This schedule is an expression of a policy to be adhered to by the
Board of Public Instruction of highlands county until such time as
conditions warrant or necessitate a change. T-he basic salary schedule
is that schedule by which the salaries of bachelor degree teachers
with A-1 classification shall be fixed as follows:

II. T'he instructional personnel' salary shall be determined by four
factors:

1. Teachers holding a bachelor -egree or its equivalent,which
equivalent shall be at least 130 semester hours credit from
an accredited normal school, college or university. Also,
Florida Teachers Certificate must be in -,ank III.

A-1 Classification basic salary 2l200; A classification
4100 addition; AA classification '200 more; A-2 classifi-
cation 1400 less; A-.3 classification 700 less.

2. Masters Degree or 175 semester hours: A-1 classification
basic salary '?2800; A classification $100, AA classification

$700 less. Also, Florida teachers certificate must fall in
Rank II.

3. Three years college, or 96 semester hours: A-i classificatio

1. This classification shall fall into one of the five following
classifications: Excellent, Very uood, "ood, average Fair,
designated by AA, A, A-l, and A-2 and A-3 respectively.

a. Highlands County Teachers' Evaluation Report,Form TR

3. Ihe instructional personnel shall be evaluated by a committee
known hereafter as the "Highlands countyy Teachers Pvaluating
Committee" appointed by the -oard of Public Instruction
for highlands countyy and shall consist of

(a) for evaluating all teachers

1. supervising principal from the teacher's school or
schools
2. Department principal from the teacher's school or
schools
3. countyy School Supervisor
4. county Supt. of Public Instruction
(b) for evaluating principals

1. Chairman -oard of Trustees
2. County school supervisor
3. countyy Superintendent of Public Inst.

4. The highlands Uounty Teacher .valuating Committee shall
evaluate all instructional personnel during the months of
February through June.

5. The instructional personnel shall be allowed thirty days(30)
from the date that the notice of their classification is
sent from the office of the Supt. of Public Instruction, to
appeal their classification. Any of the instructional
personnel dissatisfied with their classification shall be
given an opportunity to take the Teachers' Examination by
the kmerican Council of Education; fee for said examination
shall be paid by Highlands County Board of Public Inst.
Teachers scoring the following percentile on this examina-
tion shall be classified as exhibited here.

Classification received by this examination shall be final
for the school year.

O'orm TR and Report Form PR, the columns from left to right
are weighed by 5, 4, 3, 2, and 1 respectively, likewise in
Report 'orm TT2 and Report Form BT2 they are weighed by 10,
8, 6, 4 and 2. A check mark placed in any column shall
have the weighed value of that column. The personnel'
score shall be the sum total of all check marks weighed
values.

7. Teachers, or principals receiving the following scores will
be classified as indicated herewith:

8. The personnel effectiveness and the personnel's influence on
the all-round development of their pupils and in their commun-
ity shall be determined by the Highlands County Evaluating
Committee when evaluating its personnel.

9. 1. After a teacher has taught for three continuous years in
the county, a stationary rating for her will be established,
based on the average of the last three years of rating.
2. if a teacher does not choose to be placed on a stationary
rating on or before Feb. 1 of the fourth year, she shall
notify the rating committee in writing that she does not
wish to be placed on stationary rating, this request to come
each year after the teachers' third year of continuous service
in the county.
3. Teachers on stationary rating may be changed to annual
rating upon request in writing to the rating committee by the
individual teacher or member of the rating committee (copy
of this request shall be sent to the individual teacher).
This request to the rating committee must be made on or be-
fore Feb. 1 of any teaching year.
4. If a teacher is changed from a stationary rating to an
annual rating, she must serve three continuous years in the
county to re-establish her stationary rating.

D. Extra Duties

1. All teachers whose salaries are supplemented by State and
Federal Funds shall have their salaries fixed by the Super-
intendent of Public instruction, the coard of Public instruc-
tion and an agent of the State Department of Vocational Edu.
2. Athletic directors Coaches, Assistant Coaches and Band
Directors shall receive supplement salary based upon the
number of individuals participating in the extra curricular
activities and the effectiveness of the director in the all-
round development of the individual.
3. Sponsors of the junior and senior class, which classes have
extra curricular activities shall receive $100 above their
normal salary.
4. Supervising principals, principals, teaching principals and
assistant principals shall receive a supplement salary based
upon the amount of their duties, the size of the school and
the effectiveness of the individual on the all-round develop-
ment of the individual.

7. Project Visitation of Vocational teachers

1. For project visitation, a sum of 136 per month be paid to
Vocational teachers spending not less than 24 Hours each
calendar month on project visitation, payment to be made for
project visitation during the period that students are in
regular attendance at school only.

2. Travel in the county to and from projects be reimbursed at
the rate of 6 pernile.

3. 'or teachers not spending full time on vocational teaching
program, adjustments will be made accordingly.

4. "ot over one-half hour of time will be spent with any one
student on any one project, will be counted for project visi-
tation expense.

5. The vocational teacher will submit in advance, to the respect-
ive principal, the name of student and date and time proposed
visit will be made.

Note: any visits made prior to plans submitted to principal by
teacher for visits will not receive compensation for same.

6. The student will be notified in advance by the respective
teacher, of the date and time for the project visitation,

7. If minimum number of project visits are not made by teacher,
adjustments will be made accordingly.

8. Monthly project visitation and travel reports, after approval
of principal, are due in county superintendent's office by the
sixty of the following month.

REGULATIONS UNDER iHICH SALARY SCHEDULE IS ADMINISTERED

1. Each teacher shall be required to furnish certified proof
of experience anc training to the Superintendent.
2. Out-of-State experience may be counted if certified by
proper school officials,
3. Fractional years of service may not be counted except in
instance where several fractional years experience may be
added and computed on the basis of eight-month terms.
4. Using as an index the salary earned in 1950-1951, no teacher
may receive an added increment for experience unless he or
she has earned a minimum of six semester hours in the three
year period immediately preceding the issuance of the contract.
If evidence of the six hours earned is filed with the
Superintendent by September 15th an adjustment will be made
in the Teacher's contract.
5. No teacher placed in Rank III under Equivalency shall be
paid more than $2675.00.

Teachers' ranks as determined by the State Board of Education and the State Depart-
ment will be used in determining teachers' ranks on this schedule. Full years of
teaching experience recognized by the State Teachers' Retirement System will be used
in computing years of experience on this schedule.
Six Years of College.

SFor the school year 1951-52 the board has added a $200.00 cost of living adjustment
to the above figures.











SALARY SCHEDULE FOR CLASSROOM TEACHERS

MARION COUNTY



1. All contract teachers will be classified in one of six groups
depending upon qualifications.

2. Increments at the rate of $100.CO per year will be paid for ex-
perience up to the maximum for each group.

3. Athletic coaches for boys with interscholastic athletic schedules
are to be paid the salary schedule plus 10-25 depending upon the
number of teacher units in the school. Coaches of schools with
teacher units up to'lO will receive a 10% supplement. Coaches will
receive an additional 1% for each teacher unit in their school over
10 teacher units. Assistant coaches in schools with over 20 teacher
units are to receive 50% of the supplement paid to the head coach.

L. Upon recommendations by the principal, county superintendent, and
approval by the School Board, a teacher may be contracted for at
a monthly salary in excess of the county's minimum salary schedule
but within the maximum, if the professional qualifications and merits
of said teacher justifies a salary in excess of the minimum, or if
the supply and demand for teachers is such that it is necessary to
pay salaries in excess of the minimum to secure the services of
teachers with the desired training and professional qualifications.
This provision shall not be invoked except in an emergency after
school opens.

5. YJhnever the income of the school system does not warrant the pay-
ment of salaries according to the established schedule, the contract
salary for that year and the following years should still conform to
the salary schedule, and any reductions should be set up so as to be
uniform in application, although the dollar value of the reduction
may not be the same in all cases. Increases may be worked the same
way.

6. A definite policy for 3e aves of absence will conform to the school
code, State,and County Board regulations.

7. There shall be a board of review appointed by the School Board to
evaluate the teacher's professional standards and teacher qualifi-
cations as graded by the principals at the end of every third year,
beginning in the spring of 1947, A teacher entering the system
must be graded at the end of the first year and again at the end
of the three year period. Teachers may be graded ab the end of
each year on the recommendation of the Board of Review.

8. Teachers will receive full credit for each year of military service.

Teachers Special
(1) Agriculture teachers are to be paid an additional ,200 above
teachers salary schedule to defray expense caused by car de-
prociation.
(2) Athletic Coaches for boys fill be paid on the following basis:
Tonacer Salary Schedule, plus 10% for schools of 10 teacher
units or more.
Teacher Salary Schedule, plus 15% for schools of nore than 15
teacher units.
Teacher Salary Schedule, plus 20% for schools of more than 25
teacher units. (Assistant coaches w-ill receive 50% of the per-
centage of supplement paid to head coaches, provided the school
is represented by a football team.

(3) Coaches for girls shall be paid teacher schedule plus 5%.
(4) Band Director Contract
(5) Substitutes in Ranks 1, 2, and 3 shall be paid 09 per day; in
ranks 4, 5, and 6 shall be paid >7. (Anyone not qualifying in
these ranks shall receive o5 per day compensation.)
(6) Teachers of Public School liusic or Physical Education shall be
paid the regular schedule for all teachers.
(7) The Vocational Tome Making Teacher w1ho visits the home of the
pupils in her classes each month, vill be granted a 0:25 per
month supplement above regular salary schedule.

Dear Mr. Riehle:

I am sending a copy of the schedule as it is at
the present time. This year we were able to give
the teachers a $200.00 cost-of-living increase.
However, since this was from a reserve there was
no way to carry it beyond this year.

On November 6 the people of Palm Beach County
voted 3 additional mills in district millage for
the increase of teachers salaries. This will give
each of the teachers approximately $500 above the
present schedule, or $300 more than they are re-
ceiving this year.

I. SALARY BRACKETS:

Teachers shall be placed in brackets according to the number of points
credited to them as follows:

A 1 ............ 95 points A 4 ............. 80 points
A 2 ............ 90 points A 5 ............. 75 points
A 3 ............ 85 points A 6 ............. 70 points.

II. EDUCATIONAL TRAINING:

Teachers shall receive credit for their educational training as follows:

1. Rank I, II, and III Florida Teaching Certificate....40 points.
2. Rank IV Florida Certificate......................35 points.
3. Rank V Florida Certificate ......................30 points.

III. RATING:

Teachers shall be rated as Excellent, Superior, Good Fair or Poor and
shall receive credit as follows:

Rating of Excellent........... 64 points
Rating of Superior............ 40 points
Rating of Good................ 35 points
Rating of Fair................ 30 points
Rating of Poor .............. 25 points.

The following rating scale shallbe used in arriving at the rating of
the teachers:

1. Personal and Social Qualities (This item shall have three times the
weight of items 4 and 5).
2. Skill in Teaching (This item shall have three times the weight of
items 4 and 5).
3. Qualities of Cooperation (This item shall have two times the weight
of items 4 and 5).
4. Managerial Ability.
5. Professional Qualities.

Results on a standardized test may be substituted for ratings as follows:

Percentile Ranks (according to National Norms) of 92 to 100 to receive
credit of 64 points; Percentile Ranks of 84 to 91 to receive credit of
40 points; Percentile Ranks of 75 to 83 to receive credit of 35 po nts;
Percentile Ranks of 67 to 74 toreceive credit of 30 points; Percentile
Ranks of 66 and below to receive credit of 25 points.

All teachers to be rated by both building principal and supervising principal
of areas, separately. Final rating to be made in conference between Super-
vising Principal, Building Principal and County Supervisors.

Afterratings are approved by County Rating Committee, any teacher dissatisfied
with rating may ask to take standard test, with understanding that test
results determine bracket as outlined in No. 1 above.

CIV. CONTINUANCE OF EDUCATION:

Each teacher shall receive credit for ten points, who earns at least six
semester hours of college credit, as approved by the State Department of
Education, once each quinquennium, provided that approved travel may be
accepted in lieu of 3 of the 6 semester hours of college work during any
quinquennium.

That the first quinquennium for Winter Schools shall begin September 1, 19h7,
and end August 31, 1952, and for summer schools shall begin April 1, 1948,
and end March 31, 1953; and that the status of all teachers at the present
time shall remain the same throughout this quinquennium.

Any teacher who holds a Rank II Certificate shall receive $36.00 per
month above the regular schedule, provided that any teacher draIw.ng the
')36.00 supplement under the 1949-50 Schedule who would not qualify for
the supplement on the 1950-51 Schedule be given until August 31, 1951,
to obtain a Rank II Certificate.

Any teacher who holds a Rank I Certificate shall be given $72.00 per month
above the regular schedule.

Teaching Experience is calculated as follows:

1. Only one year is counted for time spent in teaching during the same
fiscal year (July 1 June 30), one-half school term (4- months) is
counted one year.

2. Full credit is allowed for experience in an accredited bona fide
private school, recognized by State or Regional Accrediting Agencies,
operating a regular session,with two or more teachers from kinder-
garten through the twelfth grade.

That 50%/shall be allowed for experience in a non-accredited bona
fide private school, operating a regular session with two or more
teachers from kindergarten through the twelfth grade.

3. Full credit is allowed for experience in any accredited college or
university, recognized by State or Regional Accrediting Agencies
and 50% credit is allowed for experience in any non-accredited college
or university.

4. Full credit is allowed for time spent in military s service in world d
Twar II covering the period July 1, 1939, through June 30, 1947, and
regardless of whether he or she was a teacher at the time of entrance
into military service, provided that credit is not to exceed six
years.

According to the State schedule, the total for all teachers in a county for the
several rankings must average the amount fixed by thie State. Years of service,
however, must be considered in making a salary schedule, hence teachers with few years
of service receive less than the average, while those with maximum years of service
receive above the average, of the State schedule.

If your salary appears to be at variance with the above county schedule, please do not
hesitate to report the discrepancy at once to me. Bring your college credits with you

Teachers with lower than a Bachelor's Degree are required to earn not less than six
semester hours before being eligible for re-appointment. No new teachers in the
Undergraduate rank will be appointed.

Salary Supplements

1. Principals of the three (3) senior high schools receive $4500. per year. A
residence is furnished at $15.00 per month.

2. Coaches of the three senior high schools receive a supplement of $500.00 per
year in addition to the amount allowed for the summer program.

3. Each of the three senior high schools are allowed an assistant coach. The
supplement for the assistant coach amounts to $200.00 per year.

4. Teachers of Vocational Agriculture are paid a travel supplement of $200,00
per year. In addition to the travel supplement, each teacher of Vocational
Agriculture receives an added salary increment of $50.00 per year not to
exceed four years of experience. This salary increment begins after the
first year taught in the county.

5. Principals of the three Junior High Schools receive a supplement of $5.00
per month for each member of their faculty. This supplement is computed on
ten (10) months basis.
