FACTORS INFLUENCING SALARIES
OF PRINCIPALS AND ASSISTANT PRINCIPALS
IN FLORIDA SCHOOL DISTRICTS



Salary schedules of Florida's public school districts were analyzed to

determine which factors influence the salaries paid to principals and assistant

principals. Minimum and maximum salaries possible were computed where it was

necessary to do so. In instances where minimum and maximum salaries could not

be computed because variable caps were not specifically delineated or because

there was only one principal and assistant principal, the salaries given are the

lowest and highest presently paid. The minimum and maximums in those instances

do not necessarily represent the possible minimum and maximum salary.

Because of the wide variation in factors that are used in computing a

principal's salary, it is not possible to use this publication to compare

individual salaries across district lines. Ways of counting experience, number

of days worked each year, the base for computing supplements, and many other

variables differ greatly across district schedules. For example, school size is

a determining factor in Bay and Escambia Counties. Bay County has three categories

of school size for elementary principals. These categories are ADM's of 0-299,

300-599, and 600 and up. Conversely, Escambia County has five categories for

elementary principals. These categories are 0-250, 251-400, 401-600, 601-900,

and 901 and up. Bay County supplements what the principal would make as a teacher

while Escambia County uses school size to place them on an individual salary

schedule. To add to the complexity of comparison, some districts use size categories

for one type of school such as three ,categories for elementary principals but do

not have categories for junior high or senior high principals.








Salary minimums and maximums have wide ranges in Florida. The lowest minimum

salary for a principal in a school district is $9,050 while the highest minimum

salary is $20,350.

The lowest maximum salary for principals in Florida, excluding those districts

where there is only one principal or the minimum and maximum are the same, is

$13,100 while the highest maximum is $25,932.

Assistant principals' salary ranges vary so widely that preparing averages

and comparing ranges would not be of any value. Some Florida districts do not

have assistant principals in any schools while others have them in all levels from

elementary to high school. Some districts only have them in the secondary schools.

To facilitate the examination of the factors influencing salaries paid to

principals and assistant principals, brief phrases were selected to represent

concepts that are taken into consideration when salaries are computed. A list

of these factors and an explanation of them follows.

RANK OF CERTIFICATE Ranks of certification are based on academic degrees

and hours of credit. Although not stated in every instance, most districts require

a Rank II certificate or above for the principalship. Some districts, however,

apparently allow Rank III personnel to be principals and assistant principals since

they carry provisions in their salary schedule for this possibility.

TYPE OF SCHOOL Many districts have different schedules for principals

working in elementary schools, middle schools, junior high schools, and senior

high schools. Elementary principals and assistant principals (when the district

has assistant principals in elementary schools) generally are the lowest paid

while senior high principals are the.highest paid. Middle school or junior high

principals usually fall between the elementary and senior high principals.

SIZE OF SCHOOL The definition of size of school varies widely from district

to district. The number of pupils in average daily membership is one way size is

used in salary schedules. Another definition of size uses instruction units.

Interestingly enough, districts may use school size to delimit pay grades on one

level such as elementary but pay junior and senior high principals on the same

schedule. Another interesting point about school size is that, in some instances,

it can be used to delineate between type of school. Most junior and senior high

schools are larger than elementary schools and these principals, therefore, receive

higher salaries.

TIME WORKED EACH YEAR Time worked each year is expressed in two ways.

Principals and assistant principals may be paid for q certain number of months or

a certain number of days. Senior high principals are generally employed all year

in most districts. Junior high and elementary school principals may work anywhere

from 10.5 months, around 206 days, to 12 months, which may be from 236 days to

261 days. Variations within districts and levels of schools may also occur depend-

ing upon the size of the school.

EXPERIENCE Provisions for experience, like most other factors, may be

expressed in two different ways. Some districts allow only years of actual

administrative experience to count while other districts allow all educational

experience to be considered.

RECOMMENDATION OF PRINCIPAL In figuring the supplement paid to assistant

principals, the principal is allowed to recommend the level of compensation.

RECOMMENDATION OF SUPERINTENDENT In a few districts, the Superintendent

is allowed to assign which step on the salary schedule the principal is placed.

A few other districts allow the superintendent to negotiate a salary for a specific

position. Generally, in these instances, a range is given and the superintendent

may place the principal any place within the range. All actions are subject to

Board approval.

SUPPLEMENTS In those districts where the salary schedule is not lock step,

provisions are made for supplements to be added to either a base principal's salary

or the salary the person would make as a teacher. The base for the supplement

can either be the individual's salary (as in an index approach) or that of a









specified position on the teachers' salary schedule. One Florida district bases

supplements on the salary for a beginning Rank III teacher while other districts

use the maximum of the rank the individual holds to compute supplements. Factors

influencing the supplement include most of the factors given above and those

factors following.

1) Unique Community and/or School Factors Consideration is given to

unique community and/or school factors when these factors are considered to

contribute significantly to the complexity of the principal's position.

2) Programs in the School Supplements are added to the principal's base

pay if the school has interscholastic sports.

3) Make-up of the Physical Plant Supplements are added to the principal's

base pay according to the percent of the school house in temporary or portable

buildings.

4) Distance from County Office Salary of principal is supplemented according

to the distance of the school from the county office.

5) Percent of Disadvantaged Students Salary is supplemented according to

the percent of the student body classified as disadvantaged.

The determinants'of principals' salaries are rank, the number of
teachers in the school, and the type of school in which he serves.
There are three classifications of elementary schools (1-12 teachers,
13-20 teachers, and 21 teachers and over) and one classification
for middle school and high school. Salary differential is made
only by type of school in the middle and secondary school levels.

The factors used in determining principals' salaries include
rank of certificate, size of school, type of school, number of years
experience as an administrator in the system, longevity increment
(length of service in the system, whether administrative or not,
and hours beyond degree), and percentages beyond stated ranks
