I. EXPENDITURES
Use the attached Expenditures page to provide a status report of project expenditures to date detailed by category and source
of funds.
Grant Funds
Resulting from a mis-communication between UF Division of Sponsored Research (DSR) and the awarded
Department, Digital Library Center, funds were delayed in coming to the Center arriving in the second quarter of
the grant. DSR failed to pass along request for budget revision.
Resulting from an additional mis-communication, this time from the Libraries Grants Office to DSR, funds received
were not released for expenditure until early February 2006.
Equipment bids per UF regulation are now out to vendors (more below).
Institutional Contribution
Center staff (student assistants) have been contributing time for the collation and preparation of newspapers for
imaging pending equipment availability.
Center staff (permanent staff not listed as cost share & not included on Expenditures report) concluded copyright
(i.e., Internet Distribution Rights) with newspaper publishers, procuring rights to all but one of the titles originally
listed as potentially available for digitization.
Center staff (permanent staff not listed as cost share & not included on Expenditures report), using other imaging
equipment already in-house have imaged newspapers from the historic queue described by the grant (more below).

II. OUTCOMES PLAN
Attach the current outcomes plan for the project. If there are any changes in the project activities, outcomes or evaluation,
they should be identified in this plan.
Funding availability delays have pushed schedules back. We are in the process of acquiring new-to-market faster
technologies and more scanner units to push production toward completion target dates.
We will phase project deliverables: page images in chronological hierarchy in a first phase and text search in a
second phase as we implement and test newly designed software.

III. STATUS REPORT
Describe the extent to which the project is meeting its outcomes. Discuss project activities and how the library is using data
collected to improve the project.
Funding availability delays have made it difficult to meet the outcome targets we had hoped to meet by this date.
Again more and faster technologies have been identified and are starting to be deployed to speed us toward targets.
Delays and the natural inclination to find better technologies have also led us to develop a relationship with a
technology vendor's design team. To the extent that they plan to share our story, nationally and internationally,
Florida (the State and University) will be seen as a model.
Florida (this project specifically) is the only state project to attempt, on the scale of more than a handful of
newspapers, to seek permissions from publishers.
Our counterparts in Georgia and Kentucky, for example, have reported that they avoided similar projects fearing
copyright complications. Georgia has continued microfilming under increasing pressure from aging equipment,
limited supplies, and distribution systems. Kentucky has placed its filming program on hiatus as it considers its
options. Similar reports are coming from NDNP project institutions, fearing that newspaper publishers will demand
continuing fiscal compensation for continued public access to their states' newspapers.
Florida small and medium sized independent newspaper publishers have allowed us Internet Distribution Rights
freely, with only one exception. Most see distribution rights as a trade: distribution in exchange for free archiving.
Some see the long term availability of their newspapers with the hope that long term use may support increase
advertising revenue generation. Most, however, when they have said something, have indicated that they are acting
in the community interest.
Some of our newspaper publisher contacts have taken this concept further. And, again, here too, Florida is a. With
electronic markup, they've suggested that they may give us the electronic files obviating digitization entirely, together
with start-up funding. (Unfortunately, consideration of this project extension must wait until we've launched this
LSTA project's more rudimentary routines for the much larger number of newspapers that do not yet compose
electronically.)
The success of this project very much depends upon our ability to bring additional resources to the table. UF, as
committed, will bring Student Assistant cost share to the table; but it is also bringing additional resources:
o More than $70,000 in library and endowment budget for additional equipment
o More than $9,000 in endowment budget for additional server storage space.
o Development, through other granting, of additional text conversion systems priced at more than $18,000.
o More than $11,000 in endowment budget for JPEG 2000 image compression software without which the
very large (25 MB to 75 MB) digital files being created by the project could not be displayed to users in any
reasonable time. (N.B. the new JPEG 2000 server was recent brought on-line; and, we prepare to mount
images for test delivery.)
o More than $35,000 in programming staff time for the development of a user-friendly search and display
interface over the top of Greenstone "freeware".

LSTA OUTCOMES PLAN

Activities:
Hire, train, and supervise project staff
Existing staff employed, working toward project goals preparing newspapers for digitization.
Purchase equipment
Purchase delayed resulting from internal mis-communications. Bid now on the street- to close later this month.
Pending purchase, we are using pre-existing albeit slower equipment to advance items in the historical queue.
1990 issues representing 103 titles have been digitized.
Additionally, pending project equipment, the Center has begun to use a scanner purchased (for $38,000 not listed on
Expenditure sheet, not needed for cost-share) with its Endowment funds. We have been able to quickly digitize
annual run of the Bradford County Telegraph. We'll continue to use this equipment as to recover lost time.
Incidentally, this new camera was not on the market when we drew up project bid specs. UF Libraries has now
committed funds for the purchase of an additional unit (at a lowered cost of $34,450 also not listed on Expenditure
sheet, not needed for cost-share), which is slated for an early June arrival.
The new scanner performs with 4 times the speed of the originally specified equipment. Grant bid is being redirected
to this new unit, and additional scanners will be purchased. The full compliment of scanners will give us the desired
parity with microfilm cameras and allow us to take the full queue digital.
Digitize, markup and serve all issues of designated newspapers between January 1, 2006 and June 30, 2006

Create a newspaper digitization manual (from historic newspaper film sources)
In draft, pending reviewers comments and revision.
Final version will be compliant with U.S. National Digital Newspaper Program specifications.
Procedures are currently being pre-tested by U. Central Florida in its IMLS funded grant (n.b., funding for this pretest
is not being accounted against UF's LSTA grant). A second pre-test, by U. North Florida in collaboration with UF is
also underway. To these will added historic newspapers also from microfilm generated by UF with funds from other
grants (IMLS and NEH, not reported in Expense sheet; not cost-share per federal regulation.)
Create Web interface and database
Systems run by the Florida Center for Library Automation could not be configured to accommodate newspapers. UF
designed and launched new technologies, under Greenstone freeware, that will accommodate newspapers.
The newspaper tool-kit has not been fully implemented. This is tentatively scheduled for the summer. Until then, we
may make newspapers available in a more rudimentary (more microfilm reel-like) fashion, i.e., searchable text will be
deployed in a phase 2 launch.
Develop publicity materials to be used by participating newspapers and for distribution to local libraries and
schools
