Hunting Rules Proposed


To Protect Zone's Wildlife


Proposed changes to Canal Zone
regulations governing hunting and
wildlife protection are being cir-
culated within the Canal organiza-.
tion and will be available to the
public for comment from Novem-
her 28 to December 9.
The changes to Part 169 of the
Canal Zone Administration and
Regulations deal mainly with clari-
fication of when and where hunt-
ing is allowed and what types and
numbers of animals may be taken.
Provisions of the Endangered Spe-
cies Act of 1973, the Marine
Mammal Protection Act of 1972,
and other laws designed to protect
wildlife are also incorporated into
the CZAR for the first time, though
they have been applicable at least
in part in the Canal Zone from the
time they took effect in the United
States.
The intent of the revision is to
make the rules aimed at preventing
the hunting or capturing of certain
animals more specific and to protect
certain species during their mating
seasons.
According to many local hunters
and naturalists, populations of sev-
eral species are dangerously low,
and continued hunting of these
animals will result in their elimina-
tion from the forests. The regula-
tions have been under revision for
more than a year and already in-
corporate the comments of hunters
in the Canal Zone.
The recent shooting and skinning
of an ocelot or young jaguar on the
Camboa Pipeline Road is an exam-
ple of what Canal environmentalists
hope to put a stop to. Both of these
rare species are protected under the
Endangered Species Act.


Reward
The Panama Audubon Society
offers a reward of $500 for informa-
tion leading to the arrest and con-
viction of the person or persons who
shot and skinned an ocelot or young
jaguar on Sunday, November 13, on
the Gamboa Pipeline Road in the
Canal Zone.
Persons responsible for harming
either of the above species can be
prosecuted under provisions of the
U.S. Endangered Species Act.

Model Airplane Races

To Honor Paul Elia
The Model Airplane Association
of Panama will hold a day of
racing in honor of Paul Elia, a long-
time model airplane enthusiast, and
an employee of the Communica-
tions Branch, Electrical Division,
Panama Canal Company.
The competition races will start
at 9 a.m., Sunday, November 27, at
the Calzada Larga Airport in Pan-
ama City. Registration is $2 per
event. The general public is invited
to attend free of charge.

Subpart B of Part 169 of the
CZAR has been rewritten to say:
"Possession of any wildlife, or any
part thereof, plumage, skin, nest or
egg (except such as is possessed on
the effective date of this provision,
and the offspring of such) is prima
facie evidence of the violation of
this subpart by the person having
possession thereof, except as such
possession is covered by permit."
In addition, the new regulations
will spell out which animals may
legally be kept as pets within the
Canal Zone, for the protection both
of animals and people. Dr. Nathan
Gale, a veterinarian at the Small
Animal Clinic in Corozal, warns
that wild animals can have rabies
just as dogs or cats can, though the
symptoms regarded as typical may
not be present.
Since any bite by a wild animal
must be considered a possible ex-
posure to rabies, positive proof must
be obtained by destroying the
animal and examining its brain.

Early Retirement Legislation Put to Labor Leaders


Members of United States and
Latin American labor unions in the
Canal Zone met with Gov. H. R.
Parfitt and representatives of the
Office of the Secretary of the Army
on Monday for a first look at the
proposed early retirement provi-
sions of the implementing legisla-
tion for the new United States-
Panama Treaty.
Michael Blumenfeld, the Deputy
Under Secretary; Raymond Michael,
Personnel Advisor, and Col. Robert
Crittenden, Military Assistant to the
Acting Assistant Secretary for Civil
Works, attended the meeting in the
Administration Building which was
a continuation of the consultation
process. Discussed at the meeting
was the draft legislation to meet
Treaty requirements on early re-
tirement.

380 Receive Citizenship Certificates


The Immigration and Naturaliza-
tion Service granted 380 certificates
of citizenship to United States cit-
izens during 2 weeks of hearings
held in the Canal Zone in Novem-
ber.
This is a record high for a pro-
gram that has been in operation
since 1966 and has given proof of
U.S. citizenship to more than 5,000
people from the Canal Zone, the
Republic of Panama, and nearby
countries.
Among the certificates issued this
fall were 16 granted to members of
the Gaskin family, the largest fam-
ily group ever to receive certificates
at one time.
The youngest U.S. citizen to re-
ceive a certificate during these hear-
ings was 7 weeks old, and the
oldest, about 70.
A retiree who was employed
with the Panama Canal Company
for 43 years received her proof of
U.S. citizenship this time around, as
did a Canal employee whose ap-
plication was delayed 11 years be-
cause he was unable to provide his
parents' birth certificates as docu-
mentation.


Obtaining a certificate is purely
a voluntary procedure, the purpose
of which is to make it unnecessary
for a U.S. citizen born outside the
United States to display a birth cer-
tificate and other supporting docu-
ments in order to prove his citizen-
ship.
The certificates were issued only
within the United States until 1966,
when a law passed by the 89th
Congress under President Johnson
made it possible for citizens to ob-
tain applications within the Canal
Zone and be interviewed and re-
ceive their certificates from Immi-
gration and Naturalization officials
sent to the Isthmus.
Basically, a person born in the
Canal Zone and claiming U.S. cit-
izenship through one or both parents
must submit a birth certificate, his
parents marriage certificate, and a
1.irth certificate for each parent that
is a U.S. citizen from birth.
The same basic requirements for
documentation apply to those born
in Panama of United States citizen
parents when the U.S. citizen parent
is employed by the U.S. Govern-

posed early retirement plan are:
-Retirement with 20 years of
Federal service regardless of age
for the approximately 3,000 em-
ployees who lose their jobs as a
result of the Treaty,.with no reduc-
tion in the computation of the
annuity because of age.
-Retirement with 20 years of
Federal service at age 50 or 25
years of service regardless of age
for employees of the Panama Canal
Company or the Canal Zone Gov-
ernment who voluntarily choose to
retire, with no reduction in the
annuity because of age.
-Employees of the Panama Canal
Company and Canal Zone Govern-
ment who choose to continue em-
ployment after the Treaty takes
effect will have their retirement
annuity computed at 23 percent.
instead of by the current formula,
for each year that they stay.
The meeting was part of the
consultation process which will
allow the unions 2 weeks in which
to respond to the proposed early
retirement plan.
Union members were told that
the provisions will extend for the
life of the Treaty and be offered to
Canal employees regardless of
nationality.
A system of flip charts was used
to give those in attendance specific.
but hypothetical examples of how
the retirement plan would affect
various employees.
One example was employees who
may be involuntarily separated, such
as those in the Supply Division, Ter-
minals Division, and Marine Bunker-
ing Division, whose jobs will be
eliminated with entry into force of
a new Treaty.
If such an employee has 20 years
of Federal service, his annuity
would be calculated as follows:
5 years X 11/� percent=7% percent
5 years X 1% percent=8% percent
10 years X 2 percent=20 percent
That employee would have an im-
mediate total annuity of 3634 per-
cent.
Another example referred to
those employees who continue their
employment with the Canal Com-
mission or another Executive agency
after the Treaty takes effect and
who may be involuntarily separated
at a later date.
If such an employee has 20 years
of Federal service, 5 of which were
after a new Treaty took effect, his
annuity would be computed this
way:
5 years X 1/2 percent=7? percent
5 years X 1% percent=8% percent
5 years X 2 percent=10 percent
5 years X 232 percent=12l1 percent
This employee's total annuity would
be 38% percent.
Still another example are em-
ployees who will transfer to another
agency on the Isthmus, including
about 2,000 in the Division of
Schools and Health Bureau.
If one such employee in the
Health Bureau transfers to a military
hospital (Gorgas) and after 5 years
takes a job in the United States,
works 10 years and voluntarily
separates at age 55 with 30 years
of service, his annuity would be
calculated as follows:
5 years X 1% percent=7� percent
5 years X 1% percent=8% percent


5 years X 2 percent=10 percent
5 years X 2)i percent=12l percent
10 years X 2 percent=20 percent
This employee was given 232 percent
for the 5 years that he stayed and
worked after the Treaty went into
effect but only 2 percent for the
following 10 years worked in the
United States. His total annuity
added up to 58% percent.
A final example consists of police
and firemen, who under current
law may retire with 20 years of
service at 50 years of age provided
that they have 20 years of service as
a policeman or fireman. The cal-
culation of their annuity under the
Police and Firefighters Retirement
System is 2% percent for the first
20 years and 2 percent thereafter.
Policemen and firemen will have
the option of continuing under this
retirement plan or choosing the
proposed plan, with the same en-
titlements and calculations that
apply to employees generally.
Their employees' contributions to
the Civil Service retirement fund
would be reduced from 7)2 percent
to 7 percent, and contributions
made in excess of 7 percent since
January 1, 1975, would be refunded.
In this example, a policeman
who retires involuntarily at age 47
with 21 years of service, 2 of which
were after the Treaty took effect,
would have his annuity calculated
as follows:
5 years X 1l, percent=7T" percent
5 years X 1% percent=8% percent
9 years X 2 percent=18 percent
2 years X 2?2 percent=5 percent
The policeman's total annuity would
be 39% percent. If he retired in
similar circumstances under current
law, his annuity would be reduced
by 2 percent for each year he is
under age 50.
In the hour and a half discussion
that followed the presentation, labor
union members generally expressed
opposition to the plan, contending
it does not live up to the language
of Article X of the Treaty.
When asked his personal views
of the proposals, Governor Parfitt
said that the present proposal repre-
sents substantial progress when con-
sidered in the light of the strong
opposition previously encountered
to any early retirement option that
would be available as a con-
sequence of the Treaty.
But he told the union members
that they should use their ingenuity
to come up with "innovative con-
cepts" to improve the legislation
rather than just restating their past
positions when they submit their
written comments.
The following analysis of the
proposed legislation was distributed
at the meeting:

ama Canal Treaty for Union Con-
sultation (November 21, 1977).
The Administration, after con-
sideration of union recommenda-
tions, has developed a proposed
early retirement program for Canal
Zone employees which would be
made a part of recommended legis-
lation for implementation of the
new Panama Canal Treaty. This

Police Lieutenant

Graduates From

Course in U.S.
Lt. Oswaldo I. Montalvo of the
Canal Zone Police Division recently
completed an Administrative Offi-
cers Course at the University of
Louisville's Southern Police Ins-
titute, at Louisville, Ky.
At a graduation ceremony held on
November 10, Lieutenant Montalvo
was among the 61 law enforcement
officers from throughout the United
States who were presented certifi-
cates for completing the 12-week
course which included 390 hours of
instruction in such subjects as crim-
inal justice communication, police
administration, police personnel
management; , constitutional " law,
evidence, criminal procedures and
criminal justice behavioral dynamics.
College credit is given for comple-
tion of the course.
A'number of officers of the Canal
Zone Police Division, among them
Chief William F. Kessler, have com-
pleted the course.

Arts and Crafts Fair

Will Feature Holiday

Gifts and Decorations
Handcrafted items for holiday
gift-giving, Christmas decorations,
and delicious food will all be for
sale at the Arts and Crafts Fair to
be held at The Bridge, the Balboa
community center, on Saturday,
December 3.
The fair will be open from 9 a.m.
to 3 p.m. Among the items offered,
for sale will be carved wooden
animals from the Darien, baskets,
plants, huacas, jewelry, and ce-
ramics.
A bake shop will offer home-made
goodies for those with a sweet tooth,
while the refreshment stand will be
available for those interested in
something more substantial.

craft items at the fair should call

formation on reserving a booth.

'Gone West' Next Film

In C.Z. College Series
The Canal Zone College con-
tinues the film showings of the
America series narrated by Alistair
Cooke with the film titled Gone
West.
This award winning historical
documentary is being shown every
Tuesday evening in the Canal Zone
College Auditorium at 7 p.m. Ad-
mission is free. The public is cor-
dially invited.


Junior Football League Mango Bowl

i TTo Close Out '77 Season Saturday


The first Mango Bowl will be
played tomorrow at the Balboa
Stadium.
Playing in the Canal Zone's
newest Bowl game will be All-Stars
from -both the lightweight and
heavyweight divisions of the Canal
Zone Junior Football League.
The lightweight game will begin
at 4:30 p.m. and the heavyweight
game at 7 p.m.
All-Star cheerleaders will perform


in the fourth quarter of each game.
In addition, a cheerleader com-
petition will take place at the sta-
dium during the afternoon, with
winning lightweight and heavy-
weight cheerleaders performing
their routines during halftime enter-
tainment at both games.
Tickets for $1 can be purchased
at the door for this league-sponsored
event which will end the 1977 foot-
ball season.

holiday. The award to Chief Berry is the highest by the Colon Boiberos
and recognizes his part in the excellent cooperation which exists between
the two firefighting divisions.

Xmas Mailing Hints
A frequent question asked at this
time each year is whether it is
cheaper to send Christmas cards in
unsealed envelopes. They cost the
same sealed or unsealed. Sealed,
standard size envelopes are easier
to process and do not damage as
easily as unsealed items. It is also
helpful if cards are bundled as
airmail or first class. Also large
amounts for a certain city or state
should be placed in separate
bundles. These steps will help pro-
cess mail more quickly for dispatch.


A Field Trip to Fire Station


Turns Into T& T VIP Tour

'The Purple Dragon' in Rehearsal

For Next Theatre Guild Production


The Theatre Guild production of
The Purple Dragon, produced by
Susan Hill Liang and directed by
Johann Meyer, will open Friday,
December 2.
Billed as a semi-musical, the play
has been cast and is in rehearsal.
Three of the roles will be played
by two actors: Annette Gallegos and
Jonathon Fugleberg will portray
"The Minstrel," Evan Chevalier and
Louis Pascavage will act the part
of "Sledge" and Eva Thompson and
Kelly Leavy will play "Yolanda."
The large cast of children in
name roles includes Robert Daknis,


Olaf Rudholm, Brian Howes, Paul
Winlloski, Alfredo Pasamonte, Viel-
ka Pasamonte, Rafael Reyes, Bonnie
Thompson and Bj Emge.
The "Ops" will be played by
Mirla Hanson, Nichole Pujol, Tania

Children in Gary Hudson's fifth
grade class at Coco Solo Elemen-
tary School had a field trip to top
all others, thanks to Transportation
and Terminals Director Charles R.
Clark and Atlantic-side employees
of the T&T Bureau and the Port.
Captain's office.
What began as a simple visit to
the Mount Hope Fire Station turned
into an all-day outing that included
a train trip to the Cristobal piers
and a boat ride in the harbor.
When Gary Hudson realized that
taking his class to visit the fire
station would require special trans-
portation, he decided to make a day
of it. He called the Transporta-
tion and Terminals Bureau asking
whether a tour of the piers could
be arranged, and T&T personnel
came through with flying colors.
They arranged' for a train to pick
up the youngsters and their teacher
in Gatun and take them into the
Cristobal pier area. They were met
there by Gilbert Sollas, Liaison-
'Protocol officer, who accompanied
them on a tour of the piers in micro-
buses.
Seeing a container being loaded
onto one end of a ship while cargo
was unloaded from the other end
was a first-time experience for many
of the children. They also saw auto-
mobiles being hoisted out of a
ship's hold and set on the dock.
A highlight of the day for a
couple of the fifth' graders was
spotting seamen from an English
vessel drinking beer from their
homeland .and acquiring empty
British beer cans to add to their
beer can collections at home.
While touring the docks, the
group got a glimpse of the Canal


organization's new $5 million tug-
boats. And then, as if to top off
what was already a perfect day,
the harbor launch Corbina picked
up the kids at the nearby boathouse
and took them on a 45-minute tour
of the harbor out to the Cristobal
breakwater, where ships were wait-
ing to transit the Canal.
Their teacher said the fifth
graders were especially excited to
be able to look across the water and
spot their school.
The children's sincere apprecia-
tion for the special day was evident
in the thank you letters they wrote
to Colonel Clark soon after. One
said, "I want to thank you for all
the things you have done for our
class. I saw many things I have
never seen before."

Richard Zornes was elected pres-
ident of the Canal Zone Bottle Col-
lectors Association for 1978 at a
meeting in the home of this year's
president, Joseph R. Maravilla.

tabaugh, corresponding secretary;
Ginger Zornes, treasurer; Thelma

which would be fair and equitable
to employees while at the same
time reasonable in terms of the
Congressional appropriations which
would be required to reimburse the
Civil Service Retirement Fund for
the additional cost of more liberal
employee benefits.
The key components of this pro-
gram are as follows:
1. This special early retirement
option will be available to eligible
employees for the life of the Treaty.
(This provision provides an eligibil-
ity period which exceeds the 90-day
period normally authorized by the
Civil Service Commission for early
retirement-during an agency major
reduction-in-force action.)
2. There will be no reduction in
the computation of the annuity be-
cause of the age at which an em-
ployee retires. (Normally, the an-
nuity is reduced 2 percent for each
year the employee is under 5.5 at
the time of retirement except for
law enforcement officers and fire-
fighters.)
3. Employees of the Panama
Canal Company, Canal Zone Gov-
ernment, Panama Canal Commis-
sion and any Executive agency in
the Canal Zone, who are involun-
tarily separated or scheduled to be
separated as a result of implementa-
tion of the Treaty will be eligible
to retire if they have 20 years of
Federal service.
4. Persons employed by the Pan-


ama Canal Company or the Canal
Zone Government prior to the ex-
change of ratifications of the Treaty
or prior to its effective date, in-
cluding such employees who are
transferred to the Panama Canal
Commission or an Executive agency
in the Republic of Panama, and
who have at least 20 years of serv-
ice and are 50 years old or who
have 25 years of service at any age
may elect to voluntarily retire if
they do not wish to continue Fed-
eral employment in the Republic
of Panama.
5. Eligible persons who were
employed immediately prior to the
exchange of ratifications, who have
the required service, and who elect
to retire or who are retired involun-
tarily after the exchange of ratifica-
tions and prior to the effective date
of the Treaty are included under
this early retirement program. This
option provides early retirement
benefits during the 6-month period
between the exchange rof ratifica-
tions and the effective date of the
Treaty. These benefits are not re-
quired by the Treaty but are con-
sidered to be equitable to the em-
ployees as well as in the interest
of the Government.
6. Eligible employees who re-
tire under this option after the-ef-
fective date of the Treaty and prior
to January 1, 2000,. must have been
employed immediately prior to the
effective date of the Treaty.
7. An employee is not entitled

Canal Company or Canal Zone
Government who continue employ-
ment with the new Panama Canal
Commission or other Executive
Agency in the Republic of Panama
will upon becoming eligible for re-
tirement have their annuity com-
puted at 2K percent for each full
year they continue in such employ-
ment after the effective date of
the Treaty up to a maximum of
20 years.
9. The annuity computation will
continue to be based on the "high
three" average pay.
NOTE: The additional cost to
finance this special early retirement
program is estimated at,$135 million
by the Civil Service Commission.
(The Civil Service Retirement Fund
would be reimbursed for this cost
by Congressional appropriations at
the rate of $8.4 million per year for
a period of 30 years.)

Hunting Rules

Committee on Rabies of the World
Health Organization which is fol-
lowed in the Canal Zone.
The clinic in Corozal handles
about two or three cases of wild
animal bites per month, often
brought in by people with the best
of motives who rescued the animal.
Pet owners should also be aware
that any of the animals that are on
the U.S. Endangered Species list
cannot be taken back into the
United States. All of Panama's cats,
such as the ocelot and jaguar, are
on that list. Several United States
laws prohibit bringing into the
country any kind of monkey be-
cause of the threat they pose to
human health.
Members of the community may
pick up copies of the proposed
changes in Room 324 of the Execu-
tive Planning Staff. Comments
should be addressed to the Environ-
ment-Energy Coordinator, Box M,
Balboa Heights.


Too Easy To Believe

A very rich man was repeatedly
asked by those "less fortunate" how
he had accumulated such vast
wealth.

Administraci6n y Reglamentos de
la Zona del Canal tratan principal-
mente con la clarificaci6n de cuan-
do y d6nde es permitida la caceria
y quB tipos y nimero de animals
se pueden cazar. Los articulos de
la Ley para la Protecci6n de Espe-
cies en Peligro de Extinci6n de
1973, la Ley para la Protecci6n de
Mamiferos Marinos de 1972, y otras
leyes destinadas a la protecci6n de
animals salvajes tambien son incor-
poradas en el ARCZ por primera
vez, aunque son aplicables por lo
menos en part en la Zona del
Canal desde que fueron puestas en

Ademis, los nuevos reglamentos
indicarin que los animals pueden
legalmente tenerse como animal do-
mesticado dentro de la Zona del
Canal, para proteger tanto a los
animals como a las personas. El
Dr. Nathan Gale, veterinario de la
Clinica para Animales Pequefios en
Corozal, advierte que animals sal-
vajes pueden tener rabia lo mismo
que los perros o gatos, aunque no
est6n presents los sintomas que son
considerados como tipicos.

Informan a Sindicatos Sobre Jubilaci6n Anticipada


Miembros de los sindicatos obre-
ros estadounidenses y latinoameri-
canos en la Zona del Canal se
reunieron con el Gobernador H. R.
Parfitt y con representantes de la
oficina del Secretario del Ejercito
el lunes para informarse sobre un
program de jubilaci6n anticipada
que formaria part de la legislaci6n
para la ejecuci6n del nuevo Tratado
entire los Estados Unidos y PanamA.
Michael Blumenfeld, subsecreta-
rio auxiliar; Raymond Michael,
asesor de personal; y el Coronel
Robert Crittenden, asesor military
del subsecretario interino para obras
civiles, asistieron a la reuni6n en el
Edificio de Administraci6n conti-
nuando asi el process de consult.
Durante la reunion se discuti6 el
borrador del proyecto de ley para
cumplir con los requisitos sobre ju-
bilaci6n anticipada.

El Servicio de Inmigraci6n y Na-
turalizaci6n otorg6 380 c'ertificados
de ciudadania a ciudadanos estado-
unidenses durante las 2 semanas de
audiencias celebradas en noviem-
bre en la Zona del Canal.
Esto supera la marca de un pro-
grama que ha funcionado desde
1966 y ha proporcionado prueba de
ciudadania estadounidense a mAs
de 5,000 personas de la Zona del
Canal, la Replblica de PanamA y
paises cercanos.
Entre los certificados que fueron
entregados este otofio 16 correspon-
dieron a la familiar Gaskin, el grupo
familiar mas numeroso en recibir
certificados a un mismo tiempo.
El ciudadano estadounidense mis
joven en recibir un certificado du-
rante estas audiencias tiene 7 se-
manas, y el mas viejo casi 70 afios.
Una jubilada que fue empleada
de la Compaiiia del Canal de Pa-
namA durante 43 ailos recibi6 prue-
ba de su ciudadania estadounidense
esta vez, al igual que un empleado
cuya solicitud fue demorada 11 afios
debido a que no podia presentar los
certificados de nacimiento de sus
padres como documentaci6n.
La obtenci6n de certificados es
un procedimiento voluntario, lo cual
elimina la necesidad de que un ciu-
dadano estadounidense nacido fuera
de los Estados Unidos present un


certificado de nacimiento y otros
documents adicionales a fin de pro-
bar su ciudadania.
Los certificados eran entregados
s6o1 dentro de los Estados Unidos
hasta 1966, cuando el 899 Congre-
so, durante la presidencia de John-
son, aprob6 una ley que hizo posi-
ble que los ciudadanos obtuvieran
las solicitudes en la Zona del Canal
y que fueran entrevistados y reci-
bieran sus certificados de mauos de
funcionarios de Inmigraci6n y Na-
turalizaci6n que vienen al Istmo
con ese fin.
Fundamentalmente, una persona
que nace en la Zona del Canal y
que reclame la ciudadania esta-
dounidense por medio de uno o am-
bos padres debe enviar copia de su
certificado de nacimieiito, el certifi-
cado de matrimonio de sus padres,
el certificado de nacimiento de la
madre o del padre que es ciudadano
estadounidense de nacimiento.
Los mismos requerimientos bAsi-
cos para la documentaci6n se apli-
can a los que nacen en PanamA de
padres ciudadanos estadounidenses
si el padre o la madre de ciudada-
nia estadounidense es empleado del
Gobierno de los Estados Unidos
cuando ocurre el nacimiento del
hijo.

-Jubilaci6n con 20 afios de ser-
vicio Federal sin distinci6n de edad
para aproximadamente 3,000 em-
pleados que quedarian cesantes
como resultado del Tratado, sin
reducci6n en el c6mputo de la
pension por edad.
-Jubilaci6n con 20 afios de ser-
vicio Federal a los 50 afios de edad
o 25 afios de servicio sin distinci6n
de edad para empleados de la Com-
pafiia del Canal de Panama o del
Gobierno de la Zona del Canal que
voluntariamente elijan jubilarse, sin
reducci6n de la pension por edad.
-Empleados de la Compafiia del
Canal de PanamA y del Gobierno
de la Zona del Canal que elijan
continuar como empleados despu6s
que el Tratado entire en vigencia,
tendran derecho a pension de jubi-
laci6n computada al 2' por ciento,
en vez de la formula actual por cada
ano que permanezcan.
La reunion constituy6 un 'huevo
paso de consult que darA a los sin-
dicatos un plazo de 2 semanas para
responder al propuesto plan de jubi-
laci6n anticipada.
Se inform a los miembros sin-
dicales que el plan tendria vigen-
cia durante la existencia del Tra-
tado y que seria ofrecido a todos
los empleados del Canal sin distin-
ci6n de nacionalidad.
Con cuadros ilustrativos se pre-
sent6 a la audiencia ejemplos espe-
cificos pero hipot6ticos sobre como
el plan de jubilaci6n afectara a los
distintos empleados.-
Se mencion6 como ejemplo em-
pleados tales como los de la Di-
visi6n de Abasto, la Divisi6n de
Terminales y la Divisi6n de Abas-
tecimiento Maritimo, cuyos nuestos
serian eliminados al entrar en vi-
gencia el nuevo Tratado.
Si el empleado tiene 20 afios de
servicio Federal, su pension seria
calculada como sigue:
5 afios X 1% por ciento=7% por
ciento
5 afios X 1% por ciento= 8% por
ciento
10 afios X 2 por ciento=20 por
ciento
Ese empleado tendrA una. pension
total inmediata de 36' por ciento.
Otro ejemplo se refiere a aque-
llos empleados que continuien con
la Comisi6n del Canal u otra agen-
cia Ejecutiva despues que entire en
vigencia el Tratado y que en fecha
posterior fueran separados involun-
tariamente.
Si tal empleado tiene 20 afios de
servicio Federal, 5 de los cuales
fueron despues de la entrada en
vigencia del Tratado, su pension
seria computada asi:
5 afios X 1,' por ciento=7 por
ciento
5 afios X 1% por ciento=8% por
ciento
5 afios X 2 por ciento=10 por
ciento
5 afios X 2' por ciento=12' por
ciento
La pensi6n total annual de este em-
pleado seria 38% por ciento.
Otro ejemplo citado es el de los
empleados que serian transferidos a
otra agencia en el Istmo, incluyendo
casi 2,000 en la Divisi6n de Escue-
las y la Direcci6n de Salubridad.
Si un empleado de la Direcci6n
de Salubridad es transferido a un
hospital military (Gorgas) y despu6s
de 5 afios acepta un empleo en los
Estados Unidos, trabaja 10 aiios y
voluntariamente se separa a la edad
de 55 afios con 30 afios de servicio,
su pension seria calculada asi:

ciento

ciento

Este empleado recibi6 2% por cien-
to por los 5 afios que se qued6 y
trabaj6 despues de la entrada en
vigencia del Tratado; pero s6lo
2 por ciento por los siguientes
10 afios trabajados en los Estados
Unidos. Su pension total sumaria
58% por ciento.
Por uiltimo se cit6 el caso de poli-
cias y bombers, que bajo la ley
actual pueden jubilarse con 20 afios
de servicio a los 50 afios de edad
siempre que hayan servido 20 aflos
como policia o como bombero. El
cAlculo de su pension bajo el Sis-
tema de Jubilaci6n de Policias y
Bomberos es 2, por ciento por los
primeros 20 afios y 2 por ciento
despu6s de eso.
Los policies y los bombers ten-
dran la opci6n de continuar bajo
este plan de jubilaci6n o elegir el
plan propuesto, con los mismos de-
rechos y cAlculos que se apliquen
a los empleados generalmente. Su
contribuci6n al fondo de jubilaci6n
del Servicio Civil seria reducida del
71' por ciento al 7 por ciento, y
las contribuciones en 'exceso de
7 por ciento desde el 19 de enero
de 1975, serian reembolsadas.
En este ejemplo, un policia que
se jubile involuntariamente a la
edad de 47 afios con 21 afios de
servicio, 2 .de los cuales fueron des-
pu6s de la entrada en vigencia del
Tratado, tendria su pension cal-


culada asi:

39;4 por ciento. Si se hubiese jubi-
lado bajo circunstancias similares
conforme a la ley actual, su pensi6n
seria reducida por 2 por ciento por
cada afio que le falte para cumplir
los 50 aiios de edad.
En la hora y media de discusi6n
que sigui6 a la presentaci6n, los
miembros de los sindicatos obreros
generalmente expresaron su oposi-
ci6n al plan, alegando que no cum-
plia con lo contemplado en el Ar-
ticulo X del Tratado.
Cuando le preguntaron al Gober-
nador Parfitt sobre sus puntos de
vista personales con respect a las
propuestas, respondi6 que el pro-
puesto program de jubilaci6n an-
ticipado represent un considerable
paso de advance considerando la
fuerte oposici6n que tuvo el con-
cepto de que la jubilaci6n antici-
pada fuese ofrecida como conse-
cuencia del Tratado.
Pero aconsej6 a los miembros sin-
dicales que deberian ingeniirselas
para presentar conceptss innova-
dores" para mejorar la legislaci6n
mas bien que reiterar sus posiciones
pasadas cuando sometan sus comen-
tarios por escrito.
El siguiente analisis de la legis-
laci6n propuesta fue distribuido en
la reuni6n:

las enmiendas propuestas a las dis-
posiciones que sobre Jubilaci6n An-
ticipada contiene el Tratado de
1977 sobre el Canal de Panama para

un Curso para Funcionarios Admi-
nistrativos en el Institute Surefio de
Policia de la Universidad de Louis-
ville, en Louisville, Ky.
Durante la ceremonia de gradua-
ci6n, que tuvo lugar el 10 de no-
viembre, el Teniente Montalvo figu-
r6 entire los 61 funcionarios del
orden pDblico de todos los Estados
Unidos que recibieron certificados
por haber completado el curse de
12 semanas que incluy6 390 horas
de instrucci6n en materials tales
como comunicaci6n de justicia cri-
minal, administraci6n de policia, ad-
ministraci6n de personalde policia,
derecho constitutional, evidencia,
procedimientos criminals y dini-
mica del comportamiento en la jus-
ticia criminal. Se otorgan cr6ditos
universitarios por completar el curse.

izquierda, recibe la Cruz de Oro de Honor y Mirito de manos del
Segundo Jefe de los Bomberos de Col6n Teniente Coronel Mois6s M6ndez
durante ceremonia celebrada el 5 de noviembre, Dia de Col6n. El premio
que recibi6 el Jefe Berry, el mis alto que concede el Cuerpo de Bomberos
de Col6n, fue otorgado en reconocimiento a la excelente cooperaci6n que

Los nifios del 59 grado de Gary
Hudson de la Escuela Primaria de
Coco Solo disfrutaron de una ex-
cursi6n de lo mas divertida, gracias
al Director de Transporte y Termi-
hales, Charles R. Clark y los em-
pleados del sector AtlAntico de la
Direcci6n de Transporte y Termi-
nales y de la Oficina de la Capitania
del Puerto.
Lo que empez6 como una simple
visit a la Estaci6n de Bomberos
de Mount Hope se convirti6-en un
paseo de todo el dia que incluy6 un
viaje en tren a los muelles de Cris-
t6bal y un paseo en barco por la
bahia.
Cuando Gary Hudson se dio cuen-
ta que para llevar a sus alumnos a
visitar la estaci6n de bombers ten-
dria que tener transport especial,
decidi6 hacer de la excursion un
6xito. Llam6-a la Direcci6n de
Transporte y Terminales y pregun-
t6 si se podia hacer los arreglos
para una gira de los muelles, y el
personal del T yT hizo todos los
arreglos.
Se destin6 un tren para recoger a
los nifios y su maestro en Gatun y
transportarlos hasta el Area de los
muelles en Crist6bal. Alli fueron re-
cibidos por Gilbert Sollas, funcio-
nario Coordinador de Protocolo, que
los acompafi6 en una gira de los
muelles en microbuses.
Vieron un furg6n en los moments
que era cargado a un extreme de
un barco, mientras lo descargaban
del otro extreme, y era la primera
vez que experimentaban algo asi.
Tambi6n vieron como los autom6-
biles eran elevados de la bodega del
barco y depositados en el muelle.
El event culminante del dia para
un par de los nifios fue observer a
unos mariners a bordo de un bar-
co ingl6s bebiendo cerveza de su
tierra natal. Los nifios tuvieron
exito en obtener latas vacias de
cerveza inglesa para afiadir a sus
colecciones de latas de cerveza.


Mientras recorria los muelles, el
grupo tuvo una vista breve de los
nuevos remolcadores por un valor
de $5 millones adquiridos por la
empresa del Canal. Luego, como
para culminar lo que ya era un dia
perfect, la lancha portuaria Cor-
bina recogi6 a los nifios en el co-
bertizo de botes y los llev6 en un
paseo de 45 minutes por la bahia
hasta el rbmpeolas de Crist6bal,
donde los barcos esperaban su turn
para transitar el Canal.
Su maestro dice que los nifios del
59 grado estaban especialmente con-
tentos de poder mirar al otro lado
del agua y ver su escuela.
El agradecimiento sincere de los
nifios por el dia emocionante se hizo
patente en las cartas que le escri-
bieron al Coronel Clark poco des-
pubs. Uno dijo, "Quiero darle las
gracias por todo lo que hizo por
nuestra clase. Vi cosas que jamAs
habia visto antes".

La Administraci6n, luego de con-
siderar las recomendaciones hechas
por los sindicatos, ha desarollado un
program de jubilaci6n anticipada
para empleados de la Zona del
Canal que se incorporaria a la legis-
laci6n recomendada para la ejecu-
ci6n del nuevo Tratado sobre el
Canal de PanamA. Esta propuesta
proporcionaria a los empleados un
program just, equitativo y a la
vez razonable en cuanto a las asig-
naciones del Congreso que se nece-
sitarian para reembolsar el cost
adicional de prestaciones mis libe-
rales para los empleados, al Fondo
de Jubilaci6n del Servicio Civil.
Los puntos claves de este pro-
grama son los siguientes:
1. Esta opci6n especial para la
jubilaci6n anticipada estarA a dis-
posici6n de los empleados elegibles
mientras dure el Tratado. (Esta dis-
posici6n ofrece un period de ele-
gibilidad que sobrepasa el period
de 90 dias que la Comisi6n del
Servicio Civil normalmente autori-
za para la jubilaci6n anticipada,
cuando la agencia toma medidas
extensas de reducci6n de personal.)
2. No habra reducci6n en el c6m-
puto de las pensions por causa de
la edad en que se jubile un em-
pleado. (Normalmente, la pension
se reduce 2 por ciento por cada afio
menos de 55 que el empleado ten-
ga al moment de su jubilaci6n, ex-
cepto en el caso de los funcionarios
de instituciones encargadas de ha-
cer cumplir las leyes, y los bom-


beros.)

dos de sus cargos a raiz de la eje-
cuci6n del Tratado.
4. Pueden optar por una jubila-
ci6n voluntaria si no desean conti-
nuar su servicio Federal en la Re-
p6blica de PanamA las personas que

el mismo comience a regir, incluso
a qtienes se les transfiera a la Co-
misi6n del Canal de PanamA o a
una Agencia Ejecutiva en la Rep6-
blica de PanamA.
5. En este program de jubila-
ci6n anticipada han sido incluidas
las personas elegibles que sean em-
pleadas inmediatamente antes del
canje de ratificaciones y que tengan
el servicio requerido y opten por
.jubilarse, o se jubilen involuntaria-
mente luego del canje de ratifica-
ciones y antes de la fecha en que
entire en vigor el Tratado. Esta
opci6n proporciona los beneficios de
jubilaci6n anticipada durante el pe-
riodo de 6 meses entire el canje de
ratificaciones y la fecha en que en-

Los estudiantes del noveno grado de la Escuela de Curundf observan la
aeraci6n del agua potable en la Planta Potabilizadora de Miraflores, una
de varias visits de studio que hicieron los estudiantes durante la Semana
de Instrucci6n sobre vocaciones y carreras. Las giras de observaci6n a las
Areas de trabajo fueron programadas con el objeto de dar a los estudian-
tes secundarios un conocimiento de las distintas carreras existentes en su
comunidad y el adiestramiento y la educaci6n que se necesitan para el
desempeiio de estos trabajos.

6. Los empleados elegibles que
se jubilen mediante dicha opci6n
con posterioridad a la fecha en que
comience a regir el Tratado y antes
del 19 de enero del afio 2000, de-
beran haberse empleado inmedia-
tamente antes de la fecha en que
se haga efectivo el Tratado.
7. Los empleados no tendrAn de-
recho a recibir pension bajo este
program a menos que, desde el
canje de ratificaciones del Tratado
hasta la fecha en que el mismo
entire a regir, hayan estado al ser-
vicio continue de la Compania del
Canal de Panama, el Gobierno de
la Zona del Canal. o la Comisi6n
del Canal de PanamA, o de otra
Agencia Ejecutiva en la Zona del
Canal o la Repiblica de PanamA.
8. Al obtener su elegibilidad
para la jubilaci6n, a los empleados
de la Compania del Canal de Pa-
nama o Gobierno de la Zona del
Canal que continien empleados con
la nueva Comisi6n del Canal de
Panama u otra Agencia Ejecutiva
en la Repiblica de PanamA se les
computarA su pension en 2% por
ciento por cada afio complete .que
continuen en dicho empleo a partir
de la fecha efectiva del Tratado,
durante. un mAximo de 20 ailos.
9. El c6mputo de las pensions
continuarA basandose en un pro-
medio de los "tres mejores" afios
de remuneraci6n.
NOTA: La Comisi6n del Servicio
Civil estima en $135 millones el
costo adicional' para finahciar este
program especial de jubilaci6n an-
ticipada. (Este costo se reembolsarA
al Fondo de Jubilaci6n del Servicio
Civil mediante una asignaci6n del
Congress por la suma de $8.4 mi-
ilones por aiio durante un period
de 30 afios.)

Puesto que cualquier mordida por
un animal salvaje debe considerarse
como possible exposici6n a rabia,
hay que obtener prueba positive
mediante la destrucci6n del animal
y examen del cerebro. Esta es la
political del Comit6 Experto en
Rabia de la Organizaci6n Mundial
de Salubridad que es observada en
la Zona del Canal.
La Clinica en Corozal atiende
aproximadamente dos o tres casos
de mordidas de animals salvajes
por mes, con frecuencia en las per-
sonas que demuestren los mejores
motives humanitarios, las que los
rescatan.
Los duefios de animals tambi6n
deben saber que cualquiera de los
animals que aparecen en la lista
de Especies en Peligro de Extinci6n
de los Estados Unidos no pueden
ser Ilevados a los Estados Unidos.
Todos los felinos de PanamA, como
el ocelote y jaguar, estAn incluidos
en dicha lista. Varias leyes de los
Estados Unidos prohiben la intro-
ducci6n al pais de cualquier clase
de mono debido a la ameriaza que
presentan a la salud humana.
