Gov. Parfitt Reveals Plan To Offer Early Retirement


The Secretary of the Army has
authorized the Governor to inform
all employees of the following:
The United States will provide
an appropriate early optional retire-
ment program for all persons who
are employed by the Panama Canal
Company or the Canal Zone Gov-
ernment at the time of the entry
into force of the new Panama Canal
treaty. In this regard, taking into
account the unique circumstances
created by the provisions of the
treaty, including its duration and
their effect upon such employees,
the United States shall, with respect
to them:
(a) Determine that conditions exist
which invoke applicable United
States law permitting early retire-
ment annuities, and apply such law
for a substantial period of the dura-
tion of the treaty;
(b) Seek special legislation to pro-
vide more liberal entitlement to, and
calculation of, retirement annuities

Wilson Writes History

Of Zone's U.S. Schools
Lowell C. Wilson, a teacher of
fourth grade at Diablo Elementary
.School, recently completed a history
of the United States elementary
schools in the Canal Zone.
In the study Wilson traces the
elementary schools from the con-
struction days through 1976. Dr.
Wilson stated that those with min-
imal understanding of U.S. elemen-
tary schools in the Canal Zone e.g.,
new families and individuals in the
Canal Zone might find this work of
some value.
A copy of his dissertation is lo-
cated in the Canal Zone Library,
Civil Affairs Building, Ancon, and
the Canal Zone College Library,
La Boca.

law.
Current regulations provide that
any U.S. Government agency which
undergoes a major reduction in
force may request that the Civil
Service Commission authorize early
retirement for employees with
25 years of service regardless of age
and for those 50 years of age with
20 years of service. Under present
regulations, it is up to the CSC to
determine whether the agency is


undergoing major reduction in
force.
The new provision would auto-
matically give employees who meet
the early retirement requirements
the right to retire at the time the
treaty goes into effect or to exercise
that option at a later date, should
he so desire.
The extent of the liberalization
of retirement requirements and
benefits which will be sought
through legislation has not been
determined.


A shuttle service that will take
crude oil from Alaska to the Gulf
ports and East Coast of the United
States began Wednesday when the
SS Washington Trader carried
39,500, tons of oil through the
Panama Canal.
The transit was made just
1 month after the first North slope
oil reached the Alaskan pipeline
port of Valdez.


Canal Considers Use

Of Weed-Eating Fish
The Panama Canal Company
has published a draft environ-
mental impact statement on the
introduction of white amur fish
into Canal Zone waters to con-
trol aquatic weeds. Interested
persons may have access to a
copy of the draft environmental
impact statement in the office of
the Engineering and Construc-
tion Director. Comments must
be received by the Engineering
and Construction Bureau no later
than October 17 to be included
in the final statement.


The transport of the United States
oil from the West Coast to the East
Coast and Gulf ports through the
Canal will involve two fleets of
U.S. flag ships and a British flag
vessel situated permanently about
15 miles off the coast of Panama in
Parita Bay in the vicinity of Chitre.
*The terminal ship, British Resolu-
tion, will receive crude oil from
tankers making round trips from
Valdez to Parita Bay to Valdez and
will discharge the oil into tankers
sailing out of Gulf and East Coast
ports through the Canal, to Parita
Bay, and back through the Canal.
Working around the clock, the
crew of the British Resolution can
receive and discharge 6,000 tons of
oil an hour through 12-inch hoses.
This will increase to a 10,000 ton-
an-hour capability when she is fitted
with 16-inch hoses.
The discharge vessels will arrive
at Parita Bay about every 5 days
and three transit ships are expected
to pass through the Canal every
4 days.

Message From the Governor

The men and women who celebrate Labor Day in the Canal
Zone on Monday are the focus of world attention.
For 63 years, during two World Wars, during the Korean
and Vietnam Conflicts, during days of depression and periods
of prosperity, ships have passed from ocean to ocean through
the Panama Canal.
In every country of the world there are those who have seen
with their own eyes the efficient dedication of American and
Panamanian men and women who work to put the ships of
all nations through the waterway.
It is a very real possibility that there is no other workforce
whose performance on the job is known so well by so many.
I believe we view the Panama Canal with an emotion lose
to affection-an affection that generates the pride that will not
allow a Canal employee to give less than his very best.
This knowledge makes me confident that Labor Day 1977-
although it comes in difficult and uncertain times-will find the
Canal workforce performing their many jobs still better than
they ever have before.




Hispanic Week To Be Observed in C.Z.


The President of the United
States sets aside a week each year
to increase the awareness of the
contribution made by the Hispanic
community to the economic, social
and cultural growth of the country.
The Panama Canal organization
will join the United States Southern
Command in observing National
Hispanic Heritage Week in the
Canal Zone from September 11
through 17.
Monsignor Marcos G. McGrath,
Archbishop of Panama, will cele-
brate a bilingual Mass at the F6rt
Clayton Chapel at 12:30 p.m., Sun-
day, September 11, to open the
week's observance.
Also on Sunday there will be a
band concert and picnic at the U.S.
Naval Station ball park.

Model Hours
The new hours of the Panama
Canal Model Room are noon to
5 p.m., Monday, Wednesday and
Friday; 9 a.m. to 12:30 p.m., Tues-
day; and 10 to 11:30 a.m. and noon
to 4 p.m. on Thursday.

Throughout the week, Canal Zone
libraries will exhibit books on His-
panic cultures and retail stores will
display Hispanic products.

Foster Home Program

Urgently Seeking

Volunteer Parents
Before you read this, stop a
minute and ask yourself if your
home has space and love enough to
share with a Canal Zone youngster
who temporarily has no home.


If your answer is yes, call and
ask the social workers at the Canal
Zone Volunteer Foster Home Pro-
gram to add your name to the list
of foster parents who will let a
child come to stay in their home for
- a while.
Two types of temporary homes
are needed: Emergency Foster
Homes and Short Term Foster
Homes.
An emergency home must be
available on an around-the-clock
basis for periods from a few hours
to a week. Six of these emergency
foster homes are needed: two on
- the Atlantic side and four on the
S Pacific side.
Short term homes are for 1 week
to 6 months. Fifteen are needed:
five on the Atlantic side and ten on
the Pacific side.
The Canal Zone Volunteer Foster
Home Program, which is sponsored
by the United Way, is set up to
provide family care for children
whose own families cannot care for
them for a temporary period and
when adoption is neither desirable
nor possible.
The Social Work Branch, Division
of Public Health, will train new
foster parents.

Registration Open

For Swim Lessons

The Division of Schools Swim
Program on the Atlantic side will
begin at the Margarita Swimming
Pool on September 12 and end
October 21.
Residents of Margarita and Bra-
zos may register between August 29
and September 7.
Since class enrollment is limited,
children from other communities
may register from September 8 to
11 on a space-available basis.
No registrations will be accepted
after September 11.
Children with prior registration
at the Margarita Pool may be reg-
istered by telephone. Parents of new
students must go to the pool office
to complete registration forms.
Children in all Beginner classes
will meet at the pool entrance for
roll call. Pool rules concerning con-
duct will be strictly enforced.
All valuables should be checked
at the pool office. The pool manage-
ment will not be responsible for
valuables left in dressing rooms or
on the pool deck.

Next IMA Day of Races


Set for Sept. 4 in Cocoli


The Isthmian Motorcycle Asso-
ciation will hold its next day of
races at 1 p.m., September 4, at
Cocoli.
Motocross is the fastest growing
sport in America today. With the
possible exception of soccer, it is
rated as the most physically de-
manding sport in the world.
Most IMA riders are in their teens
or early twenties and motocross
provides them with a needed outlet
for their spare time and an oppor-
tunity to learn the value of total
concentration and physical fitness.
It is not true, according to IMA
members, that motorcycle racing is
dangerous. They keep natural haz-


Boating Safety Course

To Begin Next Tuesday

The Basic Boating Safety course
sponsored by the Canal Zone Pa-
cific Power Squadron will be offered
again this fall beginning on Tues-
day, September 6. The class will
meet every Tuesday and Thursday
from 7:30 to 9:30 p.m. in the Cu-
rundu Junior High School Cafeto-
rium and will continue for 6 weeks.
There is no charge for the class but
students will have to purchase
certain materials.
The class is open to all interested
persons, regardless of place of res-
idence or employment. However, it
must be pointed out that the classes
will be conducted in English. Regis-
tration will be taken at the first
meeting of the class on Septem-
ber 6.

Most of the motorcycles used in
motocross are designed specifically
for this type of racing. They all
have good suspension to handle the
rough terrain, good handling to
negotiate the many turns and instant
throttle response to take advantage
of any opening.
The machines are classed by
piston displacement. Although the
larger displacement machines have
more power, the smaller ones are
generally more nimble so that the
advantages balance out in actual
competition.
The program for the day is broken
into several heats (races). The first
two heats of the day are used to
separate the riders into two or three
groups to provide competition at
different levels. This is accomplished
by averaging each rider's score for
these heats and tempering this score
with previous performance to place
him .in the group best suited to
him. Mini bikes with riders under
16 years of age compete in a special
mini bike class.
Each group or class then races in
three heat races to determine the
winners. The riders are scored ac-
cording to their finishing position.
At the end of the event, these scores
are totaled and the rider with the
least number of points is the winner
in his class.
Trophies presented to the winners
are paid for by donations from the
spectators.

New Canal Zone College Courses To Begin Sept. 12


Two new courses now open for
enrollment at CZC are Introduction
to Early Childhood Education
and Creative Learning Experiences,
which begin September 12 and 13
and run for 12 weeks.
This program enables the student
to begin a full 2-year career training
program or to complete one begun
in the States. It is also designed to
enrich parents and those concerned
with the preschool child, and to
provide an educational opportunity
for those now working in preschools
in the Canal Zone and Panama.
The Introductory course, taught
by Mrs. Reba T. Robinson, is sched-
uled for Tuesday and Thursday-
6:40-8:30 p.m. It will provide an
overall view of preschool opportuni-
ties in this field, as well as study
philosophies and methods for ad-
ministering a Center and planning
effective daily schedules, in an at-


tempt to meet the social, emotional
and physical needs of young
children.
Emphasis is placed on "parent-
ing," which involves a closer rela-
tionship between the child care
center and the parent.
Creative Learning Experiences
for Preschool Children will meet
Monday and Wednesday-6:40-
8:30 p.m. The study of art and re-
lated areas will be dealt with in
10 sessions as students actively par-
ticipate in creating and relating to
the preschooler in art. Music listen-
ing, study and participation will be
covered in eight sessions. Three
sessions, will emphasize the role of
good health, nutrition, and "self
concept" as it relates to Motor
Development.
Drama, literature, and science
will be the continuing areas offered
in the spring semester. Specialists in


each field will be instructing these
sessions. Class enrollment will be
limited to 16. Interested persons

and a check for travel expenses
from the Claims Branch.

Go Late; Avoid Wait

For Cars at Cristobal
It's a nuisance when Pacific side
residents take 2 days off from work
and travel to the Atlantic side twice
to pick up one car. But that is
exactly what happens if employees
get to the pier the day the SS Cris-
tohal arrives to find that their car
will not be unloaded until late that
night.
The Terminals Division advises
all employees to pick up their cars
the day after the ship arrives.
At the time of pickup-whether
in the Canal Zone or in New
Orleans, privately owned vehicles
must be inspected thoroughly for
shipping damage before they can
be removed from terminal areas.
Owners are responsible for in-
specting their vehicles for damage
which may have occurred during
shipping on the SS Cristobal.
Damage must be reported to the
person making delivery before the
owner moves the vehicle. The
owner is liable for the vehicle's
condition once it has been removed
from the terminal area.
No requests.for damage claims
made after the vehicle leaves the
terminal area can be considered.

The first is easy to come by. The
second not so easy. The Claims
Branch is processing hundreds of
home leave vouchers and more are
arriving for processing each day.
They are processed in the order
received.
This year, because of a shortage
of trained personnel, it will take
about 4 months after your voucher
is received at the Claims Branch
for your payment to reach you.
That 4 months could be even
longer unless you heed the advice
of the Claims Branch: advice that
will speed up payment of your
claims and all other claims.
Fill the voucher out correctly.
Mail it-do not deliver it-to. the
Claims Branch.
Do not call to check on the status
of your voucher.
Follow the instructions and
sample voucher given to you by the
Transportation Branch when you
are completing your travel voucher.
Generally, all that needs to be
written on the "Schedule of Ex-
penses and Amounts Claimed" side
of the voucher is an itinerary of
travel and amounts spent for mis-
cellaneous expenses such as bag-
gage handling, taxis, etc.
If you have a question, write it
on a blank sheet of paper and attach
it to your voucher. If necessary, a
claims examiner will call about the
question at the time yodr claim is
being processed.
Mail completed travel vouchers
with ticket stubs and receipts to
the Claims Branch in the addressed
envelope provided by the Transpor-
tation Branch.
If you want an acknowledgment
of your travel claim, complete the
card supplied by the Transporta-
tion Branch and the Claims Branch
will return it to you when your
voucher is received.
And remember, each call to the
Claims Branch interrupts the pro-
cessing of a voucher, a voucher that
just might be yours.

Paintings and etchings by Jean
Walsh are on display at the Little
Gallery in the Administration Build-
ing at Balboa Heights until Septem-
her 27. The exhibit, sponsored by
the National League of American
Penwomen Canal Zone and Panama
Branch, includes oil, acrylic and
watercolor paintings of the familiar
scenes around Panama and the
Canal Zone. It can be viewed during
the hours of 9 a.m. to 3 p.m., Mon-
day through Friday.
Mrs. Walsh majored in Art at
Mt. San Antonio College in Cal-
ifornia, studied at the San Antonio
Art Institute with noted North
American artist Carl Embrey, and,
as a special student in the Art De-
partment at the Agnes Scott College
in Atlanta, Ga., continued her
studies in painting, watercolor,
etching and pottery.


She has participated in juried
shows in the southeastern United
States, the Bicentennial Traveling
Art Show in Georgia and has won
several merit and purchase awards
in Georgia. While in Atlanta she
was a member of the Atlanta Artist's
Club.
Since her arrival on the Isthmus
last June, Mrs. Walsh has taught
children's art in the Dependent
Youth Activities program at Fort
Amador and Fort Clayton and is
currently teaching at the Fort Clay-
ton Craft Shop. Last November she
received an Honorable Mention
ribbon for her oil painting entitled
"Fall at Rabun Gap" in a juried
show sponsored by the Penwomen.
She is an artist member of the
Canal Zone and Panama Branch of-
the Penwomen organization. Her
paintings are in private collections
around the world.

Canal Zone residents who attend
the Williamson Place Open House
tomorrow will see the first garden
apartments ever built in the Zone.
After a ribbon-cutting ceremony,
there will be a public viewing of
Apartment B, House No. 0748, from
8 a.m. to 4 p.m. A representative
from the Housing Branch will be
present to answer questions.
Quarters applications will be
available for those who wish to
apply for 1 of the 12 completed
apartments.


The apartment on view is one of
34 in eight buildings to be com-
pleted as the first phase of the
Williamson Place redevelopment
project. The entire project calls for
construction of 16 buildings con-
taining 72 apartments.
The new masonry buildings,
known as type 365, are all four or
six-apartment quarters. Each apart-
ment has two bedrooms, one full
bath upstairs; a % bath downstairs;
a covered carport; and a covered
patio with a sliding glass door. The


patios and carports will be separated
by storage areas between apart-
ments. Biweekly rental will be
$73.30.
The 72 apartments will be de-
signated as A category housing for
family or bachelor assignment in
accordance with regular assignment
procedures.
The quarters were designed and
contracted for by the Engineering
and Construction Bureau and built
by Hammer Corp.


Green Wave Swim Club Starts Fifth Season


The Green Wave Swim Club of
the Canal Zone is beginning its
fifth season on Thursday, Septem-
ber 1 at the Los Rios Swimming
Pool. The team is made up of boys
arld girls of all ages, from the Canal
Zone and Panama, who have a
common interest in competitive
swimming.
Coach David Beldus is an active
member of the American Swim
Coaches Association. He has
coached swimming teams in the
Canal Zone for 10 years and has
been the assistant coach of the
Tulane Green Wave Swim Club in
New Orleans for 6 summers.
Beldus has coached swimmers
who have attained recognition as
High School All-American, AAU


National Junior Olympic, AAU
Senior National and U.S. Olympic
Trial champions. The training meth-
ods and techniques used by Coach
Beldus have been proven in the
United States and have repeatedly
produced championship teams;

Gobernador Anuncia Plan de Jubilaci6n Anticipada


El Secretario del Ej&rcito ha
autorizado al Gobernador para que
informed a todos los empleados lo
siguiente:
Los Estados Unidos proporciona-
ran un program apropiado de ju-
bilaci6n anticipada optativa, a todas
aquellas personas que se encuentren
empleadas por la Compafiia del
Canal de PanamA o el Gobierno de
la Zona del Canal, al moment en
que entire en vigor el nuevo tratado
sobre el Canal de PanamA. En este
sentido, y tomando en cuenta las
circunstancias inicas que se crearian
segun las disposiciones del tratado,
incluso su vigencia y efecto sobre
tales empleados, los Estados Unidos
tomaran las siguientes medidas en
cuanto a los mismos:
(a) Determinaran que existen con-
diciones que invoquen la ley aplica-
ble de los Estadns Unidos que per-
mite pensions de jubilaci6n antici-
pada, y aplicara dicha ley durante
un period substantial de la vigen-
cia del tratado;
(b) ProcurarA las leyes especiales
que proporcionen un derecho mas
liberal a las pensions de jubilaci6n
y para el cAlculo de las mismas, que
aquellas que actualmente estipula la
ley.

De Escuelas en la Zona
El Dr. Lowell C. Wilson, maestro
de cuarto grado de la Escuela Pri-
maria de Diablo, acaba de terminal
una historic de las escuelas prima-
rias de los Estados Unidos en la
Zona del Canal.
Su historic cubre el period com-
prendido entire la 6poca de la cons-
trucci6n hasta 1976. Estima el Dr.
Wilson que para aquellas personas
que no conocen el sistema escolar
de la Zona, es decir families e indi-
viduos reci6n llegados, su obra cons-
tituiri una 6til fuente de referencia.
En la Biblioteca de la Zona y en
la Universidad de la Zona del Canal
reposan copias de sus tesis.

y los beneficios que serAn buscados
a trav6s de legislaci6n no han sido
determinados.

petr6leo crudo desde Alaska hasta
los puertos del Golfo y de la Costa
Este de los Estados Unidos tuvo su
inicio el mi6rcoles cuando el buque
cisterna SS Washington Trader
moviliz6 39,500 toneladas de petr6-
leo a trav6s del Canal de Panama.
El transit fue Ilevado a cabo jus-
tamente 1 mes despu6s de que el
primer flujo de aceite del norte lle-
gara al oleoducto portuario de
Valdez en Alaska.

Combatirlan Algas
La Compafiia del Canal de
PanamA ha dado a la publicidad
un borrador de declaraci6n de
impact ambiental sobre la intro-
ducci6n del pez amur blanco en
las aguas de la Zona del Canal
con la finalidad de controlar las
algas. Las personas interesadas
pueden obtener una copia de la
declaraci6n en las oficinas del
Director de Ingenieria y Cons-
trucci6n. Sus comentarios debe-
rAn ser sometidos a la Direcci6n
de Ingenieria y Construcci6n a
mis tardar el 17 de octubre para
su inclusi6n en la declaraci6n
final.

buques de bandera de Estados
Unidos y un barco de bandera bri-
tinica que estara situado en cali-
dad permanent a aproximadamente
15 millas de la costa de PanamA en
la Bahia de Parita, Chitre.
El buque terminal British Resolu-
tion, recibira el petr6leo crudo de
los buques cisterna que hacen el
viaje de ida y vuelta desde Valdez
a la Bahia de Parita y regreso a
Valdez y descargaran el aceite en
buques cisterna que haran la trave-
sia desde los puertos del Golfo y
de la Costa Este hasta la Bahia de
Parita, y regreso por el Canal.
La tripulaci6n del British Resolu-
tion, que trabaja las 24 horas del
dia, puede recibir y descargar 6,000
toneladas de petr6leo por hora me-
diante el uso de mangueras de
12 pulgadas. Su capacidad aumen-
tara a 10,000 toneladas por hora
cuando sea equipada con mangue-
ras de 16 pulgadas.
Los barcos que descargaran su
cargamento aqui arribaran a la
Bahia de Parita aproximadamente
cada 5 dias y tres de los buques que
l1evaran el petr6leo a los puertos
del Atlantico pasarin por el Canal
cada 4 dias.

gue de emergencia debe estar dis-
ponible durante las 24 horas del
dia por periods que fluct6an entire
unas pocas horas hasta 1 semana.
Se necesitan con urgencia seis de
estos hogares: dos en el sector Atlan-
tico y cuatro en el sector Pacifico.
Los hogares de crianza a corto
plazo tendrAn una duraci6n de
1 semana a 6 meses. Se necesitan
15 de dichos hogares: 5 en el sector
AtlAntico y 10 en el sector Pacifico.
El program de hogares de crian-
za patrocinado por el Fondo Unido,
tiene por objeto proporcionar cui-
dado a nifios cuyos padres no pue-
den cuidar de ellos por un tiempo
y cuando su adopci6n no es deseada
ni possible.
El Ramo de Trabajo Social, Di-
visi6n de Salubridad PFblica, ten-
dra la responsabilidad de adiestrar
a los futures padres que se dedica-
rAn a dar crianza a estos nifios.

Mensaje del Gobernador

Los hombres y mujeres que el lunes celebren el Dia del
Trabajo en la Zona del Canal son el centro de la atenci6n
mundial.
Por 63 afios, durantedos Guerras Mundiales, los conflicts de
Corea y Vietnam, tiempos de depresi6n y prosperidad, los
barcos han transitado de un ocean a otro por el Canal de
Panama.
En todos los paises del mundo hay personas que han visto
con sus propios ojos la eficiente dedicaci6n de hombres y
mujeres norteamericanos y panamenos que trabajan para pasar
los barcos de todas las naciones a trav6s de la via acuAtica.
Hay una gran posibilidad de que no existe otra fuerza laboral
cuyo desempefio en el trabajo sea tan conocido por tanta gente.
Creo que vemos el Canal de PanamA con una emoci6n
pr6xima al carifio-un carifio que genera el orgullo de que cada
empleado del Canal darA siempre lo mejor de si mismo.
Este conocimiento me hace confiar que el Dia del Trabajo
de 1977-aunque lega en tiempos dificiles e inciertos-encon-
trarA a la fuerza laboral realizando sus muchas funciones mejor
que nunca.

El Program de Nataci6n de la
Division de Escuelas en el sector
Atlintico comenzarA en la Piscina
de Margarita el 12 de septiembre y
terminarA el 21 de octubre.
Los residents de Margarita y
Brazos pueden inscribirse del 29 de
agosto al 7 de septiembre.
Ya que la inscripci6n es limitada,
los nifios de otras comunidades pue-
den inscribirse del 8 al 11 de sep-
tiembre a base de cupos disponibles.
No se aceptarin inscripciones des-
pu6s del 11 de septiembre.
Los nifios que anteriormente se
hayan inscrito en la Piscina de
Margarita pueden inscribirse por te-
lfono. Los padres de nuevos alum-
nos deben lenar los formularios de
inscripci6n en la oficina de la
piscina.
Los nifios principiantes en todas
las classes deben reunirse en la en-
trada de la piscina para pasar list.
Los reglamentos de la piscina sobre
conduct se cumplirAn estricta-
mente.
Todas las pertenencias deben de-
jarse en la oficina de la piscina ya

La Asociaci6n de Motociclistas
del Istmo (IMA) celebrarA su pr6xi-
ma carrera el 4 de septiembre a la
1 p.m. en Cocoli.
El motociclismo es el deported que
estA desarrollindose con mayor ra-
pidez en America hoy dia. Con la
possible excepci6n del fitbol ameri-
cano, se consider que es el que
demand mayor esfuerzo fisico en
todo el mundo.
La mayoria de los miembros del
IMA son adolescents o j6venes de
poco mis de 20 afios y el motoci-
clismo les proporciona el desahogo
necesario en su tiempo libre yr la
oporturnidad de ejercitar la concen-
traci6n total y mantenerse en hue-
nas condiciones fisicas.
No es cierto, dicen ellos, que las

Manejo de Botes
El Curso BAsico de Seguridad en
el Manejo de Botes patrocinado por
el "Power Squadron" de la Zona
del Canal, sector Pacifico, se ofre-
cerA otra vez este'semestre desde el
martes 6 de septiembre. La clase se
reunirA los martes y jueves de 7:30
a 9:30 p.m. en el Cafetorium de la
Escuela Secundaria de Curundi y
continuard por 6 semanas. No hay
que pagar por las classes pero los
estudiantes tendrin que comprar
ciertos materials.
La clase se darA a todas las per-
sonas interesadas, sin tomar en
cuenta su lugar de residencia o
empleo. Sin embargo, se avisa que
las classes se ensefiarin en ingl6s. Se
tomarA la inscripcion el primer dia
de classes, 6 de septiembre.

minimo los peligros naturales en la
ruta de Ia carrera y listen ropa pro-
tectora, ademAs de tomar las medi-
das necesarias para prevenir acci-
dentes.
La mayoria de las motocicletas
que se usan en las competencias son
disefiadas especificamente para este
tipo de carrera. Todas tienen buen
sistema de suspension para dominar
el terreno dificil, buena direcci6n
para tomar las curvas y aceleraci6n
instantAnea para aprovechar las
oportunidades.
Las motes se clasifican per cilin-
dradas. Aunque las motes con las
cilindradas mayores tienen mas po-
tencia, las mis pequefias son mas
Agiles, de tal forma que en una
competencia estan parejos.
El program esta dividido en va-
rias carreras. Las primeras dos se
usan para separar los conductores
en dos o tres grupos y efectuar com-
petencias a diferentes niveles. Se
saca el promedio de puntuaci6n de
cada participant y se afiade a las
actuaciones anteriores para ubicarlo
en el grupo correspondiente. Los
conductores menores de 16 afios con
sus minimotos compiten en una
clase especial.
Cada grupo o clase corre enton-
ces en tres carreras para determinar
los ganadores. Se anota la puntua-
ci6n de los conductores de acuerdo
con sus posiciones finales. Al final
del event, se totalizan las puntua-
clones y el conductor con el menor
nmmero de puntos es el ganador en
su clase.
Los trofeos que se entregan a los
ganadores son pagados con donacio-
nes de los espectadores.

La Universidad de la Zona esti
aceptando matriculas para dos nue-
vos cursos de 12 semanas de dura-
ci6n que comenzaran el 12 y 13 de
septiembre: Introducci6n a la Edd-
caci6n Infantil Temprana y Expe-
riencias Creativas en la Formaci6n
Intelectual.
El program ofrece al estudiante
la oportunidad de iniciar un plan de
studios de 2 afios 6 completar su
formaci6n en una carrera iniciada
anteriormente. Tambi6n servirA para
enriquecer los conocimientos de los
padres y de todas aquellas personas
que tratan con niiios de edad pre-
escolar en PanamA y la Zona del
Canal.
El curso de Introducci6n, a cargo
de la Profesora Reba T. Robinson,
se dictara los martes y jueves de
generals de la educaci6n pre-
escolar e incluirA studios sobre en-
foques filos6ficos y m6todos admi-
nistrativos en la operaci6n de guar-
deria tales como la planificaci6n de
los programs de actividades enca-


minados a satisfacer las necesidades
sociales, emocionales y fisicas de
los niiios pequefios.
El curso enfoca especialmente las
relaciones entire la guarderia y los
padres de la critura.
Experiencias Creativas en la For-
maci6n Intelectual de nifios de edad
pre-escolar se dictara los lunes y
miercoles de 6:40 a 8:30 p.m. El
studio de arte y otras materials re-
lacionadas cubrirA 10 sesiones, du-
rante las cuales los estudiantes par-
ticiparAn activamente en proyectos
especialmente creados para la ins-
trucci6n pre-escolar. Ocho sesiones
seran dedicadas a la misica y par-
ticipaci6n en programs musicales.
Tres sesiones seran dedicadas a
cuestiones de salud, nutrici6n y el

Vaya a Buscar Carro
Es muy fastidioso para un resi-
dente del sector Pacifico tomar
2 dias de licencia de su trabajo y
viajar dos veces al lado AtlAntico
para recoger su auto. Pero eso es
exactamente lo que pasa si los em-
pleados llegan al muelle el dia que
arriba el barco Crist6bal y encuen-
tran que su auto no sera desembar-
cado sino hasta tarde esa noche.
La Division de Terminales avisa
a todos los empleados que recojan
sus autos el dia despu6s de que el
barce Ilegue.
Cuando pasen a recogerlos-ya
sea en la Zona del Canal o en Nue-
va Orleans, los vehiculos de uso pri-
vado deben ser inspeccionados mi-
nuciosamente para comprobar dafios
ocurridos duranie el viaje antes de
que puedan removerse del Area de
terminales.
Los duefios son los responsables
de hacer esta inspecci6n.
Debe denunciarse el dafio a la
persona que haga la entrega antes
de que el propietario mueva el ve-
hiculo. El duefio es responsible por
las condiciones del auto una vez
que haya sido removido del area
del terminal.
No se tomara en cuenta ningni
reclamo por dafios que se haga des-
pu6s de que el vehiculo haya aban-
donado el Area de terminal.


Exhiben Artefactos
Hasta noviembre estaran en exhi-
bici6n los artefactos choc6es y fotos
que la bibliotecaria Mania Nita ha
prestado a la Biblioteca-Museo.
Hay canastas, tallas de madera,
fetiches y joyas. No se pierda esta
oportunidad de apreciar las bellas y
excepcionales manualidades del
Darien.
El museo esta ubicado en el Edi-
ficio de Asuntos Civiles en la Carre-
tera Gaillard y esta abierto durante

4 meses desde que su comprobante
es recibido en el Ramo de Reclamos
hasta que usted reciba el pago.
Esos 4 meses podrian extenderse
ain mis, a menos que usted haga
caso a los consejos del Ramo de
Reclamos para acelerar el pago de
su reclamo y de los otros:
Llene el comprobante correcta-
mente.
Envielo por correo-no lo lleve
personalmente-al Ramo de Recla-
mos.
No Ilame para averiguar el estadi
de su comprobante.
Llene el comprobante de viaje (d
acuerdo con las instrucciones y el
modelo proporcionado por el Ramo
de Transporte. Generalmente, en la
"Lista de Reclamos por Gastos In-
curridos" s61o se anota un itinerario
del viaje y las sumas pagadas por
gastos miscelaneos como manejo de
equipaje, taxis, etc.
Si tiene alguna duda, escribala en
un papel aparte y adjuntelo al com-
probante. Si es necesario, el escru-
tador de reclamos lo Ilamara para
aclararle cuando se est6 procesando
su reclamo.
Envie por correo el comprobante
de viaje, junto con los talonarios de
boletos y recibos, al Ramo de Re-
clamos usando el sobre proporcio-
nado por el Ramo de Transporte.
Si desea un acuse de recibo de
su reclamo, llene la tarjeta que le
dio el Ramo de Transporte y el
Ramo de Reclamos se la devolvera
cuando reciba su comprobante.
Y recuerde, cada llamada al Ramo
de Reclamos interumpe el procesa-
miento de un comprobante que
podria ser el suyo.

La Sra. Walsh se especializ6 en
arte en la Universidad de Mt. San
Antonio de California, estudi6 en
el Instituo de Arte de San Antonio
con el famoso artist norteamericano
Carl Embrey y, como alumna espe-
cial en el Departamento de Arte de
la Universidad Agnes Scott en
Atlanta, Georgia, continue sus estu-
dios de pintura, acuarela, grabado
y cerAmica.
Ha participado en exposiciones


con jurado en el Sudeste de los Es-
tados Unidos, la Exposici6n de Arte
del Bicentenario en Georgia y ha
ganado various premios, entire ellos
el de mayor venta de cuadros en
Georgia. Mientras estuvo en Atlanta
fue miembro del Club de Artistas
de Atlanta.
Desde que lleg6 al Istmo en junior
del afio pasado, la Sra. Walsh ha
ensefiado Arte Infantil en el Pro-
grama de Actividades Juveniles en
Fuerte Amador y Fuerte Clayton y
actualmente ensefia en la Tienda
de Arte de Fuerte Clayton. En no-
viembre recibi6 una menci6n hono-
rifica por su cuadro al 61eo titulado
"Caida en el Portillo" en una expo-
sici6n con jurado patrocinada por la
Liga Nacional de "Penwomen",
Ramo de la Zona del Canal y Pa-
nama, de la cual ella es miembro.
Sus cuadros estan representados en
colecciones privadas en todo el
mundo.


Jean Walsh con dos de las pinturas de su exhibici6n
que esta siendo presentada en "La Pequefia Galeria"
en el Edificio de Administraci6n en Balboa Heights.
Con el patrocinio de la Liga Nacional "American Pen-

jueves 9 de septiembre en la Pis-
cina i.- Los Rios. El equipo estA
compu -to por j6venes de ambos
sexos dc todas las edades, de la
Zona del Canal y PanamA, que tie-
nen en com6n el interns por las
competencias de nataci6n.
El entrenador David Beldus es
miembro active de la Asociaci6n
Americana de Entrenadores de Na-
taci6n. Ha entrenado equipos de
nataci6n en la Zona del Canal por
10 afios y ha sido ayudante de en-
trenador del Club de Nataci6n
"Green Wave" de Tulane, en Nueva
Orleans, por 6 veranos.
Beldus ha entrenado nadadores
que han obtenido reconocimiento
como campeones de "High School


All-American, AAU National Junior
Olympic, AAU Senior National" y
"U.S. Olympic Trial". Beldus usa
metodos y t6cnicas de entrenamien-
to probadas en los Estados Unidos
y quo repetidamente han producido
equipos campeones.

tura con el traditional corte de la
cinta, habrA una exhibici6n para el
piblico del Apartamento B, Casa
N9 0748, de 8 a.m. a 4 p.m. Un
representante del Ramo de Vivien-

aquellos que deseen solicitar uno de
los 12 apartamentos completados.
El apartamento en exhibici6n es
uno de 34 en 8 edificios que seran
construidos como primera fase de la
remodelaci6n de Williamson Place.
El proyecto complete require la
construcci6n de 16 edificios con un
total de 72 apartamentos.
Los nuevos edificios de mampos-
teria, llamados tipo 365, son vivien-
das de 4 6 6 apartamentos. Cada
apartamento tiene dos recAmaras y
un bafio complete arriba; un servi-
cio abajo; un garaje cubierto y un

beros y de la Divisi6n de Policia de la Zona del Canal
recibieron sendos certificados acreditindolos como
Tecn6logos de Emergencia M6dica (EMT), capacitados
para prestar atenci6n mddica de emergencia. Estos
alumnos obtuvieron sus certificados despu6s de haber


patio con techo y puerta de vidrio
corrediza. Los patios y garajes es-
tarin separados per espacios de al-
macenaje entire los apartamentos. El
alquiler quincenal sera $73.30.
Los 72 apartamentos serAn de-
nominados en la categoria A para
vivienda de families o solteros de
acuerdo con los procedimientos re-
gulares de asignaci6n.
Las viviendas fueron disefiadas
por la Dibecci6n de Ingenieria y
Construcci6n que tambi6n otorg6 el
contrato. La obra de construcci6n
esti a cargo de Hammer Corp.
