transiting the Canal during the Christmas season. The greetings were written by the cap- wegian, Finnish, English, Basque, Chinese, Danish, Japanese, Portuguese, Korean, Italian,

Christmas Spirit Present All Year Round at Belden Home


The season of the year when
emphasis is on love and sharing
seems a fitting time to pay tribute to
a man and woman whose lives have
left an indelible mark on those
who have had the good fortune to
know them.
After 35 years with the Office
of the Financial Vice President,
Charles E. Belden and his wife Joan
Buttler Belden will leave the Isth-
mus for their new home in Dothan,
Ala., at the end of this month. They
take with them a lifetime of mem-
ories and the love of hundreds of
Canal Zone people whose paths
they have crossed.
The .Belden's first home was a
12-family on Gavilan Road and
ironically, it will also be their last
when they move into transient
quarters there. But wherever they
have lived, the Belden's home has
been the site of a year-round open
house for kids of every age, whether
it was the 2-year-old from next door
who wanted to look at the fish in
the aquarium or the 15-year-old
who was tired of being "hassled"
and wanted room to breathe.


Over 4,000 young people have
made their way through the Bel-
den's home in the couple's 32 years
of marriage. Among them today are
the teenage children of teenagers
who used to come by. Some stayed
the evening, to watch television or
listen to records, play cards or talk
with a friend. Some stayed for
weeks, trying to straighten out a
family problem or a troubled mind.
The rules of the house were simple
but firm: sign in as you enter and
-make sure your parents know you
are here. No drugs allowed and no
beer if you're under age.
The Beldens were always there,
but never hovering. They handled
private conversations in the "cor-
fessional," a room off by itself where
a confused teenager could unburden
himself or a happy one share an
important moment. The Beldens
.took part in the joy or tried to help
find the answer to the problem.
Sometimes the problem was an
overwhelming one. Charles Belden
would sit up all night with a teen-
ager who had given up on life and
was contemplating suicide. He

Christmas is traditionally a joyful season, bringing with it a
feeling of goodwill and giving us hope for the future.
It is my special wish this holiday season that the joy of
Christmas will lift your spirits during these unsettled times.
Testifying before the Senate Foreign Relations Committee
in September, I summed up my feelings about the Canal work-
force when I said: "We are blessed with employees who feel
a deep relationship to the Canal; their dedication to keeping
it well maintained and smartly run, and their willingness to go
the extra mile in any emergency are truly extraordinary."
My deep belief in the truth of this statement gives me con-
fidence that by working together we can meet and overcome
whatever challenges 1978 may bring.
Mrs. Parfitt joins me in the sincere hope that you and
your loved ones enjoy the full blessing of this Christmas
season and that its warmth and hope will stay with you into
the coming year.

couldn't take away their pain, but
I could share it."
The Beldens would share but not
carry the whole load. They made a


distinction between helping and
being a crutch. When any of the
.kids went off to school in the States,
Charles Beldon told them to call
collect if they needed help. One
or two calls was all it took, he
says, then they would stand on
their own.

A little be-nightgowned angel in the Pediatrics Ward at Gorgas Hospital
makes a personal inspection of the new Christmas tree, a gift from Cub
Scout Pack 21 Den 5 of the Balboa Union Church. The boys made the
decorations for the tree and donated the stacks of books on the table from
their own collections as part of a goodwill project in working toward
their Friendship Badges.


The couple has received as many
as 17 letters a week from young
people who were away. They an-
swered the first one, then every
second or third letter.
At Christmas the house burst at
the seams with everyone back from
school. Belden took leave every
year so he could be home to enjoy
it. And in the summertime, there
have been 50 kids there in a day.
Their kindness and concern has
never been limited to within the
four walls of their home in Ancon.
There have been hospital visits, too,
where Charles Belden fed patients
who couldn't feed themselves or
read to them or talked over up-
coming surgery.
But it hasn't been all giving for
the Beldens. "Love is something
you earn," says Charles. "If you
don't give it, you don't get it." And
they get it, especially from the kids.
When the Belden's only son Charles
went away to college, his friends
continued to come by to visit or
to share a meal so the Beldens
"wouldn't have to eat alone."
Charles Belden says he cannot hold
all the love they give back to him.
A few parents have not under-
stood the Belden's willingness to be
involved in their children's lives.
Some have been suspicious that
"something must be going on" for
their kids to want to spend so much
time at Beldens. Charles told those
parents: My home is open to you;
come over and see for yourselves.
Nothing will change in Dothan.
If there are young people who want
to visit, the door will be open. If
there is a hospital with a children's
ward, Charles Belden will visit it.
The Canal Zone's loss is Dothan's
gain.

Post Office Hours
All Canal Zone post offices and
branches will be open from 11 a.m.
to 4 p.m., Saturday, December 24,
for the delivery of parcels only.
The post offices will be closed for
window service on December 26
and January 2.

Vehicle License Plates To Go on Sale in January


Canal Zone vehicle license plates
for 1978 will go on sale Monday,
January 9, at the License Section
offices located at Ancon and Mar-
garita. The old 1977 plates may
continue to be used until Feb-
ruary 28, 1978.
Registrants may mail their appli-
cations to Box L, Balboa Heights,
C.Z., or appear in person at either
the Ancon License Section located
in the Civil Affairs Building on
Gaillard Highway, or at the Mar-
garita License office on the second
floor of the Margarita Service
Center. Office hours are 7:30 a.m.
to 11:45 a.m. and 12:45 p.m. to
4 p.m.
Each application must be accom-
panied by a valid 1977 Canal Zone
registration and the proper fee as
stated on the front of the 1978
applications, which will be mailed
to Canal Zone Post offices and gas
stations on December 23. Appli-
cants interested in a low license
number should print the word
"Drawing" on the front of the ap-
plication envelope. The drawing
will be held at 3 p.m., January 6,
1978, in the Ancon office. For the
drawing, each application should
be enclosed in a separate envelope
as the drawing is conducted by
envelope. Automobile licenses only
are included in the drawing, and
must be submitted separately from
trailer or motorcycle applications.
Applicants for the drawing should
not expect to receive their plates
before January 22.
Registration fees for all civilians,
including those employed by the
Armed Forces residing in the Canal

in the Canal Zone (not maintaining
quarters in the Republic of Panama)
will have the option of paying a
reduced fee of $4 to register his
vehicle or to drive it in the Canal
Zone only with the license plate
from the State of his home of
record. This privilege for members
of the Armed Forces is provided by
Congress in the Soldiers' and
Sailors' Civil Relief Act. It is em-
phasized that home State plates are
not valid for driving in the Republic
of Panama.
Servicemen who wish to purchase
1978 license plates and have regis-
tered a vehicle in the Canal Zone


in 1977 need only their 1977 ve-
hicle registration, new 1978 vehicle
registration and proper fee. No cer-
tificate of eligibility is necessary.
Servicemen in the above category
who had not registered a vehicle in
the Canal Zone in 1977 must sub-
mit a "Certificate of Eligibility"
signed by their Unit Commander,
in addition to the 1978 registration
and proper fee.
A new series of.plate (N) will be
introduced this year and will be
assigned to any non-commercial ac-
tivity located in the Canal Zone
which has been approved -by the
Executive Secretary's Office. The
new "N" plate will, in general, be
issued to approved churches, clubs,
and fraternal organizations.


Five Initiated Into National Honor Society


Five Cristobal Junior-Senior
High School seniors have been in-
itiated into the National Honor
Society.
Those initiated during ceremonies
at the CHS auditorium were Maruja
Hunnicutt, Randall Bryant, Keith
Allaun, Robert Carwithen and Lori
Ridge.
Judge Darrell F. Brown of the
Cristobal Magistrate Court was


guest speaker at the assembly of
honor students.
Following the initiation ceremo-
nies, the National Honor Society
gave a luncheon for new members
and their parents.

Membership in the N.H.S. is a
recognition of outstanding achieve-
ments in the areas of scholarship,
leadership, character and service.

Health Insurance Open Season Is Extended


Distribution of Open Season liter-
ature has been delayed pending ar-
rival of Government-Wide Service
Benefit Plan (Blue Cross) brochures.
These brochures still have not
reached the Isthmus.
The Civil Service Commission has
directed that health benefits liter-
ature on hand be distributed and
that the present open season be ex-
tended to December 31, 1977.
When brochures for the Govern-
ment-Wide Service Benefit Plan are
received and distributed, a 2-week
period will be allowed for em-
ployees to enroll in, change options
within, or transfer into or out of
the Blue Cross Plan. These changes
will le effective the first day of the


Minimum Wage Increase
The 1977 Amendments to the Fair
Labor Standards Act provides in-
creases in minimum wages for em-
ployees working in the Canal Zone
who are covered by the Act.
Effective January 1, 1978, min-
imum wages are:
Not less than $2.65 per hour effec-
tive January 1, 1978.
Not less than $2.90 per hour effec-
tive January 1, 1979.
Not less than $3.10 per hour effec-
tive January 1, 1980.
Not less than $3.35 per hour effec-
tive January 1, 1981.

The Division of Schools \\as
previously subdivided into United
States and Latin American depart-
ments and further into elementary,
secondary, and college levels. The
decision to reorganize came aboul
as a result of several factors, in-
cluding the retirement of the
three previous assistant superin-
tendents in one 6-month period,
the decision to phase out the Latin
American schools, and the adverse
budgetary impact of rising costs
and declining enrollments. These
occurrences influenced not only the
design of the reorganization, but
also its timing.

Paraiso Graduate Gets

Bausch & Lomb Award

Mary Webster of Pedro Miguel
was named winner of the annual
Bausch & Lomb Science Award at
Paraiso High School. The award, a
handsome bronze medal, is pre-
sented each year to winners at more
than 8,600 participating schools
throughout the United States and
Canada.
As the winner Mary, who grad-
uated with honors last week, was
the senior student at her school
who attained the highest scholastic
standing in science subjects. She
is now eligible to compete for a
4-year Bausch & Lomb scholarship
at the University. of Rochester in
New York. Scholarship winners are
selected on merit, and stipends
based on need run as much as
$4,500 per year.
Bausch & Lomb is a worldwide
manufacturer of opthalmic products
and scientific instruments.

Christmas Day! Parents waking to the clamor of excited youngsters
anxious to open packages under the tree. Children rushing outdoors with
new skates and bikes. Families visiting friends and neighbors to exchange
greetings and gifts. This will be Christmas for most of us. But some will
spend that special day at work.
Communications, transportation, medical care, maintenance and, most
important, Canal operations continue-holiday or no holiday.
THE SPILLWAY dedicates these pages to the men and women of the
Canal organization who will be working on Christmas Day while the rest
of us celebrate, and we say thank you, and wish you a very happy
holiday season.

En Casa de los Belden Siempre Reina el Espiritu de Navidad


Durante esta 6poca del afio cuan-
do asumen mayor importancia el
amor y la generosidad, nada mis
just que se rinda homenaje a un
hombre y a una mujer cuyas vidas
han dejado una marca indeleble en
aquellas personas que han tenido la
buena fortune de conocerles.
Despubs de 35 afios en la Oficina
del Vicepresidente de Finanzas,
Charles E. Belden y su esposa Joan
Buttler Belden, partirAn del Istmo
a fines de este mes con destiny a su
nuevo hogar en Dothan, Alabama.
Llevan consigo toda una vida de re-
cuerdos y el amor de cientos de per-
sonas de la Zona del Canal cuyos
caminos han cruzado.
El primer hogar de los Belden
fue una casa de 12 families en la
Calle Gavilan e ir6nicamente, serA
tambi6n su iltima morada ya que
residirin alli provisionalmente antes
de partir. Pero, dondequiera que
hayan vivido, las puertas del hogar
de los Belden. han estado siempre
abiertas durante todo el afio para
los j6venes de todas las edades, ya
sea el pequefiuelo de 2 afios de
edad del apartamento contiguo que
queria mirar los peces del acuaric


o el de 15 aiios de edad que estaba
cansado de regafios y necesitaba
espacio para respirar.
MAs de 4,000 j6venes han encon-
trado el camino hacia el hogar de
los Belden en los 32 afios de matri-
monio de la pareja. Entre ellos hoy
dia se encuentran los hiios adoles-
centes de esos adolescents que acu-
dian a ellos. Algunos se quedaban
durante la noche viendo television
o escuchando discos, jugando cartas
o conversando con un amigo. Unos
se quedaban unas semanas, tratando
de solucionar un problema de fami-
lia o tranquilizar una mente afligida.
Las reglas de la casa eran sencillas
pero firmes: tenian que firmar cuan-
do entraban en la casa y avisar a
sus padres de que estaban alli. No
se permit usar drogas ni tomar cer-
veza si son menores de edad.
Los Belden siempre estaban alli;
pero nunca vigilando de cerca. Sos-
tenian conversaciones privadas en
el "confesionario", un cuarto apar-
tado donde un adolescent confuse
podia desahogarse o un joven feliz
podia compartir su moment impor-
tante. Los Belden participaban en

La Navidad por tradici6n es una epoca de felicidad que
trae consigo el sentimiento de buena voluntad y nos da la
esperanza de un future mejor.
Es mi especial deseo en estas festividades navidefias que la.
alegria de Navidad eleve sus dnimos durante estos tiempos de
incertidumbre.
En septiembre, cuando compared ante el ComitW de Rela-
ciones Exteriores del Senado, present' un resume en el -cual
di a conocer mis sentimientos para con la fuerza obrera del
Canal cuando dije: "Somos afortunados de contar con emplea-
dos que sienten un profundo afecto por el Canal; su dedicaci6n
en tenerlo bien mantenido y funcionando eficientemente, y su
buena voluntad de responder inmediatamente a cualquier emer-
gencia que pudiera surgir los hacen en verdad extraordinarios.
Mi fuerte creencia en la verdad de esta declaraci6n me
inspira a confiar que si trabajamos juntos podemos hacerle
frente y vencer cualquier reto que pudiera traer el 1978.
En nombre de la Sra. Parfitt y el mio propio, deseo expresar
nuestra sincere esperanza de que usted y los suyos disfruten
de las bendiciones plenas de estas Navidades y que su calor
y esperanza les acompaien durante todo el ailo.

te. Charles Belden solia quedarse

contemplaba suicidarse. Hablaba
con 61 en voz suave o le leia "The
Prophet" (El Profeta) por el autor
Kahlil. Gibran. Asi el adolescent


pasaba tranquilo esa noche y mu-
chas mAs. Dice Charles, "Yo no po-
dia quitarle todo su dolor, pero si
podia compartirlo".
Los esposos Belden compartian
lo que tenian, pero no Ilevaban to-
da la carga. Hacian una distinci6n
entire dar ayuda y convertirse en una
muleta. Si alguno de los muchachos
viajaba a los Estados Unidos para

Hospital Gorgas, hace una inspecci6n personal del nuevo irbol de Navi-
dad, un obsequio del Club 5 de la Tropa 21 de Lobatos de la Iglesia
Unida de Balboa. Los muchachos confeccionaron los adornos para el
irbol, y obsequiaron los libros que aparecen en la mesa, tomados de su
propia colecci6n, como parte de un proyecto de buena voluntad, para
hacerse merecedores de la placa de amistad.

cargaran la llamada a su cuenta si
alguna vez necesitaban ayuda. Des-
pu6s de una o dos Ilamadas, podian
valerse por si mismos.
Los Belden han recibido hasta
17 cartas por semana de los j6venes
que estin estudiando en el exterior.
Al comienzo contestaban la prime-
ra carta, y despu6s cada segunda o
tercera carta.
Para las Navidades la casa se
lena de bote en bote con todos los
j6venes que regresan de las escue-
las. Belden toma sus vacaciones du-
rante esta 6poca para asi' estar en
casa y atenderlos. Y en el verano,
hasta 50 muchachos han acudido en
un dia.
La gentileza e interns de esta pa-
reja no estaba limitada a las cuatro
paredes de su hogar en Anc6n.
Tambi6n hacian visits al hospital,
donde Charles Belden daba de co-
mer a los pacientes que no podian
alimentarse por si solos o les leia
o les hablaba sobre la intervenci6n
quirurgica a que serian sometidos.
Pero para los Belden todo no fue
dar. Dice Charles, "El amor es algo
que uno se gana". "Si no lo das, nc
lo recibiras". Y ellos lo reciben, es-
pecialmente de los muchachos.
Cuando el inico hijo de los Belden,
Charles, se fue a la universidad, sus
amigos continuaron viniendo a ver-
los o a compartir una comida con
ellos para que los Belden "no tu-
viesen que comer solos". Charles
Belden dice que su persona no pue-
de retener todo el amor que le
devuelven.
Cuando Belden se jubile,, nada
cambiarA en Dothan, salvo que ten-
drAn mis horas en el dia. Mientras
haya j6venes que quieran visitarles,
la puerta siempre estarA abierta. Si
hay un hospital con una sala de
niiios, alli estara Charles Belden. Lc
que pierde la Zona del Canal con
su partida es una ganancia para
Dothan.

Las places de 1978 para vehicu-
los de la Zona del Canal estarin a
la venta desde el 9 de enero en las
oficinas de la Secci6n de Licencias
de Anc6n y Margarita. Las places
de 1977 tendrAn validez hasta el
28 de febrero de 1978.
Los formularios de matricula po-
dran enviarse por correo al aparta-
do postal L, Balboa Heights, Zona
del Canal, o se podran Ilenar per-
sonalmente en la Secci6n de Licen-
cias de Anc6n, Edificio de Asuntos
Civiles en la Carretera Gaillard, o
en la oficina de Licencias de Mar-
garita, segundo piso del Centro de
Servicios Comunales de Margarita.
Las horas de oficina son de 7:30 a
11:45 a.m. y de 12:45 a 4 p.m.
Cada formulario para el 78 debe-
ra estar acompafiado de la ma-
tricula de la Zona del Canal corres-
pondiente a 1977 y la cantidad es-
tipulada al anverso del formulario.
Dichos formularios serAn enviados
a las oficinas de Correo de la Zona
del Canal y a las bombas de gaso-
lina el 23 de diciembre de 1977.
Aquellas personas interesadas en
places de numeraci6n baja deberin
escribir la palabra "Drawing" (Sor-
teo) en letras de molde en el sore
del formulario. El sorteo de places
se IlevarA a cabo con los sobres el
6 de enero de 1978 a las 3 p.m. en
la oficina de Anc6n. Por lo tanto,
cada formulario debera enviarse en
un sobre separado. Este sorteo es
s6lo para autom6viles, de modo
que no deben enviarse formularios
para remolques o motocicletas. Los
participants en el sorteo no deben
esperar recibir sus places antes del
22 de enero.
El costo de la matricula para
todos los civiles, incluyendo los que
trabajan con las Fuerzas Armadas
y resident en la Zona del Canal serA
de $15 para vehiculos particula-
res, $6 para motocicletas, $4 para
remolques y $25 para vehiculos
comerciales.

Biblioteca-Museo de la Zona del
Canal seran reducidas durante las
fiestas navidefias. Todas las biblio-
tecas cerraran el 24 y el 26 de
diciembre, y el 2 de enero. Desde
el martes 27 de diciembre hasta el
viernes 30 de diciembre, la biblio-
teca principal cerrara a las 5:30
p.m. y las sucursales de las biblio-
tecas en Crist6bal, Paraiso y Rain-
bow City cerrarAn a las 5 p.m.

hace notar que estas places del Es-
tado de residencia official no son
vAlidas para conducir en la Repui-
blica de PanamA.
Los miembros del servicio mili-
tar que deseen comprar places pa-
ra 1978 y que hayan matriculado
un vehiculo en la Zona del Canal
en 1977, s61o necesitan presentar


su tarjeta de matricula, el formu-
lario para 1978 y cubrir el cost
de la placa. No necesitan Certifi-
cado de Elegibilidad.
Los miembros del servicio mili-
tar comprendidos en esta categoria

cretario Ejecutivo. La nueva placa
"N" serA, en general, expedida a
iglesias, clubes y organizaciones
fraternales autorizadas.


5 Estudiantes Ingresan a Sociedad de Honor


Cinco graduandos de la Escuela
Secundaria de Crist6bal han sido
admitidos a la Sociedad Nacional
de Honor.
Los que fueron admitidos duran-
te la ceremonia, que tuvo lugar en
el Auditorio de la Escuela Secun-
daria de Crist6bal son: Maruja Hun-
nicutt, Randal Bryant, Keith Allaun,
Robert Carwithen y Lori Ridge.
El Juez Darrell F. Brown de la
Corte de Crist6bal fue el orador


de fondo en la reuni6n de los estu-
diantes de honor.
A continuaci6n de la ceremonia
de ingreso, la Sociedad Nacional de
Honor brind6 un almuerzo a los
nuevos socios y sus padres.
Los integrantes de esta sociedad

y las resoluciones adoptadas en la

La Division de Escuelas quedar
subdividida en tres Areas funciona-
les principles una vez que se com-
plete el nuevo plan de reorgani-
zaci6n.
Como Ayudante del Superinten-
dente del Plan de Estudios e Ins-
trucci6n, el Dr. James Wolf seri
responsible por la calidad de los
programs educativos y de instruc-
ci6n en las escuelas; Robert Dahls-
trom, ayudante del superintendent
para administraci6n y personal do-
cente, administrarA y dotara de
personal a las escuelas; y Michael
Baker, ayudante del superintenden-
te, gerente de program, estari a
cargo de todos los asuntos operacio-
nales y presupuestarios. Al mismo
tiempo, Audley Webster ha side
nombrado ayudante del superinten-
dente, proyectos especiales.
Todos estos nuevos funcionarios
son empleados de la Divisi6n de Es-
cuelas desde hace muchos aiios.
La Division de Escuelas fue pre-
viamente subdividida en los departa-
mentos estadounidenses y latino-
americanos, y nuevamente en nive-
les primaries, secundarios y univer-
sitarios. La decision tomada de re-
organizar las escuelas fue el resul-
tado de various factors, que inclu-
yen la jubilaci6n de tres ayudantes
de superintendents anteriores en un
period de 6 meses, la determina-
ci6n de cerrar las escuelas latino-
americanas, y el impact presupues-
tario adverse en los costs crecien-
tes y la disminuci6n en la matricula
Estos acontecimientos tuvieron in-
fluencia no s61o en el designio de
la reorganizaci6n, pero tambi6n en
la selecci6n del moment oportuno.

Dia de Navidad! Los padres despiertan con los gritos de los pequefiuelos
ansiosos de abrir los regalos que encuentran debajo del Arbol de Navidad.
Los nifios salen apresurados a la calle con sus nuevos patines y bicicletas.
Las families visitan a sus amistades y vecinos para intercambiar saludos
y regalos. Asi seri la Navidad para la mayoria de nosotros. Pero otros
pasaran ese dia trabajando.
Comunicaciones, transporte, cuidado m6dico, mantenimiento y, sobre
todo, las operaciones del Canal continian-dia feriado o no.
