3 en-USThe City Council had previously voted en-US 4-1 Sept. 10 to accept a $14.5 million offer en-US from Herndon, Va.-based RER Ventures Inc. en-US for the 108,000-square-foot building located en-US in the Tradition Center For Innovation. The en-US corporations principle, Chris Kallivokas, en-US will pay a $2.1 million down payment at en-US closing, with Port St. Lucie financing the en-US balance for five years. The transaction is curen-US -en-US rently in the due diligence phase until early en-US next year, and Mayor Gregory Oravec cast en-US the lone dissenting vote due to the lack of a en-US real earnest money deposit on the deal.en-US Its free look, he said during that meeten-US -en-US ing. That first deposits not at risk, so the en-US buyer can walk away and gets his $100,000 en-US back plus interest. en-US Vive-Mayor Shannon Martin has backed en-US the deal from the beginning due to the fact en-US that city could save money by refunding the en-US non-taxable bonds and use the proceeds en-US from the sale to pay down the debt. So that [the sale] also provides us en-US an opportunity to do that, in addition to the en-US present value savings and the fact that we en-US would be receiving the interest payments en-US every year.en-US Mr. Glover provided the Council a en-US detailed description of the original en-US $64,035,000 in non-taxable bonds issued to en-US construct the facility during the latest meeten-US-en-US ing and said its members had a simple choice en-US before them.en-US What were here to talk about today is, do en-US wen-USe want to move forward expeditiously with en-US the actual refunding of these bonds to lock en-US in debt service savings, or do we want to risk en-US further market movement and wait to close en-US these bonds simultaneously with the actual en-US closing of the building, he said. en-US The citys debt counselor then provided en-US an overview of bond interest rates over the en-US last 10 years, demonstrating that they had en-US dropped to historic lows up to the point of en-US the November 2016 elections and were now en-US once again on the upswing.en-US Since that day, weve seen a steady en-US increase in rates and you can see the biggest en-US impact in rising rates has been on the short en-US end of the yield curve, Mr. Glover en-US explained. So previously there was a fairly en-US large gap between a five-year U.S. Treasury en-US and a 30-year U.S. Treasury. Weve actually en-US seen short-term rates rise quite a bit so the en-US spread between the five-year U.S. Treasury en-US and a 30-year U.S. Treasury is very minimal en-US right now, so what were hoping to do is en-US potentially lock in these fixed rates before en-US long term rates go up.en-US The good news Mr. Glover had for the en-US Council was that his figures from early Sepen-US -en-US tember show the city would save consideren-US -en-US ably by refunding the bonds at current en-US interest rates. Port St. Lucie currently pays en-US $4.1 million annually for the debt. en-US If were able to refund the bonds based en-US on Sept. 11 market conditions, youll see the en-US refunding debt service is about $3.7 million, en-US so were projecting you can lower your en-US annual debt service by about $380,000 a en-US year, he added. Thats a combination of the en-US lower interest rates and because the $4.1 en-US million debt service reserve fund that is siten-US -en-US ting aside as restricted funds associated with en-US the 2010 bonds will not be needed with the en-US 2018 refunding. We can actually use that to en-US reduce the par amount of refunded bonds en-US that need to be issued, so youre actually en-US able to lower your debt service by a little less en-US than $400,000 based on current market conen-US-en-US ditions.en-US Vice-Mayor Shannon Martin subsequenten-US-en-US ly made the motion to approve the ordien-US -en-US nance authorizing the issuance of the taxen-US -en-US able bonds, which was seconded by en-US Councilwoman Jolien Caraballo who en-US expressed elation at the prospect of lowering en-US the debt.en-US I think one of the most exciting things is en-US listening to the fact that we can do a partial en-US refund at the five-year mark, she said referen-US -en-US ring to the application of the buyers $11.6 en-US million balloon payment toward the bonds. en-US Its always how can we continue to pay off en-US our debt, how can we continue to attack our en-US debt, and being able to have that option is en-US very, very exciting.en-US During the recent discussions on the en-US planned sale of the VGTI building for $14.5 en-US million, Hometown News owner Vernon en-US Smith had repeatedly begged the Council to en-US consider waiting for higher offers since the en-US city would still be left holding the financial en-US bag on the failed project. According to en-US details emailed to the paper last August by en-US Port St. Lucie Communications Manager en-US Sarah Prohaska, the city would still owe en-US about $52 million after the sale. Knowing en-US these facts, Mayor Oravec attempted to temen-US -en-US per the excitement of his fellow Council en-US members right before the unanimous vote en-US by telling to look at the long view instead. en-US We like to make progress on behalf of en-US the people, but at the end of the day, were en-US going to have legacy debt, so we cant be en-USexuberant about it, he warned. We have to en-US manage our feelings about it, because from a en-US big picture perspective, that debt is going to en-US be on the books after the building is sold, en-US and we have to do the best with what we got. en-US We didnt create the problem, but were en-US going to be the ones to help fix it.en-USwho have always wanted to create their own en-US floral displays. If theres an en-US emergency there, God forbid, its only Gilen-US -en-US son Road that we have to get out. en-US Mr. Abrams insisted the county didnt en-US need to delay a decision any further on the en-US issue.en-US This application was spoken to death on en-US May 17, he said. What we are doing here is en-US kicking the can down the road, and I think en-US the Commission has better things to do. en-US Harbour Ridge has been in intransigent in en-US terms of finding another location for the cell en-US tower. So I would recommend that the en-US Commission vote along with your staff recen-US -en-US ommendation to deny this application en-US because it has not met the code.en-US None of the commissioners expressed en-US interest in accepting Mr. Abrahams recomen-US -en-US mendation, and Commissioner Chris Dzaen-US-en-US dovsky said he appreciated that fact that en-US members of two subdivisions on opposite en-US sides of the matter had attempted to come to en-US a resolution in order to have better cell en-US phone reception in the area.en-US What the Board often tries to do is find en-US ways to success, he said. We have two en-US communities that have argued the case and en-US argued the case well, and so what weve all en-US said to the applicant is go back and find a en-US solution. I think that that is what that group en-US is attempting to do.en-US Commissioner Dzadovsky subsequently en-US made the motion to approve the extension en-US request, which was seconded by Commisen-US-en-US sioner Cathy Townsend. I think the community has en-US responded quite emphatically that a train en-US going through the middle of Stuart 32 times en-US a day would not only be a disruption, but a en-US dangerous one at that. I did attend the meeten-US -en-US ing with a neighbor under the impression en-US we would get a chance to speak but after an en-US hour or more of listening to only "where a en-US station would go," we left. The issues of the en-US hospital being on the "wrong" side of the en-US tracks and the amount of times and speed of en-US the train going through downtown were not en-US discussed. Their representatives from en-US Orlando were there praising the train every en-US step of the way but not acknowledging that en-US the money that has been secured has been en-US done behind the scenes. en-US There were some people there in favor of en-US it. Brightline apparently feels that if they en-US offer a station, people will warm up to the en-US idea. That is NOT going to happen with en-US most of the residents. There is no reason en-US they cannot move the tracks to the west of en-US 95 where it will not have a direct effect on en-US our city, traffic, downtown, etc. The point en-US they were trying to make is that it would en-US bring more business to Stuart. At what cost en-US would this be to our downtown residents en-US and businesses? There is a school downen-US -en-US town that uses the Lyric Theatre for an en-US escape route if anything ever happened at en-US that school. Can you imagine children tryen-US -en-US ing to cross the tracks when or if this ever en-US happened? en-US There are so many reasons this is not a en-US good fit for our beautiful downtown. These en-US need to be vetted before they start dangling en-US a station in front of people to get them to en-US agree to it. If they really want input, they en-US should have a meeting to listen to the citien-US -en-US zens and what they have to say. en-US The effects of this decision will forever en-US change this city and needs more vetting. en-US When asked, after being asked twice, they en-US acknowledged residents would be responsien-US-en-US ble for the safety, security and responsibility en-US for accidents and funding for quiet zones. en-US This clearly needs more transparency.en-US Nothing has changed. This will decimate en-US our small city. People move here to get away en-US from all that noise, crowds and now Brighten-US -en-US line is bringing it right to our front door. en-US Anyone who agrees to this will not get my en-US vote in the future. Anyone who says it is a en-US "done deal" and there is nothing we can do en-US will not get my vote. We must fight to keep en-US this "the Most Beautiful CIty in the US." en-USPizzaen-USMy wife and i have traveled by car all over en-US North America. We've sampled every type en-US of food popular to that area. I have to say en-US that the pizza here in south Florida is not en-US very good. We have tried many small pizza en-US shops but have been disappointed. It comes en-US down to a matter of preference but I have en-US heard repeatedly the same opinion from en-US other people. When we do buy a delivered en-US pizza we get it from a national chain. It en-US seems like they use recipes from areas of our en-US country that taste the best.en-USLive clerks vs. abandoned, en-US overstuffed cartsen-USTo the ranter who stated "I go back into en-US the store, fill my cart to the brim with non-en-US food items and then leave it. First, in order to get en-US overtime, a person must work a full 8 hour en-US day/40 hour week. Most, if not all, retailers en-US intentionally schedule the employees at less en-US than fulltime to avoid paying benefits. Just en-US ask a live clerk next time you check-out. en-US Second, finding an abandoned overstuffed en-US cart means nothing to the store manager en-US they may not even be notified. Want to en-US make a difference? Take the time to speak to en-US the store manager, or district management en-US or, even better, write (email) the corporate en-US headquarters with your direct complaint/en-US comment.en-US My guess is the reason you prefer a live en-US clerk is either your a creepy old man who en-US likes to 'flirt with' (harass) the live clerk or en-US you are a grumpy old woman who likes to en-US 'vent to' (verbally abuse) the live clerk. en-US Please consider getting therapy/treatment to en-US stop this passive-aggressive behavior. In 2015 county en-US commissioners realized the county was en-US losing money on the courses to the tune of en-US $129,500 the year before.en-US Several options were discussed, including en-US closing the courses and turning them into en-US parks. In January of 2016 the county agreed en-US to lease the courses to Integrity Golf Co, en-US LLC. The deal was hoped to give the county en-US at least $100,000 a year. In July of 2017, en-US Integrity bailed, realizing it, too, was losing en-US money.en-US Fast-foward to earlier this year. The en-US county decided to look at two course-manen-US -en-US agement proposals with a pair of local en-US organizations. Ownership of Savannahs at en-US Sykes Creek would be taken by the Savanen-US -en-US nahs at Sykes Creek Homeowners Associaen-US -en-US tion. Nonprofit Golf Brevard would take en-US over management of Spessard Holland and en-US Habitat.en-US Golf Brevard is a group of successful en-US businessmen who love golf and want to en-US keep the two courses in play. They plan to en-US improve the course conditions and thereby en-US boost the number of golfers playing the en-US courses and the course revenue.en-US Before making their own money, Golf en-US Brevard needs the county to set up a en-US transition fund to help with deferred en-US maintenance on the two courses. There is en-US $250,000 in deferred maintenance at en-US Spessard Holland and over $500,000 at en-US Habitat. These numbers are tough for a en-US company looking to make a profit, but not en-US as intimidating to a company set up to put en-US any profits back into the course.en-US The proposal passed by a commissioners en-US vote of 5-0. The hand-over took place on en-US Sept. 1. The initial transition fund of en-US $250,000 will be paid to Golf Brevard by the en-US county in two payments, one of $1100,000 en-US on Nov. 1 and the remaining $150,000 by en-US Dec. 27. When Golf Brevards reserves en-US reach $360,000, the fund will be repaid.en-US This means that Brevard County is out of en-US the golf business. It has been a business that en-US put a sizable financial strain on the Parks en-US and Recreation Department and the en-US Countys coffers.en-US I spent my middle school and high school en-US years in Palm Bay. I played Spessard en-US Holland many times and always loved the en-US breezy course. en-US Habitat has an even more special en-US meaning for me. My late friend and en-US award-winning golf course architect en-US Charles Ankrom designed the course. It is a en-US design that he was extremely proud of. We en-US played there a few times and he would en-US always point out the nuances he put in his en-US design. To think that it may have closed and en-US become something other than a golf course en-US would have certainly saddened him.en-US Word on the street is that the conditions en-US have already shown improvement. If you noticed it at all, it was en-US hidden at the bottom of the invoice near the en-US line for sales tax.en-US This service charge is the little brother en-US of the infamous Dealer Fee, the hidden en-US PRICE INCREASE which is added to the en-US bottom of the bill of sale when you buy a en-US car. Just like the dealer fee, this service en-US charge is not really a fee at all; rather, its en-US pure profit to the dealership or independent en-US service facility. Just like the dealer fee, it too en-US goes by many different names: Sundry en-US Supplies Fee, Miscellaneous Fee, Hazarden-US -en-US ous Waste Disposal Fee, Waste Oil en-US Disposal Fee, Environmental Impact Fee, en-US etc. The Waste Oil Disposal Fee is en-US particularly deceptive and dishonest en-US because car dealers sell their waste oil to en-US refiners for a tidy profit. Unfortunately, en-US charging any arbitrary extra amount onto en-US the price of auto service is completely legal en-US in Florida! There is also no law requiring en-US consistency in naming this extra charge or en-US even in limiting the amount of that charge. en-US If a car dealer wanted to name the fee CAR en-US DEALERS RETIREMENT FUND, it would en-US be legal (and a lot more honest than en-US Environmental Impact Fee).en-US The size of this bogus fee is calculated as en-US a percentage of the total legitimate parts en-US and service charge you incurred and varies en-US from as little as 5% to 10% and higher. en-US Typically, there is a self-imposed cap on en-US this phony charge so that you dont notice it en-US when you pay your bill at the cashier. Caps en-US also vary from about $25 to $50. Remember en-US that most people service their cars about en-US every 6 months or 5,000 miles and keep en-US their cars 6.5 years. If your average hidden en-US charge for service was $15, over the course en-US of ownership you would pay $195 for work en-US that was never performed on your car! The en-US average dealer fee in Florida is over $1,000, en-US but a car dealer makes his money on the en-US bogus service charge with volume. A car en-US dealer may sell a few cars each day, but he en-US or she may service dozens. Therefore, a car en-US dealer steals far more money from his en-US service customer than he does his car en-US buying customers.en-US Auto service companies and car dealers en-US know that this is wrong and expect some of en-US their customers (those that are alert enough en-US to catch it) to react angrily. Calls from these en-US customers are what inspired me to write en-US this column. One caller that was a regular en-US reader of my column and called me to ask en-US what the sundry supply fee for about $30 en-US at the bottom of his service invoice at en-US Sunrise Ford in Fort Pierce was. I explained en-US it to him. By reacting angrily and threatenen-US -en-US ing to take his service business elsewhere, en-US he was able to have his $30 refunded.en-US This is my recommendation to you: en-US always inspect the service invoice before en-US you pay. If there is any charge on the invoice en-US that you cannot recognize, ask for a en-US complete explanation. The explanation you en-US are likely to hear is that these are for en-US miscellaneous supplies and costs the en-US dealer incurs in repairing the average car, en-US probably not yours. They will talk about en-US nuts and bolts, screws, fasteners, grease en-US solvent, and maybe even soap to wash the en-US mechanics hands. Of course, these are just en-US normal overhead costs of doing business. en-US They might just as well be charging you for en-US their power and water bill or salary to their en-US mechanics. You tell them that their costs of en-US doing business should have been included en-US in the price you were quoted for the labor en-US and parts on your repair order, not sneakily en-US tacked onto the bottom of the invoice when en-US you were paying the cashier. The first is to en-US conduct a general drive. They might have en-US their employees, customers, neighbors, or en-US church members bring any kind of gift for en-US children ages 0-18. They collect them, then en-US we schedule a time when I come pick them en-US up to get them distributed to our kids.en-US The traditional way people participate is en-US through direct sponsorship. I get a list of en-US children, and each childs three wishes. I get en-US those from all of our case managers from all en-US four counties. I compile those lists into one en-US master list, and then I break that list up en-US among all our sponsors.en-US Some churches or businesses decide to en-US sponsor by, for example, taking on 20 chilen-US -en-US dren. I would give you a list of 20 children, en-US their first name, and the three things that en-US they want for Christmas. Then you or your en-US business or church coordinate your own toy en-US drive among your members or employees.en-US Some groups make angel ornaments to en-US hang on a tree, and then each person picks en-US an angel, gets the gift, and brings it back. All en-US gifts should be new and unwrapped.en-US We need to make sure the gifts are en-US age-appropriate, Ms. Kaiser said. Our fosen-US-en-US ter kids have a lot of sensitivities, and our en-US case managers make sure each kid gets an en-US appropriate gift.en-US Also, for this event, we make sure all the en-US gifts are new. Ms. Kaiser said the program en-US seeks to bring joy to children of all different en-US backgrounds and beliefs.en-US Thats not difficult for us to navigate. en-US Our case managers work with these kids en-US and their families on a very personal, reguen-US -en-US lar basis, so they know if the child or family en-US celebrates a different holiday. The child will en-US still get a gift. Usually the case manager en-US gives the gift to the parent, so the parent can en-US surprise the children with them. Whatever en-US holiday the family celebrates, they will have en-US a gift to help them celebrate.en-US Making Christmas Bright aims to provide en-US gifts for about 1,100 children this year. More en-US than 60,000 gifts have been collected since en-US the program began in 1999. The average en-US wish list is about 15 children.en-US This year the program has more than 40 en-US sponsors already, but Ms. Kaiser says they en-US always need more. We get a lot of kids who en-US come into care between now and December, en-US so we want to make sure we have enough en-US gifts for them as well. We have a really good en-US success rate, but we always need every bit of en-US what we get. Thats why the general drives en-US are so important, where people arent shopen-US -en-US ping for a specific kid. Those toys often go en-US to the kids who came into the system after en-US we created the lists for specific kids.en-US Ive been doing this for a long time, and en-US it always surprises me how much more we en-US need. Thats en-US why the first time someone calls me en-US for help we usually spend the first 10 en-US minutes or so ignoring the problem theyre en-US calling about and focusing on getting en-US connected. Once Im connected to their en-US computer then I can get to work, see with en-US my own eyes what the problem is and take en-US steps to fix it without having to play en-US questions. In fact, most of the time, once en-US Ive connected to the machine and underen-US -en-US stand the nature of the problem, Ill have the en-US caller hang up so they can do other things en-US and then I call them back when I have en-US something to report. They can watch what en-US Im doing or they can do other things (away en-US from the computer of course!) while I work. en-US A good remote desktop program is one en-US that allows you to connect to one computer en-US over the internet to another and, when you en-US connect, its just like youre sitting in front of en-US the remote machine pushing the mouse and en-US typing on the keys. To the person sitting at en-US the remote machine when the connection is en-US made, it looks like the machine is possessed en-US or something with the mouse moving by en-US itself and words typing on their own. Its safe en-US (the owner of the remote computer can see en-US what is happening at all times), password en-US protected and its encrypted so no one can en-US eavesdrop on the connection. en-US Although there are many different flavors en-US of Remote Desktop programs out there, Ive en-US built my business around Teamviewer, a en-US program thats super easy to use. Ive found en-US its perfect for 99 percent of the calls that I en-US get but every now and again I get one thats en-US stubborn and difficult to connect to. en-US When a caller first calls for help, I never en-US know what the issue is. It can be anything. I en-US usually will start by asking how old the en-US machine is and if they are able to get out on en-US the internet at all. The age of the machine en-US will tell me a lot right away. For instance if en-US the caller is calling to have me make his en-US 10year old Windows XP machine run en-US faster, I know right away not to waste either en-US of our time I suggest they bite the bullet en-US and get a new machine because there is no en-US way a ten year old machine is going to keep en-US up with todays standards and that means en-US the machine will only get slower. en-US Nine out of ten times the machine was en-US built within a reasonable time frame and en-US they can get out on the internet, they just en-US cant print. Or maybe theyre calling because en-US theyre getting overwhelmed with ads and en-US other garbage or whatever, the important en-US part is they are able to get online.en-US en-US If theyre able to get out online I have them en-US ignore the problem theyre calling about and en-US focus on establishing a connection with me en-US and this is the tricky part. Not because its en-US difficult (the steps to get connected are very en-US straightforward) the difficulty comes from en-US the fact that, until I establish a connection, I en-US have to see through the callers eyes by en-US asking a series of questions. en-US en-US Now some people are super easy to work en-US with they tell me what they are seeing and en-US keep in mind the task at hand (making the en-US connection) and follow my instructions.) en-US The difficult calls are silent, saying nothing en-US and forcing me to imagine what they should en-US be seeing. en-US As I mentioned before, its not hard to en-US make the connection, I first have the caller en-US open their web browser (Internet Explorer, en-US Chrome, Firefox etc.) and then enter my en-US web address in the address bar. Not me, I en-US celebrated it all the time by eating it! en-US Cheese has been with us for 8,000 years, en-US right about the time sheep were first domesen-US -en-US ticated. Milk from sheep would be transen-US -en-US ported in skins made from the sheeps en-US stomach. During this process the milk turn en-US to curd and cheese was born. en-US Since that time more than 750 varieties of en-US cheese have been developed. Get ready to en-US do a lot of tasting. I want to try them all. en-US Lets go to France where they make more en-US than 450 varieties. Better yet, travel to en-US Cheshire, Britain, to the 119th annual en-US International Cheese Awards. This year en-US there were 5,000 cheeses entered. If I go, I en-US may never come back. en-US All kidding aside, I do love cheese. I en-US think most people do. In the U.S., 25 en-US percent of all the cheese is made in en-US Wisconsin with the rest coming from en-US California, New York, Idaho and, guess en-US what, Florida! Yes, we have many dairy en-US farms here and some are producing cheese; en-US a type of Parmesan. You need a lot of dairy en-US farms to produce cheese, because it take 10 en-US pounds of milk for every pound of cheese en-US produced. en-US I know some of you reading this are en-US saying I am lactose intolerant, I cant eat en-US cheese. The fact is some cheeses have less en-US lactose than others. Try aged cheese; it has en-US less lactose than fresh cheeses like Gouda, en-US Parmesan, provolone and Swiss. You may en-US be able to enjoy with just a little discomfort. en-US By the way, I did not capitalize all the en-US names of cheese on purpose. If cheese is en-US named after a city or country, its capitalen-US -en-US ized. If not, no cap. Bet you didnt know en-US that.
