Understanding the proposals en-US and figuring out how you wish to vote on each en-US will take some time and independent research.en-US The Florida Constitution can be changed in en-US four ways. The legislature can propose a change en-US by joint resolution. Citizens and nonprofits can en-US follow an initiative process including the gatheren-US -en-US ing of large numbers of signatures. The Constituen-US-en-US tional Revision Commission can propose changen-US-en-US es, and the Taxation and Budget Reform en-US Commission can propose changes.en-US Proposed amendments require 60 percent en-US approval from voters to pass, per Florida Constien-US -en-US tution, Article XI, Section 5(e).en-US For the November, 2018 general election, 12 en-US proposed amendments will be on the ballot. Of en-US these, seven were submitted by the CRC, three by en-US the legislature, and two by citizen petition initiaen-US -en-US tive.en-US The CRC meets once every 20 years. Florida is en-US the only state with a constitutional amendment en-US commission.en-US The CRC, created by Article XI, Section 2 of en-US the Florida Constitution, has 37 members. The en-US base price is about $31,000, with an en-US additional $21,000 for all the police en-US vehicle bells and whistles like radios and en-US radars.en-US Staff requested and Council unanien-US -en-US mously approved giving the City Manen-US -en-US ager permission to try to negotiate a beten-US -en-US ter price, with this quote as the en-US maximum.en-US Six of the vehicles are to replace patrol en-US units that have reached the end of their en-US service life. The seventh replaces one en-US patrol unit that was deemed a total loss en-US by the insurance company.en-US Funding is already budgeted for the en-US current fiscal year, with funds from the en-US discretionary sales tax.en-US The ten laptops would cost $24,013 or en-US $2,401 each, according to the quote en-US received from Dell. The quote total en-US comes just under the budgeted $25,000, en-US with funds from the discretionary sales en-US tax.en-US The ten laptops would replace ten en-US older laptops currently in service in the en-US police department. 3 en-USconstitution sets the Attorney General as en-US the only automatic member. The Governor en-US appoints 15 commissioners including the en-US commission chair. The President of the Senen-US-en-US ate appoints nine, the Speaker of the House en-US of Representatives appoints nine, and the en-US Chief Justice of the Florida Supreme Court en-US appoints three commissioners.en-US Making this years process especially chalen-US-en-US lenging is that the CRC bundled different en-US issues into the same amendment. Of the en-US amendments proposed by the CRC, only en-US two, No. 12 (Lobbying and Abuse of office en-US by Public Officers,) and No. 13 (Ends Dog en-US Racing) deal with one clear-cut issue. Each en-US of the other five from the CRC combined en-US different proposals.en-US These will be the most difficult decisions en-US for voters, as there are many people who en-US agree with part of an amendment and disen-US -en-US agree with the other parts, but you must en-US vote either in favor or against the whole en-US bundle. For example, No. 9 prohibits offen-US -en-US shore oil and gas drilling and prohibits vapen-US -en-US ing in enclosed indoor workplaces.en-US Listed below are brief summaries of the en-US amendments on the ballot. Each is excerpten-US -en-US ed from the state website, and in some cases en-US there have been disputes regarding whether en-US the states summary accurately reflects the en-US proposed amendment. Voters are urged to en-US do research and review the pros and cons. en-US Search the internet for the title and number en-US of the amendment and you will find a varien-US -en-US ety of viewpoints for each.en-US (1) Increased Homestead Property Tax en-US Exemption, proposed by the Florida legislaen-US -en-US ture. Increases the homestead exemption by en-US exempting the assessed valuation of homeen-US -en-US stead property greater than $100,000 and up en-US to $125,000 for all levies other than school en-US district levies.en-US (2) Limitations on Property Tax Assessen-US-en-US ments, proposed by the legislature. Permaen-US -en-US nently retain provisions currently in effect en-US that limit property tax assessment increases en-US on specified non-homestead real property, en-US except for school district taxes, to 10 percent en-US each year.en-US (3) Voter Control of Gambling in Florida, en-US proposed by a citizen initiative group called en-US Voters In Charge. Ensures that voters shall en-US have the exclusive right to decide whether to en-US authorize casino gambling by requiring that en-US all casino gambling must be approved by en-US voters. Defines casino gambling and clarien-US -en-US fies that this amendment does not conflict en-US with federal law regarding state/tribal comen-US-en-US pacts.en-US (4) Voting Restoration Amendment, citien-US-en-US zens initiative proposed by Floridians for a en-US Fair Democracy, Inc. Restores voting rights en-US of Floridians with felony convictions after en-US they complete all terms of their sentence en-US including parole or probation. The amenden-US -en-US ment would not apply to those convicted of en-US murder or sexual offenses, who would conen-US -en-US tinue to be permanently barred from voting en-US unless the Governor and Cabinet vote to en-US restore their voting rights on a case by case en-US basis.en-US (5) Supermajority Vote Required to en-US Impose, Authorize, or Raise State Taxes or en-US Fees, proposed by the legislature. Prohibits en-US the legislature from imposing, authorizing, en-US or raising a state tax or fee except by a two-en-US thirds vote of each house. This proposal en-US does not authorize a state tax or fee otheren-US -en-US wise prohibited by the Constitution and en-US does not apply to fees or taxes imposed or en-US authorized to be imposed by a county, en-US municipality, school board, or special disen-US -en-US trict.en-US Proposed amendments 6-13 are all from en-US the Constitutional Revision Commission. en-US (6) Rights of Crime Victims; Judges. Creen-US-en-US ates constitutional rights for victims of en-US crime; requires courts to facilitate victims en-US rights; authorizes victims to enforce their en-US rights throughout criminal and juvenile jusen-US -en-US tice processes. Requires judges and hearing en-US officers to independently interpret statutes en-US and rules rather than deferring to governen-US -en-US ment agencys interpretation. Raises mandaen-US-en-US tory retirement age of state judges from seven-US -en-US enty to seventy-five years; deletes en-US authorization for judges to complete term if en-US one-half of term has been served by retireen-US-en-US ment age.en-US (7) First Responder and Military Member en-US Survivor Benefits; Public Colleges and Unien-US-en-US versities. Creates mandatory payment of en-US education and compensation benefits to en-US qualifying survivors of first responders and en-US military members who die performing offien-US-en-US cial duties. Requires supermajority votes by en-US university trustees and state university sysen-USen-UStem board of governors to raise or impose en-US legislatively authorized fees. Establishes en-US existing state college system as constitutionen-US -en-US al entity; provides governance structure.en-US (8) [Amendment 8 has been removed en-US from the ballot]en-US (9) Prohibits Offshore Oil and Gas Drillen-US -en-US ing; Prohibits Vaping in Enclosed Indoor en-US Workplaces. Prohibits drilling for oil and en-US natural gas beneath all state-owned waters en-US between the mean high water line and the en-US states outermost territorial boundaries. en-US Adds use of vapor-generating devices to en-US prohibition of tobacco smoking in enclosed en-US indoor workplaces with exceptions.en-US (10) State and Local Government Strucen-US -en-US ture and Operation. Requires legislature to en-US retain department of veterans affairs. en-US Ensures election of sheriffs, property en-US appraisers, supervisors of elections, tax colen-US-en-US lectors, and clerks of court in all counties; en-US removes county charters ability to abolish, en-US change term, transfer duties, or eliminate en-US election of these offices. Changes annual en-US legislative session commencement date in en-US even-numbered years from March to Januen-US -en-US ary; removes legislatures authorization to en-US fix another date. Creates office of domestic en-US security and counterterrorism within en-US department of law enforcement.en-US (11) Property Rights; Removal of Obsoen-US -en-US lete Provision; Criminal Statutes. Removes en-US discriminatory language related to real en-US property rights. Removes obsolete language en-US repealed by voters. Deletes provision that en-US amendment of a criminal statute will not en-US affect prosecution or penalties for a crime en-US committed before the amendment; retains en-US current provision allowing prosecution of a en-US crime committed before the repeal of a en-US criminal statute.en-US (12) Lobbying and Abuse of Office by en-US Public Officers. Expands current restricen-US-en-US tions on lobbying for compensation by foren-US -en-US mer public officers; creates restrictions on en-US lobbying for compensation by serving puben-US-en-US lic officers; provides exceptions; prohibits en-US certain abuses of public office for personal en-US benefit.en-US (13) Ends Dog Racing. Prohibits gaming en-US or pari-mutuel entities from racing dogs in en-US connection with wagering; eligibility of such en-US entities to conduct other authorized en-US pari-mutuel and gaming activities is not en-US affected; prohibits wagering on outcome of en-US in-state live dog races.en-US For more information about the CRC en-US proposals or process, visit the CRC website, en-US flcrc.goven-US, where you can read the CRCs final en-US report and view proposal history and vote en-US records. I just wish en-US those were banned and the only political ads en-US allowed in mailboxes were those printed on en-US toilet paper. At least we would get some use en-US out of them.en-USGet checked now!en-USOctober is here and we will be inundated en-US with happy images of women in pink, walken-US -en-US ing 5Ks across the country, to support Breast en-US Cancer Awareness month.en-US Sadly, one out of eight women will be en-US diagnosed with breast cancer. My sister was en-US one of them. She missed her mammogram en-US for three years due to a change in jobs and en-US no health care. (Prior to our current health en-US care options.) en-US She got a mammogram at age 49, and en-US died at 55 (she lived longer than the 95th en-US percentile for advanced breast cancer). I am en-US now 56, and I am her younger sister by three en-US years. en-US Don't walk, run to get checked. Do you en-US lack health insurance? Thankfully, there are en-US organizations who provide this service for en-US free.en-US Another good friend, a marathon runner, en-US vegan, surf-loving girl, did not feel well. She en-US went to her doctor. She had advanced colon en-US cancer. She was 52 years old. She died six en-US months later. Her ashes, along with my sisen-US-en-US ter's, are forever joined.en-US Breast cancer and colon cancer are highly en-US curable if caught early. Please, get checked. en-US Male or female, young or old, your life maten-US-en-US ters.en-USWorried about the futureen-USI was living out of the country and then en-US rented in Vero Beach, then bought land in en-US Sebastian and then a second lot, and built en-US my dream house in 2004. I was living in my en-US dream house until the lagoon got polluted. en-US Three years ago we had a 20,000 fish kill en-US in Merritt Island. Next a fast train is coming en-US through our town at 100 miles per hour, not en-US making any stops in the Space or Treasure en-US Coast. And we will be getting additional en-US freight as the Panama Canal was increased en-US in size and the Port of Miami has been en-US dredged. We will be getting much more en-US freight, hazardous flammable freight which en-US no one is talking about. Can you imagine if en-US one of those freight cars was to derail what a en-US mess we would have. en-US Thanks to Rick Scott and his cronies we en-US are in this mess. How do we stop Brightline en-US and how do we stop blue green algae and en-US now red tide? Had we not already ruined en-US this state just by growth? en-USSave the treesen-USLive oak trees are beautiful when they are en-US pruned. I en-US fear that our area is potentially on track for en-US the same tragedy. We moved here because it en-US reminded us of the small town coastal en-US charm we were accustomed to growing up.en-US Now, everything is covered with concrete. en-US Just exactly where will flood waters go withen-US -en-US out the green spaces? en-US Mother Nature will inevitably reclaim en-US what is rightfully hers. Florida is at its limit en-US with people and construction. Be prepared en-US to evacuate.en-USKnow amendments en-US before votingen-USFlorida voters have an extremely importen-US-en-US ant job in understanding constitutional en-US changes, before voting on the Nov. 6 ballot. en-US You can read and share the 2018 Florida en-US Amendment Guide which can be found on en-US your county's Supervisor of Elections weben-US-en-US site. en-US We have been insulted with bundled en-US choices. They all have en-USstaffs who should have studied pros and en-US cons and figured out best course for Floridien-US -en-US ans.en-US We should expect MORE from all of en-US them. This is an outrage.en-US Amendments 7, 9, 11 have been thrown en-US off the ballot by lower court because of bunen-US -en-US dling, and are being considered by Floridas en-US Supreme Court.en-US Others, such as dog racing and vaping en-US fake cigarettes (theyve combined with offen-US -en-US shore drilling) have no business being in en-US State Constitution. Some qualify individualen-US-en-US ly as a statute. None shouldve been bunen-US -en-US dled for voters. Amendment 8 has been en-US eliminated.en-US The bad government reason they bunen-US -en-US dled is that they hoped a popular idea would en-US carry an unpopular, costly, bad legislative en-US idea across the finish line.
