The Training and Management
Development Staff, Personnel Bu-
reau, announces the availability of
a correspondence program offered
by the National Independent Study
Center, Denver Region, U.S. Civil
Service Commission, Denver, Colo.
Some advantages to this new pro-
gram include: reduced costs, oppor-
tunity for independent study and
greater in-depth exploration, study
materials which may be kept for
later review. Participants progress at
their own speed, and the program
does not require the taking of large
blocks of time away from the job.
The following courses are now
available, or will be available
shortly: Position Management and


from the Canal Zone United Way to aid in its myriad
year-round programs for Isthmian residents young
and old.

is not completed in a timely manner.
No participant will be permitted to
enroll in more than two courses at
one time. Enrollment procedures are
the same as those for the tuition
refund program except that the
agency is billed directly. There is
no cost or tuition charge to par-
ticipants.
The Personnel Bureau will be
notified of course completion and a
training record placed in the em-
ployee's official personnel file. Addi-
tional information may be obtained
from bureau training program man-
agers or administrative officers.

Courses are open for continuous

All interested Panama Canal Com-
pany-Canal Zone Government em-
ployees are eligible to apply for any
of the courses offered, subject to
necessary management approvals
based upon a showing that the
course is sufficiently related to the
employee's official duties. The time
limit for each course varies from


A goal of $388,714 has been set
this year for the 14th Annual Com-
bined Federal Campaign conducted
by U.S. Government agencies on the
Isthmus. The drive will begin offi-
cially on September 22 and con-
tinue through November 4.
Funds from this once-a-year drive
will be used to support 23 par-
ticipating agencies in the Canal
Zone United Way and six organiza-
tions which make up the Interna-
tional Service Agencies. This is the
only fund-raising drive to be held
for these voluntary health and wel-
fare groups this year.
The goal for the Panama Canal
organization is $255,200. Individual
staff and bureau goals in the United
Way campaign this year are: Civil
Affairs, 41,100; Financial Vice Pres-
ident, $8,750; Engineering and Con-
struction, $49,200; Health, $28,800;
Marine, $48,200; Personnel, $6,050;
Staff, $8,300; Supply and Com-
munity Service, $31,600; Transpor-
tation and Terminals, $33,200.
Other goals set are: Air Force,
$21,900; Army, $75,000; Navy,
$7,120; Southern Command, $3,200;
Embassy-AID-USIS, $1.080; Fed-
eral Aviation Administration, $3,060;
Federal Highway Administration,
$250; District Court, $400; Smith-
sonian Institute, $1,080.

Approximately 90 percent of the
contributions will go to the Canal
Zone United Way and the re-
maining 10 percent to the Interna-
tional Service Agencies.
To make it easy to contribute to
the United Way, all permanent em-
ployees and members of the Armed
Forces may make their contributions
by installments through the popular
payroll deduction plan. Those who
wish may make cash contributions.

Spanish Classes at 'Y'
Conversational Spanish classes
will begin at the Balboa YMCA on
September 20. The 12-week course
will emphasize correct pronuncia-
tion, development of a useful and
extensive vocabulary, and usage of
everyday phrases.
The classes will be offered Tues-
day and Thursday mornings at
9 a.m.


Little kids get a helping hand at the pool at the Balboa
YMCA when they show up for the Y's "tiny tot"
swimming classes. And the YMCA gets a helping hand

Papers to Personnel

Panama Canal employees who
claim service in any of the Armed
Forces must have copies of their
discharge papers (DD214) included
in their official personnel files.
Ex-service personnel presently
employed in the Canal organization
are urged to bring a DD 214 for
each period of service to the Per-
sonnel Office (Personnel Records-
Administrative Branch) for verifica-
tion.
Early verification of claimed mil-
itary service is particularly important
to employees making plans to retire.


20+ Volleyball League

To Begin Sept. 26/27
The Panama Canal Recreation
Services Office will be starting a men
and women's volleyball league for
employees and dependents 20 years
and over. League play for the men
will start on September 26 and for
the women on September 27. Players
interested may sign up at the Balboa
Gymnasium from September 6
through the 20th during the hours
of 5 p.m. to 9 p.m. on weekdays,
and on Saturdays from 9 a.m. to
4 p.m.

Club Panatica Tour

Set for October 10

The Club Panatica-a group of
Panamanians and Costa Ricans who
work in Gatun-is making plans for
its annual excursion to San Jose and
Puerto Limon, Costa Rica.
The tour will leave Colon on
Monday, October 10, and return on
Wednesday, October 19.
The last 3 days of the trip will be
spent in Puerto Limon so members
can take part in the annual carnival.

Women's Club To Hold

Coffee September 20

The Atlantic Christian Women's
Club will hold its next coffee at
8:45 a.m., Tuesday, September 20,
at the Margarita Elks' Club.
Dr. Rosa Lewis, a pediatrician and
the mother of three daughters, will
be the guest speaker. She is a native
of Argentina.
Music will be provided by Kay
Hamilton of Gatun.
A special feature will be several
skits on the theme of love by the
group "Los Embajadorcitos."

The Electrical Division responded in fine fashion to an llth-hour request
by the National Broadcasting Co. to install phone lines and power outlets
for a live satellite telecast to show reaction of Canal Zone residents to
the signing of the new Canal treaty. Vicente Morgan is shown testing
one of the power cables installed by a three-man crew from the Electrical
Work Branch headed by branch chief James Bradley.

The Panama Canal Recreation
Services Office will be starting its
Recreation Youth Basketball League
for Panama Canal Company-Canal
Zone Government dependents at-
tending Canal Zone schools.
The Youth Basketball Program
will have two divisions: First Divi-
sion will be first through third grade,
Second Division will be fourth
through sixth grade.
Parents may sign up their chil-
dren at the Balboa High School
Gym from September 6 through the
20th from 5 p.m. to 9 p.m. on week-


days and on Saturdays 9 a.m. to
4 p.m.
The Youth Basketball season will
start October 1 and go on through
December 10, 1977.
All games will be played on

The "Menelaus" enters Mirafldres Locks during her maiden voyage of the
Panama Canal. Owned by BP Tankers and operating under Ocean Trans-
port and Trading, she is one of four sister ships who will be transiting
the Canal on a regular basis in the Barber Blue Sea Line Service.
Originally, BP Tankers ordered two ultra-large crude carriers but the
decline in the tanker market changed the order and had the four general
cargo ships that could transit the Panama Canal built instead. The
"Menelaus" has a length of 540 feet, a beam of 85.3 feet and a gross
tonnage of 16,031 tons. Fenton & Co., Inc. is the ship's agent at the Canal.


Annual Cat and Dog Registration

Begins in Canal Zone October 3


The annual Canal Zone dog and
cat registration campaign will begin
October 3 and continue throughout
the month.
Vaccination against rabies is a
prerequisite to licensing of the
animals.
According to the Division of Vet-
erinary Medicine, anyone residing in
the Canal Zone who owns, keeps,
or has custody of a dog or cat that
is 4 months of age or older must
have it licensed each year. Dogs,
however, are vaccinated only every
3 years while cats must be vac-
cinated annually.
Vaccination and licensing can be
accomplished in one stop. The li-
cense will be issued as soon as the
dog or cat has been vaccinated or


when a valid certificate of prior
vaccination is presented.
Pacific side residents may take
their pets to the Corozal Animal
Hospital without an appointment
from 8 a.m. noon on weekdays
during October. For service during
afternoon hours; they must call
52-3457 for an appointment.
Atlantic side residents who take
their dogs and cats to the Animal
Hospital at Mindi must first call
43-1912 for an appointment. Any-
one without an appointment will
have to wait until all those with
appointments have been attended.
The fee for rabies vaccination,
license and tag for Canal organiza-
tion employees, and for pet owners
who live on military reservations,
is $5.

Square Dancing Class

Starts September 22
A new class in basic square
dancing will start at Curundu Ele-
mentary School Gymnasium on
Thursday, September 22 at 7:30 p.m.
It will be taught by Dr. Bill Bailey,
a certified Callerlab teacher and
caller.
Callerlab is an international or-
ganization of professional square
dance callers which was formed in
the United States in. 1974 for the
purpose of setting and maintaining
standards of teaching and calling.
The need for such an organization
grew from the popularity and
growth of square dancing through-
out the world. Dancers needed to
be able to move freely from one
community to another and still be
proficient enough to enjoy their
hobby.
With the organization of Caller-
lab, guidelines now exist to identify
the different levels of dancing. They
are known as "Fifty-Basic" level,
"Mainstream" and "Advanced."
Dr. Bailey's class will be geared to
the "Mainstream" level. After stu-
dents have achieved this level, those
who wish, may continue to the
"Advanced" level.

If you do all your singing in the
shower and long to join a group
that has a more serious interest in
music, the Sweet Adelines would be
for you.
In case you don't know-the Sweet
Adelines is a women's barbershop
type singing club on the Atlantic
side who have become well known
for their successful concerts in the
past. On several occasions they have
traveled to the United States where
they have met in competition with
other Sweet Adelines. It is a big
international organization.
La Donna Forrest, Sweet Adelines
publicity chairman, has announced
that the first meeting of the year
was held last Monday and that sub-
sequent meetings will be held each
Monday at the Cristobal Women's
Club in Margarita.

She will help prospective members
get transportation and direct them
to the Women's Club.


Children in need of a temporary home, find comfort and entertainment
from social workers of the Canal Zone Foster Home Program and a foster
home volunteer parent at whose home this picture was taken. At the far
left, Livia Hassine, Social Worker with the Division of Public Health,

United Way to provide temporary homes for children whose own families

C.Z. Expire Sept. 30
Canal Zone Hunting licenses are
due to expire at midnight Sep-
tember 30.
Applicants wishing to renew this
license may apply beginning Sep-
tember 19, 1977 at either the Ancon
or Margarita License Section offices
during the hours of 7:30 to
11:45 a.m. and 1 to 4 p.m. week-
days.
Applicants residing in the Repub-
lic of Panama must show proof that
the rifle or shotgun to be used for
hunting is registered by the Govern-
ment of Panama.
All applicants will be required to
list the make, caliber, and serial
number of the weapon they plan to
use for hunting.
The fee is $1.

SCUBA Course
A new SCUBA class will start at
the Balboa YMCA on Monday, Sep-
tember 19.
All equipment is provided for the
4-week course.
Classes will meet from 6 to
8:30 p.m., Monday, Wednesday and
Friday.

Nights Scheduled
Parents of junior and senior high
school students will again have an
opportunity to visit their son or
daughter's classroom during the
seventh annual "Back - to - School
Night for Parents."
The individual school dates are:
Curundu Junior High School, Sep-
tember 20, 7 p.m.
Cristobal Junior-Senior High School,
September 22, 7 p.m.
Balboa High School, September 27,
7 p.m.
All schools will conduct an ab-
breviated schoolday during the
evening. Parents are encouraged to
follow their son or daughter's daily
schedule. Each class period will be
approximately 15 minutes, during
which time each classroom teacher
will outline the year's course of
study and answer questions.

Civic Councils Play Important Role

In Life of Canal Zone Residents


Canal Zone Civic Councils will
soon prepare their slates of can-
didates for the November election
of representatives from the various
townsites on the Isthmus. The an-
nual election, held during the first
week of November, is the one op-
portunity that Canal Zone residents
have to choose democratically the
leaders from their communities who
will maintain close contact with
officials of the Panama Canal Com-
pany-Canal Zone Government.
What does a Civic Council repre-
sentative do? He. attends monthly
meetings of 1h, Cii'i :Council, and
during the month, he acts as a
channel for community suggestions
or complaints on topics such as
products available in the retail store,
street signs and traffic patterns, prob-
lems related to housiwtu or to treat-
ment at Gorgas or Coco Solo Hos-
pital, and other community issues
that may arise. The Civic Council
representative may also provide in-
formation to residents on who their
respective U.S. Senators or Repre-
sentatives are.
The most important function of a
.Civic Council representative is that
of being the person in the commu-
nity that a resident can turn to with
the statement: "I have a problem
about so-and-so in my neighbor-
hood and I don't know who to call
to fix it."
Periodically, each Civic Council
sends, delegates to an Executive
Council meeting with the Canal
Zone Governor, where the Councils
can then bring to the highest level
of authority the community prob-
lems that they have not been able
to solve at the lower levels. These
Executive Council meetings also
provide pertinent, up-to-date infor-
mation from the Governor which
the Councils can then take back to
their communities.
During the recent years of treaty
negotiations, Civic Council mem-
bers have attended meetings with
Ambassador Ellsworth Bunker, Sec-
retary of the Army Howard Cal-
laway, Secretary of the Army Clif-
ford Alexander, the Panama Canal
Subcommittee of the House Mer-
cLant Marine and Fisheries Com-
mittee, and various Senators and
Representatives. In these meetings,

the Civic Council representatives
had ample opportunity to provide
input to these officials on what their
constituents were thinking and say-
ing about the proposed treaty. Civic
Council representatives have also
been involved in four trips to Wash-
ington, D.C., where they presented
testimony to various Congressional
committees and visited Congres-
sional offices to present the views of
Canal Zone residents.
Although the Civic Councils are
not law-making bodies, they do
serve an important function in the
Canal Zone community. Persons
who are interested in being a part
of these Councils and who would
like to submit their names as can-
didates for election should contact
the various Council presidents.

Rainbow Girls Make

Clean Sweep of

Gold Coast Roads
If one girl can pick up 513.3 tin
cans in 1 hour, how many tin cans
can nine girls pick up in 4 hours.
Don't get out your pencil and
paper. This isn't a math quiz. The
answer is 4,620.
That is the exact number of
empty tin cans that nine tired mem-
bers of the Order of the Rainbow
for Girls, Cristobal Assembly,
counted after they policed the road-
sides of Gatun, -Coco Solo and Fort'
Sherman.
In the % mile area between the
American Legion and the Chinese
Garden in Gatun, they picked up
780 cans.
Not only was it backbreaking
work, the foul smell of the stale
cigarette butts stuffed into many of
the cans made the volunteer job
even more unpleasant.
These teenagers performed a
much-needed public service. But
still, it was a service that shouldn't
have been necessary. And it would
not have been necessary if thou-
sands of Canal Zone residents and
visitors had stopped to think a
minute before tossing empties on
the road.
How about it? Next time you
empty a can, hold onto it until you
get to a trash container.

Army Secretary Names


New Canal Co. Board


Secretary of the Army Clifford L.
Alexander, Jr., today announced the
appointment of members for vacant
seats on the Board of Directors of
the Panama Canal Company. Under
the Chairmanship of the Army Sec-
retary, the Board will oversee the
operation of the Panama Canal.
As Stockholder of the Panama
Canal Company, and the President's
direct representative to supervise
the administration of the Canal
Zone Government, the Secretary of
the Army appoints members of the
Canal Company's Board of Direc-
tors. The Board reviews and sets
guidelines affecting the operation
and management of the Canal and

Canal's operation and maintenance.
Meetings of the Board are held
quarterly, normally in Washington.
Under the currently proposed
Canal treaty dealing with the oper-
ation and administration 'of the
Canal, the Panama Canal Company
and the Canal Zone Government
would be replaced by a new United
States Government agency, the Pan-
ama Canal Commission. Six months
after the exchange of ratification in-
struments, a new Board of Directors
for the Commission would be ap-
pointed by the United States. That
Board would consist of five United
States citizens and four Panamanians
and would replace the current Pan-
ama Canal Company Board.
The Board will be comprised of
individuals from various U.S. Gov-
ernment Executive agencies plus
Canal Zone Gov. Harold R. Parfitt,
who, as President of the Panama
Canal Company, is an ex-officio
member. The new Board, members
replace previous Board members
whose terms of office ended April 1,
1977.
The new Panama Canal Company
Board members appointed under the
provision of the Canal Code are:

Gas-in-Cans Limit

Is Effective Oct. 1

Beginning October 1, 1977, Canal
Zone residents will not be permitted
to purchase more than one 6-gallon
container (the size of the standard
portable boat tank) of gasoline
unless they have a Boatowners Gas
Card in their possession.
Boatowners Gas cards are issued
by the Canal Zone License Section
to owners of boats who have a valid
Canal Zone Motorboat Registration
and Inspection Certificate.
Owners of Canal Zone registered
motorboats who have Canal Zone
Purchase Authority cards and a cur-
rent Certificate of Inspection valid
after October 1, 1977, will receive
their Boat Owners Gas cards through
the mail and need not apply for
the card;
Boatowners holding expired In-
specion Certificates or certificates
which will expire by October 1
should have their boats inspected
and then go to the License Section
office with their last Inspection Cer-
tificate signed by a, recognized in-
spector or it may be mailed to
Box L, Balboa Heights, enclosing
$1 for the new Inspection Cer-
tificate.
The Boatowners Gas Card will
expire on the expiration date of the
Inspection Certificate which is valid
for 1 year only.
Requests from recognized organi-
zations to purchase more than
6 gallons of gasoline may be author-
ized by the Office of the Executive
Secretary if the organization can
show that it has a,legitimate ;need
to purchase the requested quantities
for use in the organization's equip-
ment.

separaci6n (DD 214) en su expe-

Liga de Volibol Inicia_

una liga de volibol de hombres y

iltima hora que hizo la National Broadcasting Co. para la instalaci6n de

residents de la Zona del Canal con respect a la firma del nuevo tratado

SPILLWAY DEL CANAL DE PANAMA


El "Menelaus" aparece entrando a las Esclusas de Miraflores durante su
primer viaje por el Canal de Panama. Como propiedad de BP Tankers y
funcionando bajo la denominaci6n de Ocean Transport and Trading, este
es uno de cuatro barcos gemelos que transitarin el Canal regularmente
como el "Barber Blue Sea Line Service". Originalmente, BP Tankers pidi6
dos gigantescos buques cisternas para petr6leo, pero el descenso en el mer-
cado de los mismos hizo que cambiara el pedido a favor de la construcci6n
de cuatro barcos de carga general que pudieran transitar el Canal de
Panama. El "Menelaus" tiene una eslora de 540 pies, una manga de
85.3 pies y un tonelaje totalde 16,031 toneladas. El agent de este buque
en la Zona del Canal es C. B. Fenton & Co. Inc.

Veterinaria, cualquier persona que

posea, mantenga o tenga en custo-
dia un perro o gato de 4 meses de
edad o mayor debe obtenerle una
licencia todos los afios. Los perros
deben ser vacunados una vez cada
3 afios pero los gatos una vez al
anio.
La vacunaci6n y la solicitud de
licencia pueden hacerse a la vez.
La licencia se expedirA una vez- que
el perro o gato haya sido vacunado
o a la presentaci6n de un certificado
vilido de vacunaci6n.


Los residents del sector Pacifico
pueden Ilevar sus animals al Hos-
pital de Animales de Corozal de
8 a.m. al mediodia en dias de se-
mana durante octubre sin previa
cita. En las horas de la tarde se darA

Bailes de Cuadrilla
Una nueva clase de bailes folkl6-
ricos de cuadrilla comenzarA en el
Gimnasio de la Escuela Primaria
de Curundf el jueves 22 de sep-
tiembre a las 7:30 p.m. Esta clase
serA ofrecida por el Dr. Bill Bailey,
maestro titulado "Callerlab" y Ila-
mador.
El Callerlab es una organizaci6n
international de llamadores profe-
sionales del baile folkl6rico que se
estableci6 en los Estados Unidos en
1974 con el prop6sito de establccer
y mantener las normas de ensefianza
y Ilamadas. La necesidad de tener
una organizaci6n como sta result
de la popularidad y la acogida del
baile de cuadrillas por todo el
mundo.
La organizaci6n del Callerlab
ahora cuenta con normas para iden-
tificar los.distintos niveles de baile.
Se conocen como nivel "Fifty-
Basic", "Mainstream" y "Avanzado".
La clase del Dr. Bailey estarA diri-
gida al nivel "Mainstream". Despu6s
que los estudiantes hayan alcanzado
este nivel, aquellos que lo deseen,
podrAn seguir al nivel "Avanzado".

un coro de mujeres cantantes que

acompafiamiento de instruments
musicales y que se han hecho famo-
sos por sus populares conciertos. En
varias ocasiones viajaron a los Esta-
dos Unidos, donde participaron en
competencias con otras Sweet Ade-
lines pertenecientes a esa extensa
organizaci6n international.
La Donna Forrest, director de
publicidad de las Sweet Adelines,
ha anunciado que la primera reuni6n
del afio tuvo lugar el lunes pasado y
que las reuniones subsiguientes se-
rAn celebradas cada lunes en el Club
de Mujeres de Crist6bal, en Mar-
garita.

Los nifios que necesitan de un hogar temporal, encuentran solaz y entrete-
nimisnto a trav6s de las trabajadoras sociales del Programa de Hogares
de Crianza de la Zona del Canal y una madre de crianza voluntaria en
cuyo hogar fue tomada esta foto. A la extrema izquierda, Livia Hassine,
Trabajadora Social con la Divisi6n de Salubridad Piblica, ayuda a un
nifio con un libro de laminas. De pie aparecen Estelle Rosenberg, Ayu-
dante Administrativa con el Ramo de Trabajo Social y Ray R. Dymond,
President del Ramo de Hogares de Crianza. Sentada con el beb6 aparece

del programna que fue adiestrada por el Ramo de Trabajo Social. El pro-
grama es patrocinado por el Fondo Unido con el objeto de proporcionar
hogares provisionales para los niios cuyos padres se ven impedidos de
cuidar de ellos por un period y cuando su adopci6n no es deseada ni
possible. Cada familiar de crianza que acoge a un nifio en su residencia es
supervisada por las trabajadoras sociales del Ramo de Trabajo Social.

en la Oficina de Licencias de An-
c6n o la de Margarita, durante las
horas de 7:30 a 11:45 a.m. y de
1 a 4:15 p.m. durante los dias de
semana.
Los residents de la Repdblica
de PanamA deberAn probar que el
rifle o escopeta que van a usar para
caceria estA registrado con el Go-
bierno de Panama.
Los interesados deberin presen-
tar una lista con la marca, el cali-
bre y el nimero de series del arma
que se piensa utilizar en la caceria.
El costo de la licencia es de $1.

Clase de Buceo
El YMCA de Balboa comenzara
su nueva clase de buceo aut6nomo
a profundidad (SCUBA) el lunes 19
de septiembre.

Consejos Cvicos Juegan Importante

Papel en Vida de la Zona Canalera


Dentro de breve los Consejos Ci-
vicos de la Zona del Canal prepa-
rarAn su lista de candidates para la
elecci6n de representantes de los
diferentes poblados en el Istmo en
noviembre. La elecci6n annual, que
se llevara a cabo durante la primera
semana de noviembre, es la 6nica
oportunidad que los residents de la
Zona del Canal tienen para escoger
en forma democrAtica los lideres de
sus comunidades, quienes manten-
drAn estrecho contact con los fun-
cionarios de la empresa del Canal y
el Gobierno de la Zona del Canal.
dCuAl es la funci6n de un repre-
sentante del Consejo Civico? Acude
a las reuniones mensuales de su
Consejo Civico, y durante el mes,
funge como official de enlace, trans-
mitiendo las sugerencias de la co-
munidad o quejas sobre t6picos tales
como los products que hay dispo-
nibles en el comisariato, los letreros
en las calls, problems de transito,
o problems relacionados con vi-
viendas y el tratamiento que presta
el Hospital Gorgas o de Coco Solo,
y otros asuntos de la comunidad
que pudieran presentarse. El repre-
sentante del Consejo Civico tam-
bien proveerA informaci6n a los re-
sidentes sobre sus Senadores o Re-
presentantes de los Estados Unidos.
La funci6n de mAs importancia
que desempeiia un representante
del Consejo Civico es la de ser la
persona en la comunidad a quien
un resident puede acudir con lo
siguiente: "Tengo un problema so-
bre fulano de tal de mi vecindario
y no sB a quien laamar para solu-
cionarlo".
Peri6dicamente, cada Consejo Ci-
vico envia delegados a una reuni6n
del Consejo Ejecutivo con el Go-
bernador de la Zona del Canal, a
fin de presentar a la mAxima auto-
ridad los problems de la comuni-
dad que no han podido solucionarse
a los niveles inferiores. Estas reunio-
nes tambi6n proporcionan informa-
ci6n de actualidad que el Gober-
nador envia a trav6s de los consejos
a las comunidades.
Durante los afios recientes de las
negociaciones del tratado, los miem-
bros del Consejo Civico han concu-
rrido a reuniones con el Embajador
Ellsworth-Bunker, Secretaiio del
Ej6rcito Howard Callaway, Secreta-
rio del Ej6rcito Clifford Alexander,
el Subcomit6 del Canal de PanamA

que tratar de hacer nada y tener

del Comit6 del Congreso de la Ma-
rina Mercante.y Pesca, y los distin-
tos Senadores y Representantes.
Durante estas reuniones, los repre-
sentantes del Consejo Civico tuvie-
ron amplia oportunidad de proveer
informaci6n a estos funcionarios so-
bre lo que pensaban las comunida-
des sobre el tratado propuesto. Es-
tos representantes tambi6n han he- :
cho viajes a Washington, D.C., en
donde presentaron testimonio a los
distintos comit6s del Congreso y vi-
sitaron oficinas del mismo para pre-
sentar los puntos de vista de los'
residents de la Zona del Canal. ..
Aunque los Consejos Civicos no
son un cuerpo legislative, si desem- -
pefian funciones importantes en la
comunidad de la Zona del Canal. ..

No era 6nicamente trabajo ago-
biante,,pero el mal olor de las coli-

hicieron el trabajo de las voluntarias

Estas adolescents llevaron a cabo
un servicio pdblico muy necesario.
Pero no obstante, era un servicio
que nunca debi6 ser necesario. Y no
hubiera sido necesario si los miles
de residents de la Zona del Canal
y visitantes hubiesen tomado el
tiempo para recapacitar antes de ti-
rar las latas vacias en el camino.

del Canal y las operaciones comer-
ciales relacionadas con su funciona-
miento y mantenimiento. Los miem-
bros se rednen trimestralmente, nor-
malmente en Washington.
Conforme lo previsto en el pro-
puesto tratado sobre la operaci6n y
administraci6n del Canal, la Com-
pafiia del Canal y el Gobierno de
la Zona del Canal serian reemplaza-
dos por la Comisi6n del Canal de
PanamA. Seis meses despu6s de efec-
tuarse el intercambio de los instru-
mentos de ratificaci6n, los Estados
Unidos nombrarian una nueva Junta
de Directores. Esa Junta estaria in-
tegrada por cinco ciudadanos de los
Estados Unidos y cuatro panamefios
y reemplazaria a la actual Junta de
Directores de la Compaiiia del
Canal de Panami.
La Junta estA compuesta de fun-
cionarios de varias dependencias del
Gobierno de los Estados Unidos,
ademAs del Gobernador Harold R.
Parfitt, quien, en virtud de ser Pre-
sidente de la Compania del Canal,
es a la vez miembro de la Junta.
Los nuevos miembros de la Junta
reemplazan a los anteriores, cuyo
period venci6 el 19 de abril de
1977.

Limitan Venta de

Gasoline en Latas
A partir del 19 de octubre de
1977, los residents de la Zona del
Canal no podran comprar mas de
6 galones de gasoline en recipients
(el tamafio reglamentario de un tan-
que portitil de lancha) a menos que
tengan un Carnet de Duefios de
Lancha con Autorizaci6n para Com-
prar Gasolina.
Estas tarjetas de Autorizaci6n
para Comprar Gasolina las expide
la Secci6n de Licencias a Ids duefios
de lanchas con Registro y Certifi-
cado de Inspecci6n de la Zona del
Canal validos.
Los duefios de lanchas registradas
en la Zona del Canal que tengan
Tarjeta de Autorizaci6n para Com-
prar en la Zona del Canal y Certi-
ficado de Inspecci6n vAlidos despu6s
del 19 de octubre, recibirAn sus
Tarjetas de Autorizaci6n para Com-
prar Gasolina, por correo y no tie-
nen necesidad de solicitarla.
Los duefios de lanchas cuyos cer-
tificados de Inspecci6n hayan ven-
cido antes del 19 de octubre, deben
hacer inspeccionar sus lanchas y
luego ir a la oficina de la Secci6n
de Licencias con la copia de su 61ti-
mo Certificado de Inspecci6n firma-
da por un inspector id6neo. Los
documents pueden enviarse por
correo al Apartado Postal L, Balboa
Heights, incluyendo $1 para el
nuevo Certificado de Inspecci6n.
La Tarjeta de Autorizaci6n para
Comprar Gasolina vence en la mis-
ma fecha que el Certificado de Ins-
pecci6n, que tiene validez por 1 afio
solamente.
Las solicitudes de las organizacio-
nes reconocidas para comprar mAs
de los 6 galones de gasoline podrAn
ser autorizadas por la Oficina del
Secretario Ejecutivo si la organiza-
Sci6n puede probar que tiene nece-
sidad legitima de adquirir las can-
tidades solicitadas para uso exclu-
sivo de la organizaci6n.
