Students have been announced by
the school principal, Professor
DuBois W. Andrews.
Inducted into the society, which
is one of the foremost high school
honors in the United States, be-
cause of their excellence in acad-
emic and civic achievements were:

Spot Bid Sale Set
The Defense Property Disposal
Office Panama will conduct a spot
bid sale at 8:30 a.m., July 21, at
Building 1014, PAD Area, Albrook
Sale items may be inspected from
7:30 to 11:30 a.m. and from 12:30
to 3 p.m., through July 20.
Registration of bidders will
begin at 7:30 a.m. on the day of
the sale. Catalogs will be available
on the days of inspection.

Joins PC Health Bureau

College To Offer 5 New Courses

Five new courses and a new
1-year accounting certificate pro-
gram are being offered at Canal
Zone College this fall in response
to community needs. They are
among the 139 different courses
listed in the fall schedule, many
with daytime and evening sections
to accommodate students of all ages.
Two of the new courses are in
preschool education: Introduction
to Early Childhood Education and
Creative Learning Experiences for
Preschool Children. They were in-
troduced at the request of nursery
school administrators and are de-
signed for prospective preschool
teachers and for parents.
Two other new courses are in the
Criminal Justice program, which
was started at the college a year
ago for people interested in law

enforcement and related work.
They are Juvenile Justice, taught
by Bay D..Tron.-, and Criminal In-
vestigation, taught by James E.
New entries in the business de-
partment are Secretarial Accounting
and a 1-year certificate Accounting
program, similar to the college's
popular 1-year secretarial certificate
program. A 1-year certificate is also
offered in Data Processing. Secre-
tarial Accounting is designed for
the student who is not preparing
for a position as a bookkeeper or

If the old game of assigning mili-
tary personnel to a point furthest
from the number one choice on
their list of preferences had worked,
Lt. Col. Donald C. Nelson would be
starting a tour of duty in Alaska.
Two years ago, as an assistant in-
spector general for the U.S. Army
Health Services Command, Fort
Sam Houston, Tex., he came to the
Canal Zone to inspect U.S. Army
medical activities and decided this
was where he would like to, spend
his next assignment.
The computers cooperated and
last week Colonel Nelson began his
new job as Assistant to the Health
Director and Executive Officer of
the U.S. Army Element-Canal Zone
Nelson was born in Oakland,
Calif., and remained in the area
until he left for college. In 1957,
he received a bachelor of science
degree in pharmacy from the Uni-
versity of Minnesota and a commis-
sion as a second lieutenant in the
U.S. Army, both on the same day.
After a year of working as a
pharmacist in a hospital in Castro
Valley, Calif., Nelson went on active
duty and was first assigned.as chief
of the Pharmacy Service, Army-
Navy Hospital, Hot Springs, Ark.,
and then to the same position at
the Valley Forge General Hospital,
Phoenixville, Pa.
His 2-year military commitment
served, Nelson returned to Califor-
nia toaccept a job as chief pharma-
cist at Doctors Hospital in San
A civilian for 4 years, he decided
on a permanent military career,
went back on active duty, and was
assigned to Army hospitals at Fort
McClellan, Ala., Puerto Rico, and
then to Korea.
Back in the States, Nelson was
selected to attend the U.S. Army
Baylor University Program in Hos-
pital Administration and, in 1973,

received his masters degree in
Health Care Administration.
From there he was assigned to
the inspector general position that
brought him to the Canal Zone on
temporary duty and then to his
present assignment.
Nelson and his wife, Dorothy,
live in Ancon with their son, Kent,
13, who will enter the eighth grade
in the fall. An older son, Mark, 19,
is a sophomore at San Antonio Col-
lege studying electronics tech-

campers and hikers who spent their
last vacation trailer camping from
Texas to Wisconsin to Livermore,
Calif., where his parents live.
Both sons are longtime Boy
Scouts and Nelson and his wife are
adult leaders in the Scout program.
A personal member of the Amer-
ican Hospital Association, Nelson is
a nominee to the American College
of Hospital Administrators.

Electronic Phone System

Communications Improved at Gatun

Gatun Locks is the one place in
the Canal Zone where you can dial
a code that automatically reroutes
incoming calls to another number
while you continue to make out-
going calls on the same instrument.
Automatic call forwarding is one
feature of a new electronic tele-
phone system in the Panama Canal
Company's program to modernize
its telecommunications facilities.
A Communications Branch study
of Locks Division telephone systems
that began in 1975 gave first
priority to replacement of the sys-
tem at Gatun Locks because the
1952 vintage electro-mechanical
switching equipment was obsolete,
required high-cost maintenance, and
was in danger of failure from
mechanical breakdown or flooding.
The new system, called the Di-
mension�, is a 200-line Electronic

Private Automatic Branch Exchange
(EPABX) manufactured by Western
Electric Co.
The compact EPABX at Gatun
Locks is installed in the control
house where it is contained in two
cabinets each the size of a large
refrigerator. The system it replaces
occupied three times as much space
and had to be housed in a separate
The Dimension), with its
stored-program control and time-
division switching, not only pro-
vides the versatility needed for the
locks' immediate needs but will be
easily adaptable to future require-
It also features a sophisticated
self-diagnostic capability and re-
liability that is expected to minimize
out-of-service time and reduce
maintenance costs.

The new EPABX is a byproduct
of the dramatic shift in technology
taking place in the telephone indus-
try today.
Within a few years, the manufac-
ture of electro-mechanical switch-
ing systems is expected to become
a thiig of the past, giving way to
solid-state, digital systems. This
radical change, plus the marriage of
computer and communications tech-
nologies, will benefit the Panama
Canal Company in future telecom-
munications improvements.
For example, the addition of new
services or features to electro-
mechanical systems usually requires
extensive equipment expansions and
wiring modifications. With elec-
tronic switching systems, many new
capabilities can be added by chang-
ing the computer program with
little or no equipment modification.

of United States Independence Day. Special guests at Rotary's Fourth
of July program, held at the Hotel Washington-Hyatt, were members

Kids May See Insects,

But Not Bug the Staff

Student groups, adults and chil-
dren are welcome to visit the mu-
seum in Building 5, Corozal, which
houses a display of insects, rodents
and reptiles normally found in this
The museum is an element of the
U.S. Army Medical Department's
Health and Environment Activity.
Recently, children have been en-
tering the building to use the cold
drink machine and bathroom. Since
this disrupts normal work activity
and presents potential safety prob-
lems, children will no longer be
allowed in the building without an
adult escort.

Adriano E. Diaz Is Named Chief

Of Dredging's Operations Branch

Adriano E. Diaz, Assistant Chief,
Operations Branch, Dredging Di-
vision, since 1976, has been pro-
moted to Chief of the Branch.
A Panamanian, Diaz was born in
Pocri, Los Santos, and moved with
his family to Panama City when he
was 12. He attended schools in

Panama, was graduated from Jos6
Dolores Moscote High School and
received a degree in civil engineer-
ing in 1970 from the university of
Santa Maria La Antigua.
Diaz first came to work for the
Canal in 1968 as a student assistant
in the Dredging Division. The fol-
lowing year he was employed as a
student trainee and in 1970 began
working for the division as a civil
engineer. His training experience
includes a short course in dredging
activities at Texas A&M University,
observance of drilling and blasting
operations in Jacksonville, Fla., and
several other Panama Canal-spon-
sored training courses.
Diaz is married to the former
Griselda Chen of Panama who is a
public accountant in a Panama
business firm. They have three chil-
dren: Adriano 4, Eric 2, and Luis
Carlos 1, and live in Golf Heights.

Claims Branch Moved
Panama Canal employees are re-
minded that the Claims Branch,
formerly located near the Shoestore
in Balboa, is now located at Build-
ing 6529 in Corozal.

the hours of 7:30 to 11:30 a.m. and
12:30 to 3 p.m. During the final
registration period of August 8
through 12, evening hours for the
cashier will be scheduled.
Counselors or the Registrar are
on duty during morning, afternoon,
and evening hours to approve new
admissions to the college and class
schedules of students. To avoid
registration lines during the final
week before the fall semester
begins, prospective students are
urged to register early and also be
insured of space in desired class
Tuition for part-time students
who qualify for the low rate and
who enroll for 11 semester credits
or less is $25 per semester credit.
The rate is $65 per semester credit
for those who do not qualify for
the low rate of tuition. For full-time
attendance, which means taking
12 semester credits or more, tuition
is $240 per semester at the spon-
sored rate and $1,125 for the
non-sponsored rate.
Courses for degree requirements
in all programs of instruction have
been scheduled. Attention has been
given to classes from 4:40 to
9:30 p.m. for employees to attend
the college on a part-time basis
evening hours. Registration mate-
rials and information can be secured
from the administration office, room

Applause! Applause! Applause! Applause! Applause!
Applause! Applause!" Before Isthmian audiences hear
these final words of the closing number in this year's
Canal Zone United Way production, they will have
had a sometime sweet-sometime bitter taste of the
glamour and excitement, heartbreak and disappoint-
ment of life on the other side of the footlights. The
best Broadway musical of 1970, "Applause" will open
at the Balboa High School Auditorium on Thursday,
July 21, and run for 15 performances with Mondays
dark. Reservations can be made by calling 52-5576
or 52-6576 from 3 to 5 p.m. and to 7 to 9 p.m., Mon-
days through Fridays. Tickets for opening night will
cost $5 and for other performances $3. "Applause"
is a sophisticated, adult musical.

ne para cruzar unas palabras con Alejandro Gerald, operario de teletipo
en las Esclusas de Miraflores, durante su visit a la torre de control.
Ademis de recorrer las esclusas, el Congresista O'Brien visit al Gober-
nador H. R. Parfitt y le fue brindada una charla informative sobre las
operaciones del Canal por el Director de Informaci6n Frank A. Baldwin.

Universidad Brinda Nuevos Cursos

Respondiendo a las necesidades
de la comunidad, este otofio se
ofrecerAn cinco cursos nuevos y un
certificado de 1 afio de studios de
contabilidad en la Universidad de
la Zona del Canal. Estos nuevos
cursos se cuentan entire los 139 in-
cluidos en el program de otofio,
con muchas sesiones diurnas y noc-
turnas para beneficio de estudiantes
de todas las edades.
Hay dos materials nuevas en edu-
caci6n preescolar: Introducci6n a la
Educaci6n de Nifios Precoces y
Experiencias de Aprendizaje Crea-
tivo para Nifios de Edad Preesco-
lar. Estos cursos fueron introduci-
dos en el program a s9licitud de
los administradores de guarderias
y tienen el fin de ofrecer adiestra-
miento a futures maestros de nifios
de edad preescolar asi como a
padres de familiar.

del program de Justicia Penal que

preferencia, el Teniente Coronel
Donald C. Nelson estaria comen-
zando su period de servicio en

vicios de Salubridad del Ej6rcito de
los Estados Unidos, en Fuerte Sam
Houston, Texas, vino a la Zona del
Canal para inspeccionar las instala-

decidi6 que aqui seria donde le gus-
taria prestar su siguiente period de

su deseo, y el Coronel Nelson, se
inici6 la semana pasada en su nue-
vo cargo como Ayudante del Direc-
tor de Salubridad y Oficial Ejecu-
tivo del Elemento del Ej6rcito de
los Estados Unidos ante el Gobier-
no de la Zona del Canal.
Nelson naci6 en Oakland, Cali-
fornia, y permaneci6 alli hasta su
ingreso a la universidad. En 1957
obtuvo su licenciatura en farmacia
de la Universidad de Minnesota y
el mismo dia, su oficialidad como
subteniente en el Ej&rcito de los
Estados Unidos.
Despu6s de haber trabajado 1 afio
como farmac6utico en un Hospital
en Castro Valley, California, Nel-
son entr6 al servicio military active
donde primero fue nombrado jefe
del Servicio de Farmacia en el Hos-
pital del Ej&rcito y la Armada en
Hot Springs, Arkansas y luego a la
misma posici6n en el Hospital Ge-
neral de Valley Forge, en Phoenix-
ville, Pennsylvania.
Terminados sus 2 aiios de servi-
cio military Nelson regres6 a Cali-
fornia y acept6 trabajar como far-
mac6utico jefe en Doctors Hospital
en San Leandro.
Durante 4 afios trabaj6 como civil
y luego decidi6 hacer del servicio
military una carrea permanent; de
modo que volvi6 a alistarse y fue
asignado a hospitals del Ejercito
en Fuerte McClellan, Alabama,
Puerto Rico y Corea.
A su regreso a los Estados Unidos
Nelson fue seleccionado para asistir
a la Universidad Baylor al Progra-
ma de Administraci6n de Hospita-

les para el Ej6rcito de los Estados
Unidos y en 1973 recibi6 su maes-
tria en Administraci6n de Salu-
De alli fue asignado a la posi-
ci6n en la oficina del inspector ge-
neral que le trajo a la Zona del
Canal temporalmente y finalmente
a su posici6n actual.
Nelson y su esposa Dorothy viven
en Anc6n con su hijo Kent de 13
afios que ingresarA al octavo grado
en el otofio. Tienen un hijo mayor,
Mark, de 19 afios, que estA en se-
gundo afio de universidad en San
Antonio College estudiando tecno-
logia electr6nica.
Los cuatro Nelsons son entusias-
tas excursionistas y sus Altimas va-
caciones las pasaron de excursion en
una casa a remolque viajando desde
Texas hasta Wisconsin y hasta
Livermore en California donde
viven sus padres.
Ambos hijos son veterans de los.
Boy Scouts y Nelson y su esposa
son lideres adults en el program
de escultismo.
Es miembro personal de la Aso-
ciaci6n Americana de Hospitales y
ha sido propuesto para ingresar al
Colegio Americano de Administra-
dores de Hospitales.

ticas del nuevo sistema telef6nico
dentro del program de moderni-
zaci6n de instalaciones de teleco-
municaciones de la Compafifa del
Mediante un studio efectuado
por el Ramo de Comunicaciones
acerca de los sistemas telef6nicos
de la Divisi6n de Esclusas iniciado
en 1975, se le asign6 la mAs alta
prioridad a la renovaci6n de dicho
sistema porque el equipo de inte-
rruptores electromecAnicos que da-
taba desde 1952 no s6lo era anti-
cuado, sino que su mantenimiento
resultaba costoso y corria peligro

de fallar por desperfectos mecAni-
cos o por la entrada de agua.
El nuevo sistema, llamado Di-
mensi6n) es una centralilla
automitica particular' electr6nica
(EPABX) de 200 lines (EPABC)
fabricada por la Western Elec-
tric Co.
Todo el sistema EPABX estA ins-
talado en la torre de control de las
esclusas, dentro de dos alojamientos
del tamafio de una refrigeradora
grande. El sistema telef6nico ante-
rior ocupaba tres veces mAs espacio
y se requeria todo un local sepa-
rado para alojarlo.
El sistema Dimensi6n� con su
control de programs almacenados
y mecanismo interruptor con divi-
si6n de tiempo no s6lo proporciona
la versatilidad necesaria para satis-
facer los requisitos inmediatos de
las Esclusas sino que puede adap-
tarse a las necesidades futures.
Ademis, se espera que a trav6s
de su capacidad de autodiagn6sti-

co y confiabilidad pueda reducirse
el tiempo de inactividad del siste-
ma y sus costs de mantenimiento.
El nuevo EPABX ha sido el pro-
ducto de un dramAtico cambio tec-
nol6gico en la industrial de la tele-
fonia modern.
Este cambio radical, combinado
con la interrelaci6n tecnol6gica
entire computadoras y comunicacio-
nes, beneficiary a la Compafnia del
Canal de PanamA en la future mo-
dernizaci6n de sus sistemas de tele-

Interrumpen Labores
Se invita por este medio a gru-

a visitar el museo en el Edificio 5
de Corozal en el cual se exhiben
variados especimenes de insects,
roedores y reptiles caracteristicos de
esta region.
El museo es parte de la Instala-
ci6n de Salubridad y Condiciones
Ambientales del Departamento Fa-
cultativo de Sanidad del Ej6rcito
de los Estados Unidos.
Recientemente se ha notado que
los nifios que entran al edificio para
usar la mAquina dispensadora de
bebidas gaseosas y los servicios
sanitarios interrumpen la actividad
normal de trabajo y presentan un
problema potential de seguridad.
Por lo tanto, a partir de esta fecha
no se permitirA la entrada de nifios
al edificio a menos que vayan acom-
pafiados de un adulto.
Los padres que quieran hacer
arreglos para que sus hijos visi-

Todos sonrien cuando el Director de Ingenieria y
Construcci6n Coronel J. J. Plunkett (a la izquierda)
entrega el Premio por Servicio Meritorio, con Primer
Ramo de Hojas de Roble, al Mayor Robert L. Herndon,
del Cuerpo de Ingenieros del Ej6rcito de los Estados
Unidot, en redonocimiento al encomioso servicio que
ha prestado durante numerosos proyectos de ingenieria
de la Direcci6n, desde enero de 1974 hasta junio
de 1977. El Mayor Herndon fue Gerente Asistente
del proyecto de reacondicionamiento general de las
esclusas en 1974. Como ingeniero de investigaci6n de

la maniobrabilidad de los barcos en aguas limitada
prepare un program de computadora para correlaci
nar los datos pertinentes y tambi6n hizo un estud
de los accidents navieros en aguas del Canal. Con
Jefe del Centro de Operaciones de Dragado persona
mente tom6 medidas que resultaron en mis
$670,000 de ahorros, con economies adicionales pote;
ciales de mis de 3.5 millones para afios futures. F
