State Plan for the Federal Depository Libraries of
Florida and the Caribbean
The development of a State Plan for the Federal Depository Libraries of
Florida and the Caribbean was first raised at a meeting in 2007 following the
University of Florida's Centennial Celebration as a Federal Depository
Library. It was pointed out that a state plan would provide a framework for
cooperative collection development, resource sharing, expedited disposition,
promotion and other services. This idea was embraced by attendees, a mix
of library directors, deans and documents coordinators. The following
summer a group of volunteers met at the University of Florida for a day-long
meeting to begin the process of developing the plan. This involved a
brainstorming session that focused on five sections of the Federal
Depository Handbook: Public Services, Collections, Staffing, Technical
Services and Regional Services.
At this meeting the committee chose a five-year action plan as the model for
the State Plan. This plan calls for the use of "Public Access Assessments"
developed by GPO as a mechanism to provide the data necessary to identify
collection strengths, staffing levels, service levels, etc. This was viewed as
the necessary first step in the process. This idea received strong support
from a GPO staff member present at the meeting as a resource person. She
suggested that we work with GPO to tailor the assessments to our individual
needs. Other portions of the action plan address the use of conferencing
software (possibly OPAL) to enhance communication, especially with the
depositories in the Virgin Islands and Puerto Rico, a revision of disposition
procedures, and enhancements to the Regional web presence.
