event of International Women's
Year in the Canal Zone.

Members Return

Civic Council representatives
Patricia Fulton, David Baglien and
Jim Dertien have returned from
Washington where they met with
members of Congress, the State
Department, the Civil Service
Commission and the National Se-
curity Council. They presented a
position paper prepared by the
Canal Zone Civic Councils on the
current problems and suggested
solutions to recent proposals by
the Canal administration.
They are preparing a newsletter
with details of the trip which will
be sent to all U.S. Civic Councils.

Admeasurement

Rules Changes

Are Approved
President Gerald R. Ford has
approved a number of changes in
the rules of measurement of vessels
that transit the Panama Canal.
The changes, effective for all
ships entering Canal waters on
March 23 or thereafter, were rec-
ommended by the Board of Di-
rectors following public hearings.
The Panama Canal Company first
announced the proposed changes
by formal notice in the Federal
Register in July 1975.
President Ford approved a total
of eight changes but took no ac-
tion on one significant proposed
rule modification relating to assess-
ment for deck cargoes.
The main reason for the changes
was to make tolls more equitable
for all transiting vessels in view
of changes in the design of ships
and the composition of traffic
through the Canal since the rules
were initially established in 1913
and modified in 1937.
Changes approved by the Pres-
ident will increase tolls an average
of 4 percent for all vessels using
the waterway. The new rules will
generate an estimated $5.5 million

Directed at Rumors


A Governor's information center
established at Balboa Heights is
providing employees with accurate
information to dispel unfounded
rumors circulating throughout the
Canal Zone.
The center's telephone numbers,
52-3412 and 52-3561, are opera-
tional from 7 a.m. to 4 p.m.,
through the lunch hour, 7 days a
week. Persons with questions con-
cerning the Company-Government
or related to the Canal Zone may
call for the answers. When an-
swers are not readily available,
callers may leave their numbers
or call back later.
The first person to use the in-
formation center asked if there
was any truth to the rumor that
Victor V. Veysey, Assistant Sec-
cretary of the Army, has decided
not to back the Governor in his

April 16, due to the observance of
Good Friday, a legal holiday.
Because of the Canal organiza-
tion's austerity program, the SPI.L-
WAY will not be published on cer-
tain short holiday weeks this year.

In this document, the Governor
agreed, upon the return to work
by employees, to recommend and
support adjustments to recent wage
proposals of the Canal Zone Civ-
ilian Personnel Policy Coordinating
Board (CZCPPCB); and to initiate
immediate action to formulate a
labor-management committee to
commence a study of the applica-
tion of Executive Order 11491 or
other mutually acceptable form of
collective bargaining with Canal
employees.
The answer to this question: The
rumor that Veysey has turned the
Governor down is false. Governor
Parfitt was working to arrange a
meeting of the board in the near
future, hopefully this week. Mem-
bers of the board are Veysey, Gov-
ernor Parfitt and Lt. Gen. D. P.
McAuliffe, Commander in Chief
of the U.S. Southern Command.
In announcing establishment of
the information center March 26,
Governor Parfitt said "We are
moving ahead on proposals made
last week to end an employee
'sickout' and rumors that they have

Water Safety Course

Offered at Coco Solo
The date for completion of re-
training for all water safety in-
structors is December 31, 1976,
so the authorizations of all Water
Safety Instructors trained under
old program expire on that date.
To requalify as water safety in-
structors, currently authorized in-
structors must participate in a re-
training workshop of not less than
12 hours, 6 hours of which will
be in pool sessions. This course
will be given by Emilio Singh and
Fred Clark at the Coco Solo Pool
on the following nights from 5:30
to 8:30 p.m., Atlantic side: Mon-
day, April 5; Tuesdays, April 6;
Thursday, April 8; and Friday,
April 9.

People in the News


It is said that a happy person is
one who is content with family
and with job, who believes in God
and enjoys the little things in life.
All this can be said of Gornett
H. Hartley, assistant to the office
chief of the Railroad Division at
Cristobal.
His father, Luther Hartley, was
a railroad employee during the
construction days of the Panama
Canal, working where the true
railroad men used to work-deep
down in the old Culebra Cut,
known today as Gaillard Cut.
While working there, Hartley, Sr.,
lost a leg in an accident. He died
several years ago, but left his son
his love of the railroad.
Gornett Hartley talks with en-
thusiasm about his association with
the Panama Railroad, where he
started working in 1939 as an
"errand boy." He talks kindly
about his past supervisors, also re-
membering one who has passed
away. He has held several posi-
tions as messenger, checker, office
aid, clerk, and with great satis-
faction he says "I have always
worked with the Panama Rail-
road."
When asked where he wanted
to have his photograph taken, he
quickly replied, "close to the loco-
motive."
Born in Colon, Hartley resides
with his wife and four of his seven
children in Rainbow City.
His oldest daughter, Ana, was
director of the Rainbow City nurs-
ery for several years, where she
had many friends. She currently is
studying sociology at New York
University. Arcelio, the second
oldest, is an electrician who grad-
uated from the Panama Canal ap-
prenticeship program. He now is
in his second apprenticeship, this
time as a tugboat operator. Ar-
mando, 21, is serving with the U.S.
Navy aboard a destroyer that was
part of a fleet that called on sev-
eral Soviet Union ports last spring.
Aurelio, 19, is taking several
courses at the Canal Zone College
which will go toward a degree in
electrical engineering. Amelia, 14,
and Antonio, 11, are students at
the Rainbow City School, while
Adonicio, 4, keeps busy playing at
home or at the nursery.
When he talks about his chil-
dren's education and their suc-
cesses on their jobs, Hartley sin-
cerely admits "they owe it all to

their mother who has always been
concerned about them."
On Sunday, Hartley accom-
panies his family to the First Bap-
tist Church where their assistance
to the Pastor, Rev. Sylvanus Scar-
lett, is valuable.
Hartley's hobbies are hunting and
fishing. He enjoys watching base-
ball and volleyball games, but best
of all, he enjoys listening to jazz
and the blues.


Square Dance Club

To Participate in

Variety Program
The Star in a Circle Square
Dance Club, under the direction
of Dr. William T. Bailey, will be
one of the main attractions on the
variety program and fashion re-
vue "Fashions of the Months,"
to be presented at 7:30 p.m., to-
morrow, in the St. Christopher's
auditorium, 10th Street, Parque
Lefevre.
Other performers will be "The
Come Back Africafis" dance group
and elocutionist Beverly Butcher.
The show is being sponsored by
the Rio Abajo Methodist Junior
Choir under the direction of Amy
E. C. de Boyce and Carmela Lowe
de Gobern.
The public is invited.


Wearing winning smiles are Lisa Walker, left, Robert Mendoza and
Stephanie Lewis of Curundu Elementary School who set records at the
recent Canal Zone Elementary Track Meet. Stephanie broke the 11- and
12-year-old girls' 220-yard record previously held by her sister. Lisa set
a new standard in the high jump with a 4'8" leap and Robert established
a record in the 880-yard run with a time of 2:44.2.


Hogar Atlantico


Benefit Tea


To Be Held Sat.
The annual benefit tea to sup-
port Hogar Atlintico of Colon will
be held from 3 to 5 p.m., to-
morrow, at the home of Mrs. Enid
Scott, Roosevelt Avenue between
7th and 8th streets in Colon.
The annual tea is one function
that has become a social must on
the Atlantic side as well as one
of the main sources of income to
maintain the nearly 30 residents
in the home.
In 1964, Sir Edgar Vaughan,
former British Ambassador in Pan-
ama, enlisted the support of local
ministers to provide services for
persons of West Indian origin re-
maining from the Canal construc-
tion days.
The governments of Jamaica and
Barbados, as well as the Republic
of Panama, contribute towards the
operation of the home, which is
owned and operated by the At-
lantic Religious Workers Associa-
tion.
There is no admission fee for
the tea, but donations are grate-
fully accepted at the door.
Those unable to be present at
the tea but wishing to make a
contribution to Hogar Atlintico
may do so by mailing a check or
money order to Mis. Inga Illies,
Box 5022, Cristobal, C.Z.
Mrs. Anne Redman, of Gatun,
is president of the committee for
raising funds for the Hogar Atlin-
tico.

Minibike Course Closed
The minibike course in the Bal-
boa-La Boca area was closed last
week.
The action followed numerous
complaints by residents of the area
as well as others in the commu-
nity which led to a unanimous
vote by the Pacific Civic Council
to withdraw its support for con-
tinued operation of the course.

Holiday Hours

Are Announced

By Supply Div.
The Balboa and Margarita cafe-
terias will be open on regular
24-hour schedules Good Friday,
April 16, a legal holiday when
most other Supply Division activi-
ties will be closed.
All other food and small mer-
chandise operations, including the
Ancon Drive-Inn, will close for
the holiday.
Supermarkets at Balboa and
Coco Solo will close as well as
all other retail stores including
townsite merchandise and vending
convenience sections, service cen-
ter units, warehouses, optical
shops, and the Ancon Laundry.
Three gasoline stations will be
open during regular holiday hours:
La Boca from 6:30 a.m. to 1 p.m.;
Gamboa from 8 a.m. to 12 noon;
and Margarita from 6:30 a.m. to
12 noon. All other stations will
close.
Bowling alleys will be open
from 3:30 to 11:30 p.m. for pre-
scheduled league activities but the
snack bar and ice cream parlor at
the Balboa Bowling Center will
be closed.
Theaters will operate in ac-
cordance with announced sched-
ules.


Cascades Booklet

Of 130 Stamps

Will Go on Sale
A new 13-cent stamp booklet
will be placed on sale at Balboa
on April 19. The Cascadas book-
let will contain five panes of four
stamps stapled in a horizontal posi-
tion and will sell for $2.60.
Request for first-day covers will
only be serviced with full booklet
panes of four stamps with selvage
and will require a remittance of
52 cents for each first-day cover.
Each cover submitted will require
a clear space of 41/% inches hori-
zontally and 3/4 inches vertically
in the upper right-hand corner to
allow sufficient area for applica-
tion of the booklet pane and "First
Day of Issue" cancellation.
All requests for "First Day of
Issue Covers" should be sent to
the Philatelic Agency, Balboa,
C.Z. All covers submitted should
be ordinary letter size and con-
tain an enclosure of medium
weight and have the flap turned
in. Requests for unusual arrange-
ments or for distinctive color sel-

For Lifesaving Efforts


Two Canal employees received
Special Acts Awards of $500 this
month for courage and quick think-
ing in two separate situations
which averted tragedy and saved
the lives of a man and a young
boy. Cov. H. R. Parfitt made the
presentations.
Timothy C. Lane prevented seri-
ous injury or a fatal accident to a
Panama Railroad conductor and
Russell E. Stromberg set into mo-
tion the actions that saved a stu-
dent's life and then applied mouth-
to-mouth resuscitation until profes-
sional help arrived.

the conductor, his head struck

The Special Acts Certificate com-
mends Lane for pulling the ap-
parently unconscious conductor
from the tracks seconds before the
train's wheels would have passed
over the lower part of his body.
Stromberg was conducting a
physical education class at Cu-
rundu Junior High School when
one of his students collapsed and
seemed to stop breathing. For his
conduct in the emergency, he was
commended for "quick and sure
actions in a very tension-filled
period of time and for averting a
possible tragedy."
Lane, an employee of the Locks
Divisions' Gatun Deckhands Facil-
ities, is the son of Mr. and Mrs.
McNair C. Lane of Balboa.
A graduate of Balboa High
School and Canal Zone College,
Stromberg has been with the
Schools Division for 8 years. He
holds a bachelor of science degree
and a master's degree from East
Texas State University.
Stromberg and his wife, Kath-
leen, live in La Boca with their
five children: John, Kelly, Karen,
Russell and Kristine.

National Library W eek

Will Be Observed
With the slogan, "Free People,
Free Libraries," the centennial of
library service in the United States
will highlight the observance of
National Library Week, April 4
through 10.
It was 100 years ago that a
group of librarians met in Phila-
delphia to lay the groundwork for
what has become one of the finest
library systems in the world.
About 100 years earlier, two ar-
chitects of American Independence
inspired the library system: Thomas
Jellerson, by selecting some books
for the use of the Congress, and
Benjamin Franklin, by introducing
the idea of a lending library.
Since then, libraries have come
a long way with libraries such as
the Canal Zone Library serving
people of all ages and interests.

Bids Being Evaluated


On New Dipper Dredge


Bids were opened on March 5
for a giant dipper dredge to re-
place the Canal's 61-year-old
Paraiso.
Manufacturers' representatives
were present when bids from one
United States firm, three Japa-
nese firms and one Scottish-Dutch
consortium were opened by Erich
L. Reinhardt, Chief, Purchasing
and Contracts Branch, Division of
Storehouses.
In August 1975, requests for
technical proposals were mailed
out to more than 100 potential

bidders around the world. Of the
11 bids received, 6 were deter-
mined to be acceptable or could
be made acceptable with minor
changes.
The second step in the procure-
ment process was a request for a
price bid from those manufacturers
who submitted acceptable pro-
posals.
Five bids ranging from a low
figure of $5,078,500 to a high of
$11,480,000 are now being eval-
uated before a contract is awarded.
One U.S. firm did not submit a
bid.
When the new 15-cubic yard
dredge is received in about 2 years,
it will serve as the Canal's pri-
mary dipper dredge, replacing
the obsolete 13-cubic-yard Paraiso
which has been out of service for
3 years.
A non-self-propelled diesel-
electric powered dipper dredge, it
will be capable of excavating 60
feet below the water surface.
The basic design will center on
a self-contained shovel machine
mounted on a barge hull with main
and auxiliary power supplied. The
dredge will be about 150 feet
long and between 60 and 73 feet
in width with a 16-foot draft
and a lifting capacity of 250,000
pounds.
The Cascadas, which is still in
the Canal's active fleet, will be-
come the standby or backup
dredge.
The Paraiso has played a part
in all major dredging activities
from the early days of the Canal
through the widening of Gaillard
Cut. In the mid-fifties, it was
loaned to the Corps of Engineers
for use in the construction of the
St. Lawrence Seaway.
Parts of the Cascadas are no
longer manufactured so the Pa-
raiso is being stripped of parts to
be used on her. The hulk of the
old dredge-built by the Bacyrus
Co. in 1914-will be sold for scrap.
The bronze plaque showing the
builder's identification will be
given to the Canal Zone Museum.

To prepare for implementation
of the rules changes, three addi-
tional personnel were hired in
1975, and in the fall the Canal
began gathering data to provide
for the contingency of Presidential
approval. Considerable information
was received also from foreign
tonnage authorities. As a result,
about 1,500 ships have been meas-
ured, or almost one-half of the
approximate 3,500 vessels using
the Canal. In a period of 1 year
these vessels make approximately
14,000 transits.

Musical Spectacular

United Way Benefit
"Toe Jam 76," a concert fea-
turing rock, soul, jazz, country and
western, blue grass and other
types of music will be held at
Balboa Stadium on April 10 and
11.
The 2-day musical spectacular
will be staged for the benefit of
the Canal Zone United Way.
The concert will be from noon
to midnight, Saturday, April 10,
and from noon to 10 p.m., Sun-
day, April 11.
Bands, musical groups and single
performers will present specialities
to appeal to all ages.
The food and drink concession
will be handled by the local
Shriners.
Tickets will be on sale for $3
per day at the Balboa supermarket
and from concert committee mem-
bers on both sides of the Isthmus.

Balboa Heights

P.O. Changing to

Mail Delivery Unit
The Balboa Heights Post Office
will discontinue window services
for the acceptance of mail, and
the sale of stamps and money
orders after the close of business
today.
When the post office reopens
Monday, April 5, it will be con-
verted to a mail delivery unit for
the distribution of incoming mail
to post office boxes.
The window will be open 5
hours a day from 9 to 11:30 a.m.
and 2 to 4:30 p.m., Monday
through Friday, to allow patrons
to pick up incoming parcel post,
registered, certified and insured
articles.
The Balboa and Cristobal post
offices will discontinue window
service on Saturdays beginning
April 3.
All incoming mail will continue
to be distributed to post office
boxes, as is presently being done.


Approximately 15 cayucos rep-
resenting five Explorer posts and
ships on both sides of the Isthmus
will participate in the 1976 Ocean-
to Ocean Race next weekend.
At least four of the cayucos
participating in this year's com-
petition, the 23d annual race from
the Atlantic to the Pacific, will be
crewed by girls.
Getting underway on Friday
afternoon, the starting gun will
be sounded at 4 p.m. at the Cris-
tobal Yacht Club and the first leg
of the 50-mile race will take the
cayucos to the Aids to Navigation
Landing at Gatun Locks. The first
boat is expected to arrive about
45 minutes later and the crews
will overnight at Gatun.
The second and longest lap of
the race will take place the fol-
lowing day with the crews start-
ing out at 7 a.m. from the Gatun
Lighthouse. Following a route
through the banana channel to
buoy 37, then going left outside
the main channel, the cayucos will
head for beacon 93 at Gamboa.
The first boat is expected here at
about 11 a.m.
At 7 a.m. on Sunday morning,
the crews will report to the Siri
Landing at Gamboa and, follow-
ing a briefing and preparations,
will be off at 8 a.m. for the first
leg of the days' three laps that
will take them through Gaillard
Cut to the Las Cruces Landing
at Pedro Miguel Locks.


2 Get Key Promotions


In Maintenance Division


The Maintenance Division has
made two key personnel changes.
Fernando Martinez is now Chief,
Pacific Maintenance Branch, and
Willard S. Sweeney has been
promoted into Martinez' former
position as Atlantic Maintenance
Branch Chief.
Martinez, who was born and
grew up in Panama City, is a grad-
uate of Balboa High School. He

At about 11 a.m. the cayucos
will head for Miraflores with the
first boat expected to arrive at
about 11:45 a.m.
The starting gun will go off for
the last time at about 12:45 p.m.
when the crews will start out on
the last lap and paddle through
Miraflores Locks and to the finish
line at Pier 1, Rodman. The first
cayuco is expected to complete
the course at about 1:10 p.m.
An awards ceremony for par-
ticipants and fans will be held at
3 p.m. adjacent to the sea plane
ramp in Rodman. Awards will in-
clude a large silver cup donated
by the Balboa Lions Club for the
winning boat. Trophies will be
presented to each crevwmember in
the boats placing first, second,
third and fourth, and all paddlers
who finish the entire race will
receive a patch.

Girls To Crew 4 Boats


In Annual Cayuco Race


holds a bachelor of science and
master of science degree in civil
engineering from Oklahoma State
University, Stillwater, Okla.
Before returning to the Isthmus,
he worked with the Corps of En-
gineers on Eufala Dam, Okla., and
as a structural engineer in the
Tulsa District.
Martinez belongs to the Amer-
ican Society of Civil Engineers,
Canal Zone Society of Professional
Engineers and National Society of
Professional Engineers.
He is a past master of Canal
Zone Lodge AF&AM, a member
of the Elks and serves on the
boards of the Canal Zone Red
Cross and YMCA.
Martinez lives in Balboa with
his wife, Ann, and five children:
Gregory, Maria, Mimi, Louis and
Teresa.
Sweeney has worked for the
Water and Laboratory Branch on
both sides of the Isthmus since he
joined the Canal Company in
1968.
He is a sanitary engineer with
a bachelor of science degree from
Michigan State University and a
master's degree from the Univer-
sity of North Carolina.
Before coming to the Canal
Zone, he worked for USAID in
Panama and Africa and for the
United Nations World Health Or-
ganization in Honduras and Bo-
livia.
He is a licensed professional en-
gineer in the State of Illinois, a
licensed commercial pilot, and a
member of the American Water
Works Association.
Sweeney has two daughters,
Sabrina and Heidi Sue and one son
Willard.

Panama Canine Club

Offering 10-Week

Dog Obedience Class
The Club Canino de Panama
will offer a 10-week basic dog
obedience class at parking level C
of the Hatillo Building, located
at 35th Street and Justo Arose-
mena Avenue, Panama City, be-
ginning at 7 p.m., Wednesday,
April 7.
The classes will be conducted in
English or Spanish, or both.
Instructor Terence Ford advises
that anyone wishing to enroll
should not bring his dog to the
first class but should bring the
dog's rabies vaccination certificate.
There will be a $25 fee for the
course, which consists of such ex-
ercises as heeling, heeling through
a group, recall, a 1 minute sit and
a 3-minute down.
Owners of dogs that have al-
ready completed the basic course
can still enter the intermediate
obedience class which recently be-
gan at the Curundu Junior High
School parking lot. Those inter-
ested in the course, which includes
heeling off leash and beginning
retrieving and jumping, may take
their dogs to the school parking
lot this Monday at 7:30 p.m. and
talk with instructors Leo Greer and
Inge Kincaid.

El President Gerald R. Ford ha
aprobado un nismero de cambios
en las reglas del arqueo de las
embarcaciones que transitan por
el Canal de Panama.
Los cambios, efectivos para to-
das las naves que entren a las
aguas del Canal el 23 de marzo
o despues, fueron recomendados
por la Junta Directiva despues de
audiencias plblicas. La Compa-
lia del Canal de Panama anunci6
por primera vez los cambios que
se proponian mediante aviso for-

Dicen que un hombre feliz es
aqucl que esta orgulloso de su fa-
milia y de su trabajo, que cree en
Dios y que goza con las cosas
pequefias de esta vida.
Todo eso se puede decir de
Gornett H. Hartley, subjefe ofici-
nista en la Divisi6n de Ferrocarril
en Crist6bal.'
Empleado de segunda genera-
ci6n del Ferrocarril de PanamA,
su padre Luther Hartley fue fe-
rrocarrilero durante la construc-
ci6n del Canal de PanamA y lo fue
en el lugar donde s6lo trabajaban
los que eran ferrocarrileros de ver-
dad: en el fondo del viejo Corte
Culebra, Ilamado hoy oficialmente
Corte Gaillard. Alli perdi6 una
pierna en un accident de ferroca-
rril. Luther Hartley muri6 hace
anios, pero le dei6 a su hijo el amor
por el ferrocarril.
Gornett Hartley habla con en-
tusiasmo de su asociaci6n con el
Ferrocarril de PanamA, donde co-
menz6 en 1939 como "muchacho
de mandados". Menciona los nom-
bres de sus jefes inmediatos de
todos esos afios con much carifio.
Habla hasta de uno qrue ya muri6.
Con el correr de los afios, fue
ocupando varias posiciones: men-
sajero, verificador, auxiliar de ofi-
cina, oficinista, hasta llegar a sfi
actual posici6n y dice con satis-
facci6n: "Siempre he trabajado con
el Ferrocarril de PanamA". Cuan-
do se le pregunt6 d6nde deseaba
retratarse, contest rApidamente:
"Al lado de una locomotora".
Nacido en la ciudad de Col6n,
reside actualmente en Rainbow
City, en uni6n de su esposa y de
los cuatro hijos mis pequefios de
los siete que ha tenido el matri-
monio.
La hija mayor, Ana P. Hartley,
fue durante various afios director
de la Guarderia Infantil de Rain-
bow City,, donde ha dejado nume-
rosas amistades; actualmente se
encuentra en su primer afio de
Sociologia en una universidad de
Nueva York. Arcelio, el segundo,
se gradu6 de electricista en el Pro-
grama de Aprendices de la Direc-
ci6n de Personal. Ahora cursa el
segundo afio de aprendizaje para
capitAn de remolcador. Armando,
de 21 afios, presta servicios en la
Armada de los Estados Unidos; es
miembro de la tripulaci6n de un
destructor y en la primavera pa-
sada, su barco fue uno de los dos
destructores norteamericanos que
tocaron en various puertos de la
Uni6n Sovi6tica. Aurelio, de 19
anos, esta tomando various cursos
en la Universidad de la Zona del
Canal que le servirin para obte-
ner su licenciatura en ingenieria
eldctrica eventualmente. Estudia

Una venta de articulos usados,
patrocinada por el Capitulo "Cross-
roads" de las Sweet Adelines, Inc.,
tendri lugar en la Iglesia Episco-
pal de Santa Maria Virgen, en
Rainbow City, el martes 6 de abril,
de 8 a.m. a 3 p.m.

el Comit6 Latinoamericano de Be-
cas. Amelia, de 14 afios, estudia
en la Secundaria de Rainbow City,
mientras que Antonio, de 11 esta
en cl sexto grado de primaria en
el mismo lugar. El mis pequefio,
Adonicio, de apenas 4 afios, repar-
te su tiempo entire el hogar y la
guarderia infantil.
Los domingos, Hartley acompa-
fia a su familiar a la Primera Igle-
sia Bautista del Istmo, donde son
valiosos auxiliares del Pastor.

La Estrella, ejecutada por el
Club Circle Square, bajo la direc-
ci6n del Dr. William T. Bailey,

grama de variedades y el desfile
de modas "Modas de los Meses",
que se presentari a las 7:30 p.m.,
en el Auditorio de San Crist6bal,
de la Calle 10. del Parque Le-
fevre.
Otros artists seran el grupo de
baile "The Come Back Africans"
(Regresen Africanos) y la declama-
dora Beverly Butcher. Este espec-

Hogar Atlantico

El t6 annual para ayudar al sos-
tenimiento del Hogar Atlintico de
Col6n se efectuarA mariana 3 de
abril de 3 a 5 p.m. en la residen-
cia de la Sra. Enid Scott, ubicada
en la Avenida Roosevelt entire las
calls 7 y 8 de Col6n.
La actividad se ha constituido
en una de las principles fuentes
de ingresos para contribuir al man-
tenimiento de las 30 personas,
aproximadamente, que resident en
el Hogar Atlantico.
En 1964 Sir Edgar Vaughan,
Embajador Britinico en Panami,
logr6 captar el interns de ministros
religiosos locales para ayudar a
los trabajadores antillanos de la
6poca de la construcci6n del Canal.
El Gobierno de la Repuiblica de
Panama al igual que los de Ja-
maica y Barbados, colaboran con
cl Ilogar Atlintico, que es admi-
nistrado por la Asociaci6n de Tra-
bajadores Religiosos del Atlintico.

La pista de minimotos, situada

Ilev6 a un voto uninime del Con-
sejo Civico del Pacifico para re-
tirar su apoyo a la continuaci6n

Dos empleados del Canal reci-
bieron este mes Premios de $500
por Actos Especiales, por su valor
y rApida iniciativa, en dos situa-
ciones separadas, con lo que evi-
taron tragedies y salvaron las vidas
de un hombre y un jovencito. El
Gobernador H. R. Parfitt hizo la
entrega de los premios.
Timothy C. Lane evit6 una se-
ria lesi6n o un accident fatal a
un conductor del Ferrocarril de
Panama y Russell E. Stromberg
puso en movimiento una series do
acciones que salvaron la vida de
un estudiante y le aplic6 resuci-
taci6n de boca a boca hasta que
se le pudo dar atenci6n profe-
sional.

El Director de Seguridad del Canal de Panama, J. R. Maravilla, a la
izquierda, muestra el program de seguridad de la empresa del Canal

dente del Local 397 IBEW. Muller, empleado de la Divisi6n de Cons-
trucci6n, es el primer representante sindical que sirve en la Junta de
Seguridad del Canal de PanamA. Maravilla es el president de la junta.

Lane, quien estaba a punto de
subir a un tren en la Estaci6n de
Balboa, vio que el conductor que
estaba en el pescante.resbalaba y
caia. Al movers el tren hacia ade-
lante arrastrando al conductor, 6ste
golpe6 la plataforma con la cabe-
za y cay6 en el espacio entire la
plataforma y los rieles.
El Certificado por Actos Espe-
ciales alaba a Lane por haber sa-
cado al aparentemente incons-
ciente conductor de los rieles, se-
gundos antes de que las ruedas del
tren le hubieran pasado sobre la
part inferior del cuerpo.
Stromber dirigia una clase de
educaci6n fisica en el Primer Ciclo
de Curundli, cuando uno de sus
alumnos sufri6 un colapso y pare-
ci6 que dej6 de respirar. Fue ala-
bado por su comportamiento en
esta emergencia por "sus rApidas
y seguras accioncs en un period
de tiempo sumamente leno de
tension y por haber evitado una
possible tragedia".
Lane, empleado de las Instala-
ciones de Pasabarcos de las Esclu-
sas de Gatin, es hijo de McNair
C. Lane y Sra., de Balboa.
Craduado en la Escuela Secun-
daria de Balboa y en la Universi-
dad de la Zona del Canal, Strom-
berg ha pertenecido a la Divisi6n
de Escuelas durante 8 ainos. Po-
see una licenciatura y una maes-
tria en ciencias de la Universidad
Estatal del Este de Texas.
Stromber y su esposa, Kathleen,
viven en La Boca, con sus cinco
hijos: John, Kelly, Karen, Russell
y Kristine.

National de Bibliotecas
Con el lema "Pueblos Libres,
Bibliotecas Libres" el centenario
del servicio de bibliotecas de los
Estados Unidos seri parte impor-
tante en la observaci6n de la Se-
mana Nacional de Bibliotecas, del
4 al 10 de abril.
Iace 100 anios que un grupo de
bibliotecarios se reuni6 en Fila-
delfia para sentar las bases de lo
que hoy en dia se ha convertido
en uno de los mejores sistemias de
servicio bibliotecario del mundo.
Unos 100 anios antes, dos arqui-
tectos de la Independencia de los
l'stados Unidos inspiraron el sis-
tema de bibliotecas: Thomas Jeffer-
son, al scleccionar algunos libros
para el uso del Congreso, y Ben-
jamin Franklin, al introducir la
idea de una biblioteca para prestar
libros.

Estudian Licitaciones


De una Nueva Draga


El 5 de marzo se abrieron las
propuestas para el suministro de
una gigantesca draga de cucha-
r6n que reemplazara a la Paraiso,
que tiene 61 afios.
Los representantes de los fabri-
cantes estaban presents cuando
Erich L. Reinhardt, Jefe del Ramo
de Compras y Control de la Divi-
si6n de Almacenes abri6 las pro-
puestas de una firma de Estados
Unidos, tres del Jap6n y una de
un consorci6 escoc6s-dan6s.
En agosto de 1975, se enviaron
solicitudes para propuestas t6cni-
cas a mas de 100 posibles licitan-
tes en todo el mundo. De las 11
propuestas recibidas 6 fueron con-
sideradas aceptables o que podian
ser aceptables con cambios me-
nores.

de la obtenci6n fue solicitar pre-
cios a los fabricantes que presen-
taron propuestas aceptables.
Se recibieron cinco propuestas,
desde la mAs baja, por $5,078.500
hasta la mAs alta por $11,480,000,
que estAn siendo evaluadas antes
de otorgar el contrato. Una de las
firmas no hizo propuesta.
Cuando se reciba la nueva dra-
ga, de 15 yards culbicas de capa-
cidad, dentro de unos 2 anios, ser-
vira como la principal draga de
cuchar6n del Canal, reemplazando
a la Paraiso, ya obsoleta, y de 13
yards c6bicas de capacidad, que
ha estado fuera de servicio por
3 afios.
La nueva draga, no autopropul-
sada, con energia diesel el6ctrica,
podra excavar a 60 pies debajo de
la superficie del agua.
El disefio bAsico estard centrali-
zado en una mAquina paleadora,
montada sobre una barcaza done
estarAn las fuentes de energia prin-
cipal y auxiliar. La draga tendrA
unos 150 pies de largo y entire 60
y 73 de ancho, con un calado de
16 pies y podra levantar 250,000
libras.
La Cascadas que todavia per-
tenece a la flota active del Canal,
sera draga auxiliar o de repuesto.
La Paraiso ha desempeflado un
papel important en todas las ac-
tividades principles de dragado
desde los primeros dias del Canal
hasta la anpliaci6n del Corte Gail-
lard. A mediados de la decada del
cincuenta, fue prestada al Cuerpo
de Ingenieros para que fuera uti-
lizada en la construcci6n del Canal
del San Lorenzo.
Ciertas piezas de la Cascadas
ya no se fabrican, por lo que se
le estan quitando piezas a la Pa-
raiso para utilizarlas como repues-
to. El casco de la vieja draga,
construido por la Cia. Bacyrus en
1914, se venderA como chatarra.
La placa de bronce que identifica
al constructor sera donada al Mu-
seo de la Zona del Canal.


Son Aprobadas

para todas las embarcaciones que
utilizan la via interoceAnica. Se
calcula que las nuevas reglas ge-
neraran lo que se calcula en $5.5
millones anuales en ingresos para
la Compafia del Canal de Panama.
Para prepararse para la imple-
mentaci6n de los cambios en las
reglas, se emple6 tres personas
adicionales en 1975 y en el otofio,
el Canal comenz6 a recoger datos
para tenerlos en caso de que el
President diera su aprobaci6n.
Tambi6n se recibi6 considerable
informaci6n de parte de las auto-
ridades extranjeras de tonelaje.
Como resultado, unas 1,500 em-
barcaciones han sido arqueadas,
o casi la mitad de las aproxima-
damente 3,500 naves que utilizan
el Canal. En un period de 1 afio
estos buques hacen aproximada-
mente 14,000 transitos.

Aproximadamente 15 cayucos
que representarAn a cinco puestos
y barcos de Exploradores, de am-
bos sectors del Istmo, participa-
ran en la Carrera de Oc6ano a
Oc6ano, el pr6ximo fin de semana.
Por lo menos cuatro de los ca-
yucos que participaran en la com-
petencia de este alio, la 23- ca-
rrera annual del AtlAntico al Pacifi-
co, serAn tripulados por muchachas.
Comenzando el viernes en la
tarde, el disparo que dara la se-
rial de partida se dara a las 4
p.m. en el Club de Yates de Cris-
t6bal y la primera etapa de la
carrera de 50 millas llevarA los ca-
yucos al Desembarcadero de Guias
a la Navegaci6n en las Esclusas
de Gat6n. Se espera que el primer
bote Ilegue unos 45 minutes mais
tarde y los tripulantes pemocta-
ran en Gatin.
La segunda y mas larga etapa
de la carrera tendri lugar al dia
siguiente partiendo los cayucos a
las 7 a.m. del Faro de Gatuin. Si-
guiendo una ruta por el "Canal
de los Bananos" hasta la boya 37,
doblando luego bacia la izquierda
fuera del cauce principal del Ca-
nal, los cayucos se dirigiran hacia
el faro 93 en Gamboa. Se espera
que el primer bote Ilegue alli
alrededor de las 11 a.m.
A las 7 de la mafiana del di-
mingo, los tripulantes se presenta-
ran en el Desembarcadero Siri y
lucgo de explicaciones y prepara-
clones, arrancarin para la primera
de las tres etapas del dia que los
llevarA por el Corte Gaillard hasta
el Desembarcadero Las Cruces en
las Esclusas de Pedro Miguel.
Unas 4 horas despucs los cayu-
cos se dirigirAn hacia Miraflores,


donde se espera que Ilegue el pri-
mer bote a las 11:45 a.m.
El disparo inicial se darA por
filtima vez alrededor de las 12:45

nes de Balboa para el cayuco ga-
nador. Se otorgarA trofeos a cada
tripulante de los botes que Ile-
guen en primer, segundo, tercer y
cuarto lugar y todos los remeros

El instructor Terence Ford dice
que los que deseen inscribir a sus
animals no deberAn traer el perro
a la primera clase sino el certifica-
do de vacunaci6n contra la rabia
del animal. El curso costarA $25
y consistirA en ejercicios tales como
inclinarse, inclinarse por entire un
grupo, hacer regresar, sentarse por
1 minute y acostarse por 3 mi-
nutos.
Los duefios de perros que ya
han completado el curso bAsico,
todavia pueden entrar sus anima-
les a la clase intermedia de obe-
diencia, que comenz6 reciente-
mente en el estacionamiento del
Primer Ciclo de Curundd. Los que

include ejercicios mis adelantados,
pueden Ilevar sus perros al esta-
