4 INDIAN RIVER COUNTY The en-USMental Health Association of Indian River en-US County is launching a program at local high en-US schools to provide life skills training for en-US ninth graders, crisis and therapeutic en-US intervention for students displaying en-US behavioral health risk factors, and critical en-US response services for any incident affecting en-US large portions of the student population.en-US Ninth graders attending Vero Beach High en-US School and Sebastian River High School will en-US participate in the program. A clinical team en-US member will lead structured teaching en-US modules as part of the academic day.en-US The partnership with the School District en-US of Indian River County and the Indian River en-US County Hospital District is being funded en-US with $76,000 from the hospital district.en-US We are grateful for the opportunity to en-US positively impact the lives of high school en-US students in Indian River County and to en-US promote their safety and wellness through en-US prevention services and the development of en-US needed skills, said MHA Clinical Director en-US Jeanne Shepherd. The moniker was unfortuen-US -en-US nately applicable again in 2016 and now en-US again in 2018.en-US Red tide has killed at least 1,100 Florida en-US manatees over the last 23 years. Others are en-US victims of the toxic cyanobacterial bloom en-US associated with discharges from Lake en-US Okeechobee, said Ms. Holbrook. Together, en-US these algae blooms consume oxygen from en-US the water, cause respiratory and neurologien-US -en-US cal distress, and kill acres of aquatic vegetaen-US-en-US tion essential to manatee survival.en-US Floridas waters are in crisis, said Dr. en-US Tripp. Because blooms now occur so freen-US -en-US quently, they are no longer characterized as en-US unusual mortality events. The organism that en-US causes red tide is naturally-occurring. The en-US input of human-generated pollution into en-US our coastal waters, which causes that organen-US -en-US ism to bloom and wreak havoc, is far from en-US natural. The same is true for the various en-US algae blooms that have occurred in the Indien-US-en-US an River Lagoon in recent years, resulting in en-US the deaths of manatees, dolphins, fish, and en-US sea birds, and the loss of tens of thousands en-US of acres of vitally-important seagrass.en-US Singer Jimmy Buffett started Save the en-US Manatee Club in 1981 with Bob Graham, en-US former Florida Governor and U.S. Senator. en-US While talking backstage at one of his conen-US -en-US certs, the two men shared their mutual conen-US -en-US cern for manatees. 9 en-USINDIAN RIVER COUNTY The en-US Health Department is warning that outdoor en-US cats pose health problems, and it is looking en-US for common ground with interested parties en-US to find humane solutions.en-US In a report titled Free-roaming Cats & en-US Public Health Risks presented to the Indian en-US River County Board of Commissioners Oct. en-US 23, Miranda Hawker, Health Officer for the en-US Florida Department of Health in Indian en-US River County, and Tad Stone, the countys en-US Emergency Services Director, made the case en-US for humanely removing cats from the outen-US -en-US doors.en-US They found allies in the Audubon Society, en-US which called for the removal of outdoor cats en-US from the landscape.en-US According to the Health Dept. report, en-US there are an estimated 38,000 pet cats in en-US Indian River County. Of those, 66 percent, en-US or 25,000, spend all or part of their lives outen-US -en-US doors.en-US Add to that an estimated 30,000 stray or en-US feral cats in the county, and the total is en-US 55,000 or more cats spending at least some en-US time outdoors. When we use the term en-US free-roaming, we need to include not only en-US those stray and feral cats that grew up in the en-US wild, but also owned animals who spend en-US time outside unattended, Ms. Hawker told en-US the Commissioners.en-US The numbers of estimated cats in the en-US county are probably low. Theres about one en-US feral cat per every two households in a comen-US -en-US munity.en-US This past May we had a rabies alert. en-US There is a back-story to that rabies alert. We en-US had an open feeding within 300-feet of a en-US rabid cat attack. We had attempted repeaten-US -en-US edly to cite the person doing the feeding. en-US Weve had two rabies deaths in Florida in en-US Oct. 2017 and Jan. 2018. Prior to this we had en-US not had a rabies death in Florida in 60 years. en-US We frequently see rabid outdoor cats due to en-US outside feeding and commingling with racen-US-en-US coons.en-US The Health Dept. challenged the notion en-US that trap/neuter/release or return is safe.en-US The basic idea when you talk about trap/en-US neuter/release or return is that an animal is en-US trapped, theyd be spayed or neutered and en-US given one rabies vaccine, and released back en-US to where they were found, Ms. Hawker said. en-US One vaccination for rabies does not confer en-US immunity. That requires a rabies vaccinaen-US-en-US tion, a booster a year later, and then every en-US one-to-three years. Often these feral cats are en-US immune suppressed, and other wildlife is en-US attracted to feeding stations.en-US Tony Brown of the Indian River NAACP en-US spoke of the burden outdoor cats add to a en-US community like Gifford.en-US This is a community that already has a en-US multitude of problems, Mr. Brown said. en-US TNR does not solve the root problem. And en-US in this community, how often do you think en-US that someone who is scratched or bitten en-US would report it? With all the other health en-US factors, the poverty? What happens when en-US someone in this community gets rabies? To en-US me this is Def Con 3 in a community such as en-US Gifford.en-US In addition to the disease risk, Ms. Hawken-US-en-US er said Its not a good environment for en-US them outside. They are a domestic animal.en-US Please keep in mind that domestic cats en-US are not wild animals, and releasing them en-US into the wild treats them as if they are. We en-US want to talk about possible solutions, Ms. en-US Hawker said. My intent in terms of public en-US health is not to demonize cats. My intent is en-US to talk about protecting cats, and protecting en-US people. Because when you protect cats, en-US youre protecting the public health.en-US Dr. David Cox from Audubon Florida en-US and Pelican Island Audubon also spoke.en-US We recognize that domestic cats provide en-US many benefits to people, including companen-US-en-US ionship and comfort, Dr. Cox said. We en-US also recognize that free-ranging cats kill bilen-US -en-US lions of birds and small mammals in the en-US U.S. each year. Audubon supports responsien-US -en-US ble pet ownership, to keep domestic cats en-US indoors or controlled on a leash, and to en-US manage feral cat overpopulation by estaben-US-en-US lishing alternatives to feral cat colonies.en-US Cats are instinctive hunters, Dr. Cox en-US continued. They hunt to kill whether fed or en-US not. Outdoor domestic cats and feral and en-US stray cats prey upon native birds, small en-US mammals, reptiles, and amphibians. Outen-US -en-US door domestic casts lead short, brutal lives, en-US exposed to many risks.en-US According to Pelican Island Audubon, en-US cats in Indian River County kill as many as a en-US million birds and up to eight million small en-US mammals in Indian River County annually.en-US We support efforts to educate and en-US encourage cat owners to keep cats indoors en-US or controlled on leashes when outdoors, and en-US to have their pets spayed or neutered, Dr. en-US Cox said. We support the humane reducen-US -en-US tion of feral cat colonies.en-US We support the passage and enforceen-US-en-US ment of local ordinances prohibiting estaben-US -en-US lishment of feral cat colonies and the release en-US of feral or unwanted cats outdoors. We en-US oppose ordinances that condone or legalize en-US the deliberate establishment of feral cat col en-US-en-US onies. Trap/neuter/re-abandon appears en-US advantageous to one species cats and en-US harmful to many dozens, perhaps hundreds en-US of other species. To protect our threatened en-US wildlife we must humanely remove domesen-US-en-US tic cats from the landscape.en-US There are humane alternatives to TNR en-US like increased adoption, widespread low en-US cost spay/neuter and vaccination clinics, en-US Ms. Hawker concluded. In some parts of en-US the country there are enclosed cat sanctuaren-US -en-US ies where un-adoptable cats are safe.en-US What were talking about is prevention. en-US In the 60s and 70s people let their dogs en-US roam outside. Now they dont do that anyen-US-en-US more, and youve seen a reduction in canine en-US rabies. We want to see prevention, to teach en-US new behaviors, to value cats as indoor pets. Mr. Jones and his en-US neighbors built the Orchid-en-US Narrows Road which is now en-US known as Jungle Trail, listed in en-US 2003 on the National Register of en-US Historic Places.en-US In 1907, Mr. Jones built a dock en-US to aid in commerce along the en-US river. The river and that dock en-US were featured in the movie There en-US Goes the Bride.en-US The county purchased the en-US parcel and dock from the Jones family in en-US 2011, with assistance from the Florida en-US Communities Trust. The county committed en-US to implement a management plan, and that en-US is the plan being finalized now.en-US The projects many objectives include to en-US provide for public walking trails and en-US wetland viewing; restore and create en-US wetlands and uplands; convert land to en-US provide additional treatment of stormwater en-US runoff prior to discharge into the Indian en-US River Lagoon; use lagoon waters for base en-US flow through the created wetlands, allowing en-US for creation of salt marsh habitat; provide en-US refuge for wildlife; remove exotic vegetative en-US species; and provide public education en-US including ample signage that emphasizes en-US conservation and sustainability.en-US The plan will include buildings and en-US restrooms, parking, trails, and an outdoor en-US classroom. The county plans to have en-US monthly education programs on site.en-US The main house that exists on the property en-US will be elevated, repaired and re-purposed en-US into a museum and nature center. Many en-US additional wading birds, songbirds, raptors, en-US small mammals, fish and aquatic en-US invertebrates are also expected to use the en-US salt marsh.en-US A one-mile loop walking trail will be en-US constructed, with a shorter trail for visitors en-US preferring a quicker walk. Observation en-US boardwalks may be constructed to provide en-US scenic views.en-US Also under consideration is development en-US of community gardens, including a native en-US plant nursery to cultivate plantings for en-US public lands throughout the county.en-US Indian River County has received a en-US $130,000 Florida Inland Navigation District en-US grant to aid construction. The perfect putting en-US surfaces where the ball tracks true and the en-US speeds are identical on every green.en-US Most of us have watched or attended the en-US Honda Classic at PGA National in Palm en-US Beach Gardens. The resort has been home en-US to the Honda Classic, the Tours longest en-US running sponsor, since 2007. Over that time en-US the Champion Course has seen several en-US renovations and tweaks to both challenge en-US the pros and make them more comfortable.en-US After the sun set on this years event back en-US in early March, the Tour and the resort en-US heard a lot of comments from the players. en-US Most were not the kind you want to hear en-US from the people who make your brand en-US popular. The players were not thrilled at all en-US with the greens. They complained about the en-US surfaces being too different from one hole en-US to the next. They didnt like that some of en-US them had bare spots that had more green en-US sand than grass.en-US The PGA Tour and PGA National Resort en-US got together and decided the time had come en-US to renovate the greens. Over the past few en-US years some other components of the course en-US have seen attention. The bunkers have been en-US rebuilt, tees have been added to change en-US angles and add distance, and even some en-US trees have been planted or removed. It was en-US time for some attention to be paid to the en-US greens.en-US Jack Nicklaus Design, which has overseen en-US most every tweak or change made to the en-US Champion Course over the past two en-US decades, was again brought in. Over time en-US the grass around the greens creeps in and en-US encroaches on the putting surface, making en-US them smaller and smaller over the years. en-US The Tour wanted to get the greens back to en-US their original size and remove all the en-US encroaching grass on the fringe or collars.en-US By returning the greens to their original en-US size, there will now be more places for the en-US Tour to put the pins over the course of en-US tournament week. Some will be completely en-US new, giving the pros a hole location that en-US they have yet to see when playing the event en-US at this course.en-US In all, an average of just over 800square en-US feet was added to each green. Couple that en-US with bringing back the undulations the en-US greens used to have, and you get greens that en-US will certainly challenge the best in the en-US business.en-US The Tour also likes that the greens are a en-US bit firmer and the new drainage system en-US under the greens complexes will allow the en-US staff to better control just how firm and fast en-US the greens are for not only the Honda en-US Classic, but for resort guests as well.en-US Work began on June 4, and was completen-US -en-US ed the first week of October, with the course en-US re-opening for play on Oct. 3. A lot of work en-US was done in just four months. The old layer en-US of grass was stripped and removed. New en-US drainage was built, and a new subsurface en-US was constructed. Then the new irrigation en-US was put in, followed by new Tiff Eagle en-US Bermuda for the final putting surface.en-US After the ribbon-cutting ceremony, we en-US teed up to give the course a thorough en-US testing. You immediately notice how en-US well-groomed the entire course is. Having en-US followed many of the players around at the en-US Honda Classic and having played the course en-US a couple years ago, I am well aware of what en-US the greens used to look like. The size of the en-US greens immediately jumped out to me. en-US They are noticeably larger and some of the en-US pin placements we had for the day, were en-US ones the course hasnt been able to use since en-US last century.en-US The course is best known for the Bear en-US Trap. Holes 15 through 17 are where Jack en-US Nicklaus decided to truly challenge the en-US players and guests. The holes were difficult en-US before. Adding a few more spots to place en-US the pin on 15 and 17, and making 16 green en-US a lot bigger than I ever remember it being, en-US will just add to the difficulty and pressure.en-US I did my best to appease the golf gods and en-US hit a ball in the water at each of the three en-US holes. Hopefully the leader has better luck en-US than I come late February.en-US The best way to play the Champion en-US Course and test your game against one of en-USthe toughest venues on the PGA Tour is to en-US stay at PGA National Resort & Spa.
