OIA Meeting in Washington

At last year's OIA meeting-OIA being the
Organization of Institutional Affiliates,
AERA's policy arm-we heard from Russ
Whitehurst, Barbara Foorman, and program
officers from NSF and NIH. That meeting
was all about research funding. This year, the
OIA meeting was all about reports,
particularly Art Levine's report on the state of
teacher education, "Educating School
Teachers," and the report of the Secretary's
Commission on the Future of Higher
Education. Levine himself presented his
findings to the group, while Scott Jaschik (of
Inside Higher Education) and Kati Haycock both
spoke about the Commission Report.

In my opinion, Levine's presentation was
interesting more for its lack of insight than its
originality. He spoke to us as if we had never
heard these criticisms before. (The people at
my table thought the ideas might have been
truly novel to Levine-if not to the rest of us.
Apparently, he paid little attention to teacher
education during his tenure as President of
Teachers College.) His recommendations also
were familiar: teacher education needs to be
linked more closely to school practice,
accreditation needs to be strengthened, good
teacher education requires 5 years, lousy
teacher education programs should be closed.
We might credit him with a bit of originality
in recommending that teacher education
programs be evaluated on the basis of P-12
student learning, but even that idea is not a far
leap from the Walsh and Hess critiques of the
early 2000s.


The commentary on the Commission Report
was more interesting and worrisome, and
both speakers were excellent. In the report,
schools of education were essentially ignored,
but the issues of testing, unit records, transfer
of credit, accreditation, and faculty were
addressed. Scott Jaschik noted that the
Commission bashed accreditation and faculty,
while the issue of accessibility was most
powerfully and poignantly argued. Kati
Haycock presented data that made the
Commission's concerns clear: More and more
financial support (for college) is going to
wealthier and wealthier families. Using
Georgia as an example, she noted that
eligibility for Hope Scholarships were
originally restricted to families with annual
incomes of no more than $60,000. That limit
was increased to $100,000 before the
legislature ultimately eliminated any income
limits. In the most powerful statement at the
meeting, Haycock asserted that "what we have
here is poor people buying lottery tickets to
send rich kids to college."

The larger message, however, was about voice
and representation, and it was disconcerting.
A panel of congressional staffers (from both
sides of the aisle) put it most bluntly: Higher
education has been arrogant in its disregard
for regulatory policy, and both higher
education in general and teacher education in
particular have become easy marks for
politicians. In teacher education, there is no
one articulating a coherent and persuasive
message about what we stand for and why
those principles-and our work-matter.
They enjoined us to do something about it,
because everyone agrees that we don't want
Congress legislating teacher education reform.
