University Choir

To Give Concerts

Here in December
The Fayetteville State Univer-
sity Vocal Octet Choir will per-
form in a series of seven concerts
in Canal Zone schools next week.
Under the direction of Dr.
Lemuel Berry, Jr., chairman of
the university's Department of
Music, the choir will appear on
both sides of the Isthmus.
Their schedule is: 9 a.m., De-
cember 15, Margarita Elementary
School; 7:30 p.m., December 15,
Cristobal High School; 9 a.m., De-
cember 16, Howard Elementary
School; 7:30 p.m., December 16,
Balboa High School; 8:30 a.m.,
December 17, Balboa Elementary
School; 7:30 p.m., December 17,
Paraiso High School; and 8 p.m.,
December 19, Canal Zone College.
The public is invited to all
evening performances.
For their Canal Zone per-
formances, they have added a se-
lection of eight traditional Christ-
mas carols to their repertoire of
sacred compositions, gospel selec-
tions, theme songs from major
motion pictures and popular tunes.
The Fayetteville State Univer-
sity Vocal Octet was formed
during the 1973-74 academic year
and has performed throughout the
State of North Carolina and in
most states on the East Coast.
The group produced its first
album this year.

3,170 Visit Miraflores

To Shatter Record of

Tourists for I Day
A one-day record of 3,170
visitors toured Miraflores Locks
and received an explanation of the
Canal operation on Sunday,
December 7.
The stream of visitors during
the first week of December began
with 732 on Monday and increased
almost daily, with 1,849 touring
the popular local attraction on
Thursday, 2,107 on Saturday and
then the record-shattering 3,170
on Sunday for a 7-day total of
11,058.
Included in the tours were
schoolchildren from Panama and
the Canal Zone, tourists and busi-
nessmen from Central America,
Mexico and the United States, and
Latin American and U.S. military
personnel.


Cash Payments

For Suggestions

Reach New High
A record-breaking $16,580 was
paid to 214 Panama Canal organi-
zation employees in Fiscal Year
1975 for suggestions that produced
tangible benefits of $206,887.
The new record almost doubles
the previous high figure of $9,405
paid out for adopted suggestions
in Fiscal Year 1969.
Of 1,069 suggestions submitted
in Fiscal Year 1975, 214 were
adopted, giving the Canal orga-
nization an adoption rate of 1.4
per hundred employees. This is
slightly lower than the Govern-
ment-wide rate.
A participation rate of 6.9 per
hundred employees ranks Panama
Canal fifth among U.S. Govern-
ment agencies, according to an
annual Civil Service Commission
statistical study.
The Government-wide participa-
tion rate was 8.9 for Fiscal Year
1975-the same as for Fiscal Year
1974-while the Canal Company
participation rate rose from 5.6
to 6.9 per 100 employees.

included are Panama Canal Com-
pany-Government employees living
in Curundu or in Cardenas Village.
The telephone is in the office
of Bill De La Mater, Aide to the
Governor and Civic Council Liai-
son Officer. The service has been
established in answer to requests
from residents.

Sale of Christmas Trees


To Begin on Wednesday


Christmas trees will go on sale
at five locations on Wednesday,
December 17.
Three types of trees will be
available at prices based on kind
and grade.
Balsam and Douglas Fir trees
will cost S7.50 for better than
average; $6.50 for average; and
$4.50 for below average.
Scotch Pine trees will be graded
as better than average and average
to sell for $11.50 and $9.50.
Trees will be delivered to Canal
Zone residents on December 18
for a charge of $1.

After Job Termination
U.S. Customs officials have
announced that persons being re-
patriated to the United States'after
termination of services with the
Canal organization are entitled to
have their personal possessions and
household goods admitted to the
United States duty-free.
All articles acquired overseas,
however, must be in the person's
direct personal possession prior to
shipment to the United States to
be authorized duty-free entry.
Under this rule, it will no longer
be possible for a terminating em-
ployee to acquire personal property
after his departure from the Canal
Zone for duty-free shipment to
him in the United States at a later
date. Such shipments are now
dutiable and accompanying custom
documents will state that duty is
to be paid.

Veteran Police

Officers Plan

Jan. Retirement
Shortly after the new year rolls
around, four familiar faces will be
missing from the "line-up" of
Canal Zone policemen. Capt.
Robert W. Lawyer, Lt. Edward J.
Husum, Jr., Sgt. Edward C.
Blount, and Sgt. James A. Mar-
chuck are retiring effective Jan-
uary 3.
Born in Corgas Hospital, Cap-
tain Lawyer attended schools in
the Canal Zone and Honesdale,
Pa. He joined the police force as
a locks watchman in 1940 and
transferred to the Police and Fire
Division as a policeman the
following year.
In 1944 he signed on with the
U.S. Navy, and 2 years later he
rejoined the Canal Zone Police.
He was promoted to sergeant in
1959 and to lieutenant in 1965.
In 1973 he became Assistant Dis-
trict Police Commander, Balboa,
and was subsequently promoted to
the rank of captain. He assumed
duties as Inspector (Captain) for
the Police Division in February
1975. He retires with nearly 35
years of Government service.
Captain Lawyer and his wife,
the former Anna Elizabeth Utegg
of White Mills, Pa., have four
children, Patricia, Robert, Michelle
and Debbie. The Lawyers will
reside in Port St. Lucie, Fla., after
their departure from the Canal
Zone.
A native of Chicago, Ill., Lieu-
tenant Husum attended schools in
the Canal Zone and holds a
bachelor of arts degree from Flor-
ida State University, Tallahassee.
After serving in the U.S. Marine
Corps during World War II, he
joined the Panama Canal organiza-
tion in 1946. He began his service
as a Canal Zone policeman in
1950, being promoted in 1959 to
the rank of sergeant. He became
a lieutenant in 1965 and assumed
duties as Shift Commander. He is
retiring with 31 years of Federal
service to his credit.
Lieutenant Husum is married to
the former Ellen Foley of New
York City. The Husums have 11
children. They will make their
retirement home in Tallahassee,
Fla., where Lieutenant Husum
plans to earn his master's degree
at Florida State University with
the idea of beginning a second
career as a teacher.
Born in Atlanta, Ga., Sergeant
Blount attended school in Darby,
Pa. IHe was employed by Panama
Canal in 1943 as a sheetmetal

People in the News


"Mind your own business" is a
phrase Stephen S. Belok seldom
hears.
In fact, poking around in some-
one else's business may be bad
manners in some people but it is
a full-time job for Belok and the
other industrial engineers in the
Executive Planning Staff's Man-
agement Division.
The Canal Company's industrial
engineers will, on request, study
an organization and then tell bu-
reau directors and division chiefs
how to get the most out of the
resources they have.
Or, in the language of the pro-
fession, how to "maximize utiliza-
tion of money, manpower and
equipment to optimize manage-
ment potential."
An industrial engineer's ex-
pertise can be used in myriad
fields, and Belok has been involved
in such diverse studies as the
renovation of the Canal Zone
Library and the reorganization of
sections of Gorgas Hospital.
Belok, who has a bachelor of
science degree in architectural en-
gineering from Virginia Poly-
technic Institute and a master of
science degree in industrial en-
gineering from New York Uni-
versity, joined the Canal organiza-
tion in December 1968. He worked
for the Marine Bureau the first
year and a half before joining the
Executive Planning Staff.
Before coming to the Isthmus,
he worked for Boeing Aircraft in
Seattle, Wash., where he developed
an Industrial Engineering Training
Program and instructed other in-
dustrial engineers in modem
methods and techniques.
Almost every minute of his spare
time is spent out of doors pur-
suing hobbies enough to keep half
a dozen people from being bored.
He is a SCUBA diver, skin diver,
fisherman, boat owner, and camper.
He swims, plays tennis, rides a
bike and collects bottles.
He enjoys reading and working
with his hands, and has done back-
stage work for many local produc-
tions and has been stage manager
for several United Fund shows
and for the Spanish version of
Man of La Mancha.
He plans to spend the Bi-
centennial summer on a driving-
camping trip from Panama to
Alaska with his two sons, David,
9, and Josh, 7.


Fire Division

Issues Warning

On Stove Fires
From January 1 through Octo-
ber 31 of this year there have been
a total of 61 stove fires in the
Canal Zone. The majority of these
fires were due to unattended cook-
ing and all of these fires could
have been prevented.
The Fire Division asks all oc-
cupants to use more caution in
their cooking habits, and help re-
duce fire losses by practicing the
following:
1. Keep a constant check
on food that is cooking and
if you must leave the kitchen
even for a few minutes, turn
off the stove and remove the
food from the burner.
2. Never leave cooking
utensils or food on the burner
after you have finished cook-
ing and make certain the stove
is turned off.
And, remember, if you do have
a fire, report it immediately to
the Fire Department by calling
emergency telephone 119.

English Program Placed


Under Tuition Refund


The Personnel Bureau has an-
nounced a change in policy
which places the English Lan-
guage Scholarship Program on the
Tuition Refund system.
This change, to be effective with
the quarter beginning on Jan-
uary 6, 1976, will result in sub-
stantial savings to Company-
Government operating units in that
only those students who complete
the English language courses at
the Centro Cultural Panameno-
Norteamericano (CEPA) will be
eligible for tuition refunds. Stu-
dents who fail or drop out of the
courses will not have their tuition
refunded. In the past, units were
required to pay the costs of the
courses regardless of whether stu-
dents completed the courses or
dropped out subsequent to their
enrollment.
Operating units and interested
individuals are reminded that tui-
tion refund applications must be
approved by the individual's bu-
reau director and the Personnel
Director prior to enrollment and
attendance at the first session of
courses. Consequently, sufficient
lead time should be allowed for
the processing and approval of
tuition refund applications prior to
the course registration deadline.

Sweet Adelines

To Present Xmas

Show at Ft. Gulick
"Christmas at the Crossroads"
is the theme for a 2-hour show to
be presented by Crossroads Chap-
ter, Sweet Adelines, Inc., under
the direction of Sue Carwithen,
to be held at Fort Gulick Theatre
on December 14 at 2 p.m.
Special guest artists will be the
Madrigal Singers, Sally Lowrey di-
recting, and the Atlantic Officer's
Wives Choral Group with Bar-
bara Schmidt directing.
The first half of the show will
feature the Nativity in song and
story and the second half will be
devoted to popular Christmas
music with a special surprise for
the children. ,inda Loomis is
producer of the show.

Adeline member or at show time.

On Newest
A 13-cent ordinary postage
stamp and 13-cent stamped en-
velope will be placed on sale at
Balboa Post Office on February 23.
The 13-cent stamp features the
Panama Canal Dipper Dredge
Cascadas and is based on a paint-
ing by local artist Alwyn Sprague.
It will be printed in various shades
of aqua in a horizontal position
measuring 0.84" x 1.44" and
issued in sheets of 50 stamps.
The Cascadas, a 15 cubic-yard
dipper dredge built by the Bucyrus
Co. of New York, joined the
digging fleet of the Panama Canal
on October 31, 1915. Since her
commission, she has performed
beyond all expectations in keeping
the Panama Canal open to two-
way ship traffic. Her most mem-
orable feat occurred on Feb-
ruary 18, 1916, when she ex-
cavated and loaded into dump
scows a total of 23,305 cubic yards
of rock and earth. This achieve-
ment was believed to be a world
record for a day's work by any
kind of excavating machine in
hard material. The Cascadas plays
an integral part in the Panama
Canal's dredging program for
maintaining required Canal depths.

same as the present 8-cent or-

Gaillard Cut with a transiting
ship. The background color will be
predominantly purple with the
surrounding hills, ship, "130"
denomination and "CANAL ZONE
POSTAGE" embossed in white.
Collectors desiring first-day can-
cellations of the new stamp may
send requests to the Philatelic
Agency, Balboa, C.Z. Requests
for first-day cancellations of the
new stamp must include addressed
envelopes (covers) with remittance.
Each cover should be pencil-
marked in the upper right-hand
corner to show number of stamps
to be affixed. Envelopes submitted
should be of ordinary letter size,
be properly addressed, contain an
enclosure of medium weight, and
have the flap either turned in or
sealed.
Requests for first-day cancella-
tions of the new 13-cent en-
velopes should include remittance
of 14 cents for each envelope
desired.
Personal checks or postage
stamps will not be accepted as
payment. The envelope containing
your order should be endorsed
"First-Day Covers." Requests for
unusual arrangements and plate
numbers cannot be granted.
Requests for mint stamps or
envelopes must not be included
with orders for First-Day Covers,
but sent separately to the Phil-
atelic Agency, Balboa, C.Z., and

Health Service Rates
To Go Up in January
Rates for health services at
Gorgas Hospital, Coco Solo Hos-
pital and Canal Zone Mental
Health Center will go up effective
January 4, 1976.
The rate increases have been
coordinated with the Canal Zone
Group Insurance Board for in-
clusion in the insurance coverage
under the Canal Zone Benefit Plan
which becomes effective in January
1976.

Kennedy council president for the
year 1976.

Certificates of appreciation were presented to seven
Canal employees recently by Lt. Gov. Richard L.
Hunt in recognition of their speedy teamwork that
saved the life of a fellow employee, Melvin Smith
of the Motor Transportation Division. Left to right

the Governor. In October, the group rescued Smith
from the bottom of the swimming pool at Playa
Coronado, where he was lying unconscious. They
administered mouth-to-mouth and standard resuscita-
tion, treated him for shock and took him to Gorgas
Hospital for medical observation and treatment.


Frank Bright Named Assistant Chief Employees Set

Of Personnel's Development Staff Safety Record


Franklin O. Bright has been
promoted to assistant chief of the
Personnel Bureau's Training and
Management Development Staff.
Bright has been with the Per-
sonnel Bureau since 1971 when
he joined the Wage and Classifica-
tion Branch. In April 1974, he
moved to the Training and Man-
agement Development Staff as an
employee development specialist, a
position he held at the time of
his promotion.
Born in Panama City, Bright is
a graduate of Balboa High School
and attended Canal Zone College.
After serving 3 years in the U.S.
Army, he went to work as a guide
in the Panama Canal Information
Office. Later, he moved to the
Transportation Branch and sub-
sequently returned to the Informa-
tion Office as public affairs officer.
Bright is active in local dramatic
productions and has served on the
Pacific Civic Council and the board
of directors of the Girl Scouts.
He is presently completing bach-
elor degree requirements through
the Regents External Degree Pro-
gram at the State University of
New York.
Bright and his wife, Carol, live
in Balboa Heights.

New Telephone

Rates Are Set;

Old Ones Rise
New rates have been announced
for the Telephone Section of the
Electrical Division's Communica-
tion Branch to recover the costs on
telephone services previously pro-
vided to subscribers without
charge.
Effective December 1, the fol-
lowing new rates were established:
$10 for each telephone installation
or transfer of telephone main lines,
trunk lines, private line circuits, or
teletypes, when made at the re-
quest of the customer; $5 for in-
stallation of each telephone ex-
tension; and $5 for each time a
telephone number is changed.
In addition, rates for most other
telephone services to customers
were increased approximately 15
percent, effective December 1.

The Canal Zone Senior Girl
Scout Troop 50 will hold a paper
drive the entire month of De-

Employees of the Panama Canal
organization set a new safety
record by working more than 2
million manhours from Septem-
ber 16 through October 15 of this
year without suffering a single
chargeable disabling injury in the
performance of their duties.
According to the Office of the
Safety Director, this represents the
longest period of time and the
most manhours worked by Pan-
ama Canal employees without
such an injury in the organization's
reporting history.
Recent recipients of the Meritus
Safety Award are the Engineering
and Construction, Marine, and
Health bureaus. To qualify for the
Meritus Award, employees of these
bureaus worked more than 750,000
manhours without a disabling
injury.
As of now, employees of the
Engineering and Construction and
Civil Affairs bureaus have passed
the Meritus Award qualifying mark
and are continuing to accumulate
injury-free manhours toward the
Superius Safety Award. Engi-
neering and Construction will
qualify for the Superius Award
when its employees have worked
a million manhours without a dis-
abling injury, and Civil Affairs will
earn the award when its employees
have accumulated a million and a
half injury-free manhours.

not disqualified.
All teams interested in par-
ticipating in the tournament should

roster no later than March 1, 1976,

Apprentice Applications


Being Accepted at CEO


The Central Examining Office
is now accepting applications from
persons interested in competing for
apprentice vacancies to become
available in July 1976.
This year the applicants will be
given the choice of taking the
written examination in either of
two languages . . . English or
Spanish. The examinations will be
divided into two parts. The pre-
liminary test, which is divided in
two parts, will consist of 30 ques-
tions in arithmetic and 68 ques-
tions in mechanical comprehension.
The applicant will be given 30
minutes to complete the arith-
metic portion and 35 minutes to
finish the part on mechanical com-
prehension. To be able to proceed
to the final exam, it will be neces-
sary to answer correctly a min-
imum of 18 arithmetic and 20
mechanical comprehension ques-
tions. The results of this pre-
liminary test will not be used in
determining the final rating.
The last examination, which
will be used to determine the
applicant's final rating, will con-
sist of 100 questions in mathe-
matics and will have a maximum
duration of 4 hours. In this test,
there will be problems dealing
with decimals, fractions, weights
and measures, areas and volumes,
percentages, ratios, and algebra,

Xmas Tree Burn Planned
The Los Rios-Corozal-Cardenas
Civic Council will sponsor a Christ-
mas tree burn for area residents
at 7 p.m., January 3 in the Cross-
roads Bible Church parking lot.
The event is intended to reduce
problems arising from youngsters
who compete with each other in
collecting the most trees. Families

Monday, January 5, at the License
Section offices located at Ancon
and Margarita. The old 1975 plates
may continue to le used until
lllebruary 28, 1976.
Registrants may mail their ap-
plications to Box L, Balboa
Heights, C.Z., or appear in person
at either the Ancon License Sec-
tion located in the Civil Affairs
Building on Caillard Highway, or
at the Margarita License office on
the second floor of the Margarita
Service Center.
Each application must be ac-
comipanied by a valid 1975 Canal
Zone registration and the proper
fee as stated on the front of the
1976 applications, which will be

Registration fees for all civilians,

hicles; $6 for motorcycles; $4 for
trailers and $25 for commercial
vehicles.
A serviceman whose home of
record is off the Isthmus, who is
on permanent change of station
orders, and who is stationed and
residing in the Canal Zone (not
maintaining quarters in the Re-
public of Panama) will have the
option of paying a reduced fee of
$4 to register his vehicle or to
drive it in the Canal Zone only
with the license plate from the
State of his home of record. This
privilege for members of the
Armed Forces is provided by Con-
gress in the Soldiers' and Sailors'
Civil Relief Act. It is emphasized
that home State plates are not
valid for driving in the Republic
of Panama.
Servicemen who wish to pur-
chase 1976 license plates and have
registered a vehicle in the Canal
Zone in 1975 need only their 1975
vehicle registration; new 1976 ve-
hicle registration and the proper
fee. No certificate of eligibility is
necessary.
Servicemen in the above category
who have not registered a vehicle
in the Canal Zone in 1975 must
submit a "Certificate of Eligibility"
signed by their Unit Commander,
in addition to the 1976 registration
and proper fee.
To expedite plate sales, the
Ancon License Section will main-
tain separate plate sale areas for
civilian and active duty military
Canal Zone residents.

Nuevo Record: 3,170

Visitantes en un Dia
Un total de 3,170 personas visi-
taron las Esclusas de Miraflores el
domingo, 7 de diciembre, rom-
piendo el record de visits a esa
singular atracci6n local en un solo
dia.
Las visits durante la primer
semana de diciembre comenzaron
con 732 personas el lunes, aunen-
tando casi diariamente hasta Ilegar
a 1,849 el jueves, y 2,107 el sA-
bado. Con 3,170 visits el domin-
go, culmin6 la semana con un
record de 11,058 visits.
Las giras a las esclusas estaban
formadas por diversos grupos de
personas incluyendo colegiales de
PanamA y la Zona del Canal, tu-
ristas y comerciantes de Centro-
america, M6xico y los Estados
Unidos, y personal military estado-
unidense y latinoamericano.

Por Sugerencias
Una cantidad r cord de $16,580
fue pagada a 214 empleados de la
empresa del Canal de Panama, du-
rante el Afio Fiscal 1975, por sus
sugerencias que produjeron bene-
ficios tangibles por $206,887.
La nueva marca dobla prictica-
mente el record anterior de $9,405
que fue pagado por sugerencias
que se adoptaron durante el Afio
Fiscal 1969.
De 1,069 sugerencias presen-
tadas durante el Afio Fiscal 1975,
214 fueron adoptadas, dando al
Canal una proporci6n de acepta-
clones de 1.4 por cada 100 em-
pleados. Esta proporci6n es un
poco mis baja que la que hubo
en todo el Gobierno.
De acuerdo con los studios es-
tadisticos anuales de la Comisi6n
de Servicio Civil, el Canal de
PanamA, con una participaci6n de
6.9 por cada 100 empleados, ocupa
el quinto lugar entire las agencies
del Gobierno.
La participaci6n total en el
Gobierno fue de 8.9 para el Afio
Fiscal 1975, lo mismo que para
1974, mientras que la participa-
cion dentro de la empresa del
Canal subi6 de 5.6 a 6.9 por cada
100 empleados.

Sobre sus Posesiones
La aduana de los Estados Uni-
dos ha anunciado que los em-
pleados de la empresa del Canal
de PanamA que son repatriados a
ese pais al separarse de su cargo
tendrAn derecho a introducir
sus efectos personales y enseres
domhsticos libre de derechos.
Pero para hacerse acreedor a
dicho derecho, el empleado debe
star en posesi6n de dichos en-
seres antes de que los mismos sean
embarcados a los Estados Unidos.
Confonne al reglamento, el
empleado repatriado ya no podra
adquirir mercancias y hacerlas en-
viar a los Estados Unidos libre de
derechos en fecha posterior. Tales
envios estarin sujetos ahora al
pago de los derechos arancelarios
correspondientes, lo cual constari
en los documents que acompafian
el envio.

Poco despues de que entire el
nuevo afio,. desaparecerAn de las
filas de la Policia de la Zona del
Canal cuatro cars muy conocidas.
El Capitan Robert W. Lawyer,
Teniente Edward J. Husum, Jr.,
Sargento Edward C. Blount y Sar-
gento James A. Marchuck, que se
jubilaran el 3 de enero.
Nacido en el Hospital Gorgas,
el Capitin Lawyer asisti6 a es-
cuclas de la Zona del Canal y en
HIonesdale, Pensilvania. Entr6 a la
policia como vigilante de las es-
clusas en 1940 y se traslad6 a la
Division de Policia y Bomberos,
conmo policia raso, al afio siguiente.
En 1944 se alist6 en la Armada
de los Estados Unidos y 2 afios
despu6s se reintegraba a la Policia
dc la Zona del Canal. Fue as-
cendido a sargento en 1959 y a
teniente en 1965. En 1973 fue
nombrado Ayudante del Coman-
dante del Distrito de Policia de
Balboa y subsiguientemente as-
cendido a capithn. En febrero de
1975 asumi6 el cargo de Capitin
Inspector de la Divisi6n de Policia.
Se jubila con casi 35 afios de
servicios al Cobierno.
El Capitin Lawyer y su esposa,
Sra. Anna Elizabeth Utegg de
Lawyer, nacida en White Mills,
Pensilvania, tienen cuatro hijos,
Patricia, Robert, Michelle y
Debbie. Despues de partir de la
Zona del Canal, iran a residir en
Port St. Lucie, Florida.
Nacido en Chicago, Illinois, el
Teniente Husum asisti6 a escuelas
de la Zona del Canal y posee una
licenciatura en artes de la Univer-
sidad de Florida, en Tallahassee.
Despu6s de servir con la In-
fanteria de Marina, durante la
II Cuerra Mundial, ingres6 a la
empresa del Canal de Panama en
1946. Comenz6 su servicio como
policia de la Zona del Canal en
1950, fue ascendido a sargento
en 1959 y en 1965 ascendi6 a
teniente, como Comandante de
Turno. Se jubila con 31 afios de
servicio Federal a su cr6dito.
Su esposa es la Sra. Ellen Foley,
de Nueva York. Tienen 11 hijos.
Fijaran su residencia en Tallahas-
see, Florida, donde el Teniente
Husum picnsa obtener su grado
de maestria en la Universidad de
Florida con la idea de comen-
zar una segunda carrcra en la
cnafiianza.

S. Belok casi nunca oye.
En realidad, meters en los
asuntos de otros puede ser mala
educaci6n por parte de algunas
personas, pero es un trabajo de
tiempo complete para Belok y para
todos los ingenieros industriales de
la Division de Administraci6n de
la Oficina de Planificaci6n.
Los ingenieros industrials de la
empresa del Canal, cuando se les
solicit, estudian una unidad y
luego informan a los directors y
jefes de Divisi6n como pueden
aprovechar hasta lo maiximo los
recursos que poseen.
O, en el lenguaje de la profe-
si6n, les indican como "maximizar
la utilizaci6n del personal, dinero
y equipo para desarrollar al 6ptimo
el potential administrative".
La especializaci6n del ingeniero
industrial puede utilizarse en una
miriada de campos diferentes y
Belok ha estado involucrado en
una gran cantidad de diferentes
studios, como son la renovaci6n
de la Biblioteca de la Zona del
Canal y la reorganizaci6n de
secciones del Hospital Gorgas.
Belok, que tiene un titulo en
ingenieria arquitect6nica del Vir-
ginia Polytechnic Institute y una
maestria en ingenieria industrial de
la Universidad de Nueva York. In-
gres6 a la empresa del Canal en
diciembre de 1968.
Trabaj6 para la Direcci6n de
Marina el primer afio y medio y
luego fue ascendido a una posici6n
en la Oficina de Planificaci6n.
Antes de llegar al Istmo, trabaj6
con la Boeing Aircraft en Seattle,
Washington, donde desarroll6 un
Program de Adiestramiento de
Ingcnieria Industrial y dio classes a
otros ingenieros industrials sobre
m6todos y t6cnicas modernas.
Casi cada minute de su tiempo
libre lo ocupa en pasatiempos al
aire libre que tendrian bien ocupa-
das a una media docena de per-
sonas. Se dedica al buceo, a la
pesca, tiene una lancha y le gusta
acampar al aire libre. Nada, juega
tennis, maneja bicicleta y colecciona
botellas.
Cuando esta en la casa, disfruta
de la lectura y hace manualidades,
por lo que se ha interesado en
trabajo de teatro. Ha trabajado
tras bastidores en muchas pro-
ducciones locales y ha sido director
de scenario en muchas presenta-
ciones de la Senda Unida y en la
version espaiiola del Hombre de
La Mancha.

Los Incendios
En el period del 19 de enero
al 31 de octubre do este aiio, ha
habido en la Zona del Canal un
total de 61 incendios causados por
estufas. La mayoria de los fuegos
se debi6 a que se dejaron sin aten-
der las estufas cuando se estaba
cocinando. Todos estos fuegos han
podido ser cvitados.
La Division de Bomberos quiere
hacer un llamado a todos los resi-
dentes para que tengan ma s cau-
tela en sus haibitos de cocina para
tratar de reducir las p6rdidas por
fuegos poniendo en prictica lo
siguiente:
1. Vigile constantemente la
comida que se estai cocinando
y en caso de que deba dejar
la cocina, ain cuando sea por
unos minutes, apague la es-
tufa y quite la comida del
quemador.
2. Nunca deje utensilios de
cocina o comida en el que-
mador despu6s que ha ter-
minado de cocinar y asegi-
rese de que la estufa est6
apagada.

inf6rmelo inmcdiatamente a la Di-
visi6n de Bomberos Ilamando al
telbfono de emergencia 119.

Costo e Clases de Ingles


La Direcci6n de Personal ha
anunciado un cambio en las nor-
mas, con lo ue el Programa de
Eecas para Estudiar el Idioma
InglIs queda incluido en el Siste-
ma de Devoluci6n de Pagos por
Estudios.
Este cambio, que sern efectivo
este trimestre, a partir del 6 de
enero de 1976, dara por resultado
substanciales ahorros a las unida-
des de operaci6n de la Compania-
Cobierno, puesto que solamente
aquellos estudiantes que terminen
sus cursos de idioma ingles en el
Centro Cultural Panamenio Nor-
teamericano (CEPA), serin elegi-
bles para que se les devuelva el
costo de sus studios. Los alumnos
que fracasen o qute no temninen el
curso no tendrAn derecho a que se
les haga devoluci6n alguna. En el
pasado, a las unidades se les exigia
que pagaran el costo de los cursos
sin tomar en cuenta que los estu-
diantes terminaran los cursos o no
siguieran despues de haberse
matriculado.
Las unidades de operaci6n y los
individuos interesados deben re-
cordar que las solicitudes de devo-
luci6n de gastos de studios de-
bcrin ser aprobados por el Di-
rector de la Direcci6n respective,
antes de matricularse y asistir a la
primera clase del curso. Por lo
tanto, se deberA dar tiemnpo sufi-
ciente para procesar y aprolar di-
chas solicitudes de devoluci6n,


antes de que finalice el period
de matricula del curso.

una estampilla ordinaria de correos
de 13 centavos al igual que un
sobre de 13 centavos.
La estampilla de 13 centavos
tiene dibujada la draga de cucha-
r6n Cascadas y se basa en una
pintura hecha por el artist local
Al Sprague. Estara impresa en
various tons de aqua en posici6n
horizontal y de una media de
0.84" x 1.44". VendrA en hojas
de 50 estampillas.
La Cascadas, draga de cuchar6n
de 15 yards ciubicas de capaci-
dad, construida por la Cia. Bu-
cyrus, de Nueva York, cntr6 a
former parte de la flota de dragas
del Canal de Panami el 31 de
octubre de 1915. Desde que se la
puso en servicio, se ha desempe-
fiado much mejor de lo que se
esperaba en la labor de mantener
el Canal de Panami abierto al tri-
fico de dos vias. Su hazaia mas
memorable la llev6 a cabo el 18
de febrero de 1916, cuando excav6
y carg6 en barcazas un total de
23,305 yards ciubicas de roca y
tierra. Se cree que esta hazania

de 0.84" x 1.44". Excepto por la
denominaci6n y el color, el disefio
central de la estampilla repujada
serial el mismo que el del actual
sobre de 8 centavos, en el que
aparece el Corte Gaillard con una
nave en trinsito. El color de fondo
seri predominantemente pirpura
con los cerros circundantes, el
barco, la denominaci6n "130" y
las palabras "CANAL ZONE
POSTAGE" repujados en blanco.
Los coleccionistas que deseen
cancelaciones de primer dia de
la nueva estampilla podrnn enviar
sus solicitudes a la Agencia Fila-
t6lica de Balboa, Zona del Canal.
Las solicitudes para cancelaciones
de primer dia debertin incluir
sobres con la direccibn respective
(cubiertas) y el valor debido. Cada
cubierta debera estar marcada a
laipiz en la esquina superior de-
recha, indicando el n6mero de
estampillas que se desea que se
pongan. Los sobres que se envien
deben ser del tamaio corriente de
carta, tenr la decbida direcci6n,
una copia incluida de peso medio
y el cierre debera venir doblado
par dentro o sellado.
Las solicitudes para cancelacio-
nes de primer dia de los nuevos
sobres de 13 centavos deberan
incluir un pago de 14 centavos por
cada sobre que se desee.
No se aceptaran como pago
cheques personales ni estampillas.
El sobre que contenga su orden
debeni estar endosado con lo si-
guiente: "First-Day Covers". No
se atenderan solicitudes fuera de
lo com-nin ni para niumeros de
plancha.
Las solicitudes para estampillas
y sobres sin usar no deberan estar
incluidas en las 6rdenes para Cu-
biertas de Primer Dia, sino que
deberin ser enviadas separada-

I.a tarifa ice pagos por servicios
de salubridad aumentarin a partir
del -4 de enero de 1976, en el IIos-

Ascienden a Frank Bright en

Seccion de la Dir. de Personal


Franklin O. Bright ha sido
ascendido a ayudante del jefe del
Personal de Adiestramiento y Me-
joramiento Administrativo de la
Direccion de Personal.
Bright pertenecc a Personal
desde 1971, cuando entr6 al Ramo
de Salaries y Clasificaci n. En
abril de 1974 fue trasladado al
Personal de Adiestramiento y Me-
joramiento Administrativo como
especialista en mejoramiento de
empleados, posici6n que ocupaba
a] moment de su ascenso.
Nacido en la ciudad de PanamA,
Bright es graduado de la Escuela
Secundaria de Balboa y asisti6 a
la Universidad de la Zona del
Canal. Despuds de servir 3 afios en
el Ej6rcito de Estados Unidos, in-
gres6 a la Oficina do Informaci6n
del Canal de PanamA en calidad
de guia. Luego, se traslad6 al
Ramo de Transporte y subsiguien-
temente a la Oficina do Informa-
ci6n como funcionario do asuntos
ptiblicos.
Bright se active en producciones
dramaticas locales y ha servido en
el Conscjo Civico del Pacifico y
en la junta de directors de las
Muchachas Guias. Actualmente
terminal los requisitos para obtener
una licenciatura por medio del
Programla de Rcgctlels para Grados
cn el iExterior de la Universidad
del Estado de Nueva York.
Bright y su esposa, Carol, resi-
clen en Balboa Heights.

Un nuevo record de seguridad
lograron los empleados de la em-
presa del Canal de Panamni al tra-
bajar mais de 2 millones de horas-
hombre del 18 de septiembre hasta
el 15 de octubre de este afo sin
sufrir ninguna incapacidad en el
descmpefio de sus deberes.
Segin la Oficina del Director de
Seguridad, en la historic de este
tipo de informes en la emnpresa,
este cs el period mIais largo y la
maxima cantidad de horas-hombre
tlabajadas por cmpleados del Canal
de Panaim' sin ning'n accident
que cause incapacidad.
La Dirccci6n de Ingenieria y la
Direcci6n de Salubridad recibieron
recientement el Meritus Safety
Award. Para poder recibir dicho
prenio, los empleados de dichas
direcciones han debido trabajar
mins de 750,000 horas-hombre sin
ningruna incapacidad.
En la actualidad, los empleados
de Ingenieria y Construcci6n y de
Asuntos Civiles han lenado los
requisitos para recibir el Meritus
Award y continaian acumulando
horas-hombre sin accidents para
poder recibir el Superius Safety
Award. Ingenieria y Construccion
recibiri el Superious Award cuan-
do sus empleados hayan trabajado
1 nilldn de horas-hombre sin nin-
gin accident que cause incapaci-
dad, y Asuntos Civiles se hara
acreedor a dicho premio cuando

ciado nucvas tarifas con el fin (de
recuperar el costo de servicios te-
lefanicos que antes se snministra-
ban gratis a los suscriptores.
A partir del 19 de diciembre
rigen estas nuevas tarifas:
Diez dl6ares por cada instala-

Beneficiary a Senda Unida


La Liga de Sofbol del Pacifico,
que anualmente ofrece el Torneo
Viceroy de la Senda Unida de la
Zona del Canal, se prepare ya
para el toreo de 1976, que se
celebrara en el campo de juegos
de la liga en Balboa durante el
mes de abril de 1976.
S61o 32 equipos participaran en
el torneo. Dichos equipos serin
escogidos de entire los de la Zona

despu6s, se traslad6 como policia
raso a la Divisi6n de Policia y
Bomberos. En 1964 fue ascendido
a sargento y destinado al Distrito
de Crist6bal. Tiene 32 afios de
servicio al Gobierno.
El Sargento Blount esta casado
con la Sra. Geneva Willett de
Blount, nacida en Roberta, Ken-
tucky. Tiene tres hijos: Betty,
Dorothy y Albert.
Los esposos Blount fijarAn su

El Sargento Marchuck se jubila
con mAs de 33 anios de servicio
Federal. Es conocido carifiosamente
por sus compafinros como "Big
Jim". Nacido en el Condado de
tronx, Nueva York, asisti6 a es-
cuelas en Freeport, Nueva York y
obtuvo su licenciatura en artes en
la Extension de la Zona del Canal
de la Universidad de Florida.
El Sargento Marchuck vino a la
Zona del Canal en 1942, cuando
fue empleado como policia raso
por la Divisi6n de Policia y Bom-
beros. Un afio despues fue re-
clutado por el Ej6rcito donde sirvi6
por 2V afios antes de regresar a la
Policia de la Zona del Canal. Fue
ascendido a sargento en 1958 y
fle nombrado Sargento a Cargo
de la Estaci6n de Gamboa en 1966.
El y su esposa, Sra. Helen
Precht de Marchuck, nacida en
Nueva York, tienen una hija,
Doris. Fijaran su residencia en

La Oficina Central de Exaune-
nes estA aceptando solicitudes de
personas interesadas en competir
por vacantes de aprendices que
estarin disponibles en julio de
1976.
Este afio, se darA la oportunidad
a los interesados de pasar el exa-
men escrito en ingl6s o en espafiol.
Los examenes estarAn divididos en
dos parties. El examen preliminary,
que tambidn estA dividido en dos
parties, consistirA de 30 preguntas
de aritm6tica y 68 sobre compren-
si6n de la mecanica. Para poder
pasar a los exAmenes finales, seral
necesario que se contest correc-
tamente un minimo de 18 pre-
guntas sobre aritmetica y 20 sobre
mecanica. Los resultados de este
examen preliminary no se utilizarAn
para determinar la calificaci6n
final.
El illtimo examen, que se utili-
zara para determinar la calificaci6n
final del solicitante, consistira de
100 preguntas sobre matemrticas y
tendri una duraci6n mAxima de
4 horas. En este examen, habri
problems relacionados con deci-
males, quebrados, peso y medidas,
Areas y volHmenes, porcentajes,
proporciones y Algebra, hasta in-
cluir ecuaciones simultineas. Para
recibir una calificaci6n final en este
examen, el solicitante debera con-
testar correctamente un minimo
de 50 preguntas.

tardar site (7) dias calendarios de la fecha de esta publicaci6n. Si hace solicited para mas
de una posici6n, indique el orden de preferencia. Debera someterse una solicited separada
para cada categoria de empleo. Se indican los anuncios nuevos en letras negritas. Los salaries
indicados seran aumentados a los ciudadanos de EE. UU. por medio del diferencial apropiado

El costo del registro para todos
los civiles, incluso los empleados
de las Fuerzas Armadas y que re-
siden en la Zona del Canal, sera
de $15 para vehiculos privados;
de $6 para las motocicletas; $4
para remolques y de $25 para
vehiculos comerciales.
Los soldados, cuya residencia
registrada estA fuera del Istmo y
que se encuentran bajo 6rdenes
permanentes de cambio de esta-
ci6n y que estin estacionados y
resident en la Zona del Canal (y
que no mantienen residencia en la
Republica de PanamA), tendrAn la
opci6n de pagar s61o $4, para con-
ducir solamente en la Zona del
Canal, con la placa del Estado en
que resident segun su hoja de re-
gistro. Este privilegio para los
miembros de las Fuerzas Armadas
ha sido ordenado por el Congreso
en la Ley de Ayuda Civil para
Soldados y Marineros. Se hace cn-
fasis en que dichas places del
Estado en que resident no son va-
lidas para conducir en la Rep6blica
de Panama.
Los soldados que deseen com-
prar placa de 1976 y registrar su
vehiculo en la Zona del Canal en
1975 sl6o necesitan el rcgistro de
1975 de su vehiculo, el nuevo re-
gistro de 1976 y el page apropiado.
No se necesita certificado de
elegibilidad.
Los soldados a que se refiere el
parrafo anterior que no han regis-
trado su vehiculo en la Zona del
Canal en 1975, deben presentar
un "Certificado de Elegibilidad"
finnado por el Comandante de su
Unidad, ademis del registro de
1976 y el pago apropiado.
Con el fin de hacer mis rApida
la expedici6n de places, la Sec-
ci6n de Licencias de Anc6n man-
tendrai Areas separadas para la
venta de places a los civiles y
militares en servicio active que
residan en la Zona del Canal.
