Heavy with 39,500 tons of crude oil, the tanker "Washington Trader"
moves northbound through Miraflores Locks carrying the first shipment of
North Slope crude through the Panama Canal bound for refineries on the
Gulf Coast. The transit was made just one month after the first North
Slope oil reached the Alaskan pipeline port of Valdez.

that every employee may have a
copy.
Since the Spanish language
papers in Panama are publishing
the text, it was not deemed neces-
sary to print the Spanish version
in the special edition.
As previously announced by the
Governor, a series of briefings on
the treaty documents, complete
with slides and maps showing dis-

garita Service Center.


Gov. H. R. Parfitt-meeting in
executive session with the civic
councils-spoke of the first Alaskan
oil shipment through the Panama
Canal last week. He said that it
had been an historic event-the con-
necting of two great engineering
feats of the United States: the
Alaskan pipeline and the Panama
Canal.
And later, still speaking of "great
feats" he said: "I have repeatedly
testified before various committees
that second only to the feat of con-
struction of the Canal itself has been
the feat of keeping the old machine
running for more than 60 years-
a feat of our employees."
During a 4-hour afternoon meet-
ing, council members asked in-
numerable questions about the
effects of the proposed Panama-
United States treaty on themselves
as individuals. More often than not,
they were questions the Governor
could not answer but always he
assured the group that all of their
questions %vould be answered within
a few days when the text of the
treaty and accompanying documents
would be released.
In addition to. the distribution of
copies of the treaty itself, briefing
sessions are planned so that men
familiar with the background of the
negotiations can explain points not
easily understood.
The Governor said he was sure
these men also would be asked
questions they would not be able to
answer, but he assured the council
members the briefers would get
answers to each question as quickly
as possible.
Turning from the treaty to every-
day concerns, Governor Parfitt said


that the Mount Hope Bakery would
be closed in October. The impact
on the community was expected to
be negligible since the Balboa cafe-
teria and Margarita service center
will produce most required products
and others will be obtained from
local sources.
Asked what they wanted to do
about Hallowe'en, the council de-
cided that recommendations similar
to those carried in the SPILLWAY in
the last 2 years should be printed
.again.
Responding to a question asked
at a previous meeting, the Governor
said that employees could send
household goods home in advance
at their own expense and be re-
imbursed for the cost when they
terminated employment. Advance
shipment of household goods can
also be made at Government ex-
pense in conjunction with repatria-
tion to the States of a member of
the employee's immediate family.
A survey of Latin American high
school students showed that most
students had voted in favor of
closing the schools in December.
A decision will be made shortly and,
if the Latin American high schools
do close in December, the students
will have the option of going to
U.S. schools in the Canal Zone or
to schools in Panama.

Jamboree Date Changed
The 28th Annual Football Jam-
boree has been postponed until
Saturday, September 10.
Pre-game ceremonies at Tiger
Stadium will begin at 4.30 p.m. and
kick-off time for the first game will
be at 5 p.m.

Pianist Peter Cooper to Perform in Canal Zone


The Anglo-Panamanian Cultural
Society in association with the Bal-
boa High School Music Department
will present the eminent New Zea-
land pianist Peter Cooper at the
Balboa High School Auditorium on
Thursday, September 15 at 8 p.m.
Cooper, who is undertaking a
concert tour of South and Central
American and Caribbean countries,
represents one of the most impor-
tant artists to appear in the Canal
Zone in recent years and his per-
formance promises to be a rich ex-
perience for local music lovers.
Peter Cooper who has recently
completed tours in the Middle East,
Africa, Australia and New Zealand,
was born in New Zealand, and after
his early studies there, which were
interrupted by 4 years war service
with the Australian Imperial Forces,
took up a scholarship in 1946 at the
Royal Academy of Music in London,
where he was awarded the Eric
Brough Memorial Prize for piano-
forte playing. He has also been
associated in his studies with two
great pianists, Ignaz Friedman and
Edwin Fischer.
Following a recital in London in
1946, Peter Cooper made many suc-
cessful appearances, not only in the
British Isles, but also in Germany,
France, Italy, Switzerland and


Towboat Family Picnic

Planned for Sept. 17
The Masters, Mates and Pilots of
America Local No. 27 will hold its
third annual Towboat Family Picnic
at Gamboa Penitentiary Picnic
Grounds, on September 17.
For the Atlantic siders, the VIP
coach will be on the 9:50 a.m. train
which will stop at the Picnic ground.
The 5 p.m. train will pick them up.
There will be games, prizes, and
trophies. Roast piglets, hamburgers,
hotdogs and plenty of drinks.

Coco Solo Pool Program Slated


The first session of swimming
classes in the school year for the
Coco Solo Elementary School will
begin September 12 and run
6 weeks, ending October 20. Regis-
tration for these classes will be
taken September 4 through Sep-
tember 11. After the closing date,
registration will not be accepted
during class periods.
Children who have been pre-

Applications for Deputy Marshal


Positions Accepted in Canal Zone


The Civil Service Commission,
Washington, D.C., has announced
that applications for the position of
Deputy U.S. Marshall, GS-5, will be
accepted in the Canal Zone from
September 12 through Septem-
ber 21. Eligible applicants may be
considered for positions in the
United States, the Canal Zone,
Puerto Rico, and the U.S. Virgin
Islands. Acceptance of applications
will be limited to U.S.-citizen res-
idents of the Canal Zone and the
Republic of Panama.
Applicants must have had a min-
imum of 3 years of volunteer or
paid experience which demonstrates
the ability to perform the duties.
While not all-inclusive the follow-
ing types of experience are illustra-
tive of acceptable experience: Law
enforcement; correctional supervi-
sion and treatment of criminal
offenders in a correctional institu-
tion; work involving contact with
the public for the purpose of gather-
ing information (investigator, claims
adjustor, journalist, security officer);
interviewing experience which in-
volved making determinations on
individual requests, and explaining,
interpreting, and applying rules and
regulations. Non-acceptable types of
experience include routine clerical
work; campus, hospital, and institu-
tional police work which did not
involve a full range of police work;
guard work (i.e., stationary guard
work, school crossing, responsible
for safeguarding only building and
property, etc.); traffic police work.

floor of the Civil Affairs Building

Officers' Wives Plan Autumn Fair


An Autumn Fair instead of the
usual Christmas Bazaar, will be held
this year by the Officers' Wives' At-
lantic at the Margarita Red Barn
October 1 from 10 a.m. to 4 p.m.
The fair, which will be something
new for the Officers' Wives' Club,


is open to all craftsmen, merchants
and others who are interested in
selling their merchandise.

A 9-year certificate for service with the Alaska Railroad is presented
Nicholas Covel (right), who was employed recently by the Panama Rail-
road as an engineer. The presentation is being made by Col. Charles R.
Clark, Director, Transportation and Terminals Bureau at the request of
the Alaska Railroad. Covel can claim membership in the very small group
of railroaders who have experienced working the tracks both in the
drifting snows and the steaming tropics. He and his wife Christine and
daughters Catherine and Christine Alice live in Gamboa.

Governor To Host

Customer Meeting
Canal Zone Gov. H. R. Parfitt will
host the seventh annual Panama
Canal Company customers meeting
at the Brazos Heights Country Club
on Thursday, September 15 at
1:30 p.m.
These meetings, initiated in 1971,
provide a forum for shipping agents
and oil company representatives at
the Panama Canal to discuss with
the Governor and other key Com-
pany management officials the prob-
lems they encounter with Canal
transit and terminal operations.
These meetings also provided an
opportunity for Panama Canal Com-
pany officials to discuss future plans
and programs of the Canal organiza-
tion which are of interest to the
agents and their principals.

Health Services Tariff Rate

Increase Effective January 1

PRR Passenger, Freight Rates

To Be Increased as of October 1


Rates for passenger, local freight,
express and other services on the
Panama Railroad are being increased
effective October 1,1977. The rates,
which have not been changed for
many years, are being revised due
to higher operating costs.
The new one-way full-trip pas-
senger fares will be $1.75 for air-
conditioned coaches and $1.25 for
non-air-conditioned coaches. This is
a 25-cent increase in each rate.
Local freight rates have been


realigned to simplify and modernize
the rate structure. Rates have been
consolidated into five major cat-
egories: general cargo, refrigerated
cargo, dangerous articles, motor ve-
hicles, and containers. As an
example, the new rate for general
cargo, will be 50 cents per 100
pounds.
Other increases will apply to
switching and locomotive services,
car demurrage and storage of auto-
mobiles at the Ancon Freight House.

Highest Public Service Medallion


A gold medallion-the Canal or-
ganization's highest public service
award-has been awarded to Leonor
K. Sullivan.
The accompanying certificate
recognized Mrs. Sullivan's outstand-

as a member and chairman of the
House Committee on Merchant Ma-
rine and Fisheries and the House
Subcommittee on the Panama Canal.
It also expressed appreciation for
your leadership role in improving

National Hispanic Heritage Week To Begin Sunday Junior Football League

Sunday will mark the beginning
of the week designated by President
Carter as National Hispanic Herit-
age Week.
In his proclamation, the Pres-
ident calls attention to the hispanic
heritage of over 16 million Amer-
icans representing a wide diversity
of cultures that has enriched the
United States by contributing to the
advancement of art and science and
by affirming the importance of
family bonds and community spirit.
Here in the Canal Zone, the Pan-
ama Canal organization and the
U.S. Southern Command will begin
7 days of activities with a bilingual
Catholic mass at the Fort Clayton
Chapel. The mass will be celebrated
by Monsignor Marcos G. McGrath,
Archbishop of Panama.
There will be several other bi-
lingual religious services throughout
the day at military installations on
both sides of the Isthmus.
Raymond E. Gonzalez, Deputy
Chief of Mission of the American
Embassy in Panama, will be the
guest speaker at a National His-
panic Heritage Week luncheon on
Friday, September 16 at the Fort
Amador Officers' Club.
Gonzalez, who was born in Pasa-
dena, Calif., holds a master of arts
degree from the Fletcher School of
Law and Diplomacy and a certificate
from the Sorbonne in Paris.


He entered the Foreign Service
in 1950 and has served in Washing-
ton, D.C., Europe and Latin
America.

El Gobernador H. R. Parfitf-en
sesi6n ejecutiva con los consejos ci-
vicos-hizo menci6n del primer em-
barque de petr6leo desde Alaska que
cruz6 el Canal de PanamA la semana
pasada. Dijo que esto habia sido
un event hist6rico-combinando las
dos hazafias de ingenieria mAs gran-
des de los Estados Unidos: el oleo-
ducto de Alaska y el Canal de
Panama.
MAs tarde, hablando adn de las
"grandes hazafias" dijo: "He com-
parecido repetidamente ante various
comitbs y he declarado que lo que

propio Canal ha sido la de mante-
ner la vieja maquinaria en buen es-

Durante una reuni6n de 4 horas,
los miembros del consefo hicieron
un sinnimero de preguntas sobre el
efecto que tendria el tratado pro-
puesto entire Panama y los Estados
Unidos sobre ellos como individuos.
Frecuentemente eran preguntas que
el Gobernador no podia contestar,
pero asegur6 al grupo que todas sus
preguntas serian contestadas dentro
de unos dias cuando el texto del tra-
tado y sus documents anexos serian
publicados.
AdemAs de la distribuci6n. de co-
pias del mismo tratado, se han pro-
gramado charlas de orientaci6n para
que los individuos que estAn fami-
liarizados con los antecedentes de
las negociaciones puedan explicar
los puntos que son dificiles de
entender.
El Gobernador dijo que 6l estaba
seguro de que a estos hombres tam-
biWn se les harian preguntas que
tampoco podrian contestar, pero,
asegur6 a los miembros del consejo,
que los orientadores obtendrian la
respuesta a cada pregunta lo mis
pronto possible.
Cambiando del tema del tratado
a los problems cotidianos, el Go-
bernador Parfitt dijo que la pana-


deria de Mount Hope seri cerrada
en octubre. Se esperaba que el im-
pacto en la coniunidad seria insig-
nificante ya que la cafeteria de
Balboa y el centro de servicio de
Margarita producirAn la mayoria de
los products que se necesitan y los
otros seran adquiridos en fuentes
locales.
Pregunt6 que querian hacer este
afio sobre el "trick-or-treating" la
vispera de Todos los Santos (31 de
octubre); el consejo decidi6 hacer

mulada en una reunion anterior, oi
Gobernador dijo que los empleados
podrian embarcar sus enseres por
adelantado con gastos sufragados
por ellos y quie el costo del flete les
seria reembolsado cuando se sepa-
ren de la empresa. El envio adelan-
tado de enseres tambi n nuede ha-
cerse por cuenta del Goiierno con-
juntamente con la repatriaci6n a los
Estados Unidos de un miembro de
la familiar inmediata del empleado.
Una encuesta llevada a cabo entire
estudiantes de escuela secundaria
Latinoamericana demostr6 que la
mayoria de los estudiantes habian
votado a favor del cierre de las es-
cuelas en diciembre. Dentro de poco
se tomarA una decision y, si las es-
cuelas secundarias latinoamericanas
cerrasen en diciembre, los estudian-
tes tendrian la opci6n de asistir a
las escuelas de los Estados Unidos
en la Zona del Canal o a las de
Panama.

El jueves 15 de septiembre a las
8 p.m., la Sociedad Cultural Anglo-
Panamefia junto con el Departamen-
to de Misica de la Escuela Secun-
daria de Balboa presentarin a un
eminente pianist de Nueva Zelan-
dia Peter Cooper en el auditorio de
dicha escuela.
Cooper, quien emprende una gira
de conciertos por los paises de Cen-
tro y Sur Am6rica y el Caribe, re-
presenta uno de los artists mis
connotados que se haya presentado
en la Zona del Canal en afios re-
cientes y su presentaci6n promote
ser una experiencia provechosa para
los amantes locales de la buena
music.
Peter Cooper quien recientemen-
te concluy6 giras por el Medio
Oriente, Africa, Australia y Nueva
Zelandia, naci6 en Nueva Zelandia
y despu6s de asistir a studios alli,
los cuales fueron interumpidos por
un period de 4 afios de servicios
militares con las Fuerzas Imperiales
Australianas, obtuvo una beca en
1946 para asistir a la Academia
Real de Misica en Londres, donde
le fue otorgado el Premio Eric
Brough por su interpretaci6n musi-
cal en el piano. Durante sus studios
tambi6n estuvo asociado con dos
grandes pianistas: Ignaz Friedman
y Edwin Fischer.

sentado a Nicholas Covel (derecha), quien recientemente fue empleado
por el Ferrocarril de Panama como maquinista. La presentaci6n la hace

tima reunion annual con los clients
de la Compafia del Canal de Pana-
mA en el Club Campestre de Brazos
Heights el jueves 15 de septiembre
a la 1:30 p.m.
Estas reuniones, que comenzaron
en 1971, proporcionan un foro para
los agents navieros y representan-
tes de compaiiias petroleras en el
Canal de PanamA a fin de tratar
con el Gobernador y con los otros
funcionarios claves de la administra-
ci6n del Canal de Panama los pro-
blemas que afrontan durante las
operaciones de trAnsito del Canal y
terminales. Dichas reuniones tam-
bien brindan la oportunidad a los
funcionarios de la Compafifa del
Canal para tratar sobre los planes y
programs futures de la organiza-
ci6n del Canal que son de interns
para los agents y las firmas que
representan.

La tormenta de la semana pasa-
da fue un refrescante regalo para
aquellos que pasaron el domingo
bajo techo. Pero en las canchas de
tenis, campos de golf y playas, mu-
chas personas estaban tratando de

Ferrocarril Aumentara Tarifas

Las tarifas para los pasajeros, car-
ga local, expreso-y otros servicios
del Ferrocarril de PanamA serin
aumentadas desde el 19 de octubre
de 1977. Las tarifas, que no han
cambiado en muchos aiios, estAn
siendo revisadas debido al alto costo
de operaci6n.
El nuevo valor del pasaje de ida
o regreso serA de $1.75 para los
coaches con aire acondicionado y
$1;25 para los coaches que no lo tie-
nen. Esto represent un aumento
de 25 centavos en cada tarifa.


Las tarifas de carga local han sido
realineadas para simplificar y mo-
dernizar su estructura. Estas han
sido consolidadas en cinco catego-
rias: carga general, carga refrigera-
da, articulos peligrosos, vehiculos
motorizados, y furgones. Por ejem-
plo, la nueva tarifa paraa carga
general serA 50 centavos por cada
100 libras.
Otros aumentos serAn aplicados a
los servicios de cambio de vias y
locomotoras, estadia de carros y al-
macenamiento de autom6viles en el
Dep6sito de Aduana de Anc6n.

Semana del Legado Hispanico Comienza el Domingo


El domingo marcarA el comienzo
de la semana que el Presidente
Carter ha designado como la Sema-
na National de la Hispanidad.
En su proclamaci6n, el Presidente
dirige la atenci6n al legado hispano
de los mis de 16 millones de ame-
ricanos que representan una gran
diversidad de cultures que han en-
riquecido a los Estados Unidos con
sus contribuciones al arte y la cien-
cia y afirmando la importancia de
los lazos familiares y el espiritu
comunal.
