The year has brought many o:.nes and the necessity for the

re-adjur.-t-i t of department work has brought in its wake the

wai _t of added official responsibilities. The officer and

ch-irLmsn have arisen as one to meet the emergency confronting our

country* All unnecessary dert ment work has been eliminated and

theb F.adration has concentrated with a unity of purpose, which

you i7ill see by the reports, has brought forth splendid results.

The days have dii been all too short for the many demands

made on your executive _nd with a re -.rdlessness of results, she

has used up a codly portion of the nights at her desk, without

even stopping for the much needed vacation. It has been a general

season of forgetfulness of self in the thought of others. The

regular routine of compilin., editing and issuing of the year book
with the assistance of our ever faithful correspcndinL secretary

immediately followed the convention.

Then c~ .-. the General 7'deration Council meeting at Neew

Orleans, which will have been covered in the report of the

General Federation Director. It was a Inerrorable meeting. The

program, which had been arranl ed with such care, was set aside and

the entire time given up to a conference on the plans for rendLainx

the greatest possible service to our country in the crisis. ?Srcon.

resolution looking to the moral sanitation of army camps and naval

stations, were recor c..zndced in a joint conference and adopted by

the Board of Directors. Representing as it did the greatest

organization of women in the world, the action of this conference

probably was the -ieatest factor in bringing about the appointment

of the U.S. War and I Tvy Cci~ir.ission on Tr'aii-in. Camp Activities.
Your President took an active interest in this and is justly

proud of results.

This .'as Legislative year and finding that it vwas impossible

for our Legislation Chairman to be present and look after the

Federation bills, your President spend four *.:e':3 at the Capitol

working with the local ccm-..ittee, who were indefatigable in their

efforts in behalf of your measures, Unless some of you have

served in a like capacity, ou cannot realize what an exacting task

;:'-;ter legislative work is, nor how much you owe of the final results

to the faithfulness of those on the ground. It is far from a pleas-

The E.ual Suff-t..e Constitutional amendment was a triumph,

if not a complete success, and was of great educational value and

bound to bear ffuit,

' except the prohibition aiz-i.ent during the entire session of the

Legislature Xsaism ar-, that is ratified at ou next general elect-

ion, the Legislature would have justified its sitting and the women

of Florida will have been fully repaid for their work.

On account of appointment to serve on the State Food Commi-

meeting and have continued since as a memir br of the executive ccLi::ittee

and Chairman odf Utilization Economy.

Early in Zune came an appointmnet as temporary ch-.i l an for

Florida from Dr. Anna Howard Shaw, Chairman Tom.an's Committee,Council

national Defense, which was accepted)an d after the second attempt to

brin-, together the heads of the maine state organization, the Florida
Division was foi.cd just a few days over a rionth from receipt of
appointment, with :rT., illiam Hooker, a past president of the Federa-
tion, as permanent ch:.irin :-n

While serving as Temporary chairman, the first Food Pl.edge
card campaign was commenced and conr.lucted to completion. The

cards and distributed 25,600 in all. Of these about 10,000 were

sent to Mr. Hoover silnsi, The colored women were also enlisted

and deserve great credit for their efforts.

and coupon were printed in papers and numerous letters written. This

it was thought best to conduct the second ca:.1i-n just closed. This

was done in each state thru the council of defense, and as Jthe

State Food Commission had been designated as such Council for Florida,

the Executive Committee was appointed by ;r., Hoover on State Food

Conservation Execttive Campaign committee, and your President found

it her duty to serve.

In preparing the Counties for Food Conservation work, it has

been a privilege to organize five country Food SFwp Commissions and

Councils of Defense, assisting, many others, making numerous food

conservation talks.

but appointment bein $astk received so late that it was impossible

..G.;.cAdoo, 'Tational Chairi-;an, October 9th, but nothing would have

induced the acceptance of an :Ldded burden of responsibility so near

the convention, except the realization that at such a late date

Florida w;Olwen would probably have ,one unreported. There was no time

to perfect organization according to plan sent from Washington head-.

quarters. Heads of State Oraniizations were invited ti serve on the
State Committee, and the work was conducted thru the permanan orgn-
ized channels, with The splendid results and the total sales made

by and through women reported to date, t333,50,00, certainly an
amount to be proud of. It was a Uhriilwind coaMiai, n and if a corps

of able assistance had not volunteered from a local Club, the results

would have been impossible of acoi. .pli-hmLent by the chairman. The

Club -rwomen all over the State deserve special praise for the splendid

way they have responded to every emeis=ncy call. The State is to

be thoroughly organized for another Bond sale, early in the Spring,

are instructions received by the State Chairman, which will be put

in effect as speedily as possible and volunteer chairmen both for

counties ,A tone in a sufficient number to cover the entire state

are needed.

At the reWu-'st of Mrs. Elmer Blair, General Federation Hea..th

Chairman, your president is serving. as chairman of a special state

Health Committee, looking to the moral sanitation of the Army Camps

and i T.val tZ.tions. Your State Chairman of Hedth, and the Vice

Presidents were a._ointed and make t'e State Committee .
The ap ..ointment of Camp matrons, originatinL from, appoint-

ment by your president, of such committee first for Key TWest, was

highly commended by H7is. Blair, with a statement that she w.culd pass

the idea on to other states.

These numerous appointments which have ppened as many aaenues

of interesting service, have been received by your president, and the

report is rendered with the kno'.ledbe that the honors accruing from

same belong to the Federation as well as to the a,;cid-nr, and have

been received on account of the recognized st.aniin, our Federation

has attained and the re.-:utation justly earned 1ax of doing things

In visiting, clubs during the year, have spoken to 35 meeting

which v;ere attended by representatives of 80 clubs, necessitating

travel of 9,350 miles by rail, and 1,233 miles by automobile. A

total i.lea:e trc-viled by railroad of 10,573, and the fares totaled

It has been a great pleasure to have had the honor of dedicating
thr.~e club houses this year, those of ,Vst Palm Beach, Fort Lu~er-
dale, and Palatka, all beautiful structures,well planned, This
makes seven club homes dedicated and one corner stone laid during

this administration. Thc-re were .an other splendid club houses
built during the thri:. years also.

As this reort in a sense id the Validictory of this administration,

it ri. Lt be interes-e to those who are new in Federation work, or

enjoying their first convention, to have a resume of the work done

and results attained. In the three- years 15,132 pieces if mail have

You need nothing but the above at.t C t..~nt as absolute proof that the

Federation endowment Fund is a dire necessity. The officers -and

chairmen have all born a heavy burden of expense, ea,.ecially the

Vice Presidents, who have endeavored to cover their sections.

Georgia's President is allowed uS5.00 per month for office expense

and it is only a short time when your President must have a paid

Secretary; the need is all too evident now.

The special accomplishments of this administration:

As I am planning to spen some weeks in Florida to
avoid the unpleasa.nt winter weather in the Ohio valley,my thots are
turnicng in that direction and I am wondering how I can be of most
service -.hile I am there.


Ever since the 7ew Orleans meeting I have been so actively
en : in war eJ.Ierr ricy work,that I cannot think of giving it up
during my winter holiday. M'y suTr.mer was scent at my former homrti in
the East where one feels the war situation the most keenly;and for
sevr'-.l months I have been giving six to eight hours a day, every day
in the wehk to the Red Cross i-i to the emerr-ncy %work of the State
Federation that falls under my department. Pince returning to W.Va.
in September I have been giving the R.C. course in the preparation
of ::r.urical dressings to fifty of our college girls, and aiso directing
the work in our R.C. work room.


I do not,of course ,know in what department of war
relief work I can be of most service -.hile in your state,but T
wish to do whatever is most nrizd. Your women may be fully
or. ized,but if there is anything that I can do, I shall be very
glad to know- how I can help most.

Dear Madam President:
At our last State Federation meeting the following
amended by-laws were adopted at my suggestion.
Ca ARTICLE II SECTION 2. OFFICERS.
"The Florida Federation of Women's Clubs shall be a
member of the General Federation of Women's Clubs. In accordance
with the procedure of the General Federation two additional offi-
cers shall be provided for; a Florida Secretary to the General
Federation, who shall be elected; a Florida Director to the Gen-
B< eral Federation, who shall be nominated at the same time and in
the same manner that the regular officers of the Federation are
elected. The name of the candidate thus elected shall be presented
by the Florida delegation to the General Federation, at the next
Biennial, as Florida's nominee for election as a Director.
SECTION 4.
The Officers and Past-President of the Federation, the
Chairmen of the Department Committee,the Florida Secretary to the

Kentucky Federation has sent out resolutions asking all
Federations to abolish the General Federation Secretaryship, with
a view of consolidating the duties of this office with that of
Director. There seems to be a movement on foot to this end. What
has your State done?
Eighteen States presented for election as Director,
their State. Presidents, at the New York Biennial. Did this prove
satisfactory?

Subject: Burning of wood.

Dear Madam:

Your letter of the fifth instant-to the Chamber of Commerce-has

been referred to me by the Secretary of that body.

I would say, for your information, that all wood of any description

that is suitable for fuel is being carefully saved. Not only that, but trees

that it has been necessary to cut, in order to make room for buildings, have

been recut into suitable lengths and stored for future use as fuel. You must

realize that it is necessary to burn considerable brush that has no value, in

order to dispose of it. I have no doubt that the protest and complaints that

have reached you have arisen from visitors who have seen the incineration of

camp waste and garbage near the main road into camp. For sanitary reasons,

it is necessary that all such waste, or garbage, be burned. The fuel used

for tis is such as would not be of value for any other purpose. It is also

necessary for us to burn some of the short pieces under our boilers that are

installed at the camp power plant.

I appreciate, very much, the spirit of co-operation in which your

letter was written to the Chamber of Commerce, and I am thanking Mr. Kessler

for bringing it to my attention.

over '.'O.000 by far the largest ficit we have ever known
in our work. This deficit we feel .su._:e was brought about by
two ip-.ortant ceases: first, the very large number of children
to be cared for 841 little ones having teen referred to us
for hoa .s, aid ...L. care up to -soveiber ist this year. Second,
the loss in interest and su-:.ort due to the urgent call of the
Red Cross and other "'.i- c':.-rities.

3 have reduced the deficit by persistent effort
to $about '1400.00, but must wipe it out entirely if our great
work for Florida's future citizens is to go on. Tith your
support -ni;. the sup.;.ort of every Club in our state I feel sure
the deficit will soon vanish.

of our good people for surely we can't afford to neglect our

My dear Mrs.Jennings,

I have disposed of your last letter. I am glad I shall room with Dr.

Jewett and will do what I can She must have had a personal interview with

the ladies. -Preh- Perhaps she will change her mind,but I fancy Mhe is "sot".

I will attend to "Helath Notes" and to the letter from Orange Park.

I certainly wish there were a prospect for a santatium there even if it w&_sin

their postoffice!

I am enclosing a report which I am going to ask you to at least

glance over before the meeting,if only on the train. I have marked salient

"points. You know that to women it is a serious thing that our women physicians

cannot be given any government service as physicians for war or any other ser-

vice. That must be changed by a bill through the house and senate Little

Doctor Whipper Snapper of Possum Trot with no qualifications other than a

diploma may be given a commission,but Dr.Morton or Dr.Florence Ward of San

Francisco who are among the most brilliant operators in the world cannot

I have sent for more of these and if they come in time will have them at the

meeting. I have been asked to serve on the Organization Committee,being Chair-





man for Florida.

I may get in to the Suffrage meeting on Tuesday morning,but probably

will not get there before that. I am very busy and must squeeze in a little

time to get up my yearly report.

Is owned by the Florida Federation of Women's Clubs;
CoLJsists of 1920 acres of land:
960 acres ceded by the 1915 legislature;
960 acres donated by Mrs. Henry M. Flagler;
Over 300 acres in Tropical Jungle unlike any other
in the United States;
Growth in the Jungle is, botanically, West Indian;
Including:
Royal Palms over 100 feet in height;
Stately Oaks buried in cascades of silver moss;
Rare Ferns and Orchids;
It is the hope of the women of the Federation to pre-
sere the Jungle in its natural state as far as
possible;
This plan is approved by many scientists of recog-
nized standing who vouch for the scientific value
of the Flora and Fauna of the Park;
The many trails provide a comfortable and pleasant
access to the beauties of the Jungle;
Visitors are requested to register at the Lodge;
Tables and chairs on screened porches are for the use
of the public;
Picnic grounds for those desiring out-door luncheons;
In preserving this wonder spot from the hand of the
vandal, for the benefit of future generations,
your moral support and financial aid are earnest-
ly solicited;
Those.desiring to study in the Park may secure ac-
commodations at the Lodge by applying to

history of the Park. Mr. Mosier has been very helpful in sending

me specimens of some of the insects, and T;rs. Byrd has added

several species of birds to my list.
