4 en-USINDIAN RIVER COUNTY A large en-US crowd packed the Indian River County en-US Commissioners meeting on Oct. 16, many en-US calling for a ban on the sale of dogs and cats en-US in pet stores.en-US The issue was initiated by a request to en-US speak from Vero Beach resident Nicole en-US Capobianco, who wants the county to ban en-US the sale of dogs and cats in pet stores.en-US I am here today as an advocate against en-US consumer fraud and animal cruelty, Ms. en-US Capobianco began. She went through a en-US detailed power point presentation explainen-US-en-US ing puppy mills, commercial breeding facilien-US-en-US ties for the mass-production of dogs for en-US resale. The corresponding facility for kittens en-US is called a cattery.en-US Some of Ms. Capobiancos presentation en-US focused on breeding females being kept in en-US intense confinement, often exposed to the en-US elements. After detailing conditions in en-US puppy mills, Ms. Capobianco drew a conen-US -en-US nection between the mills and pet stores.en-US Pet stores are sourced by puppy mills, en-US Ms. Capobianco said, challenging the claim en-US of pet store owners to be buying only from en-US USDA-licensed and regulated breeders.en-US Ms. Capobianco said that many puppies en-US from pet stores suffer illnesses that may not en-US appear until after purchase, resulting in en-US costs of thousands of dollars to the consumen-US -en-US er.en-US After drawing a distinction between en-US responsible breeders and puppy mills, Ms. en-US Capobianco said No responsible breeder is en-US selling their puppy to a store for resale.en-US Ms. Capobianco also discussed Floridas en-US Lemon Law for puppies, which says that en-US the purchaser is legally entitled to know the en-US name and address of the breeder, and that en-US such information is supposed to be included en-US with the dogs certificate of inspection. Ms. en-US Capobianco claimed that the Vero Beach en-US pet store Pets Around the World is not en-US including that information, and is refusing en-US to give it to those who request it.en-US Ms. Capobianco also alleged that the en-US store is not paying for veterinary bills as en-US they are required to do by law.en-US We want Indian River County to please en-US join the 55 other Florida municipalities and en-US say no. Say no more to this commerce. This en-US business model is not only inhumane, but it en-US is consumer fraud, and now a major health en-US concern.en-US Commissioner Bob Solari asked if there en-US was a way to just ban the sale of puppy mill en-US dogs, not the sale of any dogs. Ms. Capobien-US -en-US anco replied that the pet store should en-US instead work with shelters and rescues in en-US the county that need help placing dogs, as en-US some other local pet supply stores do.en-US Pets Around the World store owner Greg en-US Doherty appeared, along with his attorney, en-US Alan Whitehead.en-US Pets Around the World has been in busien-US -en-US ness in Vero Beach for about 1 year, Mr. en-US Whitehead said. Prior to that, he operated a en-US pet store in the Melbourne area for about 20 en-US years. He has placed literally thousands and en-US thousands of puppies.en-US We believe some unfair attention and en-US criticism has been levied upon Pets Around en-US the World and Mr. Doherty, Mr. Whitehead en-US said.en-US This is a viable Indian River County en-US business that employs people and is an asset en-US to the community, not a detriment. We take en-US serious issue with any claim that there is en-US some sort of fraud going on with this busien-US-en-US ness. As it relates to the allegations of puren-US -en-US chasing from puppy mills, Pets Around the en-US World, Doherty Inc. does not purchase pupen-US -en-US pies from puppy mills. They purchase pupen-US -en-US pies from AKC-approved and governen-US-en-US ment-approved home breeders and en-US family-type breeding facilities. They do not en-US rely on puppy mills for their puppies. They en-US actually do site visits to the breeders that en-US they do receive puppies from, and verify the en-US conditions, how the puppies are being cared en-US for and treated.en-US Commissioner Peter OBryan asked how en-US they distinguish a puppy mill from a reputaen-US -en-US ble family breeder.en-US Mr. Whitehead introduced veterinarian en-US Debbie Butler, the vet for the pet store, who en-US said these dogs are bred within the home. en-US They breed them maybe once a year. We go en-US to the house, and we talk to the people. en-US Several members of the public spoke, en-US including claims of sick puppies being puren-US -en-US chased at Pets Around the World.en-US After more than two hours of debate, the en-US Commissioners decided that they would en-US schedule another public debate on the issue en-US before voting. If they really wanted to help Florida en-US Schools with the money raised from the en-US Lotto, they need to revamp this system. If en-US the LOTTO reaches 20 million, anything en-US after that could be separated into 5 million en-US dollar jackpots where the chances of winen-US -en-US ning go from 300,000 billion to something en-US within reason. Far too often, no one wins en-US these huge jackpots and who isn;t happy en-US when you see that a group of 20 people en-US from a business are all the lucky winners en-US and get to spread the wealth a lot farther. I en-US don;t know anyone who would not accept a en-US mere five million as opposed to the ridicuen-US -en-US lous 970 million offered in Fridays jackpot. en-US And we all know the money that was supen-US -en-US posed to go to the schools may go to the en-US schools but monies the schools were getting en-US before the LOTTO, have been taken out of en-US the budget. Water is a preen-US-en-US cious commodity. One day you will turn on en-US your faucet and nothing will come out en-US because we have not put enough effort into en-US conserving our water. In Florida, we en-US not only need it to survive; for many of us, it en-US is our bread and butter. en-US If everyone just did a few things a day to en-US conserve water and take care of the world en-US around us by turning off the faucet when en-US you brush, picking up three pieces of trash en-US everytime you go to the beach and so many en-US more little things, this world would be a lot en-US cleaner and healthier.en-USFor the sake of the futureen-USIf you feel climate change is a conspiracy en-US theory; exactly what research have you done en-US to arrive at your conclusion?en-US Did you read the NASA site that states more than 97 percen t of actively publishing en-USclimate scientists agree that climate warmen-US -en-US ing trends over the past century are en-US extremely likely due to human activities?en-US Have you researched the many major en-US societies such as the American Meteorologien-US -en-US cal Society that agrees with this premise?en-US Do you know Miami Beach has impleen-US-en-US mented a major pumping system to pump en-US out encroaching water since the city floods, en-US even on sunny days?en-US No, this is not fake news and you can en-US drive down there to see it with your own en-US eyes.en-US Moral of the story, dont believe every en-US conspiracy theory you read on the internet.en-US Be an independent thinker and do en-US research to get various opinions and then en-US decide for yourself.en-US Be wary of special interest groups (such as en-US the oil and gas industry) who have a moneen-US -en-US tary stake behind denying climate change.en-US Visit and see what they have to en-US say. 7 en-UShour limit back to the old two-hour limit. en-US The Council decided to return to the two-en-US hour limit for Ocean Drive and side streets en-US near the beach. Council also decided to en-US allow Cardinal Drive to remain three-hour en-US parking for now.en-US Parking signs should be changed very en-US soon to reflect the new time limits.en-US The Council also wants a stricter enforceen-US -en-US ment of existing parking regulations, peren-US -en-US haps with an increase in parking finds from en-US $20 to $50.en-US Vice Mayor Lange Sykes said that the en-US public wants some sort of action regarding en-US parking, and these changes are things Counen-US-en-US cil could do quickly and easily.en-US Director of Public Works Monte Falls told en-US Council he could change the parking signs en-US very quickly, but that to change the rates on en-US the fines would require an ordinance and a en-US public hearing. Mr. Falls said they would en-US also look into whether state law allows for en-US an increase in the second and third offense.en-US City Attorney Wayne Coment added that en-US if people are removing parking enforcement en-US chalk marks from tires, there is a $100 fine.en-US Use of an app-based or kiosk parking en-US meter system, which have been discussed at en-US prior City Council meetings, has returned en-US to the front burner again. At the request of en-US Council, Mr. Falls and the Public Works en-US staff prepared a memo outlining a variety of en-US parking systems. Mr. Falls said that there are en-US two main technologies in parking manageen-US-en-US ment, the mobile application software sysen-US -en-US tems, and the physical meter/kiosk based en-US systems.en-US The app-based and kiosk-based systems en-US both offer payment by credit or debit card. en-US There are several types of systems.en-US Mr. Falls explained that the parking sysen-US -en-US tems under consideration would include all en-US the parking spaces in the beach district. The en-US only places where there would be free parken-US -en-US ing are on Conn Beach, Jaycee Park and en-US South Beach.en-US Councilmember Laura Moss said that en-US City Hall had received more than 300 emails en-US against paid parking of any kind, and not en-US one in favor of it. Ms. Moss feared that paid en-US parking would result is a loss of the sense of en-US community that Vero Beach has.en-US City Council is also considering the posen-US-en-US sibility of building a parking garage. Mayor en-US Harry Howle said that if the city is serious en-US about providing long-term parking relief, en-US then they need to look at obtaining a parken-US -en-US ing garage.en-US Apart from the cost factor, Mr. Sykes en-US asked how they would enforce requiring en-US hotel or restaurant employees to park there. en-US In addition, requiring employees to park in en-US one particular lot would likely require a en-US shuttle system to bring them to and from en-US their cars, operating late enough for those en-US staff who dont get off their shifts until 2 en-US a.m.en-US After much discussion, Council asked en-US Mr. Coment to work on an ordinance en-US increasing parking fines, and asked Mr. Falls en-US to put together numbers regarding the cost en-US of a parking garage. Staff were also asked to en-US obtain more information on the various en-US kiosk parking meter systems.en-US Other than changing the time limits, no en-US further decision on the other options has en-US been reached, though it does appear that the en-US Council would like to reach a decision on en-US those options soon. This will be a rolling en-US operation Monday-Saturday.en-US According to the FWC, red tides produce en-US toxic chemicals that are harmful to marine en-US organisms, people, and pets. The K. brevis en-US organism found in Florida produces breveen-US -en-US toxins that affect the central nervous system en-US of fish and other vertebrates, causing the en-US animals to die. Waves break open K. brevis en-US cells and release the toxins into the air, leaden-US -en-US ing to respiratory irritation and serious illen-US-en-US ness. The toxins also accumulate in oysters en-US and clams, which can lead to Neurotoxic en-US Shellfish Poisoning in people who consume en-US them.en-US Red tides can appear red or brown, or can en-US remain normal color. According to the en-US FWC, red tides can last as little as a few en-US weeks or longer than a year. They can suben-US -en-US side and then reoccur. The duration of a en-US bloom depends on physical and biological en-US conditions that influence its growth and en-US persistence, including sunlight, nutrients en-US and salinity, and the speed and direction of en-US wind and water currents.en-US Regarding the debate over the role of en-US man-made nutrient sources, the FWC says en-US that red tide normally develops at least 10 en-US miles offshore, away from the heavy conen-US-en-US centrations of nutrients associated with en-US agricultural runoff. However, once the red en-US tide moves closer to shore, the man-made en-US nutrients can acceleren-US -en-US ate and sustain its en-US growth.en-US Red tide is a natural en-US phenomenon, though en-US human activities exacen-US -en-US erbate its impact, Dr. en-US Maryam Ghadiri, en-US Director of Education en-US and Research at the en-US Environmental Learnen-US-en-US ing Center, told Homeen-US -en-US town News. We colen-US-en-US lectively can take en-US several actions that en-US help to reduce the en-US severity of the red tide. en-US Planting natives, picken-US -en-US ing up after our dogs, en-US using less fertilizer and en-US checking our septic en-US tanks more regularly en-US reduce the amount of en-USnutrients that ends up en-US in our water system that feed the algae. 12 en-USVERO BEACH The 26th Annual en-US Samaritan Center Soup Bowl will be held at en-US about 46 serving sites on Thursday, Nov. 1. en-US Lunch will be served from 11:30 a.m.-1:30 en-US p.m. and dinner locations will serve from en-US 4:30-7 p.m.en-US At least 70 local restaurants will supply en-US the soup which will be served at local places en-US of worship. Business locations provide their en-US own soup. en-US The Soup Bowl raises awareness and en-US funds for homeless families in Indian River en-US County. It benefits The Samaritan Center, en-US which provides transitional housing for en-US homeless families with dependent children en-US in Indian River County. Samaritan Center is en-US a program of Catholic Charities of the Dioen-US-en-US cese of Palm Beach.en-US The Soup Bowl has turned into county en-US ritual, said Renee Bireley, Program Adminen-US -en-US istrator. Soup Bowl originated more than en-US 25 years ago when the Samaritan Center en-US Advisory Board brainstormed ideas on a en-US community fundraiser that would bring en-US awareness to the homeless population and en-US would be affordable enough for everyone to en-US attend. From that meeting, the Soup Bowl en-US was born. en-US The fundraiser asks for a minimum donaen-US -en-US tion of $5 for a bowl of soup and $15 for a en-US soup-to-go; however, the idea is to donate en-US what you would have spent on that meal en-US had you gone out to eat instead.en-US Soup Bowl workshops started at the Vero en-US Beach Museum of Art in mid-August. More en-US than 1,000 wheel-thrown bowls were createn-US-en-US ed on and off campus by volunteer potters. en-US The bowls will be available at all Soup Bowl en-US locations for a minimum donation of $15 en-US on Nov. 1.en-US Handcrafted soup tureens, made by masen-US -en-US ter ceramicists, will be raffled. Chances cost en-US $1. The tureens are on display at the Vero en-US Beach Museum of Art through Thursday, en-US Nov. 1. Winners will be drawn on Nov. 3 at 8 en-US p.m. at the Artists Appreciation Party at the en-US Walking Tree Brewery.en-US Our facility was built by a community en-US coming together in 1990 to donate funds to en-US build our facility, said Ms. Bireley. Now, en-US the whole community continues to come en-US together each year to support us with Soup en-US Bowl. It is quite impressive. We have more en-US than 40 local artists and volunteers helping en-US during the Soup Bowl workshop, hundreds en-US more who volunteer at the serving sites, en-US more than 70 chefs who prepare hundreds en-US of gallons of soup, plus our staff and advisoen-US -en-US ry board members who organize it all en-US behind the scenes.en-US To view all the soup locations, view the en-US Community Map Link at en-USwww.communityen-US -en-US bowl/map/2294926.en-US To learn more about Samaritan Center or en-US get more information about Soup Bowl, en-US please call (772) 770-3039 or emailen-US rbireley@en-US'Introduction to Genealogy' en-US class scheduleden-USIntroduction to Genealogy classes will be en-US offered at the Indian River County Main en-US Library, 1600 21st Street, Vero Beach.
