I served nearly 9 years as a prosecuen-US-en-US tor representing the people of the Florida en-US and Indian River County. I prosecuted en-US thousands of cases from DUI to First Degree en-US Murder. en-US I have spent 14 years in private civil pracen-US -en-US tice with the law firm of Menz & Battista. I en-US have been Board Certified in Criminal Trial en-US Law since 2005.en-US For the last 1-1/2 years, I have presided en-US over traffic court as a Civil Traffic Infracen-US-en-US tion Hearing Officer.en-US Q: What is the biggest issue concerning en-US your community right now that you can en-US affect in the office you seek and, if elected, en-US how do you plan on solving that issue?en-US A: One of the biggest issues is the amount en-US of taxpayer dollars spent for cases that are en-US appropriate for diversion. There is a Drug en-US Court Program availen-US -en-US able to individuals en-US charged with felony en-US possession of drugs en-US (cocaine, hydrocoen-US-en-US done) that have no en-US prior record where en-US the evidence indien-US-en-US cates the individual is en-US a user and not a seller. en-US However, there is no en-US such program for en-US someone charged en-US with possession of maren-US -en-US ijuana in County Court under those same en-US circumstances. Diversion programs not en-US only save taxpayer dollars but they also en-US reduce recidivism rates. It is time for diveren-US -en-US sion programs in County Court. Opioid en-US addition often leads to other crime such as en-US thefts and burglaries. en-US 8 en-USINDIAN RIVER COUNTY A new en-US economic study by the Economic Policy en-US Institute concludes that Indian River Counen-US-en-US ty has the 10th largest income inequality of en-US all counties nationwide. en-US When looked at by the slightly different en-US metropolitan area metric, the results look en-US even more alarming. The Sebastian-Vero en-US Beach metropolitan area had the fourth en-US largest gap in the country between the top 1 en-US percent and the bottom 99 percent.en-US The study found that income inequality en-US in the U.S. is the largest it has been since the en-US 1928 peak that preceded the Great Depresen-US -en-US sion.en-US Most large scale economic studies use en-US data that is several years old in order to en-US guarantee that the data is accurate and comen-US -en-US plete, and this report follows that pattern. en-US This exhaustive study reviewed data en-US through 2015, the last year for which the en-US study authors had comprehensive and relien-US -en-US able information from across the country. It en-US is expected that it will take a few more years en-US before adequate data exists to analyze post-en-US 2015 changes.en-US In other words, the study should not be en-US seen as an analysis of policies or trends from en-US the last few years. Rather, it studies trends en-US from 2009-15.en-US The report, titled The New Gilded Age, en-US finds that income inequality has risen in en-US every state since the 1970s, and has acceleren-US -en-US ated in most states since the Great Recesen-US -en-US sion.en-US From 2009-15, incomes of the top one en-US percent grew faster than the incomes of the en-US bottom 99 percent in 43 states and Washen-US-en-US ington D.C. The top one percent received at en-US least half of all income growth in nine states.en-US Overall, the top one percent in the U.S. en-US received 22.03 percent of all income in 2015. en-US That is only 1.9 percent below the pre-Deen-US -en-US pression peak of 23.9 percent in 1928.en-US Florida was one of only five states where en-US the top one percent had a greater income en-US share than that 1928 benchmark. To be in en-US the top one percent nationally, a family en-US needs an annual income of $421,926.en-US In Florida, the top one percent took home en-US 28.5 percent of all income in 2015, second en-US behind New Yorks 31 percent. The report en-US concluded that this makes Florida and New en-US York the two most unequal states.en-US Thirty metropolitan areas had top one en-US percent shares of income above 23.9 percent en-US in 2015. Shares were highest in Jackson, en-US Wyoming, (57.1 percent); Naples-Immokaen-US -en-US lee-Marco Island, (47.6 percent); Key West, en-US (45.1 percent); and Sebastian-Vero Beach, en-US (40.4 percent). In the Sebastian-Vero Beach en-US metro area, the bottom 99 percent took en-US home 29.4 percent of the income. en-US Seventy-eight counties had top one peren-US -en-US cent shares above 23.9 percent. Shares were en-US highest in Teton County, Wyoming, (59 peren-US -en-US cent). Indian River County was 10th at 40.4 en-US percent, followed closely by Martin County en-US at 40.3 percent. en-US In Indian River County, the average en-US income of the top one percent was en-US $2,921,375, versus $43,473 for the bottom en-US 99 percent.en-US The study authors blamed the disparity to en-US a large degree on the decline of unions, en-US resulting in a loss of worker bargaining en-US power.en-US While the degree of income inequality en-US differs across the country, the underlying en-US forces are clear, said study co-author Mark en-US Price, an economist at the Keystone en-US Research Center in Harrisburg, Penn. Its en-US the result of intentional policy decisions to en-US shift bargaining power away from working en-US people and towards the top one percent. To en-US reverse this, we should enact policies that en-US boost workers ability to bargain for higher en-US wages, rein in the salaries of CEOs and the en-US financial sector, and implement a progresen-US -en-US sive tax system.en-US Rising inequality affects virtually every en-US part of the country, not just large urban en-US areas or financial centers, said co-author en-US Estelle Sommeiller, a socio-economist at the en-US Institute for Research in Economic and en-US Social Sciences in France. Its a persistent en-US problem throughout the country in big citen-US -en-US ies and small towns, in all 50 states. en-US 9 en-USDr. Rendell said he discovered that $2.3 milen-US -en-US lion had been moved between accounts en-US without his authorization. Those funds, he en-US said, were responsible for dropping the conen-US -en-US tingency reserve below where it needed to en-US be.en-US While no ill intent was alleged and no en-US funds were missing, Dr. Rendell was clearly en-US displeased. He told the board and the public en-US that he had ordered the return of the funds en-US to the general operating fund. Dr. Rendell en-US also stated that the funds should not have en-US been moved by assistant superintendant en-US Carter Morrison without his authorization.en-US As I stated at the workshop, I was suren-US -en-US prised to see the end of the year unrestricted en-US fund balance of the tentative budget projecten-US -en-US ed to be as low as 3.5 percent, Dr. Rendell en-US said.en-US I pledged to you at the workshop that I en-US would take action to reduce the projected en-US expenditures and ensure that we are able to en-US maintain a projected unrestricted fund balen-US -en-US ance of at least five percent, if not higher. en-US Upon receiving the tentative budget book en-US on Friday, July 20, I began to review it page en-US by page. What I discovered was that at many en-US of our schools, 12 to be exact, there were en-US extremely large increases in the non-discreen-US-en-US tionary salary accounts.en-US These large increases in salary budgets at en-US these schools were not associated with en-US increases in teacher or other staff allocaen-US -en-US tions. In other words, the budgets for these en-US salaries at these schools were increased suben-US -en-US stantially without any associated increase in en-US staffing. By my estimate this increase in en-US funding was between two and three million en-US dollars.en-US Because of what I found out I met with en-US Mr. Morrison, one of our assistant superinen-US -en-US tendants, on Friday, July 27. At that meeting en-US I asked Mr. Morrison why the non-discreen-US -en-US tionary salary budgets at these various en-US schools was increasing so substantially en-US without an increase in staff. He stated that en-US on the afternoon of July 20, he inserted en-US approximately $2.3 million into these varien-US -en-US ous school accounts to cover a list of vacant en-US positions he had received from our position en-US control specialist.en-US My conclusion was that the transfer of en-US the $2.3 million was not necessary. I asked en-US Mr. Morrison who made the decision to en-US transfer the $2.3 million into these accounts. en-US He stated that he did it on his own. He made en-US the transfer without my knowledge or direcen-US -en-US tion.en-US Those transfers, Dr. Rendell said, brought en-US the projected unrestricted fund balance en-US down to three and a half percent, below en-US what the board was comfortable with. Dr. en-US Rendell said that he immediately contacted en-US each board member and told them what he en-US had discovered.en-US Dr. Rendell said that he then directed Mr. en-US Morrison to prepare new budget documents en-US that would reflect the return of the $2.3 milen-US-en-US lion back to the general operating fund.en-US The return of the funds that were inapen-US -en-US propriately transferred on July 20 resulted in en-US a projected fund balance of 5.7 percent. en-US That is a stark contrast to the projected en-US unassigned fund balance of 3.5.en-US I have also identified several other line en-US items in the budget that Ill be reviewing to en-US ensure that we do not have other accounts en-US that are not budgeted appropriately.en-US Board member Shawn Frost said that he en-US was very pleased with Dr. Rendells hanen-US-en-US dling of the situation.en-US The superintendent immediately turned en-US to that process and began looking through, en-US line by line, and found some, candidly, trouen-US -en-US bling things that hes taken action on, and en-US hes corrected, and Im sure well see ripples en-US of this over the next few weeks, Mr. Frost en-US said. But, having that demonstration of en-US leadership, I feel confident that were on the en-US right path. Dr. Rendell knows that the en-US expectation by me is that we will be above en-US five percent without impacting student proen-US-en-US grams.
