1st Woman Is Appointed


Canal Boarding Officer


Local tradition was shattered
once again one morning last week
when Kathleen Moore climbed the
jacob's ladder on the side of a
vessel in the outer anchorage at
Balboa.
The vessel boarded by the first
woman boarding officer was by
chance appropriately named for
the occasion. She was the U.S. flag
Spirit of Liberty a northbound
tanker in ballast and riding high
in the water. The lengthy jacob's
ladder, however, was no challenge
for Ms. Moore who is a seasoned

Spillway Operations

Begin at Gatun Dam
Rainy season spillway operations
have begun at Gatun Dam where
the lake level has reached 86.5
feet as a result of the normal
seasonal downpours.
All persons in the area below
the Gatun Spillway are warned to
be on the lookout for a sudden in-
crease in water height and current
force. Gates at the spillway are
opened any time of the day or
night, depending on the elevation
of the lake. Autos, trailers and
boats should not be parked in an
area where a rise in the water
level could cause damage or com-
plete loss.
Warning sirens at Gatun Hydro
Electric Station are sounded 15
minutes before spilling begins but
spilling may be increased there-
after without further warning. Be-
cause the sound of the siren may
be masked by other sounds, how-
ever, extra caution is required by
everyone within some distance
from the Spillway.
Spillway operations have not
yet begun at Madden Dam but
will probably commence in early
November. At that time, persons
in the vicinity of the Chagres
River below Madden Spillway
should be alert to any increase in
the water level.

The former Kathleen McConaghy,
she was born and reared in the
Canal Zone as was her father,
John J. McConaghy, who retired
recently from his job as Super-
visory Quality Inspection Special-
ist, Division of Storehouses. His
father was a construction-day em-
ployee who came to the Canal
from Philadelphia, Pa. Kathleen's
mother is "Til" McConaghy, who
was for many years a nurse in the
Outpatient Clinic at Gorgas Hos-
pital and retired about 3 years ago.
A 1960 graduate of Balboa High
School, Kathleen was graduated
from the Incarnate Word College,
San Antonio, Tex., where she
majored in English and history.
She did graduate work at the Uni-
versity of Southern Mississippi and
taught school in San Antonio be-
fore returning to the Canal Zone
where she has served as a sub-
stitute teacher. She was employed
early this year in the Port Cap-
tain Office, Balboa, as an account-
ing clerk, billing ships' agents and
banks for transit tolls.
Following a training period of
6 weeks, during which she will
accompany qualified boarding offi-
cers on vessels, she will be required
to work on any of the three shifts
that service ships transiting the
Canal around the clock.
Her duties will include board-
ing vessels in the outer anchorage
and making customs and immigra-
tion inspections. She may have to
give vaccinations, check on sani-
tary conditions on the vessel, look
into quarantine of animals that
may be aboard, issue death cer-
tificates should the need arise and
prepare reports related to her re-
sponsibilities.
Asked about her first boarding
which was in the morning, she said
that she foresees no problem work-
ing the evening or night schedules
as she will be spending about the

CFC Donations

Reach 97% of

1976 PC Goal
A tally of all contributing agen-
cies showed that 66.7 percent of
the total 1976 Canal Zone Cam-
paign goal of $384,600 had been
reached by the 12th day of the
annual drive.
As of press time, reports indicated
that a fourth Panama Canal orga-
nization, the Engineering and Con-
struction Bureau, had gone over
the top with 108.5 percent. The
five bureaus of the Panama Canal
organization which had not yet
reached their goals were still inch-
ing up. The Marine Bureau stood
at 95.3 percent; the Transporta-
tion and Terminals Bureau at 91.7
percent; the Financial Vice Pres-
ident at 91.4 percent; the Health
Bureau at 83.9 percent; and Civil
Affairs at 64.3 percent-all up from
last week. The Canal organization
shows a figure of 97.1 percent of
its goal, which is $245,380.
Reports from non-Panama Canal
agency contributions to the CFC
showed that Southern Command
had reached 82.3 percent of its
goal. The five other outside agen-
cies which reported indicate that
the Federal Highway Administra-
tion still topped all others with a
whopping 176.6 percent; the Navy
had 45.4 percent; Air Force had
35.1'percent; District Courts had
20 percent; and Army had 5.3
percent.
School Official To Speak
Shirley Mckibbin will speak on
"Preparing Your Child for Kinder-
garten" at the October 22 meeting
of the Caribbean Association for
the Education of Young Children.
Mrs. Mckibbin is Assistant Super-
intendent of Schools for the At-
lantic Area.


Pay Raise To Appear


In Nov. 4 Paychecks


Gov. H. R. Parfitt has approved
a pay increase of 5.0 percent for
some 4,200 Company-Government
employees in the Non-Manual and
related pay categories.
The increase, which became
effective October 12, will appear
in employee paychecks to be issued
on November 4.
The increase is based on the
General Schedule increase in the
United States of the same amount.
Originally recommended was an
increase of 8.66 percent, based on
the Bureau of Labor Statistics
annual survey of comparable
white-collar jobs in private indus-
try. The President, with Congres-
sional approval, later limited the
increase to 5.0 percent. It is not
known at this time whether the
3.66 percent amount that was
withheld will be carried over for
application next year.


Mail Service Ruling

Does Not Apply to

Canal Zone Airmail
The U.S. Postal Service's deci-
sion to merge domestic first-class
mailand airmail services does not
apply to mail transmitted to and
from the Canal Zone.
Residents of the Canal Zone
must continue to use airmail post-
age for airmail service on mail
destined to the United States or to
any other country.
Local residents also should in-
form their correspondents in the
United States that they must affix
proper airmail postage to mail
sent to the Canal Zone if they
desire airmail service.


Ex-WAC To Lead Annual


Veterans Day Parade


For the first time in Canal Zone
history, a woman will lead the
annual Veterans Day parade honor-
ing U.S. veterans.
Virginia N. Keller, administra-
tive assistant, Office of Port Cap-
tain, Balboa, a former member of
the Women's Army Auxiliary
Corps, will be the parade marshal
and head the marching units in the
Veterans Day parade on the Pa-
cific side of the Isthmus.
Born in Bellaire, Ohio, Ms.
Keller was graduated from Bellaire
High School and Elliott Business
School in Wheeling, W. Va. She
enlisted in the Women's Army
Auxiliary Corps in 1943 and re-
ceived her basic training at Day-

training, she was assigned for a
year to the "West Point of the
Air," as a dispatcher with the 52d
Basic Flying Training Squadron,
Randolph Field, Tex. Next, she
spent a year at South Post Fort
Meyer, Va., where she was as-
signed to the Code Room and
Classified Message Center at the
Pentagon.
Transferred overseas, from 1946
to 1950, she served at General
Headquarters, Far East Command,
in General MacArthur's Headquar-
ters in Tokyo, Japan.
Following an honorable dis-
charge in 1950, with the rank of
master sergeant, Women's Army
Corps, she went to work at Brigade
Headquarters, U.S. Military Acad-
emy at West Point, N.Y.
Bringing with her a wealth of
experience gained in important
military assignments, Ms. Keller
joined the Canal organization in
1952, when she was employed in
the Personnel Bureau.
She interrupted her Canal career
in 1956 and returned to the Bri-
gade Headquarters at West Point,
remaining there until 1959 when
she came back to the Panama
Canal and was secretary to the
Personnel Director until 1970,
when she transferred to the Port
Captain Office in Balboa.


Rates of pay for Canal. Zone
Wage Base jobs at grades NM-1
and NM-2 are not included in the
present 5.0 percent increase inas-
much as these grades are already
receiving rates under recent min-
imum wage adjustments that ex-
ceed the rates that would have
resulted from the present adjust-
ment.
Approximately 1,950 U.S. citizen
and 2,250 non-U.S.-citizen em-
ployees are affected by this gen-
eral pay adjustment, which in-
creases the Company-Government
payroll by some $2.9 million an-
nually.

Tax Information

Is Outlined for

Future Retirees,
Panama Canal employees plan-
ning to retire in the next 3 or 4
months may find the following in-
formation on taxes, insurance and
pay after retirement to be of spe-
cial interest.
Non-U.S.-citizen -retirees resid-
ing in the Republic of Panama pay
no taxes on their annuity. How-
ever, non-U.S.-citizen retirees living
in the United States are required
to pay income taxes on their pen-
sions.
U.S.-citizen retirees pay taxes
on their pensions after they have
exhausted their contributions to
the retirement fund.
FEGLI, the basic life insurance,
is free when an employee retires
with at least 12 years of creditable
service and retirement is not for
reason of disability.
FEHBA, health insurance, con-
tinues at the same cost as when
the person was employed. Benefits
are the same. To receive service at
Gorgas or Coco Solo hospitals, the
annuitant must get a permit from
the Panama Foreign Office located
on Avenida Per6 near the Lux
Theater. The permit must be re-
newed every year. Premiums for
the health insurance are deducted
from the annuity check.
Additional FEGLI, extra life in-
surance, may be retained after re-
tirement but must be paid for by
the annuitant. Premiums that are
deducted from the annuity check
are $22.75 per month for retirees
age 55 to 60; $30.33 per month,
age 60 to 65 and at 65 years of
age it is free.
Private Hospital Insurance, some
may be maintained into retire-
ment, others may not. For informa-
tion on private hospital insurance,
call or visit the Mutual of Omaha
Insurance office on Balboa Ave-
nue.
Private Life Insurance, MBA,
Death Benefit Association, pre-
miums are paid to the insurance
company and no payroll deduc-
tions are made on the annuity
check.
U.S. Supplemental Life Insur-
ance or Seguro de Vida Colectivo.
is free when the employee retires,
if the employee was enrolled for 5
consecutive years prior to retire-
ment. The insurance drops to 25
percent of face value 31 days after
retirement.

Comedian Danny Kaye will be
leading a nationwide crusade this
Halloween, but for a very serious
purpose-to help the desperately
needy children of the developing
world through UNICEF, the
United Nations Children's Fund.
Millions of Americans and mil-
lions more of their children are
joining him to show the world
what their hearts are made of-
maybe not solid gold, but 24 karats
of love and human brotherhood.
The occasion is shaping up as
the biggest UNICEF drive that
has ever taken place. The Nation's
first ladies, Mrs. Gerald R. Ford
and Mrs. Nelson A. Rockefeller
have agreed to serve as honorary
chairwoman and vicechairwoman.
In the Canal Zone, the UNI-
CEF Halloween festivities are
being organized by The Very Rev-

cently completed the required 19-
month pilot-in-training program,
displays the Unlimited Panama
Canal Pilot's License presented to
him at a ceremony held at the
Cristobal Port Captain's Office.
Before coming to the Canal, Cap-
tain Mans, his wife, Bonnie, and
their two children made their home
in Bremerton, Wash. Captain
Mans began his maritime career in
1950 as an ordinary seaman, work-
ing his way "through the haws-
pipe" to Chief Mate with Sealand.
The Mans live at Coco Solo.

Kaye, known for his magic smile,
quick light step, funny faces and
crazy routines, is often hailed as
the world's greatest entertainer, the
epitome of happiness and high
spirits. At a recent interview, how-
ever, he was in deadly earnest.
"World conditions seem to be
encroaching more and more on
the lives of children," he said
softly. "UNICEF has reported that
a half billion of the world's chil-
dren may slowly go from their pre-
sent malnutrition to outright starva-
tion." He paused and then three
times repeated very slowly: "A . ..
half . . . billion . . . children."
Kaye then added: "Children die
quietly, because they have no
political force and no voice to pre-
sent before the world. UNICEF
becomes their voice . . ."
That is the real Danny Kaye
talking, the man who has devoted
21 years to the cause of children's
welfare and happiness and laughter
everywhere in the world. Danny
has given countless unpaid per-
formances. He has made number-
less exhausting trips. He has trav-
eled around the globe, as UNI-
CEF's unique "Ambassador to the
World's Children." This year, as
National UNICEF Day Chairman,
he is drumming up a celebration
for the 25th Anniversary of Trick
or Treat for UNICEF program.

Albrook NCO Wives

To Hold Xmas Bazaar

In Balboa Oct. 25

The Albrook NCO Wives Club
will hold a "Christmas Crafts" Ba-
zaar at Stevens Circle in Balboa
October 25.
Some of the handicrafts made
by NCO wives will be autograph
pillows, ceramics, candles, stuffed
toys, crewel pictures, flower ar-
rangements, wall hangings, and
Christmas tree skirts.
In the past year the Albrook
NCO Wives Club has contributed
to many worthwhile groups, such
as Boy Scouts, USO, Enlisted
Wives Home, St. Vincent de Paul
dining hall, Family Services "Oper-
ation Stork" and the Albrook
Youth Center Children's Parties.
The "Christmas Crafts" Bazaar
will enable the Albrook NCO
Wives Club to continue contribut-
ing to the numerous charitable and
service projects.

Terril Goudie of Los Rios Pool was the First Place
Best Lifeguard in the Sixth Annual Best Canal Zone
Student Lifeguard Contest held recently at the Cu-
rundu Pool. James Snider of Margarita Pool was
Second Place Best Lifeguard and Mike Boswell of
Balboa Pool was Third Place winner. The guards
were evaluated for proficiency in lifesaving skills such
as underwater recovery, lifering throw, cross-chest
carry, shallow water carry, mouth-to-mouth resusci-
tation, and mechanical resuscitation. Judges included
Red Cross Water Safety Instructor Trainers, Robert
Wick, director Balboa YMCA, and Jean Wainio, su-
pervisor of Los Rios Pool; Capt. E. L. Hooper, Drill-

There is more cadmium in the
smoke that drifts off the burning
end of the cigarette than in the

of cadmium have been related to
hypertension, chronic bronchitis,
and emphysema.
Smoke from an idling cigarette
contains even more tar and nico-
tine than an inhaled one.
The amount of carbon monoxide
in the blood of nonsmokers doubles
in a poorly ventilated room filled
with cigarette smoke. Even out-
side the room, inhaled carbon
monoxide stays in the body for
3 or 4 hours.
The nonsmoker is forced to
breathe in smoke from the burn-
ing end of the cigarette as well
as the smoke exhaled by the
smoker.
Researchers have found that
lung illness is twice as common
in young children whose parents
smoke at home compared to those
with nonsmoking parents.
An estimated 2 million Ameri-
cans are sensitive to tobacco
smoke and suffer smoke-caused
asthma attacks.
The U.S. Surgeon Ceneral has
said, "Nonsmokers have as much
right to clean air and wholesome
air as smokers have to their so-
called right to smoke, which
I would redefine as a so-called
right to pollute. It is high time to
ban smoking from all confined
F:,nblic places such as restaurants,
theaters, airplanes, trains, and
buses. It is time that we interpret
the Bill of Rights for the non-
smoker as well as the smoker."

Women's Group

President Ford's Special Assist-
ant for Women, Patricia Lindh,
will address the Canal Zone Fed-
erally Employed Women (CZ
FEW) at a dinner dance tonight
at the Fort Amador Officers' Club
starting at 6:30 p.m.
Ms. Lindh, as guest speaker, has
chosen as her subject "Women:
Progress and Polemics." Carmen
Plata, president of the CZ FEW
will introduce Ms. Lindh and
Donnie Pierpoint will be M.C. for
the evening. Music for dancing
will be provided by Lucho AzcA-
rraga and his combo.
The CZ FEW was founded in
August 1973 as the 33d Chapter
of the Federally Employed Wom-
en, an organization which was
started in 1968 with the stated
goals of ending sex discrimination
in employment within the Govern-
ment service; to increase job op-
portunities for women and to fur-
ther the potential of women in
Government. FEW also aims to
improve the merit system, to assist
employees and applicants who are
discriminated against because of
sex and cooperates with and assists
other organizations and individ-
uals concerned with equal em-
ployment opportunity in the Gov-
ernment without discrimination be-
cause of sex, race, color, age,
marital status, national origin, poli-
tical affiliation, religion or physical
handicap.
The national FEW has now
grown to 90 chapters and prin-
cipally .because of the efforts of
CZ FEW, has become interna-
tional. Members of the local chap-
ter cover the full spectrum of
workers in the Canal Zone. They
consist of Government employees
of both sexes, all grades and both
U.S. and non-U.S. citizens.

Abren el Vertedero


En Represa de Gatlun


Las operaciones de apertura del
vertedero de la Represa de Gatiln
han comenzado durante.esta tem-
porada lluviosa, al Ilegar el lago
al nivel de 86.5 pies como resul-
tado de la precipitaci6n pluvial
tipica de la temporada.
Todas las personas en el area
debajo del Vertedero de Gatin
deberin estar alerta sobre un po-
sible aumento en el nivel del agua
y de la fuerza de la corriente. Las
compuertas del vertedero seran
abiertas a cualquier hora del dia
o la noche, dependiendo ello de
la elevaci6n del lago.
Los autom6viles, remolques y
embarcaciones no deberan estar en
el area en donde un aumento del
nivel del agua pueda causar dafios
o perdidas completes.
Las sirenas de alarma de la Cen-
tral Hidroel6ctrica de Gatim sona-
ran 15 minutes antes de que el
vertedero sea abierto, pero el volu-


men de agua que se deje escapar
podra ser aumentado posteriormen-
te sin previa alarma.
En virtud de que el sonido de
la sirena puede ser opacado por
otros ruidos, result convenient
que se tomen las precauciones del
caso y que las personas y vehiculos
se coloquen en lugar distant del
vertedero.
Las operaciones en el vertedero
no han comenzado ain en la Re-
presa Madden, pero probablemente
comiencen a principios de noviem-
bre. Entonces las personas en las
vecindades del Rio Chagres deba-
jo del Vertedero de Madden debe-
ran estar alertas frente a cualquier
incremento en el nivel del agua.


El Gobernador Harold R. Par-
fitt ha autorizado un aumento del
5 por ciento en el salario de aproxi-

En una mariana de la semana
pasada se quebrant6 una tradici6n
local. La joven Kathleen Moore
subi6 a un barco en march por
una escalera de cuerda, en aguas
fuera del ancladero de Balboa.
Kathleen es la primera inspec-
tora de abordaje. Y por una mera
coincidencia el nombre del barco
es el apropiado para la ocasi6n. Se
trataba del baroo Spirit of Liberty,
buque cisterna de bandera norte-
americana. Transit el Canal en
lastre rumbo al norte. Era facil
darse cuenta que el barco no lleva-
ba carga, porque se podia ver la
linea de flotaci6n de la nave, que
en este caso era la secci6n de
color rojo.
La escalera de cuerda no repre-
sentaba mayor obstAculo para la
Sra. Moore, quien suele pescar en
alta mar, es una consumada nada-
dora, juega golf y monta caballos.
Kathleen, cuyo apellido de sol-
tera es McConaghy, naci6 y se
cri6 en la Zona del Canal, igual
que su padre, John J. McConaghy,
quin se jubil6 como Jefe Espe-
cialista Inspector de Calidad, en
la Division de Almacenes.
El abuelo de Kathleen, vino de
Filadelfia durante los dias de la
construcci6n del Canal de Pana-
ma. La Sra. Til McConaghy, quien
fue enfermera en el Hospital Gor-
gas y se jubil6 hace unos 3 afios,
es la madre de Kathleen.

General de Aumentos en los Esta-
dos Unidos. Dicha alza es similar
a la aprobada aqui por el Gober-
nador Parfi':.
Originalmente se habia reco-
mendado un aumento del 8.66 por
ciento, con base a la encuesta
annual en empleos no manuales de
la industrial privada, conducida por
la Direcci6n de Estadisticas Labo-
rales. El Presidente Ford, con la
aprobaci6n del Congreso, limit
posteriormente el aumento pro-
puesto al 5 por ciento.
No se sabe aun si el porcentaje
de diferencia del 3.66 por ciento
recortado, serA trasladado al pr6xi-
mo aiio para hacerlo efectivo en-
tonces.
Las tarifas de salario para em-
pleos dentro del Sistema de Sala-
rio Base de la Zona del Canal en
los grades NM-1 y NM-2 no estan
incluidas en el incremento actual
del 5 por ciento por cuanto que
estos grades estAn recibierdo ajus-
tes de conformidad a los recientes
ajustes de salario minimo, los cua-
les exceden las tarifas que habrian
resultado en la aplicaci6n del
present aumento.
Aproximadamente 1,950 ciuda-
danos norteamericanos y 2,250 pa-
namefios seran favorecidos por este
ajuste general de sueldo, que al-
zarA las n6minas de la Compaiiia
del Canal de Panama y el Gobier-
no de la Zona del Canal en aproxi-
madamente $2.9 millones anuales.
Para ofrecer la mas complete y
exacta informaci6n a los emplea-
dos, ha sido estructurada una ta-
bla de salaries por hora para cada
grado y escal6n dentro del grado.
A continuaci6n publicamos, para
el conocimiento de todos los em-

rige desde el pasado 12 de octu-

Al completarse el d6cimo segundo dia de la Campaila Federal
Combinada de la Zona del Canal, un vistazo de las contribucio-
nes de todas las agencies revela que se ha alcanzado el 66.7 por
ciento del total de $.364,600 previsto como meta para 1976 por
la CFC.
Al moment del cierre de plans, los informes revelan que una
cuarta dependencia de la empresa del Canal de PanamA, la Di-
recci6n de Ingenieria y Construcci6n, ha rebasado la cuota que
se le fij6 al lograr el 108.5 por ciento.
Las cinco direcciones de la empresa del Canal de Panama que
ain no alcanzaban hasta entonces su meta, estaban trabajando
en ese sentido. La Direcci6n de Marina alcanzaba un 95.3 por
ciento de su cuota; la Direcci6n de Transporte y Terminales el
91.7 por ciento; la Oficina del Vicepresidente Encargado de Fi-
nanzas, 91.4 por ciento; la Direcci6n de Salubridad el 83.9 por
ciento, y la Direcci6n de Asuntos Civiles, el 64.3 por ciento.
La empresa del Canal registra un 97.1 por ciento de su meta,
que fue fijada en $245,380.
Los informes procedentes de las agendas que no pertenecen a
la empresa del Canal indican que el Comando Sur habia alcan-
zado el 82.3 por ciento de su meta en la Campafia Federal Com-
binada. Las otras cinco agendas que proporcionaron infonnes
son la Administraci6n Federal de Carreteras, que march am-
pliamente a la cabeza con 176.6 por ciento; la Armada, con el
45.4 por ciento; la Fuerza Aerea, con el 35.1 por ciento; las
Cortes del Distrito, con 20 por ciento, y el Ej6rcito, con 5.3
por ciento.

Gente en la Noticia


Rudolph L. Jemmott es uno de
los consagrados empleados de la
Division de Almacenes en el sector
Atl6ntico. Se desempefia como ayu-
dante del supervisor de instalacio-
nes de distribuci6n, en la secci6n
de computadoras. Alli se reciben
los inventarios que se Ilevan a cabo
en los almacenes del sector Atln-
tico, se almacena mercancia y se
atienden pedidos de distintas de-
pendencias de la Compaiifa del
Canal de Panami, agencies del Go-
bierno Federal en el Istmo y de
entidades militares de servicio.
Jemmott naci6 el 24 de septiembre
de 1930. Graduado de primer ciclo
de la Escuela Secundaria de La
Boca en la Zona del Canal, en
1945 particip6 posteriormente en
cuatro cursos de adiestramiento que
ofrece la empresa del Canal a sus
empleados. Tom6 cursos por co-
rrespondencia en fotografia en el
Institute Fotogrifico de Nueva
York. Sus pasatiempos preferidos
son la pesca, la fotografia, reparar
pequefias embarcaciones y dedi-
carse a la ebanisteria. Esti casado
con la Sra. Lillian de Jemmott, con
quien tiene cinco hijos: Pamela de
18 afios de edad; Lois, de 15 afios;
Arturo, de 14 afios; Dirk, de 13
afios, y Rodolfo, quien es el mayor
y estudia de noche en la Facultad
de Administraci6n PNblica y Co-
mercio de la Universidad de Pana-
mA. Trabaja en la Divisi6n de
Mantenimiento de Balboa. Tam-
bi6n estA estudiando programaci6n
de computadoras. Rudolph Jemmott
comenz6 en la empresa del Canal
de PanamA, con la Divisi6n de
Almacenes el 4 de marzo de 1946.
Fue ascendido a la posici6n que


desempefia actualmente el 21 de
marzo de 1971, mientras trabajaba
con el Departamento de Adminis-
traci6n de Inventarios en Balboa.
Parte important de sus obligacio-
nes es recomendar a ciertos em-
pleados para premios sobresalien-
tes, ascensos y recomendar accio-
nes disciplinarias. Tambi6n sirve
de guia y consejero a los emplea-
dos y ayuda a solucionar algunos


problems. Tiene 4 afios de ser
president del comit6 de seguridad
y ha recibido en cuatro ocasiones
certificado por no sufrir accidents
causantes de incapacidad. Ha re-
cibido certificados en tres oportu-
nidades per servicios sobresalientes
y ocho certificados por sugerencias
suyas adoptadas, lo que habla de
la calidad de empleado que es
Jemmott.

Gran Funci6n de Box Ofreci6 YMCA


Boxeadores del YMCA de Bal-
boa triunfaron en cuatro de cinco
combates en que participaron du-
rante la funci6n de boxeo aficio-
nado celebrada el pasado 25 de
septiembre bajo los auspicios del
YMCA, con el prop6sito de re-
caudar fondos para Senda Unida
de la Zona del Canal.
En la funci6n hubo ocho peleas
con la participaci6n de peleadores
de various clubes de la ciudad de
PanamA y del YMCA de Balboa.
Marcial Bonilla, del YMCA, ini-
ci6 el program con una victoria
por cerrada decision frente a Jos6
Mendoza del Club Marafi6n. Pe-
learon en las 95 libras.
Fernando Ibarben del YMCA
imit6 a Bonilla, sacando la mejor
parte de una dura pelea con San-
tiago L6pez, del Club PanamA, a
quien venci6 en el segundo asalto.
Se enfrentaron en las 100 libras.
Enrique Ortega sigui6 la cadena
triunfal de los pupilos del YMCA,
al derrotar por decision a Alberto
Torres, del Club Marafi6n. Ambos
pelearon en la categoria gallo.
Posteriormente les correspondi6
escenificar un refiidisimo combat
a dos excelentes pesos gallo, Jos6
Cisneros, del Club Marafi6n, y
Francisco P6rez, del YMCA. Al
final Cisneros se llev6 la decision.
Eduardo Starrett, quien vivi6
en Paraiso, pudo descifrar en el
siguiente combat el estilo rudo
de Nelson Caicedo, sorprendi6n-
dole con dos impacts de derecha
al ment6n que pusieron t6rmino
en el tercer asalto a las pretencio-
nes de Caicedo, del Club PanamA.
Starrett pertenece al Club del
YMCA. Caicedo dominaba el en-
cuentro hasta el instant en que
fue derribado por un derechazo
de Starrett. Al levantarse luego del
conteo reglamentario de 8 segun-
dos, recibi6 otro derechazo para
caer por la cuenta definitive cuan-
do estaba en sus postrimerias (2:56)
el tercer asalto. Es la segunda vic-
toria por nocaut de Starrett en
igual numero de peleas.
En otras peleas, Alex Barrios,
del Club Marafi6n, triunf6 por des-
calificacibn sobre Cesar Sibauste,
del Club Cincuentenario, en el se-
gundo asalto de una pelea pactada
en las 95 libras. El peso mosca del
Club PanamA, Desiderio L6pez
derrot6 a Humberto Serrano, del


mismo club, por decision. Final-
mente, Alberto Castillo, del Club
Cincuentenario, acab6 con las pre-
tensiones de Gilberto Rodriguez
en el segundo asalto, en pelea de
la categoria pluma. Rodriguez per-
tenece al Club Marafi6n.
Los trofeos fueron entregados a
los ganadores por el Juez Guthric
F. Crowe, entusiasta aficionado del
boxeo.
El YMCA inici6 programaciones
de boxeo apenas en enero de este


afio. Sus representantes han par-
ticipado en dos programs de
boxeo aficionado, habiendo acu-
mulado el envidiable record de
10 victorias y 2 estrechos reveses,
lo que indica la calidad del entre-
namiento que reciben sus pupilos.
No obstante, el principal pro-
p6sito del YMCA no es el de pro-
ducir campeones de boxeo. Sus
metas se fundamental en los idea-
les del YMCA y de las Ligas Atl(-
ticas de los Estados Unidos.

El Juez Guthrie F. Crowe, entrega un trofeo a Eduardo Starrett, quien
gan6 la pelea de los semi medianos (junior welters), que patrocin6 el
YMCA de Balboa. Starrett fue uno de los cuatro representantes del YMCA
de Balboa que ganaron peleas en la funci6n de boxeo presentada por
esta entidad, para recoger fondos para Senda Unida.

Despu6s que cada orador ex-
puso su tema, se inici6 un period
de preguntas y respuestas, durante
el cual los asistentes tuvieron la
oportunidad de exponer problems,
inquietudes e impresiones, y de
recibir posibles soluciones, ofreci-
das por los conferenciantes.
Luego se ofreci6 un almuerzo
a los participants.
La Oficina de Servicio Social de
las comunidades latinoamericanas
fue establecida en febrero de 1963,
despu6s de una investigaci6n social
en las comunidades latinoamerica-
nas con el objeto de conocer los
problems sociales y los recursos
de las mismas.
Actualmente la Oficina de Ser-
vicio Social tiene sus oficinas prin-
cipales en Pedro Miguel y ademiis
mantiene una oficina en cada co-
munidad.
Por medio de esta Oficina de

nal de Panama busca contribuir, a
trav6s de los recursos tecnicos de
trabajo social en las comunidades
latinoamericanas, al mejoramiento

La Lic. Gloria Inniss, Investigadora al Servicio de la Oficina de Igual-
dad de Oportunidades en la empresa del Canal, dict6 una charla en la
Escuela de Santa Cruz, a representantes de las comunidades latinoame-
ricanas de la Zona del Canal. Desarroll6 el tema sobre las rcgulaciones

dido al cargo de Gerente General
de Mercancias del Ramo de Admi-
nistraci6n de Mercancias, en la Di-
visi6n de Abastos. Reemplaza a
Bart J. Elich, quien fue nombrado
Gerente General en septiembre.

En Volibol
En refiido juego celebrado la se-
mana pasada, el equipo de volibol
femenino de la Escuela Secunda-
ria de Paraiso ech6 por tierra el
invicto del excelente conjunto de
la Escuela Secundaria de Balboa,
puntero del Torneo Intercolegial
de Volibol de la Zona del Canal.
Participaron en el torneo, que
debi6 concluir ayer jueves, equi-
pos representatives de la Univer-
sidad de la Zona del Canal, la Es-
cuela Secundaria de Crist6bal y la
Escuela Secundaria de Rainbow
City.
La representaci6n de la Secun-
daria de Balboa se perfilaba al
cierre de plans como 16gico ga-
nador del tomeo, mientras que la
entusiasta representaci6n de Pa-
raiso figuraba disputando el tercer
lugar. Su mayor cr6dito radic6 en
haber hecho trizas el invicto del
poderoso y disciplinado conjunto
de Balboa.
En todo caso, la actuaci6n del
equipo de la escuela latinoameri-
cana del sector Pacifico, ha lucido
en este torneo muy superior a pre-
sentaciones anteriores.
El equipo de Paraiso, entrenado
por la Profesora Thelma de Rebo-
Iledo-quien se ha ocupado de im-
primirle discipline y combatibidad,
con resultados positivos-derrot6 el
viernes pasado a la Universidad
de la Zona del Canal, pero cay6
el martes de esta semana frente
al equipo de Crist6bal. Este fue
un juego refiido, en que las re-
presentantes de Paraiso ganaron el
primer tiempo, y las del AtlAntico
vencieron en el segundo, y final-
mente en el tiempo adicional.
El equipo de Paraiso en este
torneo estuvo integrado por Xio-
mara Fray (capitana), Cornelia
Parris, Eneida Hogan, Claire Black-
man, Vielca Brooks, Jeanette Grif-
fith, Delia Welsh, Divia Holder,
Thelma Toribio y Rosa Martinez.

Snyder ha sido empleado de la
empresa del Canal desde 1953,
cuando se incorpor6 a la Divisi6n
de Abastos como ayudante de al-
mactn de ventas. Ha sido supervi-
sor de almac6n de ventas, funcio-
nario ayudante de abastos (lence-
ria).
Nacido en Beverly, Misuri,
Snyder hizo su secundaria en la
Escuela Secundaria Cashmere y
cumpli6 1 afio de studios de far-
macia en la Universidad de Wash-
ington, Seattle. Tambi6n complete
4 afios de studios de Administra-
ci6n de Negocios a trav6s de la
Escuela de Correspondencia Inter-
nacional de Scranton, Pensilvania.
Snyder hizo su servicio military
en el Ejrcito de los Estados Uni-
dos de 1943 a 1953. Al moment
de separarse del servicio military
era primer teniente desempefiin-
dose como funcionario de abastos.
En 1966, Snyder recibi6 un Pre-
mio por Desempefio Sobresaliente
y un ascenso de escal6n por cali-
dad de trabajo, por sus conoci-
mientos tecnicos y de mercadeo en
mercancia seca.
Reside con su esposa, Gertrude,
en Balboa. Tienen dos hijos: James
L. y Frank O.

Kathleen hizo su tesis de gra-

la Zona del Canal. Aqui trabaj6
como maestra substitute. En los
primeros meses de lo que va de
este afio, trabaj6 como Oficinista-
Contaduria, en la Oficina del Puer-
to de Balboa. En tal funci6n le
correspondia compilar los peajes
de los barcos en trAnsito.
Estari sometida a un period
de prueba por 6 semanas. Durante
este period tiene que abordar
barcos con inspectors de aborda-
je experimentados, para poder ir
adquiriendo la experiencia nece-
saria. Tendri que trabajar en los
tres turns rotativos ya que los
barcos transitan por el Canal du-
rante las 24 horas del dia, y asi

Los residents de la Zona del
Canal deberin continuar usando las
estampillas del servicio postal aireo
para envios de correo aereo con
destino a los Estados Unidos o a
cualquier otro pais.
Los residents aqui deben tam-
bi6n infonnar a las personas con
quienes mantienen corresponden-
cia en los Estados Unidos que de-
ben adherir la correspondiente es-
tampilla de correo a6reo cuando
envian correspondencia a la Zona
del Canal por medio del correo
aereo.

el 22 de noviembre en el Audito-

los barcos; velar porque los ani-
males sean mantenidos en cuaren-
tena a bordo, y extender certifica-
dos de defunci6n.
Le preguntaron acerca de su
primer abordaje que fue de dia y
contest que no ve ningiln proble-
ma en los turnos de por la tarde o
por la noche porque podri pasar
la misma cantidad de tiempo con
sus hijos Bill de 10 afios; Kristin
de 7 aios y Courtney de 6 afios.
"S6 que voy a estar muy con-
tenta con mi trabajo porque para
mi no hay ning6n problema su-
biendo y bajando las escaleras de
cuerda porque mis condiciones fi-
sicas me ayudarin bastante en
este trabajo", concluy6 diciendo.

impediment fisico.
FEHBA, el Seguro de Salud,
mantiene el mismo costo que tenia
cuando el jubilado era empleado.
Los beneficios a que tiene derecho
el jubilado que mantiene el Seguro
FEHBA son los mismos. Para ob-
tener servicio en los hospitals
Gorgas o Coco Solo, el pensionado
debe obtener un permiso expedido
por la Oficina de Extranjeria ubi-
cada en la Avenida Peri, muy cer-
ca del Teatro Lux. El permiso
debe ser renovado todos los aios.
Las primas para el seguro de salud
son deducidas del cheque del pen-
sionado.
Otros servicios adicionales FECLI
pueden ser retenidos por el jubila-
do, que en este caso, debe pagar
su costo. Las primas que se dedu-
cen del cheque del pensionado son
822.75 al mes para los jubilados
con edad entire los 55 y 60 afios, y
S30.33 mensuales, para los que se
encuentran entire los 60 y 65 afios.


DespuBs de esta edad el seguro
es gratis.
En cuanto a seguros de hospital
privado, algunos de estos derechos
pueden mantenerse durante la ju-
bilaci6n, otros no. Para mayor in-
formaci6n con respect al seguro
de hospital privado, los interesa-
dos deberAn llamar o visitar las
Oficinas de Seguros de la Cia.
Mutual de Omaha, localizadas en
la Avenida Balboa.
Las primas correspondientes al
Seguro Privado de Vida, MBA, la
Asociaci6n de Beneficios por Muer-
te deben pagarse directamente a
la compafia de seguros, ya que
en estos casos no se aplica el sis-
tema de deducci6n de planillas.
El Seguro de Vida Colectivo, o
tambiin Seguro de Vida Suple-
mentario, es gratis al jubilarse el
emnpleado, si se habia inscrito en
61 durante los 5 afios antes de su
jubilacion. El seguro disminuye en
25 por ciento de su valor previo,
31 dias despues de la jubilaci6n.
No se pueden efectuar deduc-
clones miscelineas de los cheques


de los pensionados por cuota sin-
dical, bonos de ahorro, etc.
Al jubilarse, el empleado puede
recibir en efectivo sus vacaciones
acumuladas. En el caso de ciuda-
danos estadounidenses, se retiene
el 20 por ciento en concept de
impuestos y en el caso de los no
estadounidenses el 3 por ciento.
