From May 1-9, he en-US will work on the transition with outgoing en-US City Manager Joe Griffin. In that en-US letter, he said he was retiring to pursue en-US family responsibilities and other interests en-US that retirement may allow.en-US The City Manager position is established en-US by the Charter of the City of Sebastian. The en-US City Manager is responsible for providing en-US an annual fiscal plan of operation and for en-US carrying out the policies and plans of the en-US City Council. Over 2,500 peoen-US -en-US ple in the county cannot afford safe and adeen-US -en-US quate shelter, including about 700 children.en-US Hope for Families is a nonprofit organizaen-US -en-US tion that provides transitional housing, en-US meals, clothing, and access to education, job en-US training and budget planning. The target en-US community is adults with parental responsien-US -en-US bility for children under 18, and women en-US who are at least seven months pregnant. The en-US center has 21 rooms to house families.en-US To assist that charitable work, Grand Haren-US -en-US bor Community Outreach recently donated en-US $20,000 to Hope for Families. To put that en-US number in perspective, it costs $231 to proen-US -en-US vide one client with one week of shelter, en-US food, and services. A months worth of supen-US-en-US port for one client costs $990. They also make sure you en-US know about their amenities when you turn en-US on the TV. en-US 8 VERO BEACH An issue that was already en-USa confusing battle over science and statistics en-US became even more confusing at an April 12 en-US meeting called by the Florida Department of en-US Environmental Protection.en-US The subject was Spoonbill Marsh, one of en-US three waste water treatment facilities operated en-US by Indian River County. A small group of en-US concerned citizens led by Carter Taylor, the en-US former president of the Indian River en-US Neighborhood Association, and Vero Beach en-US artist Barry Shapiro have for two years been en-US challenging the operation of the facility and en-US the methods used by the county and the state en-US to measure success.en-US The group of citizens and the state could en-US not even agree on the format of the meeting en-US that was meant to address concerns. Mr. en-US Taylor and Mr. Shapiro wanted a regular en-US public hearing, with one person speaking at a en-US time from a podium and state officials en-US responding for all to hear. Instead, the DEP en-US offered a more casual meeting in which state en-US and county officials were spread around a en-US room to engage in individual conversations, en-US with no opportunity for the assembled crowd en-US to follow along.en-US About 60 people attended the meeting at en-US the Indian River County Administration en-US Complex. For two hours, attendees moved en-US individually between three tables. At the en-US permitting table, DEP staff answered en-US questions regarding permitting rules and the en-US current draft permit. At a compliance and en-US enforcement table, DEP staff answered en-US questions regarding the latest Spoonbill Marsh en-US inspection report and other compliance en-US issues. At the Indian River County table, en-US utility district representatives answered en-US questions about their proposals.en-US Comments were submitted at the dedicated en-US comment table.en-US The result was that there was no en-US opportunity for one coherent conversation in en-US which all could listen and participate. Instead, en-US the time was filled with dozens of individual en-US conversations taking place at the same time, en-US with each participant repeating his or her en-US same points to different listeners, many of en-US whom could not even hear each other over the en-US roar.en-US To make matters more confusing, the DEP en-US written materials handed out at the meeting en-US had the wrong email address for the public to en-US submit comments. Some attendees received en-US an email the next day with the proper address en-US for comments, along with a request from the en-US DEP to Please feel free to forward this email en-US as necessary.en-US As far as Im concerned, this format is en-US worthless, Mr. Shapiro told Hometown News en-US in frustration. en-US This so-called public meeting/open house en-US is a violation of our due process rights as en-US citizens, Mr. Taylor added. This meeting en-US format is cacophony. There is no organization, en-US no agenda, no governance. Most importantly, en-US Im having this conversation with you, and Im en-US giving you information that I have assembled en-US tediously over two years, and nobody else is en-US hearing it. If I were standing at a podium, I en-US would be able to challenge them and receive en-US responses in plain view of the general public, en-US and with cameras to capture it for people who en-US cant be here.en-US Asked if he thought meeting organizers en-US were deliberately trying to prevent his side en-US from organizing and supporting each others en-US points, Mr. Taylor answered Yes, I do. We en-US never acquiesced to this format being en-US appropriate. In fact, we notified them that we en-US wanted a hearing. This violates our due en-US process. We believe that the law requires a en-US public hearing if we request one before issuing en-US the permit, but we got no reason for the denial en-US of the public hearing other than this is the way en-US we do it.en-US County Attorney Dylan Reingold took a en-US different view of the format. The county should come en-US up with a plan to move this treatment facility.en-US The county counters that Spoonbill Marsh en-US is an environmental success.en-US The site has been transformed into a en-US wetland and wildlife habitat, reads an Indian en-US River County statement given to Hometown en-US News at the meeting. Although Spoonbill en-US Marsh is surrounded by urban development en-US and automobile traffic, it is an oasis for en-US wildlife. Nestled along the lagoon, the ponds en-US at Spoonbill Marsh have become a safe haven en-US for aquatic life. Migratory birds make us of the en-US mangrove canopy, along with the native en-US species such as herons, egrets and osprey.en-US A true indicator of a healthy ecosystem is en-USthe presence of apex predators such as en-US alligators, bobcats, otters, birds of prey, and en-US fish such as snook and tarpon that now make en-US their home at Spoonbill Marsh.en-US A separate statement from Indian River en-US County Department of Utility Services says in en-US part This 67-acre manmade habitat uses en-US natures own proven treatment techniques for en-US the removal of both nitrogen and phosphorus en-US from not only the de-mineralized concentrate en-US by-product, but also from the waters of the en-US Indian River Lagoon itself. The vegetation and en-US aquatic organisms you see throughout the en-US marsh play an active role in efficiently en-US removing the nitrogen and phosphorus from en-US the blended waters. Clean out en-US the grooves with a brush and some soap en-US and water. The buildup of dirt in the en-US grooves prevents the club from imparting en-US the proper spin on the ball. A ball with little en-US or no spin acts like a knuckle ball in the air en-US and doesnt penetrate the wind or fly very en-US far.en-US I am surprised at some of the clubs that I en-US see when I play. Ive seen wedges with so en-US much dirt in the grooves that its no wonder en-US they cannot stop a shot or put spin on the en-US ball.en-US Lastly, check the loft and lie. Clubs can en-US get out of alignment through normal play. en-US A properly lofted set will not have any en-US distance gaps. en-US A club that sits too flat will cause the toe en-US to dig in, opening the clubface giving you a en-US slice or fade. A club that sits too upright en-US will allow the heel to dig in, closing the en-US clubface, producing a hook.en-US If youre not sure how to check all of en-US these items yourself, call your local shop. en-US Most shops charge a small fee to adjust your en-US clubs, and many will check them for free en-US when replacing your grips.en-US This weekend take some time to check en-US your clubs and get them ready for the en-US season. It started en-US with President Kennedy in 1963 when he en-US took a five-day conservation tour of our en-US nation. The first official Earth Day was on en-US April 22, 1970. Since then, Earth Day has en-US blossomed into a national celebration en-US where people initiate ideas that can help en-US make our environment more eye appealing en-US and a better place to live.en-US With all the hype on how we are en-US depleting our cypress forests by the use of en-US cypress mulch, there are many other natural en-US alternatives we can use that are both en-US functional and also will save our natural en-US resources. One thing we can use that we all en-US have plenty of is natural grass clippings. en-US Thats right; grass clippings can make an en-US excellent mulching material that you can en-US use on almost all your plants and flowers. en-US You do need to be sure, however, that your en-US turf has not been recently treated with any en-US herbicides. The herbicides may damage en-US some of your tender plants. Place the en-US clippings around your plants in layers. en-US Make each of your layers thin and do not en-US make it too thick, as the mulch will produce en-US a smell. Apply the next thin layer after the en-US initial layer has been allowed to dry out. As en-US the clippings decompose, they will produce en-US a fertilizing effect on your plants. The en-US clippings tend to add nutrients back to the en-US soil as they decay and work their way into en-US the dirt. Remember, every time you buy a en-US bag of mulch, trees had to be cut down to en-US produce it!en-US Another great natural mulching material en-US is pine needles. This material is not suitable en-US for all plants, but is great for the majority of en-US plants we use in this part of Florida. You en-US can use pine clippings on any plants that are en-US acid loving. This list can include ixoria, en-US hibiscus, bottlebrush, azalea, gardenia, en-US junipers, and banana trees along with many en-US other plants that require a high acid content en-US in the soil. Not only do many of these en-US natural remedies save resources, they also en-US save you money. Doing large areas of your en-US yard with commercial products can cost a en-US fortune. With the money you save on en-US mulching materials, you will be able to en-US purchase lots more colorful flowers!en-US Many of your favorite plants that you en-US have in your yard can be easily propagated en-US into new plants without the need to keep en-US buying new plants. Roses are a great en-US example of this. In the spring, you can en-US choose cuttings that are healthy and green en-US and they will make good candidates for en-US cuttings. Using a sharp knife cut off the soft en-US tip of the cane and then cut it into 4to en-US 5-inch pieces. Each piece should have at en-US least two nodes and some leaves. Strip off en-US the bottom leaves to expose a node, and en-US then plant the cutting in moist soil and en-US keep it in bright shade and high humidity. en-US You can use containers covered with plastic en-US bags, or set them in the ground in the shade en-US and cover them with plastic jugs. Either en-US method should work fine. Take several en-US cuttings to be sure you have success with at en-US least several.
