PBA Discusses Need For Visioning, Stakeholder Input

Jim Cox. president of the
Pensacola Beach Advocates,
told the Governing Board at
their January 7 meeting that im-
provements to the core area
could be made within the next
few years which would not ad-
versely affect a future overall
vistoning plan
"Development could take
place over the next three years
which would be paid for on a
yearly basis with the $1 toll in-
crease." Cox said "'These
would be proIects which would
meet short term goals and
would be generic enough to fit
into any long term planning
Projects could include increas-
ing parking lot lighting and
constructing a pedestrian
boardwalk on both Soundside
and Gulfside "
Cox told the group, which
included the Governmental Af-
fairs Committee, that meetings
scheduled with the Commis-
sioners and Rep Dave Murzin
were complete and went well
"Overall the officials were
very welcoming, thoughtful
and applauded our efforts We
still have meetings yet to
schedule with Congressman
Jeff Miller, County Attorney
Alison Rogers, County Admin-
istrator Bob McLaughlin and
Department of Community Af-
fairs representative Susan Pop-
11in "
The goal of the PBA in
these meetings is to acquaint
the governmental officials with
the PBA and to keep them
abreast of Beach issues and

concerns
Darrell McIntyre, chairman
of the Environmental Commit-
tee, who was out of town, sub-
mitted a report which covered
two subjects litter and light-
ing Recommendations were
(1) the possibility ofrebates for
returning drink containers for
recycling, and (2) heightening
of public awareness of the pre-
carious state of the sea turtles
and their habitat
He suggested that the PBA
could join with other groups to
develop a statewide returnable
container law
PBA Vice President Scott
Holland urged board members
to discuss PBA membership
with their friends and neigh-
bors
"Now that the holidays are
over, I think we could person-
ally reach out to our list of
friends and neighbors on the
Beach to increase our member-
ship," he said
The new organization's
goals include informing Beach
residents of changing situa-
tions and establishing a work-
ing relationship with County
and State officials
"We will make providing
information to our members a
priority," saidLila Cox, Commu-
nications Committee chairman
"Ihe website pbadvocates org
will contain proposed core area
development plans, public
meeting schedules and notices
of meetings members should
attend "
PBA encourages its mem-

bers and other interested par-
ties to attend the meeting of the
Santa Rosa Island Authority
Board tonight, January 14 at 5
p m
"It appears that in the next
90 days the stakeholders on
Pensacola Beach need to be
heard," Rick Gordon, member
of the Governmental Affairs
committee said This is a pro-
cess that should involve them
and PBA is in a good position
to facilitate that "
The first public hearing on
the development of the core
area will be February 18, time
and location to be announced
"A strong showing at the
SRIA meeting tonight and at the
first public hearing will defi-
nitely reveal how Beach resi-
dents feel about the bridge toll
increase and the proposed core
area development," said Cox
T'he Communications Com-
mittee requested the Board au-
thorize subscribing to a year
round service which facilitates
the mailing of postcards,
newsletters and surveys The
Board approved the request
unanimously Commlttee Fhair-
man Lila Cox said the plan is to
send a one page monthly news-
letter to keep the members up
to date
PBA membership is open to
all residents, leaseholders, and
those with a business interest in
Pensacola Beach Dues are S30
per family per year and appica-
tions are available at

peas, porridge &

a bry martini byKathiLewis

"Drnkm' Dancm' & Smokm"
that is the title of a very cher-
ished wall tile given to me by my
wonderful friend Judy L'Oignon
I'm not advocating any of these
except dancing' which everybody
needs to do but it's an extremely
accurate description of me And
that explains why it screamed my
name when Judy spotted itF Judy
and I have been friends and Sis-
ters for many years, which is why
I know she'll forgive me for com-
mitting the sin of omission Oh
yeah, I omitted Judy when nam-
ing the Ladies of Wednesday
Night in the last issue Our un-
forgettable Queen of Queens,
Judy, who has so patiently
taught each of us the Queen's
Wave, with right hand up and it's
"Elbow, elbow, turn your wrist
Touch your lips & blow a kiss" I
Judy was dubbed Madam Cookie
by Paulette Provost because of
the exquisite delicacies handed
out with the warning that this
would be the one and only baked
gift we would ever receive from
her But all the problems and ag-
gravation she encountered in the
making were not apparent in the
tasting, because we all loved
them l And we want more l
And I keep that accurately
descriptive tile prominently dis-
played so that I see it every day
I survived another New
Year's Eve celebration (an unfor-
gettably fun evening with Char-
lotte Spencer and Melissa Clark
having the most perfect seats at
the Shaker) I had Paulette's irre-
sistible glorified cabbage and Jeff
Goudey's now perfected black-
eyed peas, and am ready for the
extremely intense, but oh so
gratifying, madness of Mardi
Grasl
In light of the Mardi Gras
season and being a brand new
year, I have taken an entirely new
motto for my daily life It is "I'm
Alive" and comes from a song on
the Kenny Chesney CD I received
for Christmas The pamphlet inthe
CD describes how he came to write
this song based on a boat Captain

After a late night at sea, when
the Captain sorta dragged him-
self on deck, Chesney inquired
about the man's well being The
Captain gave the short answer,
"I'm alive "
I loved it as it is sometimes
the standard beach answer, es-
pecially during Mardi Gras For
me any day I wake up is a good
day Breathing is a blessing For
today, that's enough for me and
I will say thank you each day for
everything
It's time to head to the
kitchen for this week's recipe I
guarantee that you and your
guests will absolutely love it It
comes to us from my finned
friend, Sister and cohort Char-
lotte Spencer She cooked this
for the Krewe of Nereid's Christ-
mas Party and when she opened
the foil this wonderful aroma
filled the entire house making us
instantly hungry It's perfect for
Mardi Gras season since it feeds
a large group and is actually very
easytomake Don'tletthe list of
ingredients fool you or turn you
off of this recipe, because most

The Association of Krewes
will convene once again to discuss
the more serious side of parading
on Pensacola Beach at their next
meeting, Thursday, January 15 at
5 30 p m at the Santa Rosa Island
Authority boardroom Planning,
logistics and parade safety are on
the agenda
"Each krewe who participates
in the Krewe of Wrecks parade on
Pensacola Beach is asked to send
a delegate to this meeting," said
Jeff Goudey, who is tasked with
coordinating the parade for the
Wrecks Representatives from the
Krewe of Wrecks, Escambia
County Sheriffs Department and
Santa Rosa Island Authority will
be available to answer questions
and discuss parade rules
Safety before, during and af-

While the grapes pnmanly dictatthe qual-
ity of any wine, the mannerin which they
are processed has much to do with the
character of the final product Each
winemaker has his or her own personal
style Factors that contnbuteto individual
style include knowing when the grapes
should be harvested Winemakers must
also decide whetherto fermenttheirwine
in stainless steel tanks or oak barrels, as
well as for how long and at what tem-
perature Following that, a determination
must be made whetherto age the wine,
for how long, and in what kind of oak
And, finally, there isthe matter of blending
which grapes and in what proportions
HINT Winemaking styles vary by re-

Seven Step Process Must Precede

Beach Core Area Development

There are a number of high-
ways, roads, lanes, pathways and
bridges to cross before the pro-
posed Bob Sikes Bridge toll is raised
to $2 and core area concepts are
implemented, according to a memo
sent by Larry M. Newsom, Escambia
County Development Coordinator.
"I met with Buck Lee, Santa
Rosa Island Authority Newsom
said. "The following process was
determined to be a feasible sched-
ule and venue to seek response and
maintain clarity."
1. January 14,2009, Regular
SRIA Meeting: Identify Public Hear-
ing Process on the Island before pre-
senting to the BCC
2. Request all potential con-
ceptual plans to be submitted to the
SRIA Office by February 6, 2009,
with one copy for Larry Newsom
3. Schedule two Public Hear-
ings to allow plan presentations and
to solicit comments from public.
Court reporter will be present
4. First Public Hearing to be
scheduled for February 18,2009, and
will meet all advertisement require-
ment to allow Commissioner to at-
tend.
5. SRIA will hire a consult-
ant to review all plans submitted to
evaluate parking and transportation
impacts. County Staff will review
scope for consultant or A&E Ser-

vices
6. Consultant will communi-
cate with County Staff based on
findings and will present at the sec-
ond Public Hearing to be scheduled
in March or April based on time
needed for consultant review.
7. The SRIA and County
Staff will offer for transmittal to the
BCC the preferred option for ap-
proval. This will be at the next sched-
uled Committee ofthe Whole inApril
or May.
Newsom's action was taken in
response to the request of the

SRIA to the County Commission
to raise the bridge toll as a funding
source for the planned makeover
of the core area. Although the Is-
land Authority has received sev-
eral plans for core area develop-
ment, they had not set time for the
preliminary procedures, including
public input.
"This process will allow time
for public hearings to ensure
proper response for all parties, en-
gineering, planning, and economic
impact analysis for all concepts,"
Newsom said.
