On Maintenance of Facilities


That Treaty Gives Panama


Taking time out from the annual meeting of the
Panama Canal Company Board of Directors, Secretary
of the Army Clifford Alexander, board chairman, held
a press conference last Thursday at the Panama Canal
Training Center. With Alexander to answer questions
that ranged from maintenance of Canal facilities to the
status of non-profit organizations were Gov. H. B.
Parfitt, left, and Gabriel Lewis Galindo, director gen-
eral, Panama Canal Authority. After discussion of the
condition of Canal facilities that will go to Panama,
Governor Parfitt summed up the issue. He said his


instructions are that the maintenance of facilities
occupied by Company/Government activities is to equal
or e'ceed the level of normal maintenance that would
be performed if the facilities were not being transfer-
red to Panama. About non-profit organizations, Lewis
said Panama plans to open an information office that
will channel information to lodges, churches, civic
organizations and others so they will understand the
bureaucratic procedures for obtaining licenses they will
need at the end of the transition period.

Poston Encourages Labor and Civic Representatives

To Use Influence in Washington To Accomplish Goals


Claiming some credit for seeing
that Cahal employees will receive
a major reduction-in-force retire-
ment option in April, Vice Chair
of the Merit Systems Protection
Board Ersa Poston told labor and
civic council leaders last week that
attention has been focused on their
problems.
Poston and Assistant Secretary of
State for Inter-American Affairs
Viron Vaky met with the repre-
sentatives in the Panama Canal
Training Center on Friday. Both
are members of the Personnel Com-
mittee of the Panama Canal Com-
pany's Board of Directors and were
on the Isthmus to attend a meeting
of the Board.
Since her last meeting with the
civic and labor leaders in late Oc-
tober, Poston said she had gathered
support from the Office of Person-
nel Management for the major RIF
request and also for the early retire-
ment provisions contained in the
implementing legislation now be-
fore Congress.
She told the representatives that
although she is willing to look into
their concerns in areas where she


has influence, there comes a point
where "we can't do any more."
Poston admonished them to use
their resources in Washington, D.C.
in trying to accomplish their aims.
Making reference to her own 17-
month struggle in getting the Civil
Service Reform Act of 1978 through
Congress, she said, "You have to
make compromises, and sometimes
you lose some of your finer points
in order to get the biggies."
That bill's Title VII, which for
the first time allows federal em-
ployees the right of collective bar-
gaining, was brought up for dis-
cussion by labor leaders in attend-
ance. While some representatives
objected to the application of Title
VII in the Canal Zone because of
its failure to include Panamanian
employees after October 1, even
stronger objection was voiced to an
alternative collective bargaining
agreement currently being devel-
oped by the Office of the Secretary
of the Army.
Al Graham, president of Central
Labor Union-Metal Trades Coun-
cil, referred to the latter proposal
as "impotent" and told the Person-


nel Committee members, "We are
asking for a proposal at least equal
to Title VII."
Graham also requested that
labor union officials be considered
for the diplomatic immunity that
will be afforded some Canal offi-
cials after October 1. He cited in-
cidents between labor represent-
atives and members of Panama's
National Guard as justification for
the request.
Graham and others voiced con-
cern that factors other than senior-
ity are being used by management
in determining which employees
of the Electrical Division, will be
transferred to the Department of
Defense. Graham said his union
has documented cases and is hiring
a lawyer to look into the matter.
Pacific Civic Council President
Richard Cheville asked what steps
have been taken to set up a place-
ment program for Canal employees
seeking Federal employment out-
side the Canal Zone.
He was told that a plan for a
civil service placement program
was just received in writing by the
Acting Personnel Director. Copies

Stories and editorials appearing
recently in the Panamanian press
have contained allegations that the
Panama Canal organization is not
maintaining property that is to be
transferred to Panama on October 1
as a result of the Carter-Torrijos
Treaty.
A recent editorial went so far as
to suggest that the alleged lack of
maintenance is the result of anti-
treaty sentiment that exists within
the Canal Zone.
Apart from the efficient operation
of the Canal, the most outstanding
accomplishment of the Canal or-
ganization has been its mainte-
nance of all support facilities and
equipment. Many of the structures
and much of the equipment in use
today were built prior to the open-
ing of the Panama Canal 64 years
ago-a tribute not only to quality
construction but to continuous, ex-
cellent maintenance.
This commitment to sound main-
tenance policies and practices is
as firm today as it always has
been. Directives from management
stress this fact and mandate high
levels of maintenance for all plant
and equipment in use. Special em-
phasis has been placed on facilities
which will be turned over to Pan-
ama to assure normal maintenance
activity is equalled or exceeded.
As a consequence, for Fiscal
Year 1979, which ends Septem-
ber 30, approximately $10.9 million
is currently scheduled to be spent
for operational maintenance of such
facilities and $748 thousand for
capital improvements.
Most of the equipment and facil-
ities to be transferred to Panama
are now in use and being main-
tained in the traditional manner.
There are, however, some facilities
in the Canal Zone which have
limited use and others which have

English language only.

fied that they are eligible for ad-
mission to these examinations should

not been in active use for many
years. Perhaps the most visible of
these are the World War II bar-
racks and hangars abandoned by
the U.S. Armed Forces and made
available to the Canal organization
for use if needed. They have not
been used and continue to be un-
necessary to the operation of the
Panama Canal. Thus the Canal or-
ganization has never rehabilitated
nor has it ever intended to reha-
bilitate these abandoned structures
-a fact that was well known and
evident throughout the long period
of treaty negotiations.
Other than normal maintenance
there are no plans for major up-
grading or renovation of facilities
prior to their transfer.


Valve Overhaul

Now in Progress

At Pedro Miguel
An overhaul of 24 rising stem
valves and 20 cylindrical valves,
which control the flow of water
into and out of the locks chambers,
is currently in progress at Pedro
Miguel Locks.
The work began on January 14
and involves 200 regular employees
and 125 temporaries. The men have
finished work on the east culvert,
are beginning on the west culvert
and will move from there to the
centerwall to complete the over-
haul by about February 22.
The rising stem valves them-
selves and the seals and stems of
the cylindrical valves will be re-
placed during the course of the
overhaul. No closing of lanes is re-
quired for the valve work, which
can be accomplished while the
chamber is full.
The last overhaul of these rising
stem and cylindrical valves at Pe-
dro Miguel took place in- 1965.
Due in part to the freshwater lo-
cation of the locks, the normal 5 to
7-year life span of the valves was
doubled. It is anticipated that these
valves will not need to be over-
hauled again for another 10 to 15
years.
A similar overhaul will take
place on a smaller scale at Gatun
in March.

April Engineering Exams
Zone, not later than February 26,
1979, stating it is their intention to
take the examination.
Normal processing of new ap-
plications takes several weeks.
Therefore, those persons interested
in taking the examinations should
submit their application not later
than February 5, 1979 in order that
processing of the application may
be completed prior to the date of
the examination. Applications may
be obtained from the Secretary of
the Board at the above address or

Fiesta With 'Soul

The week February 11-17 has
been designated Black History
Week, a time set aside each year
when the Canal organization joins
other Federal agencies on the Isth-
mus to pay tribute to members of
the black community and to reflect
upon their contributions to the
Panama Canal and to our society.
The highlight of events to com-
memorate Black History Week in
the Canal Zone will be a lively
entertaining three-hour cultural-
musical fiesta type program that
will take place at the Canal Zone
College auditorium, from 5 to 8
p.m., Thursday, February 15.
The program includes a variety
of free musical entertainment pro-
vided by well known Isthmian
dancing and singing groups and
individuals. There will be displays
of arts and crafts and artifacts for

Remember Maria, the young pos-
tulant in the United Way's produc-
tion of Roger and Hammerstein's
"The Sound of Music" last summer?
Well, that Maria, Marta Barrios,
recently received a letter and auto-
graphed photograph from the real
Maria, who 40 years ago married
the strong-willed Captain Von Trapp
and whoseheart-warming story has
delighted audiences in the Canal
'Zone and around the world. Now
the Baroness Maria Von Trapp, she
and members of her family operate
a ski lodge at Stowe, Vt.
The letter was in response to one
that Marta wrote the baroness tell-
ing her how as a little girl she had
longed to play Maria in The Sound
of Music, and of her excitement
when she learned that her story was
to be the United Way's annual
summer production and would be
done in English and Spanish. She
told her how wonderful it was to
have had her dream come true
when she was given the role in both
languages!
Marta explained that she had no
theatrical experience but had stu-
died voice for several years, that
she had worked very hard, putting
her heart and soul into the role, and
that the production had been a great
success, breaking all records in ticket

pleasing to me because it empha-
sizes the good family life at a time
when we need it emphasized." She
also expressed her appreciation of
the high-class productions and the
fine work that went into both per-
formances and extended her com-
pliments to the casts.
If you are wondering how Marta
found the real Maria, it was by a
happy chance through Father John
Kennedy, who on a recent trip to
the States was leafing through the
October issue of Flight-Time Maga-
zine and came uponan article on
skiing in Stowe. There was a full-
page picture showing the 74-year
old Baroness Von Trapp on skiis
with a caption saying that skiing
daily is still one of her "favorite
things."
According to the article, she aqd
her late husband Georg Von Trapp
established the Trapp Family Lodge
at Stowe after the family of singers
fled from Europe. Vermont re-
minded them of their native Austria,
so they bought a large farm and
constructed the lodge, which today,
with its more than 60 miles of trails
and facilities, is considered by many
as the finest ski-touring center of
America.

on to Marta noting . . .-it has a

Bristol made a courtesy call on
Gov. H. R. Parfitt and received a
briefing on Canal operations and a
tour of Miraflores Locks and other
points of interest on Wednesday.
He held meetings with officers of
BPOE lodges on both sides of the
Isthmus and was entertained by
lodge members during his stay.
A native of New York, Bristol is
director of the Department of Ra-
diology of the Trudeau Institute,
Inc. at Saranac Lake. He is in-
volved in the Knights of Colum-
bus, the American Legion and Sa-
ranac Lake Rotary Club, as well
as other civic activities.
He was initiated into the Sara-
nac Lake Elks Lodge No. 1508 in
1950. In recognition of his distin-
guished service to the Elks and to
his community, Bristol was voted
an Honorary Life Membership by
his lodge in 1957.

High School Is Subject of Jr-High Program


Curundu Junior High School will
present a program on high. school
graduation requirements at 7 p.m.,
Tuesday, February 13, in room
A207-209. The presentation is de-
signed for parents of present eighth
grade students. These are the stu-
dents who will begin next year to
build a high school record and to
earn credits for high school grad-
uation. The permanent high school
record is requested by colleges and
technical schools and is usually a
required part of job applications.
It is important at the beginning
of the high school experience to
look ahead to all of the require-
ments and to the course offerings
available. Eighth grade students
will receive a special edition of the
school newspaper, the Cougar's
Scratch, that describes requirements
and courses available. Additionally,
each student will attend a guid-
ance class in which counselors will
provide further information and
answer questions. Also, individual

Neil Simon Play Running
At Ancon Theatre Guild
"Barefoot In The Park," one of
the first of Neil Simon's string of
hilarious comedies, opened last
night at the Theatre Guild in An-
con. The play will run through Feb-
ruary 17.
The show revolves around a
newlywed couple: Paul, played by
George Childers, a sensible if some-
what stodgy young lawyer, and his
hopelessly romantic wife Corie,
played by Gail Goodrich Totten.
The pair is in the process of
feathering its first love nest-a
sixth floor walkup in New York
City-when the differences in their
temperaments, complicated by Co-
rie's penchant for matchmaking,
threatens to sour a beautiful re-
lationship.

More Than 13,000 U.S. and Non-U.S. Citizens

Reap Benefits From Three Major Pay Changes


Three major pay changes have
occurred which benefit large num-
bers of Company/Government em-
ployees.
The three changes are the, in-
crease in minimum wage, the
manual category annual adjustment
and the adjustment of the tax
allowance.
On December 31, 1978, the min-
imum wage was increased from
$2.65 per hour to $2.90 per hour in
compliance with the Fair Labor
Standards Act as amended. Approxi-
mately 6,530 full-time and part-
time employees will benefit from
this increase. These employees oc-
cupy jobs primarily in the following
categories:
Manual Category-
Nonsupervisory, leader and
supervisory grades 1 through
6 at all steps.
Non-Manual Category-
Grades NM-1 through NM-5 at
all steps.
Apprentice Group-
First and Second Year rates.
Learnership Group-
Classes 1, 2 and 3.

The second pay change occurred
on January 14, 1979 as a result of
the annual review of wage rates for
the manual category and related
jobs. This pay change benefited
4,089 employees. Those manual cat-
egory employees who had already
benefited from the minimum wage
adjustment did not receive the
annual adjustment. This year the
amount of the annual increase was
limited to 5.5 percent to conform
with the pay limitation placed on
Federal pay increases for Fiscal
Year 1979.
Also, effective on January 14, were
pay adjustments resulting- from
changes made to the taxable income
of U.S. citizens in the Tax Revenue
Act of 1978. Current regulations
provide for a tax allowance which
serves to equalize the disposable in-
come after taxes of U.S. and non-
U.S.-citizen employees who are at
the same rate of pay. The amount of
this tax allowance is recomputed
whenever changes occur in the tax
law of the Republic of Panama or,
the United States. The Tax Revenue
Act of 1978 enacted November 7,
1978, widens the taxable income
brackets and, in certain brackets,
reduces the tax,percentage for U.S.-
citizen employees. The new tax law
also increases the standard deduc-
tion and the personal exemptions
for these employees.
As a consequence of these changes
in the U.S. tax law, the tax al-
lowance has been recomputed with
the net result being that 2,483 non-
U.S.-citizen employees compensated
at the U.S. Wage Base are receiving
an increase in pay.
The total annual cost of the three
pay adjustments is estimated at
$5,732,800.

Folkloric Dances Start

At Old Panama Ruins
The first of the annual folkloric
dance presentations held Saturday
mornings during dry season at the
ruins of Old Panama will be per-
formed tomorrow. The presenta-
tions will continue each Saturday
until the end of March.
The colorful presentations of Pan-
ama's typical dances sponsored by
the Panama Tourist Bureau and
Kodak of Panama will be performed
by Conjunto Ritmos de Panama
under the direction of folkloric
dance instructor Petita Escobar who
has in her group some of the coun-
try's best interpreters of Panamanian
dances. A children's group is ex-
pected to perform on the first Satur-
day in March.
The area where dances are held
near the ruins of the Old Cathedral
is a beautiful setting for photographs
and movies of the colorful dances
and the beautiful costumes. The
one-hour shows start promptly at
10 a.m. but it is a good idea to arrive
early for good seats.

Poston y Viron Vaky, Subsecre-
tario de Estado para Asuntos Inter-
Americanos, se reunieron con los
representantes en el Centro de
Adiestramiento de la Compafiia del
Canal el viernes. Ambos son miem-
bros del Comite de Personal de la
Junta Directiva de la Compaiiia del
Canal de Panama y vinieron al Ist-
mo a participar en una reuni6n de
la Junta.
Poston agreg6 que, desde su 61-
tima reuni6n con los dirigentes a
fines de octubre, habia logrado res-

Graham tambi6n solicit que se

Articulos y editoriales aparecidos
recientemente en la prensa pana-
mefia alegan que la empresa del
Canal de Panama no estA dando el
mantenimiento adecuado a propie-
dades que seran transferidas a Pana-
mA el 19 de octubre a consecuencia
del Tratado Carter-Torrijos.
Un editorial reciente hasta lleg6
a sugerir que la supuesta falta de
mantenimiento se debe al sentimien-
to que existe en la Zona del Canal
contra el tratado.
Aparte de la eficiente operaci6n
del Canal, el logro mAs sobresalien-
te de la empresa del Canal ha sido
el mantenimiento de todas las ins-
talaciones y equipo de apoyo. Mu-
chas de las estructuras y la mayoria
del equipo que hay en uso hoy dia
fueron construidas antes de la aper-
tura del Canal de Panama hace
64 afios-un tribute no s61o a la ca-
lidad de la construcci6n sino tam-
bien al continue y excelente man-
tenimiento.
Este compromise de aplicar rigi-
das normas y prActicas de manteni-
miento es tan fire hoy dia como
siempre lo ha sido. Las instruccio-
nes de la administraci6n subrayan
este hecho y ordenan que se le d6
un alto nivel de mantenimiento a
todas las plants y equipo en uso.
Se da especial importancia a las
instalaciones que seran transferidas
a Panama a fin de asegurar que se
les d6 mantenimiento normal o mejor
que el acostumbrado.
Como consecuencia, para el afio
fiscal 1979, que terminal el 30 de
septiembre, aproximadamente $10.9
millones han sido presupuestados
para el mantenimiento operational
de tales instalaciones y $748,000 adi-
cionales para mejoras de capital.

Los solicitantes que han sido no-
tificados que son elegibles para to-
mar estos exAmenes deben escribir
al Secretario de la Junta, Box 223,
Balboa Heights, Canal Zone, a


6stas son las barracas y hangares de
la II Guerra Mundial que fueron
abandonadas por las Fuerzas Ar-
madas de los Estados Unidos y pues-
tas a la disposici6n de la empresa
canalera para su uso si fuese nece-
sario. No han sido usadas y conti-
nwan siendo innecesarias a la ope-
raci6n del Canal de PanamA. Por
ende, la empresa del Canal nunca
los ha rehabilitado ni nunca ha te-
nido la intenci6n de rehabilitar estas
estructuras abandonadas-un hecho
que fue bien conocido y evidence
durante todo el largo period de las
negociaciones del tratado.
Aparte del mantenimiento normal
no hay planes para efectuar mejo-
ras en gran escala o renovaciones a
las instalaciones antes de su trans-
ferencia.

Valvulas en

Pedro Miguel
La limpieza y el reacondiciona-
miento de 24 vAlvulas compuertas
de vAstago y 20 vAlvulas cilindri-
cas, que controlan la entrada y sa-
lida del agua de las camaras de
las esclusas, se estA Ilevando a cabo
actualtiaete en las Esclusas de
Pedro Miguel.
El trabajo se inici6 el 14 de ene-
ro y emplea a 200 trabajadores per-
manentes y 125 temporales. Los
hombres han completado la labor
en la alcantarilla este, han comen-
zado en la alcantarilla oeste y de
alli continuarAn hacia el muro cen-
tral para tratar de completar el pro-
yecto el 22 de febrero.
Las vAlvulas compuertas y los
sellos y vastagos de las valvulas ci-
lindricas seran reemplazados en el
transcurso del proyecto. No se re-
quiere el cierre de las vias para
efectuar el trabajo de las vAlvulas
ya que 6ste se efect6a aunque la
cAmara est6 llena.
En 1965 se efectu6 la 61tima lim-
pieza y reacondicionamiento de las
vAlvulas compuertas y cilindricas
en Pedro Miguel. Debido en parte
al agua dulce que utilizan estas
esclusas, las vAlvulas, que debian
durar de 5 a 7 afios, duraron el do-
ble. Se espera que estas vAlvulas
no necesiten ser carrbiadas por
unos 10 6 15 afios mis.
En marzo de este afio, < :eali-
zarA un proyecto similar ,r:: aen
menor escala en las Esec.;' :s de
Gatdn.


mAs tardar el 26 de febrero, infr-
mando su intenci6n de toma: el
examen.
La tramitaci6n formal de nuevas
solicitudes toma varias semanas.
Por consiguiente, las personas inte-
resadas en pasar el examen debe-
ran enviar sus solicitudes a mAs
tardar el 5 de febrero para que se
complete la tramitaci6n de la soli-
cituda antes de la fecha del
examen. Las solicitudes pueden ob-
tenerse del Secretario de la Junta
en la direcci6n dada o llamando
al 52-7927.

Semana del Aniversario del Escultismo


El Gobernador H. R. Parfitt ha
designado la semana del 4 al 10 de
febrero como la Semana del Ani-
versario del Escultismo en la Zona
del Canal.
En su proclamaci6n, el Goberna-
dor se refiri6 a los jefes de 50 gru-
pos de Lobatos, de tropas de Nifios
Exploradores y de los puestos de
Exploradores en el Istmo, quienes
han servido de ejemplo a la juven-
tud mediante la prActica de la Pro-
mesa de los Lobatos, el Juramento


de los Nifios Exploradores y el C6-
digo de los Exploradores.
Indicando que el adiestramiento
de nuestra juventud es de suma im-
portancia para la Zona del Canal y
para nuestro pais, la proclamaci6n
elogi6 a los lideres de iglesias, es-
cuelas, clubes civicos y de servicio,
cuerpos fraternales, unidades mili-
tares y otras organizaciones de las
comunidades, e inst6 a los ciuda-
danos a explorerr el Maravilloso

La semana del 11 al 17 de febre-
ro ha side designada Semana de la
Historia Negra. Esta es la 6poca del
afio en que la organizaci6n del Ca-
nal y otras agencies Federales hon-
ran a los miembros negros de la
comunidad y exaltan sus contribu-
ciones al Canal y -a nuestra so-
ciedad.
El event cumbre de la conme-
moraci6n de la Semana de la His-
toria Negra en la Zona del Canal
consistira en un divertido y alegre
program cultural y musical estilo
fiesta que se llevarA a cabo en el
auditorio de la Universidad de la
Zona del Canal de 5 a 8 p.m. el
martes 15 de febrero.

El Dr. Carter Godwin Goodson,

8Recuerdan a Maria, la joven
postulante en la producci6n teatral
de Roger y Hammerstein "The
Sound of Music" (La Novicia Re-
belde) que fue presentada el vera-
no pasado por la Senda Unida?
Bueno, esa Maria, Marta Barrios,
recientemente recibi6 una carta y
fotografia autografiada de la verda-
dera Maria, quien hace 40 afios se
cas6 con el tesonero CapitAn Von
Trapp y cuya historic ha cautivado
los corazones de miles y ha deleita-
do a los auditorios en la Zona del
Canal al igual que en todo el mun-
do. Ella, actualmente la Baronesa
Maria Von Trapp, y sus familiares
administran un hotel para esquia-
dores en Stowe, Vermont.
La carta fue en contestaci6n a
la que Marta escribi6 a la Barone-
sa dici6ndole que cuando era pe-
quefia siempre tuvo el deseo de
hacer el papel de Maria en La No-
vicia Rebelde, y cuan emocionada
se sinti6 cuando le informaron que
dicho cuento seria la producci6n
annual de la Senda Unida para el
verano, y que seria representada en
ingles y en espaiiol. ILe cont6 que
fue maravilloso ver hecho realidad
su suefio cuando le dieron el pa-
pel en ambos idiomas!
Marta explic6 que no tenia nin-
guna experiencia 'teatral pero que
habia estudiado canto durante va-
ries afios, que habia trabajado muy
duro, poniendo todo su coraz6n y
alma en el papel, y que la produc-
ci6n habia side un gran bxito, su-
perando toda marca establecida en
la venta de boletos y en asistencia.
Marta le dijo a la verdadera Ma-
ria "Todas te queremos, Sra. Voni
Trapp. Usted ha inspirado a tantas
vidas, y las has Ilenado de muisica.
El representar su persona ha

Padre John Kennedy quien, du-
rante un viaje reciente a los Esta-
dos Unidos, estaba hojeando la
edici6n de octubre de la revista
Flight-Time y encontr6 un artioulo
sobre el deported de esquiar en
Stowe. Habia una fotografia de la,
Baronesa Von Trapp, de 74 afios de
edad, en esquis con una leyenda di-
ciendo que el esquiar a diario es
todavia una de sus "cosas favorites".
Segin el articulo, ella y su es-
poso Georg Von .Trapp (q.e.p.d.)
establecieron el Hotel de la Fami-
lia Trapp para Esquiadores en
Stowe despu6s que la familiar de
cantantes escap6 de Europa. Ver-
mont les recordaba tanto a su tie-
rra natal, Austria, que decidieron
comprar una granja grande y cons-
ruyeron el hotel-que, boydia,- con
sus mAs de 60 millas de senderos
e instalaciones, es considerado por
muchos come el mejor centre para
esquiar en Am6rica.

Oriundo de Nueva York, el Dr.
Bristol es director del Departamen-
to de Radiologia del Institute Tru-
deau, Inc., en Saranac Lake. Es
miembro de los Caballeros de Co-

Rotario de Saranac Lake, y parti-
cipa en otras actividades civicas.
Fue admitido a la Lokia Elks
No. 1508 de Saranac Lake en 1950.
En reconocimiento de su servicio

Tema del Primer Cilo: Escuela Secundaria


El Primer Ciclo de Curund6 pre-
sentarA un program sobre los re-
quisitos para graduarse de escuela
secundaria el martes 13 de febrero
a las 7 p.m. en el Aula A207-209.
La presentaci6n estA dirigida a los
padres de los alumnos de 89 gra-
do. Estos son los estudiantes que
el pr6ximo afio comenzaran a acu-
mular los cr6ditos necesarios para
graduarse de escuela secundaria. El
archive permanent de escuela se-
cundaria es requerido por las uni-
versidades o escuelas vocacionales
en las que ingrese el estudiante y
generalmente forma part integral
de las solicitudes de trabajo.
Es important, al entrar en es-
cuela secundaria, que el estudiante
sopese los requisitos y los cursos
que ofrece la escuela. Los estu-
diantes del 89 grado recibirAn una

Danielle Barriteau monta su caballo Midnight en una carrera de obstacu-
los, uno de los muchos events programados para la Exhibici6n Equina
del Club de Montar de Gat6n el sAbado 10 de febrero. Midnight fue
escogido como el mejor potrillo del afio en la categoria del oeste en

Mas de 13,000 Empleados se Benefician

De Tres Cambios Salariales Trascendentales


Tres cambios salariales trascen-
dentales han ocurrido que beneficia-
rAn a los empleados de la Compafiia
y Gobierno.
Estos cambios son el aumento del
salario minimo, el ajuste annual de
la categoria manual y el ajuste del
factor de impuesto.
El 31 de diciembre de 1978, el
salario minimo fue aumentado de
$2.65 a $2.90 por hora de acuerdo
con las leyes que modifican la ley
de Normas Equitativas de Trabajo
(FLSA). Apr6ximadamente 6,530
empleados de tiempo complete y
tiempo parcial se beneficiaran con
este aumento. Estos empleados ocu-
pan posiciones en las siguientes cate-
gorias principalmente:
Categoria Manual-
Posiciones de no supervision,
de capataz y de supervision
del grado 1 a 6 en todos los
escalones.
Categoria No-Manual-
Grados NM-1 hasta NM-5,
todos los escalones.
Grupo de Aprendices-
Tarifas de primer y segundo
afio.
Grupo de Principiantes-
Clases 1, 2 y 3.

Sobre el Foto-Enigma
La mala noticia para los lectores
del SPILLWAY a quienes interest el
foto-enigma semanal es que a par-
tir de la edici6n de hoy quedarA
temporalmente suspendido. La
abundancia de noticias oficiales y
el tamafio reducido del papel que
se estA utilizando para imprimir el
SPILLWAY en estos dias no permi-
ten el espacio necesario para el fo-
to-enigma. La buena noticia es que
lo comenzaremos a incluir tan pron-
to como sea possible.

empleados. Aquellos empleados de
la Categoria Manual que anterior-
mente se habian beneficiado con el
ajuste del salario minimo no reci-
bieron el ajuste annual. Este afio se
limit6 a 5.5 por ciento el aumento
annual de conformidad con la limi-
taci6n impuesta sobre los salaries
Federales para el Afio Fiscal de
1979.
Tambi6n, a partir del 14 de enero,
se produjeron los ajustes salariales
resultantes de los cambios que in-
trodujo la Ley de Recaudaci6n Fis-
cal de 1978 de EE. UU. sobre la
renta gravable de los ciudadanos
de los Estados Unidos. Las leyes
vigentes fijan un factor de impuesto
que sirve para igualar el salario neto
de empleados estadounidenses o no
que se encuentran en niveles sala-
riales iguales. Este factor de im-
puesto es calculado cada vez que se
da un cambio en la legislaci6n fiscal
de los Estados Unidos o en la de la
Repiblica de PanamA. La ley de
Recaudaci6n Fiscal de 1978, que
entr6 en vigencia el 7 de noviembre
de 1978, amplia el parAmetro de
rentas gravables y reduce el por-
centaje de impuestos para los em-
pleados estadounidenses en ciertas
categories. La nueva ley tributaria
tambi6n incrementa el monto de las
deducciones personales y de los
gastos deducibles de estos emplea-
dos.
Como consecuencia de estos cam-
bios en la legislaci6n tributaria de
los Estados Unidos, el factor de
impuesto ha sido computado de
nuevo y el resultado ha sido que
2,483 empleados, que son ciudada-
nos estadounidenses y cuyo trabajo
estA remunerado por la Tarifa Sala-
rial de los Estados Unidos (U.S.
Wage Base), recibirAn un aumento
salarial.
El costo annual total de estos tres
ajustes salariales ha sido estimado
en $5,732,800.

Bailes Folkl6ricos

En Panama La Vieja
Las funciones de bailes tipicos
que suelen presentarse anualmente
los sAbados por la mariana durante
el verano en las ruinas de Panama
La Vieja comenzarAn el 3 de fe-
brero y continuarAn hasta fines de
marzo.
Las presentaciones, que son auspi-
ciadas por el Instituto Panamefio de
Turismo y la Kodak de PanamA,
estarin a cargo del Conjunto Ritmos
de PanamA, bajo la direcci6n de la
profesora Petita Escobar, que cuen-
ta con algunos de los mejores talen-
tos folkl6ricos de Panama. Posible-
mente la funci6n del primer sAbado
de marzo sea por un grupo infantil
folkl6rico.
El lugar donde se presentan estos
bailes, contiguo a las ruinas de la
Vieja Catedral, es un hermoso fondo
para tomar fotograffas y peliculas.
La funci6n de una hora de duraci6n
comienza puntualmente a las 10
a.m. y, debido a la popularidad del
espectAculo, se recomienda llegar
tcmprano para obtener un huen
asiento.
Les aconsejamos a las personas
que piensen asistir a dichas funcio-
nes traer sus cAmaras y much pe-
licula a fin de tomar fotografias de
los pintorescos bailes y hermosos
trajes tipicos.
