado en esa posici6n en la
Direcci6n de Planificaci6n.
Ocup6 dicha posici6n 18 afios
antes de ser nombrado subdirector,
Jefe de la Divisi6n de Planificaci6n
en 1972. Entonces en octubre de
1977 fue ascendido a titular de la
Direcci6n de Planificaci6n, alcan-
zando una meta que 61 se habia
fijado 24 afios antes.


Al recorder sus afios de servicio
con la empresa del Canal, Norris
hizo la observaci6n de que los dos
iltimos afios habian sido de cons-
tante trabajo. Ademis de sus debe-
res regulars, Norris ha servido
como miembro del grupo binacio-
nal de trabajo que dirige las 23 sub-
comisiones'que preparan la ejecu-
ci6n de los tratados del Canal de
Panama el 1� de octubre. Tanibi6n
es president de una de estas
subcomisiones.
Pero Norris dice que es muy
afortunado, que con la excepci6n de
los puestos de Gobernador y Vice-
gobernador, no existe una posici6n
mas interesante o absorbente en la
Compafia/Gobierno que la suya.
Su oficina es una clase de centro

Gobernador de la Zona del Canal;

Hay muy pocas actividades rela-

que no pasen por su escritorio. Dice

Pero esta listo para dejar que
personas mas j6venes continuen su
labor. Aunque desearia no apartar-
se de sus amistades intimas y de un
pais que ama, Norris y su esposa
quierenrecorrer los Estados Unidos
visitando a familiares y amigosjubi-
lados de la Zona del Canal. No
obstante, siempre estarin vincula-
dos con la Zona del Canal; su hijo

Greta N. Hummer
Greta N. Hummer, quien durante
los iltimos cuatro afios ha trabaja-
do como consejera e investigadora
en la Oficina de Igualdad de Opor-
tunidad de Empleo, fue nombrada
recientemente director del Pro-
grama de Contrataci6n Hispana de
dicha oficina.
La Sra. Hummer desempefi6 fun-
ciones de official administrative
para la Divisi6n de Operaciones de
Transito y, anteriormente como
ayudante oficinista en el Ramo de
Refrigeraci'6n y Aire Acondiciona-
do de la Divisi6n de Mantenimien-
to, donde comenz6 su carrera con
la Compafiia del Canal en 1971. Ha
servido como Consejera de Igual-
dad de Oportunidad de Empleo
desde 1975. Fue en ese afio que se le
asign6 la tarea de servir como inves-
tigadora' en representaci6n de la
Compafiia en apoyo de un equipo
de la Comisi6n del Servicio Civil de

La Subcomisi6n de Licencias y
Registros no esta autorizada para
expedir licencias de uso de tierras.
Tampoco esta autorizada para ex-
pedir licencias de conductor de ve-
hiculos a motor o el registro de
vehiculos a motor o de armas de
fuego, los cuales caen bajo la res-
ponsabilidad de la Subcomisi6n de
Policia copresidida por Michael
Gordon, subdirector de Asuntos
Civiles.
Kenneth Goldsberry, vocero de la
subcomisi6n, informa que la Auto-
ridad del Canal de Panama del Go-
bierno de Panama ha acordado es-
tablecer oficinas centrales en los
edificios que actualmente arrien-
dan dentro de la Zona del Canal,
donde ya desde julio se podran
solicitar los documentss,
Las oficinas centrales serAn dota-
das con personal bilingtie que revi-
sarA las solicitudes, las enviarA al
ministerio apropiado en Panama
para que decidan los casos, y avisa-
ra al solicitante cuando la licencia
o registro sea devuelta y est6 lista
para ser recogida.
Aunque estas oficinas de la Zona
del Canal ayudaran a los emplea-
dos del Canal de Panama a obtener


muchos de los documents que ne-
cesitaran, Goldsberry sefial6 que
algunas licencias, tales como las de
piloto a6reo, se podran obtener s6lo
mediante visit a la oficina de expe-
dici6n en la Repdblica de Panama.
Pero afiadi6 que la Divisi6n de
Servicios Administrativos proyecta
establecer una unidad de asistencia
al empleado la cual brindara la
ayuda necesaria para tal8s casos.
Goldsberry sefial6 que para los
empleados ciudadanos de los Esta-
dos Unidos, el obtener documents
panamefios tomara muy poco es-
fuerzo de su parte. El Articulo XIV
del Acuerdo para la Ejecuci6n del
Articulo III del Tratado del Canal
de Panama estipula que los emplea-
dos ciudadanos de los Estados Uni-
dos y sus dependientes que porten
documents validos expedidos por
las autoridades de los Estados Uni-
dos o por la Zona del Canal, recibi-
ran las licencias, permisos, etc., pa-
namefios equivalentes, sin necesi-
dad de someterse a nuevas pruebas
o pagar nuevos derechos.
El Tratado- tambi6n dice que los
solicitantes podran conservar su li-
cencia original de los Estados Uni-

Se Jubila el Cap. Hopkins


De la Direccion de Marina


El Capitan William E. Hopkins,
Subdirector de Marina, terminal
hoy su carrera de 27 afios de servi-
cio con el Canal de Panama.
Oriundo de Massachusetts, el
Capitan Hopkins se gradu6 de la
Academia Maritima de Massachu-
setts en 1943. Al graduarse, obtuvo
su licencia ilimitada de tercer official
de Guardacostas de los Estados
Unidos y fue comisionado alf6rez
en la Reserva Naval de los Estados
Unidos. Obtuvo su licencia ilimita-
da de Capitan en 1948.
Antes de incorporarse a la empre-
sa del Canal de Panama en noviem-
bre de 1951 como practice en adies-
tramiento, sirvi6 como official, in-
cluyendo posiciones como capitan,
en naves de la United Fruit Co. y la
National Bulk Carriers.
El Capitan Hopkins ha tenido la
distinci6n de servir como el prActico
de control de mAs antigiiedad a bor-
do de la nave mas grande quejamas
haya transitado el Canal. Esto su-
cedi6 en abril de 1973, cuando el
San Juan Prospector (972' x 106')
transit la via interoceanica.
El Capitan Hopkins fue ascendi-
do a Ayudante del Capitan de Puer-
to en enero de 1968 y en noviembre
de 1973 fue Ayudante del Capitan
de Puerto de mas antigtiedad en
Crist6bal. En mayo de 1975, fue as-
cendido nuevamente, esta vez a Pre-
sidente.de la Junta Local de Inspec-
tores. Fue el primero en ocupar esta
posici6n. Enjulio de 1977, fue nom-
brado Subdirector de Marina.
Como Subdirector de Marina du-
rante los dos (iltimos afios, el Capi-
tan Hopkins ha sido parte vital del


alto nivel del Equipo de Adminis-
traci6n responsible por la eficaz
operaci6n del Canal.
Durante su larga y distinguida
carrera con la Compafiia del Canal
de Panama, el Capitan Hopkins ha
recibido varies premios de logros
especiales y elogios por el desem-
pefio sobresaliente de sus deberes.
Sus compafieros de trabajo en la
Direcci6n de Marina lo consideran
como uno de los mejores y mas
id6neos practices que jams haya
prestado servicio al Canal de
Panama. Es especialmente conoci-
do y altamente respetado por la
comunidad de agents navieros en
el Istmo.
Ademas de sus responsabilidades
oficiales, el Capitan Hopkins haser-
vido, estando de vacaciones, como
practice a bordo de los grandes
barcos cruceros que entraban y sa-
lian de las Islas de San Blas. Tam-
bi6n dict6 charlas a estos pasajeros
sobre la historic del Archipi6lago de

tes 10 de abril a verificar las tarjetas
de compras autorizadas en las en-
tradas de los almacenes de venta al
por menor de Balboa y Coco Solo.
Esta media ha sido tomada para
detener el aumento de las activida-
des de contrabando ahora que las
existencias de mercancias de los al-
macenes de venta al por menor se
reduce en preparaci6n para la
puesta en vigencia del Tratado
Torrijos-Carter.
Oficiales de Aduanas debidamen-
te uniformadgs permitiran la entra-
da s6lo a clients con tarjetas de
compras autorizadas en mano.
Aquellas tarjetas que est6n mutila-
das o alteradas en cualquier forma
o que hayan expirado seran reteni-


das y sus duefios tendran que irse
sin poder comprar.
Esta media en ninguna forma
altera el procedimiento actual de
ensefiar la tarjeta a las cajeras.

26 Regata de Cayucos Comienza Hoy en Crist6bal


La Vig6simosexta Regata Inter-
oceanica de Cayucos, tradici6n lo-
cal desde 1954, comenzard a las
4 p.m. hoy, cuando el Coronel
Charles R. Clark haga un disparo
para sefialar la partida, en el Club
de Yates de Crist6bal.
Con la serial partiran 24 cayucos
con cuatro tripulantes cada uno en
el primer tramo de la regata que cu-

Buen Consejo de Gamboa esta pa-
trocinando su Desayuno de Pan-
queques (Pancakes) annual el Do-
mingo de Ramos, 8 de abril, desde
las 6 a.m. hasta el mediodia en el
Centro Civico de Gamboa.
El menu incluyejugo de naranjas,
todos los panqueques (pancakes)
que usted pueda comer, y diversas
bebidas calientes. Los boletos val-
dran $1.50 para adults y 75 centa-
vos para nifios de 6 afios o menos.
A un precio nominal adicional se

De los 24 cayucos, representando
cuatro puestos de escultismo y dos
buques de exploradores marines de
ambos lados del Istmo, por lo me-
nos dos Ilevan tripulaciones feme-
ninas, y dos tendran tripulaciones
mixtas.
Se espera que todos los cayucos
terminen el primer tramo de la re-
gata, desde el Club de Yates hasta
las Esclusas de Gat6n, a las 5:30
p.m. Las tripulaciones pasarin la
noche en Gat6n.
A las 7 a.m. del sabado, el segun-
do tramo de la regata, Ilevara a los


participants hasta el area de la divi-
si6n de dragas en Gamboa.
A las 8 a.m. de la mafiana siguien-
te se iniciara el iltimo tramo de la
regata. Este iltimo se hara en tres
parties: de Gamboa a Pedro Miguel,
de Pedro Miguel a Miraflores, y fi-
nalmente, la recta final hasta la
meta en los muelles de Rodman.
La ceremonia de clausura tendra
lugar en Rodman una hora despu6s
que haya entrado el l6timo cayuco.
Se presentaran trofeos a las tripula-
ciones de los cayucos que Ileguen en
los primeros cuatro puestos y se
otorgara un distintivo de participa-
ci6n a todos los que complete el
recorrido.

Exhibird Pinturas
Ayer se inaugur6 una exhibici6n
de pinturas al 61eo de Ovaline Ty-
burski en el Banco Chase Manhat-
tan en Via Espafia, ciudad de Pa-
nama, y continuara a la vista hasta
el 26 de abril.
La Sra. Tyburski es esposa de un
radiot6cnico regional que trabaja
en la Embajada de Estados Unidos
en Panama. La Sra. Tyburski ha
tenido su trabajo en exhibici6n en
la Galeria Golden Easel en Atlanta;
en los Espectaculos con Jurados del
Club de Artistas de Atlanta; en el
Festival de Arte del Parque Pied-
mont, en Atlanta; y en los Espec-
taculos de Arte con Jurados del
Club de Mujeres Americanas en
TeherAn, IrAn. Sus cuadros han sa-
lido en las portadas de revistas del
Foreign Service Journal en noviem-
bre de 1976 y en junio de 1978.
La distinguida pintora ha estu-
diado arte en la NJueva Escuela en
Nueva York; la Escuela de Arte en
Atlanta; y con Antonio Madrid en
Panama.
Su colecci6n de 21 trabajos que
esta actualmente en exhibici6n es
el fruto de un afio de residencia en
Panama; incluye cuadros titulados
"Hacia Taboga", "Iglesia de San
Fracisco ", "PanamA Vieja", y otros
temas panamefios.


Los abogados Gary R. Mitchell y
Bruce A. Leinback se integraron al
personal del Asesor Juridico la
semana pasada.
Gary y su esposa Francie legaron
primeramente al Canal en una
forma en que todos sofiamos con
hacerlo-a bordo de su propio bote,
un queche de 41 pies de eslora Ila-
mado Amistad, y con toda la calma
del mundo. Los Mitchell partieron
de Long Beach en febrero de 1977 y
navegaron por el Mar de Cortes,
entrando y saliendo de acogedores
puertos y disfrutando de los vientos
agradables del Golfo de California
por un afio. Pasaron cerca de cinco
meses visitando various puertos en
las costas de M6xico y de Centro
America, y seis meses en aguas de
Costa Rica antes de Ilegar en su
velero Amistad al puerto de Crist6-
bal en diciembre del afio pasado.
Dejaron el Amistad alli y regresa-
ron a su hogar en California en
marzo. El Asesor Juridico le ofreci6
a Gary la oportunidad de llenar una
vacant en el grupo de abogados de
la empresa del Canal de Panama, y
Gary acept6. Regresaron al Istmo
en el SS Cristdbal.
Tanto Gary como Francie termi-
naron sus studios universitarios en
la Universidad.Estatal de California
en Long Beach. El continue sus
studios de post grado en la Escuela
de Derecho Hastings en la Universi-
dad de California en San Francisco
y recibi6 su titulo de abogado en
1964.
Gary ha estado ejerciendo su pro-
fesi6n por doce afios; ha trabajado
con la Oficina de Defensores de Ofi-
cio y del Procurador Distritorialdel

12 afios de edad y Lisa de 14, y el
hijo de Francie, Steven de 12 afios,
quien los acompafi6 en su viaje al
Istmo, vendrfn tan pronto se acabe
el afio lectivo en EE.UU. Francie es
maestra y espera conseguir coloca-

Bruce y Charlene Leinback y Tig-
ger, el gato de Charlene, Ilegaron en
avi6n desde Tallahassee, Florida,
donde Bruce trabaj6 por inds de tres
afios con la Comisi6n de Relaciones
de los Empleados P6blicos de Flo-
rida, la agencia estatal encargada de
la contrataci6n colectiva del sector
p6blico. Las funciones de Bruce
incluian tambi6n trabajo legal en
material laboral y administrative y

Bruce obtuvo su titulo universita-
rio en historic de la Universidad
Estatal de.Florida en 1970. Despues
de su graduaci6n, estuvo con el
Ej6rcito por dos afios y prest6 servi-
cios en Vietnam por un afio.
Entr6 a la Escuela de Derecho de
la U niversidad Estatal de Florida en
1973 y obtuvo su titulo en leyes en
marzo de 1976. Charlene, quien se


gradu6 en la misma instituci6n, es
una artist professional. Ha traba-
jado de maestra en escuelas piblicas
y fue trabajadora social en Tal-
lahassee.
Bruce es miembro de la Asocia-
ci6n de Abogacia de Florida, de la
Asociaci6n de Abogacias America-
nas, de la Asociaci6n de Abogacia
de la Corte de Apelaciones del Dis-
trito de Columbia, y se le ha permi-
tido ejercer su profesi6n en el
Distrito Nortefio de Florida, Corte
Distritorial de los Estados Unidos.
Tanto Bruce como Charlene
habian deseado trabajar fuera de su
pais, y cuando Michael Parrish,
quien trabaj6 para la Oficina del
Asesor Juridico hace unos afios, les
habl6 del Canal de Panama, Bruce
decidi6 solicitar trabajo en esa ofi-
cina. Michael Parrish esta ahora
trabajando con la Comisi6n de
Relaciones de los Empleados Plbli-
cos de Florida, y es uno de los tres
comisionados nombrados por el
Gobernador de la Florida.
Bruce tiene various pasatiempos,
entire los cuales estan correr, ir de
paseos con su mochila al hombro,
acampar, viajar en canoa, la nata-
ci6n, y montar motocicletas; pero el
favorite de los Leinback es viajar.
Aprender a hablar espafiol es la
necesidad prioritaria de ambos,
aunque Charlene solo tiene que
refrescar sus conocimientos del
idioma ya que lo habla algo. Bruce,
quien no sabe nada de espafiol, tiene
que empezar desde el principio,
pero espera hablarlo dentro de
poco.

Coleccionar Botellas es Divertido


La Asociaci6n de Coleccionistas
de Botellas de la Zona del Canal in-
vita al p(iblico en general a asistir
a la reunion que se celebrard a las
7:30 p.m. el martes 10 de abril en el
Centro de Adiestramiento de la
Zona del Canal. Este program sera
sobre mariposas en vez de botellas.
El orador invitado sera Al Thur-
man, expert en mariposas nativas
de Panama.
Durante muchos afios, el colec-
cionar botellas ha sido un pasatiem-
po favorite en el Istmo, donde hace
siglos pirates espafioles, ingleses y
franceses recorrian continuamente
el camino entire el Rio Chagres y la
ciudad de Panama. Afios despu6s,
los "49ers" usaron la misma ruta
durante la fiebre del oro, que atrajo
a miles de aventureros a California.
Despu6s llegaron los constructores
del Ferrocarril de Panama y los tra-
bajadores del Canal Franc6s, y mu-
cho despu6s miles de norteamerica-
nos, europeos, antillanos y otros
que vinieron a construir el Canal de
Panama.
Durante su permanencia en el
Istmo, cada grupo contribuy6 a
aumentar el c6mulo de despojos al
descartar sus botellas de gotas
amargas, whiskey y medicine, y las
botellas que contenian alimentos,
cosm6ticos y liquid para la limpie-
za del hogar.
Mucha de esta acumulaci6n de
botellas que no se han roto o pulve-
rizado al paso de losafios sigue en-
terrada en la selva, en antiguos
basureros, en el mar y donde quiera
que el hombre pas6 y se aliment6
o cur6 sus enfermedades.
En los iltimos afios, los colec-
cionistas que buscan estas botellas
antiguas han encontrado sin much
esfuerzo cientos de estas botellas de
vidrio soplado que datan desde los
alrededores de 1860 y algunas aun
mas viejas que son altamente coti-
zadas; por ejemplo, una botella de
la 6poca de la Fiebre del Oro, ahora
parte de la colecci6n privada de
bebidas alcoh6licas del Presidente
Zachary Taylor, que fue encontrada
hace unos afios por un aficionado
que hacia exploraciones en el
Fuerte San Lorenzo.
Ya que la mayoria de aquellos
recipients medio enterrados o sin
enterrar ha sido encontrada, el co-
leccionar botellas hoy en dia toma
mis trabajo. Pero eso no desmedra
el Animo del verdadero entusiasta
que excava un poco mas profunda-
mente, busca en los basureros, apar-
ta jungla, y se sumerge en las pro-
fundidades del mar buscando sus
tesoros.
El desenterrar y bucear para en-
contrar estas botellas,:hundidas y
olvidadas por tantos afios, se ha
convertido en un pasatiempo diver-
tido que absorbe y brinda gran sa-
tisfacci6n a los entusiastas. Les
produce cierta emoci6n vender,
comprar e intercambiar raras bote-

Canal de tercera generaci6n.
Antes de partir, los Norris visita-
ran el Volcan y Boquete y Hughju-
gard golf-algunas de las cosas que
no tuvo tiempo de disfrutar durante
los 61timos agitados afios.
Sobre el future, Norris dice que
no tiene planes fijos. Tal vez se dedi-
que a la ensefianza, labor que
desempefi6 durante tres afios en la
Universidad Bradley.
Y despu6s de pasar afios en la
primera fila de una de las operacio-
nes mas eficaces en el mundo, no
hay duda que Hugh Norris tendra
much que ofrecer.

Adiestramiento de la Zona del
Canal. Hace poco Bill McLaughlin
y John ShaWv fueron electos presi-
dente y vicepresidente respectiva-
mente.

Capitan Hopkins

A solicitud de la Refineria de
Panama, el-Capitan Hopkins tam-
bi6n ha dirigido el adiestramiento
de practices para el Canal de Pana-
mi y el Gobierno de Panama. Sirvi6
como practice en el primer buque
cisterna en arribar con carga para la
nueva refineria en la Bahia Las
Minas en Panama, en diciembre de
1961, y pilote6 los barcos que entra-
ban y salian de la Bahia Las Minas
de 1962 a 1969. Esta labor fue efec-
tuada a solicitud de la refineria y
con el consentimiento del Gobierno
de Panama.
El Capitan Hopkins y su esposa,
Margaret, secretaria del Rector de
la Universidad de la Zona del
Canal, fijaran su nueva residencia
en Miami, Florida.

El Program de Empleo de
Estudiantes en Vacaciones de la em-
presa del Canal de Panama comen-
zara el 4 dejunio y continuara hasta
el 10 de agosto.
El program ofrece empleo a de-
pendientes de empleados de entida-
des gubernamentales de'los Estados
Unidos en el Istmo cuyas vacacio-
nes escolares ocurren durante esta
6poca. Los estudiantes deben ser
graduandos de tiempo complete
procedentes de escuelas secunda-
rias que se graduaran al finalizar el
actual afio lectivo, o ser estudiantes
universitarios de tiempo complete
que no hayan recibido el titulo de
bachiller o un equivalent al finali-
zar el actual afio escolar. El salario
minimo que se pagara a los estu-
diantes que participen en el progra-
ma sera de $2.90 por hora. Los
nombramientos que se harin bajo
el program de este afio seran de
tiempo completo-40 horas por se-
mana-y seran excluidos del Siste-
ma de M6rito de la Zona del Canal.

La Sra. Hummer es esposa de
Charles W. Hummer Jr., subjefe
de la Divisi6n de Dragado. Los
Hummer tienen un hijo, "Chuck" III,
y viven en Gamboa.
