Governor's Message
TO ALL EMPLOYEES:
The importance of the Panama Canal was dramatically
underscored by the events of last week, when traffic through
the waterway came to a virtual standstill as a result of a labor
conflict.
As is true in almost every crisis, once it is over we must
reflect on the experience and try to learn from it, to reexamine
our convictions and reassess our responsibilities.
For many of us, the crisis meant long hours of hard work
and sleepless nights. I am deeply appreciative of the special
efforts made by those employees who remained on their jobs
during the course of the week.
All of us realize that there were strong differences of opinion
among various segments of our work force last week. However,
we have developed over the years a tradition of a team that
takes great pride in its association with the Canal and that
works harmoniously in its efficient operation. It is my hope
that this tradition will continue and that all of us will do our
part to uphold the high standards of efficiency and teamwork
that have always characterized the Canal work force.
For my part, employees may be assured of my intention
to give full and vigorous attention to the implementation of
the Memorandum of Understanding which I presented to
your union representatives.

Full Women's Week


Agenda Is Announced


A full agenda has been sched-
uled for "Women and the Spirit
of '76," a women's week program
being sponsored by the Canal or-
ganization April 6-8 on the At-
lantic side of the Isthmus.
Activities will take place at the
Police Division Training Center at
Cristobal, unless otherwise noted.
The women's week program
opens at 2 p.m., Tuesday, April 6,
with the showing of the film, "The
American Parade-We the Women"
to be followed at 2:30 p.m. by a
panel discussion on education and
careers for women with Claire
Cooper as coordinator. From 6:30
to 9:30 p.m. there will be a show-
ing of the film "The Black Wom-
an" and a panel discussion on the
Black woman, with Maria Brown
as coordinator.
On Wednesday, April 7, the
film "And Who Are You?" will
be shown at 2 p.m. A workshop,
"Assertiveness for Women," will
follow at 2:30 p.m. Coordinator
for the workshop is Jean Bailey.
There will be a dinner at the
Washington Hyatt Hotel at 5
p.m. to be followed at 6:30 p.m.
by the film "Physiology and the
Emotions in the Mature Woman,"
on the long range problems of
the postmenopausal woman. At
7 p.m., Dr. Ana M. Wakeland
will serve as the coordinator of a
panel discussion on menopause and
stress.
On Thursday, April 8, there will
be a film showing at 2 p.m. and
a panel discussion on Child Abuse
and the Need for Better Parent-
ing at 2:30 p.m. Coordinator will
be Ray Dymond. A FEW meet-
ing and cocktails follow at 6:30
p.m- at the Cristobal Yacht Club.
Carmen Plata will be the co-
ordinator of a personnel panel at
7:30 p.m. on "How Can the Merit
System Help Women?"
Patricia Wallace is in charge of
the dinner arrangements. For re-

The public is invited to attend
women's week activities. Arrange-
ments are being made to grant
leave to employees of the Canal
organization for this closing event
of International Women's Year.

Temporary Workers Are Hired



To Reduce Backlog of Ships


Approximately 70 temporary em-
ployees have been hired for line-
handling duties on the Pacific side
and some permanent Canal em-
ployees are working overtime to
help clear up a backlog of ships
resulting from last week's em-
ployee sickout.
The backlog peaked at 175 last

Has Varied Over Years


"A rose is a rose is a rose is a
rose," Gertrude Stein once wrote.
And, one might be tempted to
say, "The Canal Zone Seal is the
Canal Zone Seal. . . ." But it isn't.
The seal is a common sight on
the Isthmus, appearing as it does
on arm patches of the Canal Zone
Police and Canal Zone Guards, on
some company cars and police cars,
on a pillar outside the rotunda in
the Administration Building, on
the Governor's flag, and even on
"license plates" created by the
Panama Canal Society of Florida
to help identify to each other re-
tirees now living in various parts
of the United States. Hand-
painted replicas of the seal have
been presented to distinguished
visitors, including Congressmen,
members of the Panama Canal
Board of Directors, members of
the Industrial War College and
foreign diplomats.
But just as roses come in a
variety of hues and sizes, the de-
sign and color scheme of the seal
have varied over the years since it
was first prepared for the Isthmian
Canal Commission.
The Commission declared in
1904 that "the office of the Execu-
tive Secretary shall be under the
direct charge and supervision
of the Governor of the Canal
Zone. . . . He shall be the cus-
todian of the seal of the Govern-
ment of the Canal Zone, and shall
attest such acts of the Governor
as are required by law to be done


and performed under said seal."
In 1905, Tiffany and Co., of
New York City, submitted several
designs for the seal to the Depart-
ment of State and the Isthmian
Canal Commission. One was
adopted the following year.
The device, made by Tiffany's,
for embossing the seal on official
documents can be found still hard
at work in the Office of the Execu-
tive Secretary.

Saturday and at press time Marine
Bureau officials estimated it would
be in the neighborhood of 100
vessels this morning. In addition to
the 70 temporary employees on
the Pacific side, 50 temporary em-
ployees who had been working
on the Gatun Locks overhaul were
assigned to linehandling duties. The
east lane of Gatun Locks, which
had been out of service for the
maintenance work, went back into
service March 23.
In an effort to cut the backlog to
manageable size as quickly as pos-
sible, the Marine Bureau planned
to assign eight crews at Gatun,
six at Pedro Miguel and six at Mi-
raflores, substantially increasing the
previous numbers from five, four
and five, respectively.
Gov. H. R. Parfitt announced
Saturday that Canal employees had
agreed to return to work, ending
a sickout that had started 7 days
earlier and paralyzed Canal opera-
tions.

ernor said that at a meeting that

morning, he had given union rep-
resentatives a second memoran-
dum of understanding .stating that
he would recommend and fully
support adjustments to recent wage
proposals of the Canal Zone Civ-
ilian Personnel Policy Coordinat-
ing Board which would nullify any
adverse financial effects on wages
of employees currently in grades
NM-4/6 and MG-10.
The memorandum also outlined
plans to initiate immediate action
to work out an acceptable form of
collective bargaining.
The Governor said that while he
could not make a firm commitment
on these proposals, he had been
able to convince union officials of
his confidence that he could bring
about the adjustments.
Following the meetings, union
leaders met with their member-
ship and later informed the Gov-
ernor that employees would re-
turn to their jobs.
On the subject of the personnel
actions initiated, the Governor said
he had stated that any appropriate
action warranted by the circum-
stances would be taken, except that
he agreed the employees con-
cerned would not be dismissed.
With respect to the three court
actions, attorneys for the Canal
organization were proceeding this
week to dismiss the complaints and
to petition the District Court to
vacate the restraining orders.
Throughout the past week, the
Governor and labor officials worked
to bring about a settlement to the
sickout that hit the Engineering
and Construction Bureau, Marine
Bureau, and Civil Affairs Bureau
the hardest, closing some schools
and a post office.
Absenteeism reached a high on
Wednesday when 774 employees
failed to report to work. Transits
dropped to 25 Monday, 19 Tues-
day, 8 Wednesday, 1 Thursday and
6 on Friday, leaving a backlog of
175 vessels at the time of settle-
ment.

Early Semester Plan


Is Approved for Fall


Dr. Glen E. Murphy, Dean of
Canal Zone College, has an-
nounced that the early semester
plan recommended by the Canal
Zone College faculty and adlnin-
istration has been approved effec-
tive with the beginning of the
coming fall semester.
This means that the fall term of
the Canal Zone College will begin
on Monday, August 16, and run
through Thursday, December 23.
According to Dean Murphy, the
chief advantages to the students
would be the possibility of com-
pleting final examinations for the
fall semester before the Christmas
holidays and thereby enabling
many students to make midyear
transfers to colleges and univer-
sities in the United States. Be-
cause of early graduation policies,
midyear graduates, and the large
numbers of students who enter the
Canal Zone College during the
spring semester, increasing num-
bers of students complete degree
requirements and are ready for
midyear transfers to State-side
institutions.
The early semester plan also puts
the academic calendar of the col-
lege in phase with the local sec-

Juried Art Show

Being Planned By

Art Set, Penwomen
Next month, the Caribbean
Branch of the National League of
Penwomen and the Atlantic Art
Set will present a juried art show
beginning with a ceremony at 2
p.m., April 19, at the Cristobal
Woman's Club in Margarita. This
showing will be the joint con-
tribution to Bicentennial Week by
the Art Set and Penwomen. The
display will be open from 9 a.m.
to 3 p.m., Monday through Friday
and from 12 noon to 4 p.m. on
Sunday. Admission is free.
The Atlantic Art Set plans
another juried art show May 13
and 14 at the Hotel Washington
Hyatt in conjunction with the
Garden Club's annual flower show.

The dean added that the change
of the fall semester was suggested
in order to serve better many of
the students and graduates of the
Canal Zone College. The change
is also in keeping with trends of
other U.S. community colleges.
Registration for the fall semes-
ter will be conducted during the
summer session period, and the fall
class schedule will be available to
prospective students in May prior
to the end of the current spring
term.


Applications

Being Accepted

For Scholarship
The Isthmian College Club is
now accepting applications for
its annual scholarship. This year
a scholarship of $2,500 will be
presented to a student, whose
education is to be continued this
fall at a college accredited in the
United States.
Applicants must have at least
a B average in a full time course
of study, must have shown evi-
dence of service to the school and
community, and must indicate
financial need. Applications will
be accepted from Canal Zone Col-
lege graduating students, who
completed at least one semester at
Balboa High School; from sopho-
mores at the Canal Zone College,
who completed at least 1 year at
Balboa High School; and from
Balboa High School students, who
are graduating in May 1976, or
who have matriculated to the
Canal Zone College in January
1976.
Students may obtain applica-
tions for this scholarship from the
counselors at Balboa High School
or at the Canal Zone College. The
applications must be filed with
the chairman of the scholarship
committee, Isthmian College Club,
no later than March 31.


People in the News


She's been a U.S. Navy yeoman
and a Venezuelan oil company
secretary but Mary Margaret Nor-
val thinks her present job is her
best job.
As secretary to the commander
of the Cristobal District Police
Commander, she says she might
be rushed but never bored. She
likes the variety of her duties
which range from typing letters-
no two are ever on the same sub-
ject-to recording coroner's in-
quests aboard ships.
Mary spent the first half of her
life in one place and the second
half moving from one place to
another place. She was born, grew
up and went to school (from the
day she started kindergarten to
the day she graduated from Cather-
man's Business College) in Cum-
berland, Md.
The minute she finished school
her travels began. She enlisted in
the U.S. Navy and was assigned
to the Bureau of Ships in Wash-
ington, D.C.
With 3 years of Navy life be-
hind her, she and a friend who
had heard about the plush life oil
company employees live decided to
go to Venezuela.
Two days after their arrival in
Caracas, Mary had been inter-
viewed and tested, and was at
work in the geological department
of Creole Petroleum, a subsidiary
of Standard Oil. She found that,
indeed, life was plush.
And 2 years after her arrival,
she married Archibald O. Norval,
an Englishman working in the All
American Cable Office in Caracas.
Ten years and four children
later, the Norvals moved on when
he was promoted to the position
of manager of the Guatemalan
Office.
They remained in Guatemala
for 3 years and then were trans-
ferred to the Panama City All
America Cable Office. A few
months later, a more permanent
assignment found them in the
Canal Zone where Mr. Norval was
made sales manager for the Canal
Zone and manager of the Cris-
tobal office.
Mary and Archibald live in the
All America Cable Office building
with their four children. Mary

Mary's only hobby is. traveling.
One year the Norvals go to Eng-
land the next year they go to the
United States. In the year they
cross the Atlantic, they manage
trips to the Continent and have
visited most European countries.
One special vacation was to Tokyo
when ITT (All America Cable's
parent company) sent the Norvals
and 200 other employees to Tokyo
as a reward for high sales.
The traveling Norval offspring
hold British, United States and
Venezuelan passports.
This year is United States vaca-
tion year. Mary and Archibald
hope to meet up with the "Chief
Aptakisic" at one of her stops
since their son Andrew an Explorer
Scout, will be one of the crew.

Engineer Society

To Hear Talk by

President Elect
The Canal Zone Society of Pro-
fessional Engineers will hold its
annual dinner-business meeting
Saturday evening, March 27, at
the Fort Amador Open Mess.
Activities will get underway
with a buy-your-own social hour
from 6 to 7 p.m. to be followed
by dinner.
Edward E. Slowter, president
elect of the National Society of
Professional Engineers, will be the
guest speaker. He will give a talk
on "Ethics, Professionalism and
Diversity in Professional Engi-
neering," comparing the impact of
cultural, legal, property rights and
confidentiality differences upon
professional engineering practice.
Slowter of Columbus, Ohio, is
vice president and director of gen-
eral administration, Battelle Me-
mo ial Institute. He has held a
number of high positions in pro-
fessional engineering societies and
was president and vice president
of both Ohio SPE and Franklin
County Chapter. Holding three
degrees from Ohio State Univer-
sity, he has been the recipient of
the Distinguished Alumnus Award
and the Centennial Achievement
Award. He has published more
than 20 technical papers and holds
several U.S. patents.
There also will be a brief re-
view of last year's activities and
officers for 1976-77 will be in-
troduced.

Handball Ladder

Is Organized by

Recreation Office
The Panama Canal Recreation
Services Office is organizing a
handball ladder starting April 12
and running through June 1 for
Panama Canal employees and their
dependents 15 years of age and
older. Due to limited facilities,
only the first 25 persons to sign-up
will be eligible to play.
The initial ladder will be set
up by a draw and mailed to all
those participating. Rules for chal-
lenge matches follow:
A player may challenge no more
than two positions above himself.
For example, No. 5 may challenge
either No. 3 or No. 4.
The challenger must personally
notify the player above him of his
intention to challenge and a time
and date for the match should be
decided upon at the time.
The challenged player has 1
week in which to meet the chal-

Receives Top

Service Award
James P. MacLaren, Chief of
the Health Bureau's Division of
Sanitation since July 1962, re-
cently was presented a Distin-
guished Service Award by Gov.
H. R. Parfitt for his outstanding
contributions to the Health Bureau
and the Canal Zone community.
Given in official recognition of
MacLaren's outstanding perform-
ance in carrying out his duties as
chief of the division, the Canal's
highest award acknowledges that
the quality of life and level of
health in the Canal Zone have
benefited significantly from his
efforts.
It notes that one of his accom-
plishments was that of keeping
the Canal Zone free from new
cases of malaria for 29 consecu-
tive months. The feat is a first in
the history of the Canal and in
the tropics, worldwide.
Bringing with him several years
of experience in the fields of sa-
nitation and public health in such
areas as Japan, Korea, Peru, Bo-
livia, Ecuador and Colombia, Mac-
Laren has for almost 14 years
devoted his energies to the elimi-
nation of the Anopheles mosquito,
the vector of malaria.

hand at the Administration Build-
ing, is in many ways markedly
different from the present color
seal design. It consists only of a
shield with a ribbon below; there
is no border or identification of
the seal. The Spanish galleon
shown passing through the Canal
in the lower part of the shield is
brown and flies an orange-and-
white flag. The banks of the Canal
are brown, with green grass, and
the water is blue, showing a
yellow-gold reflection from the
slightly orange sky. Below is a
light-blue ribbon bearing the motto
"The Land Divided; The World
United" in metallic-gold letters.
And so the seal might have re-
mained for all time, if President
Woodrow Wilson had not in 1915
issued an executive order estab-
lishing that the Governor of the
Panama Canal should have a dis-
tinctive flag, bearing the seal, for
use in his official capacity. Pres-
ident Wilson's executive order
gives the first officially published
description of the seal:
"The seal consists of a shield,
showing in base a Spanish galleon
of the Fifteenth Century under full
sail coming head on between two
high banks, all purpure, the sky
yellow with the glow of sunset;
in the chief are the colors of the
arms of the United States. Under
the shield is the motto: 'The land
divided; the world united' "
There are obvious discrepancies
between President Wilson's des-
cription and Tiffany's color design.
Hence, as the official Historical
Description of the Seal of the
Canal Zone says, "for years, color
reproductions of the seal proved
troublesome with mistakes being
made in the arrangement of the
white and red colors in the
bars of the chief and in various
shadings."
To make matters worse, as Pres-
ident Wilson's description was re-
printed over the years an error
crept in (it has been immortalized
on the brass plaque below the
seal outside the rotunda). Whereas
he speaks of "two high banks, all
purpure" (purpure" being an ele-
gant word for "purple"), the ver-
sion with the typographic error
reads, "two high banks, all pur-
pose." (Imagine the quandary of
an artist confronted with the task
of depicting "all purpose" banks!)
Finally, in 1956, it was decided

to settle, once and for all, the
question of the proper color
scheme for the official seal. Em-
ployees of the Architectural Branch
of the Engineering Division were
called on to paint designs based
on President Wilson's description.
Placing the results around the
office, against the walls, together
they selected what they thought
were the best five. Of these, Act-
ing Gov. Herman W. Schull, Jr.,
approved the color scheme devel-
oped by illustrator Franklin Kwai
Ben as the most faithful execution
of President Wilson's description.
Searching for a bold, striking
design worthy of the seal, Kwai
Ben had done 20 different color
schemes. But one remained his
favorite throughout. It was a sim-
plified scheme, with the ship's
hull, the water, and the Canal
banks all purple. He gave the seal
a blue circular border bearing the
words "Seal of the Canal Zone
Isthmus of Panama" in golden-
yellow letters. His favorite turned
out to be Acting Governor Schull's
as well.
Even though Kwai Ben's color
scheme was adopted 20 years ago,
and even though he for a time
faithfully reproduced those colors
when asked to hand-paint replicas
for VIP gifts, still not every Canal
Zone Seal you see will conform to
the official color scheme.
A limited number of epoxy re-
productions of the seal were made
from a press designed by the Army
Map Service in Washington, D.C.,
and hand-painted on the Isthmus
in 1969 for use as VIP gifts. One
of these hangs outside the rotunda.
Since that time, other blanks have
been painted by whoever could be
found with the time, energy and
skill to do it.
Although most have guided
themselves by Kwai Ben's design,
the careful eye will detect that
each artist's inventiveness and, per-
haps, the colors he happens to
have on hand influence his ren-
dition.
One will see blue banks and
blue water with white waves; sun-
sets ranging from dull orange-and-
yellow to bright red; and flags of
various colors unfurled atop the
galleon's mast-in short, the range
of variation that distinguishes the
hand-painted artifact from the
mass-produced.
So, if you're lucky enough to
come into the possession of one
of these reproductions, treasure it
for the "original" it is.

And, after agreement was
reached, he said he was confident
employees would put their shoul-
ders to the wheel in a maximum
effort to do what they had always
done-get the Canal moving.

of preference eligibles are not available to meet agency need. Women

At a meeting with representa-
tives of the Panama Canal Pilots
Association, American Federation
of State, County and Municipal
Employees, the Central Labor
Union-Metal Trades Council, and
the National Maritime Union held
at 8 a.m. on Saturday, March 20,
1976, the Governor agreed to the
following actions as soon as em-
ployees return to work:
1. To recommend and fully sup-
port the following adjustment to
the recent proposals of the Canal
Zone Civilian Personnel Policy
Coordinating Board (CZCPPCB):
a. Withdraw their applica-
tion to MG-10, and equivalent,
as well as NM-6.
b. Incumbents in NM-4 and

be paid on the U.S. wage
scale and would receive all
subsequent pay increases.
2. The impact of this action
would result in nullifying any ad-
verse impact of the tropical dif-
ferential proposal as it affects cur-
rent employees.

A TODOS LOS EMPLEADOS:
La importancia del Canal de Panama fue destacada drama-
ticamente por los events de la semana pasada, cuando el
trafico por la via interoceAnica qued6 practicamente paralizado
como resultado de un conflict laboral.
Como en casi todas las crisis, una vez que terminan, las
parties que se han visto envueltas deben reflexionar sobre la
experiencia y aprender de ella lo que puedan.
Para muchos de ustedes, la crisis signific6 largas horas de
duro trabajo y noches en vela. Estoy profundamente agrade-
cido de los esfuerzos especiales que hicieron los empleados
que permanecieron en sus trabajos en el curso de la semana.
Todos estamos conscientes de que hubo grandes diferencias
de opinion entire los distintos grupos de trabajadores la se-
mana pasada. Sin embargo, a trav6s de los afios, hemos creado
una tradici6n de ser un equipo que siente gran orgullo por su
asociaci6n con el Canal y que trabaja armoniosamente en su
eficiente operaci6n. Espero que esta tradici6n continue y que
todos nosotros pongamos nuestra parte para mantener los

El Sello de la Zona


Ha Variado con los Anios


Gertrude Stein, famosa literate
norteamericana escribi6: "Una rosa
es una rosa, es una rosa, es una
rosa", lo cual tentaria a decir "El
Sello del Canal es el Sello del
Canal...." Pero no lo es.
El sello es visto muy frecuente-
mente en el Istmo. Aparece en las
insignias que llevan en el brazo
los policies y guardias de la Zona
del Canal, en los autos de la com-
pailia y de la policia, en una de
las columns que rodean la Roton-
da del Edificio de Administaci6n,
en la bandera del Gobernador y
hasta en las placess de autom6vi-
les" crcadas por la Sociedad del
Canal de PanamA de Florida para
identificarse mutuamente los jubi-
lados del Canal que viven en di-
ferentes lugares de Estados Unidos.
Replicas pintadas a mano del sello
han sido entregadas a visitantes
distinguidos, como Congresistas,
miembros de la Junta Directiva
del Canal, integrantes del Colegio
Industrial de Guerra y diplomati-
cos extranjeros.
Pero al igual que las rosas tie-
nen gran variedad de matices y
colors, el disenio y la trauma de
colors del sello han variado a
traves de los anios, desde que fue
preparado por primera vez para
la Comisi6n del Canal Istmico.
La Comisi6n declare en 1904
que la oficina del Secretario Eje-
cutivo estara directamente a cargo
y bajo la supervision del Cober-
nador de la Zona del Canal ..
El scrA custodio del sello del Co-
bierno de la Zona del Canal y
deberA servir de testigo en aque-
llos actos del Cobernador que se-

En 1905, Tiffany y Cia. de la
ciudad de Nueva York, presenta-

Departamento de Estado y a la

fany para repujar el sello en los

La acumulaci6n lleg6 a 175 el
pasado sAbado y para el cierre de
plans los funcionarios de la Di-
recci6n de Marina calculaban que
en la manana de hoy seria de alre-
dedor de 100 barcos. Ademas de
los 70 empleados temporales del
Pacifico, los 50 empleados tempo-
rales que habian estado trabajan-
do en el reacondicionamiento de
las Esclusas de Gatin fueron pues-
tos a trabajar como pasacables. La
via oriental de las Esclusas de
Gati6n, que estaba fuera de servi-
cio para trabajo de mantenimiento,
fue puesta a trabajar el 23 de
marzo.
En un esfuerzo por disminuir la
acumulaci6n de barcos a un n6me-
ro reducido lo mas pronto possible,
la Direcci6n de Marina plane
asignar ocho cuadrillas en Catuin,
seis en Pedro Miguel y seis en
Miraflores, aumentando substan-
cialmente la cantidad previa de
cuadrillas, de cinco, cuatro y cin-
co, respectivamente.
El Cobernador H. R. Parfitt
anunci6 el sbado que los emplea-
dos del Canal habian acordado re-

sore salaries de la Junta Coordi-
nadora de Normas de Personal
Civil de Ia Zona del Canal (qu
anularian cualquier efecto financie-
ro sobre los salaries de los em-
pleados que actualmente estan en
los grades NM-4 al NM-6 y
MG-10.
El memorandum tambidn scfia-
laba planes para iniciar acci6n in-
mediata para preparar una forma
acceptable de contrataci6n colec-
tiva.
El Gobernador declar6 que a la
vez que 61 no podia hacer un com-
promiso formal sobre estas pro-
puestas, habia podido convencer a
los funcionarios de los sindicatos
de la conflanza que 61 sentia de
que podia conseguir los ajustes.
Luego de las reunions, los li-
deres sindicales se reunieron con
sus miembros y luego informaron
al Cobernador que los empleados
regresarian a sus labores.
Rcspecto a las tres acciones ju-
diciales, los abogados de la em-
presa del Canal procedian csta se-
mana a retirar las quejas y a
solicitar a la Corte del Distrito
que anule las 6rdenes restrictivas.
Durante la semana pasada, el
Cobernador y funcionarios sindi-
cales trabajaron para lograr un
arreglo a las ausencias por "en-
fermiedad" que afectaron princi-
palmcntc a la Direcci6n de Inge-
nicria y Construcci6n, a la de Ma-
rina y a la de Asuntos Civiles,
camlsanldo el cicerrle de unas escue-
las y de una oficina de correos.
I,as ausencias por "enferimedad"
llegaron a su miximo cl mierco-
les, con un total de 774. Los tr in-
sitos bajaron a 25 el lunes, a 19
cl martes, 8 cI ini(rcolcs, 1 cl
jueves y 6 el vicrnes, causando
una acumulaci6n de 175 naves
para cuando se lleg6 a iun ar eglo.

Se Aprueba Adelantar


El Semestre de Otono


El Dr. Glen E. Murphy, Rector
de la Universidad de la Zona del
Canal, ha anunciado que el plan
de semestre adelantado recomen-
dado por el profesorado de la uni-
versidad y por la administraci6n
ha sido aprobado y entrari en
vigor con el comienzo del semes-
tre venidero de otofio. Esto quiere
decir que el semestre de otofio
de la universidad comenzarA el
lunes 16 de agosto y seguirA hasta
el iueves 23 de diciembre.
De acuerdo con el Rector Mur-
phy, las principles ventajas para
los estudiantes seran que podrAn
terminar los exAmenes finales del
semestre de otofio antes de las
fiestas de Navidad y por lo tanto,
muchos estudiantes podrfn hacer
transferencias de medio afio a uni-
versidades de los Estados Unidos.
Debido a la political de gradua-
ci6n adelantada, los graduados de
medio afio y la gran cantidad de
estudiantes que entran a la Uni-
versidad de la Zona del Canal
durante el semestre de primavera,
un nimero creciente de estudian-
tes completan los requisitos para
obtener sus grades y estan listos
para transferirse a instituciones
educativas de los Estados Unidos.

Caribe de la Liga Nacional de
Mujeres Literatas y el Grupo Ar-
tistico del Atlintico presentarin
una exposici6n artistic por jura-
dos que comenzarA con una cere-
monia a las 2 p.m. del 19 de abril
en el Club de Mujeres de Crist6-
bal, situado en Margarita. Esta
exposici6n sera una contribuci6n
conjunta a la celebraci6n del Bi-
centenarig del Grupo Artistico y

Las matriculas para el semestre
de otofio tendrin lugar durante
los cursos de verano y el horario
de classes de otofio estarA dispo-
nible en mayo para los estudian-
tes interesados, antes de que Ler-
mine el actual semestre de pri-
mavera.

Para una Beca
El Club Universitario del Istmo
estA aceptando solicitudes para su
beca annual. Este afio se otorgara
una beca de $2,500 a un estu-
diante, que continue su educaci6n
este otofio en una universidad
acreditada de los Estados Unidos.
Los interesados deberan tener
por lo menos un promedio de B
en un cursor de studios de tiem-
po complete, deberan mostrar evi-
dencias de servicio a la escuela y
a la comunidad e indicar su nece-
sidad pecuniaria. Se aceptaran
solicitudes de estudiantes graduan-
dos de la Universidad de la Zona
del Canal que hayan cursado por
lo menos un semestre en la Es-
cuela Secundaria de Balboa. Tam-
bi6n se aceptarn solicitudesde e
estudiantes de la Secundaria de
Palboa que se gradien en mayo
de 1976 o que se hayan matricula-
do en la Universidad de la Zona
del Canal en enero de 1976.
Los estudiantes pueden obtener
los formularios para solicitar esta
beca con los consejeros de la Se-
cundaria de Balboa y de la Uni-
versidad de la Zona del Canal.

Ha sido secretaria a bordo de
buques de la Armada de Estados
Unidos y secretaria de una com-
paiiia petrolera en Venezuela, pero
Mary Margaret Norval cree que
su actual trabajo es el mejor que
ha tenido.
Como secretaria del Comandan-
te del Distrito de Policia de Cris-
t6bal, dice que a veces puede te-
ner much trabajo pero nunca se
aburre. Le encanta la variedad de
sus deberes que van desde escri-
bir cartas a mAquina, ninguna de
las cuales es igual a la otra, hasta
registrar investigaciones forenses
a bordo de los barcos.
Mary pas6 la primera part de
su vida en un lugar, mientras que
ha pasado la segunda parte yendo
de un lugar a otro. Naci6, creci6
y fue a la escuela (desde el dia
que comenz6 el kindergarten hasta
cuando se gradu6 en el Colegio
Commercial Catherman), en Cum-
berland, Maryland.
Apenas termin6 sus studios co-
menz6 a viajar. Se alist6 en la
Armada de Estados Unidos y fue
destinada a la Direcci6n de Naves.

A los 3 aiios de servir en la
Armada, ella y una amiga que ha-
bian ofdo hablar de la gran vida
que se daban los empleados de las
compafiias petroleras, decidieron
irse a Venezuela.
Dos dias despu6s de haber lle-
gado a Caracas, Mary habia sido
entrevistada, probada y estaba tra-
bajando en el departamento de
geologia de la Creole Petroleum,
subsidiaria de la Standard Oil. En-
contr6 que en realidad, era una
gran vida.
Dos afios despu6s de su Ilegada,
se cas6 con Archibald O. Norval,
ingles que trabajaba para la All
American Cables en Caracas.
Diez afios y cuatro hijos des-
pues, los esposos Norval fueron a
Guatemala, donde 61 fue ascendi-
do a gerente de la All American
Cables en esa ciudad.
Permanecieron en Guatemala 3
aiios y luego fue trasladado por
la compafiia a la ciudad de Pana-
ma. Pocos meses despu6s, consi-
guieron un destino mis permanen-
te cuando el Sr. Norval fue nom-
brado gerente de ventas para la
Zona del Canal y gerente de la
oficina de Crist6bal.
Mary y Archibald viven en el
cdificio de la All American Cables
junto con sus cuatro hijos. Mary
Jean trabaja en la Divisi6n de Ve-
terinaria en Corozal y los otros
tres son estudiantes, Anne Claire

la mayor parte de los paises de
ese continent. Una vacaci6n es-
pecial fue a Tokio, cuando la ITT
(compafiia madre de la All Amer-
ican Cables) envi6 a los Norval y
a otros 200 empleados a esa ciu-
dad como premio por sus grades
ventas.
Los vAstagos de los viajeros
Norval tienen pasaportes de In-
glaterra, Estados Unidos y Vene-
zuela.
Este afio pasarAn las vacacio-
nes en Estados Unidos y Mary y
Archibald esperan encontrarse con
el "Chief Aptakisic" en una de
sus escalas puesto que Andrew,
Explorador Marino, pertenecera a
la tripulaci6n.

noche del sibado 27 de marzo en
el Club de Oficiales de Fuerte
Amador.
Las actividades se iniciarin con
una hora social, de 6 a 7 p.m.,
durante la cual cada uno pagara
por su consume de bebidas y sera
seguida por la cena.
Edward E. Slowter, president
electo de la Sociedad Nacional de
Ingenieros Profesionales, sera el
orador principal. Hablarn sobre
"Etica, Profesionalismo y Diver-
sidad en la Ingenieria Profesio-
nal", comparando el impact de
los derechos culturales, legales y
de propiedad, ademis de las di-
ferencias de confidencialidad que
pesan sobre la prActica de la in-
genieria professional.
Slowter, de Columbus, Ohio, es
vicepresidente y director de admi-
nistraci6n general en el Instituto
Conmemorativo Batelle. Ha ocu-
pado varias posiciones importan-
tes en sociedades de ingenieria
professional y fue president y vi-
cepresidente de la Sociedad de
Ingenieros Profesionales de Ohio
y del Capitulo de la Sociedad en
el Condado Franklin. Posee tres
titulos de la Universidad del Es-
tado de Ohio, se le ha otorgado el
Premio de Alumno Distinguido y
el del Centenario por sus Logros.
Ha publicado mas de 20 studios
tccnicos y posee varias patentes de
invenci6n.

Alta Distinci6n
James P. MacLaren, Jefe de la
Division de Sanidad de la Direc-
ci6n de Salubridad desde julio de
1962, recibi6 recientemente el Pre-
mio por Servicio Distinguido de
manos del Gobernador H. R. Par-
fitt, por sus contribuciones sobre-
salientes en la Direcci6n de
Salubridad y a beneficio de la
comunidad de la Zona del Canal.
Otorgado como reconocimiento
official de su desempefio sobresa-
liente a MacLaren en la ejecu-
ci6n de sus deberes como jefe de
la division, este premio, el mis alto
que otorga la empresa del Canal,
hace constar que la calidad de vida
y el nivel de salubridad existentes
en la Zona del Canal han sido
beneficiados en gran manera por
sus esfuerzos.
Sefiala que uno de sus mayores
logros ha sido mantener a la Zona
del Canal libre de nuevos casos de
malaria durante 29 meses conse-
cutivos. Esta hazafia es la primera
en la historic de la Zona del Canal
y en los tr6picos, a escala mundial.
Habiendo traido consigo varies
afios de experiencia en los campos
de sanidad y de salubridad pflblica
en lugares tales como Jap6n,
Corea, Peril, Bolivia y Colombia,
MacLaren ha dedicado sus ener-
gias durante casi 14 afios a la
eliminaci6n del mosquito Anofeles,
portador de la malaria.


Competencias


De 'Handball'


Organizan Aqui
La Oficina de Servicios Recrea-
tivos del Canal de PanamA esta
organizando un torneo de "hand-
ball" que comenzarA el 12 de abril
y seguira hasta el 1 de junior para
empleados de la Compafiia del
Canal de Panama y del Cobierno
de la Zona del Canal y sus de-
pendientes de 15 anos o mas. De-
bido a lo limitado de las instala-
clones, s6lo podrin jugar las pri-
meras 25 personas que se inscri-
ban.
La escala initial sera estableci-
da por una rifa y se enviara a
todos los que participen. Las re-
glas para los juegos por desafio
son las siguientes:

acepte el desafio dentro del tiem-
po limited automaticamente cede

El jugador que gane el desafio
deberai notificar al Ayudante a
cargo de Actividades Recreativas a
cargo del program, sobre su vic-
toria y los puntos obtenidos. Las
escalas se publicarin y se envia-
rAn semanalmente a los jugadores.
Si el que desafia gana el juego,
se cambian las posiciones.
El jugador que gane el desafio
tendra 3 dias de gracia en que
podra ser desafiado por los de
arriba, pero no por los de abajo.

Durante los iltimos 7 afos, la
Division de Mantenimiento del
Canal de PanamA ha logrado un
record de seguridad impresionan-
te: de 17 lesiones causantes de
incapacidad que tuvieron lugar
en 1969, para un Promedio de Fre-
cuencia de aproximadamente 9.5
por ciento, en 1975, la division
s6lo sufri6 dos accidents causan-
tes de incapacidad, para un Pro-
medio de Frecuencia de 1.08 por

La Division de Mantenimiento
Ileva a cabo una variedad de ope-
raciones en extreme peligrosas,
como el manejo y la detonaci6n de
explosives, particularmente la pin-
tura del Puente Ferry Thatcher,
durante la cual, los trabajadores
se encuentran en ocasiones a 300
pies de altura sobre el nivel del
mar.
La division tiene la responsa-
bilidad de operar equipo pesado
de construcci6n, construir mue-
lles, llevar a cabo reparaciones y
operar los talleres de torneria,
soldadura, carpinteria, laminado
y pintura. La division toma tam-
bi6n part important en el re-
acondicionamiento de las esclusas,
proyecto que se Ileva a cabo en
base acelerada, frecuentemente con
la ayuda de mano de obra falta de
experiencia.
El Jefe de la Divisi6n, Melvin
Bierman, se ha expresado elogio-
samente acerca de sus 1,000 em-
pleados. Ha dicho que esa sobre-
saliente marca de seguridad ha
sido implantada debido al esfuer-
zo concentrado de todos ellos.

Los funcionarios de seguridad John T. Jordan, a la izquierda, y Robert
R. Spalding, visten camisas color arena, pantalones chocolate con una
banda color arena, sombrero chocolate, insignias doradas y hombreras
chocolate obscure, que constitute el uniform que los distingue como
miembros de la recijn establecida Divisi6n de Protecci6n al'Canal. El
personal de la Divisi6n, de mis de 200 hombres estA constituido por los
guardias de mAs de 10 diferentes unidades del Canal que fueron conso-
lidadas a principios de afio. Por Ley Federal, s6lo veterans de las
Fuerzas Armadas de los Estados Unidos puede ser considerados para
registrarse para las posiciones de guardias, que van desde NM-3 a
NM-10. Otros pueden hacer su solicitud, cuando no existed el n6mero su-
ficiente de elegibles con preferencia, para llenar las necesidades de la
agencia. Tambi6n se exhorta a las mujeres a que hagan su solicitud. En
la Direcci6n de Personal se pueden encontrar los requisites.

al trabajo. El domingo hubo 38

seguro de que la ausencia por "en-
fermedad" era contraria a los ins-

Despues que se lleg6 a un arre-
glo, dijo que confiaba en que los
empleados cooperarAn en un mixi-
mo esfuerzo, para hacer lo que
siempre han hecho: hacer funcio-
nar el Canal.

de Panamai, la Federaci6n Ameri-
cana de Empleados de Estados,
Condados y Municipios, la "Cen-
tral Labor Union-Metal Trades
Council" y la Uni6n Maritima Na-
cional, que tuvo lugar a las 8
a.m. del sibado 20 de marzo de
1976, el Gobernador acord6 to-
mar las siguientes acciones, tan
pronto como los empleados regre-
sen a trabajar:
1. Recomendar y apoyar total-
mente el siguiente ajuste a las
recientes propuestas de la Junta
Coordinadora de Normas de Per-
sonal Civil de la Zdna del Canal
(CZCPPCB):
a. Retirar su aplicaci6n al
MG-10, y equivalents, al
igual que al NM-6.
b. Los empleados actual-

NM-5 continuarian siendo re-
munerados segfin la escala de
salaries de Estados Unidos y
