4 en-USINDIAN RIVER COUNTY A large en-US crowd packed the Indian River County en-US Commissioners meeting on Oct. 16, many en-US calling for a ban on the sale of dogs and cats en-US in pet stores.en-US The issue was initiated by a request to en-US speak from Vero Beach resident Nicole en-US Capobianco, who wants the county to ban en-US the sale of dogs and cats in pet stores.en-US I am here today as an advocate against en-US consumer fraud and animal cruelty, Ms. en-US Capobianco began. She went through a en-US detailed power point presentation explainen-US-en-US ing puppy mills, commercial breeding facilien-US-en-US ties for the mass-production of dogs for en-US resale. The corresponding facility for kittens en-US is called a cattery.en-US Some of Ms. Capobiancos presentation en-US focused on breeding females being kept in en-US intense confinement, often exposed to the en-US elements. After detailing conditions in en-US puppy mills, Ms. Capobianco drew a conen-US -en-US nection between the mills and pet stores.en-US Pet stores are sourced by puppy mills, en-US Ms. Capobianco said, challenging the claim en-US of pet store owners to be buying only from en-US USDA-licensed and regulated breeders.en-US Ms. Capobianco said that many puppies en-US from pet stores suffer illnesses that may not en-US appear until after purchase, resulting in en-US costs of thousands of dollars to the consumen-US -en-US er.en-US After drawing a distinction between en-US responsible breeders and puppy mills, Ms. en-US Capobianco said No responsible breeder is en-US selling their puppy to a store for resale.en-US Ms. Capobianco also discussed Floridas en-US Lemon Law for puppies, which says that en-US the purchaser is legally entitled to know the en-US name and address of the breeder, and that en-US such information is supposed to be included en-US with the dogs certificate of inspection. Ms. en-US Capobianco claimed that the Vero Beach en-US pet store Pets Around the World is not en-US including that information, and is refusing en-US to give it to those who request it.en-US Ms. Capobianco also alleged that the en-US store is not paying for veterinary bills as en-US they are required to do by law.en-US We want Indian River County to please en-US join the 55 other Florida municipalities and en-US say no. Say no more to this commerce. This en-US business model is not only inhumane, but it en-US is consumer fraud, and now a major health en-US concern.en-US Commissioner Bob Solari asked if there en-US was a way to just ban the sale of puppy mill en-US dogs, not the sale of any dogs. Ms. Capobien-US -en-US anco replied that the pet store should en-US instead work with shelters and rescues in en-US the county that need help placing dogs, as en-US some other local pet supply stores do.en-US Pets Around the World store owner Greg en-US Doherty appeared, along with his attorney, en-US Alan Whitehead.en-US Pets Around the World has been in busien-US -en-US ness in Vero Beach for about 1 year, Mr. en-US Whitehead said. Prior to that, he operated a en-US pet store in the Melbourne area for about 20 en-US years. Council also decided to en-US allow Cardinal Drive to remain three-hour en-US parking for now.en-US Parking signs should be changed very en-US soon to reflect the new time limits.en-US The Council also wants a stricter enforceen-US -en-US ment of existing parking regulations, peren-US -en-US haps with an increase in parking finds from en-US $20 to $50.en-US Vice Mayor Lange Sykes said that the en-US public wants some sort of action regarding en-US parking, and these changes are things Counen-US-en-US cil could do quickly and easily.en-US Director of Public Works Monte Falls told en-US Council he could change the parking signs en-US very quickly, but that to change the rates on en-US the fines would require an ordinance and a en-US public hearing.
