en-US 4 en-USTREASURE COAST The Treasure en-US Coast received mixed scores in the 2018 en-US Kids Count Data Book, released this week en-US by the Annie E. Casey Foundation. The en-US annual nationwide study uses 16 indicators en-US to rank each county across four domains en-US health, education, economic well-being and en-US family and community as an assessment of en-US child well-being.en-US None of the three Treasure Coast counties en-US scored as high as would be expected from en-US per capita income. Martin County, with the en-US third highest per capita income in the state en-US of $35,772, ranked eighth out of 67 counties en-US statewide in 2018.en-US Indian River County, with the seventh en-US highest per capita income of $31,918, en-US ranked 26th out of the 67 counties.en-US St. Lucie County, with the 32nd highest en-US per capita income of $23,296, ranked 40th en-US of the 67 counties.en-US Regardless of ranking, improvements en-US were noted in all three counties in economic en-US well-being, Florida Kids Count Director en-US Dr. Norn Dollard told Hometown News. en-US The picture in education was more mixed en-US across the three counties with Indian River en-US showing consistent improvement, but en-US mixed results in Martin and St. Lucie Counen-US -en-US ties.en-US The four education indicators examined en-US were percentage of young children not in en-US school (ages 3-4), percentage of fourth-graden-US-en-US ers not proficient in reading, percentage of en-US eighth-graders not proficient in math, and en-US percentage of high school students not graden-US -en-US uating on time.en-US Education was the domain that Indian en-US River ranked the best in at 19. Three of the en-US four educational measures improved in the en-US time the report covered. 4th graders profien-US-en-US ciency in reading was unchanged from the en-US last study.en-US Education was the domain in which Maren-US -en-US tin County had the highest ranking, with a en-US ranking of 7. Martin improved in the numen-US -en-US ber of 3 and 4 year olds in preschool and in en-US the number of students graduating on time. en-US There was decline in both 4th grade reading en-US proficiency and 8th grade math.en-US St. Lucie was ranked 33 of 67 in the eduen-US -en-US cation domain. The only measure that en-US improved was the graduation rate.en-US The four health indicators studied were en-US percentage of low birth-weight babies, peren-US -en-US centage of children without health insuren-US -en-US ance, rate of child and teen deaths per en-US 100,000 children ages 1-19, and percentage en-US of teens who abuse alcohol or drugs (ages en-US 12-17).en-US Health was similarly mixed although all en-US counties improved in health insurance coven-US -en-US erage for children and fewer teens using en-US drugs and alcohol, said Dr. Dollard. en-US St. Lucie scored best of the three Treasure en-US Coast counties in this domain with a ranken-US-en-US ing of 26. Improvements were observed in en-US the number of children with health insuren-US -en-US ance coverage and the decrease in the numen-US -en-US ber of youth who reported using drugs and en-US alcohol in the preceding 30 days. There was en-US no change in the number of low birth weight en-US babies and an increase in overweight and en-US obese 1st, 3rd, and 6th grade students.en-US Indian River County ranked 39 out of 67 en-US counties in the health domain. There was en-US progress in that the county had more chilen-US-en-US dren with health insurance coverage and en-US fewer teens who reported using alcohol or en-US drugs in the past 30 days over the five year en-US period of the report. As far as areas to focus en-US on for improvement, there were more chilen-US -en-US dren identified as obese or overweight, said en-US Dr. Dollard. There was no change in the en-US number of low birth weight babies in the en-US report period.en-US Health is the area in which Martin Counen-US-en-US ty had the least success and had a ranking of en-US 45 statewide. Although gains were observed en-US in health insurance coverage and in reducen-US -en-US ing the number of teens who reported using en-US drugs or alcohol, no change was observed in en-US low birth weight babies or in the number of en-US overweight or obese students.en-US The four economic well-being indicators en-US studied were percentage of children in poven-US -en-US erty (income of $24,339 for a family of two en-US adults and two children), percentage of chilen-US -en-US dren whose parents lack secure employment en-US (no full-time, year-round work), percentage en-US of children living in households with a high en-US housing cost burden (spend more than 30 en-US percent of pretax income on housing), and en-US percentage of teens not in school and not en-US working (ages 16).en-US Martin County was the best in the region en-US in the economic domain, with a score of 12. en-US Martin County had fewer children living in en-US poverty, a low unemployment rate, and en-US fewer households where 30 percent or more en-US of income was spent on rent or mortgage. en-US No change was observed in the number of en-US teens who were neither in school nor worken-US -en-US ing. en-USIndian River County ranked 32 in ecoen-US -en-US nomic well-being. The county had fewer en-US children living in poverty, more people en-US employed and there were fewer households en-US who expended 30 percent or more on housen-US -en-US ing. There was no change in teens not in en-US school and not working.en-US St. Lucie County showed improvements en-US in all four indicators in the economic en-US well-being domain. However, it only en-US achieved a ranking of 49 because greater en-US gains were observed in other counties.en-US The four family and community indicaen-US -en-US tors were percentage of children living in en-US single-parent families, percentage of chilen-US-en-US dren in families where the household head en-US lacks a high school diploma, percentage of en-US children living in high-poverty areas, and en-US rate of teen births per 1,000 females ages en-US 15.en-US Family and community indicators did en-US not show a consistent picture, though, en-US across the board, improvements were seen en-US in juvenile justice contacts, said Dr. Dolen-US -en-US lard.en-US Martin County was 29th out of the 67 en-US counties in family and community. Martin en-US County had more children living in houseen-US -en-US holds with a single head of household, and en-US more children with verified maltreatment en-US than it had five years earlier. It improved in en-US reducing the number of children living in en-US areas of concentrated poverty and in reducen-US -en-US ing the number of children who had conen-US-en-US tacts with the juvenile justice system.en-US In Indian River County, family and comen-US -en-US munity was the lowest of the domain ranks en-US with a ranking of 40 out of 67. There were en-US fewer children living in single parent houseen-US -en-US holds, fewer children with verified maltreaten-US-en-US ment and fewer children who had contacts en-US with juvenile justice. Since 2013, more than 53 million en-US pounds of sewage sludge have been dumped en-US on three ranches in western Indian River en-US County.en-US Of the 67 Florida counties, Indian River en-US County has the third highest acreage of land en-US application of human sewage sludge per en-US year according to a 2013 DEP summary en-US report, the Audubon alert continued. This en-US report precedes the thousands of tons of en-US dumping in Indian River County of waste en-US from outside the county from 2013 through en-US 2018.en-US It has been reported that authorities have en-US documented a surprising spike in the conen-US -en-US tamination of the large lake, Commissioner en-US Bob Solari said at the June 19 meeting. en-US Defining class B biosolids, Mr. Solari said en-US in short, it is the stuff that is flushed down en-US the toilet and treated to some extent at a en-US wastewater treatment facility.en-US Today, we do not know for certain the en-US extent of the pollution at Blue Cypress Lake en-US or the direct cause, Comm. Solari continen-US -en-US ued. We do know that some people believe en-US the cause of the pollution is the biosolids en-US that are being dumped on a ranch near Blue en-US Cypress Lake, and looking at the amount of en-US biosolids dumped on the ranch in past en-US years, and the significant increase in the en-US phosphorus levels over the same time perien-US-en-US od, there does appear to be a strong correlaen-US -en-US tion between the biosolids applications and en-US the deterioration seen at the Blue Cypress en-US Lake.en-US In an effort for clarity, various speakers en-US chose to use the more colloquial term en-US poop, rather than biosolids, so there en-US would be no question that the topic being en-US discussed is the spreading of human waste en-US on pastures and farmland.en-US Bryan Corrigan of Corrigan Ranch, en-US which has used biosolids on its land in the en-US past, said its been a year since his ranch has en-US used class B biosolids, but defended those en-US who still do.en-US People have been putting manure on en-US pasture for tens of thousands of years, Mr. en-US Corrigan said. It comes from en-US other counties to the south.en-US I dont want anybodys waste to continue en-US to be dumped here in our county, Comm. en-US OBryan said. If we can landfill it, so can en-US Miami Dade or Broward or Palm Beach. I en-US dont want to be other countys dumping en-US grounds.en-US If biosolids are the cause of the problem en-US at Blue Cypress Lake, they are not from our en-US county, Comm. Solari agreed. After some en-US treatment, Indian River County buries its en-US biosolids at the county landfill. So we in en-US Indian River County are not fouling our en-US own nest. Our nest is apparently being en-US fouled by partially treated biosolids from en-US the south.en-US This is being done even though this en-US activity should be subject to the strict reguen-US-en-US lation and oversight required by the Clean en-US Water Act. The Clean Water Act heavily regen-US -en-US ulates point source pollution, and the waste en-US under discussion here should be regulated en-US under point source rules. The biosolids en-US under discussion today should require an en-US EPA permit and monitoring. And I would en-US suspect that EPAs requirements would take en-US precedence over anything in Floridas Right en-US to Farm Act.en-US That law was the primary obstacle to local en-US action, the County Attorney said.en-US The Florida Right to Farm Act states that en-US a local government may not adopt any ordien-US -en-US nance, regulation, rule, or policy to prohibit, en-US restrict, regulate, or otherwise limit an en-US activity of a bona fide farm operation on en-US land classified as agricultural land, County en-US Attorney Dylan Reingold said.en-US The concern Ive got is there is an FDEP en-US permit currently issued for a Pressley Ranch en-US biosolids application site permit renewal. en-US From the standpoint of the Board prohibiten-US -en-US ing the dumping of human waste, DEP en-US has already authorized it at this location, en-US Mr. Reingold said, so the county could be en-US subject to a suit for a violation of the Florida en-US Right to Farm Act.en-US After County Administrator Jason Brown en-US and Mr. Reingold both urged that the counen-US -en-US ty move slowly and with caution, Comm. en-US Solari said to me, the risk is so great. Even if en-US we stopped dumping on land in Indian en-US River County today, youre going to have the en-US phosphorous thats already there in the land, en-US in the soil, thats moving towards Blue en-US Cypress Lake, the phosphorous thats en-US already in Blue Cypress Lake, thats now part en-US of the sediments, so youve got different legen-US -en-US acy loads that are building up as we sit here en-US today.en-US After discussing how much the county en-US has spent on restoring the lagoon to health, en-US Comm. Solari said If the Blue Cypress Lake en-US problem is as great as some think that it is, en-US and caused by what some say it is caused by, en-US I can only suspect that doing nothing in the en-US short term will lead to another 100 million en-US dollar problem down the road. The citizens en-US of Indian River County cannot afford this. en-US The health of the environment cannot en-US afford this.en-US Blue Cypress resident Charles Blank en-US thanked the commission for treating this as en-US an emergency.
