STATUTORY RULES AND ORDERS
1954, No. 21.

Proclamation dated the 22nd day of December 1954,
made by the Governor in Council under section 5
of the Cotton Ordinance, 1946 (No. 2 of 1947).
WHEREAS by section 5 of the Cotton Ordinance,
1946 (No. 2 of 1947) it is provided that the Governor in
Council may by proclamation published in the Gazette
appoint a planting season and a close season for cotton
for the Presidency or for each of the islands of Saint
Christopher, Nevis and Anguilla.
NOW, THEREFORE, by virtue of the powers
contained in the above recited section, the Governor in
Council doth by this Proclamation appoint a planting
season and a close season for the island of Saint Chris-
topher as follows :-
(1) The close season in each year shall be from 1st
January to 30th April.
(2) The planting season in each year shall be from
1st May to 15th June.
The Proclamation dated the 13th day of September
1947 (S.R. & 0. 1947, No. 13) is hereby revoked.

Proclamation dated the 22rd day of December 1954,
proroguing the Legislative Council of the Presi-
dency.
BY THE GOVERNOR OF THE LEEWARD ISLANDS.
A PROCLAMATION.

WHEREAS the Legislative Council of the Presi-
dency of Saint Christopher, Nevis and Anguilla has
been duly constituted under the provisions of the Saint
Christopher, Nevis and Anguilla Constitution and
Elections Ordinance, 1952 (No. 5/1952):
AND WHEREAS by proclamation under the
hand of the Governor dated the 8th day of October, 1952,
issued under the provisions of subsection (1) of section
25 of the said Ordinance, the said Council was first sum-
moned to meet in session for the despatch of public busi-
ness at such time and place as may be appointed under
section 18 of this Ordinance :
AND WHEREAS by proclamation dated the 7th
day of December, 1954, a session of the said Council was
appointed to be held at Eleven o'clock in the forenoon at
the Court House in the Town of Basseterre in the afore-
said Presidency on Friday 17th day of December 1954:
AND WHEREAS in pursuance of the aforesaid
proclamations the said Council duly met in session on
the 17th day of December, 1954:
AND WHEREAS it is provided, inter alia, by
subsection (1) of section 25 of the said Ordinance that
the Governor may at any time, by proclamation,
prorogue the said Legislative Council:
AND WHEREAS it appears expedient to prorogue
the said Council:
NOW, THEREFORE, in exercise of the powers in
me vested as hereinbefore recited I do hereby prorogue
the Legislative Council of the Presidency of Saint

Christopher, Nevis and Anguilla until such further date
as may be appointed, by Proclamation of the Adminis-
trator under the provisions of section 18 of the said
Ordinance, for the first sitting in the next session of the

other Her Majesty's Olficers and loving subjects in the
said Presidency and all those whom it may concern are
hereby required to take due notice hereof and to govern
themselves accordingly.
GIVEN at the Government House, Antigua,

STATUTORY RULES AND ORDERS
1954, No. 10.

Alexandra Hospital, Nevis

The Alexandra Hospital (Amendment) Rules, 1954, dated the
14th day of July, 1954, made by the Governor in Council
under Section 25 of the Hospitals and Poor Relief Ordi-
nance, 1949 (No. 10 of 1949).

1. SHORT TITLE. These Rules may he cited as the
Alexandra Hospital (Amendment) Rules, 1954, and shall be read
as one with the Rules and Regulations for the Alexandra Hospital
dated the 27th day of October, 1921, as amended, hereinafter re-
ferred to as the Principal Rules.
2. AMENDMENT OF RULE 77. For Rule 77 of the
Principal Rules there shall be substituted the following:-
"77. (a) All persons who desire to enter the Hospital as
paying patients shall apply for entry through their own
medical attendant or direct to the Medical Superinten-
dent, andIshall give a written guarantee signed by some
responsible person for the payment in advance of a fee as
provided in paragraphs (b) and (c) of this rule. In case of
articled seamen the owner or agent of the ship or vessel
to which they belong shall guarantee the payment of
their expenses.
(b) Paying patients ordinarily resident in the Presi.
dency who are accommodated in a ward shall be given
such diet as the Medical Superintedent shall determine
and shall during such time as they shall be in hospital
pay the sum of two dollars and fifty cents per day or part
of a day in addition to the special fees for operations
chargeable under rule 78.
(c) Paying patients not ordinarily resident in the
Presidency who are accommodated in a ward shall be
given such diet as the Medical Superintendent shall
determine and shall during such time as they shall be in
hospital pay the sum of five dollars per day or part of a
day in addition to the special fees for operations charge-
able under rule 78.








3. AMENDMENT OF RULE 79. Rule 79 of the Princi-
pal Rules is hereby amended as follows :-

(a) by substituting the word "Wards" for the word
"Ward" occurring in the second line thereof; and

(b) by inserting the words "special medicines or"
between the word "If" and the word "other" in the eight
line thereof.

STATUTORY RULES AND ORDERS
1954, No. 11.

Cunningham Hospital.

The Cunningham Hospital (Amendment) Rules, 1954, dated
the 14th day of July, 1954, made by the Governor in
Council under Section 25 of the Hospitals and Poor Re-
lief Ordinance, 1949 (No. 10 of 1949).


1. SHORT TITLE. These Rules may be cited as the Cun-
ningham Hospital (Amendment) Rules, 1954, and shall be read as
one with the Cunningham Hospital Rules made on the 25th day of
July, 1918, as amended, hereinafter referred to as the Principal
Rules.
2. AMENDMENT OF RULE 103. For Rule 103 of the
Principal Rules, as substituted by the Cunningham Hospital
(Amendment) Rules, 1942. (S. R. & 0. 1942, No. 4) there shall be
substituted the following:-
"103. ACCOMMODATION AND FEES. (1) There shall
be provided two classes of accommodation for patients
and which shall be designated as class "A" wards and
class "B" wards respectively.

(2) Patients ordinarily resident in the Presidency
who are accommodated in class "A" wards shall be given
such diet as the Medical Superintendent shall determine
and shall during such time as they shall be in Hospital
pay the sum of three dollars per day or part of a day in
addition to the special fees for operations chargeable un-
der rule 104.

(3) Patients ordinarily resident in the Presidency
who are accommodated in class "B" wards shall be given
such diet as the Medical Superintendent shall determine
and shall during such time as they shall be in hospital
pay the sum of two dollars per day or part of a day in ad-
dition to the special fees for operations chargeable under
rule 104.
(4) Patients not ordinarily resident in the Presi-







dency shall during such time as they are in hospital pay
in the case of those accommodated in class "A" wards six
dollars and in case of those accommodated in class "B"
wards four dollars per day or part of a day in addition
to the special fees for operations chargeable under rule
104:
Provided always that the Governor may remit the whole
or any part of the fees chargeable under this rule."

3. AMENDMENT OF RULE 105. Between the word
"If" and the word "other" occurring in the eight line of Rule 105 of
the Principal Rules there shall be inserted the words "special
medicines or".

Praedial Larceny (Prevention) Declared Areas.

Order dated the Ist day of December, 1954,
made by the Governor in Council under
section 3(I) of the Praedial Larceny (Pre-
vention) Act, 1954 (No. 6 of 1954).

WHEREAS by subsection (I) of section 3 of the
Praedial Larceny (Prevention) Act, 1954 (No. 6 of
1954) it is provided that the Governor in Council,
whenever he is satisfied that the public interest so
requires, may by order declare any area in the Presi-
dency to be a declared area for the purposes of the
aforesaid Act.
NOW THEREFORE the Governor in Council
doth hereby declare that the following areas of the
Presidency shall be declared areas for the purposes of
the aforesaid Act:-
a. The Parish of Saint George, Basseterre.
b. The Parish of Saint Peter, Basseterre
c. The Parish of Saint Mary, Cayon.
d. The Parish of Saint Paul, Capisterre.

An Ordinance to amend further the Electricity,
Ice and Cold Storage Ordinance, 1952.

ENACTED by the Legislature of Saint Chris-
topher, Nevis and Anguilla as follows:-


1. This Ordinance may be cited as the Elec-
tricity, Ice and Cold Storage (Amendment No. 2)
Ordinance, 1954, and shall be read as one with the
Electricity, Ice and Cold Storage Ordinance, 1952,
as amended, hereinafter called the Principal Ordi-
nance.

2. Section 3 of the Principal Ordinance is
hereby amended-

(a) by substituting for subsection (1) thereof
the following:-

"(1) The Authority shall consist of the
following members who shall be appointed
by the Governor -

(a) the Chief Engineer and Manager;

(b) three members being unofficial mem.
bers of the Legislative Council recom-
mended by the said Council for ap-
pointment, one of whom shall be an
elected member of the said Council for
an electoral district of the Island of
Saint Christopher and also a member
of the Executive Council of the Presi-
dency, and another, an elected mem-
ber of the Legislative Council for an
electoral district of the Island of Nevist-

all the members of The Authority, of
whom three shall be appointed until
such time as three persons are appoint-
ed to be members on the recommenda-
tion of the Legislative Council."

(b) by substituting for paragraph (b) of sub-
section (2) thereof the following :-
"(b) The Chairman of The Authority shall
be the member thereof who is an
elected member of the Legislative
Council for an electoral district of
the Island of Saint Christopher and
also a member of the Executive
Council of the Presidency : Provid-
ed that where, for any reason, there
is no such member serving on The
Authority, the Governor may ap-
point any person to be the Chairman
of The Authority until such time as
there shall be a member thereof who
is an elected member of the Legisla-
tive Council for an electoral district
of the Island of Saint Christopher
and also a member of the Executive
Council of the Presidency."

An Ordinance to amend further the Building
Ordinance, 1943.

ENACTED by the Legislature of Saint Chris-
topher Nevis and Anguilla as follows :-

1. This Ordinance may be cited as the Build- Short Title.

An Ordinance to make provisions for the num-
bering of houses, and for purposes in connec-
tion therewith.

ENACTED by the Legislature of Saint Chris-
topher Nevis and Anguilla as follows:-
1 This Ordinance may be cited as the Num- Short Title.
being of Houses Ordinance, 1954.

2. In this Ordinance Interpretation.
"houses" means houses and buildings or any
part thereof in all or any of the streets of
the towns of Basseterre, Sandy Point and
Charlestown and such other houses and
buildings as the Governor in Council may
from time to time by order made under
section 6 of this Ordinance declare to.be
houses within the meaning of this Ordi-
nance;
"Superintendent" means the officer for the
time being performing the duties of Sup-
erintendent of Public Works of the Presi-
dency.
3. (1) The Superintendent shall from time to Numbering of
time cause houses to be marked with numbers in houses.
such manner as may be approved by the Governor
in Council.
(2) The Superintendent shall cause such
numbers to be affixed to or painted on a conspicu-
ous part of every house.
(3) Houses shall be numbered free of cost to
the owners thereof.

4. For the purposes of this Ordinance, the
Superintendent, or any person authorised by him,
may at allreasonable times enter any land upon
which a house is situate and inspect the outside of
such house.

5. (1) The owner of any house which has been
numbered as aforesaid who intends to remove or
destroy such house shall, not less than three weeks
before the date of such removal or destruction, give
notice thereof in writing to the Superintendent.

(2) At any time after the receipt of a notice
under subsection (1) of this section, the Superinten-
dent may- require the owner of the house to take
down and deliver to him at his office any number
which may have been affixed to such house.

(3) A notice required by subsection (1) of this
section to be given shall be deemed, to be' duly
given to the Superintendent if it is left at his office
with some person employed there, or sent by post
addressed to him at his office.


6. The Governor in Council may from time to
time by Order add any houses or buildings to the
definition of houses contained in section 2 of this
Ordinance.

7. Any person who-

(a) obstructs the Superintendent, or any
person authorised by him, in the exer-
cise of his powers under the provisions
of this Ordinance;

(b) destroys, pulls down, or defaces any
number as aforesaid or puts up any
number different from the number put
up by the Superintendent;

(c) without having given the prescribed
notice, removes or destroys any house
to which subsection (1) of section 5 of
this Ordinance applies ; or

(d) fails to obey a requisition of the Sup-
erintendent under subsection (2) of sec-
tion 5 of this Ordinance,

shall be guilty of an offence and liable on sum-
mary conviction to a fine not exceeding one hun-
dred dollars or to imprisonment with or without
hard labour for a term not exceeding six months.
