Charles Morris, management
analyst in the Canal's Executive
Planning Staff for the past 6 years,
has been appointed Chief of the
Canal Protection Division and will
assume his new duties in the near
future. He succeeds J. L. Gregory,
who recently left the Canal serv-
ice to accept a position in the
United States.
Born in Duplin County, N.C.,
Morris came to the Isthmus as a
youngster when his late father was
employed in the old Mechanical
Division. His mother, Margaret
Morris, was for many years em-
ployed in the Division of Schools'
recreation program and retired in
1970. After attending Canal Zone
schools, Morris went to Bradley
University, Peoria, Ill. and was
graduated in 1960 with a bachelor
of arts degree in liberal arts. He
was granted a masters degree in
public administration in 1974 by
the University of Oklahoma and
has completed additional graduate
studies at the University of Min-
nesota and American University.

Morris began his Canal career
in 1961 as a distribution clerk in
the Postal Division. The following
year he transferred to the Per-
sonnel Bureau's Central Employ-


ment Office, where he worked for
6 months as a qualifications rating
clerk and then as a position classi-
fication specialist until 1967.
Morris served as an international
relations officer to the Office of the
Interoceanic Canal Studies Com-

he returned to his position in the
Personnel Bureau. In 1970, he be-
came a management analyst with
the Office of the Director, Engi-
neering and Construction Bureau,
remaining in that position until
1972 when he joined the Execu-

Governor's office at Balboa Heights.

Mrs. Logan is the wife of Capt.
Arthur L. Logan, Port Captain,
Balboa who retired recently after
nearly 27 years of service with the
Canal. Captain Logan received the
Master Key Award in the grade of
"Master Mariner." Captain and
Mrs. Logan will make their retire-
ment home at Titusville, Fla.


Biologist To Speak at Next ASCE Meeting


"Ecological Aspects of the Sea
Level Canal" is the subject of a
talk to be given by Dr. Peter W.
Glynn at the Wednesday, Au-
gust 2 meeting of the Panama Sec-
tion of the American Society of
Civil Engineers.

Dr. Glynn is a biologist with the
Smithsonian Tropical Research In-.
stitute. His talk will be accom-


panied by slides and the short
movie "Should Oceans Meet?"

The dinner meeting will be held
at the Fort Amador Officers' Club
Room of the Americas, with the
pay-as-you-go bar opening at 6:30
p.m. and the meeting starting at
7 p.m. The cost will be $4.50 per
person and spouses and guests are
invited. Attire is informal.

Elks Lodge No. 1414, the Reserve
Officers Association and the Union
Club and Kiwanis Club of Pan-
ama. A member of the U.S. Army
Reserve for the past 14 years, he
holds the rank of major in the
Infantry and was selected as For-
eign Area Officer in the Reserve
Component Program.
He' is married to the former
Julieta Garcia Lavergne, member
of a well-known family in Pan-
ama, who is a translator-interpreter
with the Defense Mapping Agency,
Inter-American Geodetic Survey at
Fort Clayton. They have four chil-
dren: Mercedes 15, Melissa 13,
Melanie 7, and Charles Patrick,
who is 6.
An avid blue water fisherman,
Morris also has a special liking for
interior beach areas, especially
Gorgona, where the Morris family
enjoys beach life and "Charlie"
can often be found rebuilding old,
beatup motorcycles. The Morrises
live at Loma Alegre, Panama City.


Career Diplomat Vaky

To Replace Todman on

PC Board of Directors

Viron P. Vaky, recently nomn-
inated by President Carter to be
Assistant Secretary of State for
Inter-American Affairs, has been
named a member of the Board of
Directors of the Panama Canal.
Vaky replaces Terence A. Todman,
who has been appointed to serve
as United States Ambassador to
Spain. Vaky also was nominated
by the President to be a member
of the board of directors of the
Inter-American Foundation.
A career diplomat, Vaky joined
the Foreign Service in 1949 and
served in Guayaquil, Buenos Aires,
Bogota, and at the State Depart-
ment. He was deputy chief of
mission in Guatemala from 1964 to
1967 and in 1967 and 1968 was
on the Planning and Coordination
Staff at the State Department. In
1968 and 1969, he was Deputy
Assistant Secretary, then Acting
Assistant Secretary of State for
Inter-American Affairs. He was on
the National Security Council in
1969 and 1970 and the following
2 years was a diplomat in residence
at Georgetown University.
Vaky also served as ambassador
to Costa Rica and Colombia and
has been ambassador to Venezuela
since 1976.


The MV "Oroya" docks in
Cristobal after making its first
northbound transit of the Panama
Canal. One of five new multi-
purpose vessels belonging to
The Pacific Steam Navigation Co.,
the "Oroyda" and her sisters operate
between the United Kingdom
and South America and will be
regular customers of the Canal.
Local agent for the ships is
Pacific Ford, S.A.

Defense Property Sale

The Defense Property Disposal
Office Panama will conduct a Spot
Bid Sale at 8:30 a.m., August 10,
Building 1014 PAD Area Albrook
AFS, Canal Zone. Inspection will
be from 7:30 a.m. to 11:30 a.m.
and 12:30 p.m. to 3 p.m., Au-
gust 3-9. Registration of bidders
will start at 7:30 on day of sale.
Catalogs will be available on the
days of inspection. Some of the
items in this sale are: vacuum
cleaners, water hoses, power tools,
piano and organ.


Shorthand Offered

The performance part of the
Civil Service Test may be satisfied
by class tests taken in the inter-
mediate shorthand courses which
are being offered in the fall se-
mester at Canal Zone College. The
first day of class is August 14.
Beginning shorthand will be
offered at 8:40 a.m. each day or
on Tuesday and Thursdays at
4:40 p.m. Intermediate shorthand
will be offered daily at 9:40 a.m.
or on Tuesdays and Thursdays at
4:40 p.m.
Beginning shorthand enables the
student to learn the Gregg short-
hand theory to the extent of reading
shorthand, taking dictation, and
doing some transcribing.
Intermediate shorthand is for
those who have completed the
Gregg beginner course. It entails
taking dictation, 80-90-100, reading-
back notes, and transcribing of
notes.
Four sections of Office Machines
will also be offered during the fall
semester, three during the day and
one in the evening,
Registration for the fall semester
is now in progress.

Fiberglass Hardener

Can Be Hazard to Eyes

The catalyst or hardener that is
added to fiberglass resin before it
is applied can be a serious hazard
to tlie eyes.
An eye specialist, who reported
this to a safety conference in Van-
couver, B.C., said that a drop of
this catalyst in the eye will pro-
gressively destroy the tissue and
result in blindness unless the
catalyst is washed from the eye
within 4 seconds. Once the chern-
ical has started to destroy the ceyc
there is no known way of slopping
the destruction or repairing the
dlaiinge.
The toxic. (chemnicikal agent \hiicih
causes the damage is called MElP
(MelNthyl -lhyl ketone peroxide).
A solution which contains more
than 0.6 percent of MEKP will
cause eye problems ranging from
irritation to severe damage. No
known chemical neutralizer lias
been reported for this substance;
however, washing an affected eye
within 4 seconds after corntaina-
tion will prevent injury.
Those who use fiberglass resin
at home or -at work should check
its chemical composition. Safety
goggles should be worn and a
source of bland fluid (such as
water) for thorough washing of the
eye tissues should be immediately
available.

Summer Activities for Tots, Teens and Adults

Continue at Balboa and Cristobal YMCA's


Summer activities for children
and grown-ups are continuing at
the YMCA's on both sides of the
Isthmus with a number of special
"happenings" in the month of
August.
The Cristobal "Y" has sched-
uled a variety of recreational ac-
tivities for children and teenagers
on three consecutive weekends, be-
ginning Friday, August 11, and
ending August 26. There will be
over-night camping, day activities
and sports and many other projects
under the direction of Sgt. Angel
Ramos and instructor Jorge Pinillo.
Beginning August 28, there' will
be a new 10-week modeling course
for women who are 5'5" or taller
and a charm course especially de-
signed for those women who want
to be more attractive and self-
confident. A male modeling class
is also to begin in the next few
weeks.
Also scheduled are movement


education classes for tiny tots 2%1/2
to 41/2 years old to help them de-
velop better motor coordination,
to create, a sense of responsibility
and to learn to work in groups.
These classes are to be held from
noon to 1 p.m. on Mondays,
Wednesday and Fridays.
The Cristobal YMCA also offers
classes in guitar and piano and
Spanish lessons.

At the Balboa YMCA, starting
Monday and continuing through
Friday, there will be a Day Camp
for children 4 to 10 years old with
2 weeks of crafts, swimming and

7:30 p.m., the cayuco and the
Cayuco Race will be the topic of
the Outdoor Adventure Course,

Penny Robles has been named
administrative assistant of the
Canal Zone Chapter of the Amer-
ican Red Cross, succeeding Maxine
Logan who has ended her long
career with the local Chapter.
A native of Arizona born in
Chloride, which she says is a "very,
very small town near the California
border," Mrs. Robles calls Douglas,
Ariz. home. She and her husband,
Ruben, a civilian employee of the
470th Military Intelligence Bat-
talion, Fort Amador, have been in
the Canal Zone since 1965. They
have two children; Ted, 12, and
Elaine who is 10.
Mrs. Robles has a bachelor of
arts degree from the University
of Arizona where she majored in
English and minored in secondary
education. She has done substitute
teaching in the Canal Zone schools
and currently is teaching a class
in basic English at the Canal Zone
College.
As an avocation, Mrs. Robles
has studied journalism at the Col-
lege and as a result of these cour-
ses, which she says have given
her much pleasure, writing has
become her favorite pastime.
A number of her articles have ap-
peared in the Star & Herald and
college publications, including the
recent edition of the Saltwater
Papaya.
Assuming her new duties as the
administrator and coordinator of
the Red Cross Chapter activities
on the Pacific side, Mrs. Robles
remarked with the greatest of en-
thusiasm, "I had no idea of the
myriad of activities this Chapter
is involved in to meet the human-

fellow Smith pictured on the
15-cent stamp is, read on.
It is Jackson Smith-appointed to
the Isthmian Canal Commission in
March 1907.
Nicknamed "Square-foot" Smith,
he developed construction day
houses, hotels and commissaries.
The stamp, first issued on Jan-
uary 11, 1932, will be used until a
new 15 cent stamp is issued.

doing case work with wives and
members of the families of service-
men who are stationed away from
the Isthmus; providing emergency
financial assistance to Canal re-
tirees and employees; the rapid
transmittal of funds when there is
an urgent need; transmittal of
messages providing servicemen with
information on births, deaths; and
health conditions in their families;
and a multitude of activities in-
volved in the volunteer programs
and the first aid, water safety and
other training courses offered by
the Red Cross. Her fluency in
Spanish is an important asset to
her as she carries on her duties,
especially in the case work with
the Latin American wives of U.S.
servicemen.

Shorthand Is Offered
Beginning machine shorthand,
which can lead to a variety of
rewarding careers including court
reporting and free lancing, will
again be offered in the fall se-
mester at Canal Zone College.
This course covers the entire
basic theory, including abbreviated
words, phrase building, and the
rapid reading of machine shorthand
plates.
The compact shorthand machine
is available at the College Book-
store, and students may rent the
machine at a very nominal fee. All
textbooks and supplies for the
course are supplied through the
College Bookstore. During this fall
semester the class will be held twice
a week, Tuesdays and Thursdays,
from 4:40 p.m. until 7:05 p.m.
Registration for fall semester
courses will continue through Au-
gust 11; classes begin on August 14.
To be assured of a place in class,

in the College Bookstore, 52-3107,
any weekday, between 9 a.m. and
3 p.m. After 20 machines have
been reserved, it will be necessary
to close the course. This course
may be taken for audit or for three

Student Art on Display

The Art Department of Canal
Zone College is holding its annual
exhibit of student art at the Civil
Affairs Building. The exhibit con-
tains works from the art classes
from both sides of the Isthmus
(lone during the spring semester.
Included are a number of
drawings in various media, water-
colors, and designs in three dimen-
sions. Prints on display include
monoprints, woodcuts, silk screen
prints as well as etchings and en-
gravings. These works are on dis-
play in the cases on the first floor.
Oil paintings by students from
both classes are displayed in the
Little Gallery of the Penwomen
on the second floor.
The exhibit will continue until
August 9.
Classes in all these media will be
offered during the fall semester at
the Canal Zone College beginning.,-
August 14 and registration is now.y

A Glossary of Flotation Aids


LIFE PRESERVER BUOYANT VEST CHILD'S DEVICE


Lifesaving devices take several forms, and a choice
must be made on the basis of circumstances-the kind
of activity, and the age and swimming ability of the
wearer.
Life Preservers
Life preservers have superior buoyancy. They hold
the wearer upright so that the face of a nonswimmer
or unconscious person is above the water. Preservers
come in both jacket and bib designs. They should be
Coast Guard approved (so marked on the label) and
International Orange in color.
Buoyant Vests
Vests closely resemble the bib-type preservers ex-
cept that they have less buoyancy and do not hold
the wearer quite as high out of the water. However,
they do hold him face up. Those receiving Coast
Guard approval may be of any color. Because vests
are less bulky than preservers, they are favored for
fishing and active pursuits.
Children's Devices
Children's preservers and vests, are designed for
persons weighing less than 90 pounds, and within that
limitation have the same flotation capability as the
adult devices. Adults should never try to get by with
a child's preserver nor should children be equipped
with the adult size except in an emergency. The adult
preserver does not fit snugly enough on a child to
prevent slipping out of it.
Buoyant Cushions
These serve the dual role of boat seat cushions and
lifesaving devices. Since you sit on them, they are
handy in an emergency, and they are easy to throw
to a person in distress. But they do not give positive
protection to children, nonswimmers and injured per-
sons because they must be clung to in the water.
Grasp the straps, or put your arms through the straps
and hug the cushion' to your chest. Never wear the

cushion on your back like a pack since it may turn
your face under water.
Cushions should bear Coast Guard approval. They
receive rougher treatment than other lifesaving devices
and wear out faster. Inspect for tears in the plastic
envelope and broken straps.
Ring Life Buoys
All Coast Guard-approved ring buoys are fitted
with a grab rope and may be colored either white or
orange. Approximately 60 feet of line should be
attached to the grab rope on the buoy with the other
end fastened to the boat or dock. Mount the ring buoy
on brackets where it will be readily accessible, and
when throwing it, take care not to hit the person in
the water.
Special Purpose Devices
Several buoyant devices are designed for special
uses-water ski jump vests, ski belts, boat racing
harnesses, hunter's vests and jackets-but none of them
provide positive protection. Their lightweight con-
struction allows greater freedom of movement than
the bulkier life preserver. If you use one of the special
purpose devices, you should be a good swimmer. And
wear it only when participating in the recreation for
which it was designed. A device that carries the Yacht
Safety Bureau's seal of approval also has been
approved by the Coast Guard.
Fishermen and hunters often prefer a cool and
lightweight vest which can be inflated by a self-
contained CO cartridge. It does not interfere with
actions such as casting, rowing or swinging a shotgun
and does not tire the wearer. However, no inflatable
lifesaving device has been approved by the Yacht
Safety Bureau due to the danger of hidden puncture.
An inflatable vest should be worn at all times while
on the wtear, always with an approved buoyant device
along as a backstop.

Citizenship Hearings to Depend on Demand


Citizenship hearings in the
Canal Zone are dependent upon
the number of applications re-
ceived by the Customs Division
for forwarding to the San Antonio
office. Tentative hearings in the
Canal Zone are scheduled for Sep-
tember 1978 if sufficient applica-
tions are filed, warranting the trip
by officials of the Immigration and
Naturalization Service.

Permits Necessary

To Import Firearms

Into United States

Canal Zone residents who are
returning to the United States and
plan to take with them firearms
which they have acquired in the
Canal Zone for sports purposes
must submit directly an applica-
tion of import, Form 6, Part 1, to
the Department of Treasury, Bu-
reau of Alcohol, Tobacco and Fire-
arms, Washington, D.C. 20226.
The forms are available at the
Customs Division offices on both
sides of the -Isthmus.

Permits will not be issued to im-
port into the United States Satur-
day Night Specials, snub-nosed
revolvers or surplus military fire-
arms.

Additionally, any firearms ac-
quired by Canal Zone employees
in the Canal Zone must accom-
pany the Canal Zone employees at
the time they return to the United
States.
Affidavits will continue to be
issued to those employees being
repatriated to the United States
whose household shipments will
include firearms. Satisfactory ev-
idence must be furnished showing
that the firearms were either
bought out of the United States or
"special ordered" while the em-
ployee resided in the Canal Zone.
This affidavit will become a part
of the employee's packing list
required by the Transportation
Branch. All other firearms, either
purchased locally over the counter
through local Gun Clubs or from
a second party will require a per-
mit issued by the Alcohol, Tobacco
and Firearms Division and be
handled by a-licensed U.S. fire-
arms dealer when shipped in
household effects. -.


States of a U.S.-citizen parent or
parents should avail themselves of
this service by applying for a Cer-
tificate of Citizenship in order to.
establish final and conclusive proof
of their U.S. citizenship. Informa-
tion and forms may be obtained
on the Pacific side by contacting

Morris, Jefe de Protecci6n del Canal


Charles Morris, analista de nor-
mas de administraci6n en la Ofici-
na de Planificaci6n durante los 61-
timos 6 afios, ha sido nombrado
Jefe de la Divisi6n de Protecci6n
del Canal y asumirA sus nuevos
deberes en fecha pr6xima. Rem-
plaza a J. L. Gregory, quien re-
cientemente dej6 el servicio del
Canal para aceptar un puesto en
los Estados Unidos.
Nacido en Duplin County, Ca-
rolina del Norte, Morris vino al
Istmo siendo muy joven cuando su
padre (q.p.d.) era empleado en la
antigua Divisi6n de Mecanica. Su
madre, Margaret Morris, fue du-
rante muchos afios empleada del
program recreativo de la Divi-
si6n de Escuelas y en 1970 se
acogi6 a la jubilaci6n. Despu6s de
asistir a las escuelas de la Zona
del Canal, Morris ingres6 en la
Universidad de Bradley, en Peo-
ria, Illinois, y se gradu6 en 1960
con el titulo de bachiller en artes
con especializaci6n en artes libe-
rales. En 1974 recibi6 su titulo
de maestria en administraci6n pi-
blica en la Universidad de Okla-
homa y ha completado studios
adicionales postgraduado en la
Universidad de Minnesota y la
Universidad Americana.
Morris inici6 su carrera con el
Canal en 1961 como oficinista de
distribuci6n en la Divisi6n de
Correos. El siguiente afio, se tras-
lad6 a la Oficina de Empleo de la
Direcci6n de Personal, donde tra-


baj6 durante 6 meses como ofici-
nista en clasificaci6n y evaluaci6n.
Mis tarde se desempefi6 como es-
pecialista en clasificaci6n de posi-
ciones hasta 1967. Morris sirvi6
como funcionario de relaciones in-
ternacionales en la Oficina de la


Comisi6n de Estudios del Canal
Interoceanico desde 1967 hasta
1968, fecha en que regres6 a su
puesto en la Direcci6n de Perso-
nal. En 1970, pas6 a ser analista
de normas de administraci6n en la
Oficina del Titular, Direcci6n de
Ingenieria y Construcci6n, per-
-maneciendo en esa posici6n hasta
1972 cuando se incorpor6 a la Ofi-
cina de Planificaci6n en la misma
capacidad.


Maxine Logan Recibe Llave Maestra

a.m. tuada en el despacho del Gober-
p.m. nador en Balboa Heights.
p.m. El preciado premio fue presen-
a.m. tado a la Sra. Logan en reconoci-
a.m. miento por sus valiosas contribu-
a.m. ciones a la Cruz Roja durante los
i6ltimos 24 arios. La Sra. Logan
actu6 como voluntaria en el Capi-
a.m. tulo por 8 afios antes de unirse a
a.m. la organizaci6n el 16 de julio de
a.m. 1962 en la capacidad de Asistente


Administrative en Crist6bal. El 17
de mayo de 1965 se encarg6 de las
funciones de Secretaria Ejecutiva
en la oficina de Anc6n y desde en-
tonces ha asistido a quienes lo ne-
cesiten y desempefiado la funci6n
relative a la administraci6n y pro-
moci6n de todos los servicios y
programs del Capitulo.
La Sra. Logan es esposa del
CapitAn Arthur L. Logan, CapitAn
del Puerto de Balboa, quien re-
cientemente se jubil6 despu6s de
casi 27 afios de servicio con el
Canal. El Capitan Logan recibi6
la Llave Maestra del Canal de Pa-
nami en el grado de "Marinero
-Maestro". El CapitAn y la Sra.
Logan establecerAn su residencia
en Titusville, Florida.


Morris es miembro del B.P.O.
Elks, Logia N9 1414, la Asocia-
ci6n de Oficiales Reservistas y del
Club Uni6n y Club Kiwanis de
PanamA. Desde hace 14 afios es
miembro de la Reserva del Ejer-
cito de los Estados Unidos y tiene
el rango de' mayor de Infanteria
y fue seleccionado como Oficial
del Area Extranjera en el Progra-
ma Componente de Reservistas.
Esta casado con Julieta Garcia
Lavergne, miembro de una fami-
lia muy conocida de PanamA, quien
ocupa el puesto de traductora-
int6rprete con la Agencia Carto-
grafica de Defensa, Levantamiento
Geod6sico Interamericano en Fuer-
te Clayton. Tienen cuatro hijos:
Mercedes de 15 aflos de edad,
Melissa de 13, Melanie de 7 y
Charles Patrick, de 6.
Avido pescador de agfia salada,
Morris tambi6n gusta especialmen-
te de las playas del interior, par-
ticularmente Gorgona, donde la
familiar Morris disfruta los bafios
de mar y "Charlie" con frecuencia
se entretiene reconstruyendo moto-
cicletas viejas y deterioradas. La
familiar Morris vive en Loma Ale-
gre, ciudad de Panama.

El Diplomatico Vaky

Reemplaza a Todman

En Directiva del Canal

Viron P. Vaky, recientemente
nombrado por el Presidente Carter
para el puesto de Subsecretario de
Estado para Asuntos Interamerica-
nos, ha sido nombrado miembro
de la Junta Directiva del Canal de
Panama. Vaky reemplaza a Te-
rence A. Todman, quien ha sido
nombrado Embajador de los Esta-
dos Unidos en Espafia. Vaky tam-
bi6n fue nombrado por el Presi-
dente para integrar la Junta Di-
rectiva de la Fundaci6n Interame-
ricana.
Diplomatico de carrera, Vaky se
incorpor6 al Servicio Diplomatico
y Consular en 1949 y prest6 servi-
cio en Guayaquil, Buenos Aires,
BogotA, y en el Departamento de
Estado. Fue jefe auxiliar de la mi-
si6n en Guatemala desde 1964
hasta 1967, y de 1967 a 1968 es-
tuvo asignado a la Oficina de Pla-
nificaci6n y Coordinaci6n del De-
partamento de Estado. En 1968 y
1969, fue Subsecretario Auxiliar,
v luego Subsecretario Interino de
Estado para Asuntos Interamerica-
nos. Prest6 servicio en el Consejo
de Seguridad Nacional en 1969 y
1970, y los siguientes 2 afios fue
diplomAtico resident en la Uni-
versidad Georgetown.
Vaky tambi6n prest6 servicio
como embajador en Costa Rica y
Colombia y desde 1976 ocupa el
cargo de embajador en Venezuela.


"Aspectos Ecol6gicos del Canal a
Nivel" es el tema que abordara el
Dr. Peter W. Glynn en la reuni6n
del mi6rcoles 2 de agosto del Ca-
pitulo de PanamA de la Sociedad
Americana de Ingenieros Civiles.
El Dr. Glynn es bi61ogo del Ins-
tituto de Investigaciones Tropicales
Smithsonian. Complementary su
disertaci6n con diapositivas y un


cortometraje intitulado "dDeberan
Encontrarse los Oc6anos?"

Catalista de Fibra

De Vidrio Peligrosa

El catalista o endurecedor que
se le afiade a la resina de fibra de
vidrio antes de aplicarla puede ser
un serio peligro para los ojos.
Un especialista de ojos, quien
report este descubrimiento en una
conferencia de seguridad en Van-
couver, Colombia Britinica, dijo
que una gota de este catalista en
el ojo destruiria el tejido 6ptico
provocando asi la ceguera si el ca-
talista no era lavado antes de 4
segundos. Una vez que el com-
puesto quimico comience a des-
truir el ojo, no hay forma conoci-
da de parar la destrucci6n o de
reparar el dafio.
El agent quimico que causa el
dano se llama MEKP (Per6xido de
Metilo Etilico Acetona). Una solu-
ci6n que contenga mas de 0.6 por
ciento de MEKP puede causar pro-
blemas al ojo que fluctfian entire
irritaci6n a dalo serio. Hasta la
fecha no se tiene conocimiento de
ningin agent neutralizador para
esta substancia. Sin embargo, si se
lava el ojo afectado antes de 4 se-
gundos despu6s de ser contamina-
do se podra evitar el danio.
Esas personas que usan resina
de fibra de vidrio en sus hogares o
en el trabajo deberin verificar su
composici6n quimica. Se debe usar
anteojos protectores y debe haber
al alcance inmediato una fuente de
liquid suave (como agua) para
lavar el ojo.

Nueva Asistente Administrativa

Para la Cruz Roja de la Zona


Penny Robles ha sido nombrada
asistente administrative de la Cruz
Roja Americana, Capitulo de la
Zona del Canal en remplazo de
Maxine Logan, quien ha cerrado
su larga carrera con el Capitulo de
la localidad.
Oriunda de Arizona, naci6 en
Chloride, el cual ella dice es un
"pueblo muy muy pequeiio cerca
de la frontera de California". La
Sra. Robles consider a Douglas,
Arizona como su hogar. Ella y su
esposo, Rub6n, empleado del 4709
Batall6n de Inteligencia Militar,
Fuerte Amador, resident en la Zona
del Canal desde 1965. Tienen dos
hijos: Ted de 12 anios de edad y
Elaine que tiene 10 afios.
La Sra. Robles tiene el titulo de
bachiller en artes de la Universi-
dad de Arizona donde obtuvo su
maestria en ingl6s y estudi6 edu-
caci6n secundaria como material se-
cundaria. Ha trabajado como maes-
tra substitute en las escuelas de la
Zona del Canal y actualmente dic-
ta una clase de ingl6s bAsico en la
Universidad de la Zona del Canal.
Como pasatiempo, la Sra. Robles
ha estudiado periodismo en la Uni-
versidad y como resultado de estos
cursos, los cuales dice ella le pro-
porcionan much satisfacci6n, la
redacci6n se ha convertido en su
pasatiempo favorite. Muchos de sus
articulos han sido publicados en el
Star & Herald y en las publicacio-
nes de la universidad, inclusive
la reciente edici6n del Saltwater
Papaya.
Al asumir sus nuevos deberes
como administradora y coordina-
dora de las actividades del Capi-
tulo de la Cruz Roja en el sector
Pacifico, la Sra. Robles hizo este
comentario con el mayor entusias-
mo, "No tenia idea de la variedad
de actividades en que esta involu-
crado este capitulo con el prop6si-
to de satisfacer las necesidades

Se trata de Jackson Smith-asig-
nado a la Comisi6n del Canal Ist-
mico en marzo de 1907.
Smith, apodado "Pie Cuadrado",
fue quien construy6 las viviendas,
hoteles y comisariatos del period
de construcci6n del Canal.
La estampilla, emitida el 11 de
enero de 1932, serA usada hasta
que sea impresa la nueva estampi-

gral de este servicio a la comu-
nidad". Entre las muchas facetas
de su empleo estin, trabajar en
casos relacionados con las esposas
y los miembros de las families de
los militares que se encuentran es-
tacionados fuera del Istmo; propor-
cionar ayuda econ6mica de urgen-
cia a los jubilados y empleados del
Canal; el rapido envio de fondos
cuando hay una necesidad urgen-
te; el envio de mensajes comuni-
cando a los militares sobre naci-
mientos, muertes y estado de sa-
lud de sus families, y un sinnuime-
ro de actividades que abarcan los
programs de voluntaries y de pri-
meros auxilios, seguridad en. el
agua y otros cursos de adiestra-
miento que son ofrecidos por la
Cruz Roja. Su dominio del espa-
iol es un factor important para
ella en el desempefio de sus debe-
res, especialmente cuando trata
con las esposas latinoamericanas
de los militares estadounidenses.

Taquigrafia a Maquina
El curso de estenotipia (taqui-
grafia a miquina) para principian-
tes, que puede conducir a una va-
riedad de carr6ras remunerables,
como taquigrafo del juzgado y re-
portero independiente, sera nueva-
mente ofrecido durante el primer
semestre en la Universidad de la
Zona del Canal.
Este curso abarca toda la teoria
bAsica, inclusive palabras abrevia-
das, construcci6n de frases, y la
rApida lectura de las cintas.
La mAquina compact de este-
notipia puede obtenerse en la li-
breria de la universidad, y los es-
tudiantes la pueden alquilar a un
cost nominal. Los textos y mate-
riales para dicho curso son sumi-
nistrados a trav6s de dicha libreria.
Durante este semestre, la clase serA
presentada 2 noches por semana,
martes y jueves, de 4:40 a 7:05
p.m.
La matricula para los cursos del
primer semestre continuarA hasta
el 11 de agosto; las classes empeza-
.rAn el 14 de agosto.
Para asegurar el cupo en esta
clase, vea o comuniquese por te-

Los YMCA en ambos lados del
Istmo contindan ofreciendo activi-
dades de verano para niflos y adul-
tos que incluyen numerosos even-
tos especiales durante el mes de
agosto.
El "Y" de Crist6bal tiene pro-
gramada una variedad de activi-
dades recreativas para nifios y ado-
lescentes durante tres fines de se-
mana consecutivos, a partir del
viernes 11 de agosto y finalizando
el 26 de agosto. HabrA campamen-
to durante la noche, actividades
diurnas y deportes y muchos otros
proyectos a cargo del Sargento
Angel Ramos y el instructor Jorge
Pinillo.
Para las sefioras, a partir del
28 de agosto, habrA un nuevo cur-
so de modelo de 10 semanas de
duraci6n para las mujeres que mi-
dan 5'5" de alto o mAs y un curso
de etiqueta social especialmente
disefiado para esas mujeres que
deseen ser mAs atractivas y mAs
seguras de si. Asimismo, dentro de
pocas semanas ofreceran una clase
de modelo'para hombres.


Tambien tienen programado cla-
ses sobre' coordinaci6n muscular
para los peque'iuelos de 21 afios
de edad a 41/2 aios con el objeto
de ayudarlos a desarrollar una me-
jor coordinaci6n, crear un sentido
de responsabilidad y aprender a,
trabajar colectivamente. Estas cla-
ses serAn presentadas desde el me-
diodia hasta la 1 p.m. los lunes,
mi6rcoles y viernes.
El YMCA de Crist6bal tambi6n
ofrece lecciones de guitarra y pia-
no y classes de espafiol.

iPiensa enseflar a alguien c6mo
manejar su bote a motor? Si es asi,
los nuevos reglamentos requieren
que los aprendices tengan un per-
miso de instrucci6n para operarios
de bote a motor de la Zona del
Canl y que un operario con licen-
cia est6 a bordo a toda hora que
este en movimiento para dar ins-
trucciones.
Para obtener el permiso, que
cuesta $3, la persona debe prime-
ro completar con 6xfto un examen


escrito en la Secci6n de Licencia
en Anc6n o Margarita.
Personas de 17 aiios de edad
pueden obtener el permiso de
aprendiz que es vAlido hasta que
cumplan los 18 afios. Para las per-
sonas de 18 afios de edad o mAs,
el permiso es valido por un perio-
do de 5 meses.

Se Exhiben Obras

De Universitarios
El Departamento de Arte de la
Universidad de la Zona del Canal
estA efectuando una exhibici6n de
arte estudiantil en el Edificio de
Asuntos Civiles. La exhibici6n com-
prende obras que se crearon du-
rante el semestre de la primavera
en las classes de arte de ambos
lados del Istmo.
Se incluyen un sinn6mero de di-
bujos utilizando varias t6cnicas,
acuarelas, y disefios tridimensiona-
les. Los impresos incluyen mono-
impresiones, grabados en madera,
impresiones "silk screen" al igual
que bosquejos y otros grabados.
Estas obras se exhiben en las vi-
drieras del primer piso.
Oleos de los estudiantes de anm-
has classes se exhiben en la Peque-
fia Galeria de las Mujeres Eruditas
en el segundo piso.

Los salvavidas son de diversas formas, y se debe
escoger el mis adecuado para la clase de actividad- en
que ha de emplearse como tambi6n segin la edad y
habilidad en la nataci6n.
Salvavidas Para Adultos
Los salvavidas tienen mayor flotabilidad. Mantienen
al que lo usa en posici6n vertical para que la cara del
que no sabe nadar o el que se encuentra inconsciente
quede fuera del agua. Estos salvavidas vienen en
forma de chaleco como tambi6n babero. Deben tener
la aprobaci6n del Guardacostas (y que la etiqueta asi
lo especifique) y ser de color Anaranjado Interna-
cional.
Chaleco Flotante
Estos chalecos son muy parecidos a los salvavidas
.en forma de babero, pero tienen menos flotabilidad
y no mantienen al que lo usa tan fuera del agua; sin
embargo, si lo mantienen con la cara fuera del agua.
Aquellos que tengan la aprobaci6n del Guardacostas,
pueden ser de cualquier color. Dado lo liviano de
estos chalecos, se les prefiere en la pesca y otros
deportes.
Salvavidas Para Nifios
Estos salvavidas estAn disefiados para aquellos que
pesen menos de 90 libras y, dentro de ese limited,
tienen la capacidad proporcional de flotaci6n que los
salvavidas para adults. Nunca debe un adulto tratar
de usar un salvavidas para nifios, como tampoco se le
debe poner un salvavidas de adults a un nifio, salvo
en una emergencia. El salvavidas para adults no se
amolda al cuerpo del niiio lo suficiente como para
que no se salga de Ml.
Cojines Flotantes
Estos cumplen la double funci6n de servir de asien-
tos en la embarcaci6n y tambi6n de salvavidas. Ya
que uno se sierita sobre el, estA a la mano en caso
de emergencia y se le puede tirar a una persona que
este en apuros. Lo malo es que no brindan la pro-
tecci6n adecuada para los nifios, los que no saben
nadar, ni las personas heridas, ya que deben ser
sostenidos en el agua. Agarre las correas, o meta los


brazos por las correas y abrace el cojin contra su
pecho. Nunca use el cojin como respaldar ya que
puede causar que este se volt6e y le quede la cara
bajo el agua.
Estos cojines deben Ilevar el sello del Guardacostas.
Reciben un trato menos cuidadoso que las otras classes
de salvavidas y, consecuentemente, se deterioran mis
rApidamente. Cerci6rese de que no presented roturas
en su envase plAstico ni correas rotas.
Boyas Salvavidas
Todas las boyas que Ilevan la aprobaci6n del Guar-
dacostas estAn equipadas con una soga y pueden ser
blancas o anaranjadas. Deben tener aproximadamente
60 pies de soga, amarrada por un extreme a la boya
y por el otro a la embarcaci6n o muelle. Monte la
boya sobre grapas donde quede accessible, y cuando
la vaya a tirar, tenga cuidado de no pegarle a la
persona a quien estA tratando de salvar.
Salvavidas Liviano Para Deportes
Varios aparatos flotantes estAn disefiados para usos
especiales-chalecos para el esqui acuAtico, cinturones
para esquiar, arneses para regata de lanchas, chalecos
para cazadores-pero ninguno de estos proven la
suficiente protecci6n. Su construcci6n liviana permit
mAs libertad de movimiento que los salvavidas mis
voluminosos. Si usted va a usar uno de estos aparatos,
debe ser un buen nadador, y usarlo s6lo cuando este
participando en la actividad para la cual fue disefiado.
Un aparato que Ileve el sello de aceptaci6n de la
Direcci6n de Seguridad de Embarcaciones tambi6n
ha sido aprobado por el Guardacostas.
Los cazadores y pescadores casi siempre prefieren
chalecos frescos y confortables que puedan ser infla-
dos por un proveedor de gas CO2. No interfere con
movimientos como el lanzar, remar o tirar y no cansa
al que lo usa. Todavia la Direcci6n de Seguridad de
Embarcaciones no ha aprobado ningun aparato de
estos porque existe el peligro de que se perforen.
Siempre que usted est6 en el agua, debe Ilevar un
chaleco inflable y un aparato de flotaci6n comprobada
como precauci6n.

den obtenerse en las oficinas de la
Divisi6n de Aduanas en ambos
lados del Istmo.
No se permitirA la importaci6n
a los Estados Unidos armas que
no sean para uso deportivo, rev61-
veres de cafi6n corto o armas de
fuego militares.
AdemAs, todas las armas de
fuego que haya comprado un em-
pleado de la Zona del Canal de-
berAn acompafiar al duefio en su
viaje de regreso.
Se seguiran otorgando certifica-
dos a empleados que sean repa-
triados a los Estados Unidos cuyos
enseres dom6sticos incluyan armas
de fuego. Se deberA presentar evi-
dencia satisfactoria que demues-
tre que las armas de fuego fueron
