Open Season Extended


For Health Insurance


The Civil Service Commission
has announced that the health ben-
efits Open Season scheduled for
November 15-30, 1975, has been
extended to December 31, 1975.
Premiums for employees en-
rolled in the Canal Zone Benefit
Plan will decrease while those en-
rolled in the two Government-
wide plans will increase substan-
tially.
Because of the uncertainty at
this time as to the relationship of
the Federal Employees' Health
Benefits Program to Medicare on
January 1, 1976, two sets of pre-
mium rates for Government-wide
plans have been announced.
Of the two sets of premium
rates, the first set is identified as
"FEHB Program Primary." The
second set is identified as "Medi-
care Program Primary."
As soon as it can definitely be
determined which rates will be in

By extending the open season to
December 31, 1975, employees
who wish to enroll or change their
enrollment, regardless of the out-
come of the premium rate situa-
tion, may do so. Those employees
who wish to delay their decision
until more definite information
regarding the rates is available,
will have until December 31,
1975, to turn in their Health Ben-
efits Registration Form (SF 2809).
Under open season regulations,
any eligible employee who is not
currently registered may enroll,
and an enrolled employee may
change from one plan or option to
another, or from self only to self
and family, or a combination of
these. Employees who do not wish
to make a change in current en-
rollment need take no action dur-
ing this open season.
Distribution of open season lit-
erature will be made as soon as
possible. Each employee will re-
ceive an open season instruction
pamphlet, and copies of the bro-
chures for the Canal Zone Benefit
Plan, the Government-Wide Serv-
ice Benefit Plan (Blue Cross), and
the Government-Wide Indemnity
Benefit Plan (Aetna). The bro-
chures contain information as to
how the plans, benefits are
changed for 1976.
Employees wishing to enroll or
change their enrollment must com-
plete a Health Benefits Registra-
tion Form (SF 2809). These forms
are available from the Employee
Services Branch, Personnel Bu-
reau. The form must be received
by that office prior to the close of
business on December 31, 1975.
New enrollments and changes in
current enrollments made during
the open season, will become effec-
tive on January 4, 1976.
Following are the two sets of
byweekly employee premium rates
which have been announced:

During Money Crisis
Employees are authorized home
leave travel 1 year after returning
from their last home leave.
This advancement of home leave
is a temporary policy adopted by
the Governor to encourage the
taking of leave during the present
financial crisis.
The home leave advancement
does not affect the employee's
next date of eligibility for home
leave and repatriation travel. For
example, an employee eligible for
home leave in September 1976
who takes leave in December 1975
will next be eligible in Septem-
ber 1978.

separate meetings Monday with
officials of U.S. and Latin Amer-
ican civic councils and labor unions
to present proposals which, if im-
plemented, will reduce the num-

Support of CFC
Gov. H. R. Parfitt has expressed
his personal thanks to Canal em-
ployees for their outstanding sup-
port of the 1976 Combined Fed-
eral Campaign.
Governor Parfitt stated:
"Canal employees have once
again surpassed their Combined
Federal Campaign goal.
"I am particularly gratified to
note that this is the first time
since the 1970 campaign that
every bureau of the organiza-
tion achieved 100 percent of its
goal. This is evidence of our
desire to help other less for-
tunate than ourselves.
"On September 25, the orga-
nization began its drive to raise
$245,380 of the budget re-
quested by the agencies of the
Canal Zone United Fund and
the International Service Agen-
cies.
"Through the generosity of
thousands of employees, that
goal was reached and exceeded
in only 13 days. At the official
close of the campaign on No-
vember 4, the Canal organiza-
tion had achieved 111 percent
of its goal and employees were
continuing to submit contribu-
tions.
"On behalf of those agencies,
I thank you for your outstand-
ing response."


Act of Heroism Earns


Policeman $500 Award


Canal Zone Police Officer Earl
E. Mullins was rewarded recently
for saving a man's life at the risk
of his own.
Canal Zone Gov. H. R. Parfitt
recognized Mullins' "superlative
courage" that "saved the life of a
fellow human being" by awarding
him a Special Acts Certificate and
a check for $500.
The life-and-death drama began
at 7:50 a.m., August 31, when
Mullins, in a patrol car on the
west bank of the Canal, was told
by a passing motorist that an ap-
parently intoxicated man was
walking across the Thatcher Ferry
Bridge.
In minutes, Mullins arrived at
the bridge to see the man climb-
ing the superstructure.
He took time to radio the in-
formation to police headquarters
and then began the climb him-
self. High on the exposed super-
structure, Mullins reached the
despondent young man who was
attempting to take his life. Wrest-
ing him from a position where he
could jump, Mullins slung him
over his shoulder, cautiously de-
scended to the walkway, and car-
ried him to safety. Then he hand-


cuffed the man and sat astride
him until fellow police officers and
a fire rig arrived to help.
In recommending him for the
Special Acts Award, Mullins' su-
periors cited his quick action,
courage and complete disregard
for his own personal safety.
But Mullins says, "I just did
what had to be done."
A 10-year veteran of the Canal
Zone Police, Mullins was born in
the Canal Zone, graduated from
Balboa High School and attended
Canal Zone College.
He lives in Ancon with his wife,
Susan, and two daughters, Lauren,
9, and Jennifer, 3.

merge U.S. and non-U.S. commu-
nities in the Canal Zone.
Proposed New Security Criteria
1. Positions requiring U.S. cit-
izens by law. Those positions that
are required by law to be filled by
U.S. citizens and are therefore
security positions will be un-
changed. At the present time there
are six such positions.
2. Access to Classified Informa-
tion. The number of positions that
are classified as security positions
because of access of the incumbent
to national security information will
be reviewed critically. An effort will
be made to reduce the number of
such security positions to the low-
est number possible commensurate
with safeguarding national security
information. It is pertinent to note
that the fact that an individual
has access to such information does
not necessarily mean that the posi-
tion he occupies must be a security
position. It does 'mean, however,
that an individual having such ac-
cess must possess an appropriate
security clearance. Approximately
185 positions are now designated
as security under this criterion.
3. Security of Property. Posi-
tions in the Panama Canal Com-
pany-Canal Zone Government
covered by this criterion are in the
Police Division, Fire Division, and
Canal Protection Division. The re-
quirements of this criterion are
expressed in terms of the percent

Review Receives

Award of Merit

From Printers
TinE PANAMA CANAL REVIEW
has received an Award of Merit
from the Printing Industry Asso-
ciation of the South. The award,
for the Fall 1974 edition of the
magazine, was made at the PIAS
Annual Convention held recently
in Nashville, Tenn. It was for-
warded to Ms. Willie K. Friar,
editor of the REVIEW, by E. S.
Upton Co., of New Orleans, the
printer of this edition.
The PIAS, which is made up
of representatives from six states,
Louisiana, Mississippi, Arkansas,
Georgia, Tennessee, and Kentucky,
holds a contest each year to recog-
nize outstanding publications.
Awards are based on design, lay-
out and make-up as well as ex-
cellence in printing. The REVIEW
was cited for exceptional achieve-
ment in the Institutional Promo-
tion category for its presentation
of the Panama Canal in a manner
that promotes ......1 ,1 and en-
hances the image of the waterway
as an efficiently operated world
utility.
The Fall 1974 edition of the
lEVIiE;W, which co inmemorated the
60th anniversary of the Panama
Canal, had as its theme, "The
Panama Canal-A Profile in Paint-
ings" and featured oil paintings
of the Canal by Al Spragur, well-
known local artist. It also con-
tained a report on their new Marine
Traffic Control Center.

People in the News

One of the Canal organization's
many important people "behind
the scenes" is Lionel E. A. Mc-
Clean, a lead foreman with the
Grounds Branch of the Commu-
nity Services Division. As the
supervisor of Corozal Cemetery, he
is in charge of 10 permanent and
5 W.A.E. employees and must
work closely with the funeral di-
rector at Gorgas Hospital.
A 40-year employee of the Sup-
ply and Community Services Bu-
reau, McClean was chosen the
Bureau's "Employee of the Year"
for 1975, an honor whose origins
undoubtedly lie in the fact that,
as McClean admits, he likes his
job very much.
McClean first worked in the old
Commissary Division, then trans-
ferred to his present post, which
he has held for 23 years.
Born in Colon on April 26,
1915, McClean attended Gatun
schools. He and his wife, the
former Ivy Eileen Marshall, now --
live in the Villa Rica section of
Panama City. The MecCleans have "
two sons, Lionel, Jr., and Carl, ."
and two daughters, Dolores and
Angela. All four of their children
graduated from Paraiso High
School and now live in New York. . .. -. .... X.

There will be no SPILLWAY on
Friday, November 28, because of
the long holiday weekend.
Thanksgiving Day, Thursday,
November 27, is a legal holiday
and Friday, November 28, will be
a day of leave for all employees
not required to perform essential
services.
This will enable many employ-
ees to enjoy a 4-day weekend
while conforming with the current
policy of reducing the Canal orga-
nization's financial burden when-
ever possible.


Coco Solo Hospital

Prenatal Program

Schedule Changed

Changes have been made to the
previously published schedule for
the Prenatal Program at Coco Solo
Hospital. The December 4 meet-
ing is rescheduled for December 1
and there will be no meeting on
December 8.
The new schedule is:
November 17 and November 20:
Medical Care During Pregnancy;
November 24 and December 1:
Labor and Delivery; and Decem-
her 11: You and Your Baby Come

an employee who reaches age 55
during 1975 will have his bi-
weekly witbholdings increased from
$4.50 to $10.50 on January 4, 1976.
Optional FEGLI is identified on
each employee's statement as Ad-
ditional FEGLI.
Any employee who desires to
cancel his Optional FEGLI before
the withholding are increased
should contact the Personnel Office
in Ancon or Cristobal for the


necessary form. The cancellation
must be received in the Personnel
Office prior to January 4, 1976.
There is no increase on account
of age in withholding for Regular
FEGLI.

storage of seven digits in the Balboa central office originating registers.
Modifying the registers in this manner will eliminate the need to purchase
additional equipment normally required to expand digit storage capability.

But They Need Assistance



Special Education Volunteers


Provide Help, Not Sympathy


"Doing what comes naturally"
is exactly what some children
cannot do.
The parents of a child who
crawls at 6 or 7 months and says
"mama" at 12 months may find it
hard to accept that for other par-
ents to see their child take a step
or to hear their child make an
audible sound is a seemingly im-
possible dream.
But it is a dream that may be-
come a reality for the parents of
the special children who receive a
special kind of help under the
Preschool Special Education Pro-
gram.
The success of the program and
the number of children who may
be helped depends upon whether
the staff can enlist enough volun-
teers willing to take on the diffi-
cult and emotionally demanding
iob of teaching a child to crawl.
A normal child goes through
certain levels of development. First
is the position characteristic of an
infant when placed on his abdo-
men in shallow water. Then, the
attempt to rise and bring the arms
and legs in under the body-to
crawl.
If, because of developmental
disorders or brain damage, the
early crawling movement does not
occur, later steps in development,
such as standing and walking and
seeing and comprehending prop-
erly, may not occur.
So volunteers in the special edu-
cation classes "pattern" the brain-
damaged child. They actually "do
the crawling for him" by moving
his arms and legs. As they do, his
brain receives messages that estab-
lish a pattern. Eventually, the
brain learns to send out signals to
the muscles of the hands, arms and
legs that enable the child to move
on his own.
Because success in one area
stimulates and reinforces success
in other areas, the sounds of the
patterners' voices in conversation
and the alternate turning of the
head forces the child's ears into
patterns of hearing and provides
constantly changing sensory-motor
cues that train the two eyes to
work together.
Between the four 5-minute pat-
terning sessions each day, the chil-
dren move from one to another of
five enrichment areas (art, self-
help, story, toys and motor activi-
ties) where professional teachers
and volunteers build upon the pat-
terning experience with guidance
in speech, language and motor

Hire-A-Kid Program

Is Now Recruiting
The Hire-A-Kid Program is in
the process of being updated.
Young people already in the pro-
gram will receive a new card by
mail to update all previous infor-
mation. Those not registered with
the Hire-A-Kid Program are in-
vited to do so. They can get regis-
tration cards at the Youth Advisor's
Office located at the Balboa Rail-
road Station, the Bridge (Balboa
Youth Center), the Howard AFB
Youth Center, the Albrook AFS
Youth Center and the Fort Clay-
ton Youth Center.
The Hire-A-Kid Program is
sponsored by the Office of Youth
Advisor to the Governor and is
intended to benefit the Youth of
the Canal Zone. For more informa-

painting helps to develop eye-hand-
finger coordination; being asked
to pick up a toy until the toy is
picked up helps to enhance the
connection between language and
motor activity.
There are four teachers assigned
by the Schools Division to the
Special Education Program: Char-
lotte Kerksiek and Barbara Cairns
teach speech and language; Lucille
Baker teaches self-help and pre-
school readiness, and Ginny Mur-
ders teaches motor activities and
instructs parents and volunteers.
As professional and competent
as they are, the teachers are
aware that volunteers are the back-
bone of the patterning program.
Five volunteers are needed each
time a child is placed on a pat-
terning table. For the number of
children with assorted problems
currently enrolled in the special
education class, 15 volunteers are
needed each day. If each volun-
teer works 1 day a week, 75
volunteers are needed.
The program staff is concerned
both for the children in the pro-
gram now who may not fully
develop their potential and for
children who may have to be


turned away because there are not
enough volunteers.
The children do not need synm-
pathy. They need help. Help that
can only come from volunteers
whose eyes and ears and hands
may perform miracles. The miracle
of seeing a little girl who once
could not crawl take her first step.
The miracle of hearing a little boy
who had never spoken before say
his name.
Anyone interested in volunteer-
ing to help in the special educa-
tion program at the Fort Clayton
Elementary School should call

to 11:40 a.m., Monday through

Canal To Hire

165 Students

Jan. 5-March 26
The Panama Canal organization
is planning to employ approxi-
mately 165 students of-the Univer-
sity of Panama, the Santa Maria
La Antigua University, the Pan-
ama secondary schools, and the
Canal Zone secondary schools from
January 5 through March 26, 1976.
Only full-time students are eli-
gible for the program. Secondary
school students must be graduat-
ing seniors; university students
must be undergraduate students
who will not receive a degree at
the end of the current school year.
Additionally, all students must be
at least 16 years of age at the time
of their employment.
The deadline for submission of
applications is November 21. Ap-
plication forms have been for-
warded to the schools participating
in the program. Students may ob-
tain application forms from their
school directors, or from the Per-
sonnel Offices, located in Building
366, Ancon or Building 1105, Cris-
tobal, or by writing the Panama
Canal Company, Personnel Bureau,
Box 2012, Balboa Heights, Canal
Zone.
This program does not provide
for payment of per diem, meals,
or lodging. Students not residing
in Panama City or Colon will have
to make their own arrangements.
Pay for high school graduates is
expected to be $2.20 an hour and
82.35 an hour for college students.
Students employed under this pro-
gram will not earn leave.


Pacific Softball

League Season

To Begin Jan. 5
The Pacific Softball League's
1976 season will open January 5
with 15 teams.
Games will start at 6:30 p.m.
nightly, with three games to be
played each night. There will be
a church league on Saturday after-
noons and an executive league on
Sunday afternoons. Additionally,
the female teams will be given an
opportunity to play in the park on
weekend evenings.
The league is open to anyone
desiring to play but priority will
be given to Canal employees and
all players will be selected from
a player pool.
This league is composed of
players from the Canal Zone civ-
ilian and military communities and
Panamanian citizens from the Re-
public and the Canal Zone. Those,
wsho wish to play should contact
one of the following league offi-

whose jobs were being reviewed
would review all security positions
and make a recommendation to
the Governor with regard to the
specific positions that should be
continued as security positions.
A review of both criteria and posi-
tions would be conducted annually.
Proposed Closing of Latin
American Schools
The proposal for the closing of
the Latin American schools would
be accomplished in the following
manner.
Phase One:
When the Latin American
schools open in March 1976, the
students who will be going into
grades K-4 will be given a choice
of attending the U.S. schools in
the Canal Zone or schools in Pan-
ama.
If they elect to go to school in
Panama, school costs, including
transportation, will be the respon-
sibility of the Panama Canal Com-
pany-Canal Zone Government.
If they elect to go to the U.S.
schools in the Canal Zone, they
will be given 4 months of tran-
sitional training during April, May,
June, and July. In August they will
be assigned to a U.S. elementary
school.
Phase Two:
The second phase will be ac-
complished by one of the follow-
ing plans.
Alternative A
When the Latin American schools
open in March 1977, the students
who will be entering grades 6-8
will be given the same choice de-
scribed above. Transitional train-
ing will be provided in the same
manner for those who elect to
attend the Canal Zone U.S. schools.
Then, when the Latin American
schools open in March 1978, the
students going to grades 10-12
will be given three choices: they
may continue to attend the Latin
American schools; they may go to
the Canal Zone U.S. schools; or
they may go to school in Panama.


Assuming a sufficient number of
students opt to complete their high
school education in Latin Amer-
ican schools, the high schools will
remain open until the last students
graduate in December 1980.
Alternative B
Under this plan all of the steps
of A (above) will be accomplished
in 1 year. That is, in March 1977
the students entering grades 6-9
will be given their choice between
the U.S. schools and schools in
Panama. At the same time, stu-
dents entering grades 10-12 will
be given the three choices de-
scribed earlier.
Assuming a sufficient number of
students opt to complete their high
school education in Latin Amer-
ican schools, the high schools will
remain open until the last students
graduate in December 1979.
The Latin American teachers
who are qualified under the Canal
Zone U.S. schools certification re-
quirements will be transferred to
the U.S. schools. The U.S. citizen-
ship requirement will be waived
only for permanent, full-time Latin
American teachers currently on
the rolls.
Proposed Canal Zone Housing
Criteria
Under the proposal, non-U.S.
citizens now assigned family quar-
ters in the Canal Zone who are
paid at the NM-7 level, or above,
would compete with eligible U.S.
citizens, who meet the same grade
criteria, for assignment to any
quarters. Other non-U.S. citizens
now assigned family quarters re-
tain their present rights. In addi-
tion, U.S. citizens paid below the
cutoff who are the repatriation re-
sponsibility of the Canal organiza-
tion or who are present on the
Isthmus because of their Panama
Canal employment would be eli-
gible to compete for housing in
what is currently termed Latin
American communities.
It should be noted that:
a. The proposal does not open
Canal Zone housing to
non-U.S. citizens who
reside outside the Zone.
b. No changes will be made in
"official" assignments.
c. Priority for assignment to
housing will be neces-
sary for stateside re-
cruitment.

viaje por repatriaci6n. Por ejem-
plo, un empleado eligible para

Mullins, nacido en la Zona del
Canal, es un veteran de 10 afios
de servicio en la Policia de la Zona
del Canal. Se gradu6 en la Escue-
la Secundaria de Balboa y asiste
a la Universidad de la Zona del
Canal. Reside en Anc6n con su es-
posa, Susan, y sus dos hijas, Lau-
ren, de 9 afios, y Jennifer, de 3.

la Zona del Canal.
Nuevos Criterios Propuestos
Sobre Seguridad
1. Posiciones para las cuales se
exige por ley titulares estadouni-
denses. Las posiciones que por ley
deben ocupar ciudadanos estado-
unidenses y por lo tanto son de
seguridad, quedarin inalteradas.
En la actualidad existen seis de
esas posiciones.
2. Accesso a Informaci6n Cla-
sificada. Se efectuara una revision
critical del n6mero de posiciones
actualmente clasificadas como de
seguridad ante el hecho de que sus
titulares tienen acceso a informa-
ci6n de seguridad national. Se harA
por reducir el numero de semejan-
tes posiciones en su miniino posi-
ble segimn lo exija el resguardo de
esa clase de informaci6n. Vale
anotar que porque determinada
persona tenga acceso a tal infor-
maci6n no precisamente significa
que la posici6n ocupada por el ti-
tular deba ser de seguridad. Pero
si quiere decir que la persona que
tenga esa clase de acceso tendra
que contar con una aprobaci6n es-
pecial. Existen unas 185 posiciones
que en la actualidad tienen esa
designaci6n.
3. Seguridad de la Propiedad.
Las posiciones con que cuenta la
Compafia del Canal de PanamA-
Gobierno de la Zona del Canal,
amparadas seg6n este criteria se
encuentran en la Divisi6n de Poli-
cia, Divisi6n contra Incendios y
Division de Protecci6n del Canal.

Premio al Merito

De Impresoras
La publicaci6n THE PANAMA
CANAL REVIEW ha recibido un
Premio de Honor al Merito otor-
gado por la Asociaci6n de Impre-
soras Industriales del Sur de los
Estados Unidos. La distinci6n,
otorgada con motive de la edici6n
de Otofio de 1974 de la revista,
fue concedida durante la Conven-
ci6n Anual de la PIAS, celebrada
recientemente en Nashville, Ten-
nessee. Fue dirigida a Willie K.
Friar, editor del REVIEW por
E. S. Upton Co., de Nueva Or-
Icans, que impimi6 esa edici6n.
La PIAS, integrada por repre-
sentantes de seis estados-Louisia-
na, Mississippi, Arkansas, Georgia,
Tennessee y Kentucky-celebra to-
dos los afios un concurso a fin de
distinguir a las publicaciones so-
bresalientes. La adjudicaci6n de
los premios toma en consideraci6n
el diseio, presentaci6n y diagra-
maci6n, asi como la excelencia en
la impresi6n. El honor fue otor-
gado al REVIEW por su excepcio-
nal exito en la categoria de Pro-
moci6n Institucional, al presentar
el Canal de PanamA en forma tal
que promueve su reputaci6n y ele-
va la imagen de la via acuAtica
como una utilidad de servicio que
es operada eficientemente.
La edici6n del REVIEW corres-
pondiente al Otofio de 1974, que
fue dedicada al 609 Aniversario
del Canal de Panama, tenia como
lema "El Canal de PanamA-Per-
filado en Pinturas" y presentaba
pinturas al oleo del Canal origi-
nales de Al Sprague, artist local
muy conocido. Tambidn ofrecia
un reportaje sobre el Centro de
Control de TrAfico Maritimo.

Tres cambios han sido introdu-
cidos en el calendario del Progra-
ma Prenatal previamente anuncia-
do a dictarse en el Hospital Coco
Solo.
La primera sesi6n se efectu6 el
10 de noviembre, en lugar del dia
12, ]a sesi6n del 4 de diciembre
ha sido adelantada para el dia 19
y la programada originalmente
para el 8 de diciembre ha sido
cancelada.
El program por cumplirse es el

ci6n Mddica Durante el Embara-
zo; 24 de noviembre y 19 de di-
ciembre, Dolores de Parto y Alum-

Quizfs uno de los empleados
mis importantes tras bastidores en
la empresa del Canal es Lionel
E. A. McClean, capataz al servicio
del Ramo de Mantenimiento de
Predios, de la Divisi6n de Servi-
cios Comunales. Como Supervisor
del Cementerio de Corozal, estf
a cargo de 15 empleados y sus
funciones debe coordinarlas estre-
chamente con el Director de Fu-
nerales del Hospital Gorgas.
Con mis de 40 afios de servi-
cios con la Direcci6n de Abastos y
Servicios Comunales, McClean fue
escogido "Empleado del Afio" en
1975, honor cuyo origen induda-
blemente descansa en el hecho de
que, como 61 mismo admite, le
gusta much su trabajo.
McClean trabai6 primero en la
desaparecida Divisi6n de Comisa-
riatos, de donde pas6 a la actual
dependencia, en donde se encuen-
tra desde hace 23 afios.
Nacido en Col6n el 26 de abril
de 1915, McClean asisti6 a la es-
cuela en Gat6n. Vive con su es-
posa, Ivy Eileen Marshall de Mc-
Clean, en la barriada de Villa
Rica, en la ciudad de Panama. Los
esposos McClean tienen dos hijos,
Lionel, Jr., y Carl, y dos hijas,
Dolores y Angela. Sus cuatro hijos
son graduados de la Escuela Se-
cundaria de Paraiso y actualmente
resident en Nueva York.

"Hlacer las cosas naturalmente"
es algo que algunos niflos no pue-
den hacker.
Los padres de un nifio que ga-
tea a los 6 6 7 meeses y ice

excepcionales que reciben una
ayuda muy singular dentro del
Program pre Escolar de Educa-
cidn Especial, ello es un sueiio

El (xito del program y el nl-
1cro de ninios q(ue pueden recibir
ayuda depende de que su per-
sonal pueda reclutar suficientes
voluntarios descosos de asumiir l
dificil y exigente area desde el
punto de vista emotional, de en-
seilar a un nifio a gatear.
Un niio normal pasa por varies
niveles de desarrollo. En primer
t6rmino estA la posici6n tipica del
infante cuando se le coloca sobre
el abdomen en agua poco profun-
da. Luego el intent, por levantar-
se y colocar los brazos y piernas
baio stu cuerpo para gatear.
Si a causa de dificultades en el
desarrollo o de lesi6n cerebral, el
moi\iniento de gatco no ocurre,
pucden no presentarse niveles pos-
teriores del desarrollo, tales como
pararse, caminar, ver y compren-
der adecuadamente.
Los volmntarios en las classes de
cducaci6n especial imponen el pa-
tr6n de gateo al nilio con deficien-
cia cerebral. Ellos piracticamente,
"gatean en su lugar" al moverle
los brazos y las piernas. A media
que ejecutan los movirmientos, el
ccrebl'ro recipe los mensaies esta-
bleciendo el patron. Eventualmen-
te el cerebro aprende a enviar se-
fiales a los minsculos de las manos,
brazos y piernas lo que permitirA
al nifio movilizarse por su propia
cuenta.
Debido a que el 6xito que se
experiment en un area estimula-
da refuerza el 6xito en otras areas,
los sonidos de las voices de los vo-
luntarios al conversar y el movi-
miento alternado de la cabeza
obliga al oido de los nifios a for-
mar patrons auditivos y propor-
ciona variadas claves sensorio-mo-
trices que entrenan a los dos ojos
a trabajar juntos.
E'n las cuatro sesiones diaries de
11uia, de 5 minutes de duraci6n
cada una, los nifios se m even ha-
cia cada una de cinco ireas de
enriquecimiento (de arte, auto ayu-
da, cuentos, juguetes y actividades
motoras) en done educadores pro-
fesionales y voluntarios cimientan
las experiencias de la implantaci6n
de los patrons con programs de
desarrollo del habla, del lenguaic
v con actividades motrices. Por
eiemplo, pintar con los dedos ayu-
da a los pequefios a desarrollar
coordinaci6n de oios, manos y de-

asignado cuatro maestros a este
Program de Educaci6n Especial:

Cairns para desarrollo del lenguaje
y del habla; Lucille Baker les en-
sefla actividades de auto ayuda y
de aprestamiento y Ginny Murders
les enseCia actividades motrices e
instruye a los padres.
Como profesionales competen-
tes que son, los maestros recono-
cen que los voluntarios son la base
del program.
Cinco voluntarios se requieren
cada vez que un nifio es colocado
en una mesa para la imposici6n de
patrons. Para los niiios con pro-
blemas diversos que estin partici-
pando en el program de educa-
ci6n especial, se requieren 15 vo-
luntarios todos los dias. Si cada
voluntario trabaja un dia a la se-
mana, se necesitarian 75 volun-
tarios.
El personal que participa en el
program esti 1 preocupado tanto
ror los unifios matriculados actual-
Imente que no pueden desarrollar
ampliamente sus capacidades conmo
por los que habria que excluir del
program debido a la falta de sufi-
cientes voluntarios.


Los pequefios no necesitan conm-
pasi6n. Necesitan ayuda. Ayuda
que s6lo puede provenir de vo-
lintarios cuyos ojos, oidos y ma-
nos pueden hacer milagros. El
milagro de ver que una nifia que
no podia siquiera gatear, d6 sus
primeros pasos. El milagro de oir a
un nifo que no habia podido ha-
blar, decir su nombre.
Cualquiera persona interesada
en servir de voluntaria para ayu-
dar en el program de educaci6n
especial en la Escuela Primaria de
Fuerte Clayton puede hacer los
arreglos Ilamando a Ginny Mur-
ders, en el tel6fono 87-4119. Las
classes son de 9:40 a 11:40 a.m.,
de lunes a viernes. La Guarderia
de Fuerte Clayton esta ofreciendo
servicio gratis a los hijos de las
voluntarias del program.

Con la ayuda de sus amigos, Mark Lowrey se prepare a divertirse y a
ejcrcitarse en el trampolin de una de las cinco ireas de enriquecimiento
del Progralna Preescolar de Educaci6n Especial. El juego en el trampo-
lin sirve un prop6sito ain miis important: relajar los mnisculos de mane-
ra que sean mis ffcilmente manipulados durante las sesiones de imita-
ci6n. Ayudan a Mark a balancearse en el trampolin JoAnn Neil, a la
izquierda, voluntaria, y Charlotte Kerksiek, maestra de elocuci6n y
lenguaje en el mencionado program.


Un equipo de voluntarias mueve las piernas y brazos
del pequefio Joe Morris, en una moci6n de gateo,
mientras que otra voluntaria le mueve la cabeza de
lado a lado, de manera que sus ojos puedan seguir
sus brazos, a media que el los mueva hacia adelante.
La mobilidad y la vista son funciones cerebrales en-

estin bajo studio y quienes revi-
saran todas las posiciones para so-
meter al Cobernador su recomen-
daci6n con respect a aquellas po-
siciones especificas que deberin
continuar como posiciones de se-
guridad. Anualmente se efectuara
una revision tanto del criteria como
de las mencionadas posiciones.
Cierre Propuesto de las
Escuelas Latinoamericanas
La propuesta para el cierre de
las Escuelas Latinoamericanas se
IlevarA a cabo asi:
Primera Fase:
Cuando las Escuelas Latinoame-
ricanas abran en marzo de 1976,
a los estudiantes que vayan a los
grades de kindergarten a 4 se les
dara la oportunidad de escoger
entire asistir a las escuelas estado-
unidenses de la Zona del Canal o
a escuelas en PanamA.
Si eligen escuelas en PanamA, el
cost de la escuela, incluso el
transport, sera responsabilidad de
la Compaaia del Canal de Pana-
mA y del Gobierno de la Zona del
Canal.
Si eligen escuelas estadouniden-
ses de la Zona del Canal, se les
dara 4 meses de adiestramiento de
transici6n durante abril, mayo,
junior y julio. En agosto serdn asig-
nados a una escuela primaria esta-
dounidense.
Segunda Fase:
Esta fase se llevara a cabo de
acuerdo con uno de los siguientes
planes:
Altemativa A
Cuando abran las Escuelas La-
tinoamericanas en marzo de 1977,
a los estudiantes que ingresen a
los grades del 6 al 8 se les darA
la misma oportunidad descrita an-
teriormente. El adiestramiento de
transici6n se dara de la misma ma-
nera usada para los que elijan asis-
tir a escuelas estadounidenses de
la Zona del Canal.
Luego, cuando las Escuelas La-
tinoamericanas abran en marzo de
1978, los estudiantes que ingresen
a los grades del 10 al 12 tendrAn
tres oportunidades: podrAn conti-
nuar asistiendo a las Escuelas La-
tinoamericanas; ingresar a Escue-
las Estadounidenses de la Zona
del Canal, o tambi6n podrin esco-
ger una escuela en Panama.
Suponiendo que haya un nume-
ro suficiente de estudiantes aptos
para terminar su educaci6n secun-
daria en las escuelas latinoameri-
canas, dichas secundarias perma-


necerin abiertas hasta que se gra-
d&ien los iltimos estudiantes en
diciembre de 1980.
Alternative B
De acuerdo con este plan, todos
los pasos de la Alternativa A se
efectuarin en 1 anio. Esto es, en
marzo de 1977, los estudiantes que
ingresen a los grades del 6 al 9,
podrAn ingresar a las escuelas es-
tadounidenses o a escuelas en Pa-
namn. Al mismo tiempo, a los es-
tudiantes que vayan para los gra-
dos del 10 al 12 se les ofrecerAn
las tres oportunidades descritas
anteriormente.
Suponiendo que un nuimero su-
ficiente de estudiantes opten por
finalizar su secundaria en las es-
cuelas iatinoamericanas, dichas es-
cuelas permanecerAn abiertas has-
ta que se grad'ien los iltimos es-
tudiantes en diciembre de 1979.
Los maestros latinoamericanos
que Ilenen los requisitos de certi-
ficaci6n de las escuelas estadouni-
denses de la Zona del Canal, se-
ran trasladados a escuelas estado-
unidenses. El requisite de nacio-
nalidad estadounidense no se exi-
girA a aquellos maestros latino-
americanos que actualmente estin
en las n6minas como permanentes
y de tiempo complete.
Criterios Propuestos en Asuntos
de Vivienda
De acuerdo con lo que se pro-
pone, los ciudadanos no estado-
unidenses, que actualmente resi-
den en la Zona del Canal y cuyos
salaries estin en o por encimn del
nivel NM-7, podrAn competir con
los ciudadanos estadounidenses ele-
gibles, que poseen los mismos cri-
terios de grado, para que se le
asigne cualquier vivienda. Los de-
mis empleados no estadounidenses
que tienen viviendas en la Zona
del Canal, seguirnn teniendo los
mismos derechos que tienen ac-
tualmente. Ademis, los ciudadanos
estadounidenses que devengan sa-
larios menores que NM-7 y cuya
repatriaci6n es responsabilidad de
la empresa del Canal, o que se en-
cuentran actualmente en el Istmo
debido a su empleo con el Canal
de Panama, serAn elegibles para
competir en cuanto a vivienda en
las comunidades llamadas actual-
mente latinoamericanas.
Debe aclararse que:
a. Lo que se propone no darA
derecho a vivienda en
la Zona del Canal a los
no estadounidenses que
resident fuera de la Zona.
b. No habrA cambios en las
asignaciones "oficiales".
c. SerA necesario dar priori-
dad de asignaci6n de
vivienda a los que sean
reclutados en los Esta-
