Canal Center of Attention as Newsmen Converge on Isthmus


On August 7, 1977-one week
before the 63d anniversary of the
opening of the Panama Canal-
Ambassadors Ellsworth Bunker and
Sol M. Linowitz arrived in Panama
City for what was to be the final
round of Panama-United' States
treaty negotiations.
In their arrival statement, they
spoke of "the final steps of the long
road we have been traveling" and-
"a climactic moment in history."

August 10
And they were right. Just 3 days
later at 6:20 p.m., August 10, 1977,
following marathon, far-into-the-
night negotiating sessions with their
Panamanian counterparts, at a press
conference that had been postponed
periodically throughout the day,
Ambassador Bunker and Linowitz
met with members of the press.
Reporters, columnists, and cam-
eramen from the Panamanian press,
radio and TV as well as the New
York Times, Washington Post,


Miami Herald, Associated Press,
Los Angeles Times, .Newsweek,
Time Magazine, and the TV net-
works-NBC, CBS and ABC-heard
the announcement that ended
13 years of negotiating.
Ambassador Bunker read:
"We are deeply gratified to be
able to announce that we and our
Panamanian colleagues have today
reached agreement in principle on
the basic elements of a new treaty
-and a new relationship between
our countries. Our legal specialists
will continue working to express
promptly those elements in formal
treaties.
"Though this is but one stage in
the completion of our historic task,
it is a major step toward our mutual
goal. We will be flying back to
Washington tomorrow and will go
immediately to the White House to'
report to President Carter. We will
describe to him the work that has
been done during this final week of
negotiation and present for his


review the agreement in principle.
"This has been a long and arduous
path, as you know. For more than
13 years, under four Presidents, we
have sought a new and mutually
beneficial relationship between our
countries. Now we have taken a
significant step toward that long-
sought goal.
"From the point of view of the
United States, we are confident that
this treaty will not only protect but
strengthen our national security in-
terests. It will also be a strongly
positive element in our overall
relationship with our Latin Amer-
ican neighbors and preserve our
vital common interest in an open,
secure and efficient canal."
Throughout the day, ships passed
through the Panama Canal as they
always had. But the men and
women, Americans and Panama-
nians who made the transits pos-
sible waited for the word that might
change their lives.

advisor from the Department of
State briefed Company - Govern-
ment bureau chiefs, civic council
representatives and labor leaders on
portions of the agreement.

August 11
The following day, August 11,
1977, the ambassadors briefed
President Jimmy Carter and gave
him copies of the uninitialed agree-
ment.

August 12
Friday, August 12, in a memo to
all employees, Gov. H. R. Parfitt ex-
pressed his concern that specifics of
a new treaty be known as soon as
possible so that employees could
"make logical personal decisions
which will have a great impact on
their future and that of their fam-
ilies." He added that "we will con-
tinue seeking to make information
available as soon as possible."
No sooner had the memorandum
reached employees than additional
information did become available.
From a background briefing by
U.S. sources close to the negotiators,
bureau directors were advised of'
the major points in the conceptual
framework of the planned treaty.
They, in turn, briefed division
chiefs who passed the word to their
employees.
Within hours of the briefings, the


Article 2, Section 2, Clause 2 of
the United States Constitution
reads "He (the president) shall have
Power, by and with the Advice and
Consent of the Senate, to make
Treaties, provided two-thirds of the
Senators present concur."
How does the Senate advise and
consent?
The present "agreement in prin-
ciple" will be turned over to treaty
lawyers who will, word by word
and paragraph by paragraph, put
the agreement into treaty language.
Then it will go to the translators
where once again, word by word
and paragraph by paragraph, it will


Governor issued instructions to get
the known facts out in print to all
employees. In the Panama Canal
Information Office and the Admin-
istrative Services Division, typists,
translators and printers rushed out
the news and by 8 p.m., the in-
formation was being distributed at
retail stores and by Saturday morn-
ing it was inevery employee's mail-
box.
At about the same time Friday
afternoon, President Carter held a
news conference and still further
information about the agreement
became known. The fact sheet he
delivered to reporters arrived in the
Canal Zone in late afternoon and
again the rush was on. By 9 p.m.,
18,000 copies were on their way
to employees.
The New York Times, Washing-
ton Post and Miami Herald arrived
in the Canal Zone Friday and
Saturday with extensive coverage of
the treaty story.
In addition to front-page head-
lines and lead articles, the Times
and Post carried inside stories and
columns that included background
information on the treaty and
Canal history, portions of the Pres-
ident's fact sheet, and reactions of
Canal Zone residents and Panama-
nian citizens.

be put into Spanish.
When both the United States and
Panama agree once again, the final
treaty will be presented to the
Foreign Relations Committee of the
U.S. Senate, which will hold hear-
ings. The hearings completed, the
committee will report to the Senate
at large.
The Senate must ratify the treaty
by the approval of 67 senators, or
two-thirds of the body.
Also, the House of Represen-
tatives must pass enabling legisla-
tion to carry out the treaty, but
only a majority vote is needed
there.

50 Years of Service and He's Still Going Strong


Gov. H. R. Parfitt recently pre-
sented a 50-Year Service Certi-
ficate and pin with five diamonds,
each representing 10 years of ser-
ice with the Panama Canal, to
Francis Brown, contraband control
officer at the Rainbow City Super-
ette.

Moreno" as he is known in Panama

Labor Day Store

Hours Announced
The Supply Division has an-
nounced Panama Canal store hours
for the Labor Day holiday, Sep-
tember 5.
On Monday, September 5, all
retail stores, including townsite mer-
chandise and vending convenience
sections, warehouses, optical shops,
and the Ancon Laundry will be
closed.
Service Center operations includ-
ing all food and small merchandise
operations, except Balboa and Mar-
garita cafeterias, the Ancon Drive-
Inn, and Pacific Luncheonette, will
be closed. Balboa and Margarita
cafeterias will operate their regular
24-hour schedules. The Ancon Drive-
Inn will operate from 11:30 a.m. to
11 p.m. and the Pacific Luncheon-
ette will be open' from 6 a.m. to
2 p.m. These units will be staffed
to provide the minimum service
required by the respective commu-
nities.
Gasoline stations will be open
their normal reduced-hour holiday
schedule: La Boca gas lanes from
6:30 a.m. to 1 p.m.; Gamboa, 8 a.m.
to 12 noon; Margarita, 6:30 a.m.
to 12 noon. All others will be
closed.
Bowling alleys will be open from
3:30 to 11:30 p.m. to accommodate
prescheduled league bowling com-
mitments. The Snack Bar and Ice
Cream Parlor at the Balboa Bowling
Center will be closed.
Theaters will be open in accord-
ance with the usual theater sched-
ules announced to the trade.
All production plants will be
closed with the exception of the
Mount Hope Milk Plant which will
operate with a limited crew.

Canal as a messenger at $35 a
month. In 1941, he was made office
helper, in 1949 a clerk and in 1965
was promoted to his present posi-.
tion.
A popular basketball player and
later coach-manager of Selecci6n
Nacional de Baloncesto de Panama,
Brown led the team to numerous
victories. He took the team to
Canada in 1967 where the team
won a bronze medal in the Pan
American Games and classified for
the World Olympics in Mexico in
1968. That same year, he took the


team to Peru and Ecuador and in
1969 to Cuba where the team won
and classified for the world's basket-
ball tournament in Yugoslavia in
1970. Prior to going to Yugoslavia,
the team won in the 1970 Central
American Games in Panama. Brown
was cocoach along with Carl Minet-
te Terrilli, who came from the
United States to coach the Panama
team and both accompanied .the
Panama team to Yugoslavia.
Brown is currently sponsoring the
Cristobal-Colon League at Camp
Bierd.
He and his wife, the former Vil-
ma Sequeira, live at San Mateo in
the Republic where they have
bought a home.

Engineer Exams Set

The Canal Zone Board of Regis-
tration for Architects and Profes-
sional Engineers has announced that
the dates of the next Fundamentals
of Engineering (FE) and Principles
and Practice of Engineering (PE)
examinations have been set for
Wednesday, November 2, 1977 and
Friday, November 4, 1977.
The examinations are given in
the English language only.
Applicants who have been noti-
fied that they are eligible for ad-
mission to these examinations should
write the Secretary of the Board,
Box 223, Balboa Heights, C.Z., not
later than September 12, 1977,
stating it is their intention to take
the examination.
Normal processing of new ap-
plications takes several weeks.
Therefore, those persons interested
in taking the examinations should
submit their application not later
than August 29, 1977 in order that
processing of the application may
be completed prior to the date of
the examination. Applications may

Junior Olympic Trials

Scheduled for Sept. 3
The Canal Zone Junior Olympic
Trials will be held simultaneously
at 9 a.m., Saturday, September 3,
at Gamboa and Margarita swimming
pools.
Students attending schools in the
Canal Zone are eligible to compete
in the meets sponsored by the Di-
vision of Schools. Swimmers may
enter three events in his or her
category. Age as of September 17,
1977 will determine eligibility.
Entry forms are available at
Panama Canal and military swim-
ming pools and must be turned in
no later than 5 p.m., August 29, at
the Paraiso Pool on the Pacific side,
and on the Atlantic side, at the
Rainbow City Pool, no later than
5 p.m., August 20.
To assure that each area is rep-
resented in the finals, the two
swimmers with the best time in
each event from each area will be
selected. The remaining finalists
will be assigned strictly by the best
time. All finalists must have equaled
or bettered the "cut time" in the
trials meet of their areas or forfeit
the finalist spot to the other areas.
A.A.U. rules will govern the meet
regarding starts, strokes, turns and
finishes.
Finals will be held at the Gam-
boa Swimming Pool at 9 a.m.,
Saturday, September 17.

Mario A..Kelly, 22, has received
the $500 scholarship given annually
to a Paraiso High School graduate
by the Club El Pacifico, Inc. of
New York.
A psychology major at the Uni-
versity of Rochester, Kelly was pres-
ident and class salutarian of the
1973 graduating class at Paraiso
High. He also was named to the
Society of Outstanding American
High School Students, received the
Human Relations Medal and was
the second place winner of a Youth
Citizenship Contest sponsored by
the Club Soroptimista PanamA
Pacifico.
In June 1976, he received an
associate of arts degree in Behav-
ioral Science from Canal Zone Col-

All papers summarized the provi-
sions of the agreement.

August 14
On Sunday, August 14, Am-
bassadors Bunker and Linowitz ap-
peared on "Meet the Press" which
was aired on SCN radio at 10:30
Sunday night.

August 15
Monday morning, August 15,
word was received from the Amer-
ican Embassy that the Department
of State was cabling a fact sheet
that would contain the basic ele-
ments of the agreement in principle.
The following information arrived
at the Administration Building late
in the afternoon:

Defense and National
Security
-The United States will have
primary responsibility for the
Canal's defense during the basic
treaty's term (until the year 2000).
Panama will participate, and at the
treaty's end our military presence
will cease.
-A Status of Forces Agreement
similar to such agreements else-
where will cover the activities and
presence of our military forces.
-The United States will con-
tinue to have access to and rights
'to use all land and water areas and
installations necessary for the de-
fense of the Canal during the basic
treaty period.
-In a separate treaty Panama and
the United States will maintain in-
definitely a regime providing for
the permanent neutrality of the
Canal including non-discriminatory
access and tolls for merchant and
naval vessels of all nations.
-United States and Panamanian
warships will be entitled to expedi-
tious passage of the Canal at all
times without regard to the type of
propulsion or cargo carried.
-Our continuing freedom of ac-
tion to maintain the Canal's neu-
trality will not be limited by the
treaty.

Canal Operations
-The United States will have re-
sponsibility for Canal operations
during the period of the basic
treaty.
-It will continue to have access
to and the rights to use all land and
water areas and facilities necessary
for the operation and maintenance
of the Canal during the basic treaty
period.
-It will act through a United
States Government agency which
will replace the Panama Canal
Company. A policy level board of
five Americans and four Panama-
nians will serve as the board of
directors. Until 1990, the Canal ad-
ministrator will be an American
and the deputy administrator a
Panamanian. Thereafter, the ad-
ministrator will be Panamanian and
the deputy, American. Panamanian
board members and the Panama-
nian deputy administrator-admin-
istrator will be proposed by Panama
and appointed by the United States.


Panamanians will participate in-
creasingly in the Canal's operation
at all levels.

Economic Factors
-The treaty's financial provisions
involve no Congressional appropria-
tions. Instead, during the treaty's
life Panama will receive exclusively
from Canal revenues:
-An annual payment from toll
revenues of 30 cents (to be adjusted
periodically for inflation) per Pan-
ama Canal ton transitting the Canal.
-A fixed sum of $10 million per
annum and an additional $10 mil-
lion per year if Canal traffic and
revenues permit.
-In addition the United States
will cooperate with Panama outside
the treaty to promote Panama's de-
velopment and stability. To this
end, the United States has pledged
its best efforts to arrange for an
economic program of loans, loan
guarantees and credits which would
be implemented over the next
several years under existing statu-
tory programs. This economic co-
operation program would use up to
$200 million in export-import bank
credits, up to $75 million in AID
housing guarantees, and $20 million
in Overseas Private Investment
Corp. (OPIC) loan guarantees.
Panama will also receive up to
$50 million in foreign military sales
credits over a period of 10 years,
under existing statutory programs
to improve Panama's ability to assist
in the Canal's defense.
No major increase is contemplated
in AID loans and grants.
Private businesses and non-profit
activities in the present Canal Zone
will be able to continue their oper-
ations on the same terms applicable
elsewhere in Panama.
A joint authority will coordinate
port and railroad activities.

Employees
-All U.S. civilians currently em-
ployed in the Canal Zone can con-
tinue in the United States Govern-
ment jobs until retirement. Present
employees of the Canal Company
and Canal Zone Government may
continue to work for the new
agency until their retirement or
until termination of their employ-
ment for any other reason. The
number of present U.S.-citizen em-
ployees of the company will be
reduced 20 percent during the first
5 years of the treaty. All U.S.-cit-
izen employees will enjoy rights
and protections similar to those of
United States Government em-
ployees elsewhere abroad. Present
U.S.-citizen employees will have
access to military postal, PX and
commissary facilities for the first
5 years of the treaty.
-Terms and conditions of em-
ployment will generally be no less
favorable to persons already em-
ployed than those in force imme-
diately prior to the start of the
treaty. Hiring policy will provide
preferences for Panamanian appli-
cants. With regard to basic wages
there shall be no discrimination on
the basis of nationality, sex or race.
The United States will provide an
appropriate early retirement pro-
gram. Persons employed in activi-
ties transferred to Panama will to
the maximum extent possible be
retained by Panama. Panama and
the United States will cooperate in


providing appropriate health and
retirement programs.
-Panama will assume general ter-
ritorial jurisdiction over the present
Canal Zone at the treaty's start.
United States criminal jurisdiction
over its nationals will be phased
down during the first 3 years of the
treaty. Thereafter, Panama will
exercise primary criminal jurisdic-
tion with the understanding that it
may waive jurisdiction to the United
States. United States-citizen em-
ployees and their dependents
charged with crimes will be entitled
to procedural guarantees and will
be permitted to serve any sentences
in the United States in accordance
with a reciprocal arrangement.

New Sea-Level Canal
-Panama and the United States
commit themselves jointly to study
the feasibility of a sea-level canal
and, if they agree that such canal
is necessary, to negotiate mutually
agreeable terms for its construction.
In addition the United States will
have the right throughout the term
of the basic treaty to add a third
lane of locks to increase the capacity
of the existing canal.

Treaties
-There will be two treaties:
(1) A treaty guaranteeing the per-
manent neutrality of the canal, and
(2) a basic treaty governing the
operation and defense of the canal.
which will extend through Decem-
ber 31, 1999. The basic treaty will
be supported by separate agree-
ments in implementation of its
provisions concerning defense and
operation of the canal.

C.Z. Shoppers Get

Higher Credit Limit
Employee credit limits will be
increased effective next Thursday,
August 25, on charges made by
Canal employees for retail store
items, storehouse purchases, Motor
Transportation Division purchases
and gas station merchandise.
The increase in salaries of Canal
organization employees and higher
retail store prices since the current
credit limits were established in
November, 1974, have determined
the increase in credit limitations.
A new credit plan, a revolving
charge account, established about
3 years ago, provided an automated
charge system that combined the
features of the old commissary
charge accounts and the payroll
deduction installment plan and
resulted in slightly smaller finance
charges to Canal employees making
charge purchases.
There will be no change in the
current finance charge of 6 percent
per year (or % of 1 percent per
month) on the unpaid balance.
The new increased credit limits
established in the revolving credit
plan, based on the rate of pay of
Panama Canal employees, are ac-
cording to the following table:

Free Amateur Radio

Course To Be Offered
Free amateur radio code and
theory classes will be held at the
Panama Canal Training Center in
Balboa from September 7 through
November 19. Classes will be con-
ducted from 4:30 to 5:30 p.m.,
every Monday, Wednesday and
Thursday.
All participants who complete
the course will be fully prepared
to take the examination for the
Canal Zone or FCC Novice Class
License. The course is given free
although participants should expect

Santa Maria Transits

On Canal's Birthday
Prudential Lines SS Santa Maria
seems to have a special knack for
marking Panama Canal anniver-
saries.
Among the many congratulatory
messages received by Gov. H. R.
Parfitt on thte 63d anniversary of
the Panama Canal, a radiogram
from the master of the Santa Maria
noted that the vessel had received
a Golden Anniversary Certificate for
her transit of the Canal on
August 15, 1964.
Capt. William F. Knollman
pointed out that the Santa Maria
has made many successful transits
since then and coincidentally she
would be on a northbound transit
of the Canal on Monday, August 15,
the 63d anniversary of the Canal.
Governor Parfitt acknowledged
Captain Knollman's message and
sent the following radiogram, "Dear
Captain Knollman: Thank you for
your congratulatory radiogram on
the Santa Maria again transiting the
Panama Canal on an anniversary
date. We hope you will have many
more successful transits." Gov.

Excessive Use of Benefits Causes

Hike in Health Insurance Charges
Changes in both health benefits and premium charges under the
Canal Zone Benefit Plan (Mutual of Omaha) will become effective
January 1, 1978, according to W. A. Sullivan, President of the Canal
Zone Group Insurance Board.
He made the announcement after a meeting of the Board on
August 17. In addition to Board members, George MacWhorter, Chief,
Employee Organization Plans Division, and Shirley Harris, Actuary,
both of the U.S. Civil Service Commission, were present at the meeting.
The increased charges have been made necessary by higher medical
costs and excessive utilization of benefits, and bring the CZBP rates
more in line with other health plans.
The estimated cost of the plan-of which the Government pays
60 percent-will be increased from $15.30 to $19.85 per pay period
for a self-only enrollment and from $38.00 to $49.40 for a family
enrollment.
The board estimates that employee contributions to the self-only
plan will increase from $5.35 per pay period to $8.94 and from
$13.41 for family enrollment to $22.35.
Employee charges under the Canal Zone Benefit Plan continue to
be less than under the Government Wide Service Benefit Plan (Blue
Cross-Blue Shield).
A complete list of increased health care benefits to employees will
be published in next week's SPILLWAY.

express su preocupaci6n de que los
detalles especificos de un nuevo tra-
tado sean dados a conocer cuanto
antes para que los empleados pue-
dan "tomar las decisions personales
y 16gicas que tendrAn un gran im-
pacto sobre su future y el de sus
families". Afiadi6 que "continuare-
mos proporcionando la informaci6n
que est6 disponible tan pronto como
sea possible .
Apenas habia legado el memo-
rindum a los empleados cuando se
obtuvo informaci6n adicional. En
base a una charla informative acer-
ca del acuerdo, celebrada por fuen-
tes cercanas a los negociadores, se
le inform a los Directores de la-
Compaiiia del Canal sobre los pun-
tos principles del marco conceptual


del propuesto tratado. Ellos, a su
vez, informaron a los jefes de las
Divisiones, quienes pasaron la voz
a sus empleados.
En el transcurso de s6lo horas
despu6s de las charlas informativas,
el Gobernador dio instrucciones de
que se les informara por escrito a
todos los empleados los datos sobre
los que se tenia conocimiento. En
la Oficina de Informaci6n'y la Divi-
si6n de Servicios Administrativos de
la Compania del Canal de Panama,
el personal de mecan6grafas, tra-
ductores y tip6grafos se apresur6 a
preparar los informes y para las
8 de la noche, la informaci6n ya se
distribuia en los almacenes de ven-
ta. El sabado en la mariana se ha-
Ilaba ya en el apartado postal de
cada empleado.
MAs o menos a la misma hora del
viernes en la tarde, el Presidente
Carter celebr6 una conferencia de
prensa y dio a conocer a6n mayo-
res detalles sobre el acuerdo. La
hoja de datos que entreg6 a los
periodistas se recibi6 en la Zona del
Canal a horas avanzadas de la tarde
y una vez mas se prepararon con
presteza informes a los empleados.
Para las 9 de la noche ya unas
18,000 copias estaban encaminadas
a las manos de los empleados.
El viernes y el s6bado se recibie-
ron en la Zona. del Canal las edi-
ciones de los peri6dicos "New.York
Times", "Washington Post" y
"Miami Herald", que cubrian ex-
tensamente las noticias sobre el
tratado.

Acuerdo de Principios es Comienzo,

El Articulo 2, Inciso 2, de la
Clausula 2 de la Constituci6n de los
Estados Unidos estipula que "El

tes de los Senadores presents est6n
de acuerdo".

cargados de tratados, que pondrAn
dicho acuerdo en lenguaje de trata-
do, palabra por palabra y pArrafo

por palabra, y pArrafo por pArrafo,
sera puesto en espafiol.
Una vez que los Estados Unidos
y Panama est6n nuevamente de
acuerdo, el tratado final serA pre-
sentado al Comit6 de Relaciones
Exteriores del Senado de los Esta-
dos Unidos, que celebrara audien-
cias. Una vez terminadas las audien-
cias, el Comit6 presentarA su infor-
me al Senado en pleno.
El Senado debe ratificar el trata-
do con la aprobaci6n de 67 senado-
res, o sea las dos terceras parties del
organismo.
Tambien la CAmara de Represen-
tantes deberA legislar para implan-
tar el tratado, aunque alli s6lo se
exige una mayoria de votos.

Con 50 Aios de Servicio, Sigue en Plena Actividad


El Gobernador H. R. Parfitt re-
cientemente entreg6 un Certificado
de 50 Afios de Servicio y un pren-
dedor con cinco diamahtes, cada
uno representando 10 afios de ser-
vicio con el Canal de PanamA, a
Francis Brown, funcionario de re-
presi6n de contrabando en el
"Superette" de Rainbow City.
Francis Brown, o "Francisco Mo-
reno" como lo llaman en Panama
doide ha sido un fanatico del ba-
loncesto por muchos afios, complete
50 afios de servicio-todos en la
Aduana de Crist6bal-el 13 de junior.
,Comenz6 su larga carrera con el


Cerraran Almacenes

El Dia del Trabajo
La Division de Abastos ha anun-
ciado el horario de los almacenes
del Canal de Panama durante el
lunes 5 de septiembre, Dia del
Trabajo.
Ese dia cerrarAn todos los alma-
cenes, incluyendo los que tienen
secciones de maquinas expendedo-
ras de mnercancias y alimentos en
las comunidades, dep6sitos, tiendas
de 6ptica y la Lavanderia de Anc6n.
Las cafeterias de Balboa y Mar-
garita funcionaran segiin sus hora-
rios regulars. El dispendio de co-
midas de Anc6n trabajara de
11:30 a.m. a 11 p.m. y el Meren-
dero del Pacifico abrira de 6 a.m.
a 2 p.m. Estas unidades estarn'm
dotadas del personal requerido para
prestar los servicios minimos a sus
respectivas comunidades. Todas las
otras actividades del Centro de Ser-
vicios, incluyendo las que manejan
alimentos y operaciones de mercan-
cias pequefias, cerrarAn sus puertas.
Las estaciones de gasoline esta-
rAn abiertas segin su horario espe-
cial en dias feriados: La Boca de
6:30 a.m. a 1 p.m.; Gamboa, 8 a.m.
a 12 mediodia; Margarita, 6:30 a.m.
a 12 mediodia. Todas las demis
cerraran.
Las canchas de boliche abrirAn
de 3:30 a 11:30 p.m. para que las
ligas puedan realizar las actividades
ya programadas. La refresqueria y
la heladeria del Centro de Boliche
de Balboa estaran cerradas.
Los teatros abriran de acuerdo
con su horario regular.
Todas las plants de producci6n
cerraran con excepci6n de la Le-
cheria de Mount Hope que traba-
jara con una cuadrilla limitada.


Canal como mensajero ganando $35
al mes. En 1941 ascendi6 a ayudan-
te de oficina, en 1949 a oficinista y
en 1965 a su present puesto.
Brown fue un popular jugador
de baloncesto y mas adelante entre-
nador y director de la Selecci6n
Nacional de Baloncesto de PanamA,
a la cual condujo a numerosas vic-
torias. El llev6 al equipo al Canada
en 1967, y ganaron la medalla de
bronce en los Juegos Panamericanos
clasificando para las Olimpiadas
Mundiales de M6xico en 1968. Ese
mismo afio llev6 el equipo al Per6
y Ecuador y en 1969 a Cuba, donde
ganaron y clasificaron para el tor-


neo mundial de baloncesto en Yu-
goslavia en 1970. Antes de ir a ese
pais, el equipo triunf6 en los Juegos
Centroamericanos en Panama en
1970. Brown era coentrenador con
Carl Minette Terrilli, que vino de
los Estados Unidos para entrenar al
equipo de Panama y ambos acom-
pafiaron al equipo panamefio a
Yugoslavia.
Actualmente Brown patrocina la
Liga Crist6bal-Col6n en Camp
Bierd.
El y su esposa, de soltera Vilma
Sequeira, viven en la casa que com-
praron en San Mateo, Repiblica de
PanamA.

La Junta de Inscripci6n de Ar-
quitectos e Ingenieros Profesionales
de la Zona del Canal ha anunciado
que las fechas de los pr6ximos ext-
menes de Fundamentos de Inge-
nieria (FE) y Principios y PrActica
de Ingenieria (PE) son: mi6rcoles 2
y viernes 4 de noviembre de 1977.
.Los exAmenes se harAn en ingl6s
solamente.
Los solicitantes que han sido no-
tificados de que son elegibles para
admisi6n a estos exAmenes, deben
escribir al Secretario de la Junta,
Apartado 223, Balboa Heights, Zona
del Canal, a mis tardar el 12 de
septiembre, informindole que es su
intenci6n tomar el examen.
El procesamiento normal de las
nuevas aplicaciones toma varias se-
manas. Por consiguiente, los inte-

De Olimpiadas Juveniles
-Las pruebas para competir en.las
Olimpiadas Juveniles de la Zona
del Canal se realizarAn simultAnea-
mente el sabado 3 de septiembre
a las 9 a.m. en las piscinas de
Gamboa y Margarita.
Los alumnos de las escuelas de
la Zona del Canal son elegibles para
competir en los torneos patrocinados
por la Divisi6n de Escuelas. Los
nadadores y nadadoras pueden par-
ticipar en tres events en su cate-
goria. La edad que tengan cumpli-
da el 17 de septiembre de 1977
determinarA la elegibilidad.
Los formularios de inscripci6n
pueden conseguirse en las piscinas
del Canal de PanamA y en las mili-
tares y deben presentarse a mas
tardar el 29 de agosto a las 5 p.m.
a la piscina de Paraiso, en el sector
Pacifico y en el sector Atlntico a
la piscina de Rainbow City, a mas

Para asegurarse de que cada Area

Mario A. Kelly, de 22 afios, ha
recibido la beca de $500 que el
Club El Pacifico, Inc., de Nueva
York otorga anualmente a un gra-
duado de la Escuela Secundaria de
Paraiso.
Kelly fue president y orador de
la clase graduanda de 1973 en la
Escuela Secundaria de Paraiso. Era
miembro de la Sociedad de Estu-
diantes Sobresalientes de las Escue-
las Secundarias Americanas, recibi6
la Medalla de Relaciones Humanas
y qued6 en segundo lugar en el
Concurso de Civismo Juvenil orga-
nizado por el Club Soroptimista
Panamn Pacifico.
En junior de 1976 se recibi6 en
la Universidad de la Zona del Canal
con especializaci6n en Ciencias

AdemAs de las columns en pri-
mera plana y los articulos principa-
les, el Times y el Post publicaron
en sus piginas interiors articulos y
columns que incluian informaci6n
de fondo, porciones de la hoja de
datos del Presidente, la historic del
Canal, asi como las reacciones de
residents de la Zona del Canal y
de ciudadanos panamefios.
"Los Estados Unidos y Panama
Llegan a un Acuerdo para Traspa-
sar el Canal en el Afio 2000", leia
un encabezado, "Se Preven Nuevas
Relaciones", decia otro, "Izquier-
distas y Nacionalistas Dicen que
Panama Hizo Muchas Concesiones",
anunciaba uno, y tambien "Carter
Afirma que los Estados Unidos A6n
Pueden Intervenir en la Defensa
del Canal".
Todos los peri6dicos presentaban
res6menes de las disposiciones del
acuerdo.
14 de Agosto
El domingo 14 de agosto, los
Embajadores Bunker y Linowitz
fueron presentados en el program
"Meet the Press", entrevista que fue
divulgada localmente por la radio-
emisora SCN a las 10:30 esa noche.
15 de Agosto
El lunes por la mafiana, 15 de
agosto, la Embajada de los Estados
Unidos inform6 que el Departa-
mento de Estado estaba cablegra-
fiando un pliego informative sobre
los elements bAsicos del acuerdo
de principios.

Defense y Seguridad
National
-LR.s Estados Unidos tendrAn la
responsabilidad primaria por la de-
fensa del canal durante la duraci6n
del tratado basico (hasta el afio
2000), en la que Panama participa-
rA, y nuestra presencia military cesarA
a la expiraci6n del tratado.
-Un Acuerdo sobre el Estado de
Fuerzas, similar a acuerdos seme-
jantes en otras parties del mundo
cubrirAn las actividades y presencia
de nuestras fuerzas militares.
-Los Estados Unidos continua-
ran teniendo acceso y derechos de
uso sobre todas las Areas de tierras
y aguas, y las instalaciones necesa-
rias para la defense del canal du-
rante el period del tratado basico.
-En un tratado aparte, Panama
y los Estados Unidos mantendrin
indefinidamente un regimen que
disponga la neutralidad permanent
del Canal, incluso el acceso y pea-
jes sin discriminaci6n para las naves
mercantes y de las armadas de
todas las naciones.
-Los buques de guerra de los
Estados Unidos y Panama tendran
derecho a paso expedite por el
canal en todo moment, sea cual
fuere su tipo de propulsi6n o la
carga que even.
-El tratado no limitarA la conti-
nuidad de nuestra libertad de ac-
ci6n para mantener la neutralidad
del canal.
Operaciones del Canal
Los Estados Unidos:
-Tendran la responsahilidad de
las operaciones del Canal durante
el period del tratado bAsico.
-ContinuarAn teniendo access y
derechos de uso sobre todas las
Areas de tierras y aguas, al igual
que las instalaciones necesarias para
la operaci6n y mantenimiento del
Canal por el period del tratado
bAsico.
-ActuarAn a travysde una agen-
cia del Gobierno de los Estados
Unidos que reemplazara a la Com-
pafiia del Canal de Panama. Una
junta de nivel de normas compues-
ta por cinco estadounidenses y cua-
tro panamefios fungirA como Junta
Directiva. Hasta 1990, el Adminis-
trador del Canal serA un estadouni-
dense y el Subadministrador un


panamefio. De alli en adelante, el
Administrador sera un panamefio y
el Subadministrador un estadouni-
dense. Los miembros de la junta y
el Subadministrador y Administra-
dor panamefios seran propuestos por
PanamA y nombrados por los Esta-
dos Unidos. Los panamefios parti-
ciparan progresivamente en todos
los niveles de las operaciones del
Canal.
Factores Econ6micos
Las disposiciones del tratado so-
bre finanzas no precisaran de apro-
piaciones de fondos del Congreso.
En su lugar, durante la vigencia
del tratado, Panama recibirA exclu-
sivamente de los ingresos del Canal:
-Un pago annual de los ingresos
del Canal de 30 centavos (ajustable
peri6dicamente por la inflaci6n),
por tonelada del Canal de Panama
que transit.
-Una suma fija de $10 millones
anuales y $10 millones mas por afio.
si los ingresos y el trAfico del Canal
lo permiten.
Aparte del tratado, los Estados
Unidos cooperarAn con PanamA,
para promover el desarrollo y esta-
bilidad de PanamA, por lo que los
Estados Unidos han comprometido
sus mejores esfuerzos para hacer
arreglos para un program de prbs-
tamos, garantias de prestamos y cr6-
ditos que se implantarian en los
pr6ximos afios, segin programs ac-
tuales establecidos por ley. Estos
programs usarian hasta $200 millo-
nes en creditos del Banco de Ex-
portaci6n e Importaci6n, hasta
$75 millones en garantias del AID
para viviendas y $20 millones en
garantias de prestamos de la Cor-
poraci6n de Inversiones Particulares
en el Extranjero. PanamA tambi6n
recibirA hasta $50 millones en cr6-
ditos de ventas militares al extran-
jero por un period de 10 anios,
segun los programs actuales insti-
tuidos por ley, para mejorar la ca-
pacidad de Panama de ayudar a la
defense del Canal.
No se contempla mayor aumento
en los prestamos y concesiones de
la AID.
Los actuales negocios particulares
y actividades no lucrativas en la
Zona del Canal podran continuar
sus operaciones bajo los mismos ter-
minos que aplican en el resto de
Panama.
Una.autoridad conjunta coordina-
ra las actividades portuarias y ferro-
viarias.
Empleados
Todos los actuales empleados ci-
viles estadounidenses de la Zona
del Canal pueden continuar en sus
posiciones del Gobierno de los Es-
tados Unidos hasta su jubilaci6n.
Los empleados actuales de la Com-
pafiia del Canal y del Gobierno de
la Zona del Canal podrAn continuar
trabajando para la nueva agencia
hasta su jubilaci6n, o hasta que su
empleo termine por cualquier otro
motive. El nimero de los actuales
empleados estadounidenses de la
Compafiia se reducirA un 20 por
ciento durante los primeros 5 afios
del tratado. Todos los empleados
estadounidenses gozarAn de dere-
chos y protecciones similares a los
de los empleados del Gobierno de
los Estados Unidos en otras parties
del mundo. Los empleados estado-
unidenses actuales tendran access a
las instalaciones militares de correos,
almacenes de ventas y comisariatos
durante los primeros 5 afios del
tratado. En general, los empleados
estadounidenses nuevos se rotarAn
cada 5 afios.
Los t6rminos y condiciones de
empleo serAn, en general, no menos
favorables para quienes se encuen-
tran ya empleados, que los que rijan
inmediatamente antes de entrar en
vigor el tratado. Las normas de con-
trataci6n de empleados darn pre-
ferencia a los solicitantes paname-
fios. En los sueldos bAsicos, no ha-
bra discriminaci6n por motive de


nacionalidad, sexo o raza. Los Es-
tados Unidos proporcionaran un
program apropiado de jubilaci6n
premature. PanamA retendra en su
empleo al mayor grado possible, a
quienes est6n empleados en las ac-
tividades traspasadas a Panama.
Panama y los Estados Unidos co-
operaran para proveer programs
adecuados de salud y jubilaci6n.
Panama asumira la jurisdicci6n
territorial general sobre la actual
Zona del Canal, al iniciarse el tra-
tado. La jurisdicci6n criminal de los
Estados Unidos sobre sus naciona-
les disminuira gradualmente en los
primeros 3 afios del tratado. De alli
en adelante, Panama ejercera juris-
dicci6n criminal primaria, con el
entendimiento de que podra desis-
tir de dicha jurisdicci6n a favor de
los Estados Unidos. Los empleados
estadounidenses y sus dependientes
acusados de delitos tendran derecho
a garantias procesales y se les per-
mitirA cumplir cualesquier senten-
cias en los Estados Unidos confor-
me a un arreglo reciproco.
Nuevo Canal a Nivel
Panama y los Estados Unidos se
comprometen conjuntamente a es-
tudiar la factibilidad de un canal
a nivel y de convenir que dicho
canal es necesario, negociar termi-
nos mutuamente aceptables para su
construcci6n. AdemAs, durante la
vigencia del tratado basico, los Es-
tados Unidos tendrAn derecho de
afiadir un tercer juego de esclusas
para elevar la capacidad del canal
actual.
Tratados
HabrA dos tratados: (1) Un trata-
do que garantice la neutralidad per-
manente del Canal, y (2) un tratado
bAsico, que rija la operaci6n y de-
fensa del Canal, que regirA hasta el
31 de diciembre de 1999. El tra-
tado bAsico serA apoyado por acuer-
dos separados para implantar sus
disposiciones que conciernen a la
defense y operaci6n del Canal.

Anuncian un Aumento

En Limite de Credito
Desde el jueves 25 de agosto se
aumentaran los limits de cr6dito
que se permit a los empleados del
Canal que compran al cr6dito ar-
ticulos de las tiendas, almacenes,
Division de Transporte a Motor y
gasolineras.
El aumento de sueldos de los
empleados de la empresa del Canal
y el alza de precious en los almace-
nes desde que los actuales limits
de cr6dito fueron establecidos en
noviembre de 1974, han determina-
do el aumento en la limitaci6n de
cr6dito.
La cuenta de cr6dito rotativa, es-
tablecida hace casi 3 afios, propor-
cionaba un sistema automAtico de
cargar a la cuenta que combinaba
las caracteristicas de las viejas cuen-
tas de cr6dito de los comisariatos y
el plan de pago a plazos por deduc-
ci6n de planilla y dio como resulta-
do una pequefia reducci6n en los
recargos que se cobran a los em-
pleados que comipran al cr6dito.
No habrA cambios en los actua-
les recargos de 6 por ciento annual
(o % de 1 por ciento mensual) del
saldo pendiente.
Los nuevos limits de cr6dito es-
tablecidos en el plan de credito ro-
tativo, de acuerdo con el salario de
los empleados, son los siguientes:

Reanudan Clases de Yoga
Las classes de Yoga para princi-
piantes y avanzados se reanudaran
el 6 de septiembre en la YMCA de
Balboa. Ya las matriculas estan
abiertas para las classes que se darn
los martes y jueves por la tarde.

Censo Electoral
Se avisa a los panameiios residen-
tes en la Zona del Canal que el
empadronamiento del Segundo Cen-
so Electoral se realizarA los domin-
gos 21 y 28 de agosto de 8 a.m. a
5 p.m. y, durante la semana labora-
ble del 22 al 27 de agosto, de 1 a
7 p.m.
Los que viven en el sector Paci-
fico se empadronaran en el Palacio
Legislative Justo Arosemena en la
ciudad de Panama.
Los que viven en el sector AtlAn-
tico se empadronaran en la Escuela
Porfirio Mel6ndez en Col6n.

Buenos Compafieros
La cooperaci6n es una caracte-
ristica de los empleados del Canal
de PanamA y ayudar a un compafie-
ro en apuros es practicamente un
acontecer diario.
El ejemplo mAs reciente sucedi6
cuando desde Saint Kitts, Indias
Occidentales, Ilamaron a Joseph
Armstrong por una muerte en su
familiar. En cuesti6n de horas, sus
compafieros de la Cuadrilla 5505,
Anc6n, Ramo de Mantenimiento de
Predios, reunieron el dinero necesa-
rio para comprar el boleto a6reo.


Se darin classes gratis de c6digo
y teoria para radioaficionadog en el
Centro de Adiestramiento del Canal
de Panama en Balboa, del 7 de
septiembre al 19 de noviembre. El
horario sera de 4:30 a 5:30 p.m.
los lunes, mi6rcoles y jueves.
Los participants que complete
el curso estarAn bien preparados
para pasar el examen y obtener la
licencia de la Zoria del Canal o de
la FCC, clase principiante. El curso
es gratis pero los alumnos pagaran
de $5 a $10 por los libros.

Aniversario del Canal
El barco Santa Maria, de la Linea
Prudential, parece tener un tino es-
pecial para coincidir con los ani-
versarios del Canal de PanamA.
Entre los muchos mensajes de fe-
licitaci6n que recibi6 el Goberna-
dor H. R. Parfitt en el 63 aniver-
sario del Canal de PanamA, un ra-
diograma del capitan del Santa
Maria le informaba que el barco
habia recibido un Certificado de
Aniversario de Oro por. su trAnsito
por el Canal el 15 de agosto de
1964.
El CapitAn William F. Knollman
seiial6 que el Santa Maria ha hecho
muchos transitos felices desde en-
tonces y por coincidencia transitaria
hacia el norte el lunes 15 de agosto,
63 aniversario del Canal.
El Gobernador Parfitt le respon-'
di6 con el siguiente radiograma:
"Estimado CapitAn Knollman: Gra-
cias por su radiograma de felicita-
ci6n al transitar una vez mas el
Santa Maria por el Canal de Pana-
ma en un aniversario. Esperamos
que ustedes tendran muchos mAs

Uso Excesivo de Beneficios Causa

Alza en Prima de Seguro Colectivo
Desde el 19 de enero de 1978, habra cambios en los beneficios de
salud y las primas bajo el Plan de Beneficio de la Zona del Canal
(CZBP) de la Mutual of Omaha, segin anunci6 W. A. Sullivan,
President de la Junta Directiva de Seguros de la Zona del Canal.
El anuncio fue hecho el 17 de agosto, despuBs de una reuni6n de
la Junta con asistencia de George MacWhorter, Jefe de la Organiza-
ci6n de Empleados de la Divisi6n de Planes y Shirley Harris, actuaria,
ambos de la Comisi6n de Servicio Civil de Estados Unidos.
Ha sido necesario aumentar las primas debido al aumento dA los
costs m6dicos, a la excesiva utilizaci6n de los beneficios y para ajustar
los costs de CZBP a los planes de otros aseguradores.
El cost calculado del plan-el Gobierno paga el 60 por ciento-sera
aumentado de $15.30 a $19.85 por period de pago por el asegurado
solamente y de $38.00 a $49.40 por la inscripci6n del asegurado y
su familiar.
La Junta calcula que las contribuciones de los empleados para el
plan del asegurado individual aunentara de.$5.35 a $8.94 por period
de pago y de $13.41 a $22.35 para el asegurado y su familiar.
El costo del Plan de Beneficio de la Zona del Canal sigue siendo
menor que el Plan de Beneficio de Servicio Amplio del Gobierno (Blue.
Cross-Blue Shield).

LIMITS DE CREDIT PARA
EMPLEADOS DEL CANAL SEGUN EL SALARIO QUE DEVENGAN
