Dear Friend of Museums:

The purpose of this letter is to announce that the Department of State is soliciting
applications for Special Category grants.

WHO IS ELIGIBLE TO APPLY:

Science, General, Children's, and Historical Museums that meet the eligibility
requirements may apply. Science applicants must have a minimum general annual
operating budget of $750,000; General and Children's $500,000; and History $300,000.
They must all be designated by the Internal Revenue Service as tax exempt and be a
not-for-profit Florida corporation. The organization must be operating with a full-
time paid staff and have been open to the public on a regularly scheduled basis for a
minimum of 3 years at the time of application.

FUNDING:

Funding may be provided for general operating support activities including exhibition,
technical, curatorial, administrative and educational practices pertaining to the
daily operations of museum facilities. Eligible museums may apply for up to 10% of
their total operating budgets based upon the most recently completed fiscal year up to
the maximum award of $150,000.

APPLICATION DEADLINE:

The application period begins September 20, 1991 and runs through October 21, 1991.
To be considered for funding, applications must be delivered to the Division of
Historical Resources (Historical Museums) or the Division of Cultural Affairs
(General, Science, and Children's) on or before 5:00 p.m., October 21, 1991, or be clearly
postmarked or show evidence of submission to an express mail service on or before
October 21, 1991. Requests for funding must be submitted on the Department of State
Special Category grant application form.

APPLICATION REVIEW AND PROJECT SELECTION:

All eligible applications will be evaluated on a competitive basis by the Department
of State with the advice of an ad hoc review panel in a public meeting scheduled for
December 2, 1991 in Tallahassee. The ad hoc review panel will consist of seven
museum professionals appointed by the Secretary of State. In conjunction with
Department of State professional staff, the panel will review the applications and
recommend those applications which should be included in the Department of State's
budget request to the 1992 Legislature. A level of funding (full or partial) will be
suggested for each project recommended for inclusion.

Final selection of projects for inclusion in the Department of State's 1992 legislative
budget request will be made by the Secretary of State and will depend heavily on the
ad hoc review panel's recommendations. Announcements of proposed projects selected
for inclusion in the budget request will be made within five days of the public meeting.

This selection will not result in any immediate grant award. Rather, the Department
will include the proposed project in its budget request to the 1992 Legislature. The
award and level of funding for each Special Category project will be subject to specific
legislative appropriation. If projects receive legislative funding, funds will become
available after July 1, 1992, the beginning of the next fiscal year.
