en-US 3 en-USvehicles in the future.en-US Mr. Marsh explained that it was the 2015 en-US shooting death of a friend by police that led en-US him to petition Indian River County agenen-US -en-US cies to outfit their officers with body cams. en-US He found Chief Morris very receptive, even en-US though he does not live in Sebastian.en-US A good friend of mine was Corey Jones, en-US who was shot and killed down in Palm en-US Beach Gardens in October, 2015, Mr. en-US Marsh said. In 2015, the Palm Beach Garen-US -en-US dens Police Department did not have body en-US cams. Since that tragedy, a year later they en-US went to body cams.en-US When youre a public servant, we are all en-US your constituents, said Mr. Marsh. For en-US (Chief Morris) to take the time out means a en-US lot to someone like me. Im all about en-US accountability. Im very critical of police en-US because of what happened to my friend en-US Corey, and what took place with Alteria en-US Woods. I believe with local government, its en-US all about accountability, transparency, and en-US accessibility. And Im here today to say the en-US chief exhibited all three.en-US We had a tragedy in March of last year en-US with a young lady named Alteria Woods en-US who was shot and killed by SWAT team en-US members of the Indian River County Sheren-US -en-US iffs Department. After that I realized I en-US reside in Indian River County. I have pushed en-US for multiple agencies all over to go to these en-US body cams. I came a little over a year ago en-US and I was able to speak to our fine chief of en-US police. I dont even reside in Sebastian, but en-US she has an open door policy. I spoke with en-US the chief and wanted to find out what was en-US her stance on body cams in Sebastian. Now, en-US a year later, we are starting to see body cams en-US phased in.en-US When you look at this Police Departen-US -en-US ment, do we really need body cams? Do we en-US need this expense? Well, when you look at en-US the police department, it doesnt scream out en-US we need body cams. We dont have all these en-US findings on the chiefs officers. But neither en-US did Palm Beach Gardens.en-USCommunity notes en-USFood Bank offers tour and lunch en-US at produce processing planten-USTreasure Coast Food Bank invites the en-US public to a special Food for Thought tour en-US and luncheon at its produce processing en-US plant on Wednesday, July 25. The tour will en-US highlight the future of feeding the Treasure en-US Coast featuring locally sourced, nutritious en-US produce. en-US The produce processing plant enables en-US Treasure Coast Food Bank to significantly en-US increase the amount of fresh, nutritious en-US food for people who are food-insecure. It is en-US the heart of Treasure Coast Food Banks en-US Florida Agriculture and Nourishment Colen-US -en-US laborative, a program that has created jobs en-US and training opportunities, and provided a en-US new market for area farmers. It became fully en-US operational last fall. During summer, the en-US focus is on preparing hundreds of nutritious en-US meals each day for area children fed through en-US Treasure Coast Food Banks Summer Meals en-US program. en-US The event runs from 10:30 a.m. to noon at en-US the plant, located at 3051 Industrial 25th en-US Street in Fort Pierce, and includes a lunch en-US featuring the same fresh produce and hand-en-US made sandwiches and wraps that are helpen-US -en-US ing the kids in the Summer Meals program en-US eat healthy.en-US The produce processing plant extends the en-US shelf life of produce, thus expanding the en-US number of people who have access to it en-US through two systems a wash/chop/packen-US -en-US aging system to convert whole produce into en-US pre-cut portions, and a cook/vacuum-pack en-US system to convert raw vegetables into ready-en-US to-use products, such as tomato sauce, sauen-US-en-US ted vegetables, or soups.en-US The tour and lunch is free, but registration en-US is required, and space is limited. This new tool utilizes two key pieces en-US of information family size and annual en-US household income to estimate a familys en-US monthly premium payment for Florida Kiden-US -en-US Care coverage. en-US Florida KidCare offers quality, affordable en-US health and dental insurance to kids from en-US birth through the end of age 18 and encomen-US -en-US passes the following four insurance proen-US-en-US grams: Medicaid, MediKids, Florida en-US Healthy Kids and the Childrens Medical en-US Services Managed Care Plan.en-US FHKC estimates more than 257,000 Florien-US -en-US da children are currently without insurance en-US coverage and nearly half of those children en-US qualify for free or low-cost coverage ($15 or en-US $20/month) through Florida KidCare. en-US Enrollment is open year-round, and the en-US application process is completely free for en-US Florida families. en-US 4 en-USDont blame your computer, blame your Internet speeden-USMen-USany people are surprised (shocked en-US even) when they replace their en-US ancient computer with a brand en-US spanking new machine with 10 times the en-US horsepower than their old one but their en-US new computer still crawls at a snails pace en-US when connected to the internet. en-US I often get calls from frustrated people en-US who tell me stories like I just got a new en-US machine but my home page takes forever to en-US load or every time I try to watch a video en-US online, it freezes, goes for a bit then stops en-US again over and over! I cant stand it! The en-US frustration is usually mixed with confusion en-US because they figure that, since its a new en-US machine with gobs of ram and all sorts of en-US processor power, it should be much faster en-US than their old machine. en-US Now as a rule this is usually true their en-US new machine is actually much faster than en-US their old machine and if you set the two of en-US them up side by side youll see the new one en-US start up much faster, open programs much en-US faster and visibly outperform the old en-US machine with every test you throw at it. en-US That is until you start doing things that en-US depend upon a fast internet connection. en-US You know, things like watching a en-US YouTube video or waiting for a page like the en-US Yahoo portal to load. Then, if the internet en-US connection is not what it should be, things en-US grind to a halt and start working at the en-US same pace as the old machine.en-US When people start off by telling me that en-US watching videos over the internet is en-US frustrating because it pauses and skips, I en-US usually tell them about the old work around en-US of starting the video and then immediately en-US hitting the pause button for a while. (I still en-US use this technique just to make sure, en-US especially if its a long video Ill start the en-US video then pause it and go get a cup of en-US coffee or something. Then when I come en-US back Ill hit play and it usually plays without en-US a hitch). What were doing by starting it and en-US pausing for a while is giving the data stream en-US a good head start before releasing the play en-US head in the hopes that the point of the en-US video that we are watching doesnt catch up en-US with the data stream thats downloading. If en-US the internet connection is slow and we hit en-US play and dont hit the pause button, the en-US video will sometimes play faster than the en-US computer can download the data that en-US makes up the video and the whole thing en-US stops while it downloads a bit more. This en-US process is called buffering and has more en-US to do with the speed of the internet en-US connection than it does with the speed of en-US the computer. Pause the video and give the en-US data stream plenty of time to buffer and en-US when you hit the play button again the play en-US head wont have a chance of catching the en-US data stream and it should play smoothly. en-US With YouTube videos you can even see it en-US in action start a video and hit pause, then en-US watch and youll see a thin red line start to en-US grow from the left to the right even though en-US the video isnt playing. That line is an en-US indication of how much of the data stream en-US is downloaded and the trick is to make sure en-US its far enough ahead. Catch up to the line en-US and the video will pause and try to buffer en-US on its own but usually the automatic en-US buffering doesnt give the data stream en-US enough of a head start and the process en-US repeats itself over and over.en-US OK so we know that even a brand new en-US computer will come to a screeching halt if en-US its trying to do something over a slow en-US internet connection but how does one go en-US about testing that? One way to check is to en-US fire up your web browser and go to en-US www.en-US speedtest.neten-US and click the Go button. en-US (Caution the button you want to click is en-US labeled Go Ignore any ads that may load en-US first with misleading buttons!) en-US This will run a series of tests and give you en-US a good idea of just what your download and en-US upload speeds are measured in Mega Bits en-US Per Second (MBPS). One rule of thumb is en-US you want to see at least two MBPS to be able en-US to watch internet video streaming without it en-US constantly buffering and the en-US speedtest.neten-US en-US website will tell you just what kind of downen-US -en-US load speeds youre getting. Get anything en-US lower than two MBPS and its time to call en-US your internet provider and complain, after en-US all a brand new computer deserves a en-US lightning fast connection dont you think?en-US Sean McCarthy fixes computers. This is man made and could have en-US been avoided. But our politicians are en-US beholden to the sugar farmers. Finally, now en-US that it is gotten to huge proportions, ideas en-US are being sought after but for some its too en-US late. Our businesses who depend on the en-US water and boaters and fisherman will suffer en-US another setback this year because of the en-US algae. en-US Brightline adds another fight. When polen-US -en-US iticians tell me its a "done deal", that just en-US means to me we need to fight back because en-US they have given up. I will not vote for anyen-US -en-US one who does not fight for what is right. en-US Brightline trains travelling 110 mph 32 en-US times a day through our small city where en-US people traverse is a nightmare waiting to en-US happen. This is en-US the only access to Martin Memorial and en-US when moments could mean life or death, we en-US do NOT need a train in this area. With the en-US approval of thousands of homes on the west en-US side of the area, perhaps thought should be en-US given to moving the tracks so those moving en-US there would have a direct route to Orlando en-US or Miami. The fisherman again will suffer if en-US this train becomes reality as well as downen-US -en-US town small businesses. If they have enough en-US money to build the train, they have enough en-US to build tracks west of 95 where there will be en-US much less impact. en-US This isn't rocket science. Most benefits will only go to a handen-US -en-US ful of homeowners, the FCCMA says.en-US In his budget message, County Adminisen-US -en-US trator Jason Brown said that the potential $3 en-US million impact of Amendment 1 in Indian en-US River County could jeopardize the countys en-US ability to fund School Resource Officers.en-US Sheriffs Office funding is one area in en-US which Mr. Browns recommendation is less en-US than requested. The sheriff requested a $4.2 en-US million increase, but Mr. Brown recomen-US-en-US mended a $2.5 million increase, or 5.15 peren-US -en-US cent, which he said would be enough to en-US fund seven additional School Resource Offien-US -en-US cers for one year, and other increases the en-US sheriff requested including salary increases.en-US County staffs recommendation should en-US be sufficient to provide 50 percent funding en-US for School Resource Officers included in the en-US budget, Mr. Brown said in his budget mesen-US -en-US sage. Staffs recommendation to fund 50 en-US percent of the School Resource Officer costs en-US is a one year commitment. Based upon the en-US potential impact of Amendment 1 on the FY en-US 19/20 budget, the county cannot commit to en-US funding this expense. The state has not proen-US-en-US vided adequate funding for this new manen-US -en-US date on school districts. The county needs en-US to work with our partners at the Sheriffs en-US Office and School District to request that en-US the legislature fix this funding shortfall.en-US Other budget highlights include an en-US increase to Childrens Services funding of en-US $56,000, or 3.5 percent, to $1,663,965.en-US Due to the pending sale of Vero Beach en-US Electric to Florida Power and Light, there is en-US a reduction in budgeted electricity expenses en-US for county facilities currently served by Vero en-US Beach Electric, with savings of $350,000.en-US The growth in population, as evidenced en-US by building permit activity and new conen-US -en-US struction levels, is a testament to the various en-US amenities that exist in Indian River County, en-US Mr. Brown concluded. The lower cost of en-US living relative to many Florida counties is en-US certainly a factor in many relocation decien-US-en-US sions. Maintaining the small town atmoen-US-en-US sphere, while expanding services and infraen-US -en-US structure to meet the growing population, is en-US a challenge that we must all address as a en-US governmental body. As noted previously, en-US the potential $3 million impact of Amenden-US-en-US ment 1 would add another challenge that en-US must be overcome in the subsequent years en-US budget. The proposed FY 18/19 budget has en-US been developed with an eye toward addressen-US -en-US ing the potential loss of revenue from en-US Amendment 1 in FY 19/20.en-US Extensive budget documents are now en-US available for review on the countys website, en-US including budget requests from Constituen-US -en-US tional Officers Clerk of Circuit Court Jeffrey en-US R.
