Answer two of the following questions

1. What role, if any, might foreign aid and foreign investment
(treat each separately) play in Latin America in the 1970's?
If you believe aid and investment from the developed world
still are necessary, do you believe Latin American countries
should (or could) set down conditions? If you believe aid
and investment no longer are indicated, how would you solve
the problems of obtaining capital, technicians, etoo?

2. What were the effects of the Monroe Dootrine on. latin America,
and how was the policy viewed over the years by Latin American
countries?, Is the U. S carrying out something very like this
doctrine today? If so, what forms does it take? If not, how
'a-iild. you define U.So hemisphere policy?

5, It is a principle of international relations that the security,
territorial integrity and vital interests of one's own nation
must be paramount in the formulation of foreign policy. Consi-
dering the vital interests of the U.S, over the long run, how
would you evaluate North American interventions in the Caribbean
area and MIexioc prior to 1933? In Cuba in 1961? In the Domini-
can republic in 1965?

4. Do you consider that the term "imperial" describes accurately
the relationship of the Uo So with latin America? If so, say
why and in what ways United States policies have been
imperialistic. If not, how would you characterize U.S.-Iatin
Amerioan relations?
