"Libertad," the Argentine Navy's training vessel, leaves the Thatcher
Ferry Bridge behind as she enters the Panama Canal for a 3-day visit.
The 345-foot "Libertad," built in 1962 at the Rio Santiago Naval Ship-
yard in Argentina, participated in the 1964 Lisbon to Bermuda race and
was one of the tall ships in the bicentennial flotilla "Operation Sail"
in New York Harbor.


25 Courses Scheduled To Start

At CZC in September and October


Although the Fall semester is
already underway at Canal Zone
College, registration is continuing
for 25 courses that start in Septem-
ber and October. These 9- and
12-week courses are in a wide
variety of subjects including crim-
inal justice, journalism, education,
business and social science.
Seven of the classes were orig-
inally intended to start this month,
but have been rescheduled to begin
September 12 or 13. They are
Secretarial Accounting, . Feature
Writing, Ecology, Principles of
Physical Education and three cour-
ses in criminal justice.
Three education courses have
also been added to the Fall se-


mester starting September 12 or 13.
They are Audiovisual Materials in
Education and two new classes in
preschool education: Introduction
to Early Childhood Education and
Creative Learning Experiences.
The other classes are listed in
the printed schedule. Two of them
are 6-week Power Squadron courses
on Basic Boating and Seamanship
starting September 6 and Octo-
ber 18. Three are 9-week courses:
College Reading starting Septem-
ber 13 at Fort Davis, Business Math
starting-October 17 and Computer
Programing (COBOL) starting Octo-
ber 18.

The steady flow of VIP visitors
and news media representatives to
the Canal Zone continued this week
as worldwide interest in the Pan-
ama Canal mounted.
Starting with the announcement
of an agreement in principle be-
tween the United States and Pan-
ama on August 10-with one of the
largest concentrations of news
media representatives gathered on
the Isthmus-Panama, the Canal
Zone, but most of all the waterway
itself, became the top news on
local and U.S. press, radio and TV.
It was the Time Magazine cover
story and merited nine pages of
copy and pictures. The "Son of
Sam" stole the Newsweek cover at
the last minute but inside coverage
of the Canal issue was extensive.
The local press carried stories
from as far away as London and
Moscow and almost everyone was
on the receiving end of clippings
from papers in cities, big and small,
that were telling the treaty story in
the United States. The clippings in-
cluded colums by William Buckley
and Patrick Buchanan whose con-
clusions were so diverse readers
might think they were not writing
on the same subject.
Just as things began to quiet
down, .word came that two of the
most important United States Sen-
ators would arrive toward the end
of the week.
Thursday evening, Senators Strom
Thurmond and Jesse Helms de-
barked at Howard AFB. With them
was Senator Orrin Hatch and the
three began a 24-hour whirlwind,
fact finding visit that included what
Hatch later described as "one of
the most thorough briefings any
group has ever received."
They listened: To Canal Zone
Gov. H. R. Parfitt, President of
Panama Demetrios Lakas, Com-
mander-in-Chief of the U.S. South-
ern Command, Lt. Gen. Dennis P.
McAuliffe, Ambassador William J.


Jorden, and their staffs and advisors.
They met with dozens of Canal
Zone civic council representatives
and labor leaders from the Canal
Zone and Panama at a Friday
morning meeting in the Governor's
Board Room.
They went to Miraflores Locks to
see ships in transit and they flew
over the Canal for a hirdseye view
of the operation.
In late afternoon, just before the
Senators returned to Washington to
prepare for a live appearance on
Sunday's Meet the Press, they held
a hurried press conference in the
Administration Building.
So newsworthy were their activi-
ties, the major TV networks carried
footage transmitted by satellite on
their Friday evenings news pro-
grams.
Friday night, in what was billed
as an Information-Education Rally,
10 civic council representatives and
labor leaders including Patricia
Fulton and William Drummond,
spoke to more than 2,600 Panama-
nian and U.S. citizens at Balboa
Stadium. They told the assembly
what was known of the agreement
in principle, they answered ques-'
tions, and they promised to seek
out additional information for a
crowd hungry for facts.
Hardly had Senators Thurmond,
Helms and Hatch started their trip
back to the United States, than
Mississippi Senator James O. East-
land was arriving at Tocumen air-
port. Throughout the weekend he
too talked and listened to those
knowledgeable people on the Isth-
mus who would help the Senators
decide how to vote on ratification
of a new Panama-Unted States
treaty.
On the same plane with Senator
Eastland was Geraldo Rivera, ar-
riving with his wife and film crew,
:o do a' segment for his popular
"Co..]l Ni lt America" show on
ABC-TV.


This afternoon, taking time out
from official appointments, two more
U.S. Senators-Ernest F. Hollings
of South Carolina and William 1,.
Scott of Virginia, were scheduled
to visit in private homes, again to
absorb information and facts to help
them decide how to vote on this
issue of worldwide importance.
And, seemingly, with every
phone call and message comes word
of new arrivals. A TV team from
Spain is shooting footage to be
shown to familiarize Spanish audi-
ences with the Canal situation in
anticipation of next month's visit
to Panama by King Juan Carlos.
The list of working visitors to
Miraflores Locks made out by Canal
Zone Guides reads like a directory
of news agencies: 10-10:30, Nico-
las Parsons, Reuters; 1:20-3:10,
NBC crew; 2:25-3:15, Claes Thor-
son, Swedish TV; 2:30-3:30 CBS;
3-4, Argentine TV crew; 4:30-5:30
CBS (again) and NBS crews.
It was inevitable-with the
comings and goings of VIPs and
news media-that at least minor
instances of chaos would oqcur, and
they did. 4TV crews-from NBC,
CBS and a Swedish station were
practically shooting over and under
each other's cameras when they all
arrived at the Miraflores Control
tower to film the transit of the
Yashima Maru.
And David Dow, the CBS Latin
American correspondent, arrived
home in Buenos Aires the day after
Ambassadors Linowitz and Bunker
left the Isthmus to find a message
to fly to the Canal Zone to cover
the visit of Senators Thurmond and
Helms.
Isthmian residents who once
thought that no one had ever heard
of Panama, the Canal Zone, or the
Panama Canal now' had proof
plenty that everyone has heard of
all three.

Health Benefits,

Premium Charges

To Change Jan. I

There will be changes in health
benefits and premium charges under
the Canal Zone Benefit Plan
(Mutual of Omaha) effective Jan-
uary 1, 1978.
The premium changes were pub-
lished in last week's SPILLWAY.
The health benefits changes fol-
low:
S. .Outside the Canal Zone the
Plan now pays actual charges only
to the extent they are reasonable
and customary.
S.. After the Plan pays Basic
Hospital Expenses, employees must
pay the next $100 per person each
year before the Plan will pay Major
Hospital Benefits. The $250,000
maximum is eliminated. There will
no longer be a maximum limit.
S. .Outside the Canal Zone, the
Plan will now pay the average semi-
private room rate while confined in
a hospital. Formerly Basic Benefits
for room and board were limited
to $55 per day.
S. . It is clarified that benefits
for doctors' services in a hospital
are payable for both surgical and
non-surgical cases.
. . . The Benefit has been in-
creased from $10 a day to $20 for
the first day, $15 for the second day
and $10 thereafter.
.. Both in and outside the
Canal Zone, services and supplies
for diagnosis and treatment of an
illness furnished to other than an
inpatient are now limited to $600
for self-only enrollment and $1,800
for family enrollment each calendar
year.
. . . Both in and outside the
Canal Zone, the Plan will now pay
charges for services and supplies
incurred within 72 hours of acci-
dental injury. Formerly, charges
were payable in full in the Canal
Zone and limited to $300 outside
the Canal Zone.
.. The $5,000 maximum for
treatment of Dread Diseases is elim-
inated. Inpatient expenses for treat-
ment of Dread Diseases are now
payable the same as for any illness
or 'injury; however, out-of-hospital
expenses are covered in full.
.. Both in and outside the
Canal Zone, the Plan will now pay
charges for cancer therapy and
renal dialysis rendered to other
than an inpatient.
. . . The brochure now includes
a definition of covered charges and
restates the definitions of doctor
and reasonable and customary
charges.
. .There are now specific ex-
clusions for: (1) services and sup-
plies not medically necessary;
(2) charges for hospital room and
hoard in excess of average semi-
private room rates; (3) any facility
not included in the definition of
"hospital" or "clinic"; (4) any prac-
titioner not included in the defini-
tion of "doctor," with the exception
of a qualified physical therapist or
nurse; (5) services and supplies not
furnished in accordance with gen-
erally accepted professional and
medical standards; (6) sex transfor-
mation any non-approved treatment
related to sexual disfunction;
(7) orthopedic shoes and other sup-
portive devices for the feet;
(8) home visits or home treatments;
and (9) any service or supply not
shown as covered.

Mid-East Dance

Course Starts

USO-J Aug. 29
The USO-J, Balboa, is accepting
registrations for new courses in Ele-
mentary Middle Eastern dance for
women and Elementary Dance for
children 6 to 11 years of age.
The 15-week Middle Eastern
Dance course will be held from
5 to 6:15 p.m. on Mondays, starting
August 29. This is the original belly
dance course in this area. The chil-
dren's dance course teaches them
ballet, jazz, character and belly
dancing. They learn by doing rather
than by straight academic lessons.
This class meets every Thursday
from 5 to 6:15 p.m.
Other dance courses at the "J"
are Advanced Middle Eastern
(belly) dancing which meets every
Tuesday at 5 p.m., and Inter-
mediate Ballet for young ladies,
on Thursday at 6:30 p.m.

Curundu Junior High

To Let Out Early

On First Schoolday

Parents of students attending
Curundu Junior High School on
Monday, August 29, first day of
school, are advised that school will
end for the youngsters at 12 noon.
No lunch will be served that day,
and no time will be made available
for eating of lunch. The buses will
transport students home shortly
after noon. Parents who transport
their youngsters by private means
are advised of this short day of
classes and are urged to make
arrangements to pick up their
youngsters at 12:15 p.m.
The early release of classes the
first day of school is unique. It is
necessitated because of repair work
being completed in the Cafetorium.
Students will'be advised daily in
school by a school official when
regular school hours for classes will
begin. Until kitchen service can
resume, students will be advised
daily to bring a lunch from home,
once full-day classes get underway.

observed in the Canal Zone Au-
gust 29 to September 2 with a var-
ied program of events including
panel discussions, workshops and
seminars.

Commander, U.S. Air Force South-
ern Air Division, will be the main
speaker at the opening ceremony

Motorists Urged To

Expect the Unexpected

On First Schoolday
When Canal Zone students re-
turn to school on Monday, all of
them-from kindergarten kids to
high school seniors-will have new
friends, new classes, new teachers
on their minds.
In fact they'll be thinking of
everything and anything but safety
which puts the responsibility on
you-the mature driver.
For these first few exciting days,
Canal Zone motorists will have to
think safety and drive safely for the
students as well as for themselves.
Remember that accident poten-
tial increases at specific times each
day when students are traveling in
groups, waiting for schoolbuses,
riding bikes, and just shooting the
breeze. These are the special times
when you should keep the follow-
ing safe-driving rules uppermost in
mind:
* Observe posted speed limits es-
pecially when passing school zone.
* Know the international "School
Zone" signs.
* When a schoolbus is stopped
for the purpose of picking up or
discharging passengers, and is flash-
ing two red lights, drivers must
stop at least 10 feet from the bus,
regardless of the direction they are
traveling. They must remain
stopped until the bus moves on, or
until a policeman or crossing guard,
or the busdriver signals to the
drivers to proceed, or the red lights
are no longer flashing.
* Use extra caution when passing
children on bicycles.
* Slow down when children are
playing near the curb or driveways.
* Use extra caution when driving
in residential areas where bicycles,
skates, scooters and wagons are
being used.
The life of a child in front of
a vehicle depends on the driver,
and he must always expect the
unexpected from children.

Survey; U.S. Southern Air Division
(TAC)-U.S. Air Force; and U.S.
Navy, Panama Canal. The topic of
discussion will be the progress
achieved since 1967 and goals to
be met in the Federal Women's
Program.
The presentation by Dr. Ana
Wakeland, the Panama Canal or-
ganization's Federal Women's Pro-
gram Coordinator, will include a
discussion on the legal basis of
the Federal Woman's Program, a
historical background of the pro-
gram from the Governor's designa-
tion in June 1971 of Eileen L.
McCarthy as the first Women's Pro-
gram Coordinator with Theresa F.
Moore, deputy, both women on a
part-time basis, until the appoint-

restructuring of the Women's Ad-
visory Council; the achievements,

account promotions, selections and
training; support program; comnu-
nity impact; discrimination com-
plaints based on sex; evaluation pro-
gram; and development of the
Federal Women's Program action
plan.

'Tembleque' Making

Classes To Start

At Balboa YMCA
Instruction in Bunka and the art
of making tembleques will begin at
the Balboa YMCA on September 7.
You can learn the techniques of
Bunka - Japanese embroidery - to
make intricate and beautiful pic-
tures in yarn. Many kits are avail-
able, or you can design and com-
plete your own creation. Bunka
classes will be held each Wednes-
day from 7 to 9 p.m. for 4 weeks.
Tembleques are the jewelry worn
in the hair of Panamanian women
when they dress in native costume.
They can easily be modified into
distinctive brooches. The art of
making this unique jewelry will be
taught Mondays and Wednesdays
from 5 to 7 p.m. All materials will
be provided to make six pair of
tembleques for a total of 12 pieces
of jewelry.
An exhibit of Japanese embroi-
dery and tembleques is on display
at the YMCA gift shop.

William L. De La Mater tosses the tip-off ball to open the second annual
Panama West Rotary Club Basketball Charity Classic. He was representing
Gov. H. R. Parfitt at the opening of the 10-day tourney which saw the
best teams from Panama and the Canal Zone competing for the champion-
ship. The tournament was played August 8 through 17. In the first game,
the Rotary West All Stars defeated the Marines 99-45. At right is Charles
W. Hummer, president of the Panama West Rotary Club which will use
the proceeds from the tournament for its community service projects.

One wonders if these 2-month-old jaguar kittens
peering out at a strange, new world are wondering
how they came to be born in a Canal Zone zoo.
Research in old issues of the SPILLWAY traces their
"Roots" to the jungles of Darien and to an Indiana
Zoo. In 1963, Dr. Nathan Gale, director of the Zoo,
bought a 6-week-old male. For 10 long years, the cat
paced a lonely cage. Finally a search for a suitable
mate ended when Dr. Gale located a young female
and had her sent down from Indiana. Then the
veterinarian crossed his fingers. Would the two cats-
named Ted and Jan-Marie-take to each other. They
did, with the hoped-for results. In July 1976, Jan-Marie
gave birth to two male kittens-the first jaguars ever
born in captivity on the Isthmus. And just 12 months
later, she had two more babies-this male and female.
It appears Ted and Jan-Marie are doing their best to
remedy the situation that has placed jaguars on the
endangered species list.

New Policy Permits Summer Tennis Tourney
Administrative Leave An

For Job Interviews Results Are Announced


A new policy has been adopted
by the Panama Canal Company-
Canal Zone Government concerning
the leave status of employees during
job interviews.
Employees will be permitted up
to 1 hour of administrative leave to
attend job interviews when the in-
terviews are for vacancies within
the Company-Government. Absence
beyond 1 hour will be charged to
leave.
If the vacancy is outside the
agency, the entire interview time
will be charged to leave.
In either case, the employee's
immediate supervisor may charge
the entire absence to leave if, in
his opinion, the employee is abusing
this privilege.
The new policy was implemented
after comments on several alterna-
tive methods were received from
bureaus, independent units and
23 labor unions.


During the weekend of Au-
gust 12-14, and the week of Au-
gust 15-18, the Recreation Services
Office conducted two tennis tourna-
ments; one for adults and one for
teenage-youths who participated in
the Recreation Services Summer
Tennis Program.
The adult tournament was held
at the Balboa, Diablo, and Curundu
tennis courts during the weekend
of August 12-14.
Pat Coleman met Gloria Corrigan
in the Women's Beginners' finals on
August 14 and some very fine play-
ing by both ladies was witnessed.
Coleman won 9-8.
During the same weekend, the
Women's Intermediate saw action.
The finals were also played on
August 14, at the Balboa Tennis
Courts. Rosemary Denley was the
winner, defeating Ruth Shaw
6-3 6-2.

Jeannie Simons, also unseeded, de-
feated Beverly Tucker, seeded No. 2
in the first round of the Advanced
Girls 6-2 6-4.

courts August 14, to adults and

Mientras Crece Numero de Visitantes


Con sus tripulantes trepados en el aparejo, la fragata argentina "Libertad"
pasa por debajo del Puente Thatcher Ferry a su Ilegada al puerto de
Balboa. en reciente visit de 3 dias. La nave de adiestramiento de
345 pies de largo, fue constriida en 1962 en el Astillero Rio-Santiago.
En 1964 particip6 en la Regata Lisboa-Bermuda y el aiio pasado desfil6
con otros veleros en ocasi6n del bicentenario de los Estados Unidos en
Nueva York.


U de la Zona Iniciara 25 Cursos

Durante Septiembre y Octubre


Aunque ya comenz6 este semes-
tre en la Universidad de la Zona
del Canal, continna la matricula
para 25 cursos que se inician en
septiembre y octubre. Estos cursos
de 9 y 12 semanas tienen una va-
riedad de materials que incluyen jus-
ticia criminal, periodismo, educa-
ci6n, comercio y ciencias sociales.
Siete de estas classes debian haber
empezado en este mes pero han
sido reprogramadas para comenzar
el 12 6 13 de septiembre. Son:
Contabilidad Secretarial, Redacci6n
de Noticias, Ecologia, Principios de
Educaci6n Fisica y tres cursos en
justicia criminal.
Tambi6n se han afiadido en este
semestre tires cursos de educaci6n
que comienzan el 12 6 13 de sep-
tiembre: Materiales Audiovisuales


en la Educaci6n, y dos classes nue-
vas en educaci6n preescolar: Intro-
ducci6n a la Educaci6n Infantil y
Experiencias Creativas de Apren-
dizaje.
Las otras classes aparecen en el

La corrientc constant de visits
de personajes importantes y repre-
sentantes de la prensa international
a la Zona del Canal continue esta
semana al aumentar el creciente in-
ter6s mundial en el Canal de Pa-
nama.
Comenz6 con el anuncio de un
acuerdo en principio entire los Es-
tados Unidos y PanamA el 10 de
agosto, cuando una de las mAs gran-
des concentraciones de representan-
tes de la prensa y noticieros se
reuni6 en el Istmo, Panama y la
Zona del Canal; pero sobre todo la
misma via acuAtica fue la noticia
mis important en la prensa, radio
y TV locales y de Estados Unidos.
Apareci6 en la portada de la re-
vista "Time" y mereci6 nueve pA-
ginas de texto y fotos. A diltima
hora "El Hijo de Sam" le rob6 el
espacio en la portada de "News-
week" pero en las paginas interio-
res la informaci6n fue extensa.
La prensa local traia noticias de
lugares tan remotos como Londres,
Mosc6 y casi todo el mundo recibia
recortes de peri6dicos de ciudades
grandes y pequefias que contaban
la historic del Canal en los Estados
Unidos. Los recortes incluian las
columns de William Buckley y
Patrick Buchanan con conclusions
tan diversas que no parecia que
estaban escribiendo sobre el mismo
tema.
Apenas se calmaron un poco las
cosas, vino la noticia de que dos
de los mis importantes Senadores
de los Estados Unidos Ilegarian el
fin de semana.
El jueves en la tarde los Senado-
res Strom Thurmond y Jesse Helms

Howard. Con ellos vino el Senador

cias del Gobernador.
Fueron a las Esclusas de Mira-
flores para ver los barcos en trAnsito
y volaron sobre el Canal para con-
templar la operaci6n desde el aire.
Antes de que dejaran el Istmo,
los senadores tuvieron una confe-
rencia de prensa en el Edificio de
la Administraci6n.
Sus actividades despertaron tan-
to interns que las mayores redes de
TV transmitieron la informaci6n por
sat6lite en sus programs del vier-
nes por la noche.
El mismo viernes en la noche, en
lo que se anunci6 como una Con-
centraci6n Informativa - Educativa,
10 representantes de los consejos
civicos y dirigentes sindicales, in-
cluyendo a Patricia Fulton y Wil-
liam Drummond, se dirigieron a
mis de 2,600 panamefios y norte-
americanos en el Estadio de Bal-
boa. Explicaron lo que se sabia del
acuerdo en principio, contestaron
preguntas y prometieron conseguir
detalles adicionales para una mul-
titud sedienta de informaci6n.
Apenas habian regresado los Se-
nadores Thurmond, Helms y Hatch
a los Estados Unidos cuando el

Los residents del Istmo que al-
guna vez pensaron que ninguno
habia oido hablar de Panami, la
Zona del Canal o el Canal de Pa-
nami tienen ahora bastante prueba
de que todo el mundo ha oido
hablar de los tres.

Cambian Plan de

Seguro Colectivo,

Aumentan Primas

Desde el 1� de enero de 1978,
habrA cambios en los beneficios de
salud y las primas bajo el Plan de
Beneficio de la Zona del Canal
(CZBP) de la Mutual of Omaha.
Los cambios en las primas se
publicaron en el SPILLWAY de la
semana pasada.
Los cambios en los beneficios de
salud son:
. Fuera de la Zona del Canal,
el Plan ahora paga los gastos sola-
mente hasta las sumas que sean
razonables y usuales.
. . Despubs que el Plan pague
los Gastos BAsicos de Hospital, el
asegurado debe pagar los pr6ximos
$100 por persona cada afio antes de
que el Plan pague Beneficios Mayo-
res de Hospital. Se elimin6 el mAxi-
mo de $250,000. Ya no habrA limited
maximo.
S. .Fuera de la Zona del Canal,
el Plan ahora pagarA la tarifa pro-
medio de un cuarto semiprivado
mientras est6 recluido en un hospi-
tal. Anteriormente, los beneficios
bAsicos por alimentaci6n y cama
estaban limitados a $55 por dia.
S. .Se aclara que los beneficios
por servicios m6dicos en los hospi-
tales son pagaderos tanto para los
casos de cirugia como otras circuns-
tancias.
. . . El beneficio ha sido aumen-
tado de $10 diaries a $20 por el
primer dia, $15 por el segundo dia
y $10 de alli en adelante.
. Tanto dentro como fuera de
la Zona del Canal, los servicios y
abastos por diagn6stico y tratamien-
to de una enfermedad, prestado el
que no sea paciente intern, estan
ahora limitados a $600 para el ase-
gurado solamente y $1,800 para el
asegurado y su familiar cada aio
calendario.
S. .Tanto dentro como fuera de
la Zona del Canal, el Plan ahora
pagarA gastos per servicios y abas-
tos incurridos dentro de las 72 ho-
ras de herida accidental. Anterior-
mente, los gastos eran pagaderos
per complete en la Zona del Canal
y limitados a 300 fuera de ella.
.. . Se eliminan los $5,000 mAxi-
mos tratamiento de enfermedades
temibles. Los gastos de pacientes
interns para tratamiento de enfer-
medades temibles son ahora paga-
deros lo mismo que per cualquier
enfermedad o herida; sin embargo,
los gastos incurridos fuera del hos-
pital estAn cubiertos per complete.
. . . Tanto dentro como fuera de
la Zona del Canal, el Plan ahora
pagara gastos por terapia del can-
cer y diAlisis renal prestado a pa-
cientes que no sean interns.
S. . El folleto ahora incluye una
definici6n de los gastos cubiertos y
describe otra vez las definiciones de
doctor y gastos razonables y
usuales.
. . . Ahora hay exclusiones espe-
cificas para (1) servicios y abastos
que no sean medicamente necesa-
rios; (2) gastos per alimento y cama
de hospitals que excedan el pro-
medio de las tarifas de cuartos semi-
privados; (3) cualquier entidad no
incluida bajo la definici6n de "hos-
pital" o clinicca; (4) cualquier
practicante que no est6 incluido en
la definici6n de "doctor", con la ex-
cepci6n de los terapistas fisicos y
enfermeras; (5) servicios y abastos
no prestados de acuerdo con las
normas profesionales y m6dicas ge-
neralmente aceptadas; (6) transfor-
maci6n de sexo o cualquier trata-
miento no aprobado con relaci6n
a disfunci6n sexual; (7) zapatos or-
topedicos y otros artefactos de so-
porte para los pies; (8) tratamientos
o visits en el hogar; y (9) cualquier
servicio que no aparezca como
cubierto.

El curso de 15 semanas de Dan-
zas del Medio Oriente se ofrecera
de 5 a 6:15 p.m. los lunes, desde el
29 de agosto. Este es el curso ori-
ginal de danza del vientre (belly
dancing) en esta Area. El curso de
danzas para los nifios incluye ballet,
jazz y "belly dancing". Aprenden

alumnos que asisten al Primer Ciclo
de la Escuela de Curund6 que el
lunes 29 de agosto, primer dia de

La Semana de la Miujer auspi-
ciada por la Fuerza A6rea de los
Estados Unidos- Conmndo Sur
(USAFSO) se celebrara en la Zona
del Canal del 29 de agosto al 2 de
septiembre con un program de
events que incluye discusiones de
mesa redonda, sesiones de trabajo y
seminaries.

Con Mucho Cuidado
Cuando los estudiantes de la
Zona del Canal regresen a la es-
cuela el lunes todos ellos-desde los
nifios del kindergarten hasta los j6-
venes de secundaria-estaran pen-
sando en sus nuevos amigos, nuevas
classes, nuevos maestros.
En realidad, estaran pensando en
todo menos en la seguridad, por lo
cual la responsabilidad recae ente-
ramente sobre usted-el conductor.
Toda persona que maneja ve-
hiculos en la Zona del Canal debe-
ra tomar las debidas precauciones
para proteger a los alumnos y a
si mismos.
Recuerde que los peligros po-
tenciales aumentan a horas espe-
cificas del dia cuando los estudian-
tes caminan en grupos, esperan su
autobus, conducen bicicletas o es-
tan en tertulia. En esos mementos
usted debe observer las siguientes
reglas de seguridad:
* Cumpla con las indicaciones
sobre velocidad mLxima, principal-
mente cuando se halle cerca de una
zona escolar.
* Conozca las sefiales internacio-
nales sobre "Zona Escolar".
+ Cuando un autobts de cole-
giales pare para recoger o dejar pa-
sajeros, activando dos luces rojas
intermitentes, debe detenerse por lo
menos a 10 pies del autobus, hasta
que 6ste siga o un policia o un
guardia auxiliar de peatones o el
conductor del autobis le indique
que continue su march, o las luces
rojas dejen de encenderse en forma
intermitente.
+ Sea especialmente precavido
cuando los j6venes o nifios pasen a
su lado en bicicleta.
* Disminuya la velocidad cuando
los nifios juegan cerca de una curva
o de la carretera.
* Sea cauteloso cuando maneje
en Areas residenciales en donde los
muchachos andan en bicicletas, pa-
tines o patinetas.
* La vida de un niio' que esta
frente a un vehiculo en movimien-
to depend del conductor y 6ste
debe esperar siempre que el niflo
haga lo inesperado.

La exposici6n de la Dra. Ana
Wakeland, Coordinadora del Pro-
grama Federal de Mujeres en la or-
ganizaci6n del Canal de PanamA,
incluira una discusi6n de la base
legal del Programa Federal de Mu-
jeres, un antecedente hist6rico del
mismo desde que el Gobernador
nombr6 a Eileen L. McCarthy -en
junio de 1971 como la primer
Coordinadora del Programa Fede-
ral de Mujeres con Theresa F.
Moore como Sub-Coordinadora, am-
bas a tiempo parcial, hasta el nom-
bramiento de la Dra. Wakeland en

De 'Tembleques'
Clases de Bunka y el arte de
hacer tembleques se darn en el
YMCA de Balboa desde el 7 de
septiembre.
Usted puede aprender las t6cni-
cas del Bunka-bordado japon6s-
para hacer bellos e intrincados cua-
dros en estambre. Hay muchos di-
bujos disponibles o usted puede di-
sefiar y completar su propia crea-
ci6n. Las classes de Bunka se ofre-
ceran cada mi6rcoles de 7 a 9 p.m.
por 4 semanas.
Tembleques son los adornos que
se ponen en el cabello las paname-
fias cuando visten el traje tipico, la
pollera. Esos adornos pueden fAcil-
mente modificarse para former bro-
ches distintivos. El arte de hacer
esta joyeria niica se ensefiart los
lunes y miercoles de 5 a 7 p.m. Se
darin todos los materials para ha-
cer seis pares de tembleques para
un total de 12 piezas de joyeria.
En la tienda de regales del YMCA
hay una exposici6n de bordados
japoneses y tembleques.


William L. De La Mater hace el saque inicial de la bola para inaugurar el
segundo ClAsico de Baloncesto de Beneficencia del Club Rotario Oeste de
PanamA. El represent al Gobernador H. R. Parfitt en la inauguraci6n
de este torneo de 10 dias entire los mejores equipos de PanamA y la Zona
del Canal. En el primer juego del torneo, el equipo Rotario venci6 a la
Infanteria de Marina por 99-45. A la derecha esta Charles W. Hummer,
President del Club Rotario Oeste de Panama que empleara el product
del torneo annual para pagar servicios a la comunidad.

Segunda Generacion

Uno se pregunta si estos cachorritos de jaguar de
2 meses que se asoman a un nuevo y extrafio mundo
querran saber c6mo es que nacieron en un zool6gico
de la Zona del Canal. Una investigaci6n en las viejas
ediciones del SPILLWAY revela que sus "Raices" tuvie-
ron origen en las junglas del Dari6n y en un zool6gico
de Indiana. En 1963, el Dr. Nathan Gale, director del
zool6gico, compr6 un macho de 6 semanas. Por 10 afios
el felino se pase6 en una jaula solitaria. Finalmente la
bisqueda de una compafiera apropiada termin6 cuando
el Dr. Gale localiz6 una joven hembra y se la man-
daron desde Indiana. Entonces se ech6 a esperar. .,Se
lievarian bien los dos felines: Ted y Jan-Marie? Si se
Ilevaron bien, con los resultados esperados. En julio
de 1976, Jan-Marie dio a luz dos "gatitos" machos:
los primeros jaguars nacidos en cautividad en el
Istmo. Y justamente 12 meses despu6s, tenia otros dos
beb6s: el macho y la hembra que aqui aparecen.
Pareciera que Ted y Jan-Marie estin hacienda lo mis
possible por remediar la situaci6n que ha colocado a
los jaguars en la list de species en peligro.

En Algunos Casos
La Compaiiia del Canal de Pa-
namA-Gobierno de la Zona del
Canal ha adoptado una nueva poli-
tica sobre la concesi6n de licencia
a empleados para asistir a entrevis-
tas de trabajo.
Se les permitirA hasta 1 hora de
licencia para asistir a las entrevistas
cuando 6stas sean para vacantes de
la Compania o del Gobierno. Se
cargara a licencia el tiempo que
exceda 1 hora.
Si la vacant es fuera de la agen-
cia, todo el tiempo de la entrevista
se cargarA a licencia.
En cualquiera de los dos casos,
el supervisor inmediato del emplea-
do puede cargar el tiempo total a
licencia si, en su opinion, el em-
pleado esta abusando de este pri-
vilegio.
La nueva political ha sido puesta
en vigor despues de que varias ofi-
cinas, unidades independientes y
23 sindicatos laborales dieron su
opinion sobre medidas alternas.


Durante el fin de semana de
agosto 12 al 14 y ]a semana del 15
al 18 de agosto, la Oficina de Ser-
vicios Recreativos dirigi6 dos tor-
neos de tenis; uno para adultos y
otro para adolescentes-j6venes que
participaron en el Programa de
Tenis de los Servicios de Recrea-
ci6n del Verano.
El torneo para adults se celebr6
en las canchas de tenis de Balboa,
Diablo y Curundi en el fin de se-
mana del 12 al 14 de agosto.

se enfrentaron en las finales del
grupo de mujeres principiantes el
14 de agosto en un partido en que
ambas hicieron despliegue de mag-
nificas jugadas. Coleman gan6 9-8.
En el mismo fin de semana jug6
el grupo intermedio de mujeres. Las
finales tambi6n se jugaron el 14 de
agosto, en las canchas de tenis de
Balboa. Rosemary Denley venci6 a
Ruth Shaw 6-3; 6-2.

El Torneo de Adolescentes-J6ve-
nes se efectu6 del 15 al 18 de agos-
to en las canchas de tenis de Bal-
boa. Estos 4 dias proporcionaron
partidos movidos de tenis asi como
un par de sorpresas. La primera
tuvo lugar cuando David Payne,
no calificado, venci6 a James Meigs,
que estaba calificado como el N9 1
en la segunda vuelta del grupo de
muchachos principiantes 8-1.
La segunda ocurri6 cuando
Jeannie Simons, no calificada, le
gan6 a Beverly Tucker, calificada
N9 2 en la primera vuelta del grupo
avanzado de muchachas 6-2; 6-4.
C. H. Raybourn, Oficial del Ser-

de premios a los ganadores y se-
gundos lugares en las canchas de
tenis de Balboa el 14 de agosto a
