.R. Maguire, of Orlando, Florida, has succeeded Mr W. Lane,
whose term expired July 27, 1929.

EXPLANATION
This Budget as requested requires $1.650,000 State Appropriation as
0 compared with $1,734,304 appropriated last biennium.
The amounts shown in the first column, "Amount Available 1930-31,"
are the amounts approved by the Board of Control and State Board of
Education for use in 1930-31.
In the making of this Budget an attempt has been made to budget all
Incidental Funds. In the past fees collected for special purposes that
-constitute only turn-over funds have not been budgeted. This accounts
for the large increases in the Budgets of the General Extension Division
.and some departments of the University Proper.
The increases in the Incidental funds, although comparatively large, are
rather conservative based on the Incidental collections for 1929-30, as
shown in the report of the Secretary of the Board of Control. Unless the
University is given a large emergency fund, all funds collected over the
above estimated amounts for incidental receipts will have to be spent if
services are to be rendered for which fees are collected. It is readily
understood that materials used and expenses vary directly with the number
of students enrolled.
