The increase is due en-US to a need to stabilize the stormwater fund en-US balance, generate additional revenue which en-US will help the city continue stormwater mainen-US-en-US tenance programs, replace equipment, and en-US prepare for future capital investment.en-US This increase will be effective throughout en-US the corporate limits of the City of Sebastian. en-US The stormwater fee is collected by the Indien-US -en-US an River Tax Collector on the annual tax en-US bill. Failure to pay the assessment will cause en-US a tax certificate to be issued against the en-US property which, the city warned, may result en-US in a loss of title.en-US In arguing for the increase, City Manager en-US Joe Griffin said Sebastian has fallen behind en-US on major stormwater projects. He said douen-US -en-US bling the stormwater fee would, over time, en-US pay for a potential $18 million seawall projen-US-en-US ect.en-US Mr. Griffin added that if there is a seawall en-US failure, it would take about two years to en-US receive permit approval and ten years to en-US replace the seawall. If council did not spend en-US the money now, they would have to spend it en-US later.en-US Mayor Jim Hill noted that stormwater has en-US been the biggest issue in Sebastian since at en-US least 1999. Council Member Ed Dodd said en-US that stormwater problems in the city are the en-US result of 30 years of neglect, and that the en-US infrastructure must be addressed now to en-US alleviate the cost and time required for street en-US repairs. Mr. Dodd said that the biggest proben-US -en-US lem is neighborhood drainage, and that the en-US best way to address that is for the city to en-US assume responsibility for the entire system en-US and fix it.en-US Residents speaking at the public hearing en-US had mixed feelings. Opponents of the raise en-US focused on the burden to residents who are en-US on a fixed income. Others asked that the en-US raise be increased gradually over time, rathen-US -en-US er than all at once.en-US Supporters of the raise argued that drainen-US-en-US age and seawall problems have been neglecten-US-en-US ed for too long, and that the result would be en-US not only neighborhood improvements, but en-US also improvements to the health of the en-US lagoon.en-US Resident Russell Herrmann said that en-US untreated stormwater runoff is the states en-US leading source of water pollution, and that en-US the economic value of the lagoon was also en-US tied to the value of real estate.en-US Tim Glover, President of the Friends of St. en-US Sebastian River said his group supported en-US the increase.en-US The increase, which begins in October, en-US applies only to residences. en-US 9 en-USand people.en-US FPL now has 14 solar plants in operation en-US across Florida in what it calls one of the en-US largest expansions of solar energy in U.S. en-US history. The company is the largest generaen-US -en-US tor of solar energy in Florida. The result, the en-US company says, is lower customer bills than a en-US decade ago.en-US The eight FPL solar plants that came on en-US line in 2018 are projected to generate more en-US than $100 million in customer savings en-US during their operating lifetime, over and en-US above the cost of constructing and operaten-US -en-US ing the plants.en-US In addition, FPL is developing a new baten-US-en-US tery storage technology that would expand en-US the benefits of solar even further. By increasen-US -en-US ing solar energy storage capacity, one of the en-US greatest challenges to solar energy, FPL says en-US it will be able to increase the amount of solar en-US energy a plant can deliver to the grid by en-US more than half a million kilowatt-hours per en-US year.en-US Once the battery storage technology is en-US perfected, FPL predicts that solar will proen-US -en-US vide more energy nationwide than coal and en-US oil combined.en-US FPL is also installing small-scale solar en-US arrays throughout the state, most funded by en-US voluntary resident contributions. In April, en-US the Sebastian City Council approved a new en-US solar project to be installed at the Splash Pad en-US at Riverview Park.en-US The agreement was made under FPLs en-US SolarNow program, which FPL describes as en-US an easy way to bring clean solar energy to en-US your communities.en-US Our SolarNow program allows customen-US-en-US ers to voluntarily contribute $9 a month to en-US support solar projects in the community, en-US said FPL Senior Product Development en-US Manager Anuj Chokshi. We utilize those en-US contributions to build solar projects within en-US the service territory at no cost to our hosts. en-US In Sebastian, we have over 100 residents en-US currently participating in the program. en-US FPL customers may volunteer to support en-US the program by paying the $9 fee on their en-US monthly bill. Customers may also choose to en-US not participate.en-US The Solar Canopy will use solar panels to en-US capture sunlight and generate electricity en-US that is fed into the local grid.en-US FPL President Silagy noted how far Florien-US -en-US das solar industry has come, winning conen-US -en-US verts along the way.en-US We continue this march in a new direcen-US -en-US tion for how we produce power, despite the en-US fact that it hasnt always been popular, Mr. en-US Silagy said. In 2001, FPL burned more oil en-US than any utility in America to generate elecen-US -en-US tricity, 41 million barrels of oil. All of it was en-US imported. Much of it came from places that en-US frankly dont support the United States. en-US Places where we send our finest young men en-US and women to go and defend our oil interen-US -en-US ests. We made a decision as a company that en-US we were going to change the way that we en-US produce power. We made a decision that we en-US were going to embrace new technologies en-US and wean ourselves off of foreign oil.en-US Over time, weve changed, quite a bit. en-US Last year we burned almost no oil at all. We en-US switched to domestically produced natural en-US gas, we expanded our nuclear facilities, and en-US we moved to solar. Because of that, we dont en-US have to rely on bringing oil in from places en-US where we shouldnt have to be fighting for en-US it.en-US For more information, visit www.FPL.en-US com/solar. The town expects to sign a en-US contract with a recycling hauler before en-US November, when the recently extended conen-US -en-US tract with Republic Services expires.en-US The new ordinance notes that town resien-US -en-US dents are already being charged for the seren-US -en-US vices of the county Solid Waste Disposal en-US District, and part of that assessment covers en-US the cost of processing recyclables.en-US Town Attorney Chester Clem said the en-US town already had a mandatory waste pick-en-US up ordinance, but not a requirement for en-US recycling. In order to have the lowest rates en-US possible in the franchise agreement now en-US being negotiated, he recommended mandaen-US-en-US tory recycling to make certain that Indian en-US River Shores has a known amount of recyen-US -en-US cling. en-US A mandatory program spreads the cost en-US equally and allows a better rate to be negotien-US -en-US ated or bid by prospective haulers.en-US The manner of collection, containers utien-US-en-US lized, dates and times of collection will be en-US addressed in the new franchise agreement en-US with the hauler. Every residential dwelling en-US will then be charged for recyclable collecen-US -en-US tion services.en-US Curbside recycling collection is provided en-US one day per week everywhere in the county en-US except Indian River Shores, where it is colen-US-en-US lected every other week. en-US Republic Services provides recycling en-US pickup in Indian River Shores. Waste Manen-US -en-US agement provides curbside recycling pick en-US up for all other areas of the county including en-US the cities of Fellsmere, Sebastian, Vero en-US Beach, and the town of Orchid.en-US County Administrator Jason Brown en-US attended the Indian River Shores meeting en-US and explained that when the county started en-US using rolling carts at curbs for recycling, en-US tonnage went up over 50 percent. Mr. Brown en-US said using the 64-gallon recycling cart causen-US-en-US es a massive increase over using the old en-US 18-gallon bins because it holds double the en-US volume. en-US Mr. Brown also noted that no county in en-US the state is yet meeting the 75 percent recyen-US -en-US cling level.en-US Under Indian River Shores current, volen-US -en-US untary program, all recycling is picked up en-US on Wednesdays. Recyclable items include en-US rinsed out containers, glass bottles or jars en-US with lids removed, bulk rigid plastics, scrap en-US metal, aerosol cans and aluminum foil proden-US -en-US ucts, dry recyclables such as newspapers, en-US catalogs, magazines, junk mail, phone en-US books, wrapping paper, paper bags, clean en-US pizza boxes, and flattened boxes including en-US soda or beer cartons.en-US For more about recycling in Indian River en-US Shores, visit hold-Yard-Waste-and-Recycling-Informaen-US -en-US tion.htmlen-US Upcoming changes will be posted en-US on the website and emailed to all residents en-US who have signed up for email news alerts. en-US For more information about any Indian en-US River Shores issue, visit, en-US call (772) 231-1771, or stop by the town hall en-US at 6001 North State Road A1A, Indian River en-US Shores.en-USIndian River Shores adopts mandatory recyclingen-USBy Mike

en-US 11 en-USrides will no longer be provided. Please en-US accept this letter as timely notification of the en-US school districts decision to non-renew the en-US transportation agreement.en-US According to figures provided by Jennifer en-US Idlette, the school districts Transportation en-US Director, the annual amounts in question en-US include roughly $8,800 for Dasie Hope, en-US $27,350 for GYAC, $8,550 for the Vero en-US Beach Boys & Girls Club, $19,800 for the en-US Sebastian Boys & Girls Club, and $14,165 en-US for the Fellsmere Boys & Girls Club. The en-US annual total for the estimated 268 students en-US using the bus service is about $78,670.en-US When the school board meeting began at en-US 6 p.m., the room was packed with parents, en-US teachers, and nonprofit representatives who en-US wanted to speak and had filled out speaker en-US cards. Board discussion of this item began at en-US about 7 p.m., with public input not starting en-US until after 9 p.m., well after many hopeful en-US speakers had left, unheard.en-US School Board member Laura Zorc en-US appeared as the momentary hero of the en-US nonprofit groups, receiving praise from en-US speaker after speaker for meeting with them en-US and seeking a solution that would continue en-US the busing.en-US Superintendent Dr. Mark Rendell said en-US that the free transportation to the nonprofen-US -en-US its had been identified by Ms. Idlette as a en-US potential area for savings. Dr. Rendell said en-US that Ms. Idlette had informed the three nonen-US -en-US profits last spring that the district would no en-US longer be able to provide this service at no en-US cost.en-US Before this decision is finalized by the en-US superintendent and the director of transen-US-en-US portation, I wanted us to have a board disen-US -en-US cussion of the cause and effects of the en-US defunding of the nonprofit transportation en-US courtesy stops, Ms. Zorc said.en-US After carefully looking into the cause and en-US effects of this cut, I am hopeful that we can en-US collectively seek other options for savings en-US and cuts with lesser impact on students. I en-US ask that we completely abandon the idea of en-US defunding the nonprofit transportation as en-US an option.en-US Ms. Zorc then outlined the important en-US benefits to the community of all three nonen-US -en-US profits.en-US Long-term, is this budget cut worth the en-US price? she asked. For our at risk students, en-US making the dream work means the entire en-US community coming together in partneren-US -en-US ship.en-US Ms. Zorc added that providing courtesy en-US transportation to these nonprofits after en-US school, providing mentoring, tutoring, and en-US after school supervision in a safe, loving, en-US and learning environment, was an example en-US of the board and school system playing its en-US part. She said the $78,000 was a small price en-US to pay for the immeasurable amount of lifeen-US -en-US long benefits our students are receiving, en-US adding that the three organizations have a en-US combined waiting list of nearly 200 stuen-US -en-US dents, who they cant serve due to lack of en-US funding.en-US Adam Bollinger, Chairman of GYAC, said en-US that when Ms. Idlette presented the figures en-US to the group, she said take it or leave it. en-US There is no conversation about this, it is en-US just being jammed down our throat, Mr. en-US Bollinger said. Mrs. Zorc is the only one en-US who has decided to actually meet with us en-US and talk about these things.en-US Anthony Brown, head of the Indian River en-US County NAACP, seized on a discussion en-US from earlier in the evening about the disen-US -en-US tricts legal fees. Referring to the ongoing en-US lawsuit over school desegregation and other en-US incomplete mandates from the federal en-US court, Mr. Brown said Youre close to a milen-US -en-US lion dollars playing with me but youre cryen-US -en-US ing over $78,000.en-US Youre talking about 12 years youve had en-US this contract (where the nonprofits were en-US supposed to be charged), Mr. Brown said. en-US Im talking about 50 years youve had a en-US contract you didnt live up to. So lets not en-US play this game.en-US Dasie Hope, GYAC, and Boys and Girls en-US Clubs take care of the least of our children. en-US Your school board would not be doing as en-US well as it is doing academically and socially en-US without these programs. You owe them. en-US This is socially wrong, economically wrong, en-US spiritually wrong.en-US Elizabeth Thomason, Executive Director en-US of the Boys & Girls Club of Indian River en-US County, said her organization has had a en-US very positive relationship with the school en-US district.en-US We provide an extension of the school en-US day by helping children complete their en-US homework and participate in quality proen-US -en-US gramming with caring staff and volunteers, en-US Ms. Thomason said, listing many benefits of en-US their programs to the performance of stuen-US-en-US dents in school.en-US We provide this service to the children en-US who need us most, including hiring a full en-US time career counselor to work with at-risk en-US high school youth, to supplement what she en-US said were overworked and understaffed en-US guidance counselors. Ms. Thomason said en-US their goal was to help kids graduate on en-US time and with a plan for the future. en-US Charging us for transportation will dimin en-US-en-US ish our ability to provide quality programs. en-US In the upcoming school year we are providen-US -en-US ing a rent-free place for the school district en-US to work with suspended students, despite en-US the cost that we will incur. We have no en-US intention of passing these costs along to en-US you, because we see you as a partner.en-US As the agenda item was a discussion en-US item and not an action item, no vote was en-US taken, meaning that the superintendents en-US decision to start charging the three organien-US -en-US zations for bus service will take effect with en-US the beginning of the next school year. en-US 16 en-USSen-USomeone, please, turn off the faucet. Tell en-US Mother Nature that we have had en-US enough rain! While we will now see en-US greener fairways and lakes with water in en-US them, we will also lose 50 yards of roll on en-US our drives (insert sad face here).en-US As the rain washed out yet another en-US planned round, one of my buddies en-US wondered aloud why it is that some courses en-US or holes drain well and others do not. Most en-US of us dont ever think about what is under en-US the course. The myriad of catch basins and en-US drainage pipes installed before the first en-US blade of grass grew on the course is usually en-US of no concern. When the rains do fall, en-US however, all of these work in concert with en-US the design of the course to rid each hole of en-US water as quickly as possible. en-US My late friend, Charles Ankron, was an en-US internationally acclaimed golf course en-US architect. I used to do some side work for en-US him and I remember asking him that very en-US question.en-US There are three factors that affect course en-US drainage, he explained. Site, soil and the en-US client. en-US The first factor, site, varies from course en-US to course. Some courses are located in areas en-US with little rainfall, strong drying winds and en-US an abundance of sunshine. Of course these en-US courses drain well.en-US In Florida, courses are normally subject en-US to a lot of rain, and while we do have strong en-US winds and abundant sunshine, we suffer en-US from high humidity. The evaporation rate en-US is much lower than youd expect. We also en-US suffer from not having much elevation en-US change. Water simply has no desire to run en-US anywhere.en-US Soil content is next. The greater the en-US amount of topsoil that a course has, the en-US better it can handle a downpour. Topsoil en-US will absorb a large amount of water, and the en-US thicker that layer, the more water the course en-US can handle. en-US However, it is the subsurface soil stratum en-US has the biggest influence on course en-US drainage. A course with a sandy subsurface en-US will have an excellent absorption rate. A en-US course with a very sandy sub-base course en-US can stay open when some of the exclusive en-US private clubs in the area have to shut down. en-US Thats because it absorbs water so well.en-US Courses unlucky enough to have a hard en-US subsurface, such as marl or sandstone, will en-US need more lakes, more storm drains and en-US more collection areas for the water that the en-US course will shed during a storm or wet en-US season. en-US Probably the biggest factor, aside from en-US nature, is the client. If the course owner or en-US developer has the money and is sensitive to en-US the golf course, he or she may be willing to en-US spend the money needed to design and en-US build a good drainage system. If the owner en-US simply wants an amenity for the housing en-US development, then chances are that money en-US will not be spent and the course wont drain en-US well.en-US If the soil can absorb an inch of rainfall en-US and it rains two inches, the ground is en-US fighting a losing battle. The high points of en-US the course will absorb the first inch and en-US then the second inch will flow downhill. As en-US that water flows to a low point or a catch en-US basin, it grows exponentially adding itself en-US to the water already accumulating downen-US -en-US hill.en-US Most architects use many more drains en-US now than 15 or 20 years ago. I remember a en-US total renovation that Ankrom did where he en-US added 220 additional drains to to capture en-US water. The original early 1970s design had en-US water running a thousand feet before en-US finding a drain. That was changed so that en-US water ran no more than a hundred feet.en-US Modern architects also use nature to help en-US drain the course. Sand retention areas and en-US waste areas have become quite popular. en-US Lakes are used to do three things, disperse en-US water, generate fill for building the course, en-US and storm water storage.en-US The fairways and rough arent the only en-US places that a golf course architect works to en-US drain water from the course. The greens of en-US a modern course have a complicated en-US drainage system built into them as well. en-US Todays modern green is topped with 12 en-US inches of custom topsoil. Under that is four en-US inches of gravel followed by a herringbone en-US system of drainpipes set 20 feet apart. The en-US water that makes it to the drainpipes is en-US taken to a lake, swale, dry well or other low en-US point well away from the green. en-US Thanks to modern irrigation, courses are en-US kept very lush. Unfortunately, sometimes en-US very hard rains follow this and simply adds en-US too much water to the equation.en-US Im happy to see the rain. We can always en-US use a few drops. I just need Mother Nature en-US to turn it off by the weekend.en-US James Stammer has been an avid golfer en-US and golf enthusiast for nearly 40 years. en-US 17 en-USIen-USf you look around your yard and en-US neighborhood, you will find ornamental en-US plants of almost every size, shape and en-US color. What you dont know about some of en-US these common plants can be deadly. Some en-US parts of the ornamental plants or flowers in en-US your yard may contain deadly poison. The en-US most susceptible to being harmed by these en-US plants are children and pets. en-US One of the most toxic and common en-US poisonous plants is the Oleander. The en-US Oleander plant contains a deadly heart en-US stimulant that resembles the prescription en-US drug digitalis. If a child eats a single leaf or en-US two from this plant it could be deadly. en-US There have been several instances where en-US people have died from eating meats that en-US were roasted from a wood fire that en-US contained Oleander twigs or branches. en-US Dieffenbachia, which is a common en-US tropical that many of us have in our homes, en-US is also a highly toxic plant. All parts of this en-US plant are poisonous. If eaten, the plant can en-US cause intense burning and irritation of your en-US mouth. The plant can be deadly if enough en-US swelling occurs to block your airway. You en-US should always wash your hands after en-US handling this or any of the listed poisonous en-US plants.en-US Another surprising plant is the Azalea. en-US All parts of the Azalea plant can be toxic if en-US ingested. The symptoms include nausea en-US and vomiting along with difficulty in en-US breathing and possibly coma. The end en-US result can be fatal. Even the berries of en-US Jasmine plants can be toxic. They can cause en-US digestive problems along with nervous en-US system disorders. en-US The foliage from oak trees can be toxic en-US but the effects are gradual. If foliage is en-US ingested, it can slowly affect your kidneys. en-US You need to ingest a substantial amount for en-US severe poisoning to occur. Lantana, which en-US is commonly used by many as a colorful en-US ground cover, is another specimen that is en-US toxic if ingested. Acute poisoning can cause en-US hemorrhagic diarrhea and rapid heart rate.en-US Although this list includes some of the en-US most common plant varieties, there are en-US many more that could be added to this list en-US including Milkweed, Narcissus, Daffodil, en-US poison Oak, Purslane and Snow on the en-US Mountain. Bear in mind that just because en-US some of your favorite plants can be toxic if en-US ingested, common sense and keeping these en-US plants out of the reach of small children and en-US pets can totally avoid tragedy. en-US We have talked a lot about common and en-US seemingly innocent plants that can be toxic en-US but here is one plant that many people en-US think is deadly poisonous but in reality, it is en-US harmless. The plant I am referring to is the en-US Poinsettia. The Poinsettia plant is one of the en-US most widely produced plants in the en-US country. During the holidays, almost every en-US household has at least one Poinsettia en-US adorning their dcor. Fear not, as todays en-US commercially distributed varieties are not en-US poisonous. en-US There are some people, however, that en-US may get a mild allergic reaction to the milky en-US sap if it comes in contact with their skin. en-US The affected areas can be washed with soap en-US and water to remove the sap if irritation en-US develops. Poinsettia plants are not a serious en-US risk for animals although it is always best to en-US keep any plant out of the reach of pets if en-US they like to chew plants.en-US Finally, there are also several common en-US houseplants that can be toxic to animals en-US and children. Probably the most common is en-US the Philodendron. The toxic part is the en-US leaves. If ingested, it can cause burning of en-US the lips and mouth and can also cause en-US contact dermatitis if the plant juice contacts en-US the skin. Similar symptoms can occur with en-US Pothos, Golden Pothos and Devils Ivy. en-US If you have any ideas or topics you might en-US like me to cover, e-mail me at the address en-US listed below and I will work on your en-US suggestions.
