THE CONSTITUTION OF THE GRADUATE STUDENT COUNCIL AT THE
UNIVERSITY OF FLORIDA
(last revised June 25, 2008)

Preamble

We, the graduate students of the University of Florida, hereby constitute ourselves to
further the cause of graduate students and to act as a united voice to express graduate
students' concerns.

Article I. NAME OF ORGANIZATION

The name of this organization shall be the Graduate Student Council. This organization
will utilize the acronym GSC in all publicity materials and correspondence.

Article II. PURPOSE STATEMENT

The objectives of this organization shall be:

A. To provide an agency for the coordination of graduate student activities and programs
toward common goals and interests.

B. Promote and enrich the academic and educational objectives of the University of
Florida by funding and sponsoring programs applicable to the intellectual, educational,
and cultural interests of graduate students.

C. Seek the improvement of graduate student education through active and permanent
communication with the Graduate School, the University Administration, the Board of
Regents of the State of Florida, and any other applicable agency.

D. Represent the interests of graduate students at the Student Government,
Administration, Local, State, and National levels.

Article III. COMPLIANCE STATEMENT

Upon approval by the Center for Student Activities and Involvement, GSC shall be a
registered student organization at the University of Florida. GSC shall comply with all
local, state and federal laws, as well as all University of Florida regulations, policies, and
procedures. Such compliance includes but is not limited to the University's regulations
related to Non-Discrimination, Hazing, Commercial Activity, and Student Leader
Eligibility.

Article IV. NON-DISCRIMINATION

In compliance with the University of Florida Non-Discrimination Policy (Regulation
6C1-1.006), GSC will not discriminate on the basis of race, creed, color, religion, age,









disability, sex, sexual orientation, marital status, national origin, political opinions or
affiliations, and veteran status as protected under the Vietnam Era Veterans'
Readjustment Assistance Act.

Article V. MEMBERSHIP

A. Membership in this organization is open to enrolled students at the University of
Florida. Non-students, spouses, faculty, and staff may be associate members; however,
they may not vote or hold office. All members and associate members are free to leave
and disassociate without fear of retribution, retaliation, or harassment.

B. In order to be considered a voting member one must be registered as a graduate, post
baccalaureate, or professional school in good standing at the University of Florida, AND
elected or appointed to represent his or her department in GSC. All graduate and
professional students not elected as representatives are non-voting members.

Article VI. OFFICERS

A. Elected officers and their duties.

1) President

a) Presides over general business meetings .

b) Responsible for external activities of the organization.

c) Chairman of the Executive Committee.

d) Primary liaison between GSC and the Graduate School Administration.

e) Provides guidance and directions to all committees.

f) Serves as an ex-officio member of all committees.

g) Appoint committee chairs, faculty advisor, and other positions as necessary with the
consent of the Executive Board.

h) Form ad hoc committees as necessary.

i) Supervises annual elections, provided s/he is not interested in re- nomination.

j) Serves on the Graduate Coordinator's Advisory Committee.

h) Delegates officer to turn in office logs.

2) Vice President









a) Presides in the absence of the President.

b) Responsible for the internal workings of the organization.

c) Serves as a member of the Executive Board.

d) Oversees committee activities.

e) Chairs the information committee.

f) Chairs the GSC Forum committee

3) Secretary

a) Sends out notices for the meetings.

b) Takes minutes for all of the meetings.

c) Responsible for the membership of the organization, ensuring that each department has
an appointed/elected representative, and that the representative attends general business
meetings.

d) Serves on the Information Committee.

e) Works with the Committee chairs to prepare and distribute official correspondence.

4) Treasurer

a) Responsible for the financial workings of the organization.

b) Prepares and defends the annual budget, as well as any special request funding.

c) Ensures that GSC funds are being spent properly on GSC travel and research grants,
functions, etc.

d) Works with committees to secure funding from secondary sources.

e) Delegates officer with non-signatory status to pick up monthly budget reports.

5) Past President

a) Advises the Executive Board and assists with the maintenance of relationships with the
Graduate School Administration.

b) Serves as needed by the President.









6) Student Senate Liaison

a) Attend Student Senate meetings and report back to GSC.

b) Advocate on behalf of GSC in the Student Senate

7) Graduate Council Representative

a) Attends GSC meetings and reports back to GSC about changes in Graduate School
policy, providing an update at the general business meeting when necessary.

b) Serves for two years: first year as an alternate representative to the council; the second
year as a voting member of the Graduate Council.

8) Social Committee Chair

a) Serves as the Chair of the Social Committee.

b) Organizes socials and fundraisers.

c) Arranges refreshments for the general business meetings.

B. The Executive Board.

1) Shall be elected by the membership, and is composed of the elected officers,
committee chairs, and appointed positions. The Past President shall serve as an ex-officio
member of the Executive Board.

2) Provides direction and sets goals for the GSC.

3) Confirms appointments of the President.

4) Each member of the Executive Committee has one (1) vote in GSC general business
meetings.

C. Term of Office

1) Newly elected officers will assume office on May 1st after an election has been
certified.

2) The term for any officer or elected representative is one year, though re-election of
officers is possible.

D. Vacancies









1) In the event of a vacancy of an elected officer, a special election will be announced
and conducted as specified with Article VII.

2) The term of any replacement officer will expire at the conclusion of the normal April
elections.

E. Impeachment

1) Any officer or elected representative may be removed by a 2/3 majority of the
department Representatives for malfeasance, neglect of duty, or abuse of power. This
shall be accomplished by the submission of an Impeachment resolution at any quorum-
established general business meeting.

2) All impeachment Resolutions must be introduced with the sponsorship of five (5)
Department representatives.

Article VII. ELECTIONS

A. In the February general business meeting prior to an election, openings shall be
announced. Subsequently, candidates may declare and register in person or by designee
with the Supervisor of Elections.

B. Nominations for officers should be made prior to March executive meeting.

C. All candidates must expect to be enrolled for the entire term of office.

D. Elections will be held the third week of March during the general business meeting.

E. Each candidate may address the elective body for no more than three (3) minutes
immediately prior to the voting.

F. Voting shall be by secret ballot.

G. Election will be by simple majority (>50%).

H. If no simple majority is achieved, a runoff election will be held between the two
candidates receiving the most votes.

Article VIII. FACULTY ADVISOR

A. The faculty advisor shall serve as a resource person and provide advisory support for
the officers and members of the organization.

B. The faculty advisor shall be appointed by the GSC President, with the advice and
consent of the Executive Board in order to facilitate the flow of information between the
administration and the GSC.









C. The faculty advisor's term is at the discretion of the organization. In the event of a
vacancy, a new faculty advisor shall be appointed as described in Article VIII.B.

Article IX. FINANCE

A. GSC shall apply for Student Government funding.

B. Other sources of funding may be acquired by appropriate means including, but not
limited to, fund-raising, independent sponsorship, and grants.

C. GSC shall be operated as a non-profit organization.

D. There are no dues.

Article X. DISSOLUTION OF ORGANIZATION

In the event this organization dissolves, all monies left in the treasury, after outstanding
debts and claims have been paid, shall be returned to the University of Florida Student
Government.

Article XI. MEETINGS

A. General business meetings shall be held at least once monthly during the Fall and
Spring semesters and once during the Summer term.

B. Committee meetings shall be held periodically as determined by the Executive Board
and/or the chair of the respective committee.

C. Executive Board meetings should be held at least one week before the monthly general
business meeting.

D. Quorum shall be established with no fewer than 33% of the Department
Representatives.

E. All meetings of the GSC shall be governed by rules specified in the GSC Bylaws or by
Robert's Rules of Order Newly Revised when not specified.

Article XII. DEPARTMENT REPRESENTATIVES

A. Election or Appointment

1) Potential departmental representatives may be either appointed by the respective
Department Graduate Coordinator, or elected by members of a departments' graduate
student organization; departments are encouraged to create graduate student
organizations through their respective college council (represented in the Board of
College Councils) in order to establish election procedures.









B. Responsibilities of Department Representatives.

Each departmental representative shall:

1) Attend and sign in at each monthly general business meeting of the GSC or ensure that
Department Alternate attends and signs in instead.

2) Inform Graduate students in their department of the events and issues confronting the
GSC.

3) Inform the GSC of events and issues confronting their respective departments through
email or in general business meetings

4) Appoint a Department Alternate and submit all relevant information to the Secretary of
the GSC.

5) Read and respond where required to all official GSC communications and requests,
including online surveys or rsvp requests.

6) Prior to the completion of the term of office, or graduation, ensure the selection of a
replacement Departmental Representative and subsequently report the results to the
Secretary of the GSC.

7) The term of Departmental Representatives will be from September to the following
September.

8) Has one (1) vote in all matters in the monthly general business meetings.

9) Will perform at least one (1) hour of GSC-related functions per semester, which can be
fulfilled by joining a committee, helping with GSC Forum, a social, fundraiser, etc..

C. Responsibilities of Departmental Alternates.

1) Vote and perform all other duties of the departmental representative when the
representative is absent.

Article XIII. COMMITTEES

A. Standing Committees.

1) The GSC will have the following standing committees:

a) Graduate Orientation (GO) This committee is responsible for the planning,
advertisement, and related aspects of Graduate Student Orientation.









b) Graduate Student Council Forum This committee is responsible for planning,
advertisement, and related aspects for the GSC Forum.

c) Information Committee This committee, chaired by the Vice-President, shall monitor
effectiveness of the GSC and consider new programs and services. It will also coordinate
the ex-officio Faculty Senate representatives (appointed by the President with the
advisement of the executive board), and the Graduate School Council representatives,
whose job it is to attend their respective meetings and give a report during the GSC
general business meeting if necessary.

d) Social Committee This committee, chaired by the elected Social Committee Chair is
responsible for planning socials, fundraisers and procuring refreshments for the general
business meetings.

2) Committee chairs will be appointed by the President, with the advice and consent of
the Executive Board.

3) All committee chairs should consider themselves full members of the Executive board.
They should attend executive board meetings if possible, and have one (1) vote each on
the Executive Board.

4) The term of service on a standing committee will be at the discretion of the Executive
Board.

B. Ad Hoc Committees.

1) Ad hoc committees are formed by the President when necessary.

2) Committee chairs will be appointed by the President, with the advice and consent of
the Executive Board.

3) All committee chairs should consider themselves full members of the Executive board.
They should attend executive board meetings if possible, and have one (1) vote each on
the Executive Board.

4) The term of service on an ad hoc committee will be at the discretion of the Executive
Board.

Article XIV. APPOINTMENTS AND INVITATIONS

A. The Parliamentarian/Sergeant-at-Arms shall be appointed by the GSC President, with
the advice and consent of the Executive Board. S/he shall assist with the smooth
operation of the monthly general business meetings.

B. The Web Coordinator shall be appointed by the GSC President, with the advice and
consent of the Executive Board. S/he shall assist the Secretary in updating the webpage









and the dissemination of information for the GSC and all graduate students through the
use of electronic media. S/he is responsible for helping the GSC formulate standards of
communication and facilitating the observation of these standards.

C. The Baby Gator Coordinator shall be appointed by the GSC President, with the advice
and consent of the Executive Board. S/he shall handle all aspects of the free child care
program, which operates during deadweek and finals, including contracting with Baby
Gator, organizing and printing application forms, and publicity of Baby Gator.

D. The Travel Grants Coordinator shall be appointed by the GSC President, with the
advice and consent of the Executive Board. S/he shall be in charge of processing travel
grants applications and works in cooperation with the Treasurer and President on fiscal
matters of the GSC.

E. The GSC President shall invite the Graduate Assistants United (GAU) to appoint or
elect one (1) representative as a voting member to the GSC.

F. The GSC President shall invite the Student Government Graduate Affairs Committee
to appoint or elect one (1) representative as a voting member to the GSC.

G. The GSC President shall invite the Student Government Graduate Senators as voting
members to the GSC.

Article XV. UNIVERSITY RULES AND REGULATIONS

GSC shall not in any way endanger, through hazing or other means, the mental or
physical health or safety of any student for the purpose of initiation or admission into the
organization. As an organization representing graduate students at the University of
Florida, we comply with the Student Guide and other laws, rules, and regulations
governing the University and its students.

Article XVI. AMENDMENTS TO CONSTITUTION

This constitution may be amended at any quorum-established general meeting of GSC by
a two thirds majority vote of the members present and voting, provided that notice of the
proposed amendment was given at the previous meeting and that the proposed
amendment shall be subject to approval of the Center for Student Activities and
Involvement.
