Faculty Senate Meeting
March 19, 2009
3:00-5:00 P.M.
Reitz Union Auditorium

Meeting called to order 3 PM March 19th 2009

The February 19, 2009 minutes were approved.

Chair's Report Frank Bova, Chair
Frank Bova announced the birth of Greyson Edward Bell on March 19, 2009 and reported that both Mom
and son are doing great.

The annual end of the year Faculty Senate Reception has been set for Monday, April 27, 2009 at the
President's House. Invitations will be sent out to Senators, Council members, and Committee members.
Budget issues have necessitated the scheduling of a May Senate meeting. The meeting has tentatively been
scheduled for May 16th.

The March 1, 2009 editorial in the Gainesville Sun by Win Phillips, SVP Research was discussed. The
article explained that the faculty continue to successfully compete for extramural funding and are ahead of
last year at this point in time. Also discussed was sending the Budget Council information concerning
faculty, student, and staff FTEs provided by the grants and contracts.

Extending eligibility of the UFRF professorships to associate and assistant deans was discussed. The
Senate was asked for feedback on changing the eligibility requirements. The issue would be sent to the
Research and Scholarship Council for feedback. The proposed change does not require Senate approval,
however the Senate was asked for an opinion.

Announced the Chair elect slate has been set. The application process was extended by one day to allow
all those who came forward to run.

President's Report Bernie Machen, President
The President discussed the information he currently has concerning the proposed 2009-2010 budget. He
mentioned the unknowns in the current process. Budget projections continue to underestimate revenues.
There appear to be no further budget cuts or holdbacks for the current fiscal year.

The current projections for the 2009-2010 fiscal year appear to show a 6 billion-plus deficient. The effect
on UF depends upon if this is handled by decreased spending or increased revenue and how the shortfall
is allocated across state agencies.

Currently, the Legislature is considering using one half of the stimulus to cover the budget shortfall next
year, estimating the recovery to begin by 2010-2011.

The Provost should be getting the proposals from the Dean, Directors, and Vice Presidents by April 1,
2009. It is anticipated that the proposal will be available by the next Senate meeting on April 16. No final
decisions will be made before the legislature finalizes the budget process, hopefully by the beginning of

The Administration is looking into providing a common format for all budget proposals across the entire
campus. This should help everyone fully appreciate the various possibilities. It is important that we fully
appreciate the one-time nature of the stimulus package. We need to understand what will be available via
cuts vs. new revenue. The fear is that we can be fooled into relying on one-time money to cover recurring

Chair Comments:
The Constitution Committee will be asked to visit the dates in which the Senate Chairs assume and
relinquish the positions. With the changing budget issue, the timing that has worked historically has not
been optimal in the past two years.
