prentices living in the Republic of
Panama have indicated interest in
completing their Associate in Tech-
nology degree at the college but
have not been able to afford the
$65 per credit hour fee. They will
soon be able to take the 24 hours
of college courses they need at the
$25 per credit hour rate.
In addition, Lake hopes the re-
duced rate will encourage other
employees affected by the change
to take advantage of the English
program as well as other fields of
study offered at the college.
While the reduced rate will ex-
tend to all non-U.S.-citizen em-
ployees of the U.S. Goverrrnent
living outside the Canal Zone, it
will n9t extend to members of their
families.

dipper dredge "Cascadas" played an important role in Gaillard Cut.


Construction-Day Dredge Joins Reserves


The Panama Canal's dipper
dredge Cascadas will be taken out
of active service early this month
after more-than a half century of
heavy labor. The Cascadas will be
"placed in the Dredging Division's
reserve fleet where it will be kept
in a ready status to provide backup
for the new dipper dredge Rialto
fM. Christensen.
In the time since it was com-
missioned on October 31, 1915, the
Cascadas has broken records for
performance and has participated in
some of the most important and
dramatic Canal projects.
The arrival of the newly con--
structed Cascadas 62 years ago from
Bucyrus Co. of Port Richmond, N.Y.
was heralded in the CANAL RECORD,
precursor of the SPILLWAY. In the
November 3, 1915 issue it is rec-
orded that the 15-yard dipper
dredge, sister of the Paraiso, arrived
at Cristobal in tow of the tug
M. E. Luckenbach and was taken
through the Canal to Gamboa.
There it was put into working order
in record time, a little over 7 days.
Just 4 months later the Cascadas
was in the news again, this time for
setting a world record for a day's
dredging in Culebra Cut. A story
in the February 23, 1916 CANAL
RECORD celebrated the fact that in
less than 24 hours on February 18,
the Cascadas excavated a total of
23,305 cubic yards of rock and earth
that weighed approximately 35,000
tons, at a rate of about 25 tons per
minute.
For those of us who might fail
to appreciate the magnitude of this
feat, the CANAL RECORD explains
that "one cubic yard of earth would
make a good load for a two-horse
team on a dirt road."
The Cascadas also performed
beyond all expectations in regard to
breakdowns. From the time the
dredge was put into use it was con-
tinuously on the job 'in Culebra Cut
until March of 1916, when it was


brought to the repair dock at
Paraiso for renewal of the starboard
spud. During those 4K months the
Cascadas had excavated 1,447,946
cubic yards of rock and earth and
was delayed by breakdowns only
77 hours and 35 minutes, a mere
2.4 percent of its total working
time. The original design included
a spare boiler and a complete ma-
chine shop; both were contributing
factors in the dredge's exceptional
performance.
The Cascadas was part of the
workforce that accomplished one of
the major improvements to the
Canal, the widening of the 8.3-mile
Gaillard Cut from 300 to 500 feet.
The project spanned 15 years, from
1954 to 1969, and resulted in in-
creased navigational safety and
two-way traffic through the Cut for
nearly all types of ships.


After almost 60 years of Canal
dredging, the Cascadas responded
to a major slide at the original site
of her commissioning. Shortly after
midnight on October 10, 1974, the
East Bank, from stations 1920 to
1930 at Culebra Reach, gave way
and caused shoaling almost to the
centerline of the Canal, requiring
one-lane traffic. This was estimated
to be the largest slide since 1931,
when the bank south of this area
broke and closed the channel for
2 days. The dipper dredge Cascadas
and the clamshell dredge Goliath
were immediately dispatched to the
slide area and removed 380,000
cubic yards in an effort that restored
two-lane ship traffic.
Up to the end the Cascadas en-
joyed a rare history of high pro-
ductivity and infrequent break-

Early Retirement Issue May Go

To President Carter for Decision


Members of United States and
Latin American Civic Councils and
labor unions met with representa-
tives of the office of the Secretary
of the Army on Octol er 21 to dis-
cuss matters of employee concern
relating to the new United States-
Panama Treaty.
Representing the Secretary of the
Army were Charles Ford, Acting
Assistant Secretary for Civil Works,
who was on the Isthmus to attend
the quarterly meeting of the C.Z.
Civilian Personnel Policy Coordinat-
ing Board; Michael Blumenfeld,
Deputy Under Secretary; Raymond
Michael, Personnel Advisor; and
Col. Robert Crittenden, Military
Assistant to the Acting Assistant
Secretary for Civil Works. William
F. Coakley, Special Assistant for
Overseas Civilian Personnel Policy,
was here from the Office of the
Secretary of Defense.
Of immediate concern to both
Civic Councils and labor unions was
the legislation being prepared lo
implement the Treaty. The officials
told both groups that the legisla-
tion is still in thle draft stage and is
being circulated through U.S. Gov-
ernment agencies for comments be-
fore being presented to Congress,
possibly by the end of October.
They reiterated that the legisla-
tion w\,ill contain an early retirement
provision but that the specifics of it
will be decided at a very high


government level, possibly even by
the President himself. They also
stated that the labor unions will
have an opportunity to comment on
the implementing legislation before
it goes to Congress.
In regard to priority placement
for the 5,000 to 6,000 Canal em-
ployees whose jobs will be affected
by the Treaty, the officials said that
two proposals are being worked on,
with Richard M. Conover, Executive
Director of the C.Z. Civilian Per-
sonnel Policy Coordinating Board,
acting as coordinator. The proposals
are (1) to enroll the employees in
the Department of Defense pro-
gram, and (2) to provide priority
placement with other Federal
agencies.
The officials said that priority
placement for Federal jobs in the
United States will not extend to
non-U.S.-citizen Canal employees.

Inspections Delayed
Inspection of commercial ve-
hicles which was to have begun
November I is delayed because
decals have not arrived from the
United States. They are expected
in 2 or 3 weeks.
The SPILLWAY will announce
the new date that inspections
will begin.


A change in the eligibility of
part-time students for reduced tui-
tion fees will allow more U.S.
Government employees to attend
Canal Zone College this spring at
the lower rate.
As of December 14, 1977, the
reduced rate of $25 per credit hour
for part-time students will be ex-
tended to all employees of U.S.
Government agencies regardless of
place of residence. The reduced
rate was previously restricted to
employees living in the Canal Zone
or who were U.S. citizens.
Dr. Kenneth E. Lake, Assistant
Dean of Canal Zone College, ex-
pects that the change will increase
the school's enrollment. He said
non-U.S.-citizen Panama Canal ap-

Three Decades of Teaching Is the Secret


Of Bud Myers' Youth and Enthusiasm


Tolstoi once wrote that "The
happiness of men consists in life.
And life is labor." That's the kind
of thinking DeWitt "Bud" Myers,
Chairman of the Natural Science
Department at Canal Zone College,
can relate to.
Myers claims the distinction of
being the U.S. teacher with the
most years of service in Canal Zone
schools. But more than that sets
him apart from the crowd. He is
one of those rare human beings
who is really happy with his work.
Speaking of his years of involve-
ment in education, he said, "I really
enjoy working. I've hit my stride
as far as interest."
In 1947 Myers and five other
teachers came to the Canal Zone to
develop and supervise various de-
partments for the La Boca Oc-
cupational High School. Classes met
in the old La Boca Elementary
School along the banks of the Canal
until 1948, when a high school
building was completed. Years later
the La Boca Occupational High
School building became the main
building of the Canal Zone College,
where Myers' classroom, laboratory
and office are now located. He is
literally back where he started.
But the years in between were
eventful ones for Myers. One of the
best things to happen to him was
his marriage in 1949 to Alice Fair-
brother, whose father came to the
Isthmus in 1916 as a machinist with
the Industrial Division in Balboa.
They have four children: Gary, 25,
and Mary Alice, 21, both students
at the University of South Florida;
Lynn Marie, 24, a registered physi-
cal therapist in Clarkesville, Tex.;
and 12-year-old Paul, a seventh-
grader at St. Mary's Mission School.
In 1950 Myers became an in-
structor at the La Boca Junior Col-
lege, a branch of the existing junior
college in Balboa that was opened
for Latin American students on the
third floor of the La Boca high
school building. When a change in
Panama Canal policy resulted in
all Latin American students being
taught in Spanish, Myers moved to
Balboa High School where he
taught math, chemistry, and physics
until 1960. The following year he
was appointed chairman of the
science department of the Canal
Zone College, a position he has

held for 17 years. Concerning that,
Myers comments wryly, "Nothing
like knowing the territory."
It is in this role and in teaching
chemistry, his "first love," that
Myers has found tremendous ful-
fillment. When asked what has been
most rewarding in his years of
teaching, he answers unequivocally
that it is the students themselves.
Myers says he has made lasting
friendships with students as well as
experienced the thrill of seeing
them develop into professionals in
their fields. As an example of the
latter he points with pride to the
graduation of his department's first
group of radiologic technology stu-
dents this past May, all of whom
haye passed their board exams for
certification.
Myers is equally enthusiastic on
the subject of life in the Canal
Zone. Here, he believes, are "all
the ingredients for happy living."
He especially appreciates Panama's
"perfect climate for raising healthy

children." He says it hasn't hurt
his golf game, either.
In addition, his ties to the coun-
try and people of Panama go deep.
His wife's grandfather was a well-
known business' and cattleman in
Panama and was once governor of
the Province of Panama.
To talk to Myers is to mine a
wealth' of information on Canal
Zone living over the past 30 years.
Not only can he relate much of
the history of the schools, but he
recalls such incidents in Canal Zone
history as the training of civilians in
1951 to man anti-aircraft machine
guns and cannons as emergency
preparation for defending the
Canal.
Thirty yeats of teaching notwith-
standing, Bud Myers is a man who
acts, thinks, and looks young. He
commented recently, "I don't look
forNa 1i to retirement. I feel it
would be a waste. I don't feel like
I'd like to stop working at this
point. Maybe in 4 more years."

tion of Charles M. Renno, Jr., to
the position of Principal, Cristobal
Junior-Senior High School and
Martin R. Hoffman to Assistant
Principal, Cristobal Junior-Senior
High School.
Renno received his bachelor of
arts degree from William Jewell
College in 1956 and a master of
arts degree from the University of
Redlands in 1968. He has also done
graduate work at the University of
Southern California, California State
College at Los Angeles, Sacramento
State College and Pennsylvania
State University.
Renno has been the Assistant
Principal at Cristobal Junior-Senior
High School since 1974. He came
to the Canal Zone as a teacher in
1971 after 9 years teaching expe-
rience in Barstow, Calif.
Active in professional, civic and
fraternal organizations, Renno is a
member of the American Associa-
tion of School Administrators, the
National Association of Secondary
School Principals, Phi Delta Kappa,
the Elks Club and the Lions Club.

He is married to Adelina Rangel
of Arraijan. They have two chil-
dren: Charles David, 12, and Sandra
Gayle, 8.
Hoffman has been a teacher and
coach in Canal Zone schools since
1968.
After 3 years as a physical edu-
cation instructor at Fort Gulick
Elementary School, Hoffman came
to Cristobal Junior-Senior High
School where he has taught physi-
cal education and coached tennis,
basketball, and soccer.
Hoffman holds a bachelor of
science degree from Texas Lutheran
College in 1965 and a master of
education degree from Southwest
Texas University in 1968, where he
also completed his preparation in
school administration.
Hoffman currently resides in
Coco Solo with his wife, Beverly,
and two children: Scott, 6, and
Allison, 4. He is a member of the
Margarita Union Church, BPO Elks
Lodge 1542, and the Cristobal Coin
Club.
He is a native of Minneapolis,
Minn.


WHO Reports Cholera Cases in Middle East


The World Health Organization
has recently received confirmed ie-
ports of cholera in the Middle East
in Jordan, Lebanon, Syrian Aralb
Republic, and Saudi Arabia. Other
countries may be affected but con-
firmed reports have not been sub-
mitted to the World Health Orga-
nization.
The risk of cholera to United
States travelers is small. There have
been only seven confirmed cases of
cholera among United States trav-
elers in the last 17 years. Generally
speaking, travelers who stay in
tourist accommodation on the usual
tourist itinerary and who are careful
about what they eat and drink will
he at very slight risk of cholera.
The best protection against cholera
is for travelers to avoid potentially
contaminated food and water by
eating only cooked foods which are
still hot, and by drinking only car-
honated bottled water, -carbonated
soft drinks, beer and wine, and
boiled water or water that they have
treated themselves with chlorine or
iodine drops or tablets.
Cholera vaccine is not very effec-
tivc and should not be relied upon
to protect travelers against cholera;
however, during this outbreak, a

The United States has no cholera
vaccination requirement. If return-
ing travelers have severe diarrhea,
the Quarantine Division may obtain
a stool culture and allow the trav-
eler to go on his way. Although
some infected persons may enter
the United States, there is little
danger of transmission of cholera
because cholera is transmitted
through contaminated water or food
and not person-to-person. The water
supplies, sewage disposal, and food
handling in the United States
should be adequate to prevent sec-
ondary transmission of cholera
within the United States.

C.Z. Girl Scout

Council's Annual

Meeting Nov. 5

The annual business meeting of
the Canal Zone Girl Scout Council
will be held Saturday, November 5,
at the Curundu Junior High School
Cafetorium. Registration will be at
11 a.m.; and Col. Gerald H. Cohen
USA (ret.),-Council President, will
call the meeting to order at
11:30 a.m.
The purpose of the meeting is to
review the achievements of the pre-
vious year, hear reports from the
Board of Directors, elect new mem-
bers to the Board, and discuss
projected activities for the coming
year.
The theme of the meeting this
year will be "Worlds to Explore."
This theme was taken from the new
Brownie-Junior Handbook which
gives the girls an new approach to
Girl Scouting in today's world.
Each neighborhood will have a dis-
play based on one of the "Worlds
to Explore" concepts.
All adult members of Girl Scout-
ing are urged to attend this im-
portant meeting. Any visitors and
those interested in Girl Scouting are
most welcome.

Offers Course in

Chinese Cooking


The high school level Gen-
eral Education Development Tests
(GED) will be given at Canal Zone
College on November 10, 11, 12,
and 14. The tests on Thursday,
Friday, and Monday, will begin at
6:30 p.m. and the Saturday session
will begin at 8 a.m.
Many persons who have taken
the GED Tests have received the
Certificate of High School Equiv-
alency, and some who have ob-
tained the minimum scores have
enrolled at the Canal Zone College
or in advanced education in the
United States. Minimum test scores
for the high school certificate are
40 on each test with an overall
average on all five tests of 45.
Anyone interested in taking the
tests may obtain more information
by calling the college office at
52-3304. David Baglien, college
counselor, will be the test super-
visor.


A fee of $7.50 is charged for the
test. This may be paid in the col-
lege office Monday through Friday
from 7:15 to 11:30 a.m. and from
12130 to 3:30 p.m. anytime before
November 10.

Gliding Science Topic of Wednesday Meet


The science of gliding will be
discussed at the November 9 meet-
ing of the Isthmian Scientific Society
at the Quarry Heights Officers'
Club. The featured speaker for the
evening will be Clarence L. (Bob)
Crawford who recently became the
first pilot to successfully fly a glider-
across the Isthmus of Panama.
The program for the evening in-
cludes cocktails at 6 p.m. and dinner
at 7 p.m., followed by Crawford's
lecture. A film on gliding will sup-


plement Crawford's presentation.
The meeting is open to the general
public. Those wishing to attend

moth floating steam shovel estab-
lished a record which will be hard
to better.
While the day of accomplishing
great deeds is over for the Cas-
cadas, the memory of her past serv-
ice has been preserved. A reproduc-
tion of a painting of the dipper
dredge by local artist Alwyn
Sprague appears on the Canal Zone
13-cent postage stamp.


They compared these employees to
Vietnamese employees of the U.S.
Government in Vietnam, who were
not offered Federal employment in
the United States. There is, how-
ever, a liberalized immigration pro-
vision in the implementing legisla-
tion for non-U.S.-employees of the
Canal organization.
It was also explained that the
priority placement provision will
not allow U.S.-citizen employees of
the Canal organization to be placed
ahead of Federal employees in the
United States who are already up
for priority placement. The officials
pointed out that the recent closing
of a Department of Defense facility
in Philadelphia put civilians out of
work and that employees such as
these are also deserving of con-
sideration.
When questioned about the
5-year rotation of Canal organiza-
tion employees who are converted
to the Department of Defense pro-
gram, it was stated that those enm-
ployed at the time the Treaty enters
into force will be "grandfathered"
into the system and not subject to
rotation.


The Latin American Civic Coun-
cils were assured by the officials
that children of non-U.S.-citizen
Canal employees enrolled in Canal
Zone schools when the Treaty en-
ters into force will be allowed to
continue in those schools through
graduation. Asked what would be-
come of non-U.S.-citizen teachers
under a Department of Defense
school system, they replied that the
teachers would be absorbed into
the system.


Legion Dance Set

For November 11
A dance for the young at heart
is planned by the Department of the
American Legion, Post No. 1, at
Fort Amador, on November 11.
Lucho AzcArraga will provide
music for the dance from 8 p.m. to
midnight. There will be door prizes
and reduced prices for drinks.
Tickets at $1.50 per person will
be on sale at the door of the up-
stairs ballroom.

CFC Short of Goal as Drive Ends


On the 26th day of the Com-
bined Federal Campaign with only
a few days remaining in the annual
drive, Panama Canal contributions
had reached $224,746.38.
During the past week, the Per-
sonnel Bureau hit the 100.3 percent
mark, joining the Supply and Com-
munity Service Bureau, the only
other Canal bureau to go over the
top in this year's campaign.
Reports from the non-Panama
Canal agencies show that four of
these agencies have reached their


goals. They are Air Force, 108 per-
cent; Embassy-AID-USIS, 106.5
percent; Southern Command, 110.5
percent; and Federal Highway Ad-
ministration, 100 percent.
Combined Panama Canal and
non-Panama Canal figures indicate
that $304,555.81 or 78.3 percent of
the overall total goal of $388,714
had been collected.

It's better to attempt to do some-
thing and fail than to attempt to
do nothing and succeed.

31 de octubre de 1915, la Cascadas
ha superado las marcas por su de-
sempefio y ha participado en algu-
nos de los proyectos mis importan-
tes y dramaticos del Canal.
La Ilegada de la reci6n construi-
da Cascadas hace 62 afios, proce-
dente de la Cia. Bucyrus, de Port
Richmond, Nueva York, fue publi-
cada en el CANAL RECORD, precur-
sor del SPILLWAY. En la edici6n del
3 de noviembre de 1915 se public
que la draga de cuchar6n de
15 yards c6bicas, hermana de la
Paraiso, habia llegado a Crist6bal
remolcada por el remolcador M. E.
Luckenbach y Ilevada a trav6s del
Canal hasta Gamboa. AIli entr6 en
operaci6n despu6s de un minimo de
tiempo, tm poco mAs de 7 dias.
Justamente 4 meses mas tarde la
Cascadas apareci6 en las noticias
otra vez, esta vez por establecer
una marca mundial por un dia de
dragado en el Corte Culebra. Un
articulo que apareci6 en la edici6n
del 23 de febrcro de 1916 en el
CANAL RECORD celebraba el hecho
de que en menos de 24 horas el
18 de febrero, la Cascadas habia
excavado un total de 23,305 yards
cibicas de rocas y tierra que pes6
aproximadamente 35,000 toneladas,
a raz6n de 25 toneladas por minute.
Para quien dejase de apreciar la
magnitude de esta hazafia, el CANAL
RECORD explica que "una yarda cA-
bica de tierra seria una buena carga
para una yunta en un camino rural".
La Cascadas tambi6n se desem-
pefi6 mas alli de todas las expec-
tativas con respect a averias. Desde
el moment en que la draga entr6
en operaci6n estuvo continuamente
trabajando en el Corte Culebra has-
ta marzo de 1916, cuando fue traida


al muelle de reparaciones en Pa-
raiso para la renovaci6n del puntal
de estribor. Durante aquellos 4 me-
ses y medio, la Cascadas habia ex-
cavado 1,447,946 yards c6bicas de
rocas y tierra y su dilaci6n por
motive de averias s61o fue de 77 ho-
ras y 35 minutes, o sea s61o un
2.4 por ciento del total de horas de
operaci6n. El disefio original incluy6
una caldera de repuesto y un taller
complete de maquinaria; ambos
fueron factors contribuyentes al
desempeiio excepcional de la draga.
La Cascadas form6 part del
equipo que complete una de las me-
joras mAs grandes al Canal, el en-
sanche del Corte Gaillard de 300
a 500 pies en toda su extension de
8.3 millas. El proyecto dur6 15 afios,
desde 1954 hasta 1969, y tuvo como
resultado mayor seguridad para la

cos estadounidenses y latinoameri-
canos, y sindicatos obreros se re-
unieron con representantes de la
Oficina del Secretario del Ej6rcito
el 21 de octulre para tratar sore
asuntos de interns para los emplea-
dos con relaci6n al nuevo. Tratado
entire los Estados Unidos y Panama.
Los representantes del Secretario
del Ej(rcito fueron Charles Ford,
Sul:secretario [nterino para Obras
Civiles, que vino al Istmo con el
objeto de asistir a la reunion tri-
mestral de la Junta Coordinadora
de Political para Personal Civil de
la Zona del Canal; Michael Blu-
menfeld, Subsecretario Suplente;
Raymond Michael, Asesor de Per-
sonal; y el Coronel Robert Critten-
den, Asesor Militar del Subsecreta-
rio Interino para Obras Civiles.
William F. Coakley, Asesor Espe-
cial de Politica para Personal Civil
en Ultramar, de la Oficina del Se-
cretario de Defensa tambi6n acudi6.
De interns inmediato tanto para
los Consejos Civicos como para los
sindicatos obreros fue la legislaci6n
que se prepare para la ejecuci6n del
Tratado. Los funcionarios comuni-
caron a ambos grupos que la legis-
laci6n a6n estaba en etapa de bo-
rrador y que la estaban circulando
por las agencies del Gobierno de
los Estados Unidos a fin de obtener
sus comentarios antes de presen-
tarla al Congreso, que seria posi-
blemente para fines de octubre.
Reiteraron que la legislaci6n in-
cluiria una disposici6n sobre la ju-

bilaci6n anticipada, pero que los
detalles especificos de la misma
serian decididos a un nivel de go-
bierno sumamente elevado, posible-
mente el propio Presidente. Tam-
bi6n dijeron que los sindicatos obre-
ros tendr:n oportunidad de hacer
comentarios sobre la ejecuci6n de
la legislaci6n antes que se someta
al Congress.
Con respect a la colocaci6n
prioritaria de los 5,000 a 6,000 em-
pleados del Canal cuyos empleos
serin afectados por el Tratado, los
funcionarios dijeron que estaban
considerando dos propuestas con
Richard M. Conover, Director Eje-
cutivo de la Junta Coordinadora de
Political para Personal Civil de la
Zona del Canal, que funge como
el coordinator. Las propuestas son:
(1) inscribir a los empleados cn cl
program del Departamento de De-
fensa, y (2) ofrecer colocaci6n prio-
ritaria con otras agencies Federales.

El revisado de vehiculos co-
merciales programados para ini-
ciarse el 19 de noviembre ha sido

lebradas en el Club Elks de Brazos.
El Premio Aguila es el mas alto
que un nifio Explorador puede ga-
nar. Scot es hijo del CapitAn Ha-
milton Slimon y Sra., y Ralph es
hijo de Ralph Hauke y Sra.


Tolstoi una vez escri)bi que "La
felicidad de los hombres depended
de la vida que Ilevan. Y la vida es
trabajar". Esa es la clase de pensa-
niento que tiene Dewitt "Bud"
flyers , Jefe del Departamento de
Ciencias Naturales en la Universi-
dad de la Zona del Canal.
Myers se ha ganado la distinci6n
de ser el professor estadounidense
con mais afos de servicio en las es-
cuelas de la Zona del Canal. Pcro
hay mAs que eso que lo distingue
del resto de las gentes. Es uno de
esos series humans excepcionales
que estt realmentc feliz con su tra-
bajo. Al hablar de sus afios dedi-
cados a la ensefianza, dice, "En
realidad me gusta trabajar. He lo-
grado un ritmo do tralajo que se
ajusta a mi interns".
En 1947 Myers y olros cinco
maestros Ilegaron a la Zona del
Canal para establecer y supervisor
various departamentos en la Escuela
Secundaria de La Boca. Las classes
se reunian en la antigua Escuela
Primaria de La Boca a lo largo de
las orillas del Canal hasta 1948,
cuando un edificio para la escuela
secundaria fue completado. Afios
despuis el edificio de la Escucla
Secundaria de La Boca fue desig-
nado como el edificio principal de
la Universidad de la Zona del
Canal, en donde estan ubicados el
sal6n, el laboratorio y la oficina de
Myers. Literalmente 61 ha regre-
sado a su punto de partida.
Pero los afios intermedios fueron
felices para Myers. Lo mejor que le
pudo suceder fue su matrimonio en
1949 con Alice Fairbrother, cuyo
padre llcg6 al Istmo en 1916 como
maquinista con la Divisi6n Indus-
trial en Balboa. Myers y su esposa
tienen cuatro hijos: Gary de 25 afios
de edad y Mary Alice de 21 aios
de edad, son estudiantes en la Uni-
versidad de South Florida; Lynn
Marie de 24 aiios de edad, es fisio-
terapeuta titulada en Clarkesville,
Texas y Paul, de 12 afios de edad,
es estudiante en el s6ptimo grado
de la Escuela de St. Mary's Mission.
En 1950 Myers ingresb como ins-
tructor en la Universidad de La
Boca, un ramo de ]a actual Uni-
versidad en Balboa que abri6 sus
puertas a los estudiantes latinoame-
ricanos en el tercer piso del edificio
de la Escuela Secundaria de La
Boca. Cuando un cambio en la po-
litica del Canal de Panaml trajo por
resultado que se dictaran classes en
espafiol a todos los estudiantes lati-
noamericanos, Myers se traslad6 a
la Escuela Secundaria de Balboa,
donde dict6 classes de matemiticas,
quimica y fisica hasta 1960. El ailo


siguiente fue nombrado jefe del de-
partamento de ciencias de la Uni-
versidad de la Zona del Canal, po-
sici6n que ha ocupado durante
17 afios. Con relaci6n a los comen-
tarios de Myers, "No hay nada como
conocer el terreno".
Es en este papel ,y en impartir
instrucci6n en quimica, su "primer
amor", que Myers ha encontrado
una tremenda satisfacci6n. Cuando
eI preguntan cual ha sido el aspect
mas agradable en sus afios de en-
sefianza, responded inequi\ocamente
que ha sido los mismos estudiantes.
Myers dice que ha hecho amistades
perdurables con los estudiantes y
que ha experimentado la emoci6n
de verlos formarse como profesio-
nales en sus campos. Como ejem-
plo sefiala con orgullo la graduaci6n
en mayo del primer grupo de estu-
diantes de tecnologia radiol6gica de
su departamento. Todos pasaron los
examenes de la junta y obtuvieron
sus certificados.
Myers se siente satisfecho de su


vida en la Zona del Canal. Aqui,
dice estin "todos los ingredients
para tener una vida feliz". Aprecia
especialmente a PanamA por "su
clima perfect para criar nifios sa-
ludal:les". Dice que su pericia en el
juego de golf tampoco ha sufrido.
Ademtis, sus lazos con el pais y
las gentes de PanamA son estrechos.
El abuelo ,de su esposa era un co-
merciante y ganadero muy conocido
en PanamA y una vez fue gober-
nador de la Provincia de PanamA.
Hablar con Myers es como ex-
traer riquezas de informaci6n sobre
la vida en la Zona del Canal duran-
te los illtimos 30 ailos. No s6lo
puede contar much de la historic
de las escuelas, pero recuerda inci-
dentes tales como el adiestramiento
de civiles en 1951 en el manejo de
ametralladoras y cafones antia6reos
como preparativos de emergencia
para la defense del Canal.
No obstante sus 30 aros de ser-
vicio, Bud Myers es un hombre que
act6a, piensa y luce joven.

El inspector de escuelas David
A. Speir recientemente anunci6 los
ascensos de Charles M. Renno, Jr.,
a la posici6n de Director de la Es-
cuela Secundaria de Crist6bal y de
Martin R. Hoffman a la posici6n de
Subdirector de la mnisma.
Renno obtuvo su Licenciatura en
Letras de la Universidad William
Jewell en 1956 y su Maestria en
Letras de la Universidad de Red-
lands en 1968. Tambi6n hizo traba-
ios de graduado en la Univ:,rsidad
de Southern California, la Univer-
sidad del Estado de California en
Los Angeles, la Universidad del
Estado de Sacramento y la Uni-
versidad del Estado de Pensilvania.
Renno ha desempefiado la posi-
ci6n de subdirector de la Escuela
Secundaria de Crist6bal desde 1974.
Lleg6 a la Zona del Canal como
maestro en 1971 despu6s de 9 afios
de experiencia en ensefianza en
Barstow, California.
Activo en organizaciones profe-
sionales, civicas y fraternales, Renno
es miembro de la Asociaci6n Ame-
ricana de Administradores de E:s-
cuelas, la Asociaci6n Nacional de
Directores de Escuelas Secundarias.
Phi Delta Kappa, el Club Elks y el
Club de Leones.
Casado con Adelina Rarigel, de


Arraijain, Renno y su esposa tienen
dos hijos: Charles David de 12 afios
de edad y Sandra Gayle de 8 afios
de edad.
Martin R. Hoffman, el nuevo sub-
director, viene desempefiAfndose
como maestro y entrenador en las
escuelas de la Zona del Canal desde
1968.
Despu6s de 3 afios como instruc-
tor de educaci6n fisica en la Es-
cuela Primaria de Fuerte Gulick,
Iloffman se integr6 a la Escuela
Secundaria de Crist6bal done ade-
nmis de enseiiar educaci6n fisica
sirvi6 como entrenador de tenis,
baloncesto y flitbol.
Hoffman obtuvo su Licenciatura
en Ciencias de la Universidad Lute-
rana de Texas en 1965 y su Maes-
tria en Educaci6n de la Universi-
dad de Southwest Texas en 1968,
donde complete su preparaciin en
administraci6n de escuelas.
Ioffman reside en Coco Solo con
su esposa Beverly y sus dos hijos:
Scott de 6 afios de edad, y Allison
de 4 aiios de edad. Es miembro de
]a Iglesia Unida de Margarita, de
la Logia BPO Elks 1542 y del Club
Numismintico de Crist6bal.
Hoffman es oriundo de Minnea-

Descubren Casos de C61era en Medio Oriente


La Organizaci6n Mundial de Sa-
lubridad recibi6 recientemente in-
formes que confirman la epidemia
de c6lera en el Medio Oriente en
Jordania, Libano, la Repdblica Ara-
be Unida y Arabia Saudita. Es po-
sible que otros paises esten afecta-
dos, pero la Organizaci6n no ha
recibido confirmaci6n.
Hay poco riesgo de que los via-
jeros estadounidenses se contagien
del c6lera. En los iltimos 17 aios
s6lo siete casos del cl6era han sido
confirmados entire los viajeros de
los Estados Unidos. Hablando en
l6rminos generals, los viajeros que
se hospeden en aposentos turisticos
incluidos en el itinerario turistico
regilares y que se cuiden de lo que
comen y been, disminuyen asi su
riesgo del c6lera. La mejor protec-
cion contra el c6lera es evitar ali-
mentos y agua potencialmente con-
laininados, comer s6lo alimentos co-
cidos que a'ln estcn calientes y
el)hcr s6lo agua carbonatada em-
lotellada, refrescos, cerveza y vino,
Siaglla hervida o agua que haya
sido Iratada con cloro o gotas do
yodio o tablets.
La vacuna contra el c61lra no es
muy efclctiva y por 1o tanto no so
deberia confiar en ella para prote-
ger a los viaieros del colera; sin
embargo, durante esta epidemia, se
necesitari una vacuna contra el c6-
lera y un Certificado Internacional
de Vacuna contra el Cl6era para
hacer mas fiicil el viaje de una
fronitera a otra.


Los Estados Unidos no require
vacuna contra el c6lera. Si los via-
jeros que regresen tienen diarrea
grave, la Divisi6n de Cuarentena
obtendra un cultivo del excremento
y permitira que el viajero continue
su viaje. Aunque algunas personas
infectadas pueden entrar a los Es-
tados.Unidos, hay poco peligro de
que el c6lera sea transmitido debi-
do a que es transmitido por inter-
medio del agua o los alimentos
contaminados y no por persona a
persona. Los abastecimientos de
agua, la depuraci6n de aguas fe-
cales, y la forma de preparar los
alimentos en los Estados Unidos
deberin ser adecuados a fin de evi-
tar la transmisi6n de casos leves del
clera por los Estados Unidos.

Gulick (izquierda), present la prestigiosa Cruz de Bronce de Encomio de
la Legi6n de Valentia al Cadete Mayor Fernando Esclopis, Comandante,
Primera Brigada del ROTC, de las Escuelas Secundarias de Balboa y
Crist6bal. La Cruz de Bronce, presentada a dicho alumno de l6timo afio
de la Escuela Secundaria de Balboa, despu&s del Desfile el Dia de Vete-
ranos, es una de cinco otorgadas en la Primera Regi6n del ROTC, que
abarca unos 20 estados. La nominaci6n para el premio TRADOC (Coman-
do de Instrucci6n y Doctrina del Ejercito de Estados Unidos), el segundo
mis alto honor que puede recibir un cadete, fue hecha por el Director

Los Eximenes de Desarrollo Ge-
neral de Educaci6n (DGE) a nivel

James A. Mathis, auditor auxiliar
de la Divisi6n de Auditoria General,
Oficina del Vicepresidente de Fi-
nanzas, ha sido ascendido a la po-
sici6n de Auditor General de la
Compaiiia del Canal de PanamA.
Oriundo de Arkansas, Mathis re-
cibi6 su educaci6n primaria en las
escuelas p6blicas de North Little
Rock y se gradu6 de la Escuela
Secundaria Ole Main. Antes de ob-
tener su Licenciatura en Letras con
especializaci6n en contabilidad de
la Universidad Bautista Ouachita,
Arkadelphia, Arkansas, prest6 4 arios
de servicio en la Armada de Esta-
dos Unidos. Mathis ha participado
en various programs de adiestra-
miento administrative y en 1973
asisti6 al Seminario para Ejecutivos
dirigido por la Comisi6n de Servi-
cios Civiles.
Antes de incorporarse a la Divi-
si6n de Auditoria General en junior
de 1957 como Auditor supervisor,
Mathis ocup6 la misma posici6n en
la Auditoria General de la Divisi6n
de Operaciones, Oficina Regional
de Nueva Orleans. Fue ascendido
en julio de 1974 a la posici6n de
Auditor General Auxiliar y se ha
dcsemperiado como Auditor Gene-
ral interino durante los iltimos
meses.
La Sra. Mathis, cuyo nombre de
soltera es Jo Anne Sorrell, es Exa-
minadora Supervisora de Reclamos
de la Oficina del Vicepresidente de
Finanzas. Sus padres son empleados
jubilados del Canal, Charles J.
Sorrell, que fue el operario de mis
antigiiedad de la Caseta de Con-
trol, y Louise Sorrell, que trabaj6
durante muchos afios en la Coope-
rativa de Empleados P6blicos de la
Zona del Canal en Balboa. Su hija,
Kathy Mathis esti en el l6timo afio

colocaci6n prioritaria para emplcos
Federales en los Estados Unidos no
serr extendida a los empleados no
estadounidenses del Canal. Citaron
el caso de los empleados vietname-
ses del Golierno de los Estados
Unidos en Vietnam, a quienes no se
les ofreci6 empleos Federales en
los Estados Unidos. Sin embargo,
hay una disposici6n sobre inmigra-
ci6n liberalizada en la ejecuci6n de
la legislaci6n para empleados no
estadounidenses de la empresa del
Canal.
Tambi6n explicaron que las dis-
posiciones para la colocaci6n prio-
ritaria no permitirin que empleados
estadounidenses de la empresa del
Canal sean colocados por delante
de los empleados Federales en los
Estados Unidos que ya eran consi-
derados para la colocaci6n priori-
taria. Los funcionarios indicaron
que el reciente cierre de una ins-
talaci6n del Departamento de De-
fensa en Filadelfia dej6 cesante a
los civiles y que empleados como
estos tambi6n tenian derecho a esta
consideraci6n.
Cuando se pregunt6 sore el tras-
lado quinquenal de los empleados
de la empresa del Canal que serAn
integrados al Departamento de De-
fensa, respondieron que aquellos

Senda Unida no ha Logrado Meta


A los 26 dias de iniciada la Cam-
pafia Federal Combinada y faltando
s6lo unos dias para que termine la
campafia annual, las contribuciones
del Canal de PanamA ascendieron
a $224,746.82.
La semana pasada, la Direcci6n
de Personal alcanz6 el 100.3 por
ciento, colocAndose en la misma
categoria que la Direcci6n de Abas-
to y Servicios Comunales, la inica
otra direcci6n del Canal en supe-
rar la meta en esta campafia.
Los informes recibidos de las
agencies que no forman parte del


Canal de Panama demuestran que
cuatro de estas agencies han al-
canzado sus metas asignadas. Ellas
son la Fuerza A6rea con 108 por
ciento; la Embajada de Estados
Unidos-AID-USIS con 106.5 por
ciento; el Comando Sur, 110.5 por
ciento; y la Administraci6n Federal
de Carreteras 100 por. ciento.
Las cifras combinadas del Canal
de PanamA y las agencies que no
forman parte del Canal indican que
se ha logrado recaudar $304,555.81
6 78.3 por ciento de la meta global
de $388,714.

drin continuar asistiendo a esas es-
cuelas hasta su graduaci6n. Cuando
preguntaron qu6 seria de los maes-
tros no estadounidenses bajo el sis-
tema escolar del Departamento de
Defense, respondieron que los maes-
tros serian incorporados en el sis-
tema.
