pupils from 1921 to 1926 was used in estimating the annual increase from


1926 to 1931.


This is considered a conservative basis for such estimate,


In the columns showing the number of pupils in high school and the
number in 12th grade the figures were taken from the annual reports of


the county superintendents to


the state superintendent,

In comnntion with the foregoing minimumi Bilding Budget reimn-
metnled by this Board, we wish to call your special attention to the reports
of the Presidents on the building requirements of the several 'thtit on.
These reports show particularly the necessity of more class roo s, ebora-
tories, dormitories, gymnasium, infirmary and library adtlites. In the
eases of the SIchol for the Deaf and the HBlndt the tlorida State
College for Women and the Agriciltural & Mechanical College for Negroes,
no more students can be admitted fr lack of dorntories, They have
been full to overflowing for a long while. As an example of their crowded
condition we refer you to the Florida State College for Women where
omly about 900 students can be accommodated in the dormitories, the
balance about 350. live off the Campus. very year several hundred are
unable to get into the dormitories and many have to go home because
they cannot get accommodations anywhere in Tallahansee. The conditions
at the Agricltdbral & Mechanical College for Negroes are tust as bad.
and the necilsity for more dormitories at the School for the Deaf and
the Blind Is very great. As to all of the Institutions, the class rooms.
laboratorles, dormitories and other buildings and equipment recommended
in the minimmun Building Budget are in onr Judgment neesary to take
care of the students during the next two years. The t ddtioen to the
Library of the University and the Library of the Florida State College
for Women are urgent needs. The Library is the workshop of an educa-
tinal institution mnd our present libraries are not large enough to take
.a#e of our present students.
