facing 7 charges in connections
with the January 5, 2009 shooting

Security Officer Josiah Alexander
Thompson, as well as injuries
caused to Security Officer Millard
Tun, and the robbery of over five
thousand dollars in cash and for
the possession of firearms and
ammunition.

CLEAN UP BELIZE CAMPAIGN 2020


BELIZE CITY, Friday, Novem-
ber 26, 2010:
Old Belize's Jungle Pavillion,
located at 5 miles on the Western
Highway, Belize City was
the venue this Friday evening,
November 26 for the final event
marking the culmination of the first
Clean Up Belize Campaign 2010
and the awarding of ten thousand,
five thousand and three thousand
dollars respectively to the top three
winning municipalities as well as
two other cash prizes of one
thousand dollars each for the Best
Song/Jingle/Advertisement and
Best Individual Community Effort.
After the various results, spanning
an eight month period, were
evaluated by the distinguished
panel of six judges, the results were
announce as follows:
First prize for the cleanest
community went to Benque Viejo
Town.
Second and third prize in same
category were awarded to Corozal
and San Ignacio/Santa Elena
Towns respectively.
The Best Song/Jingle/Advertise-
ment award was captured by
Dangriga for the Serious Clean Up
Campaign song by SUPA G The
Best Individaul Commmunity
Effort went to Punta Gorda for the
Tidal Waste Crisis causing litter
along their shores this past July
where over 1,500 bags of garbage
and 25 trucks loads of logs was
removed.
The cash award was intended
to bring out and engage that
competitive spirit among all
municipalities countrywide. Most
importantly however, it was
intended to acknowledge that most
municipalities, in light of limited
resources at their disposal, will
allow for these cash awards to used
to sustain the momentum.
The project, under the patronage
of Mrs. Kim Simplis Barrow, wife
of Prime Minister Dean Barrow,
began with the brining together of
diverse groups of individuals
representing the public, private and
NGO sectors through the efforts of
Aldebaran, an NGO focusing on
marine research and education


teaming up with Love FM and its
strong history of promoting civic
pride and social responsibility.
Apart from Aldebaran and Love
FM, other sponsors include the
Belize Tourism Board and the
Protected Areas Conservation Trust
(PACT)

nine municipalities countrywide

public awareness and collaboration
in doing their part for a cleaner

campaign.
The campaign was a learning
experience as organizers of the
observed and recorded several
obstacles along the way, some of
which, in addition to the presence
of litter, included the unsightly state
of many building and private land
within municipal boundaries.
There was also the issue of the
carless dumping of garbage by
private and corporate citizens many
of whom can afford garbage
collection and disposal services.
The organizers also observed the
acute absence of designated
dumpsites especially in smaller
communities. They also observed
widespread complacency and lack
of civic pride with the general view
that garbage thrown on the streets
and in other public areas will be
taken care of by someone else.
There was also the matter of
derelict vehicle and garbage lined
costal shores.
Some of the recommended
solution to address the various
obstacle identified include:
a) the provision of more garbage
receptacles at strategic location
within communities;
b) The timely collection of gar-
bage;
c) Beautification of improvement
of public spaces;


d) Sustained effort for the
removal and disposal of derelict
vehicles;
e) the public maintenance of
street side and drains and the
private maintenance of private
lawns;
f) organizing regular community
clean up days;
g) enforcement of Anti-Litter
laws targeting violator in publics
areas and on public transport;
h) An intensive civic pride
educational outreach program in
schools;
i) providing relevant information
to the public with a view to increase
awareness and compliance with
existing anti-litter laws.

In The Absence Of A Define Code Of Ethics, Belize's

Major Political Parties Discipline Ministers Differently

Recently in the country of Belize
a Minister of State in the Ministry
of Works, Hon. Edmund Castro
who represents the Belize District
Rural North constituency as a
member of the United Democratic
Party (UDP), was stripped of his
portfolio and from the cabinet, by
the Prime Minister, Hon. Dean
Barrow.
Belize media alleges that Castro
was removed because he was given
about $48,000.00 by a Belizean
American woman in return for his
assistance to secure a large parcel
of land in his constituency.
If these allegations are true, then
the act committed by Mr. Castro
would be considered corruption, a
criminal offense under the laws of
Belize.
Belizeans do not have to give any
Minister or Public Officer any
money or gift to receive land in
Belize because it would constitute
bribery or corruption.
I have been monitoring Belizean
politics for forty years now and I
cannot point to any instance when
the People's United Party was in
power where their Prime Minister
fired a Minister of government for
any form of misconduct. They
would only reshuffle their cabinets
when they have disagreements over
policy issues.
This move by Prime Minister
Barrow, is his third disciplinary
action against members of his
cabinet.
The first to be expelled from
cabinet was the Hon. Marcel
Cardona, Member for Orange
Walk East Area and former Minis-
ter of Sports, Youth and Culture.
Then there was the Hon. Juan
Coy, Area Representative for
Toledo East and Minister of
State in the Ministry of Rural
Development and now it's the
Hon. Edmund Castro.
This is an important development
in the history of Belizean politics.
The Prime Minister has indicated
that transparency is to be the
hallmark in his government and if
any Minister is found to be engaged
in corrupt activities he will not
hesitate to take immediate


corrective action.
The Constitution of Belize was
recently amended to give Belizeans
the power to initiate a petition
process for the recall Area
Representatives when they are not
performing to acceptable
standards.
The People's United Party and
the other opposition parties in
Belize, can now go into these
constituencies and encourage the
residents to start a petition process
for a Recall Election.
If successful, it would increase
the chances for members of the
Prime Minister's party to lose
their seats in the House of
Representatives and the majority
his party holds would shrink.
They would also accuse the
Prime Minister's party of being a
corrupt group despite the actions
he has taken to make them believe
otherwise. For the future of our
country, I see this as a first step in
dealing with the problem of corrupt
Ministers and people in Belizean
politics. This first step must now
be strenghtening with the passage
of firm Ethics Laws to govern the
actions of all Belizean politicians
from the Village Council level, to
municipal councils all the way up
to the national level right up to the
Prime Minister's office.
In the last constitutional amend-
ments process, I asked in an article
that we consider making the
position of Attorney General a
separate and independent office
from the political process. It would
be a five year term like all the other
offices and any Belizean citizen
lawyer who has practiced law
for three or more years would
qualified to run for this office. The
names of those contesting the
position would appear on the
ballots in every constituency
nationwide and the person with the
most votes would become the
Attorney General of Belize.
To avoid any undermining of
the Attorney General's office
and functions, a constitutional
provision would stipulate the
annual budget for the office of the
Attorney General.
The nationally elected Attorney
General would be the people's
lawyer and be given broad ranges
of investigative and prosecution
powers under the jurisdiction of
the Governor General of Belize Her
Majesty's representative.
Drafting the Belize Code of
Ethics for all Ministers, Civil
Servants and other government
employees will then become the
Attorney General's responsibility.
In most states in the United States
this is the function of the Attorney


General and I am convinced it
would work in Belize and other
former English speaking colonies
in the Caribbean and the world.
Belize and Caribbean countries
do not have a system in place that
is effective in dealing with corrupt
Ministers and Civil Servants.
When the need to discipline
and punish Ministers and Civil
Servants arise it is mostly done
on a discretionary basis. With
favoritism and preference, some
people will be punished and others

While many of us were still in
bed this past Saturday morning
November 27th, there were some
eager and energetic children
getting into buses from every
district countrywide.
Yes, it was a busy and exciting
weekend for our children with
disabilities. They were up from
early and eager to arrive in the
Old Capital for the Special
Olympics.
For the very first time Santa
Elena Primary School, with its new
special education class, had the
unique opportunity to participate in
the event.

school were among those travelling

competed in the games.
Each one of our special athletes
proudly returned with silver
medals in various races.
Our champion athletes are:
Joseph Hinds who came in
second in the fast walk earning a
silver medal. Kenra Smith also
earned a silver medal with a
second finish in the 60m dash.
Ariel Bradley also came in second
in the 100m dash and second in the
relay race.
Our school's Special Education
Teacher, Ms Celia Monroy, parents
of the students and I accompanied
our athletes to the game.
It was the first Special Olympics
for the children of this area. It is
an event that all of us will surely
never soon forget.

SAN IGNACIO TOWN, Cayo,
Friday, December 3, 2010:
An arrest is yet to be made in
connection with the 11:30 am
daylight robbery at Sanny's Grill
located on 23rd Street in San
Ignacio Town.
Marcelli Ruiz, 43, Belizean
businesswoman reported that two
armed masked persons, dressed in
black long sleeve shirts and
trousers, entered the restaurant and
one of them, with a black hood and
red rag over his head and armed
with a black hand gun, stepped
behind the bar and demanded
money. In complying with the
demand, Ruiz opened the cash
drawer and promptly handed over
the only $50 bill contained therein.
At the robber's request, Ruiz also
handed over her black and grey


Motorola cellular telephone
valued at $50. He also pulled a
bottle of wine valued at $50
from the shelf all for a total
value of BZ$150. While this
was happening, a third armed
accomplice approached the sole
male customer from behind and
held him up at gunpoint.
The customer was relieved of his
black leather wallet valued at $20
and containing BZ$756 in cash.
The customer was also relieved of
his silver and black Motorola
cellular telephone valued at $600.
All for a total value of BZ$1,386
for a combined total loss of
BZ$1,536.
While several persons were
detained in the process of the
investigation, an arrest is yet to be
made.

Government Gives Cane Farmers One Million Dollars As It Prepares

today informed that in keeping
its promise to support the cane
farmers in their time of need, the
Government of Belize, on Monday,
November 29, 2010, made
available a one million dollars
grant to the Belize Sugar Industry
Control Board to assist cane
farmers in meeting their
immediate financial obligations.
Last week the National
Assembly adopted a Resolution
which authorized the Government
of Belize to lend $10 million to
the Belize Sugar Industry (BSI)
to provide working capital for
meeting the outstanding third
payment to cane farmers in respect
of the 2010 crop season, and for

immediate release of the loan funds
to BSI so that the third payment can
be made to the cane farmers before

The government regrets the
statement made by the Opposition
as it is unhelpful in a time where
there is need for national unity. The

in its power to save the industry for
current and future generations.

Four Bandits With Two Guns Continue

To Make Successful Hits In The West


SAN IGNACIO TOWN, Cayo
Wednesday, December 1, 2010:
A group of four masked robbers,
armed with at least a 9mm pistol
and a point 38 revolver, have thus
far been able to remain ahead of
San Ignacio police as they appear
to be the same group pulling off a
series of successful robberies
within the community.
The latest victims are two
Chinese Belizean businessmen
from the village of Bullet Tree
Falls, Cayo.
Preliminary reports indicate that
at around 9:30 pm on Wednesday,
December 1, 2010, just as the
shopkeepers were preparing to


close for the day, the four bandits
stormed into Maxwell Shop and
demanded money. One of them
armed with a pistol and the another
with a revolver, entered the store
and took hold of shopkeepers, Gua
Lian Wu and Xia Yu Luo, both 42
year-old Chinese Belizeans and
after pistol whipping them in the
head, they forced the victims to an
upstairs section of the building
where, fearing for their lives, the
shopkeepers handed over all the
cash in sight amounting to about
$700 as well as an undisclosed
amount of Digicell and Smart
telephone cards. Cash and cards in
hand, the attackers ran out of the
